On 22 February 2011, Canterbury and its largest city Christchurch experienced its second major earthquake within six months. The region is facing major economic and organisational challenges in the aftermath of these events. Approximately 25% of all buildings in the Christchurch CBD have been “red tagged” or deemed unsafe to enter. The New Zealand Treasury estimates that the combined cost of the February earthquake and the September earthquake is approximately NZ$15 billion[2]. This paper examines the national and regional economic climate prior to the event, discusses the immediate economic implications of this event, and the challenges and opportunities faced by organisations affected by this event. In order to facilitate recovery of the Christchurch area, organisations must adjust to a new norm; finding ways not only to continue functioning, but to grow in the months and years following these earthquakes. Some organisations relocated within days to areas that have been less affected by the earthquakes. Others are taking advantage of government subsidised aid packages to help retain their employees until they can make long-term decisions about the future of their organisation. This paper is framed as a “report from the field” in order to provide insight into the early recovery scenario as it applies to organisations affected by the February 2011 earthquake. It is intended both to inform and facilitate discussion about how organisations can and should pursue recovery in Canterbury, and how organisations can become more resilient in the face of the next crisis.
Post-earthquake cordons have been used after seismic events around the world. However, there is limited understanding of cordons and how contextual information of place such as geography, socio-cultural characteristics, economy, institutional and governance structure etc. affect decisions, operational procedures as well as spatial and temporal attributes of cordon establishment. This research aims to fill that gap through a qualitative comparative case study of two cities: Christchurch, New Zealand (Mw 6.2 earthquake, February 2011) and L’Aquila, Italy (Mw 6.3 earthquake, 2009). Both cities suffered comprehensive damage to its city centre and had cordons established for extended period. Data collection was done through purposive and snowball sampling methods whereby 23 key informants were interviewed in total. The interviewee varied in their roles and responsibilities i.e. council members, emergency managers, politicians, business/insurance representatives etc. We found that cordons were established to ensure safety of people and to maintain security of place in both the sites. In both cities, the extended cordon was met with resistance and protests. The extent and duration of establishment of cordon was affected by recovery approach taken in the two cities i.e. in Christchurch demolition was widely done to support recovery allowing for faster removal of cordons where as in L’Aquila, due to its historical importance, the approach to recovery was based on saving all the buildings which extended the duration of cordon. Thus, cordons are affected by site specific needs. It should be removed as soon as practicable which could be made easier with preplanning of cordons.
This paper shows an understanding of the availability of resources in post-disaster reconstruction and recovery in Christchurch, New Zealand following its September 4, 2010 and February 22, 2011 earthquakes. Overseas experience in recovery demonstrates how delays and additional costs may incur if the availability of resources is not aligned with the reconstruction needs. In the case of reconstruction following Christchurch earthquakes, access to normal resource levels will be insufficient. An on-line questionnaire survey, combined with in-depth interviews was used to collect data from the construction professionals that had been participated in the post-earthquake reconstruction. The study identified the resources that are subject to short supply and resourcing challenges that are currently faced by the construction industry. There was a varied degree of impacts felt by the surveyed organisations from resource shortages. Resource pressures were primarily concentrated on human resources associated with structural, architectural and land issues. The challenges that may continue playing out in the longer-term reconstruction of Christchurch include limited capacity of the construction industry, competition for skills among residential, infrastructure and commercial sectors, and uncertainties with respect to decision making. Disasters are rare events with major consequences; yet comparatively little is known about managing employee needs in disaster situations. Based on case studies of four organisations following the devastating earthquakes of 2010 - 2011 in Christchurch, New Zealand, this paper presents a framework using redefined notions of employee needs and expectations, and charting the ways in which these influence organisational recovery and performance. Analysis of in-depth interview data from 47 respondents in four organisations highlighted the evolving nature of employee needs and the crucial role of middle management leadership in mitigating the effects of disasters. The findings have counterintuitive implications for human resource functions in a disaster, suggesting that organisational justice forms a central framework for managing organisational responses to support and engage employees for promoting business recovery.
The University of Canterbury CEISMIC Canterbury Earthquake Digital Archive draws on the example of the Centre for History and New Media’s (CHNM) September 11 Archive, which was used to collect digital artefacts after the bombing of the World Trade Centre buildings in 2001, but has gone significantly further than this project in its development as a federated digital archive. The new University of Canterbury Digital Humanities Programme – initiated to build the archive – has gathered together a Consortium of major national organizations to contribute content to a federated archive based on principles of openness and collaboration derived directly from the international digital humanities community.
Research in the governance of urban tourist spaces is characterized by a lack of argumentative inquiry and scant use of critical theory. This is evident, particularly, in the study of tourism and post-disaster urban recovery, with very few contributions assessing the phenomenon from a social theory perspective. This thesis examines the complex phenomenon of planning and governance for urban tourism spaces in contexts facing physical recovery from natural disasters. It does so by looking at the governance dynamics and the mechanism of decision- making put in place before and after triggering events like earthquakes and tsunamis. This thesis provides evidence from Christchurch, New Zealand, by focusing on the policies and strategies for the regeneration of the city centre put in place before and after the disruptive earthquakes of 2010 and 2011. The thesis looks at power relations, structures and ideologies through a Lukesian appraisal of pre-and-post disaster governance from two relevant urban tourist spaces located in the Christchurch central city area: the Arts Centre of Christchurch and the Town Hall and Performing Arts Precinct. The research strategy adopted for the study combined archival research, interviews with key stakeholders and fieldwork notes over a period of two years. The research deployed a comparative case study methodology that focuses on projects taking place within a spatially defined area of the city centre where special legislation was enacted as result of the earthquakes. The findings from the interviews and their triangulation with documents retrieved from national and local authorities suggest that the earthquakes affected the engagement among stakeholders and the mechanisms of decision-making. Also, the findings show patterns of disaster capitalism in post-earthquake governance for urban tourist spaces in the Christchurch CBD, with episodes of exclusion, lobbying and amendment of rules and legislation that directly benefited the interests of a narrow group of privileged stakeholders. Overall, the study shows that the earthquakes of 2010 and 2011 accelerated neoliberal practices of site development in Christchurch, with the seismic events used as a pretext to implement market-oriented site projects in the CBD area.

Christchurch MPs - Labour's Lianne Dalziel and National's Amy Adams - say it's not fair for seat-of-the-pants post-quake red/yellow and green sticker assessments to be formally recorded forever. They say the assessments were hastily done and inconsistent. But the Christchurch City Council says its required to do so under the provisions of the Canterbury Earthquake Response and Recovery Act.
