School travel is a major aspect of a young person’s everyday activity. The relationship between the built environment that youth experience on their way to and from school, influences a number of factors including their development, health and wellbeing. This is especially important in low income areas where the built environment is often poorer, but the need for it to be high quality and accessible is greater. This study focusses on the community of Aranui, a relatively low income suburb in Christchurch, New Zealand. It pays particular attention to Haeata Community Campus, a state school of just under 800 pupils from year one through to year thirteen (ages 5-18). The campus opened in 2017 following the closure of four local schools (three primary and one secondary), as part of the New Zealand Government’s Education Renewal scheme following the Christchurch earthquakes of 2010/11. Dedicated effort toward understanding the local built environment, and subsequent travel patterns has been argued to be insufficiently considered. The key focus of this research was to understand the importance of the local environment in encouraging active school travel. The present study combines geospatial analysis, quantitative survey software Maptionnaire, and statistical models to explore the features of the local environment that influence school travel behaviour. Key findings suggest that distance to school and parental control are the most significant predictors of active transport in the study sample. Almost 75% of students live within two kilometres of the school, yet less than 40% utilise active transport. Parental control may be the key contributing factor to the disproportionate private vehicle use. However, active school travel is acknowledged as a complex process that is the product of many individual, household, and local environment factors. To see increased active transport uptake, the local environment needs to be of greater quality. Meaning that the built environment should be improved to be youth friendly, with greater walkability and safe, accessible cycling infrastructure.

The Canterbury Earthquakes of 2010 and 2011 and subsequent re-organisation and rebuilding of schools in the region is initiating a rapid transitioning from traditional classrooms and individual teaching to flexible learning spaces (FLS’s) and co-teaching. This transition is driven by the Ministry of Education property division who have specific guidelines for designing new schools, re-builds and the five and ten year property plan requirements. Boards of Trustees, school leaders and teachers are faced with the challenge of reconceptualising teaching and learning from private autonomous learning environments to co-teaching in Flexible Learning Spaces provisioned for 50 to 180 children and two to six teachers in a single space. This process involves risks and opportunities especially for teachers and children. This research project investigates the key components necessary to create effective co-teaching relationships and environments. It explores the lessons learnt from the 1970’s open plan era and the views of 40 experienced practitioners and leaders with two or more years’ experience working in collaborative teaching and learning environments in sixteen New Zealand and Australian schools. The research also considers teacher collaboration and co-teaching as evidenced in literature. The findings lead to the identification of eight key components required to create effective collaborative teaching and learning environments which are discussed using three themes of student centeredness, effective pedagogy and collaboration. Six key recommendations are provided to support the effective co-teaching in a flexible learning space: 1. Situate learners at the centre 2. Develop shared understanding about effective pedagogy in a FLS 3. Develop skills of collaboration 4. Implement specific co-teaching strategies 5. Analyse the impact of co-teaching strategies 6. Strategically prepare for change and the future
The Canterbury earthquakes destroyed the Christchurch CBD and caused massive disruption to business across the region. There was an urgent need to support business survival and foster economic recovery. Recover Canterbury is a hub providing seamless support for businesses affected by the earthquakes, giving them easy access to government and commercial expertise in a one-stop shop.
This study updated and superseded Earthquake hazard and risk assessment study Stage 1 Part A: Earthquake source identification and characterisation (Pettinga et al, 1998). It compiled and tabulated all relevant available information on earthquake sources in Canterbury and updated the active faults database with new fault locations and information. This report was the first report in the district series, and has a different format to later reports. It includes all natural hazards, not only earthquake hazards. It describes earthquake, flooding, meteorological, landslide and coastal hazards within Hurunui district and gives details of historic events. It includes district-scale (1:250,000) active fault and flood hazard maps. The report describes an earthquake scenario for a magnitude 6.9 earthquake near Cheviot, as well as flooding, meteorological, landslide, coastal erosion, storm surge, and tsunami scenarios.
This report assesses issues and options for preparing an earthquake hazard and risk assessment programme for Canterbury. It outlines investigation options and associated costs in order to better understand Canterbury's earthquake hazard and risk. Although earthquake hazard and risk information needs and investigation priorities within Canterbury have changed over the past 15 years, the majority of the report’s recommended components have been undertaken to some degree either by Environment Canterbury or other organisations. This study led on from Earthquake hazard and risk assessment study Stage 1 Part A: Earthquake source identification and characterisation (Pettinga et al, 1998). It used the location and characteristics of active faults in the Canterbury region, and the historic record of earthquakes to estimate levels of ground shaking (MM intensity, peak ground acceleration and spectral accelerations) across Canterbury for different return periods. The study also provided earthquake scenarios for selected towns and cities in Canterbury, and undertook detailed investigations into the largest historic earthquakes in Christchurch and parts of the Canterbury region. Fine grained sediment deposition in urban environments during natural hazard events can impact critical infrastructure and properties (urban terrain) leading to reduced social and economic function and potentially adverse public health effects. Therefore, clean-up of the sediments is required to minimise impacts and restore social and economic functionality as soon as possible. The strategies employed to manage and coordinate the clean-up significantly influence the speed, cost and quality of the clean-up operation. Additionally, the physical properties of the fine grained sediment affects the clean-up, transport, storage and future usage of the sediment. The goals of the research are to assess the resources, time and cost required for fine grained sediment clean-up in an urban environment following a disaster and to determine how the geotechnical properties of sediment will affect urban clean-up strategies. The thesis focuses on the impact of fine grained sediment (<1 mm) deposition from three liquefaction events during the Canterbury earthquake sequence (2010-2011) on residential suburbs and transport networks in Christchurch. It also presents how geotechnical properties of the material may affect clean-up strategies and methods by presenting geotechnical analysis of tephra material from the North Island of New Zealand. Finally, lessons for disaster response planning and decision making for clean-up of sediment in urban environments are presented. A series of semi-structured interviews of key stakeholders supported by relevant academic literature and media reports were used to record the clean-up operation coordination and management and to make a preliminary qualification of the Christchurch liquefaction ejecta clean-up (costs breakdown, time, volume, resources, coordination, planning and priorities). Further analysis of the costs and resources involved for better accuracy was required and so the analysis of Christchurch City Council road management database (RAMM) was done. In order to make a transition from general fine sediment clean-up to specific types of fine disaster sediment clean-up, adequate information about the material properties is required as they will define how the material will be handled, transported and stored. Laboratory analysis of young volcanic tephra from the New Zealand’s North Island was performed to identify their geotechnical properties (density, granulometry, plasticity, composition and angle of repose). The major findings of this research were that emergency planning and the use of the coordinated incident management system (CIMS) system during the emergency were important to facilitate rapid clean-up tasking, management of resources and ultimately recovery from widespread and voluminous liquefaction ejecta deposition in eastern Christchurch. A total estimated cost of approximately $NZ 40 million was calculated for the Christchurch City clean-up following the 2010-2011 Canterbury earthquake sequence with a partial cost of $NZ 12 million for the Southern part of the city, where up to 33% (418 km) of the road network was impacted by liquefaction ejecta and required clearing of the material following the 22 February 2011 earthquake. Over 500,000 tonnes of ejecta has been stockpiled at Burwood landfill for all three liquefaction inducing earthquake events. The average cost per kilometre for the event clean-up was $NZ 5,500/km (4 September 2010), $NZ 11,650/km (22 February 2011) and $NZ 11,185/km (13 June 2011). The duration of clean-up time of residential properties and the road network was approximately two to three months for each of the three liquefaction ejecta events; despite events volumes and spatial distribution of ejecta. Interviews and quantitative analysis of RAMM data revealed that the experience and knowledge gained from the Darfield earthquake (4 September 2010) clean-up increased the efficiency of the following Christchurch earthquake induced liquefaction ejecta clean-up events. Density, particle size, particle shape, clay content and moisture content, are the important geotechnical properties that need to be considered when planning for a clean-up method that incorporates collection, transport and disposal or storage. The geotechnical properties for the tephra samples were analysed to increase preparedness and reaction response of potentially affected North Island cities from possible product from the active volcanoes in their region. The geotechnical results from this study show that volcanic tephra could be used in road or construction material but the properties would have to be further investigated for a New Zealand context. Using fresh volcanic material in road, building or flood control construction requires good understanding of the material properties and precaution during design and construction to extra care, but if well planned, it can be economically beneficial.

Tertiary students, not just working populations, might be experiencing feelings of burnout following the Christchurch earthquakes of 2010 and 2011. In the aftermath of a major disaster, the gap between the resources available to handle pressures (e.g., support) and the demands inherent in the pursuit of an academic degree (e.g., heavy workload) may lead to feelings of burnout among students. This study hypothesised that burnout dimensions (emotional exhaustion and disengagement) would be related to students’ perceptions of immediate institutional support, extended institutional support, peer support, family support, and work overload. Additionally, it was proposed that institutional and social support would moderate the relationship between work overload and burnout. Two hundred and seventy one third and fourth year students were sampled using an online questionnaire. These particular students were expected to be at greater risk of emotional exhaustion and academic disengagement because they were at the earliest stage of their tertiary education when the major earthquakes first hit. Family support and extended institutional support were found to be associated with decreased levels of emotional exhaustion and disengagement. Meanwhile, work overload was found to be related to increased levels of emotional exhaustion and disengagement. Furthermore, both peer support and immediate institutional support were found to have a moderating effect on the relationship between work overload and disengagement. This study has exposed unique findings which contribute to burnout research especially in a post-disaster context, and raises the importance of providing the right types of support for individuals who are particularly dealing with the consequences of a natural disaster.

Canterbury Earthquakes Symposium - Ōtautahi creative spaces: Strengthening the recovery context through a collective arts-based approach This panel discussion was presented by Dr Catherine Savage, Director (Ihi Research) and Kim Morton, Director (Ihi Research) The Canterbury Earthquakes Symposium, jointly hosted by the Department of the Prime Minister and Cabinet and the Christchurch City Council, was held on 29-30 November 2018 at the University of Canterbury in Christchurch. The purpose of the event was to share lessons from the Canterbury earthquakes so that New Zealand as a whole can be better prepared in future for any similar natural disasters. Speakers and presenters included Greater Christchurch Regeneration Minister, Hon Dr Megan Woods, Christchurch Mayor, Lianne Dalziel, Ngāi Tahu chief executive, Arihia Bennett, head of the public inquiry into EQC, Dame Sylvia Cartwright, urban planner specialising in disaster recovery and castrophe risk management, Dr Laurie Johnson; Christchurch NZ chief executive and former Press editor, Joanna Norris; academic researcher and designer, Barnaby Bennett; and filmmaker, Gerard Smyth. About 300 local and national participants from the public, private, voluntary sectors and academia attended the Symposium. They represented those involved in the Canterbury recovery effort, and also leaders of organisations that may be impacted by future disasters or involved in recovery efforts. The focus of the Symposium was on ensuring that we learn from the Canterbury experience and that we can apply those learnings.

The Christchurch liquefaction study was initiated to better determine liquefaction susceptibility in Christchurch city. It aimed to improve on earlier liquefaction susceptibility maps, which were based on soil type and distribution, by incorporating soil strength data into liquefaction analysis. This stage of the study included collating available geological and geotechnical data from Environment Canterbury and Christchurch City Council into a database, modelling liquefaction hazard and ground damage and presenting these as maps. The report contains many recommendations, which were taken up in subsequent stages of the study. (Note that the results of Stage 1 of the Christchurch liquefaction study were provided to Environment Canterbury as a letter rather than a report. This was a summary of work completed to 30 June 2001, including a review of geological and geotechnical data available within Environment Canterbury and Christchurch City Council records.) The University of Canterbury Dept. of Chemistry has weathered the Canterbury Earthquake of September 4, 2010 very well due to a combination of good luck, good planning and dedicated effort. We owe a great deal to university Emergency Response Team and Facilities Management Personnel. The overall emergency preparedness of the university was tested to a degree far beyond anything else in its history and shown to be well up to scratch. A strong cooperative relationship between the pan-campus controlling body and the departmental response teams greatly facilitated our efforts. Information and assistance was provided promptly, as and when we needed it without unnecessary bureaucratic overheads. At the departmental level we are indebted to the technical staff who implemented the invaluable pre-quake mitigation measures and carried the majority of the post-quake clean-up workload. These people put aside their personal concerns and anxieties at a time when magnitude-5 aftershocks were still a regular occurrence.
