In the aftermath of the 2010-2011 Canterbury Earthquake Sequence (CES), the location of Christchurch-City on the coast of the Canterbury Region (New Zealand) has proven crucial in determining the types of- and chains of hazards that impact the city. Very rapidly, the land subsidence of up to 1 m (vertical), and the modifications of city’s waterways – bank sliding, longitudinal profile change, sedimentation and erosion, engineered stop-banks… - turned rainfall and high-tides into unprecedented floods, which spread across the eastern side of the city. Within this context, this contribution presents two modeling results of potential floods: (1) results of flood models and (2) the effects of further subsidence-linked flooding – indeed if another similar earthquake was to strike the city, what could be the scenarios of further subsidence and then flooding. The present research uses the pre- and post-CES LiDAR datasets, which have been used as the boundary layer for the modeling. On top of simple bathtub model of inundation, the river flood model was conducted using the 2-D hydrodynamic code NAYS-2D developed at the University of Hokkaido (Japan), using a depth-averaged resolution of the hydrodynamic equations. The results have shown that the area the most at risk of flooding are the recent Holocene sedimentary deposits, and especially the swamplands near the sea and in the proximity of waterways. As the CES drove horizontal and vertical displacement of the land-surface, the surface hydrology of the city has been deeply modified, increasing flood risks. However, it seems that scientists and managers haven’t fully learned from the CES, and no research has been looking at the potential future subsidence in further worsening subsidence-related floods. Consequently, the term “coastal quake”, coined by D. Hart is highly topical, and most especially because most of our modern cities and mega-cities are built on estuarine Holocene sediments.
This thesis was completed by Abigail Thompson for her Master of Architecture (Professional) at the University of Auckland in 2012. It was initiated with the aim of the addressing the destruction of many Christchurch buildings following the earthquakes, and investigates the role of architecture in public memory and ways of reconnecting people with the city. As the future of the world’s oil reserves becomes progressively more uncertain, it is becoming increasingly important that steps are taken to ensure that there are viable, attractive alternatives to travel by private motor vehicle. As with many of New Zealand’s major urban centres, Christchurch is still exceptionally reliant on private motor vehicles; although a significant proportion of the population indicate that they would like to cycle more, cycling is still an underutilised mode of transport. Following a series of fatal earthquakes that struck the city in 2010 and 2011, there has been the need to significantly redevelop much of the city’s horizontal infrastructure – subsequently providing the perfect platform for significant changes to be made to the road network. Many of the key planning frameworks governing the rebuild process have identified the need to improve Christchurch’s cycling facilities in order to boost cycling numbers and cyclist safety. The importance of considering future growth and travel patterns when planning for transport infrastructure has been highlighted extensively throughout literature. Accordingly, this study sought to identify areas where future cycle infrastructure development would be advantageous based on a number of population and employment projections, and likely future travel patterns throughout the city. Through the use of extensive GIS analysis, future population growth, employment and travel patterns for Christchurch city were examined in order to attain an understanding of where the current proposed major cycleways network could be improved, or extended. A range of data and network analysis were used to derive likely travel patterns throughout Christchurch in 2041. Trips were derived twice, once with a focus on simply finding the shortest route between each origin and destination, and then again with a focus on cyclist safety and areas where cyclists were unlikely to travel. It was found that although the proposed major cycleways network represents a significant step towards improving the cycling environment in Christchurch, there are areas of the city that will not be well serviced by the current proposed network in 2041. These include a number of key residential growth areas such as Halswell, Belfast and Prestons, along with a number of noteworthy key travel zones, particularly in areas close to the central city and key employment areas. Using network analysis, areas where improvements or extensions to the proposed network would be most beneficial were identified, and a number of potential extensions in a variety of areas throughout the city were added to the network of cycle ways. Although it has been found that filling small gaps in the network can have considerable positive outcomes, results from the prioritisation analysis suggested that initially in Christchurch demand is likely to be for more substantial extensions to the proposed major cycleways network.
As the fourth anniversary of the earthquake which devastated Christchurch approaches, the slow pace of the rebuild has surprised many. But how quickly have other earthquake hit cities returned to their former glory? Radio New Zealand Christchurch reporter, Rachel Graham, visited Japan for an Insight documentary to compare the progress made in the Sendai area, almost four years after it was hit by a magnitude 9 earthquake and a mega tsunami. She also visited Kobe to look at the impact on that city, and the lessons learnt, 20 years after it was hit by a major earthquake.
A prominent Christchurch property investor says the Government's anchor projects meant to help rebuild the city faster, has instead slowed it down. After the 2011 earthquake, the Government launched a recovery plan for the CBD, which had 16 anchor projects designed to spur on the rebuild. However, many have been plagued by delays and are still unfinished. Property investor Antony Gough told RNZ reporter Anan Zaki that unlike the Government, it was the private sector which ploughed ahead with the rebuild.

“One of the most basic and fundamental questions in urban master planning and building regulations is ‘how to secure common access to sun, light and fresh air?” (Stromann-Andersen & Sattrup, 2011). Daylighting and natural ventilation can have significant benefits in office buildings. Both of these ‘passive’ strategies have been found to reduce artificial lighting and air-conditioning energy consumption by as much as 80% (Ministry for the Environment, 2008); (Brager, et al., 2007). Access to daylight and fresh air can also be credited with improved occupant comfort and health, which can lead to a reduction of employee absenteeism and an increase of productivity (Sustainability Victoria, 2008). In the rebuild of Christchurch central city, following the earthquakes of 2010 and 2011, Cantabrians have expressed a desire for a low-rise, sustainable city, with open spaces and high performance buildings (Christchurch City Council, 2011). With over 80% of the central city being demolished, a unique opportunity to readdress urban form and create a city that provides all buildings with access to daylight and fresh air exists. But a major barrier to wide-spread adoption of passive buildings in New Zealand is their dependence on void space to deliver daylight and fresh air – void space which could otherwise be valuable built floor space. Currently, urban planning regulations in Christchurch prioritize density, allowing and even encouraging low performance compact buildings. Considering this issue of density, this thesis aimed to determine which urban form and building design changes would have the greatest effect on building performance in Central City Christchurch. The research proposed and parametrically tested modifications of the current compact urban form model, as well as passive building design elements. Proposed changes were assessed in three areas: energy consumption, indoor comfort and density. Three computer programs were used: EnergyPlus was the primary tool, simulating energy consumption and thermal comfort. Radiance/Daysim was used to provide robust daylighting calculations and analysis. UrbaWind enabled detailed consideration of the urban wind environment for reliable natural ventilation predictions. Results found that, through a porous urban form and utilization of daylight and fresh air via simple windows, energy consumption could be reduced as much as 50% in buildings. With automatic modulation of windows and lighting, thermal and visual comfort could be maintained naturally for the majority of the occupied year. Separation of buildings by as little as 2m enabled significant energy improvements while having only minimal impact on individual property and city densities. Findings indicated that with minor alterations to current urban planning laws, all buildings could have common access to daylight and fresh air, enabling them to operate naturally, increasing energy efficiency and resilience.

Local independent radio stations in Christchurch, New Zealand, had their operations severely disrupted by major earthquakes in September 2010 and February 2011. This article examines the experiences of three radio stations that were shut out of their central city premises by the cordon drawn around the city after the 22 February quake. One of the stations continued broadcasting automatically, while the others were unable to fully get back on air for several weeks afterwards. All of the stations had to manage access to workspaces, the emotional needs of staff and volunteers, the technical ability to broadcast, and the need to adapt content appropriately when back on air. For the locally based radio managers decisions had to be made about the future of the stations in a time of significant emotional, physical, and geological upheaval. The article explores how these radio stations were disrupted by the earthquake, and how they returned to air through new combinations and interconnections of people, workspace, technology, content and transmission.

The 2010 and 2011 earthquakes of Canterbury have had a serious and ongoing effect on Maori in the city (Lambert, Mark-Shadbolt, Ataria, & Black, 2012). Many people had to rely on themselves, their neighbours and their whanau for an extended period in 2011, and some are still required to organise and coordinate various activities such as schooling, health care, work and community activities such as church, sports and recreation in a city beset by ongoing disruption and distress. Throughout the phases of response and recovery, issues of leadership have been implicitly and explicitly woven through both formal and informal investigations and debates. This paper presents the results of a small sample of initial interviews of Maori undertaken in the response and early recovery period of the disaster and discusses some of the implications for Maori urban communities.
