Elevated levels of trace elements in the environment are of great concern because of their persistence, and their high potential to harm living organisms. The exposure of aquatic biota to trace elements can lead to bioaccumulation, and toxicity can result. Furthermore, the transfer of these elements through food chains can result in exposure to human consumers. Sea-fill or coastal fill sites are among the major anthropogenic sources of trace elements to the surrounding marine environment. For example, in the Maldives, Thilafushi Island is a sea-fill site consisting of assorted municipal solid waste, with multiple potential sources of trace elements. However, there is limited data on environmental trace element levels in the Maldives, and although seafood is harvested from close to this site, there is no existing data regarding trace element levels in Maldivian diets. A Christchurch couple locked in an ongoing legal battle with state-owned quake insurer Southern Response says it is sobering for a Court of Appeal decision to go their way, one decade on from the harrowing earthquakes. An earlier High Court decision found Southern Response guilty of misleading and deceptive behaviour when it short-changed Karl and Alison Dodds tens of thousands of dollars after their quake damaged house was written off. The Dodds say they were tricked into accepting a lower offer from Southern Response only to later discover the insurer had kept secret from them a second higher estimate to rebuild their damaged house, a so-called second secret detailed repair and rebuild analysis (DRA). The High Court ordered Southern Response to pay the Dodds almost $180,000 in damages, plus costs. But the government appealed the decision, saying it needed clarity, because of the thousands of similar cases it could be liable for. The Court of Appeal reduced the damages Southern Response has to pay $10,656.44 due to an earlier error in calculations. The Minister responsible Grant Robertson has declined to be interviewed. Southern Response also declined to be interviewed. Neither have ruled out appealing the decision in the Supreme Court.
This article is a critical commentary of how political documentary embodies the traits and functions of alternative journalism. I explore this notion through Obrero (‘worker’) my independent documentary project about the labour migration of Filipino workers to Christchurch, Aotearoa New Zealand, after the earthquake in 2011. This article maps out the points at where the theories and practices of alternative media and documentary intersect. Analysing political documentary as a format of alternative journalism has links to the long tradition of film and video production as a tool for social critique. As a form of practice-based research, Obrero falls under the rubric of alternative journalism—able to represent the politically marginal sectors of the polity and report on issues underreported in the mainstream press. This article concludes that a distribution plan that is responsive to fragmenting audiences works best when alternative journalism no longer targets a niche but transborder audiences.
This paper begins with a discussion of the history of negligent manslaughter in New Zealand and its development from the standard of ordinary negligence to the current test of a “major departure” from the expected standard of care, as set out under s 150A of the Crimes Act 1961. The paper then examines failings in s 150A’s current application, arguing that the “major departure” test has created injustices due to its strictly objective nature. Two examples of this are discussed in-depth, Bawa-Garba v R (UK) where a doctor was convicted of grossly negligent manslaughter for the death of her patient; and the decision not to prosecute the negligent engineers of the CTV building which collapsed in the Christchurch earthquake of 2011. The paper discusses three potential resolutions moving forward. It concludes that a more subjective interpretation of the wording of s 150A, which takes account of circumstances excusing or condemning a defendant’s conduct, would prevent future injustices and be a reasonably open interpretation on the wording of s 150A.
Though generally considered “natural” disasters, cyclones and earthquakes are increasingly being associated with human activities, incubated through urban settlement patterns and the long-term redistribution of natural resources. As society is becoming more urbanized, the risk of human exposure to disasters is also rising. Architecture often reflects the state of society’s health: architectural damage is the first visible sign of emergency, and reconstruction is the final response in the process of recovery. An empirical assessment of architectural projects in post-disaster situations can lead to a deeper understanding of urban societies as they try to rebuild. This thesis offers an alternative perspective on urban disasters by looking at the actions and attitudes of disaster professionals through the lens of architecture, situated in recent events: the 2010 Christchurch earthquake, the 2010 Haiti earthquake, and the 2005 Hurricane Katrina. An empirical, multi-hazard, cross-sectional case study methodology was used, employing grounded theory method to build theory, and a critical constructivist strategy to inform the analysis. By taking an interdisciplinary approach to understanding disasters, this thesis positions architecture as a conduit between two divergent approaches to disaster research: the hazards approach, which studies the disaster cycles from a scientific perspective; and the sociological approach, which studies the socially constructed vulnerabilities that result from disasters, and the elements of social change that accompany such events. Few studies to date have attempted to integrate the multi-disciplinary perspectives that can advance our understanding of societal problems in urban disasters. To bridge this gap, this thesis develops what will be referred to as the “Rittelian framework”—based on the work of UC Berkeley’s architecture professor Horst Rittel (1930-1990). The Rittelian framework uses the language of design to transcend the multiple fields of human endeavor to address the “design problems” in disaster research. The processes by which societal problems are addressed following an urban disaster involve input by professionals from multiple fields—including economics, sociology, medicine, and engineering—but the contribution from architecture has been minimal to date. The main impetus for my doctoral thesis has been the assertion that most of the decisions related to reconstruction are made in the early emergency recovery stages where architects are not involved, but architects’ early contribution is vital to the long-term reconstruction of cities. This precipitated in the critical question: “How does the Rittelian framework contribute to the critical design decisions in modern urban disasters?” Comparative research was undertaken in three case studies of recent disasters in New Orleans (2005), Haiti (2010) and Christchurch (2010), by interviewing 51 individuals who were selected on the basis of employing the Rittelian framework in their humanitarian practice. Contextualizing natural disaster research within the robust methodological framework of architecture and the analytical processes of sociology is the basis for evaluating the research proposition that architectural problem solving is of value in addressing the ‘Wicked Problems’ of disasters. This thesis has found that (1) the nuances of the way disaster agents interpret the notion of “building back better” can influence the extent to which architectural professionals contribute in urban disaster recovery, (2) architectural design can be used to facilitate but also impede critical design decisions, and (3) framing disaster research in terms of design decisions can lead to innovation where least expected. This empirical research demonstrates how the Rittelian framework can inform a wider discussion about post-disaster human settlements, and improve our resilience through disaster research.
During the recent devastating earthquakes in Christchurch, many residential houses were damaged due to widespread liquefaction of the ground. In-situ testing is widely used as a convenient method for evaluating liquefaction potential of soils. Cone penetration test (CPT) and standard penetration test (SPT) are the two popular in situ tests which are widely used in New Zealand for site characterization. The Screw Driving Sounding (SDS) method is a relatively new operating system developed in Japan consisting of a machine that drills a rod into the ground by applying torque at seven steps of axial loading. This machine can continuously measure the required torque, load, speed of penetration and rod friction during the test, and therefore can give a clear overview of the soil profile along the depth of penetration. In this paper, based on a number of SDS tests conducted in Christchurch, a correlation was developed between tip resistance of CPT test and SDS parameters for layers consisting of different fines contents. Moreover, using the obtained correlation, a chart was proposed which relates the cyclic resistance ratio to the appropriate SDS parameter. Using the proposed chart, liquefaction potential of soil can be estimated directly using SDS data. As SDS method is simpler, faster and more economical test than CPT and SPT, it can be a reliable alternative in-situ test for soil characterization, especially in residential house constructions.

The Canterbury Earthquake Sequence (CES) of 2010-2011 caused widespread liquefaction in many parts of Christchurch. Observations from the CES highlight some sites were liquefaction was predicted by the simplified method but did not manifest. There are a number of reasons why the simplified method may over-predict liquefaction, one of these is the dynamic interaction between soil layers within a stratified deposit. Soil layer interaction occurs through two key mechanisms; modification of the ground motion due to seismic waves passing through deep liquefied layers, and the effect of pore water seepage from an area of high excess pore water pressure to the surrounding soil. In this way, soil layer interaction can significantly alter the liquefaction behaviour and surface manifestation of soils subject to seismic loading. This research aimed to develop an understanding of how soil layer interaction, in particular ground motion modification, affects the development of excess pore water pressures and liquefaction manifestation in a soil deposit subject to seismic loading. A 1-D soil column time history Effective Stress Analysis (ESA) was conducted to give an in depth assessment of the development of pore pressures in a number of soil deposits. For this analysis, ground motions, soil profiles and model parameters were required for the ESA. Deconvolution of ground motions recorded at the surface during the CES was used to develop some acceleration time histories to input at the base of the soil-column model. An analysis of 55 sites around Christchurch, where detailed site investigations have been carried out, was then conducted to identify some simplified soil profiles and soil characteristics. From this analysis, four soil profiles representative of different levels of liquefaction manifestation were developed. These were; two thick uniform and vertically continuous sandy deposits that were representative of sites were liquefaction manifested in both the Mw 7.1 September 2010 and the Mw 6.3 February 2011 earthquakes, and two vertically discontinuous profiles with interlayered liquefiable and non-liquefiable layers representative of sites that did not manifest liquefaction in either the September 2010 or the February 2011 events. Model parameters were then developed for these four representative soil profiles through calibration of the constitutive model in element test simulations. Simulations were run for each of the four profiles subject to three levels of loading intensity. The results were analysed for the effect of soil layer interaction. These were then compared to a simplified triggering analysis for the same four profiles to determine where the simplified method was accurate in predicting soil liquefaction (for the continuous sandy deposits) and were it was less accurate (the vertically discontinuous deposits where soil layer interaction was a factor).
The full scale, in-situ investigations of instrumented buildings present an excellent opportunity to observe their dynamic response in as-built environment, which includes all the real physical properties of a structure under study and its surroundings. The recorded responses can be used for better understanding of behavior of structures by extracting their dynamic characteristics. It is significantly valuable to examine the behavior of buildings under different excitation scenarios. The trends in dynamic characteristics, such as modal frequencies and damping ratios, thus developed can provide quantitative data for the variations in the behavior of buildings. Moreover, such studies provide invaluable information for the development and calibration of realistic models for the prediction of seismic response of structures in model updating and structural health monitoring studies. This thesis comprises two parts. The first part presents an evaluation of seismic responses of two instrumented three storey RC buildings under a selection of 50 earthquakes and behavioral changes after Ms=7.1 Darfield (2010) and Ms=6.3 Christchurch (2011) earthquakes for an instrumented eight story RC building. The dynamic characteristics of the instrumented buildings were identified using state-of-the-art N4SID system identification technique. Seismic response trends were developed for the three storey instrumented buildings in light of the identified frequencies and the peak response accelerations (PRA). Frequencies were observed to decrease with excitation level while no trends are discernible for the damping ratios. Soil-structure interaction (SSI) effects were also determined to ascertain their contribution in the seismic response. For the eight storey building, it was found through system identification that strong nonlinearities in the structural response occurred and manifested themselves in all identified natural frequencies of the building that exhibited a marked decrease during the strong motion duration compared to the pre-Darfield earthquakes. Evidence of foundation rocking was also found that led to a slight decrease in the identified modal frequencies. Permanent stiffness loss was also observed after the strong motion events. The second part constitutes developing and calibrating finite element model (FEM) of the instrumented three storey RC building with a shear core. A three dimensional FEM of the building is developed in stages to analyze the effect of structural, non-structural components (NSCs) and SSI on the building dynamics. Further to accurately replicate the response of the building following the response trends developed in the first part of the thesis, sensitivity based model updating technique was applied. The FEMs were calibrated by tuning the updating parameters which are stiffnesses of concrete, NSCs and soil. The updating parameters were found to generally follow decreasing trends with the excitation level. Finally, the updated FEM was used in time history analyses to assess the building seismic performance at the serviceability limit state shaking. Overall, this research will contribute towards better understanding and prediction of the behavior of structures subjected to ground motion.

This section considers forms of collaboration in situated and community projects embedded in important spatial transformation processes in New Zealand cities. It aims to shed light on specific combinations of material and semantic aspects characterising the relation between people and their environment. Contributions focus on participative urban transformations. The essays that follow concentrate on the dynamics of territorial production of associations between multiple actors belonging both to civil society and constituted authority. Their authors were directly engaged in the processes that are reported and conceptualised, thereby offering evidence gained through direct hands-on experience. Some of the investigations use case studies that are conspicuous examples of the recent post-traumatic urban development stemming from the Canterbury earthquakes of 2010-2011. More precisely, these cases belong to the early phases of the programmes of the Christchurch recovery or the Wellington seismic prevention. The relevance of these experiences for the scope of this study lies in the unprecedented height of public engagement at local, national and international levels, a commitment reached also due to the high impact, both emotional and concrete, that affected the entire society.
Mechanistic and scientific approaches to resilience assume that there is a “tipping point” at which a system can no longer absorb adversity; after this point, it is liable to collapse. Some of these perspectives, particularly those stemming from ecology and psychology, recognise that individuals and communities cannot be perpetually resilient without limits. While the resilience paradigm has been imported into the social sciences, the limits to resilience have often been disregarded. This leads to an overestimation of “human resourcefulness” within the resilience paradigm. In policy discourse, practice, and research, resilience seems to be treated as a “limitless” and human quality in which individuals and communities can effectively cope with any hazard at any time, for as long as they want and with any people. We critique these assumptions with reference to the recovery case in Ōtautahi Christchurch, Aotearoa New Zealand following the 2010-11 Canterbury earthquake sequence. We discuss the limits to resilience and reconceptualise resilience thinking for disaster risk reduction and sustainable recovery and development.
Tina, the debut feature film of Miki Magasiva is a love letter to both Samoan culture and how choral music, across cultures, can assist people in change. The way art can enable acceptance of the richness of our difference. But Tina is also centrally about how Pasifika women are leaders in taking culture forward. The title translates in English as mother, or female elder. And in the lead role Anapela Polata'ivao plays Mareta, a mother struggling after the death of her daughter in the 2011 Christchurch Earthquake. Taking on a job as a teacher at a wealthy Pakeha-dominated private school, Mareta connects with kids who it turns out also really need support. She takes them all the way to the Big Sing National Choir Competition. Anapela Polata'ivao gives a remarkable performance. She is the constant, complex beating heart of this movie. As a director and actor Anapela has long played a significant leadership role in bringing Pacific voices to stage and screen, and last year became an officer of the New Zealand Order of Merit in recognition of her service. We welcomed her to Culture 101 to play 'Fast Favourites' where her choices were Lindah Lepou, Jordyn with a Why and writer directors Arianne Mnouchkine, Vela Manusaute and Nina Nawalowalo.
The Bachelor of Youth and Community Leadership (BYCL) was launched by the University of Canterbury (UC) in 2020. The genesis of this new degree was a Stage One service-learning course that, in turn, arose from the innovative and active response of many of the university’s students in the aftermath of the Christchurch earthquakes in 2010 and 2011. That innovative action saw the formation of the Student Volunteer Army as well as the adoption of a new set of Graduate Attributes for every undergraduate at the university. The idea of a specialist undergraduate degree that captured this unique chain of events began to take form from 2016. The resulting degree was developed as a flexible, transdisciplinary programme for young (and not so young) leaders wanting an academic grounding for their passions in community leadership and social action. In 2020, the inaugural intake of students commenced their studies. In this reflection, we discuss our experience of teaching within the BYCL for the first time, using a collaborative approach to teaching that we based on what we understand, individually and collectively, to draw on principles of democratic pedagogy.
This paper outlines the deconstruction, redesign and reconstruction of a 2 storey timber building at the University of Canterbury, in Christchurch, New Zealand. The building consists of post tensioned timber frames and walls for lateral and gravity resistance, and timber concrete composite flooring. Originally a test specimen, the structure was subjected to extreme lateral displacements in the University structural testing laboratory. This large scale test of the structural form showed that post tensioned timber can withstand high levels of drift with little to no structural damage in addition to displaying full recentering characteristics with no residual displacements, a significant contributor to post earthquake cost. The building subsequently has been dismantled and reconstructed as offices for the Structural Timber Innovation Company (STIC). In doing this over 90% of the materials have been recycled which further enhances the sustainability of this construction system. The paper outlines the necessary steps to convert the structure from a test specimen into a functioning office building with minimal wastage and sufficient seismic resistance. The feasibility of recycling the structural system is examined using the key indicators of cost and time.

Industrial steel storage pallet racking systems are used extensively worldwide to store goods. Forty percent of all goods are stored on storage racks at some time during their manufactureto- consumption life. In 2017, goods worth USD 16.5 billion were carried on cold-formed steel racking systems in seismically active regions worldwide. Historically, these racks are particularly vulnerable to collapse in severe earthquakes. In the 2010/2011 Christchurch earthquakes, around NZD 100 million of pallet racking stored goods were lost, with much greater associated economic losses due to disruptions to the national supply chain. A novel component, the friction slipper baseplate, has been designed and developed to very significantly improve the seismic performance of a selective pallet racking system in both the cross-aisle and the down-aisle directions. This thesis documents the whole progress of the development of the friction slipper baseplate from the design concept development to experimental verification and incorporation into the seismic design procedure for selective pallet racking systems. The test results on the component joint tests, full-scale pull-over and snap-back tests and fullscale shaking table tests of a steel storage racking system are presented. The extensive experimental observations show that the friction slipper baseplate exhibits the best seismic performance in both the cross-aisle and the down-aisle directions compared with all the other base-connections tested. It protects the rack frame and concrete floor from damage, reduces the risk of overturning in the cross-aisle direction, and minimises the damage at beam-end connectors in the down-aisle direction, without sustaining damage to the connection itself. Moreover, this high level of seismic performance can be delivered by a simple and costeffective baseplate with almost no additional cost. The significantly reduced internal force and frame acceleration response enable the more cost-effective and safer design of the pallet racking system with minimal extra cost for the baseplate. The friction slipper baseplate also provides enhanced protection to the column base from operational impact damage compared with other seismic resisting and standard baseplates.
A zone of active tectonism occurs in mid and north Canterbury, from the Rakaia to the Waipara Rivers, which coincides with seismicity concentrations and several Quaternary surface anomalies and is here defined as the Porters Pass Tectonic Zone. Although parallel to the Marlborough faults to the north, the lack of regional definition suggests this zone is much younger in its inception reflecting a southward movement of the plate rotation vector. The objectives of this study were to map the structures associated with this zone in the segment between the Rakaia and Waimakariri Rivers with detailed analysis concentrated in the upper Kawai Valley. Quaternary offsets on the main lineament of the Porters Pass Fault were traced through the area and evidence for the rate of movement, probable magnitudes and return periods of related seismic events was sought. The basement was found to be complicated by pre-existing deformation structures in Torlesse Group rocks which have been subsequently been re-activated or rotated by recent fault movement probably beginning in the Pleistocene. This phase is dominantly thrusting and uplift has lead to the erosion of most of the overlying sedimentary cover. Remnants of the Cret-Tertiary sediments still remain as fault-bounded packets. Evidence suggests that a change to development of a regional lateral shear associated with the Porters Pass Tectonic Zone transects the thrust system with complex interaction between the older reverse and new strike-slip faults. Offset rates along the segments of the Porters Pass Fault are not well constrained but are believed to be approximately in the range of 11-13 mm/year for at least the last 130,000 years. This rate is similar to other large faults in the Marlborough region. Two earthquake events have been identified and dated at 600 and 2000 years ago, with a magnitude of greater than 6.5. Evidence suggests characteristic earthquakes along the Porters Pass Fault are greater than Magnitude 7. This result has some major ramifications for the expected seismic hazards for nearby Christchurch.
The Acheron rock avalanche is located in the Red Hill valley almost 80 km west of Christchurch and is one of 42 greywacke-derived rock avalanches identified in the central Southern Alps. It overlies the Holocene active Porters Pass Fault; a component of the Porters Pass-Amberley Fault Zone which extends from the Rakaia River to beyond the Waimakariri River. The Porters Pass Fault is a dextral strike-slip fault system viewed as a series of discontinuous fault scarps. The location of the fault trace beneath the deposit suggests it may represent a possible source of seismic shaking resulting in the formation of the Acheron rock avalanche. The rock mass composition of the rock avalanche source scar is Torlesse Supergroup greywacke consisting of massive sandstone and thinly bedded mudstone sequences dipping steeply north into the centre of the source basin. A stability analysis identified potential instability along shallow north dipping planar defects, and steep south dipping toppling failure planes. The interaction of the defects with bedding is considered to have formed conditions for potential instability most likely triggered by a seismic event. The dTositional area of the rock avalanche covers 7.2 x 105 m2 with an estimated volume of 9 x 10 m3 The mobilised rock mass volume was calculated at 7.5 x 106 m3• Run out of the debris from the top of the source scar to the distal limit reached 3500m, descending over a vertical fall of almost 700m with an estimated Fahrboschung of 0.2. The run out of the rock avalanche displayed moderate to high mobility, travelling at an estimated maximum velocity of 140-160 km/hour. The rapid emplacement of the deposit is confirmed by highly fragmented internal composition and burial of forest vegetation New radiocarbon ages from buried wood retrieved from the base of Acheron rock avalanche deposit represents an emplacement age closely post-dating (Wk 12094) 1152 ± 51 years B.P. This differs significantly from a previous radiocarbon age of (NZ547) 500 ± 69 years B.P. and modal lichenometry and weathering-rind thickness ages of approximately 460 ± 10 yrs and 490 ± 50 years B.P. The new age shows no resemblance to an earthquake event around 700- 500 years B.P. on the Porters Pass-Amberley Fault Zone. The DAN run out simulation using a friction model rheology successfully replicated the long run out and velocity of the Acheron rock avalanche using a frictron angle of 27° and high earth pressure coefficients of 5.5, 5.2, and 5.9. The elevated earth pressure coefficients represent dispersive pressures derived from dynamic fragmentation of the debris within the mobile rock avalanche, supporting the hypothesis of Davies and McSaveney (2002). The DAN model has potential applications for areas prone to large-scale instability in the elevated slopes and steep waterways of the Southern Alps. A paleoseismic investigation of a newly identified scarp of the Porters Pass Fault partially buried by the rock avalanche was conducted to identify any evidence of a coseismic relationship to the Acheron rock avalanche. This identified three-four fault traces striking at 078°, and a sag pond displaying a sequence of overbank deposits containing two buried soils representing an earthquake event horizon. A 40cm vertical offset of the ponded sediment and lower buried soil horizqn was recorded, which was dated to (Wk 13112 charcoal in palosol) 653 ± 54 years B.P. and (Wk 13034 palosol) 661 ± 34 years B.P. The evidence indicates a fault rupture occurred along the Porters Pass Fault, west of Porters Pass most likely extending to the Red Lakes terraces, post-dating 700 years B.P., resulting in 40cm of vertical displacement and an unknown component of dextral strike slip movement. This event post dates the event one (1000 ± 100 years B.P) at Porters Pass previously considered to represent the most recent rupture along the fault line. This points to a probable source for resetting of the modal weathering-rind thicknesses and lichen size populations in the Red Hill valley and possibly the Red Lakes terraces. These results suggest careful consideration must be given to the geomorphic and paleoseismic history of a specific site when applying surface dating techniques and furthermore the origin of dates used in literature and their useful range should be verified. An event at 700-500 years B.P did not trigger the Acheron rock avalanche as previously assumed supporting Howard's conclusions. The lack of similar aged rupture evidence in either of the Porters Pass and Coleridge trenches supports Howard's hypothesis of segmentation of the Porters Pass Fault; where rupture occurs along one fault segment but not along another. The new rock avalanche age closely post-dating 1200-1100 years B.P. resembles the poorly constrained event one rupture age of 1700-800 years B.P for the Porters Pass Fault and the tighter constrained Round Top event of 1010 ± 50 years B.P. on the Alpine Fault. Eight other rock avalanche deposits spread across the central Southern Alps also resemble the new ages however are unable to be assigned specific earthquake events due to the large associated error bars of± 270 years. This clustering of ages does represent compelling lines of evidence for large magnitude earthquake events occurring over the central Southern Alps. The presence of a rock avalanche deposit does not signify an earthquake based on the historical evidence in the Southern Alps however clustering of ages does suggest that large Mw >7 earthquakes occurred across the Southern Alps between 1200-900 years BP.
A natural disaster will inevitably strike New Zealand in the coming years, damaging educational facilities. Delays in building quality replacement facilities will lead to short-term disruption of education, risking long-term inequalities for the affected students. The Christchurch earthquake demonstrated the issues arising from a lack of school planning and support. This research proposes a system that can effectively provide rapid, prefabricated, primary schools in post-disaster environments. The aim is to continue education for children in the short term, while using construction that is suitable until the total replacement of the given school is completed. The expandable prefabricated architecture meets the strength, time, and transport requirements to deliver a robust, rapid relief temporary construction. It is also adaptable to any area within New Zealand. This design solution supports personal well-being and mitigates the risk of educational gaps, PTSD linked with anxiety and depression, and many other mental health disorders that can impact students and teachers after a natural disaster.

The presentation is titled, "Local System Perspective".The abstract for this presentation reads as follows: The devastating Canterbury earthquakes of 2010 and 2011 have resulted in challenges for the people of Canterbury and have altered the population's health needs. In the wake of New Zealand's largest natural disaster, the health system needed to respond rapidly to changing needs and damaged infrastructure in the short-term in the context of developing sustainable long-term solutions. Canterbury was undergoing system transformation prior to the quakes, however the horizon of transformation was brought forward post-quake: 'Vision 2020' became the vision for now. Innovation was enabled as people working across the system addressed new constraints such as the loss of 106 acute hospital beds, 635 aged residential care beds, the loss of general practices and pharmacies as well as damaged non-government organisation sector. A number of new integration initiatives (e.g. a shared electronic health record system, community rehabilitation for older people, community falls prevention) and expansion of existing programs (e.g. acute demand management) were focused on supporting people to stay well in their homes and communities. The system working together in an integrated way has resulted in significant reductions in acute health service utilisation in Canterbury. Acute admission rates have not increased and remain significantly below national rates and the number of acute and rehabilitation bed days have fallen since the quakes, with these trends most evident among older people. However, health needs frequently reported in post-disaster literature have created greater pressures on the system. In particular, an escalating number of people facing mental health problems and coping with acute needs of the migrant rebuild population provide new challenges for a workforce also affected by the quakes. The recovery journey for Canterbury is not over.
This paper presents the probabilistic seismic performance and loss assessment of an actual bridge– foundation–soil system, the Fitzgerald Avenue twin bridges in Christchurch, New Zealand. A two-dimensional finite element model of the longitudinal direction of the system is modelled using advanced soil and structural constitutive models. Ground motions at multiple levels of intensity are selected based on the seismic hazard deaggregation at the site. Based on rigorous examination of several deterministic analyses, engineering demand parameters (EDP’s), which capture the global and local demand, and consequent damage to the bridge and foundation are determined. A probabilistic seismic loss assessment of the structure considering both direct repair and loss of functionality consequences was performed to holistically assess the seismi risk of the system. It was found that the non-horizontal stratification of the soils, liquefaction, and soil–structure interaction had pronounced effects on the seismic demand distribution of the bridge components, of which the north abutment piles and central pier were critical in the systems seismic performance. The consequences due to loss of functionality of the bridge during repair were significantly larger than the direct repair costs, with over a 2% in 50 year probability of the total loss exceeding twice the book-value of the structure.
