Summary report prepared for Christchurch and Canterbury Tourism which presented overall research findings with a focus on those relaing to the provision and effectiveness of visitor information after the February 2011 earthquake
The Kaikoura earthquake in November 2016 highlighted the vulnerability of New Zealand’s rural communities to locally-specific hazard events, which generate regional and national scale impacts. Kaikoura was isolated with significant damage to both the east coast road (SH1) and rail corridor, and the Inland Road (Route 70). Sea bed uplift along the coast was significant – affecting marine resources and ocean access for marine operators engaged in tourism and harvesting, and recreational users. While communities closest to the earthquake epicentre (e.g., Kaikoura, Waiau, Rotherham and Cheviot) suffered the most immediate earthquake damage, the damage to the transport network, and the establishment of an alternative transport route between Christchurch and Picton, has significantly impacted on more distant communities (e.g., Murchison, St Arnaud and Blenheim). There was also considerable damage to vineyard infrastructure across the Marlborough region and damage to buildings and infrastructure in rural settlements in Southern Marlborough (e.g., Ward and Seddon).
This study analysed liquefaction susceptibility and estimated ground settlements for two earthquake scenarios (foothills and Alpine Fault) for eastern Waimakariri District. The report was later partially superseded by Earthquake hazard assessment for Waimakariri District (Yetton and McCahon, 2009), which while not using such detailed analytical methods as the 2000 Beca report, reviewed new information available since 2000 (including that collected as part of the Pegasus Town development). This showed that the liquefaction susceptibility in eastern Waimakariri district was in fact much more variable than suggested in the 2000 Beca maps, and that liquefaction susceptibility was extremely difficult to predict without a site-specific investigation. The study contributes to a better understanding of utilisation and interaction patterns in post-disaster temporary urban open spaces. A series of devastating earthquakes caused large scale damage to Christchurch’s central city and many suburbs in 2010 and 2011. Various temporary uses have emerged on vacant post-earthquake sites including community gardens, urban agriculture, art installations, event venues, eateries and cafés, and pocket parks. Drawing on empirical data obtained from a spatial qualities survey and a Public Life Study, the report analyses how people used and interacted with three exemplary transitional community-initiated open spaces (CIOS) in relation to particular physical spatial qualities in central Christchurch over a period of three weeks. The report provides evidence that users of post-disaster transitional community-initiated open spaces show similar utilisation and interaction patterns in relation to specific spatial qualities as observed in other urban environments. The temporary status of CIOS did apparently not influence ‘typical’ utilisation and interaction patterns.

This report presents research on the affects of the Ōtautahi/Christchurch earthquakes of 2010 to 2012 on the city’s Tangata Whaiora community, ‘people seeking health’ as Māori frame mental health clients. Drawing on the voices of 39 participants of a Kaupapa Māori provider (Te Awa o te Ora), this report presents extended quotes from Tangata Whaiora, their support staff (many of whom are Tangata Whaiora), and managers as they speak of the events, their experiences, and support that sustained them in recoveries of well-being through the worse disaster in Aotearoa/New Zealand in three generations. Ōtautahi contains a significant urban Māori population, many living in suburbs that were seriously impacted by the earthquakes that began before dawn on September 4th, 2010, and continued throughout 2011 and 2012. The most damaging event occurred on February 22nd, 2011, and killed 185 people and severely damaged the CBD as well as many thousands of homes. The thousands of aftershocks delayed the rebuilding of homes and infrastructure and exacerbated the stress and dislocation felt by residents. The tensions and disorder continue for numerous residents into 2014 and it will be many years before full social and physical recovery can be expected. This report presents extended excerpts from the interviews of Tangata Whaiora and their support staff. Their stories of survival through the disaster reinforce themes of community and whānau while emphasising the reality that a significant number of Tangata Whaiora do not or cannot draw on this supports. The ongoing need for focused responses in the area of housing and accommodation, sufficiently resourced psycho-social support, and the value of Kaupapa Māori provision for Māori and non-Māori mental health clients cannot be overstated. The report also collates advice from participants to other Tangata Whaiora, their whānau, providers and indeed all residents of places subject to irregular but potentially devastating disaster. Much of this advice is relevant for more daily challenges and should not be underestimated despite its simplicity.

Ground motion observations from the most significant 10 events in the 2010-2011 Canterbury earthquake sequence at near-source sites are utilized to scrutinize New Zealand (NZ)-specific pseudo-spectral acceleration (SA) empirical ground motion prediction equations (GMPE) (Bradley 2010, Bradley 2013, McVerry et al. 2006). Region-specific modification factors based on relaxing the conventional ergodic assumption in GMPE development were developed for the Bradley (2010) model. Because of the observed biases with magnitude and source-to-site distance for the McVerry et al. (2006) model it is not possible to develop region-specific modification factors in a reliable manner. The theory of non-ergodic empirical ground motion prediction is then outlined, and applied to this 10 event dataset to determine systematic effects in the between- and within-event residuals which lead to modifications in the predicted median and standard deviation of the GMPE. By examining these systematic effects over sub-regions containing a total of 20 strong motion stations within the Canterbury area, modification factors for use in region-specific ground motion prediction are proposed. These modification factors, in particular, are suggested for use with the Bradley et al. (2010) model in Canterbury-specific probabilistic seismic hazard analysis (PSHA) to develop revised design response, particularly for long vibration periods.

In the aftermath of the 22 February 2011 earthquake, the Natural Hazards Research Platform (NHRP) initiated a series of Short Term Recovery Projects (STRP) aimed at facilitating and supporting the recovery of Christchurch from the earthquake impacts. This report presents the outcomes of STRP 6: Impacts of Liquefaction on Pipe Networks, which focused on the impacts of liquefaction on the potable water and wastewater systems of Christchurch. The project was a collaborative effort of NHRP researchers with expertise in liquefaction, CCC personnel managing and designing the systems and a geotechnical practitioner with experience/expertise in Christchurch soils and seismic geotechnics.
This research briefing reports on the key findings of a computer-assisted text analysis of records from The Press newspaper related to the Earthquake Commission (EQC) from 2010 to 2019. The briefing has been prepared as a submission to the Public Inquiry into the Earthquake Commission. The aim of producing this research briefing is to provide the Public Inquiry with preliminary findings of a large-scale overview of media coverage on EQC and to identify and quantify key features and trends in public discourse about EQC over time. This research, which aggregates many stories and voices over time, offers a unique lens to view how EQC has been collectively represented, understood and experienced by the people of Canterbury.

A remote-operated digger has started work on Christchurch Cathedral removing rubble from the historic building. It's a job project managers are describing as a world first - and a significant breakthrough in the clean up of Christchurch's earthquake damaged Cathedral. Adam Burns reports.
Following the Christchurch earthquake of 22 February 2011 a number of researchers were sent to Christchurch, New Zealand to document the damage to masonry buildings as part of “Project Masonry”. Coordinated by the Universities of Auckland and Adelaide, researchers came from Australia, New Zealand, Canada, Italy, Portugal and the US. The types of masonry investigated were unreinforced clay brick masonry, unreinforced stone masonry, reinforced concrete masonry, residential masonry veneer and churches; masonry infill was not part of this study. This paper focuses on the progress of the unreinforced masonry (URM) component of Project Masonry. To date the research team has completed raw data collection on over 600 URM buildings in the Christchurch area. The results from this study will be extremely relevant to Australian cities since URM buildings in New Zealand are similar to those in Australia.

This report provided information on the location and character of the Ostler Fault Zone near Twizel. The fault traces, and associated recommended fault avoidance zones, were mapped in detail for inclusion in a District Plan Change for the Twizel area. The Ostler Fault Zone was mapped in detail because of the higher likelihood of movement on that fault than others in the district, and the potential for future development across the fault zone because of its proximity to Twizel. The report recommended that the information be incorporated into the District Plan Change and that site-specific investigations be undertaken before development is allowed within the fault avoidance zones. These recommendations were taken up by Mackenzie District Council.
