Rapid, accurate structural health monitoring (SHM) assesses damage to optimise decision-making. Many SHM methods are designed to track nonlinear stiffness changes as damage. However, highly nonlinear pinched hysteretic systems are problematic in SHM. Model-based SHM often fails as any mismatch between model and measured response dynamics leads to significant error. Thus, modelfree methods of hysteresis loop tracking methods have emerged. This study compares the robustness and accuracy in the presence of significant measurement noise of the proven hysteresis loop analysis (HLA) SHM method with 3 emerging model-free methods and 2 further novel adaptations of these methods using a highly nonlinear, 6-story numerical structure to provide a known ground-truth. Mean absolute errors in identifying a known nonlinear stiffness trajectory assessed at four points over two successive ground motion inputs from September 2010 and February 2011 in Christchurch range from 1.71-10.52%. However, the variability is far wider with maximum errors ranging from 3.90-49.72%, where the second largest maximum absolute error was still 19.74%. The lowest mean and maximum absolute errors were for the HLA method. The next best method had mean absolute error of 2.92% and a maximum of 10.51%. These results show the clear superiority of the HLA method over all current emerging model-free methods designed to manage the highly nonlinear pinching responses common in reinforced concrete structures. These results, combined with high robustness and accuracy in scaled and fullscale experimental studies, provide further validation for using HLA for practical implementation.
The 4 September, 22 February, and 13 June earthquakes experienced in Canterbury, New Zealand would have been significant events individually. Together they present a complex and unprecedented challenge for Canterbury and New Zealand. The repetitive and protracted nature of these events has caused widespread building and infrastructure damage, strained organisations’ financial and human resources and challenged insurer and investor confidence. The impact of the earthquakes was even more damaging coming in the wake of the worst worldwide recession since the great depression of the 1930s. However, where there is disruption there is also opportunity. Businesses and other organisations will drive the physical, economic and social recovery of Canterbury, which will be a dynamic and long-term undertaking. Ongoing monitoring of the impacts, challenges and developments during the recovery is critical to maintaining momentum and making effective mid-course adjustments. This report provides a synthesis of research carried out by the Resilient Organisations (ResOrgs) Research Programme1 at the University of Canterbury and Recover Canterbury in collaboration with Opus Central Laboratories (part of Opus International Consultants). The report includes discussions on the general state of the economy as well as data from three surveys (two conducted by ResOrgs and one by Recover Canterbury) on business impacts of the earthquakes, population movements and related economic recovery issues. This research and report offers two primary benefits:
The ultimate goal of this study is to develop a model representing the in-plane behaviour of plasterboard ceiling diaphragms, as part of the efforts towards performance-based seismic engineering of low-rise light timber-framed (LTF) residential buildings in New Zealand (NZ). LTF residential buildings in NZ are constructed according to a prescriptive standard – NZS 3604 Timberframed buildings [1]. With regards to seismic resisting systems, LTF buildings constructed to NZS3604 often have irregular bracing arrangements within a floor plane. A damage survey of LTF buildings after the Canterbury earthquake revealed that structural irregularity (irregular bracing arrangement within a plane) significantly exacerbated the earthquake damage to LTF buildings. When a building has irregular bracing arrangements, the building will have not only translational deflections but also a torsional response in earthquakes. How effectively the induced torsion can be resolved depends on the stiffness of the floors/roof diaphragms. Ceiling and floor diaphragms in LTF buildings in NZ have different construction details from the rest of the world and there appears to be no information available on timber diaphragms typical of NZ practice. This paper presents experimental studies undertaken on plasterboard ceiling diaphragms as typical of NZ residential practice. Based on the test results, a mathematical model simulating the in-plane stiffness of plasterboard ceiling diaphragms was developed, and the developed model has a similar format to that of plasterboard bracing wall elements presented in an accompany paper by Liu [2]. With these two models, three-dimensional non-linear push-over studies of LTF buildings can be undertaken to calculate seismic performance of irregular LTF buildings.
We examine the role of business interruption insurance in business recovery following the Christchurch earthquake in 2011 in the short- and medium-term. In the short-term analysis, we ask whether insurance increases the likelihood of business survival in the aftermath of a disaster. We find only weak evidence that those firms that had incurred damage, but were covered by business interruption insurance, had higher likelihood of survival post-quake compared with those firms that did not have insurance. This absence of evidence may reflect the high degree of uncertainty in the months following the 2011 earthquake and the multiplicity of severe aftershocks. For the medium-term, our results show a more explicit role for insurance in the aftermath of a disaster. Firms with business interruption insurance have a higher probability of increasing productivity and improved performance following a catastrophe. Furthermore, our results show that those organisations that receive prompt and full payments of their claims have a better recovery, in terms of profitability and a subjective ‘”better off” measure’ than those that had protracted or inadequate claim payments (less than 80% of the claim paid within 2.5 years). Interestingly, the latter group does worse than those organisations that had damage but no insurance coverage. This analysis strongly indicates the importance not only of good insurance coverage, but of an insurance system that also delivers prompt claim payments. As a first paper attempting to empirically identify a causal effect of insurance on business recovery, we also emphasize some caveats to our analysis.

A heritage advocate says he is over the moon to see a special piece of this country's history restored for future generations to enjoy. Three second world war era gun emplacements have been officially opened at Godley Head near Christchurch. The concrete bunkers and network of tunnels were badly damaged in the 2011 earthquakes and have only now been repaired and had screeds of graffiti removed. At the height of the war, the guns at the entry to Lyttelton Harbour were home to two thousand army personnel. They were the main defence from an anticipated Japanese invasion. The Godley Heads Heritage Trust chair, Peter Wilkins, told Conan Young the restored emplacements will ensure this history is never forgotten.

One Christchurch business has found just the right ingredients to rise again."The Naked Baker"gave away all of their cakes and buns and baked goods to the people of North Brighton after the earthquake on February 22nd. Co-owners Darren Carlaw and Andrew Snee started the bakery, coffee roastery and mobile food business 8 years ago. The cafe had to shut for more than 2 weeks to clean up all the damage . They didn't know what to expect when the business re-opened. What they discovered is that business is up by 30% thanks in part to their ability to bring their coffee and cakes to the many offices that have moved out of the center of town.
In 1978 world-class motorcycle designer John Britten bought a derelict stable block in Christchurch and painstakingly converted it into a home where he raised his family and built his revolutionary V1000 motorbike. The family continued to live there after his death in 1995, but were forced to abandon it when it sustained serious damage during the 2011 Canterbury earthquakes. After sitting broken and empty for six years, Isabelle Weston, John's eldest daughter, and her husband Tim undertook to restore and revamp the house with a view to running it as a B&B. More than 11,000 people reported feeling the earthquake that hit just after 2am on Friday. The magnitude 4.8 quake was centred 5-kilometres south of Te Aroha, at a depth of 6-kilometres. People from Kaitaia, through to the sodden regions of Auckland, Bay of Plenty, Coromandel, and even down in Christchurch, reported feeling it. A series of weaker aftershocks began to strike 40 minutes later, although there are no immediate reports of damage as of yet. It's not the first quake to hit Te Aroha this year - a 5.1 quake rattled the town on January 4. Te Kuiti resident Zane Burdett and Kees Meinderts from Motumaoho, just south of Morrinsville, spoke to Corin Dann.
The sign for Perry's Cafe has had "Shaken but not deterred" added under the name of the cafe. One of the iconic figures of two workmen painted on the side of the building, which have regularly-changed speech bubbles commenting humorously on topical subjects, are saying "Is my crack showing?" The paint has peeled from the other speech bubble, obscuring the reply. The photographer comments, "After the numerous earthquakes in Christchurch a lot of buildings were damaged and made off limits. A magnitude six earthquake which struck in Canterbury just before quarter-past-nine Wednesday morning has left some nearby residents feeling a bit shaken. The quake, which struck 45 kilometres north of Geraldine at a depth of ten kilometres, was located in the Southern Alps, away from populated areas. It was widely felt in Geraldine, Timaru and Temuka - though there are no reports of serious damage or injury. Timaru District Council says it's closing a stadium and other facilities for assessment. Background and methodology The Mw 7.8, 14th November 2016 earthquake centred (item b, figure 1) in the Hurunui District of the South Island, New Zealand, damaged critical infrastructure across North Canterbury and Marlborough. We investigate the impacts to infrastructure and adaptations to the resulting service disruption in four small rural towns (figure 1): Culverden (a), Waiau (c), Ward (d) and Seddon (e). This is accomplished though literary research, interviews and geospatial analysis. Illustrating our methods, we have displayed here a Hurunui District hazard map (figure 2b) and select infrastructure inventories (figures 2a, 3).

Question: Does canopy tree regeneration response to different large disturbances vary with soil drainage? Location: Old-growth conifer (Dacrydium and Dacrycarpus), angiosperm (Nothofagus and Weinmannia) rain forest, Mount Harata, South Island, New Zealand. Methods: Trees were aged (1056 cores) to reconstruct stand history in 20 (0.12 - 0.2 ha) plots with different underlying drainage. Spatial analyses of an additional 805 tree ages collected from two (0.3 - 0.7 ha) plots were conducted to detect patchiness for five canopy tree species. Microsite preferences for trees and saplings were determined. Results: There were clear differences in species regeneration patterns on soils with different drainage. Conifer recruitment occurred infrequently in even-aged patches (> 1000 m²) and only on poorly drained soils. Periodic Nothofagus fusca and N. menziesii recruitment occurred more frequently in different sized canopy openings on all soils. Weinmannia recruitment was more continuous on all soils reflecting their greater relative shade-tolerance. Distinct periods of recruitment that occurred in the last 400 years matched known large disturbances in the region. These events affected species differently as soil drainage varied. Following earthquakes, both conifers and N. menziesii regenerated on poorly drained soils, while Nothofagus species and Weinmannia regenerated on well-drained soils. However, Dacrydium failed to regenerate after patchy storm damage in the wetter forest interior; instead faster-growing N. fusca captured elevated microsites caused by uprooting. Conclusions: Underlying drainage influenced species composition, while variation in the impacts of large disturbance regulated relative species abundances on different soils.
A copy of a letter from Hugo Kristinsson which was sent to Roger Sutton on 19 September 2013. The letter was sent on behalf of Empowered Christchurch. In the letter, Kristinsson expresses his concern about changes to the Building Act which he states, 'waive liability for the Building Consent Authority when repairs are carried out on homes with land damage'. He also discusses the CERA community forums, which he feel are not fufilling their purpose of supporting and informing the Canterbury community. Lastly, Kristinsson lodges an Official Information Act request, asking for all forum notices and minutes to be released to the public and for access to land information to be provided.
