Today we learned that insurance companies have completed just 15 per cent of rebuilds and 10 per cent of over-cap repairs more than three years after the Canterbury earthquakes. A series of rallies are being held in five Australian cities today by New Zealanders protesting against legislation which denies them rights to welfare. Commuters are cautiously optimistic about a radical revamp proposed for Wellington's rush-hour rail service.
The aim of this report is to investigate the ductile performance of concrete tilt-up panels reinforced with cold-drawn mesh to improve the current seismic assessment procedure. The commercial impact of the project was also investigated. Engineering Advisory Group (EAG) guidelines state that a crack in a panel under face loading may be sufficient to fracture the mesh. The comments made by EAG regarding the performance of cold-drawn mesh may be interpreted as suggesting that assessment of such panels be conducted with a ductility of 1.0. Observations of tilt-up panel performance following the Christchurch earthquakes suggest that a ductility higher than μ=1.0 is likely to be appropriate for the response of panels to out-of-plane loading. An experimental test frame was designed to subject ten tilt-panel specimens to a cyclic quasi-static loading protocol. Rotation ductility, calculated from the force-displacement response from the test specimens, was found to range between 2.9 and 5.8. Correlation between tensile tests on 663L mesh, and data collected from instrumentation during testing confirmed that the mesh behaves as un-bonded over the pitch length of 150mm. Recommendation: Based on a moment-rotation assessment approach with an un-bonded length equal to the pitch of the mesh, a rotation ductility of μ=2.5 appears to be appropriate for the seismic assessment of panels reinforced with cold-drawn mesh.
The UC CEISMIC Canterbury Earthquakes Digital Archive was built following the devastating earthquakes that hit the Canterbury region in the South Island of New Zealand from 2010 – 2012. 185 people were killed in the 6.3 magnitude earthquake of February 22nd 2011, thousands of homes and businesses were destroyed, and the local community endured over 10,000 aftershocks. The program aims to document and protect the social, cultural, and intellectual legacy of the Canterbury community for the purposes of memorialization and enabling research. The nationally federated archive currently stores 75,000 items, ranging from audio and video interviews to images and official reports. Tens of thousands more items await ingestion. Significant lessons have been learned about data integration in post-disaster contexts, including but not limited to technical architecture, governance, ingestion process, and human ethics. The archive represents a model for future resilience-oriented data integration and preservation products.
The 2010–2011 Canterbury earthquake sequence began with the 4 September 2010, Mw7.1 Darfield earthquake and includes up to ten events that induced liquefaction. Most notably, widespread liquefaction was induced by the Darfield and Mw6.2 Christchurch earthquakes. The combination of well-documented liquefaction response during multiple events, densely recorded ground motions for the events, and detailed subsurface characterization provides an unprecedented opportunity to add well-documented case histories to the liquefaction database. This paper presents and applies 50 high-quality cone penetration test (CPT) liquefaction case histories to evaluate three commonly used, deterministic, CPT-based simplified liquefaction evaluation procedures. While all the procedures predicted the majority of the cases correctly, the procedure proposed by Idriss and Boulanger (2008) results in the lowest error index for the case histories analyzed, thus indicating better predictions of the observed liquefaction response.
The progressive damage and subsequent demolition of unreinforced masonry (URM) buildings arising from the Canterbury earthquake sequence is reported. A dataset was compiled of all URM buildings located within the Christchurch CBD, including information on location, building characteristics, and damage levels after each major earthquake in this sequence. A general description of the overall damage and the hazard to both building occupants and to nearby pedestrians due to debris falling from URM buildings is presented with several case study buildings used to describe the accumulation of damage over the earthquake sequence. The benefit of seismic improvement techniques that had been installed to URM buildings is shown by the reduced damage ratios reported for increased levels of retrofit. Demolition statistics for URM buildings in the Christchurch CBD are also reported and discussed. VoR - Version of Record
