It's five years since the earthquake, and for the first time I feel a sense that the rebuild is taking effect. 113/115 - Natural Framing. In the middle of the rebuild, wall murals are everywhere is Christchurch. The framing is wire fence around ballet dancer, although there is plenty of evidence of framing/boxing around the foundations.

This is St Peters Riccarton. It was damaged in one of the two big Earthquakes to hit Christchurch in September 2010 and February 2011. Its taken a LONG time for work to really get going, but now that it is, they are also upgrading and extending the church with a modern annexe.

Seismically vulnerable buildings constitute a major problem for the safety of human beings. In many parts of the world, reinforced concrete (RC) frame buildings designed and constructed with substandard detailing, no consideration of capacity design principles, and improper or no inclusion of the seismic actions, have been identified. Amongst those vulnerable building, one particular typology representative of the construction practice of the years previous to the 1970’s, that most likely represents the worst case scenario, has been widely investigated in the past. The deficiencies of that building typology are related to non-ductile detailing in beam column joints such as the use of plain round bars, the lack of stirrups inside the joint around the longitudinal reinforcement of the column, the use of 180° end hooks in the beams, the use of lap splices in potential ‘plastic hinge’ regions, and substandard quality of the materials. That type of detailing and the lack of a capacity design philosophy create a very fragile fuse in the structure where brittle inelastic behaviour is expected to occur, which is the panel zone region of exterior beam column joints. The non-ductile typology described above was extensively investigated at the University of Canterbury in the context of the project ‘Retrofit Solutions for New Zealand Multi-Storey Buildings’ (2004-2011), founded by the ‘Foundation for Research, Science and Technology’ Tūāpapa Rangahau Pūtaiao. The experimental campaign prior to the research carried out by the author consisted of quasi-static tests of beam column joint subassemblies subjected to lateral loading regime, with constant and varying axial load in the column. Most of those specimens were representative of a plane 2D frame (knee joint), while others represented a portion of a space 3D frame (corner joints), and only few of them had a floor slab, transverse beams, and lap splices. Using those experiments, several feasible, cost-effective, and non-invasive retrofit techniques were developed, improved, and refined. Nevertheless, the slow motion nature of those experiments did not take into account the dynamical component inherent to earthquake related problems. Amongst the set of techniques investigated, the use of FRP layers for strengthening beam column joints is of particular interest due to its versatility and the momentum that its use has gained in the current state of the practice. That particular retrofit technique was previously used to develop a strengthening scheme suitable for plane 2D and space 3D corner beam column joints, but lacking of floor slabs. In addition, a similar scheme was not developed for exterior joints of internal frames, referred here as ‘cruciform’. In this research a 2/5 scale RC frame model building comprising of two frames in parallel (external and internal) joined together by means of floor slabs and transverse beams, with non-ductile characteristics identical to those of the specimens investigated previously by others, and also including lap splices, was developed. In order to investigate the dynamic response of that building, a series of shake table tests with different ground motions were performed. After the first series of tests, the specimen was modified by connecting the spliced reinforcement in the columns in order to capture a different failure mode. Ground motions recorded during seismic events that occurred during the initial period of the experimental campaign (2010) were used in the subsequent experiments. The hierarchy of strengths and sequence of events in the panel zone region were evaluated in an extended version of the bending moment-axial load (M-N) performance domain developed by others. That extension was required due to the asymmetry in the beam cross section introduced by the floor slab. In addition, the effect of the torsion resistance provided by the spandrel (transverse beam) was included. In order to upgrade the brittle and unstable performance of the as-built/repaired specimen, a practical and suitable ad-hoc FRP retrofit intervention was developed, following a partial retrofit strategy that aimed to strengthen exterior beam column joints only (corner and cruciform). The ability of the new FRP scheme to revert the sequence of events in the panel zone region was evaluated using the extended version of the M-N performance domain as well as the guidelines for strengthening plane joints developed by others. Weakening of the floor slab in a novel configuration was also incorporated with the purpose of reducing the flexural capacity of the beam under negative bending moment (slab in tension), enabling the damage relocation from the joint into the beam. The efficacy of the developed retrofit intervention in upgrading the seismic performance of the as-built specimen was investigated using shake table tests with the input motions used in the experiments of the as-built/repaired specimen. Numerical work aimed to predict the response of the model building during the most relevant shake table tests was carried out. By using a simple numerical model with concentrated plasticity elements constructed in Ruaumoko2D, the results of blind and post-experimental predictions of the response of the specimen were addressed. Differences in the predicted response of the building using the nominal and the actual recorded motions of the shake table were investigated. The dependence of the accuracy of the numerical predictions on the assumed values of the parameters that control the hysteresis rules of key structural members was reviewed. During the execution of the experimental campaign part of this thesis, two major earthquakes affected the central part of Chile (27 of February 2010 Maule earthquake) and the Canterbury region in New Zealand (22 February 2011 Canterbury earthquake), respectively. As the author had the opportunity to experience those events and investigate their consequences in structures, the observations related to non-ductile detailing and drawbacks in the state of the practice related to reinforced concrete walls was also addressed in this research, resulting in preliminary recommendations for the refinement of current seismic code provisions and assessment guidelines. The investigations of the ground motions recorded during those and other earthquakes were used to review the procedures related to the input motions used for nonlinear dynamic analysis of buildings as required by most of the current code provisions. Inelastic displacement spectra were constructed using ground motions recorded during the earthquakes mentioned above, in order to investigate the adequacy of modification factors used to obtain reduced design spectra from elastic counterparts. Finally a simplified assessment procedure for RC walls that incorporates capacity compatible spectral demands is proposed.

Coastal margins are exposed to rising sea levels that present challenging circumstances for natural resource management. This study investigates a rare example of tectonic displacement caused by earthquakes that generated rapid sea-level change in a tidal lagoon system typical of many worldwide. This thesis begins by evaluating the coastal squeeze effects caused by interactions between relative sea-level (RSL) rise and the built environment of Christchurch, New Zealand, and also examples of release from similar effects in areas of uplift where land reclamations were already present. Quantification of area gains and losses demonstrated the importance of natural lagoon expansion into areas of suitable elevation under conditions of RSL rise and showed that they may be necessary to offset coastal squeeze losses experienced elsewhere. Implications of these spatial effects include the need to provide accommodation space for natural ecosystems under RSL rise, yet other land-uses are likely to be present in the areas required. Consequently, the resilience of these environments depends on facilitating transitions between human land-uses either proactively or in response to disaster events. Principles illustrated by co-seismic sea-level change are generally applicable to climate change adaptation due to the similarity of inundation effects. Furthermore, they highlight the potential role of non-climatic factors in determining the overall trajectory of change. Chapter 2 quantifies impacts on riparian wetland ecosystems over an eight year period post- quake. Coastal wetlands were overwhelmed by RSL rise and recovery trajectories were surprisingly slow. Four risk factors were identified from the observed changes: 1) the encroachment of anthropogenic land-uses, 2) connectivity losses between areas of suitable elevation, 3) the disproportionate effect of larger wetland vulnerabilities, and 4) the need to protect new areas to address the future movement of ecosystems. Chapter 3 evaluates the unique context of shoreline management on a barrier sandspit under sea-level rise. A linked scenario approach was used to evaluate changes on the open coast and estuarine shorelines simultaneously and consider combined effects. The results show dune loss from a third of the study area using a sea-level rise scenario of 1 m over 100 years and with continuation of current land-uses. Increased exposure to natural hazards and accompanying demand for seawalls is a likely consequence unless natural alternatives can be progressed. In contrast, an example of managed retreat following earthquake-induced subsidence of the backshore presents a new opportunity to restart saltmarsh accretion processes seaward of coastal defences with the potential to reverse decades of degradation and build sea-level rise resilience. Considering both shorelines simultaneously highlights the existence of pinch-points from opposing forces that result in small land volumes above the tidal range. Societal adaptation is delicately poised between the paradigms of resisting or accommodating nature and challenged by the long perimeter and confined nature of the sandspit feature. The remaining chapters address the potential for salinity effects caused by tidal prism changes with a focus on the conservation of īnanga (Galaxias maculatus), a culturally important fish that supports New Zealand‘s whitebait fishery. Methodologies were developed to test the hypothesis that RSL changes would drive a shift in the distribution of spawning sites with implications for their management. Chapter 4 describes a new practical methodology for quantifying the total productivity and spatiotemporal variability of spawning sites at catchment scale. Chapter 5 describes the novel use of artificial habitats as a detection tools to help overcome field survey limitations in degraded environments where egg mortality can be high. The results showed that RSL changes resulted in major shifts in spawning locations and these were associated with new patterns of vulnerability due to the continuation of pre-disturbance land-uses. Unexpected findings includes an improved understanding of the spatial relationship between salinity and spawning habitat, and identification of an invasive plant species as important spawning habitat, both with practical management implications. To conclude, the design of legal protection mechanisms was evaluated in relation to the observed habitat shifts and with a focus on two new planning initiatives that identified relatively large protected areas (PAs) in the lower river corridors. Although the larger PAs were better able to accommodate the observed habitat shifts inefficiencies were also apparent due to spatial disparities between PA boundaries and the values requiring protection. To reduce unnecessary trade-offs with other land-uses, PAs of sufficient size to cover the observable spatiotemporal variability and coupled with adaptive capacity to address future change may offer a high effectiveness from a network of smaller PAs. The latter may be informed by both monitoring and modelling of future shifts and these are expected to include upstream habitat migration driven by the identified salinity relationships and eustatic sea-level rise. The thesis concludes with a summary of the knowledge gained from this research that can assist the development of a new paradigm of environmental sustainability incorporating conservation and climate change adaptation. Several promising directions for future research identified within this project are also discussed.

As cities evolve, change and grow, the need and desire for adaptable architecture becomes evident across the nation. Architecture needs to undertake techniques that are flexible in order to adapt and align with the development of future generations in New Zealand.  The Education industry is a primary example of a sector which requires flexibility within both classroom architectural form and interior configuration. This is a resultant of the recently updated Ministry of Education requirements; which state that every new classroom built or renovated nationwide, must implement the MoE classroom design standards for Innovative Learning Environments.  ILE teaching spaces are configured as an open plan interior, supporting flexibility in classroom arrangement and teaching techniques. ILE classrooms are capable of evolving and adapting as educational practices evolve and change, allowing schools to remain modern and future focused.  As part of this movement to ILE, the Ministry of Education has also recently made an attempt to improve the quality of temporary classrooms. This has been done by looking into the initiation of a programme that utilizes relocatable classroom buildings. Relocatable classrooms have been selected for multiple reasons, primarily flexibility. Flexibility is key for a school environment as it allows the school to actively respond to fluctuating school rolls. It is anticipated that the programme will provide a faster delivery process with a standardised design that allows the classrooms to be relocated from one school to another with relative ease.  Following the devastating February 2011 earthquake the Greater Christchurch Region, the Education sector is in the midst of the Canterbury Schools Rebuild Programme. As a repercussion of this natural disaster, the majority of Christchurch schools have redevelopment or rebuild projects in progress, with preliminary design phases already in action for a small group of select schools regarded as high priority.  The primary funding for these projects are sourced from insurance money, implementing tight budget restrictions, affecting the architectural design, quality and speed of the construction and repair works. The available funding limits the affordable classroom options to basic teaching spaces that have been stripped back to simple architectural forms, dictating not only the re-design, but also how our future generations will learn. Thus causing the development of the new student-led learning ILE concept to become controlled by existing construction techniques and the Rebuild Programmes budget restrictions.  This thesis focuses on the future proofing of New Zealand schools by providing an affordable and time efficient alternative option to the current static, traditional construction, an option that has the ability to cater to the unpredictable fluctuating school rolls across the nation.  This has been done by developing a prefabricated system for standalone classroom blocks. These blocks have the ability to be relocated between different school sites, dynamically catering to the unpredictable school roll numbers experienced across New Zealand. This site flexibility is reflected with the interior flexibility in the classrooms, enhancing the internal teaching space composition and challenges the existing design standards set by the Ministry of Education for Innovative Learning Environments. This system is called “Flexi-Ed”.  Flexibility has been a key driver for this thesis, as the prefabricated structure is have to be flexible in three ways; first in the sense of being easy to assemble and disassemble. Second by offering flexible interior learning environments and thirdly the joints of the structure are designed with the ability to be flexible in order to cope with seismic activity. These three principles will provide schools with long term flexibility, minimal on-site interruption and heighten the standard of ILE across the nation.  I strive to provide schools with long term flexibility and minimal site interruption, whilst heightening the standard of Innovative Learning Environments across New Zealand.

Research in the governance of urban tourist spaces is characterized by a lack of argumentative inquiry and scant use of critical theory. This is evident, particularly, in the study of tourism and post-disaster urban recovery, with very few contributions assessing the phenomenon from a social theory perspective. This thesis examines the complex phenomenon of planning and governance for urban tourism spaces in contexts facing physical recovery from natural disasters. It does so by looking at the governance dynamics and the mechanism of decision- making put in place before and after triggering events like earthquakes and tsunamis. This thesis provides evidence from Christchurch, New Zealand, by focusing on the policies and strategies for the regeneration of the city centre put in place before and after the disruptive earthquakes of 2010 and 2011. The thesis looks at power relations, structures and ideologies through a Lukesian appraisal of pre-and-post disaster governance from two relevant urban tourist spaces located in the Christchurch central city area: the Arts Centre of Christchurch and the Town Hall and Performing Arts Precinct. The research strategy adopted for the study combined archival research, interviews with key stakeholders and fieldwork notes over a period of two years. The research deployed a comparative case study methodology that focuses on projects taking place within a spatially defined area of the city centre where special legislation was enacted as result of the earthquakes. The findings from the interviews and their triangulation with documents retrieved from national and local authorities suggest that the earthquakes affected the engagement among stakeholders and the mechanisms of decision-making. Also, the findings show patterns of disaster capitalism in post-earthquake governance for urban tourist spaces in the Christchurch CBD, with episodes of exclusion, lobbying and amendment of rules and legislation that directly benefited the interests of a narrow group of privileged stakeholders. Overall, the study shows that the earthquakes of 2010 and 2011 accelerated neoliberal practices of site development in Christchurch, with the seismic events used as a pretext to implement market-oriented site projects in the CBD area.

Six stands located on different land forms in mixed old-growth Nothofagus forests in the Matiri Valley (northwest of South Island, New Zealand) were sampled to examine the effects of two recent large earthquakes on tree establishment and tree-ring growth, and how these varied across land forms. 50 trees were cored in each stand to determine age structure and the cores were cross-dated to precisely date unusual periods of radial growth. The 1968 earthquake (M = 7.1, epicentre 35 km from the study area) had no discernible impact on the sampled stands. The impact of the 1929 earthquake (M = 7.7, epicentre 20 km from the study area) varied between stands, depending on whether or not they had been damaged by soil or rock movement. In all stands, the age structures showed a pulse of N. fusca establishment following the 1929 earthquake, with this species dominating establishment in large gaps created by landslides. Smaller gaps, created by branch or tree death, were closed by both N. fusca and N. menziesii. The long period of releases (1929-1945) indicates that direct earthquake damage was not the only cause of tree death, and that many trees died subsequently most likely of pathogen attack or a drought in the early 1930s. The impacts of the 1929 earthquake are compared to a storm in 1905 and a drought in 1974-1978 which also affected forests in the region. Our results confirm that earthquakes are an important factor driving forest dynamics in this tectonically active region, and that the diversity of earthquake impacts is a major source of heterogeneity in forest structure and regeneration.

The Canterbury region of New Zealand was shaken by major earthquakes on the 4th September 2010 and 22nd February 2011. The quakes caused 185 fatalities and extensive land, infrastructure and building damage, particularly in the Eastern suburbs of Christchurch city. Almost 450 ha of residential and public land was designated as a ‘Red Zone’ unsuitable for residential redevelopment because land damage was so significant, engineering solutions were uncertain, and repairs would be protracted. Subsequent demolition of all housing and infrastructure in the area has left a blank canvas of land stretching along the Avon River corridor from the CBD to the sea. Initially the Government’s official – but enormously controversial – position was that this land would be cleared and lie fallow until engineering solutions could be found that enabled residential redevelopment. This paper presents an application of a choice experiment (CE) that identified and assessed Christchurch residents’ preferences for different land use options of this Red Zone. Results demonstrated strong public support for the development of a recreational reserve comprising a unique natural environment with native fauna and flora, healthy wetlands and rivers, and recreational opportunities that align with this vision. By highlighting the value of a range of alternatives, the CE provided a platform for public participation and expanded the conversational terrain upon which redevelopment policy took place. We conclude the method has value for land use decision-making beyond the disaster recovery context.

This report presents research on the affects of the Ōtautahi/Christchurch earthquakes of 2010 to 2012 on the city’s Tangata Whaiora community, ‘people seeking health’ as Māori frame mental health clients. Drawing on the voices of 39 participants of a Kaupapa Māori provider (Te Awa o te Ora), this report presents extended quotes from Tangata Whaiora, their support staff (many of whom are Tangata Whaiora), and managers as they speak of the events, their experiences, and support that sustained them in recoveries of well-being through the worse disaster in Aotearoa/New Zealand in three generations. Ōtautahi contains a significant urban Māori population, many living in suburbs that were seriously impacted by the earthquakes that began before dawn on September 4th, 2010, and continued throughout 2011 and 2012. The most damaging event occurred on February 22nd, 2011, and killed 185 people and severely damaged the CBD as well as many thousands of homes. The thousands of aftershocks delayed the rebuilding of homes and infrastructure and exacerbated the stress and dislocation felt by residents. The tensions and disorder continue for numerous residents into 2014 and it will be many years before full social and physical recovery can be expected. This report presents extended excerpts from the interviews of Tangata Whaiora and their support staff. Their stories of survival through the disaster reinforce themes of community and whānau while emphasising the reality that a significant number of Tangata Whaiora do not or cannot draw on this supports. The ongoing need for focused responses in the area of housing and accommodation, sufficiently resourced psycho-social support, and the value of Kaupapa Māori provision for Māori and non-Māori mental health clients cannot be overstated. The report also collates advice from participants to other Tangata Whaiora, their whānau, providers and indeed all residents of places subject to irregular but potentially devastating disaster. Much of this advice is relevant for more daily challenges and should not be underestimated despite its simplicity.

Nature has endowed New Zealand with unique geologic, climatic, and biotic conditions. Her volcanic cones and majestic Southern Alps and her verdant plains and rolling hills provide a landscape as rugged and beautiful as will be found anywhere. Her indigenous fauna and flora are often quite different from that of the rest of the world and consequently have been of widespread interest to biologists everywhere. Her geologic youth and structure and her island climate, in combination with the biological resources, have made a land which is ecologically on edge. These natural endowments along with the manner in which she has utilized her land, have given New Zealand some of the most spectacular and rapid erosion to be found. It is quite evident that geologic and climatic conditions combine to give unusually high rates of natural erosion. Present topographic features indicate the past occurrence of large-scale flooding as well. Prior to the arrival of the Maori, it is very likely that most of the land mass of New Zealand below present bush lines was covered with indigenous bush or forest. Forest fires of a catastrophic nature undoubtedly occurred as a result of lightning, and volcanic eruptions. The exposed soils left by these catastrophes contributed to natural deterioration. While vast areas of forest cover were destroyed, they probably were healed by nature with forest or with grass or herbaceous cover. Further, it is probable that large areas in the mountains were, as they are now, subject to landslides and slipping due to earthquakes and excessive local rainfall. Again, the healing process was probably rapid in most of such exposed areas.
