A PDF document which discusses the ˜lessons learned by the Christchurch Migrant Inter-Agency group after the 22 February 2011 earthquake. The group was set up to support migrants and refugees following the February 22 earthquake in 2011, and has now been dis-established. However, the Christchurch Migrant Centre continues to co-ordinate services and help migrants settle into life in Christchurch. The purpose of the report is to provide a record of key events and responses of the group in the immediate aftermath of the February 22 earthquake, and to offer some candid discussion and insight with respect to their success or otherwise.

The performance of retrofitted unreinforced masonry (URM) bearing wall buildings in Christchurch is examined, considering ground motion recordings from multiple events. Suggestions for how the experiences in Christchurch might be relevant to retrofit practices common to New Zealand, U.S. and Canada are also provided. Whilst the poor performance of unretrofitted URM buildings in earthquakes is well known, much less is known about how retrofitted URM buildings perform when subjected to strong ground shaking.

Feeling tense and constantly going over events in your mind are also natural responses. It is normal and okay to feel whatever you are feeling. The intensity of uncomfortable thoughts and feelings will lessen as life returns to normal".

At 00:02 on 14 November, 2016 a destructive 7.8 Mw earthquake struck the North Canterbury region of New Zealand’s South Island. Prior to and following the earthquake, natural and social scientists conducted a significant amount of research on the resilience processes and recovery efforts in North Canterbury. This thesis examines community resilience in Kaikōura, a small town and district greatly impacted by the earthquake. Community resilience has been widely used in disaster risk reduction research, policy, and practice to describe how a group of individuals within a boundary respond to events, hazards, and shifts in their everyday life. Using exploratory inquiry, this thesis adopts qualitative research methods including document analysis, 24 semi-structured interviews, and participant observation to explore the idea that the recent scholarly emphasis on resilience has come at the expense of critical engagement with the complexities of communities. I draw on the idea of ‘collectives’ (comprising community-based organisations or less formal social networks with a shared purpose) as a lens to consider how, when unexpected life events happen, collectives can be regarded as a resource for change or constancy. The examination of collectives following a disaster can lend insight into the many elements of community as they bring people together in collaboration or drive them apart in conflict. This thesis therefore contributes to an enhanced practical and theoretical understanding of both community and resilience.

Nowadays the telecommunication systems’ performance has a substantial impact on our lifestyle. Their operationality becomes even more substantial in a post-disaster scenario when these services are used in civil protection and emergency plans, as well as for the restoration of all the other critical infrastructure. Despite the relevance of loss of functionality of telecommunication networks on seismic resilience, studies on their performance assessment are few in the literature. The telecommunication system is a distributed network made up of several components (i.e. ducts, utility holes, cabinets, major and local exchanges). Given that these networks cover a large geographical area, they can be easily subjected to the effects of a seismic event, either the ground shaking itself, or co-seismic events such as liquefaction and landslides. In this paper, an analysis of the data collected after the 2010-2011 Canterbury Earthquake Sequence (CES) and the 2016 Kaikoura Earthquake in New Zealand is conducted. Analysing these data, information gaps are critically identified regarding physical and functional failures of the telecommunication components, the timeline of repair/reconstruction activities and service recovery, geotechnical tests and land planning maps. Indeed, if these missing data were presented, they could aid the assessment of the seismic resilience. Thus, practical improvements in the post-disaster collection from both a network and organisational viewpoints are proposed through consultation of national and international researchers and highly experienced asset managers from Chorus. Finally, an outline of future studies which could guide towards a more resilient seismic performance of the telecommunication network is presented.

The magnitude 7.8 earthquake that struck North Canterbury, on the east coast of New Zealand’s South Island on 14 November 2016 had significant impacts and implications for the community of Kaikōura and surrounding settlements. The magnitude and scope of this event has resulted in extensive and ongoing geological and geophysical research into the event. The current paper complements this research by providing a review of existing social science research and offering new analysis of the impact of the earthquake and its aftermath on community resilience in Kaikōura over the past five years. Results demonstrate the significant economic implications for tourism, and primary industries. Recovery has been slow, and largely dependent on restoring transportation networks, which helped catalyse cooperation among local hospitality providers. Challenges remain, however, and not all sectors or households have benefited equally from post-quake opportunities, and long-term recovery trajectories continue to be hampered by COVID-19 pandemic. The multiple ongoing and future stressors faced by Kaikōura require integrated and equitable approaches in order to build capability and capacity for locally based development pathways to ensure long-term community resilience.

This saw team members from All Right? dress up as bacon butties and provide bacon butties for SCIRT workers. From allright.org.nz: SCIRT workers are tasked with the enormous job of rebuilding and repairing the damaged underground infrastructure and roads. With the help of Hellers and an anonymous giant bacon buttie, the All Right? team visited several SCIRT sites in December 2013 to show the workers a bit of (rather unusual) love. We present the initial findings from a study of adaptive resilience of lifelines organisations providing essential infrastructure services, in Christchurch, New Zealand following the earthquakes of 2010-2011. Qualitative empirical data was collected from 200 individuals in 11 organisations. Analysis using a grounded theory method identified four major factors that aid organisational response, recovery and renewal following major disruptive events. Our data suggest that quality of top and middle-level leadership, quality of external linkages, level of internal collaboration, ability to learn from experience, and staff well-being and engagement influence adaptive resilience. Our data also suggest that adaptive resilience is a process or capacity, not an outcome and that it is contextual. Post-disaster capacity/resources and post-disaster environment influence the nature of adaptive resilience.

Disasters are rare events with major consequences; yet comparatively little is known about managing employee needs in disaster situations. Based on case studies of four organisations following the devastating earthquakes of 2010 - 2011 in Christchurch, New Zealand, this paper presents a framework using redefined notions of employee needs and expectations, and charting the ways in which these influence organisational recovery and performance. Analysis of in-depth interview data from 47 respondents in four organisations highlighted the evolving nature of employee needs and the crucial role of middle management leadership in mitigating the effects of disasters. The findings have counterintuitive implications for human resource functions in a disaster, suggesting that organisational justice forms a central framework for managing organisational responses to support and engage employees for promoting business recovery.

A video of a presentation by Associate Professor John Vargo during the fifth plenary of the 2016 People in Disasters Conference. Vargo is a senior researcher and co-leader of the Resilient Organisations Research Programme at the University of Canterbury. The presentation is titled, "Organisational Resilience is more than just Business Continuity".The abstract for this presentation reads as follows: Business Continuity Management is well-established process in many larger organisations and a key element in their emergency planning. Research carried out by resilient organisations follow the 2010 and 2011 Canterbury Earthquakes show that most small organisations did not have a business continuity plan (BCP), yet many of these organisations did survive the massive disruptions following the earthquakes. They were resilient to these catastrophic events, but in the absence of a BCP. This research also found that many of the organisations with BCP's, struggled to use them effectively when facing real events that did not align with the BCP. Although the BCPs did a good job of preparing organisations to deal with technology and operational disruptions, there was virtually no coverage for the continuity of people. Issues surrounding staff welfare and engagement were amongst the most crucial issues faced by Canterbury organisations, yet impacts of societal and personal disruption did not feature in BCPs. Resilience is a systematic way of looking at how an organization can survive a crisis and thrive in an uncertain world. Business continuity is an important aspect for surviving the crisis, but it is only part of the bigger picture addressed by organisational resilience. This presentation will show how organizational experiences in the Canterbury earthquakes support the need to move to a 'Business Continuity' for the '21st Century', one that incorporates more aspects of resilience, especially the 'people' areas of leadership, culture, staff welfare, and engagement.

The limousine was provided by Christchurch Limousines, staffed people from All Right? and Lana and Caitlin from More FM. Inside, the limousine was stocked with All Right? flags and balloons. Passengers were treated to croissants and encouraged to discuss their wellbeing. The event and video was the second of All Right?'s 'Outrageous Bursts of All Right', occurring in early October 2013. Overview of SeisFinder SeisFinder is an open-source web service developed by QuakeCoRE and the University of Canterbury, focused on enabling the extraction of output data from computationally intensive earthquake resilience calculations. Currently, SeisFinder allows users to select historical or future events and retrieve ground motion simulation outputs for requested geographical locations. This data can be used as input for other resilience calculations, such as dynamic response history analysis. SeisFinder was developed using Django, a high-level python web framework, and uses a postgreSQL database. Because our large-scale computationally-intensive numerical ground motion simulations produce big data, the actual data is stored in file systems, while the metadata is stored in the database. The basic SeisFinder architecture is shown in Figure 1.

We measure the longer-term effect of a major earthquake on the local economy, using night-time light intensity measured from space, and investigate whether insurance claim payments for damaged residential property affected the local recovery process. We focus on the destructive Canterbury Earthquake Sequence (CES) 2010 -2011 as our case study. Uniquely for this event, more than 95% of residential housing units were covered by insurance, but insurance payments were staggered over 5 years, enabling us to identify their local impact. We find that night-time luminosity can capture the process of recovery and describe the recovery’s determinants. We also find that insurance payments contributed significantly to the process of economic recovery after the earthquake, but delayed payments were less affective and cash settlement of claims were more effective than insurance-managed repairs in contributing to local recovery.

Orientation: Large-scale events such as disasters, wars and pandemics disrupt the economy by diverging resource allocation, which could alter employment growth within the economy during recovery. Research purpose: The literature on the disaster–economic nexus predominantly considers the aggregate performance of the economy, including the stimulus injection. This research assesses the employment transition following a disaster by removing this stimulus injection and evaluating the economy’s performance during recovery. Motivation for the study: The underlying economy’s performance without the stimulus’ benefit remains primarily unanswered. A single disaster event is used to assess the employment transition to guide future stimulus response for disasters. Research approach/design and method: Canterbury, New Zealand, was affected by a series of earthquakes in 2010–2011 and is used as a single case study. Applying the historical construction–economic relationship, a counterfactual level of economic activity is quantified and compared with official results. Using an input–output model to remove the economy-wide impact from the elevated activity reveals the performance of the underlying economy and employment transition during recovery. Main findings: The results indicate a return to a demand-driven level of building activity 10 years after the disaster. Employment transition is characterised by two distinct periods. The first 5 years are stimulus-driven, while the 5 years that follow are demand-driven from the underlying economy. After the initial period of elevated building activity, construction repositioned to its long-term level near 5% of value add. Practical/managerial implications: The level of building activity could be used to confidently assess the performance of regional economies following a destructive disaster. The study results argue for an incentive to redevelop the affected area as quickly as possible to mitigate the negative effect of the destruction and provide a stimulus for the economy. Contribution/value-add: This study contributes to a growing stream of regional disaster economics research that assesses the economic effect using a single case study.

The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, the damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described. A detailed technical description of the most prevalently observed failure mechanisms is provided, with reference to recognised failure modes for unreinforced masonry structures. The observed performance of existing seismic retrofit interventions is also provided, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the vulnerability of similar strengthening techniques when applied to unreinforced stone masonry structures.
