<b>Ōtautahi-Christchurch faces the future in an enviable position. Compared to other New Zealand cities Christchurch has lower housing costs, less congestion, and a brand-new central city emerging from the rubble of the 2011 earthquakes. ‘Room to Breathe: designing a framework for medium density housing (MDH) in Ōtautahi-Christchurch’ seeks to answer the timely question how can medium density housing assist Ōtautahi-Christchurch to respond to growth in a way that supports a well-functioning urban environment? Using research by design, the argument is made that MDH can be used to support a safe, accessible, and connected urban environment that fosters community, while retaining a level of privacy. This is achieved through designing a neighbourhood concept addressing 3 morphological scales- macro- the city; meso- the neighbourhood; and micro- the home and street. The scales are used to inform a design framework for MDH specific to Ōtautahi-Christchurch, presenting a typological concept that takes full advantage of the benefits higher density living has to offer.</b> Room to Breathe proposes repurposing underutilised areas surrounding existing mass transit infrastructure to provide a concentrated populous who do not solely rely on private vehicles for transport. By considering all morphological scales Room to Breathe provides one suggestion on how MDH could become accepted as part of a well-functioning urban environment.

Following the 22 February 2011 Christchurch earthquake a comprehensive damage survey of the unreinforced masonry (URM) building stock of Christchurch city, New Zealand was undertaken. Because of the large number of aftershocks associated with both the 2011 Christchurch earthquake and the earlier 4 September 2010 Darfield earthquake, and the close proximity of their epicentres to Christchurch city, this earthquake sequence presented a unique opportunity to assess the performance of URM buildings and the various strengthening methods used in New Zealand to increase the performance of these buildings in earthquakes. Because of the extent of data that was collected, a decision was made to initially focus exclusively on the earthquake performance of URM buildings located in the central business district (CBD) of Christchurch city. The main objectives of the data collection exercise were to document building characteristics and any seismic strengthening methods encountered, and correlate these attributes with observed earthquake damage. In total 370 URM buildings in the CBD were surveyed. Of the surveyed buildings, 62% of all URM buildings had received some form of earthquake strengthening and there was clear evidence that installed earthquake strengthening techniques in general had led to reduced damage levels. Predictive modelling provides an efficient means to analyse the coastal environment and generate knowledge for long term urban planning. In this study, the numerical models SWAN and XBeach were incorporated into the ESRI ArcGIS interface by means of the BeachMMtool. This was applied to the Greater Christchurch coastal environment to simulate geomorphological evolution through hydrodynamic forcing. Simulations were performed using the recent sea level rise predictions by the Intergovernmental Panel on Climate Change (2013) to determine whether the statutory requirements outlined in the New Zealand Coastal Policy Statement 2010 are consistent with central, regional and district designations. Our results indicate that current land use zoning in Greater Christchurch is not consistent with these predictions. This is because coastal hazard risk has not been thoroughly quantified during the process of installing the Canterbury Earthquake Recovery Authority residential red zone. However, the Christchurch City Council’s flood management area does provide an extent to which managed coastal retreat is a real option. The results of this research suggest that progradation will continue to occur along the Christchurch foreshore due to the net sediment flux retaining an onshore direction and the current hydrodynamic activity not being strong enough to move sediment offshore. However, inundation during periods of storm surge poses a risk to human habitation on low lying areas around the Avon-Heathcote Estuary and the Brooklands lagoon.

Prior to the devastating 2010 and 2011 earthquakes, parts of the CBD of Christchurch, New Zealand were undergoing revitalisation incorporating aspects of adaptive reuse and gentrification. Such areas were often characterised by a variety of bars, restaurants, and retail outlets of an “alternative” or “bohemian” style. These early 20th century buildings also exhibited relatively low rents and a somewhat chaotic and loosely planned property development approach by small scale developers. Almost all of these buildings were demolished following the earthquakes and a cordon placed around the CBD for several years. A paper presented at the ERES conference in 2013 presented preliminary results, from observation of post-earthquake public meetings and interviews with displaced CBD retailers. This paper highlighted a strongly held fear that the rebuild of the central city, then about to begin, would result in a very different style and cost structure from that which previously existed. As a result, permanent exclusion from the CBD of the types of businesses that previously characterised the successfully revitalised areas would occur. Five years further on, new CBD retail and office buildings have been constructed, but large areas of land between them remain vacant and the new buildings completed are often having difficulty attracting tenants. This paper reports on the further development of this long-term Christchurch case study and examines if the earlier predictions of the displaced retailers are coming true, in that a new CBD that largely mimics a suburban mall in style and tenancy mix, inherently loses some of its competitive advantage?

Ingham and Biggs were in Christchurch during the M6.3, 22 February 2011 earthquake and Moon arrived the next day. They were enlisted by officials to provide rapid assessment of buildings within the Central Business District (CBD). In addition, they were asked to: 1) provide a rapid assessment of the numbers and types of buildings that had been damaged, and 2) identify indicator buildings that represent classes of structures that can be used to monitor changing conditions for each class following continuing aftershocks and subsequent damage. This paper explains how transect methodology was incorporated into the rapid damage assessment that was performed 48 hours after the earthquake. Approximately 300 buildings were assessed using exterior Level 1 reporting techniques. That data was used to draw conclusions on the condition of the entire CBD of approximately 4400 buildings. In the context of a disaster investigation, a transect involves traveling a selected path assessing the condition of the buildings and documenting the class of each building, and using the results in conjunction with prior knowledge relating to the overall population of buildings affected in the area of the study. The 2011, 6.3 magnitude Christchurch earthquake in New Zealand caused considerable structural damage. It is believed that this event has now resulted in demolition of about 65-70% of the building stock in the Central Business District (CBD), significantly crippling economic activities in the city of Christchurch. A major concern raised from this event was adequacy of the current seismic design practice adopted for reinforced concrete walls due to their poor performance in modern buildings. The relatively short-duration earthquake motion implied that the observed wall damage occurred in a brittle manner despite adopting a ductile design philosophy. This paper presents the lessons learned from the observed wall damage in the context of current state of knowledge in the following areas: concentrating longitudinal reinforcement in wall end regions; determining wall thickness to prevent out-of-plane wall buckling; avoiding lap splices in plastic hinge zones; and quantifying minimum vertical reinforcement. http://www.2eceesistanbul.org/

During the 21st century, New Zealand has experienced increasing public concern over the quality of the design and appearance of new developments, and their effects on the urban environment. In response to this, a number of local authorities developed a range of tools to address this issue, including urban design panels to review proposals and provide independent advice. Following the 2010 and 2011 Canterbury earthquake sequence, the commitment to achieve high quality urban design within Christchurch was given further importance, with the city facing the unprecedented challenge of rebuilding a ‘vibrant and successful city’. The rebuild and regeneration reinforced the need for independent design review, putting more focus and emphasis on the role and use of the urban design panel; first through collaboratively assisting applicants in achieving a better design outcome for their development by providing an independent set of eyes on their design; and secondly in assisting Council officers in forming their recommendations on resource consent decisions. However, there is a perception that urban design and the role of the urban design panel is not fully understood, with some stakeholders arguing that Council’s urban design requirements are adding cost and complexity to their developments. The purpose of this research was to develop a better understanding on the role of the Christchurch urban design panel post-earthquake in the central city; its direct and indirect influence on the built environment; and the deficiencies in the broader planning framework and institutional settings that it might be addressing. Ultimately, the perceived role of the Panel is understood, and there is agreement that urban design is having a positive influence on the built environment, albeit viewed differently amongst the varying groups involved. What has become clear throughout this research is that the perceived tension between the development community and urban design well and truly exists, with the urban design panel contributing towards this. This tension is exacerbated further through the cost of urban design to developers, and the drive for financial return from their investments. The panel, albeit promoting a positive experience, is simply a ‘tick box’ exercise for some, and as the research suggests, groups or professional are determining themselves what constitutes good urban design, based on their attitude, the context in which they sit and the financial constraints to incorporate good design elements. It is perhaps a bleak time for urban design, and more about building homes.
The city of Christchurch has experienced over 10,000 aftershocks since the 4th of September 2010 earthquake of which approximately 50 have been greater than magnitude 5. The damage caused to URM buildings in Christchurch over this sequence of earthquakes has been well documented. Due to the similarity in age and construction of URM buildings in Adelaide, South Australia and Christchurch (they are sister cities, of similar age and heritage), an investigation was conducted to learn lessons for Adelaide based on the Christchurch experience. To this end, the number of URM buildings in the central business districts of both cities, the extent of seismic strengthening that exists in both cities, and the relative earthquake hazards for both cities were considered. This paper will report on these findings and recommend strategies that the city of Adelaide could consider to significantly reduce the seismic risk posed by URM buildings in future earthquake.
On the 22nd of February, 2011 the city of Christchurch, New Zealand was crippled by a colossal earthquake. 185 people were killed, thousands injured and what remained was a city left in destruction and ruin. Thousands of Christchurch properties and buildings were left damaged beyond repair and the rich historical architecture of the Canterbury region had suffered irreparably. This research will conduct an investigation into whether the use of mixed reality can aid in liberating Christchurch’s rich architectural heritage when applied to the context of destructed buildings within Christchurch. The aim of this thesis is to formulate a narrative around the embodiment of mixed reality when subjected to the fragmentary historical architecture of Christchurch. Mixed reality will aspire to act as the defining ligature that holds the past, present and future of Christchurch’s architectural heritage intact as if it is all part of the same continuum. This thesis will focus on the design of a memorial museum within a heavily damaged historical trust registered building due to the Christchurch earthquake. It is important and relevant to conceive the idea of such a design as history is what makes everything we know. The memories of the past, the being of the now and the projection of the future is the basis and fundamental imperative in honouring the city and people of Christchurch. Using the technologies of Mixed Reality and the realm of its counter parts the memorial museum will be a definitive proposition of desire in providing a psychological and physical understanding towards a better Christchurch, for the people of Christchurch. This thesis serves to explore the renovation possibilities of the Canterbury provincial council building in its destructed state to produce a memorial museum for the Christchurch earthquake. The design seeks to mummify the building in its raw state that sets and develops the narrative through the spaces. The design intervention is kept at a required minimum and in doing so manifests a concentrated eloquence to the derelict space. The interior architecture unlocks the expression of history and time encompassed within a destructive and industrialised architectural dialogue. History is the inhabitant of the building, and using the physical and virtual worlds it can be set free. This thesis informs a design for a museum in central Christchurch that celebrates and informs the public on past, present and future heritage aspects of Christchurch city. Using mixed reality technologies the spatial layout inside will be a direct effect of the mixed reality used and the exploration of the physical and digital heritage aspects of Christchurch. The use of technology in today’s world is so prevalent that incorporating it into a memorial museum for Christchurch would not only be interesting and exploratory but also offer a sense of pushing forward and striving beyond for a newer, fresher Christchurch. The memorial museum will showcase a range of different exhibitions that formulate around the devastating Christchurch earthquake. Using mixed reality technologies these exhibitions will dictate the spaces inside dependant on their various applications of mixed reality as a technology for architecture. Research will include; what the people of Canterbury are most dear to in regards to Christchurch’s historical environment; the use of mixed reality to visualise digital heritage, and the combination of the physical and digital to serve as an architectural mediation between what was, what is and what there could be.

The 2010–2011 Canterbury earthquakes, which involved widespread damage during the February 2011 event and ongoing aftershocks near the Christchurch Central Business District, left this community with more than $NZD 40 billion in losses (~20 % GDP), demolition of approximately 60 % of multi-storey concrete buildings (3 storeys and up), and closure of the core business district for over 2 years. The aftermath of the earthquake sequence has revealed unique issues and complexities for the owners of commercial and multi-storey residential buildings in relation to unexpected technical, legal, and financial challenges when making decisions regarding the future of their buildings impacted by the earthquakes. The paper presents a framework to understand the factors influencing post-earthquake decisions (repair or demolish) on multi-storey concrete buildings in Christchurch. The study, conducted in 2014, includes in-depth investigations on 15 case-study buildings using 27 semi-structured interviews with various property owners, property managers, insurers, engineers, and government authorities in New Zealand. The interviews revealed insights regarding the multitude of factors influencing post-earthquake decisions and losses. As expected, the level of damage and repairability (cost to repair) generally dictated the course of action. There is strong evidence, however, that other variables have significantly influenced the decision on a number of buildings, such as insurance, business strategies, perception of risks, building regulations (and compliance costs), and government decisions. The decision-making process for each building is complex and unique, not solely driven by structural damage. Furthermore, the findings have put the spotlight on insurance policy wordings and the paradoxical effect of insurance on the recovery of Christchurch, leading to other challenges and issues going forward.
A dramatic consequence of the Christchurch, New Zealand, earthquakes of 2010 and 2011 was the widespread liquefaction in the city. Part of the central business district (CBD) was badly affected by liquefaction but elsewhere large volumes of ejecta were not evident for those parts of the CBD where the upper layers in the soil profile are sandy gravel and gravelly sand. The purpose of the paper is to investigate the effect of the gravel permeability on the rise and dissipation of excess pore water pressure during cyclic loading of a soil profile idealised from Christchurch data. The Cyclic1D software, which performs one-dimensional non-linear effective stress site response analysis, was used. Permeability values associated with gravel were found to suppress the cyclic accumulation of excess pore water pressure in gravel layers. Given that there has not been any systematic measurement of the in situ permeability of the gravels in Christchurch, the modelling in the paper suggests that likely values for the bulk permeability of the gravel layers are within the range suggested in the geotechnical literature. However, the work reported is of wider application than Christchurch and emphasises the controlling influence of permeability on the accumulation and dissipation of cyclic pore pressures. The Manchester Courts building was a heritage building located in central Christchurch (New Zealand) that was damaged in the Mw 7.1 Darfield earthquake on 4 September 2010 and subsequently demolished as a risk reduction exercise. Because the building was heritage listed, the decision to demolish the building resulted in strong objections from heritage supporters who were of the opinion that the building had sufficient residual strength to survive possible aftershock earthquakes. On 22 February 2011 Christchurch was struck by a severe aftershock, leading to the question of whether building demolition had proven to be the correct risk reduction strategy. Finite element analysis was used to undertake a performance-based assessment, validating the accuracy of the model using the damage observed in the building before its collapse. In addition, soil-structure interaction was introduced into the research due to the comparatively low shear wave velocity of the soil. The demolition of a landmark heritage building was a tragedy that Christchurch will never recover from, but the decision was made considering safety, societal, economic and psychological aspects in order to protect the city and its citizens. The analytical results suggest that the Manchester Courts building would have collapsed during the 2011 Christchurch earthquake, and that the collapse of the building would have resulted in significant fatalities.
