Current research in geotechnical engineering at the University of Canterbury includes a number of laboratory testing programmes focussed on understanding the behaviour of natural soil deposits in Christchurch during the 2010-2011 Canterbury Earthquake Sequence. Many soils found in Christchurch are sands or silty sands with little to no plasticity, making them very difficult to sample using established methods. The gel-push sampling methodology, developed by Kiso-Jiban Consultants in Japan, was developed to address some of the deficiencies of existing sampling techniques and has been deployed on two projects in Christchurch. Gel push sampling is carried out with a range of samplers which are modified versions of existing technology, and the University of Canterbury has acquired three versions of the tools (GP-S, GP-Tr, GP-D). Soil samples are extracted from the bottom of a freshly drilled borehole and are captured within a liner barrel, close to 1m in length. A lubricating polymer gel coats the outside of the soil sample as it enters the liner barrel. The frictional rubbing which normally occurs on the sides of the soil samples using existing techniques is eliminated by the presence of the polymer gel. The operation of the gel-push samplers is significantly more complicated than conventional push-tube samplers, and in the initial trials a number of operational difficulties were encountered, requiring changes to the sampling procedures. Despite these issues, a number of high quality soil samples were obtained on both projects using the GP-S sampler to capture silty soil. Attempts were made to obtain clean sands using a different gel-push sampler (GP-TR) in the Red Zone. The laboratory testing of these sands indicated that they were being significantly disturbed during the sampling and/or transportation procedures. While it remains too early to draw definitive conclusions regarding the performance of the gel-push samplers, the methodology has provided some promising results. Further trialling of the tools are required to refine operating procedures understand the full range of soil conditions which can be successfully sampled using the tools. In parallel with the gel-push trials, a Dames and Moore fixed-piston sampler has been used by our research partners from Berkeley to obtain soil samples at a number of sites within Christchurch. This sampler features relatively short (50cm), thin-walled liner barrels which is advanced into the ground under the action of hydraulic pressure. By reducing the overall length of the soil being captured, the disturbance to the soil as it enters the liner barrel is significantly reduced. The Dames and Moore sampler is significantly easier to operate than the gel-push sampler, and past experience has shown it to be successful in soft, plastic materials (i.e. clays and silty clays). The cyclic resistance of one silty clay obtained using both the gel-push and Dames & Moore samplers has been found to be very similar, and ongoing research aims to establish whether similar results are obtained for different soil types, including silty materials and clean sands.

The current seismic design practice for reinforced concrete (RC) walls has been drawn into question following the unsatisfactory performance of several RC wall buildings during the Canterbury earthquakes. An overview of current research being undertaken at the University of Auckland into the seismic behaviour of RC walls is presented. The main objectives of this research project are to understand the observed performance of RC walls in Christchurch, quantify the seismic loads on RC walls, and developed improved design procedures for RC walls that will assist in revisions to the New Zealand Concrete Structures Standard. A database summarising the performance of RC wall buildings in the Christchurch CBD was collated to identify damage modes and case-study buildings. A detailed investigation is underway to verify the seismic performance of lightly reinforced concrete walls and initial numerical modeling and small-scale tests are presented in addition to details of planned experimental tests of RC walls. Numerical modelling is being used to understand the potential influence that interactions between walls and other structural elements have on the seismic response of buildings and the loads generated on RC walls. The results from finite element analysis of a severely damaged RC wall in Christchurch highlighted the effect that the floor diaphragms have on the distribution of shear stains in the wall.

Recent earthquakes have shown that liquefaction and associated ground deformations are major geotechnical hazards to civil engineering infrastructures, such as pipelines. In particular, sewer pipes have been damaged in many areas in Christchurch as a result of liquefaction-induced lateral spreading near waterways and ground oscillation induced by seismic shaking. In this paper, the addition of a flexible AM liner as a potential countermeasure to increase sewer pipe capacity was investigated. Physical testing through 4-point loading test was undertaken to characterise material properties and the response of both unlined pipe and its lined counterpart. Next, numerical models were created using SAP2000 and ABAQUS to analyse buried pipeline response to transverse permanent ground displacement and to quantify, over a range of pipe segment lengths and soil parameters, the effectiveness of the AM liner in increasing displacement capacity. The numerical results suggest that the addition of the AM liner increases the deformation capacity of the unlined sewer pipe by as much as 50 times. The results confirmed that AM liner is an effective countermeasure for sewer pipes in liquefied ground not only in terms of increased deformation capacity but also the fact that AM-Liner can prevent influx of sand and water through broken pipes, making sewer pipes with liner remaining serviceable even under severe liquefaction condition.

Christchurch City has to be rebuilt after the earthquakes of 4 September 2010 and 22 February 2011. People are being invited to contribute ideas about how to rebuild on a city council website. A group of people look at ideas on computers; a boy comments that 'this one looks just like the old city' and his father comments 'but built fifty miles up the road!' A woman looks at what appears to be pre European Maori pa site and says 'Hone Harawira wants something pre-European!' Another woman looks at a map of the middle of the South Island and says 'Rodney Hide doesn't care as long as Christchurch combines with Timaru and Westport!' Context - Former ACT leader Rodney Hide in his role as Minister for Local Government likes 'supercities' and Hone Harawira has left the Maori Party, fed up with the compromises he believes they have to make to suit their coalition agreement with the National government. The Canterbury earthquakes of 2010 and 2011 caused significant damage and disruption to the city of Christchurch, New Zealand. A Royal Commission was established to report on the causes of building failure as a result of the earthquakes as well as look at the legal and best-practice requirements for buildings in New Zealand Central Business Districts. The Royal Commission made 189 recommendations on a variety of matters including managing damaged buildings after an earthquake, the adequacy of building codes and standards, and the processes of seismic assessments of existing buildings to determine their earthquake vulnerability. In response the Ministry of Business, Innovation and Employment, the agency responsible for administering building regulation in New Zealand, established a work programme to assist with the Canterbury rebuild and to implement the lessons learned throughout New Zealand. The five primary work streams in the programme are: • Facilitating the Canterbury Rebuild • Structural Performance and Design Standards • Geotechnical and structural guidance • Existing Building Resilience • Post Disaster Building Management This paper provides more detail on each of the work streams. There has been significant collaboration between the New Zealand Government and the research community, technical societies, and engineering consultants, both within New Zealand and internationally, to deliver the programme and improve the resilience of the New Zealand built environment. This has presented major challenges for an extremely busy industry in the aftermath of the Canterbury earthquakes. The paper identifies the items of work that have been completed and the work that is still in progress at the time of writing.

This study analyses the success and limitations of the recovery process following the 2010–11 earthquake sequence in Christchurch, New Zealand. Data were obtained from in-depth interviews with 32 relocated households in Christchurch, and from a review of recovery policies implemented by the government. A top-down approach to disaster recovery was evident, with the creation of multiple government agencies and processes that made grassroots input into decision-making difficult. Although insurance proceeds enabled the repair and rebuilding of many dwellings, the complexity and adversarial nature of the claim procedures also impaired recovery. Householders’ perceptions of recovery reflected key aspects of their post-earthquake experiences (e.g. the housing offer they received, and the negotiations involved), and the outcomes of their relocation (including the value of the new home, their subjective well-being, and lifestyle after relocation). Protracted insurance negotiations, unfair offers and hardships in post-earthquake life were major challenges to recovery. Less-thanfavourable recovery experiences also transformed patterns of trust in local communities, as relocated householders came to doubt both the government and private insurance companies’ ability to successfully manage a disaster. At the same time, many relocated households expressed trust in their neighbours and communities. This study illuminates how government policies influence disaster recovery while also suggesting a need to reconsider centralised, top-down approaches to managing recovery.

Seismic isolation is an effective technology for significantly reducing damage to buildings and building contents. However, its application to light-frame wood buildings has so far been unable to overcome cost and technical barriers such as susceptibility of light-weight buildings to movement under high-wind loading. The 1994 Northridge Earthquake (6.7 MW) in the United States, 1995 Kobe Earthquake (6.9 MW) in Japan and 2011 Christchurch Earthquake (6.7 Mw) all highlighted significant loss to light-frame wood buildings with over half of earthquake recovery costs allocated to their repair and reconstruction. This poster presents a value case to highlight the benefits of seismically isolated residential buildings compared to the standard fixed-base dwellings for the Wellington region. Loss data generated by insurance claim information from the 2011 Christchurch Earthquake has been used to determine vulnerability functions for the current light-frame wood building stock. By using a simplified single degree of freedom (SDOF) building model, methods for determining vulnerability functions for seismic isolated buildings are developed. Vulnerability functions are then applied directly in a loss assessment to determine the Expected Annual Loss. Vulnerability was shown to dramatically reduce for isolated buildings compared to an equivalent fixed-base building resulting in significant monetary savings, justifying the value case. A state-of-the-art timber modelling software, Timber3D, is then used to model a typical residential building with and without seismic isolation to assess the performance of a proposed seismic isolation system which addresses the technical and cost issues.

The Manchester Courts building was a heritage building located in central Christchurch (New Zealand) that was damaged in the Mw 7.1 Darfield earthquake on 4 September 2010 and subsequently demolished as a risk reduction exercise. Because the building was heritage listed, the decision to demolish the building resulted in strong objections from heritage supporters who were of the opinion that the building had sufficient residual strength to survive possible aftershock earthquakes. On 22 February 2011 Christchurch was struck by a severe aftershock, leading to the question of whether building demolition had proven to be the correct risk reduction strategy. Finite element analysis was used to undertake a performance-based assessment, validating the accuracy of the model using the damage observed in the building before its collapse. In addition, soil-structure interaction was introduced into the research due to the comparatively low shear wave velocity of the soil. The demolition of a landmark heritage building was a tragedy that Christchurch will never recover from, but the decision was made considering safety, societal, economic and psychological aspects in order to protect the city and its citizens. The analytical results suggest that the Manchester Courts building would have collapsed during the 2011 Christchurch earthquake, and that the collapse of the building would have resulted in significant fatalities.

Two projects are documented within this MEM Report: I. The first project examined what was learnt involving the critical infrastructure in the aftermath of natural disasters in the Canterbury region of New Zealand – the most prominent being the series of earthquakes between 2010 and 2011. The project identified several learning gaps, leading to recommendations for further investigations that could add significant value for the lifeline infrastructure community. II. Following the Lifeline Lesson Learnt Project, the Disaster Mitigation Guideline series was initiated with two booklets, one on Emergency Potable Water and a second on Emergency Sanitation. The key message from both projects is that we can and must learn from disasters. The projects described are part of the emergency management, and critical infrastructure learning cycles – presenting knowledge captured by others in a digestible format, enabling the lessons to be reapplied. Without these kinds of projects, there will be fewer opportunities to learn from other’s successes and failures when it comes to preparing for natural disasters.

The study contributes to a better understanding of utilisation and interaction patterns in post-disaster temporary urban open spaces. A series of devastating earthquakes caused large scale damage to Christchurch’s central city and many suburbs in 2010 and 2011. Various temporary uses have emerged on vacant post-earthquake sites including community gardens, urban agriculture, art installations, event venues, eateries and cafés, and pocket parks. Drawing on empirical data obtained from a spatial qualities survey and a Public Life Study, the report analyses how people used and interacted with three exemplary transitional community-initiated open spaces (CIOS) in relation to particular physical spatial qualities in central Christchurch over a period of three weeks. The report provides evidence that users of post-disaster transitional community-initiated open spaces show similar utilisation and interaction patterns in relation to specific spatial qualities as observed in other urban environments. The temporary status of CIOS did apparently not influence ‘typical’ utilisation and interaction patterns.

The increasing scale of losses from earthquake disasters has reinforced the need for property owners to become proactive in seismic risk reduction programs. However, despite advancement in seismic design methods and legislative frameworks, building owners are often reluctant to adopt mitigation measures required to reduce earthquake losses. The magnitude of building collapses from the recent Christchurch earthquakes in New Zealand shows that owners of earthquake prone buildings (EPBs) are not adopting appropriate risk mitigation measures in their buildings. Owners of EPBs are found unwilling or lack motivation to adopt adequate mitigation measures that will reduce their vulnerability to seismic risks. This research investigates how to increase the likelihood of building owners undertaking appropriate mitigation actions that will reduce their vulnerability to earthquake disaster. A sequential two-phase mixed methods approach was adopted for the research investigation. Multiple case studies approach was adopted in the first qualitative phase, followed by the second quantitative research phase that includes the development and testing of a framework. The research findings reveal four categories of critical obstacles to building owners‘ decision to adopt earthquake loss prevention measures. These obstacles include perception, sociological, economic and institutional impediments. Intrinsic and extrinsic interventions are proposed as incentives for overcoming these barriers. The intrinsic motivators include using information communication networks such as mass media, policy entrepreneurs and community engagement in risk mitigation. Extrinsic motivators comprise the use of four groups of incentives namely; financial, regulatory, technological and property market incentives. These intrinsic and extrinsic interventions are essential for enhancing property owners‘ decisions to voluntarily adopt appropriate earthquake mitigation measures. The study concludes by providing specific recommendations that earthquake risk mitigation managers, city councils and stakeholders involved in risk mitigation in New Zealand and other seismic risk vulnerable countries could consider in earthquake risk management. Local authorities could adopt the framework developed in this study to demonstrate a combination of incentives and motivators that yield best-valued outcomes. Consequently, actions can be more specific and outcomes more effective. The implementation of these recommendations could offer greater reasons for the stakeholders and public to invest in building New Zealand‘s built environment resilience to earthquake disasters.
