Disaster recovery is significantly affected by funding availability. The timeliness and quality of recovery activities are not only impacted by the extent of the funding but also the mechanisms with which funding is prioritised, allocated and delivered. This research addresses the impact of funding mechanisms on the effectiveness and efficiency of post-disaster demolition and debris management programmes. A qualitative assessment of the impacts on recovery of different funding sources and mechanisms was carried out, using the 2010 Canterbury Earthquake as well as other recent international events as case studies. The impacts assessed include: timeliness, completeness, environmental, economic and social impacts. Of the case studies investigated, the Canterbury Earthquake was the only disaster response to rely solely on a privatised approach to insurance for debris management. Due to the low level of resident displacement and low level of hazard in the waste, this was a satisfactory approach, though not ideal. This approach has led to greater organisational complexity and delays. For many other events, the potential community wide impacts caused by the prolonged presence of disaster debris means that publicly funded and centrally facilitated programmes appear to be the most common and effective method of managing disaster waste.
Coastal and river environments are exposed to a number of natural hazards that have the potential to negatively affect both human and natural environments. The purpose of this research is to explain that significant vulnerabilities to seismic hazards exist within coastal and river environments and that coasts and rivers, past and present, have played as significant a role as seismic, engineering or socio-economic factors in determining the impacts and recovery patterns of a city following a seismic hazard event. An interdisciplinary approach was used to investigate the vulnerability of coastal and river areas in the city of Christchurch, New Zealand, following the Canterbury Earthquake Sequence, which began on the 4th of September 2010. This information was used to identify the characteristics of coasts and rivers that make them more susceptible to earthquake induced hazards including liquefaction, lateral spreading, flooding, landslides and rock falls. The findings of this research are applicable to similar coastal and river environments elsewhere in the world where seismic hazards are also of significant concern. An interdisciplinary approach was used to document and analyse the coastal and river related effects of the Canterbury earthquake sequence on Christchurch city in order to derive transferable lessons that can be used to design less vulnerable urban communities and help to predict seismic vulnerabilities in other New Zealand and international urban coastal and river environments for the future. Methods used to document past and present features and earthquake impacts on coasts and rivers in Christchurch included using maps derived from Geographical Information Systems (GIS), photographs, analysis of interviews from coastal, river and engineering experts, and analysis of secondary data on seismicity, liquefaction potential, geology, and planning statutes. The Canterbury earthquake sequence had a significant effect on Christchurch, particularly around rivers and the coast. This was due to the susceptibility of rivers to lateral spreading and the susceptibility of the eastern Christchurch and estuarine environments to liquefaction. The collapse of river banks and the extensive cracking, tilting and subsidence that accompanied liquefaction, lateral spreading and rock falls caused damage to homes, roads, bridges and lifelines. This consequently blocked transportation routes, interrupted electricity and water lines, and damaged structures built in their path. This study found that there are a number of physical features of coastal and river environments from the past and the present that have induced vulnerabilities to earthquake hazards. The types of sediments found beneath eastern Christchurch are unconsolidated fine sands, silts, peats and gravels. Together with the high water tables located beneath the city, these deposits made the area particularly susceptible to liquefaction and liquefaction-induced lateral spreading, when an earthquake of sufficient size shook the ground. It was both past and present coastal and river processes that deposited the types of sediments that are easily liquefied during an earthquake. Eastern Christchurch was once a coastal and marine environment 6000 years ago when the shoreline reached about 6 km inland of its present day location, which deposited fine sand and silts over this area. The region was also exposed to large braided rivers and smaller spring fed rivers, both of which have laid down further fine sediments over the following thousands of years. A significant finding of this study is the recognition that the Canterbury earthquake sequence has exacerbated existing coastal and river hazards and that assessments and monitoring of these changes will be an important component of Christchurch’s future resilience to natural hazards. In addition, patterns of recovery following the Canterbury earthquakes are highlighted to show that coasts and rivers are again vulnerable to earthquakes through their ability to recovery. This city’s capacity to incorporate resilience into the recovery efforts is also highlighted in this study. Coastal and river areas have underlying physical characteristics that make them increasingly vulnerable to the effects of earthquake hazards, which have not typically been perceived as a ‘coastal’ or ‘river’ hazard. These findings enhance scientific and management understanding of the effects that earthquakes can have on coastal and river environments, an area of research that has had modest consideration to date. This understanding is important from a coastal and river hazard management perspective as concerns for increased human development around coastlines and river margins, with a high seismic risk, continue to grow.
Unreinforced masonry (URM) structures comprise a majority of the global built heritage. The masonry heritage of New Zealand is comparatively younger to its European counterparts. In a country facing frequent earthquakes, the URM buildings are prone to extensive damage and collapse. The Canterbury earthquake sequence proved the same, causing damage to over _% buildings. The ability to assess the severity of building damage is essential for emergency response and recovery. Following the Canterbury earthquakes, the damaged buildings were categorized into various damage states using the EMS-98 scale. This article investigates machine learning techniques such as k-nearest neighbors, decision trees, and random forests, to rapidly assess earthquake-induced building damage. The damage data from the Canterbury earthquake sequence is used to obtain the forecast model, and the performance of each machine learning technique is evaluated using the remaining (test) data. On getting a high accuracy the model is then run for building database collected for Dunedin to predict expected damage during the rupture of the Akatore fault.
As the search for victims continues and the long recovery from Tuesday's disastrous earthquake in Christchurch begins there've been suggestions the stricken city's rugby world cup matches could be transferred to Australia. While there are varying definitions of the term ‘social cohesion’, a number of common themes regularly surface to describe what cohesive societies look like. Previous studies using known indicators of social cohesion have often been conducted at the international level for cross-country comparison, while there has been less focus on social cohesion within countries. The purpose of this research is to identify if indicators of social cohesion can be used to map trends at the city level in order to draw meaningful conclusions, particularly in the aftermath of a natural disaster. Using known indicators of social cohesion and Christchurch City as the basis for this study, variations in social cohesion have been found within the city wards, that preceded but were affected by the events of the Canterbury earthquakes during 2010/11. These findings have significant policy implications for the future of Christchurch, as city leaders work towards the recovery of and subsequent rebuilding of communities.

The presentation is titled, "Canterbury Family Violence Collaboration: An innovative response to family violence following the Canterbury earthquakes - successes, challenges, and achievements".The abstract for this presentation reads as follows: Across a range of international jurisdictions there is growing evidence that shows a high prevalence of family violence, child abuse and sexual violence over a number of years following natural disasters (World Health Organisation, 2005). Such empirical findings were also reflected within the Canterbury region following the earthquake events in 2010 and 2011. For example, in the weekend following the September 2010 earthquake, Canterbury police reported a 53% increase in call-outs to family violence incidents. In 2012, Canterbury police investigated over 7,400 incidents involving family violence - approximately 19 incidents each day. Child, youth and family data also reflect an increase in family violence, with substantiated cases of abuse increasing markedly from 1,130 cases in 2009 to 1,650 cases in 2011. These numbers remain elevated. Challenging events like the Canterbury earthquakes highlight the importance of, and provide the catalyst for, strengthening connections with various communities of interest to explore new ways of responding to the complex issue of family violence. It was within this context that the Canterbury Family Violence Collaboration (Collaboration) emerged. Operating since 2012, the Collaboration now comprises 45 agencies from across governmental and non-governmental sectors. The Collaboration's value proposition is that it delivers system-wide responses to family violence that could not be achieved by any one agency. These responses are delivered within five strategic priority areas: housing, crisis response and intervention, prevention, youth, and staff learning and development. The purpose of this presentation is to describe the experiences of the collaborative effort and lessons learnt by the collaborative partners in the first three years after its establishment. It will explore the key successes and challenges of the collaborative effort, and outline the major results achieved - a unique contribution, in unique circumstances, to address family violence experienced by Canterbury people throughout the period of recovery and rebuild.
Christchurch MPs - Labour's Lianne Dalziel and National's Amy Adams - say it's not fair for seat-of-the-pants post-quake red/yellow and green sticker assessments to be formally recorded forever. They say the assessments were hastily done and inconsistent. But the Christchurch City Council says its required to do so under the provisions of the Canterbury Earthquake Response and Recovery Act.

Over 900 buildings in the Christchurch central business district and 10,000 residential homes were demolished following the 22nd of February 2011 Canterbury earthquake, significantly disrupting the rebuild progress. This study looks to quantify the time required for demolitions during this event which will be useful for future earthquake recovery planning. This was done using the Canterbury Earthquake Recovery Authority (CERA) demolition database, which allowed an in-depth look into the duration of each phase of the demolition process. The effect of building location, building height, and the stakeholder which initiated the demolition process (i.e. building owner or CERA) was investigated. The demolition process comprises of five phases; (i) decision making, (ii) procurement and planning, (iii) demolition, (iv) site clean-up, and (v) completion certification. It was found that the time required to decide to demolish the building made up majority of the total demolition duration. Demolition projects initiated by CERA had longer procurement and planning durations, but was quicker in other phases. Demolished buildings in the suburbs had a longer decision making duration, but had little effect on other phases of the demolition process. The decision making and procurement and planning phases of the demolition process were shorter for taller buildings, though the other phases took longer. Fragility functions for the duration of each phase in the demolition process are provided for the various categories of buildings for use in future studies.

This report forms part of a research project examining rural community resilience to natural hazard events, with a particular focus on transient population groups. A preliminary desktop and scoping exercise was undertaken to examine nine communities affected by the Kaikoura earthquake and to identify the variety of transient population groups that are commonly (and increasingly) found in rural New Zealand (see Wilson & Simmons, 2017). From this, four case study communities – Blenheim, Kaikoura, Waiau and St Arnaud – were selected to represent a range of settlement types. These communities varied in respect of social, economic and geographic features, including the presence of particular transient population groups, and earthquake impact. While the 2016 Kaikoura earthquake provided a natural hazard event on which to focus the research, the research interest was in long-term (and broad) community resilience, rather than short-term (and specific) response and recovery actions which occurred post-earthquake.
The Christchurch earthquake sequence has been on-going since September 4th 2010. The largest two earthquakes, magnitude (M) 7.1 on September 4th and the M 6.3 on February 22nd 2011 caused immediate and significant damage to the city of Christchurch. As a consequence of the earthquakes, the tourism sector in the Canterbury region has been heavily impacted, with broader impacts being felt throughout the South Island. Resilient Organisations and the University of Canterbury began a series of quantitative investigations into the recovery and response of key business sectors to the earthquakes. The purpose of this study was to build on this work by exploring the outcomes of the earthquakes on the tourism sector, a critical economic driver in the region. Two postal surveys were sent to 719 tourism business managers; the first to businesses in the ‘Impact Zone’ defined as areas that experienced Modified Mercalli intensities greater than 6. The second survey was sent to the remaining businesses throughout the Canterbury region (‘Rest of Canterbury’). Response rates were 46% response for the Impact Zone, and 29% for the Rest of Canterbury. Key findings:
Following the magnitude 6.3 aftershock in Christchurch, New Zealand, on 22 February 2011, a number of researchers were sent to Christchurch as part of the New Zealand Natural Hazard Research Platform funded “Project Masonry” Recovery Project. Their goal was to document and interpret the damage to the masonry buildings and churches in the region. Approximately 650 unreinforced and retrofitted clay brick masonry buildings in the Christchurch area were surveyed for commonly occurring failure patterns and collapse mechanisms. The entire building stock of Christchurch, and in particular the unreinforced masonry building stock, is similar to that in the rest of New Zealand, Australia, and abroad, so the observations made here are relevant for the entire world.

An equitable solution needs to be found for properties with hazards such as flooding that are a direct result of the earthquakes. In tandem with this, every effort must be made to protect residents from the risks posed by climate change. We need a city that is driven by the people that live in it, and enabled by a bureaucracy that accepts and mitigates risks, rather than transferring them to the most vulnerable residents".
The aim of this thesis was to examine the spatial and the temporal patterns of anxiety and chest pain resulting from the Canterbury, New Zealand earthquaeks. Three research objectives were identified: examine any spatial or termporal clusters of anxiety and chest pain; examine the associations between anxiety, chest pain and damage to neighbourhood; and determine any statistically significant difference in counts of anxiety and chest pain after each earthquake or aftershock which resulted in severe damage. Measures of the extent of liquefaction the location of CERA red-zones were used as proxy measures for earthquake damage. Cases of those who presented to Christchurch Public Hospital Emergency Department with either anxiety or chest pain between May 2010 and April 2012 were aggregated to census area unit (CAU) level for analysis. This thesis has taken a unique approach to examining the spatial and spatio-temporal variations of anxiety and chest pain after an earthquake and offers unique results. This is the first study of its kind to use a GIS approach when examining Canterbury specific earthquake damage and health variables at a CAU level after the earthquakes. Through the use of spatio-termporal scan modelling, negative and linear regression modelling and temporal linear modelling with dummy variables this research was able to conclude there are significant spatial and temporal variations in anxiety and chest pain resulting from the earthquakes. The spatio-termporal scan modelling identified a hot cluster of both anxiety and chest pain within Christchurch at the same time the earthquakes occurred. The negative binomial model found liquefaction to be a stronger predictor of anxiety than the Canterbury Earthquake Recovery Authority's (CERA) land zones. The linear regression model foun chest pain to be positively associated with all measures of earthquake damage with the exception of being in the red-zone. The temporal modelling identified a significant increase in anxiety cases one month after a major earthquake, and chest pain cases spiked two weeks after an earthquake and gradually decreased over the following five weeks. This research was limited by lack of control period data, limited measures of earthquake damage, ethical restrictions, and the need for population tracking data. The findings of this research will be useful in the planning and allocation of mental wellbeing resources should another similar event like the Canterbury Earthquakes occur in New Zealand.
This report presents research on the affects of the Ōtautahi/Christchurch earthquakes of 2010 to 2012 on the city’s Tangata Whaiora community, ‘people seeking health’ as Māori frame mental health clients. Drawing on the voices of 39 participants of a Kaupapa Māori provider (Te Awa o te Ora), this report presents extended quotes from Tangata Whaiora, their support staff (many of whom are Tangata Whaiora), and managers as they speak of the events, their experiences, and support that sustained them in recoveries of well-being through the worse disaster in Aotearoa/New Zealand in three generations. Ōtautahi contains a significant urban Māori population, many living in suburbs that were seriously impacted by the earthquakes that began before dawn on September 4th, 2010, and continued throughout 2011 and 2012. The most damaging event occurred on February 22nd, 2011, and killed 185 people and severely damaged the CBD as well as many thousands of homes. The thousands of aftershocks delayed the rebuilding of homes and infrastructure and exacerbated the stress and dislocation felt by residents. The tensions and disorder continue for numerous residents into 2014 and it will be many years before full social and physical recovery can be expected. This report presents extended excerpts from the interviews of Tangata Whaiora and their support staff. Their stories of survival through the disaster reinforce themes of community and whānau while emphasising the reality that a significant number of Tangata Whaiora do not or cannot draw on this supports. The ongoing need for focused responses in the area of housing and accommodation, sufficiently resourced psycho-social support, and the value of Kaupapa Māori provision for Māori and non-Māori mental health clients cannot be overstated. The report also collates advice from participants to other Tangata Whaiora, their whānau, providers and indeed all residents of places subject to irregular but potentially devastating disaster. Much of this advice is relevant for more daily challenges and should not be underestimated despite its simplicity.
