Christchurch residents will gather today to mark the tenth anniversary of the Christchurch Earthquake. The 6.2 magnitude quake killed 185 people and caused widespread destruction across the city. It hit at 12.51pm while many people were in the city centre, working, shopping or enjoying their lunch in the sunshine. This is where our coverage began. A school pool, a BMX bike club and a music school are among twenty organisations in Christchurch that have benefitted from the final grants from an international appeal for re-building the quake-damaged city. The Christchurch Earthquake Appeal has so far raised almost 100 million dollars, and as our reporter Teresa Cowie discovered, the latest 8 million dollars that's been released from the fund is giving a welcome boost to residents.

Following the devastation of the Canterbury earthquake sequence a unique opportunity exists to rebuild and restructure the city of Christchurch, ensuring that its infrastructure is constructed better than before and is innovative. By installing an integrated grid of modern sensor technologies into concrete structures during the rebuild of the Christchurch CBD, the aim is to develop a network of self-monitored ‘digital buildings’. A diverse range of data will be recorded, potentially including parameters such as concrete stresses, strains, thermal deformations, acoustics and the monitoring of corrosion of reinforcement bars. This procedure will allow an on-going complete assessment of the structure’s performance and service life, both before and after seismic activity. The data generated from the embedded and surface mounted sensors will be analysed to allow an innovative and real-time health monitoring solution where structural integrity is continuously known. This indication of building performance will allow the structure to alert owners, engineers and asset managers of developing problems prior to failure thresholds being reached. A range of potential sensor technologies for monitoring the performance of existing and newly constructed concrete buildings is discussed. A description of monitoring work conducted on existing buildings during the July 2013 Cook Strait earthquake sequence is included, along with details of current work that investigates the performance of sensing technologies for detecting crack formation in concrete specimens. The potential market for managing the real-time health of installed infrastructure is huge. Civil structures all over the world require regular visual inspections in order to determine their structural integrity. The information recorded during the Christchurch rebuild will generate crucial data sets that will be beneficial in understanding the behaviour of concrete over the complete life cycle of the structure, from construction through to operation and building repairs until the time of failure. The scale of damage from a series of earthquakes across Christchurch Otautahi in 2010 and 2011 challenged all networks in the city at a time when many individuals and communities were under severe economic pressure. Historically, Maori have drawn on traditional institutions such as whanau, marae, hapu and iwi in their endurance of past crises. This paper presents research in progress to describe how these Maori-centric networks supported both Maori and non-Maori through massive urban dislocation. Resilience to any disaster can be explained by configurations of economic, social and cultural factors. Knowing what has contributed to Maori resilience is fundamental to the strategic enhancement of future urban communities - Maori and non-Maori.

Motivation This poster aims to present fragility functions for pipelines buried in liquefaction-prone soils. Existing fragility models used to quantify losses can be based on old data or use complex metrics. Addressing these issues, the proposed functions are based on the Christchurch network and soil and utilizes the Canterbury earthquake sequence (CES) data, partially represented in Figure 1. Figure 1 (a) presents the pipe failure dataset, which describes the date, location and pipe on which failures occurred. Figure 1 (b) shows the simulated ground motion intensity median of the 22nd February 2011 earthquake. To develop the model, the network and soil characteristics have also been utilized.
Following exposure to trauma, stress reactions are initially adaptive. However, some individuals’ psychological response can become maladaptive with long-lasting impairment to functioning. Most people with initial symptoms of stress recover, and thus it is important to distinguish individuals who are at risk of continuing difficulties so that resources are allocated appropriately. Investigations of predictors of PTSD development have largely focused on relational and combat-related trauma, with very limited research looking at natural disasters. This study assessed the nature and severity of psychological difficulties experienced in 101 people seeking treatment following exposure to a significant earthquake that killed 185 people. Peritraumatic dissociation, posttraumatic stress symptoms, symptoms of anxiety, symptoms of depression, and social isolation were assessed. Descriptive analyses revealed the sample to be a highly impaired group, with particularly high levels of posttraumatic stress symptoms. Path analysis was used to determine whether the experience of some psychological difficulties predicted experience of others. As hypothesised, peritraumatic dissociation was found to predict posttraumatic stress symptoms and symptoms of anxiety. Posttraumatic stress symptoms then predicted symptoms of anxiety and symptoms of depression. Depression and anxiety were highly correlated. Contrary to expectations, social isolation was not significantly related to any other psychological variables. These findings justify the provision of psychological support following a natural disaster and suggest the benefit of assessing peritraumatic dissociation and posttraumatic stress symptoms soon after the event to identify people in need of monitoring and intervention.

Earthquakes have been inferred to induce hydrological changes in aquifers on the basis of either changes to well water-levels or tidal behavior, but the relationship between these changes remains unclear. Here, changes in tidal behavior and water-levels are quantified using a hydrological network monitoring gravel aquifers in Canterbury, New Zealand, in response to nine earthquakes (of magnitudes M w 5.4 to 7.8) that occurred between 2008 and 2015. Of the 161 wells analyzed, only 35 contain water-level fluctuations associated with “Earth + Ocean” (7) or “Ocean” (28) tides. Permeability reduction manifest as changes in tidal behavior and increased water-levels in the near field of the Canterbury earthquake sequence of 2010–2011 support the hypothesis of shear-induced consolidation. However, tidal behavior and water-level changes rarely occurred simultaneously (~2%). Water-level changes that occurred with no change in tidal behavior reequilibrated at a new postseismic level more quickly (on timescales of ~50 min) than when a change in tidal behavior occurred (~240 min to 10 days). Water-level changes were more than likely to occur above a peak dynamic stress of ~50 kPa and were more than likely to not occur below ~10 kPa. The minimum peak dynamic stress required for a tidal behavior change to occur was ~0.2 to 100 kPa.

Post-earthquake cordons have been used after seismic events around the world. However, there is limited understanding of cordons and how contextual information of place such as geography, socio-cultural characteristics, economy, institutional and governance structure etc. affect decisions, operational procedures as well as spatial and temporal attributes of cordon establishment. This research aims to fill that gap through a qualitative comparative case study of two cities: Christchurch, New Zealand (Mw 6.2 earthquake, February 2011) and L’Aquila, Italy (Mw 6.3 earthquake, 2009). Both cities suffered comprehensive damage to its city centre and had cordons established for extended period. Data collection was done through purposive and snowball sampling methods whereby 23 key informants were interviewed in total. The interviewee varied in their roles and responsibilities i.e. council members, emergency managers, politicians, business/insurance representatives etc. We found that cordons were established to ensure safety of people and to maintain security of place in both the sites. In both cities, the extended cordon was met with resistance and protests. The extent and duration of establishment of cordon was affected by recovery approach taken in the two cities i.e. in Christchurch demolition was widely done to support recovery allowing for faster removal of cordons where as in L’Aquila, due to its historical importance, the approach to recovery was based on saving all the buildings which extended the duration of cordon. Thus, cordons are affected by site specific needs. It should be removed as soon as practicable which could be made easier with preplanning of cordons.
The rapid classification of building damage states or placards after an earthquake is vital for enabling an efficient emergency response and informed decision-making for rehabilitation and recovery purposes. Traditional methods rely heavily on inspector-led on-site surveys, which are often time-consuming, resource-intensive, and susceptible to human error. This study introduces a machine learning-supported surrogate model designed to streamline the assessment of building damage, focusing on the automated assignment of damage placards within the context of New Zealand's post-earthquake evaluation frameworks. The study evaluates two key safety evaluation protocols—Rapid Building Assessment (RBA) and Detailed Damage Evaluation (DDE)—and integrates corresponding databases derived from the 2010–2011 Canterbury Earthquake Sequence (CES) in Christchurch. Six ML classifiers—Multilayer Perceptron (MLP), Random Forest (RF), Support Vector Machine (SVM), K-Nearest Neighbours (KNN), Gradient Boosting Classifier (GBC), and Gradient Bagging (GBag)—were rigorously tested across both databases. The results indicate that the RF-based surrogate model outperforms the other classifiers across both RBA and DDE protocols. Two distinct sets of critical predictors have been further identified for each protocol, allowing for the rapid retrieval of essential data for future on-site surveys, while retaining the RF model's predictive accuracy. The developed surrogate model provides a pragmatic tool for practising engineers to rapidly assign placards to damaged structures and for policymakers and building owners to make informed recovery decisions for earthquake-affected buildings.

Organisations play a vital role in assisting communities to recover from disasters. They are the key providers of goods and services needed in both response and recovery efforts. They provide the employment which both anchors people to place and supports the taxation base to allow for necessary recovery spending. Finally, organisations are an integral part of much day to day functioning contributing immensely to people’s sense of ‘normality’ and psychological wellbeing. Yet, despite their overall importance in the recovery process, there are significant gaps in our existing knowledge with regard to how organisations respond and recover following disaster. This research fills one part of this gap by examining collaboration as an adaptive strategy enacted by organisations in the Canterbury region of New Zealand, which was heavily impacted by a series of major earthquakes, occurring in 2010 and 2011. Collaboration has been extensively investigated in a variety of settings and from numerous disciplinary perspectives. However, there are few studies that investigate the role of collaborative approaches to support post-disaster business recovery. This study investigates the type of collaborations that have occurred and how they evolved as organisations reacted to the resource and environmental change caused by the disaster. Using data collected through semi-structured interviews, survey and document analysis, a rich and detailed picture of the recovery journey is created for 26 Canterbury organisations including 14 collaborators, six non-traders, five continued traders and one new business. Collaborations included two or more individual businesses collaborating along with two multi-party, place based projects. Comparative analysis of the organisations’ experiences enabled the assessment of decisions, processes and outcomes of collaboration, as well as insight into the overall process of business recovery. This research adopted a primarily inductive, qualitative approach, drawing from both grounded theory and case study methodologies in order to generate theory from this rich and contextually situated data. Important findings include the importance of creating an enabling context which allows organisations to lead their own recovery, the creation of a framework for effective post-disaster collaboration and the importance of considering both economic and other outcomes. Collaboration is found to be an effective strategy enabling resumption of trade at a time when there seemed few other options available. While solving this need, many collaborators have discovered significant and unexpected benefits not just in terms of long term strategy but also with regard to wellbeing. Economic outcomes were less clear-cut. However, with approximately 70% of the Central Business District demolished and rebuilding only gaining momentum in late 2014, many organisations are still in a transition stage moving towards a new ‘normal’.
Pumice materials, which are problematic from an engineering viewpoint, are widespread in the central part of the North Island. Considering the impacts of the 2010-2011 Christchurch earthquakes, a clear understanding of their properties under earthquake loading is necessary. For example, the 1987 Edgecumbe earthquake showed evidence of localised liquefaction of sands of volcanic origin. To elucidate on this, research was undertaken to investigate whether existing empirical field-based methods to evaluate the liquefaction potential of sands, which were originally developed for hard-grained soils, are applicable to crushable pumice-rich deposits. For this purpose, two sites, one in Whakatane and another in Edgecumbe, were selected where the occurrence of liquefaction was reported following the Edgecumbe earthquake. Manifestations of soil liquefaction, such as sand boils and ejected materials, have been reported at both sites. Field tests, including cone penetration tests (CPT), shear-wave velocity profiling, and screw driving sounding (SDS) tests were performed at the sites. Then, considering estimated peak ground accelerations (PGAs) at the sites based on recorded motions and possible range of ground water table locations, liquefaction analysis was conducted at the sites using available empirical approaches. To clarify the results of the analysis, undisturbed soil samples were obtained at both sites to investigate the laboratory-derived cyclic resistance ratios and to compare with the field-estimated values. Research results clearly showed that these pumice-rich soils do not fit existing liquefaction assessment frameworks and alternate methods are necessary to characterise them.
Hundreds of children and 12 schools have pre-registered for swimming lessons at Christchurch's new Taiora QE2 sports centre, which opens today. The Canterbury earthquakes damaged the complex beyond repair, and almost six years after it was demolished, a new QE2 has risen from rubble - admittedly smaller and without the athletics track the old one was so well known for. Schools in particular are welcoming today's opening, after having to spend big bucks on transport to get their students to pools for lessons since the quakes. Logan Church reports.
The beloved Christchurch Arts Centre - built in the 1870s - has slowly been reopening after repairs and restoration. An open day last weekend saw the public getting their first look into the complex's school of art building since the earthquakes. One beneficiary has been singer-songwriter Bic Runga, who has kick-started the Arts Centre Te Matatiki Toi Ora's revived Creative Residencies programme. She tells Mark Amery she's been trying out all sorts of new things. Applications for Bic's song-writing workshop in Christchurch in early July close on Friday 31 May.
