That's the hope of the man at the helm of Regenerate Christchurch, one of two organisations charged with taking over the city's rebuild from the Earthquake Recovery Authority, which shuts its doors in just three days.

INTRODUCTION This project falls under the Flagship 3: Wellington Coordinated Project. It supports other projects within FP3 to create a holistic understanding of risks posed by collapsed buildings due to future earthquake/s and the secondary consequences of cordoning in the short, mid and long term. Cordoning of the Christchurch CBD for more than two years and its subsequent implications on people and businesses had a significant impact on the recovery of Christchurch. Learning from this and experiences from the Kaikōura earthquake (where cordons were also established around selected buildings, Figure 3) have highlighted the need to understand the effects of cordons and plan for it before an earthquake occurs
The University of Canterbury CEISMIC Canterbury Earthquake Digital Archive draws on the example of the Centre for History and New Media’s (CHNM) September 11 Archive, which was used to collect digital artefacts after the bombing of the World Trade Centre buildings in 2001, but has gone significantly further than this project in its development as a federated digital archive. The new University of Canterbury Digital Humanities Programme – initiated to build the archive – has gathered together a Consortium of major national organizations to contribute content to a federated archive based on principles of openness and collaboration derived directly from the international digital humanities community.
The Canterbury region of New Zealand was shaken by major earthquakes on the 4th September 2010 and 22nd February 2011. The quakes caused 185 fatalities and extensive land, infrastructure and building damage, particularly in the Eastern suburbs of Christchurch city. Almost 450 ha of residential and public land was designated as a ‘Red Zone’ unsuitable for residential redevelopment because land damage was so significant, engineering solutions were uncertain, and repairs would be protracted. Subsequent demolition of all housing and infrastructure in the area has left a blank canvas of land stretching along the Avon River corridor from the CBD to the sea. Initially the Government’s official – but enormously controversial – position was that this land would be cleared and lie fallow until engineering solutions could be found that enabled residential redevelopment. This paper presents an application of a choice experiment (CE) that identified and assessed Christchurch residents’ preferences for different land use options of this Red Zone. Results demonstrated strong public support for the development of a recreational reserve comprising a unique natural environment with native fauna and flora, healthy wetlands and rivers, and recreational opportunities that align with this vision. By highlighting the value of a range of alternatives, the CE provided a platform for public participation and expanded the conversational terrain upon which redevelopment policy took place. We conclude the method has value for land use decision-making beyond the disaster recovery context.
On 14 November 2016, a magnitude (Mw) 7.8 earthquake struck the small coastal settlement of Kaikōura, Aotearoa-New Zealand. With an economy based on tourism, agriculture, and fishing, Kaikōura was immediately faced with significant logistical, economic, and social challenges caused by damage to critical infrastructure and lifelines, essential to its main industries. Massive landslips cut offroad and rail access, stranding hundreds of tourists, and halting the collection, processing and distribution of agricultural products. At the coast, the seabed rose two metres, limiting harbour-access to high tide, with implications for whale watching tours and commercial fisheries. Throughout the region there was significant damage to homes, businesses, and farmland, leaving owners and residents facing an uncertain future. This paper uses qualitative case study analysis to explore post-quake transformations in a rural context. The aim is to gain insight into the distinctive dynamics of disaster response mechanisms, focusing on two initiatives that have emerged in direct response to the disaster. The first examines the ways in which agriculture, food harvesting, production and distribution are being reimagined with the potential to enhance regional food security. The second examines the rescaling of power in decision-making processes following the disaster, specifically examining the ways in which rural actors are leveraging networks to meet their needs and the consequences of that repositioning on rural (and national) governance arrangements. In these and other ways, the local economy is being revitalised, and regional resilience enhanced through diversification, capitalising not on the disaster but the region's natural, social, and cultural capital. Drawing on insights and experience of local stakeholders, policy- and decision-makers, and community representatives we highlight the diverse ways in which these endeavours are an attempt to create something new, revealing also the barriers which needed to be overcome to reshape local livelihoods. Results reveal that the process of transformation as part of rural recovery must be grounded in the lived reality of local residents and their understanding of place, incorporating and building on regional social, environmental, and economic characteristics. In this, the need to respond rapidly to realise opportunities must be balanced with the community-centric approach, with greater recognition given to the contested nature of the decisions to be made. Insights from the case examples can inform preparedness and recovery planning elsewhere, and provide a rich, real-time example of the ways in which disasters can create opportunities for reimagining resilient futures.

The concept of geoparks was first introduced in the first international conference on geoparks held in China in 2004. Here in New Zealand, Kiwis are accustomed to national parks, land reserves, marine reserves, and urban cities and regional parks. The concept of these protected areas has been long-standing in the country, whereas the UNESCO concept of geoparks is still novel and yet to be established in New Zealand. In this dissertation, I explored the geopark concept for better understanding of its merits and examined the benefits of geotourism attractions as a sustainable economic development strategy to retrieve a declining rural economy. This research is focused on Kaikoura as a case study with geological significance, and emphasizes pre-earthquake existing geological heritages and new existing geological heritages post-earthquake to determine whether the geopark concept is appropriate and what planning framework is available to process this concept proposal should Kaikoura be interested in future.

This report presents the experiences of Tangata Whaiora (Mental health clients) through the disastrous earthquakes that struck Otautahi/Christchurch in 2010-11. It further analysis these experience to how show the social networks these individuals, their whānau, supporting staff respond and recover to a significant urban disaster. The disaster challenged the mental health of those individuals who are impacted and the operations of organisations and networks that support and care for the mentally ill. How individuals and their families navigate a post-disaster landscape provides an unfortunate but unique opportunity to analyse how these support networks respond to severe disruption. Tangata Whaiora possess experiences of micro-scale personal and family disasters and were not necessarily shocked by the loss of normality in Ōtautahi as a result of the earthquakes. The organic provision of clear leadership, outstanding commitment by staff, and ongoing personal and institutional dedication in the very trying circumstances of working in a post-disaster landscape all contributed to Te Awa o te Ora’s notable response to the disaster.
The Canterbury Earthquake Recovery Authority (CERA) and the Canterbury Lifeline Utilities Group have collaborated to assemble documented infra- structure-related learnings from the recent Canterbury earthquakes and other natural hazard events over the last 15 years (i.e. since publication of Risks and Realities). The project was led by the Centre for Advanced Engineering (CAE) and was undertaken to promote knowledge sharing by facilitating access to diverse documents on natural hazard learnings, a matter of ongoing relevance and very considerable current interest.
Gerard Smyth's acclaimed documentary about the Christchurch earthquakes is the story of people coping — for better or worse — with the huge physical and emotional toll that the quakes, and continuing aftershocks, inflicted on them, their homes and their city. It began as a home movie while the devastation of September was surveyed (with thanks given that no-one had been killed); but, as shooting of the recovery continued, the February quake compounded the destruction and claimed 182 lives (including their researcher and 16 colleagues at CTV).
The paper examines community benefits provided by an established community garden following a major earthquake and discusses possible implications for community garden planning and design in disaster-prone cities. Recent studies show that following extreme storm events community gardens can supply food, enhance social empowerment, provide safe gathering spots, and restorative practices, to remind people of normality. However, the beneficial role played by community gardens following earthquakes is less well known. To fill this gap, the study examines the role played by a community garden in Christchurch, New Zealand, following the 2010/2011 Canterbury Earthquakes. The garden's role is evaluated based on a questionnaire-based survey and in-depth interviews with gardeners, as well as on data regarding the garden use before and after the earthquakes. Findings indicate the garden helped gardeners cope with the post-quake situation. The garden served as an important place to de-stress, share experiences, and gain community support. Garden features that reportedly supported disaster recovery include facilities that encourage social interaction and bonding such as central meeting and lunch places and communal working areas.

The recent earthquakes in Canterbury have left thousands of Christchurch residents’ homeless or facing the possibility of homelessness. The New Zealand Government, so far, have announced that 5,100 homes in Christchurch will have to be abandoned as a result of earthquake damaged land (Christchurch City Council, 2011). They have been zoned red on the Canterbury Earthquake Recovery Authority (CERA) map and there are another 10,000 that have been zoned orange, awaiting a decision (Christchurch City Council, 2011). This situation has placed pressures on land developers and local authorities to speed up the process associated with the development of proposed subdivisions in Christchurch to accommodate residents in this situation (Tarrant, 2011).
Critical infrastructure networks are highly relied on by society such that any disruption to service can have major social and economic implications. Furthermore, these networks are becoming increasingly dependent on each other for normal operation such that an outage or asset failure in one system can easily propagate and cascade across others resulting in widespread disruptions in terms of both magnitude and spatial reach. It is the vulnerability of these networks to disruptions and the corresponding complexities in recovery processes which provide direction to this research. This thesis comprises studies contributing to two areas (i) the modelling of national scale in-terdependent infrastructure systems undergoing major disruptions, and (ii) the tracking and quantification of infrastructure network recovery trajectories following major disruptions. Firstly, methods are presented for identifying nationally significant systemic vulnerabilities and incorporating expert knowledge into the quantification of infrastructure interdependency mod-elling and simulation. With application to the interdependent infrastructures networks across New Zealand, the magnitudes and spatial extents of disruption are investigated. Results high-light the importance in considering interdependencies when assessing disruptive risks and vul-nerabilities in disaster planning applications and prioritising investment decisions for enhancing resilience of national networks. Infrastructure dependencies are further studied in the context of recovery from major disruptions through the analysis of curves measuring network functionality over time. Continued studies into the properties of recovery curves across a database of global natural disasters produce statistical models for predicting the trajectory and expected recovery times. Finally, the use of connectivity based metrics for quantifying infrastructure system functionality during recovery are considered with a case study application to the Christchurch Earthquake (February 22, 2011) wastewater network response.
As part of the Canterbury Earthquake Digital Archive, this thesis documents the effects of the earthquakes on the musical life of Christchurch. It concentrates, primarily, on the classical music scene. The thesis examines the difficulties experienced by musical organisations, individual musicians, and teachers as they sought to bring music to the broken city, together with the measures that were necessary in order to overcome those difficulties. It examines how those organisations have worked to re-establish themselves in their particular musical fields. It charts the progress made, to date, along the path to recovery and offers suggestions regarding precautionary measures which, if instituted, could reduce the after-effects of a future disaster. Recognising that not all of the difficulties encountered were directly related to the earthquakes, this thesis also examines the effects on music and musicians, of decision making associated with the recovery effort. The thesis also demonstrates how a destructive event can provide the inspiration for creativity. It recognises the importance of music in maintaining a sense of normality for people, whether they realise it or not, as well as its influences in providing emotional relief in times of stress. Hopefully, it may become a useful guide to which other cities that may be faced with some natural disaster, could refer.

Natural hazard reviews reveal increases in disaster impacts nowhere more pronounced than in coastal settlements. Despite efforts to enhance hazard resilience, the common trend remains to keep producing disaster prone places. This paper explicitly explores hazard versus multi-hazard concepts to illustrate how different conceptualizations can enhance or reduce settlement resilience. Understandings gained were combined with onthe-ground lessons from earthquake and flooding experiences to develop of a novel ‘first cut’ approach for analyzing key multi-hazard interconnections, and to evaluate resilience enhancing opportunities. Traditional disaster resilience efforts often consider different hazard types discretely. However, recent events in Christchurch, a New Zealand city that is part of the 100 Resilient Cities network, highlight the need to analyze the interrelated nature of different hazards, especially for enhancing lifelines system resilience. Our overview of the Christchurch case study demonstrates that seismic, hydrological, shallow-earth, and coastal hazards can be fundamentally interconnected, with catastrophic results where such interconnections go unrecognized. In response, we have begun to develop a simple approach for use by different stakeholders to support resilience planning, pre and post disaster, by: drawing attention to natural and built environment multi-hazard links in general; illustrating a ‘first cut’ tool for uncovering earthquake-flooding multi-hazard links in particular; and providing a basis for reviewing resilience strategy effectiveness in multi-hazard prone environments. This framework has particular application to tectonically active areas exposed to climate-change issues.
Professor Jacky Bowring has been a consultant to both the Ministry for Culture and Heritage, and CERA for the process for the EQ Memorial, as well as for the Christchurch City Council from the early days of the Recovery Plan, when the section on 'Remembering the Earthquakes' was developed. It was one of those times when her areas of research and passion suddenly became very real.
During the 2010/2011 Canterbury earthquakes, Reinforced Concrete Frame with Masonry Infill (RCFMI) buildings were subjected to significant lateral loads. A survey conducted by Christchurch City Council (CCC) and the Canterbury Earthquake Recovery Authority (CERA) documented 10,777 damaged buildings, which included building characteristics (building address, the number of storeys, the year of construction, and building use) and post-earthquake damage observations (building safety information, observed damage, level of damage, and current state of the buildings). This data was merged into the Canterbury Earthquake Building Assessment (CEBA) database and was utilised to generate empirical fragility curves using the lognormal distribution method. This participant-observation study explores the process of gathering and evaluating both financial and non-financial information and communication and transfer of that information within a medium-size Electrical Company in Christchurch, New Zealand. The previous literature has established the importance and the main characteristics of small and medium enterprises (SMEs), mainly studying manufacturing companies. However, there has been little research done in New Zealand on the overall communication process and the financial and non-financial information usage in a small-medium enterprise. Face-to-face interviews were carried out with all the office employees and two partners, along with a ten month participant-observation in the Electrical Company in order to understand how financial and non-financial information is communicated and processed in an SME. Also, research in an SME that has overcome the 2008 economic depression and several major earthquakes allows a deep understanding of lessons learned and what is valued by the Electrical Company. The research has found characteristics of this SME similar to those that have been mentioned in previous literature. However, the partners of the Electrical Company understand the importance of financial management and use financial information extensively to ensure the business expenses are under control. Moreover, the partners use more than just financial information to manage the company. They gather non-financial information through talking to their accountant, their customers and people in the same industry and they keenly follow the news on the rebuilding of Christchurch.
Refers to the controversy over the decision to demolish the Christchurch Cathedral which was severely damaged in the earthquakes of 2010 and 2011. The Anglican Bishop of Christchurch Victoria Mathews says the decision to demolish the cathedral was reached through prayer, great deliberation and with the utmost concern for safety. The Bishop says a number of options were considered before deciding to bring the walls down but the turning point was 23 December 2011, when a series of strong quakes rocked the city. At that stage the Canterbury Earthquake Authority approached the church. "CERA told us that our plans for making safe and retrieving, and then stepping back and making further decisions were no longer adequate." Christchurch City council announced their support on Twitter this afternoon (17 May 2012) - tweeting an endorsement to an immediate pause on demolition of the Cathedral to enable deeper and more open consideration of options.
