There have been dramatic scenes at the America's cup in Bermuda with Team New Zealand capsizing at the start of its second race of the day against the Bristish team Ben Ainslie Racing. The immediate aftermath of the devastating 2011 Christchurch earthquake and its ongoing impact on residents' mental health is being described as a recovery of two halves. The latest wellbeing survey from the Canterbury District Health Board shows that one in five people, predominantly those living in the eastern suburbs, say they experience stress most or all of the time. Nicky Wagner, the Minister supporting Greater Christchurch Regeneration, says the city has a good quality of life when compared to the rest of the country, despite a new survey showing one in five people say they experience stress most or all of the time. Ms Wagner, says 82 per cent have a good or very good quality of life in Christchurch, which compares with 81 percent nationwide. She says the east side of the city is very low lying and suffered the most damage and work is still being down in that area.

The 22 February 2011, Mw6.2-6.3 Christchurch earthquake is the most costly earthquake to affect New Zealand, causing 181 fatalities and severely damaging thousands of residential and commercial buildings, and most of the city lifelines and infrastructure. This manuscript presents an overview of observed geotechnical aspects of this earthquake as well as some of the completed and on-going research investigations. A unique aspect, which is particularly emphasized, is the severity and spatial extent of liquefaction occurring in native soils. Overall, both the spatial extent and severity of liquefaction in the city was greater than in the preceding 4th September 2010 Darfield earthquake, including numerous areas that liquefied in both events. Liquefaction and lateral spreading, variable over both large and short spatial scales, affected commercial structures in the Central Business District (CBD) in a variety of ways including: total and differential settlements and tilting; punching settlements of structures with shallow foundations; differential movements of components of complex structures; and interaction of adjacent structures via common foundation soils. Liquefaction was most severe in residential areas located to the east of the CBD as a result of stronger ground shaking due to the proximity to the causative fault, a high water table approximately 1m from the surface, and soils with composition and states of high susceptibility and potential for liquefaction. Total and differential settlements, and lateral movements, due to liquefaction and lateral spreading is estimated to have severely compromised 15,000 residential structures, the majority of which otherwise sustained only minor to moderate damage directly due to inertial loading from ground shaking. Liquefaction also had a profound effect on lifelines and other infrastructure, particularly bridge structures, and underground services. Minor damage was also observed at flood stop banks to the north of the city, which were more severely impacted in the 4th September 2010 Darfield earthquake. Due to the large high-frequency ground motion in the Port hills numerous rock falls and landslides also occurred, resulting in several fatalities and rendering some residential areas uninhabitable.

Six months after the 4 September 2010 Mw 7.1 Darfield (Canterbury) earthquake, a Mw 6.2 Christchurch (Lyttelton) aftershock struck Christchurch on the 22 February 2011. This earthquake was centred approximately 10km south-east of the Christchurch CBD at a shallow depth of 5km, resulting in intense seismic shaking within the Christchurch central business district (CBD). Unlike the 4 Sept earthquake when limited-to-moderate damage was observed in engineered reinforced concrete (RC) buildings [35], in the 22 February event a high number of RC Buildings in the Christchurch CBD (16.2 % out of 833) were severely damaged. There were 182 fatalities, 135 of which were the unfortunate consequences of the complete collapse of two mid-rise RC buildings. This paper describes immediate observations of damage to RC buildings in the 22 February 2011 Christchurch earthquake. Some preliminary lessons are highlighted and discussed in light of the observed performance of the RC building stock. Damage statistics and typical damage patterns are presented for various configurations and lateral resisting systems. Data was collated predominantly from first-hand post-earthquake reconnaissance observations by the authors, complemented with detailed assessment of the structural drawings of critical buildings and the observed behaviour. Overall, the 22 February 2011 Mw 6.2 Christchurch earthquake was a particularly severe test for both modern seismically-designed and existing non-ductile RC buildings. The sequence of earthquakes since the 4 Sept 2010, particularly the 22 Feb event has confirmed old lessons and brought to life new critical ones, highlighting some urgent action required to remedy structural deficiencies in both existing and “modern” buildings. Given the major social and economic impact of the earthquakes to a country with strong seismic engineering tradition, no doubt some aspects of the seismic design will be improved based on the lessons from Christchurch. The bar needs to and can be raised, starting with a strong endorsement of new damage-resisting, whilst cost-efficient, technologies as well as the strict enforcement, including financial incentives, of active policies for the seismic retrofit of existing buildings at a national scale.

Recently developed performance-based earthquake engineering framework, such as one provided by PEER (Deierlein et al. 2003), assist in the quantification in terms of performance such as casualty, monetary losses and downtime. This opens up the opportunity to identify cost-effective retrofit/rehabilitation strategies by comparing upfront costs associated with retrofit with the repair costs that can be expected over time. This loss assessment can be strengthened by learning from recent earthquakes, such as the 2010 Canterbury and 2016 Kaikoura earthquakes. In order to investigate which types of retrofit/rehabilitation strategies may be most cost-effective, a case study building was chosen for this research. The Pacific Tower, a 22-storey EBF apartment located within the Christchurch central business district (CBD), was damaged and repaired during the 2010 Canterbury earthquake series. As such, by taking hazard levels accordingly (i.e. to correspond to the Christchurch CBD), modelling and analysing the structure, and considering the vulnerability and repair costs of its different components, it is possible to predict the expected losses of the aforementioned building. Using this information, cost-effective retrofit/rehabilitation strategy can be determined. This research found that more often than not, it would be beneficial to improve the performance of valuable non-structural components, such as partitions. Although it is true that improving such elements will increase the initial costs, over time, the benefits gained from reduced losses should be expected to overcome the initial costs. Aftershocks do increase the predicted losses of a building even in lower intensities due to the fact that non-structural components can get damaged at such low intensities. By comparing losses computed with and without consideration of aftershocks for a range of historical earthquakes, it was found that the ratio between losses due to main shock with aftershocks to the losses due to the main shock only tended to increase with increasing main shock magnitude. This may be due to the fact that larger magnitude earthquakes tend to generate larger magnitude aftershocks and as those aftershocks happen within a region around the main shock, they are more likely to cause intense shaking and additional damage. In addition to this observation, it was observed that the most significant component of loss of the case study building was the non-structural partition walls.

A video of a presentation by Jane Murray and Stephen Timms during the Social Recovery Stream of the 2016 People in Disasters Conference. The presentation is titled, "Land Use Recovery Plan: How an impact assessment process engaged communities in recovery planning".The abstract for this presentation reads as follows: In response to the Canterbury earthquakes, the Minister for Canterbury Earthquake Recovery directed Environment Canterbury (Canterbury's regional council) to prepare a Land Use Recovery Plan that would provide a spatial planning framework for Greater Christchurch and aid recovery from the Canterbury earthquakes. The Land Use Recovery Plan sets a policy and planning framework necessary to rebuild existing communities and develop new communities. As part of preparing the plan, an integrated assessment was undertaken to address wellbeing and sustainability concerns. This ensured that social impacts of the plan were likely to achieve better outcomes for communities. The process enabled a wide range of community and sector stakeholders to provide input at the very early stages of drafting the document. The integrated assessment considered the treatment of major land use issues in the plan, e.g. overall distribution of activities across the city, integrated transport routes, housing typography, social housing, employment and urban design, all of which have a key impact on health and wellbeing. Representatives from the Canterbury Health in All Policies Partnership were involved in designing a three-part assessment process that would provide a framework for the Land Use Recovery Plan writers to assess and improve the plan in terms of wellbeing and sustainability concerns. The detail of these assessment stages, and the influence that they had on the draft plan, will be outlined in the presentation. In summary, the three stages involved: developing key wellbeing and sustainability concerns that could form a set of criteria, analysing the preliminary draft of the Land Use Recovery Plan against the criteria in a broad sector workshop, and analysing the content and recommendations of the Draft Plan. This demonstrates the importance of integrated assessment influencing the Land Use Recovery Plan that in turn influences other key planning documents such as the District Plan. This process enabled a very complex document with wide-ranging implications to be broken down, enabling many groups, individuals and organisations to have their say in the recovery process. The Canterbury earthquakes in 2010 and 2011 had a significant impact on landlords and tenants of commercial buildings in the city of Christchurch. The devastation wrought on the city was so severe that in an unprecedented response to this disaster a cordon was erected around the central business district for nearly two and half years while demolition, repairs and rebuilding took place. Despite the destruction, not all buildings were damaged. Many could have been occupied and used immediately if they had not been within the cordoned area. Others had only minor damage but repairs to them could not be commenced, let alone completed, owing to restrictions on access caused by the cordon. Tenants were faced with a major problem in that they could not access their buildings and it was likely to be a long time before they would be allowed access again. The other problem was uncertainty about the legal position as neither the standard form leases in use, nor any statute, provided for issues arising from an inaccessible building. The parties were therefore uncertain about their legal rights and obligations in this situation. Landlords and tenants were unsure whether tenants were required to pay rent for a building that could not be accessed or whether they could terminate their leases on the basis that the building was inaccessible. This thesis looks at whether the common law doctrine of frustration could apply to leases in these circumstances, where the lease had made no provision. It analyses the history of the doctrine and how it applies to a lease, the standard form leases in use at the time of the earthquakes and the unexpected and extraordinary nature of the earthquakes. It then reports on the findings of the qualitative empirical research undertaken to look at the experiences of landlords and tenants after the earthquakes. It is argued that the circumstances of landlords and tenants met the test for the doctrine of frustration. Therefore, the doctrine could have applied to leases to enable the parties to terminate them. It concludes with a suggestion for reform in the form of a new Act to govern the special relationship between commercial landlords and tenants, similar to legislation already in place covering other types of relationships like those in residential tenancies and employment. Such legislation could provide dispute resolution services to enable landlords and tenants to have access to justice to determine their legal rights at all times, and in particular, in times of crisis.

Reinforced concrete buildings that satisfied modern seismic design criteria generally behaved as expected during the recent Canterbury and Kaikoura earthquakes in New Zealand, forming plastic hinges in intended locations. While this meant that life-safety performance objectives were met, widespread demolition and heavy economic losses took place in the aftermath of the earthquakes.The Christchurch central business district was particularly hard hit, with over 60% of the multistorey reinforced concrete buildings being demolished. A lack of knowledge on the post-earthquake residual capacity of reinforced concrete buildings was a contributing factor to the mass demolition.Many aspects related to the assessment of earthquake-damaged reinforced concrete buildings require further research. This thesis focusses on improving the state of knowledge on the post earthquakeresidual capacity and reparability of moderately damaged plastic hinges, with an emphasis on plastic hinges typical of modern moment frame structures. The repair method focussed on is epoxy injection of cracks and patching of spalled concrete. A targeted test program on seventeen nominally identical large-scale ductile reinforced concrete beams, three of which were repaired by epoxy injection following initial damaging loadings, was conducted to support these objectives. Test variables included the loading protocol, the loading rate, and the level of restraint to axial elongation.The information that can be gleaned from post-earthquake damage surveys is investigated. It is shown that residual crack widths are dependent on residual deformations, and are not necessarily indicative of the maximum rotation demands or the plastic hinge residual capacity. The implications of various other types of damage typical of beam and column plastic hinges are also discussed.Experimental data are used to demonstrate that the strength and deformation capacity of plastic hinges with modern seismic detailing are often unreduced as a result of moderate earthquake induced damage, albeit with certain exceptions. Special attention is given to the effects of prior yielding of the longitudinal reinforcement, accounting for the low-cycle fatigue and strain ageing phenomena. A material-level testing program on the low-cycle fatigue behaviour of grade 300E reinforcing steel was conducted to supplement the data available in the literature.A reduction in stiffness, relative to the initial secant stiffness to yield, occurs due to moderate plastic hinging damage. This reduction in stiffness is shown to be correlated with the ductility demand,and a proposed model gives a conservative lower-bound estimate of the residual stiffness following an arbitrary earthquake-type loading. Repair by epoxy injection is shown to be effective in restoring the majority of stiffness to plastic hinges in beams. Epoxy injection is also shown to have implications for the residual strength and elongation characteristics of repaired plastic hinges.

Organisations play a vital role in assisting communities to recover from disasters. They are the key providers of goods and services needed in both response and recovery efforts. They provide the employment which both anchors people to place and supports the taxation base to allow for necessary recovery spending. Finally, organisations are an integral part of much day to day functioning contributing immensely to people’s sense of ‘normality’ and psychological wellbeing. Yet, despite their overall importance in the recovery process, there are significant gaps in our existing knowledge with regard to how organisations respond and recover following disaster. This research fills one part of this gap by examining collaboration as an adaptive strategy enacted by organisations in the Canterbury region of New Zealand, which was heavily impacted by a series of major earthquakes, occurring in 2010 and 2011. Collaboration has been extensively investigated in a variety of settings and from numerous disciplinary perspectives. However, there are few studies that investigate the role of collaborative approaches to support post-disaster business recovery. This study investigates the type of collaborations that have occurred and how they evolved as organisations reacted to the resource and environmental change caused by the disaster. Using data collected through semi-structured interviews, survey and document analysis, a rich and detailed picture of the recovery journey is created for 26 Canterbury organisations including 14 collaborators, six non-traders, five continued traders and one new business. Collaborations included two or more individual businesses collaborating along with two multi-party, place based projects. Comparative analysis of the organisations’ experiences enabled the assessment of decisions, processes and outcomes of collaboration, as well as insight into the overall process of business recovery. This research adopted a primarily inductive, qualitative approach, drawing from both grounded theory and case study methodologies in order to generate theory from this rich and contextually situated data. Important findings include the importance of creating an enabling context which allows organisations to lead their own recovery, the creation of a framework for effective post-disaster collaboration and the importance of considering both economic and other outcomes. Collaboration is found to be an effective strategy enabling resumption of trade at a time when there seemed few other options available. While solving this need, many collaborators have discovered significant and unexpected benefits not just in terms of long term strategy but also with regard to wellbeing. Economic outcomes were less clear-cut. However, with approximately 70% of the Central Business District demolished and rebuilding only gaining momentum in late 2014, many organisations are still in a transition stage moving towards a new ‘normal’.

INTRODUCTION: Connections between environmental factors and mental health issues have been postulated in many different countries around the world. Previously undertaken research has shown many possible connections between these fields, especially in relation to air quality and extreme weather events. However, research on this subject is lacking in New Zealand, which is difficult to analyse as an overall nation due to its many micro-climates and regional differences.OBJECTIVES: The aim of this study and subsequent analysis is to explore the associations between environmental factors and poor mental health outcomes in New Zealand by region and predict the number of people with mental health-related illnesses corresponding to the environmental influence.METHODS: Data are collected from various public-available sources, e.g., Stats NZ and Coronial services of New Zealand, which comprised four environmental factors of our interest and two mental health indicators data ranging from 2016 up until 2020. The four environmental factors are air pollution, earthquakes, rainfall and temperature. Two mental health indicators include the number of people seen by District Health Boards (DHBs) for mental health reasons and the statistics on suicide deaths. The initial analysis is carried out on which regions were most affected by the chosen environmental factors. Further analysis using Auto-Regressive Integrated Moving Average(ARIMA) creates a model based on time series of environmental data to generate estimation for the next two years and mental health projected from the ridge regression.RESULTS: In our initial analysis, the environmental data was graphed along with mental health outcomes in regional charts to identify possible associations. Different regions of New Zealand demonstrate quite different relationships between the environmental data and mental health outcomes. The result of later analysis predicts that the suicide rate and DHB mental health visits may increase in Wellington, drop-in Hawke's Bay and slightly increase in Canterbury for the year 2021 and 2022 with different environmental factors considered.CONCLUSION: It is evident that the relationship between environmental and mental health factors is regional and not national due to the many micro-climates that exist around the nation. However, it was observed that not all factors displayed a good relationship between the regions. We conclude that our hypotheses were partially correct, in that increased air pollution was found to correlate to increased mental health-related DHB visits. Rainfall was also highly correlated to some mental health outcomes. Higher levels of rainfall reduced DHB visits and suicide rates in some areas of the country.

In September 2010 and February 2011 the Canterbury region of New Zealand was struck by two powerful earthquakes, registering magnitude 7.1 and 6.3 respectively on the Richter scale. The second earthquake was centred 10 kilometres south-east of the centre of Christchurch (the region’s capital and New Zealand’s third most populous urban area, with approximately 360,000 residents) at a depth of five kilometres. 185 people were killed, making it the second deadliest natural disaster in New Zealand’s history. (66 people were killed in the collapse of one building alone, the six-storey Canterbury Television building.) The earthquake occurred during the lunch hour, increasing the number of people killed on footpaths and in buses and cars by falling debris. In addition to the loss of life, the earthquake caused catastrophic damage to both land and buildings in Christchurch, particularly in the central business district. Many commercial and residential buildings collapsed in the tremors; others were damaged through soil liquefaction and surface flooding. Over 1,000 buildings in the central business district were eventually demolished because of safety concerns, and an estimated 70,000 people had to leave the city after the earthquakes because their homes were uninhabitable. The New Zealand Government declared a state of national emergency, which stayed in force for ten weeks. In 2014 the Government estimated that the rebuild process would cost NZ$40 billion (approximately US$27.3 billion, a cost equivalent to 17% of New Zealand’s annual GDP). Economists now estimate it could take the New Zealand economy between 50 and 100 years to recover. The earthquakes generated tens of thousands of insurance claims, both against private home insurance companies and against the New Zealand Earthquake Commission, a government-owned statutory body which provides primary natural disaster insurance to residential property owners in New Zealand. These ranged from claims for hundreds of millions of dollars concerning the local port and university to much smaller claims in respect of the thousands of residential homes damaged. Many of these insurance claims resulted in civil proceedings, caused by disputes about policy cover, the extent of the damage and the cost and/or methodology of repairs, as well as failures in communication and delays caused by the overwhelming number of claims. Disputes were complicated by the fact that the Earthquake Commission provides primary insurance cover up to a monetary cap, with any additional costs to be met by the property owner’s private insurer. Litigation funders and non-lawyer claims advocates who took a percentage of any insurance proceeds also soon became involved. These two factors increased the number of parties involved in any given claim and introduced further obstacles to resolution. Resolving these disputes both efficiently and fairly was (and remains) central to the rebuild process. This created an unprecedented challenge for the justice system in Christchurch (and New Zealand), exacerbated by the fact that the Christchurch High Court building was itself damaged in the earthquakes, with the Court having to relocate to temporary premises. (The High Court hears civil claims exceeding NZ$200,000 in value (approximately US$140,000) or those involving particularly complex issues. Most of the claims fell into this category.) This paper will examine the response of the Christchurch High Court to this extraordinary situation as a case study in innovative judging practices and from a jurisprudential perspective. In 2011, following the earthquakes, the High Court made a commitment that earthquake-related civil claims would be dealt with as swiftly as the Court's resources permitted. In May 2012, it commenced a special “Earthquake List” to manage these cases. The list (which is ongoing) seeks to streamline the trial process, resolve quickly claims with precedent value or involving acute personal hardship or large numbers of people, facilitate settlement and generally work proactively and innovatively with local lawyers, technical experts and other stakeholders. For example, the Court maintains a public list (in spreadsheet format, available online) with details of all active cases before the Court, listing the parties and their lawyers, summarising the facts and identifying the legal issues raised. It identifies cases in which issues of general importance have been or will be decided, with the expressed purpose being to assist earthquake litigants and those contemplating litigation and to facilitate communication among parties and lawyers. This paper will posit the Earthquake List as an attempt to implement innovative judging techniques to provide efficient yet just legal processes, and which can be examined from a variety of jurisprudential perspectives. One of these is as a case study in the well-established debate about the dialogic relationship between public decisions and private settlement in the rule of law. Drawing on the work of scholars such as Hazel Genn, Owen Fiss, David Luban, Carrie Menkel-Meadow and Judith Resnik, it will explore the tension between the need to develop the law through the doctrine of precedent and the need to resolve civil disputes fairly, affordably and expeditiously. It will also be informed by the presenter’s personal experience of the interplay between reported decisions and private settlement in post-earthquake Christchurch through her work mediating insurance disputes. From a methodological perspective, this research project itself gives rise to issues suitable for discussion at the Law and Society Annual Meeting. These include the challenges in empirical study of judges, working with data collected by the courts and statistical analysis of the legal process in reference to settlement. September 2015 marked the five-year anniversary of the first Christchurch earthquake. There remains widespread dissatisfaction amongst Christchurch residents with the ongoing delays in resolving claims, particularly insurers, and the rebuild process. There will continue to be challenges in Christchurch for years to come, both from as-yet unresolved claims but also because of the possibility of a new wave of claims arising from poor quality repairs. Thus, a final purpose of presenting this paper at the 2016 Meeting is to gain the benefit of other scholarly perspectives and experiences of innovative judging best practice, with a view to strengthening and improving the judicial processes in Christchurch. Approximately 60% of the multi-storey reinforced concrete (RC) buildings in the Christchurch Central Business District were demolished after these earthquakes, even when only minor structural damage was present. Several factors influenced the decision of demolition instead of repair, one of them being the uncertainty of the seismic capacity of a damaged structure. To provide more insight into this topic, the investigation conducted in this thesis evaluated the residual capacity of moderately damaged RC walls and the effectiveness of repair techniques to restore the seismic performance of heavily damaged RC walls. The research outcome provided insights for developing guidelines for post-earthquake assessment of earthquake-damaged RC structures. The methodology used to conduct the investigation was through an experimental program divided into two phases. During the first phase, two walls were subjected to different types of pre-cyclic loading to represent the damaged condition from a prior earthquake, and a third wall represented a repair scenario with the damaged wall being repaired using epoxy injection and repair mortar after the pre-cyclic loading. Comparisons of these test walls to a control undamaged wall identified significant reductions in the stiffness of the damaged walls and a partial recovery in the wall stiffness achieved following epoxy injection. Visual damage that included distributed horizontal and diagonal cracks and spalling of the cover concrete did not affect the residual strength or displacement capacity of the walls. However, evidence of buckling of the longitudinal reinforcement during the pre-cyclic loading resulted in a slight reduction in strength recovery and a significant reduction in the displacement capacity of the damaged walls. Additional experimental programs from the literature were used to provide recommendations for modelling the response of moderately damaged RC walls and to identify a threshold that represented a potential reduction in the residual strength and displacement capacity of damaged RC walls in future earthquakes. The second phase of the experimental program conducted in this thesis addressed the replacement of concrete and reinforcing steel as repair techniques for heavily damaged RC walls. Two walls were repaired by replacing the damaged concrete and using welded connections to connect new reinforcing bars with existing bars. Different locations of the welded connections were investigated in the repaired walls to study the impact of these discontinuities at the critical section. No significant changes were observed in the stiffness, strength, and displacement capacity of the repaired walls compared to the benchmark undamaged wall. Differences in the local behaviour at the critical section were observed in one of the walls but did not impact the global response. The results of these two repaired walls were combined with other experimental programs found in the literature to assemble a database of repaired RC walls. Qualitative and quantitative analyses identified trends across various parameters, including wall types, damage before repair, and repair techniques implemented. The primary outcome of the database analysis was recommendations for concrete and reinforcing steel replacement to restore the strength and displacement capacity of heavily damaged RC walls.

The November 2016 MW 7.8 Kaikōura Earthquake initiated beneath the North Culverden basin on The Humps fault and propagated north-eastwards, rupturing at least 17 faults along a cumulative length of ~180 km. The geomorphic expression of The Humps Fault across the Emu Plains, along the NW margin of Culverden basin, comprises a series of near-parallel strands separated by up to 3 km across strike. The various strands strike east to east-northeast and have been projected to mainly dip steeply to the south in seismic data (~80°). In this area, the fault predominantly accommodates right-lateral slip, with uplift and subsidence confined to releasing and restraining bends and step-overs at a range of scales. The Kaikōura event ruptured pre-existing fault scarps along the Emu Plains, which had been partly identified prior to the earthquake. Geomorphology and faulting expression of The Humps Fault on The Emu Plains was mapped, along with faulting related structures which did not rupture in the 2016 earthquake. Fault ruptures strands are combined into sections and the kinematic deformation of sections analysed to provide a moment tensor fault plane solution. This fault plane solution is consistent with the regional principal horizontal shortening direction (PHS) of ~115°, similar to seismic focal mechanism solutions of some of the nearby aftershocks of the Kaikōura earthquake, and similar to the adjacent Hope Fault. To constrain the timing of paleoseismic events, a trench was excavated across the fault where it crossed a late Quaternary alluvial fan. Mapping of stratigraphy exposed in the trench walls, and dating of variably deformed strata, constrains the pre-historic earthquake event history at the trench site. The available data provides evidence for at least three paleo-earthquakes within the last 15.1 ka, with a possible fourth (penultimate) event. These events are estimated to have occurred at 7.7-10.3 ka, 10.3-14.8 ka, and one or more events that are older than ~15.1 ka. Some evidence suggests an additional penultimate event between 1850 C.E and 7.7 ka. Time-integrated slip-rates at three locations on the fault are measured using paleo-channels as piercing points. These sites give horizontal slip rates of 0.57 ± 0.1 mm/year, 0.49 ± 0.1 mm/year and one site constrains a minimum of between 0.1 - 0.4 mm/year. Two vertical slip-rates are calculated to be constrained to a maximum of 0.2 ± 0.02 mm/year at one site and between 0.02 and 0.1 mm/year at another site. Prior to this study, The Humps fault had only been partially documented in reconnaissance level mapping in the district, and no previous paleoseismic or slip rate data had been reported. This project has provided a detailed fault zone tectonic geomorphic map and established new slip-rate and paleoseismic data. The results highlight that The Humps fault plays an important role in regional seismicity and in accommodating plate boundary deformation across the North Canterbury region.

4th September 2010 a 7.1 magnitude earthquake strikes near Christchurch, New Zealand’s second largest city of approximately 370,000 people. This is followed by a 6.3 magnitude quake on 22nd February 2011 and a 6.4 on 13th June. In February 181 people died and a state of national emergency was declared from 23 February to 30th April. Urban Search and Rescue teams with 150 personnel from New Zealand and 429 from overseas worked tirelessly in addition to Army, Police and Fire services. Within the central business district 1,000 buildings (of 4,000) are expected to be demolished. An estimated 10,000 houses require demolition and over 100,000 were damaged. Meanwhile the over 7,000 aftershocks have become part of the “new normal” for us all. During this time how have libraries supported their staff? What changes have been made to services? What are the resourcing opportunities? This presentation will provide a personal view from Lincoln University, Te Whare Wanaka o Aoraki, Library Teaching and Learning. Lincoln is New Zealand's third oldest university having been founded in 1878. Publicly owned and operated it is New Zealand's specialist land-based university. Lincoln is based on the Canterbury Plains, 22 kilometres south of Christchurch. On campus there was mostly minor damage to buildings while in the Library 200,000 volumes were thrown from the shelves. I will focus on the experiences of the Disaster Team and on our experiences with hosting temporarily displaced staff and students from the Christchurch Polytechnic Institute of Technology, Library, Learning & Information Services. Experiences from two other institutions will be highlighted: Christchurch City Libraries, Ngā Kete Wānanga-o-Ōtautahi. Focusing on the Māori Services Team and the Ngā Pounamu Māori and Ngāi Tahu collections. The Central library located within the red zone cordon has been closed since February, the Central library held the Ngā Pounamu Māori and Ngai Tahu collections, the largest Māori collections in the Christchurch public library network. The lack of access to these collections changed the way the Māori Services Team, part of the larger Programmes, Events and Learning Team at Christchurch City Libraries were able to provide services to their community resulting in new innovative outreach programmes and a focus on promotion of online resources. On 19th December the “temporary” new and smaller Central library Peterborough opened. The retrieved Ngā Pounamu Māori and Ngai Tahu collections "Ngā rakau teitei e iwa”, have since been re-housed and are once again available for use by the public. Te Rūnanga o Ngāi Tahu. This organisation, established by the Te Rūnanga o Ngāi Tahu Act 1996, services the statutory rights for the people of Ngāi Tahu descent and ensures that the benefits of their Treaty Claim Settlement are enjoyed by Ngāi Tahu now and in the future. Ngāi Tahu are the indigenous Māori people of the southern islands of New Zealand - Te Waipounamu. The iwi (people) hold the rangatiratanga or tribal authority to over 80 per cent of the South Island. With their headquarters based in the central business they have also had to be relocated to temporary facilities. This included their library/archive collection of print resources, art works and taonga (cultural treasures).

The major earthquakes of 2010 and 2011 brought to an abrupt end a process of adaptive reuse, revitalisation and gentrification that was underway in the early 20th century laneways and buildings located in the south eastern corner of the Christchurch Central Business District. Up until then, this location was seen as an exemplar of how mixed use could contribute to making the central city an attractive and viable alternative to the suburban living experience predominant in New Zealand. This thesis is the result of a comprehensive case study of this “Lichfield Lanes” area, which involved in depth interviews with business owners, observation of public meetings and examination of documents and the revitalisation research literature. Findings were that many of the factors seen to make this location successful pre-earthquakes mirror the results of similar research in other cities. These factors include: the importance of building upon historic architecture and the eclectic spaces this creates; a wide variety of uses generating street life; affordable rental levels; plus the dangers of uniformity of use brought about by focussing on business types that pay the most rent. Also critical is co-operation between businesses to create and effectively market and manage an identifiable precinct that has a coherent style and ambience that differentiates the location from competing suburban malls. In relation to the latter, a significant finding of this project was that the hospitality and retail businesses key to the success of Lichfield Lanes were not typical and could be described as quirky, bohemian, chaotic, relatively low rent, owner operated and appealing to the economically important “Creative Class” identified by Richard Florida (2002) and others. In turn, success for many of these businesses can be characterised as including psychological and social returns rather than simply conventional economic benefits. This has important implications for inner city revitalisation, as it contrasts with the traditional focus of local authorities and property developers on physical aspects and tenant profitability as measures of success. This leads on to an important conclusion from this research, which is that an almost completely inverted strategy from that applied to suburban mall development, may be most appropriate for successful inner city revitalisation. It also highlights a disconnection between the focus and processes of regulatory authorities and the outcomes and processes most acceptable to the people likely to frequent the central city. Developers are often caught in the middle of this conflicted situation. Another finding was early commitment by businesses to rebuild the case study area in the same style, but over time this waned as delay, demolition, insurance problems, political and planning uncertainty plus other issues made participation by the original owners and tenants impossible or uneconomic. In conclusion, the focus of inner city revitalisation is too often on buildings rather than the people that use them and what they now desire from the central city.

Abstract The original intention for the Partnership Community Worker (PCW) project in 2006 was for it to be an extension of the Pegasus Health General Practice and furthermore to be a bridge between the community and primary healthcare. It was believed that a close working relationship between the Practice Nurse and the PCW would help the target population of Māori, Pacifica and low income people to address and overcome their perceived barriers to healthcare which included: finance, transport, anxiety, cultural issues, communication, or lack of knowledge. Seven years later although the PCW project has been deemed a success in the Canterbury District Health Board annual reports (2013-14) and community and government agencies, including the Christchurch Resettlement Service (2012), many of the Pegasus Health General Practices have not utilised the project to its full extent, hence the need for this research. I was interested in finding out in the first instance if the model had changed and, if so why, and in the second instance if the promotional material currently distributed by Pegasus Health Primary Health Organisation reflected the daily practice of the PCW. A combination of methods were used including: surveys to the Pegasus Health General Practices, interviews with PCWs, interviews with managers of both the PCW host organisations and referring agencies to the PCW project. All the questions asked of all the participants in this research were focussed on their own perception of the role of the PCW. Results showed that the model has changed and although the publications were not reflecting the original intention of the project they did reflect the daily practice of the PCWs who are now struggling to meet much wider community expectations and needs. Key Results: Partnership Community Worker (PCW) interviews: Seventeen PCWs of the 19 employed were interviewed face to face. A number expressed interest in more culturally specific training and some are pursuing qualifications in social work; for many pay parity is an issue. In addition, many felt overwhelmed by the expectations around clients with mental health issues and housing issues now, post-earthquakes. Medical Practice surveys: Surveys were sent to eighty-two Pegasus Health medical practices and of these twenty five were completed. Results showed the full capacity of the PCW role was not clearly understood by all with many believing it was mostly a transport service. Those who did understand the full complexity of the role were very satisfied with the outcomes. PCW Host Community Manager Interviews: Of the ten out of twelve managers interviewed, some wished for more communication with Pegasus Health management because they felt aspects of both the PCW role and their own role as managers had become blurred over time. Referring organisations: Fifteen of the fifty referring community or government organisations participated. The overall satisfaction of the service was high and some acknowledged the continuing need for PCWs to be placed in communities where they were well known and trusted. Moreover results also showed that both the Canterbury earthquakes 2010-2011 and the amalgamation of Partnership Health PHO and Pegasus Health Charitable Limited in 2013 have contributed to the change of the model. Further future research may also be needed to examine the long term effects on the people of Canterbury involved in community work during the 2011-2014 years.

Recent surface-rupturing earthquakes in New Zealand have highlighted significant exposure and vulnerability of the road network to fault displacement. Understanding fault displacement hazard and its impact on roads is crucial for mitigating risks and enhancing resilience. There is a need for regional-scale assessments of fault displacement to identify vulnerable areas within the road network for the purposes of planning and prioritising site-specific investigations. This thesis employs updated analysis of data from three historical surface-rupturing earthquakes (Edgecumbe 1987, Darfield 2010, and Kaikoūra 2016) to develop an empirical model that addresses the gap in regional fault displacement hazard analysis. The findings contribute to understanding of • How to use seismic hazard model inputs for regional fault displacement hazard analysis • How faulting type and sediment cover affects the magnitude and spatial distribution of fault displacement • How the distribution of displacement and regional fault displacement hazard is impacted by secondary faulting • The inherent uncertainties and limitations associated with employing an empirical approach at a regional scale • Which sections of New Zealand’s roading network are most susceptible to fault displacement hazard and warrant site-specific investigations • Which regions should prioritise updating emergency management plans to account for post-event disruptions to roading. I used displacement data from the aforementioned historical ruptures to generate displacement versus distance-to-fault curves for various displacement components, fault types, and geological characteristics. Using those relationships and established relationships for along-strike displacement, displacement contours were generated surrounding active faults within the NZ Community Fault Model. Next, I calculated a new measure of 1D strain along roads as well as relative hazard, which integrated 1D strain and normalised slip rate data. Summing these values at the regional level identified areas of heightened relative hazard across New Zealand, and permits an assessment of the susceptibility of road networks using geomorphon land classes as proxies for vulnerability. The results reveal that fault-parallel displacements tend to localise near the fault plane, while vertical and fault-perpendicular displacements sustain over extended distances. Notably, no significant disparities were observed in off-fault displacement between the hanging wall and footwall sides of the fault, or among different surface geology types, potentially attributed to dataset biases. The presence of secondary faulting in the dataset contributes to increased levels of tectonic displacement farther from the fault, highlighting its significance in hazard assessments. Furthermore, fault displacement contours delineate broader zones around dip-slip faults compared to strike-slip faults, with correlations identified between fault length and displacement width. Road ‘strain’ values are higher around dip-slip faults, with notable examples observed in the Westland and Buller Districts. As expected, relative hazard analysis revealed elevated values along faults with high slip rates, notably along the Alpine Fault. A regional-scale analysis of hazard and exposure reveals heightened relative hazard in specific regions, including Wellington, Southern Hawke’s Bay, Central Bay of Plenty, Central West Coast, inland Canterbury, and the Wairau Valley of Marlborough. Notably, the Central West Coast exhibits the highest summed relative hazard value, attributed to the fast-slipping Alpine Fault. The South Island generally experiences greater relative hazard due to larger and faster-slipping faults compared to the North Island, despite having fewer roads. Central regions of New Zealand face heightened risk compared to Southern or Northern regions. Critical road links intersecting high-slipping faults, such as State Highways 6, 73, 1, and 2, necessitate prioritisation for site-specific assessments, emergency management planning and targeted mitigation strategies. Roads intersecting with the Alpine Fault are prone to large parallel displacements, requiring post-quake repair efforts. Mitigation strategies include future road avoidance of nearby faults, modification of road fill and surface material, and acknowledgement of inherent risk, leading to prioritised repair efforts of critical roads post-quake. Implementing these strategies enhances emergency response efforts by improving accessibility to isolated regions following a major surface-rupturing event, facilitating faster supply delivery and evacuation assistance. This thesis contributes to the advancement of understanding fault displacement hazard by introducing a novel regional, empirical approach. The methods and findings highlight the importance of further developing such analyses and extending them to other critical infrastructure types exposed to fault displacement hazard in New Zealand. Enhancing our comprehension of the risks associated with fault displacement hazard offers valuable insights into various mitigation strategies for roading infrastructure and informs emergency response planning, thereby enhancing both national and global infrastructure resilience against geological hazards.

In 2010 and 2011 Christchurch, New Zealand experienced a series of earthquakes that caused extensive damage across the city, but primarily to the Central Business District (CBD) and eastern suburbs. A major feature of the observed damage was extensive and severe soil liquefaction and associated ground damage, affecting buildings and infrastructure. The behaviour of soil during earthquake loading is a complex phenomena that can be most comprehensively analysed through advanced numerical simulations to aid engineers in the design of important buildings and critical facilities. These numerical simulations are highly dependent on the capabilities of the constitutive soil model to replicate the salient features of sand behaviour during cyclic loading, including liquefaction and cyclic mobility, such as the Stress-Density model. For robust analyses advanced soil models require extensive testing to derive engineering parameters under varying loading conditions for calibration. Prior to this research project little testing on Christchurch sands had been completed, and none from natural samples containing important features such as fabric and structure of the sand that may be influenced by the unique stress-history of the deposit. This research programme is focussed on the characterisation of Christchurch sands, as typically found in the CBD, to facilitate advanced soil modelling in both res earch and engineering practice - to simulate earthquake loading on proposed foundation design solutions including expensive ground improvement treatments. This has involved the use of a new Gel Push (GP) sampler to obtain undisturbed samples from below the ground-water table. Due to the variable nature of fluvial deposition, samples with a wide range of soil gradations, and accordingly soil index properties, were obtained from the sampling sites. The quality of the samples is comprehensively examined using available data from the ground investigation and laboratory testing. A meta-quality assessment was considered whereby a each method of evaluation contributed to the final quality index assigned to the specimen. The sampling sites were characterised with available geotechnical field-based test data, primarily the Cone Penetrometer Test (CPT), supported by borehole sampling and shear-wave velocity testing. This characterisation provides a geo- logical context to the sampling sites and samples obtained for element testing. It also facilitated the evaluation of sample quality. The sampling sites were evaluated for liquefaction hazard using the industry standard empirical procedures, and showed good correlation to observations made following the 22 February 2011 earthquake. However, the empirical method over-predicted liquefaction occurrence during the preceding 4 September 2010 event, and under-predicted for the subsequent 13 June 2011 event. The reasons for these discrepancies are discussed. The response of the GP samples to monotonic and cyclic loading was measured in the laboratory through triaxial testing at the University of Canterbury geomechanics laboratory. The undisturbed samples were compared to reconstituted specimens formed in the lab in an attempt to quantify the effect of fabric and structure in the Christchurch sands. Further testing of moist tamped re- constituted specimens (MT) was conducted to define important state parameters and state-dependent properties including the Critical State Line (CSL), and the stress-strain curve for varying state index. To account for the wide-ranging soil gradations, selected representative specimens were used to define four distinct CSL. The input parameters for the Stress-Density Model (S-D) were derived from a suite of tests performed on each representative soil, and with reference to available GP sample data. The results of testing were scrutinised by comparing the data against expected trends. The influence of fabric and structure of the GP samples was observed to result in similar cyclic strength curves at 5 % Double Amplitude (DA) strain criteria, however on close inspection of the test data, clear differences emerged. The natural samples exhibited higher compressibility during initial loading cycles, but thereafter typically exhibited steady growth of plastic strain and excess pore water pressure towards and beyond the strain criteria and initial liquefaction, and no flow was observed. By contrast the reconstituted specimens exhibited a stiffer response during initial loading cycles, but exponential growth in strains and associated excess pore water pressure beyond phase-transformation, and particularly after initial liquefaction where large strains were mobilised in subsequent cycles. These behavioural differences were not well characterised by the cyclic strength curve at 5 % DA strain level, which showed a similar strength for both GP samples and MT specimens. A preliminary calibration of the S-D model for a range of soil gradations is derived from the suite of laboratory test data. Issues encountered include the influence of natural structure on the peak-strength–state index relationship, resulting in much higher peak strengths than typically observed for sands in the literature. For the S-D model this resulted in excessive stiffness to be modelled during cyclic mobility, when the state index becomes large momentarily, causing strain development to halt. This behaviour prevented modelling the observed re- sponse of silty sands to large strains, synonymous with “liquefaction”. Efforts to reduce this effect within the current formulation are proposed as well as future research to address this issue.

Background: We are in a period of history where natural disasters are increasing in both frequency and severity. They are having widespread impacts on communities, especially on vulnerable communities, those most affected who have the least ability to prepare or respond to a disaster. The ability to assemble and effectively manage Interagency Emergency Response Teams (IERTs) is critical to navigating the complexity and chaos found immediately following disasters. These teams play a crucial role in the multi-sectoral, multi-agency, multi-disciplinary, and inter-organisational response and are vital to ensuring the safety and well-being of vulnerable populations such as the young, aged, and socially and medically disadvantaged in disasters. Communication is key to the smooth operation of these teams. Most studies of the communication in IERTs during a disaster have been focussed at a macro-level of examining larger scale patterns and trends within organisations. Rarely found are micro-level analyses of interpersonal communication at the critical interfaces between collaborating agencies. This study set out to understand the experiences of those working at the interagency interfaces in an IERT set up by the Canterbury District Health Board to respond to the needs of the vulnerable people in the aftermath of the destructive earthquakes that hit Canterbury, New Zealand, in 2010-11. The aim of the study was to gain insights about the complexities of interpersonal communication (micro-level) involved in interagency response coordination and to generate an improved understanding into what stabilises the interagency communication interfaces between those agencies responding to a major disaster. Methods: A qualitative case study research design was employed to investigate how interagency communication interfaces were stabilised at the micro-level (“the case”) in the aftermath of the destructive earthquakes that hit Canterbury in 2010-11 (“the context”). Participant recruitment was undertaken by mapping which agencies were involved within the IERT and approaching representatives from each of these agencies. Data was collected via individual interviews using a semi-structured interview guide and was based on the “Critical Incident Technique”. Subsequently, data was transcribed verbatim and subjected to inductive analysis. This was underpinned theoretically by Weick’s “Interpretive Approach” and supported by Nvivo qualitative data analysis software. Results: 19 participants were interviewed in this study. Out of the inductive analysis emerged two primary themes, each with several sub-factors. The first major theme was destabilising/disruptive factors of interagency communication with five sub-factors, a) conflicting role mandates, b) rigid command structures, c) disruption of established communication structures, d) lack of shared language and understanding, and e) situational awareness disruption. The second major theme stabilising/steadying factors in interagency communication had four sub-factors, a) the establishment of the IERT, b) emergent novel communication strategies, c) establishment of a liaison role and d) pre-existing networks and relationships. Finally, there was a third sub-level identified during inductive analysis, where sub-factors from both primary themes were noted to be uniquely interconnected by emergent “consequences” arising out of the disaster context. Finally, findings were synthesised into a conceptual “Model of Interagency Communication at the Micro-level” based on this case study of the Canterbury earthquake disaster response. Discussion: The three key dimensions of The People, The Connections and The Improvisations served as a framework for the discussion of what stabilises interagency communication interfaces in a major disaster. The People were key to stabilising the interagency interfaces through functioning as a flexible conduit, guiding and navigating communication at the interagency interfaces and improving situational awareness. The Connections provided the collective competence, shared decision-making and prior established relationships that stabilised the micro-level communication at interagency interfaces. And finally, The Improvisations i.e., novel ideas and inventiveness that emerge out of rapidly changing post-disaster environments, also contributed to stabilisation of micro-level communication flows across interagency interfaces in the disaster response. “Command and control” hierarchical structures do provide clear processes and structures for teams working in disasters to follow. However, improvisations and novel solutions are also needed and often emerge from first responders (who are best placed to assess the evolving needs in a disaster where there is a high degree of uncertainty). Conclusion: This study highlights the value of incorporating an interface perspective into any study that seeks to understand the processes of IERTs during disaster responses. It also strengthens the requirement for disaster management frameworks to formally plan for and to allow for the adaptive responsiveness of local teams on the ground, and legitimise and recognise the improvisations of those in the role of emergent boundary spanners in a disaster response. This needs to be in addition to existing formal disaster response mechanisms. This study provides a new conceptual model that can be used to guide future case studies exploring stability at the interfaces of other IERTs and highlights the centrality of communication in the experiences of members of teams in the aftermath of a disaster. Utilising these new perspectives on stabilising communication at the interagency interfaces in disaster responses will have practical implications in the future to better serve the needs of vulnerable people who are at greatest risk of adverse outcomes in a disaster.
