Introduction This poster presents the inferred initial performance and recovery of the water supply network of Christchurch following the 22 February 2011 Mw 6.2 earthquake. Results are presented in a geospatial and temporal fashion. This work strengthens the current understanding of the restoration of such a system after a disaster and quantifies the losses caused by this earthquake in respect with the Christchurch community. Figure 1 presents the topology of the water supply network as well as the spatial distribution of the buildings and their use.
Repatriation, innovation, virtual reality and other digital opportunities and issues around earthquake strengthening buildings will all come up for debate next weekend at our museums' national conference in Christchurch. A local developer is looking to reshape Ashburton's triangle, the historic retail centre of the town. Robert Grice owns a number of buildings on Victoria Street that require earthquake strengthening and he wants to redevelop the existing shops into a new mixed use hospitality precinct named The Ash. Jonathan also discusses an attempt to add quarter of a million dollars to ECan's annual plan budget which has been labelled a "slap in the face" by Environment Canterbury councillor Ian Mackenzie. And a hold-up of plumbing parts and red tape at the border means the Staveley Ice Rink won't be open to skaters and curlers until at least mid-June. The David and Goliath battle over a heritage building sitting in the way of a planned $473 million dollar, multi-use arena for Christchurch has ended up in court. The 25,000-seated, roofed arena is the final anchor project for the Christchurch rebuild and will be designed to host everything from All Blacks tests to big concerts. But sitting on the edge of the site, at 212 Madras Street, is the NG Building, a 115-year old warehouse that's home to a number of creative businesses. It escaped the worst of the 2011 earthquake and was strengthened by its owners: Roland Logan and Sharon Ng. They say they were told in 2013 the building could be incorporated into the arena's design, and are at loggerheads over its compulsory acquisition. Last week they were at the High Court seeking an injunction that would allow them to temporarily maintain ownership of the building, and that decision was released yesterday - and upheld. Roland joins Kathryn to discuss why they hope the building can be saved.
The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, the damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described. A detailed technical description of the most prevalently observed failure mechanisms is provided, with reference to recognised failure modes for unreinforced masonry structures. The observed performance of existing seismic retrofit interventions is also provided, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the vulnerability of similar strengthening techniques when applied to unreinforced stone masonry structures.
New Zealand has a long tradition of using light timber frame for construction of its domestic dwellings. After the most recent earthquakes (e.g. Canterbury earthquakes sequence), wooden residential houses showed satisfactory life safety performance which aligns with New Zealand design codes requirements. However, poor performance was reported in terms of their seismic resilience that can be generally associated with community demands. Future expectations of the seismic performance of wooden-framed houses by homeowners were assessed in this research. Homeowners in the Wellington region were asked in a survey about the levels of safety and expected possible damage in their houses after a seismic event. Findings bring questions about whether New Zealand code requirements are good enough to satisfy community demands. Also, questions whether available information of strengthening techniques to structurally prepare wooden-framed houses to face future major earthquakes can help to make homeowners feel safer at home during major seismic events.
Though rare and unpredictable, earthquakes can and do cause catastrophic destruction when they impact unprepared and vulnerable communities. Extensive damage and failure of vulnerable buildings is a key factor which contributes to seismic-related disasters, making the proactive management of these buildings a necessity to reduce the risk of future disasters arising. The devastating Canterbury earthquakes of 2010 and 2011 brought the urgency of this issue to national importance in New Zealand. The national earthquake-prone building framework came into effect in 2017, obligating authorities to identify existing buildings with the greatest risk of collapse in strong earthquakes and for building owners to strengthen or demolish these buildings within a designated period of time. Though this framework is unique to New Zealand, the challenge of managing the seismic risk of such buildings is common amongst all seismically-active countries. Therefore, looking outward to examine how other jurisdictions legally manage this challenge is useful for reflecting on the approaches taken in New Zealand and understand potential lessons which could be adopted. This research compares the legal framework used to reduce the seismic risk of existing buildings in New Zealand with that of the similarly earthquake-prone countries of Japan and Italy. These legal frameworks are examined with a particular focus on the proactive goal of reducing risk and improving resilience, as is the goal of the international Sendai Framework for Disaster Risk Reduction 2015-2030. The Sendai Framework, which each of the case study countries have committed to and thus have obligations under, forms the legal basis of the need for states to reduce disaster risk in their jurisdictions. In particular, the states’ legal frameworks for existing building risk reduction are examined in the context of the Sendai priorities of understanding disaster risk, strengthening disaster risk governance, and investing in resilience. While this research illustrates that the case study countries have each adopted more proactive risk reduction frameworks in recent years in anticipation of future earthquakes, the frameworks currently focus on a very narrow range of existing buildings and thus are not currently sufficient for promoting the long-term resilience of building stocks. In order to improve resilience, it is argued, legal frameworks need to include a broader range of buildings subject to seismic risk reduction obligations and also to broaden the focus on long-term monitoring of potential risk to buildings.
On November 14, 2016 an earthquake struck the rural districts of Kaikōura and Hurunui on New Zealand’s South Island. The region—characterized by small dispersed communities, a local economy based on tourism and agriculture, and limited transportation connections—was severely impacted. Following the quake, road and rail networks essential to maintaining steady flows of goods, visitors, and services were extensively damaged, leaving agrifood producers with significant logistical challenges, resulting in reduced productivity and problematic market access. Regional tourism destinations also suffered with changes to the number, characteristics, and travel patterns of visitors. As the region recovers, there is renewed interest in the development and promotion of agrifood tourism and trails as a pathway for enhancing rural resilience, and a growing awareness of the importance of local networks. Drawing on empirical evidence and insights from a range of affected stakeholders, including food producers, tourism operators, and local government, we explore the significance of emerging agrifood tourism initiatives for fostering diversity, enhancing connectivity, and building resilience in the context of rural recovery. We highlight the motivation to diversify distribution channels for agrifood producers, and strengthen the region’s tourism place identity. Enhancing product offerings and establishing better links between different destinations within the region are seen as essential. While such trends are common in rural regions globally, we suggest that stakeholders’ shared experience with the earthquake and its aftermath has opened up new opportunities for regeneration and reimagination, and has influenced current agrifood tourism trajectories. In particular, additional funding for tourism recovery marketing and product development after the earthquake, and an emphasis on greater connectivity between the residents and communities through strengthening rural networks and building social capital within and between regions, is enabling more resilient and sustainable futures.
From 2010, Canterbury, a province of Aotearoa New Zealand, experienced three major disaster events. This study considers the socio-ecological impacts on cross-sectoral suicide prevention agencies and their service users of the 2010 – 2016 Canterbury earthquake sequence, the 2019 Christchurch mosque attacks and the COVID-19 pandemic in Canterbury. This study found the prolonged stress caused by these events contributed to a rise in suicide risk factors including anxiety, fear, trauma, distress, alcohol misuse, relationship breakdown, childhood adversity, economic loss and deprivation. The prolonged negative comment by the media on wellbeing in Canterbury was also unhelpful and affected morale. The legacy of these impacts was a rise in referrals to mental health services that has not diminished. This adversity in the socio-ecological system also produced post-traumatic growth, allowing Cantabrians to acquire resilience and help-seeking abilities to support them psychologically through the COVID-19 pandemic. Supporting parental and teacher responses, intergenerational support and targeted public health campaigns, as well as Māori family-centred programmes, strengthened wellbeing. The rise in suicide risk led to the question of what services were required and being delivered in Canterbury and how to enable effective cross-sectoral suicide prevention in Canterbury, deemed essential in all international and national suicide prevention strategies. Components from both the World Health Organisation Suicide Prevention Framework (WHO, 2012; WHO 2021) and the Collective Impact model (Hanleybrown et al., 2012) were considered by participants. The effectiveness of dynamic leadership and the essential conditions of resourcing a supporting agency were found as were the importance of processes that supported equity, lived experience and the partnership of Māori and non-Māori stakeholders. Cross-sectoral suicide prevention was found to enhance the wellbeing of participants, hastening learning, supporting innovation and raising awareness across sectors which might lower stigma. Effective communication was essential in all areas of cross-sectoral suicide prevention and clear action plans enabled measurement of progress. Identified components were combined to create a Collective Impact Suicide Prevention framework that strengthens suicide prevention implementation and can be applied at a local, regional and national level. This study contributes to cross-sectoral suicide prevention planning by considering the socio- ecological, policy and practice mitigations required to lower suicide risk and to increase wellbeing and post-traumatic growth, post-disaster. This study also adds to the growing awareness of the contribution that social work can provide to suicide prevention and conceptualises an alternative governance framework and practice and policy suggestions to support effective cross-sectoral suicide prevention.
The Canterbury earthquakes of 2010 and 2011 have shone the spotlight on a number of tax issues. These issues, and in particular lessons learned from them, will be relevant for revenue authorities, policymakers and taxpayers alike in the broader context of natural disasters. Issues considered by this paper include the tax treatment of insurance monies. For example, building owners will receive pay-outs for destroyed assets and buildings which have been depreciated. Where the insurance payment is more than the adjusted tax value, there will be a taxable "gain on sale" (or depreciation recovery income). If the building owner uses those insurance proceeds to purchase a replacement asset, legislative amendments specifically enacted following the earthquakes provide that rollover relief of the depreciation recovery income is available. The tax treatment of expenditure to seismically strengthen a building is another significant issue faced by building owners. Case law has determined that this expenditure will usually be capital expenditure. In the past such costs could be capitalised to the building and depreciated accordingly. However, since the 2011-2012 income year owners have been prohibited from claiming depreciation on buildings and therefore currently no deduction is available for such strengthening expenditure (whether immediate or deferred). This has significant potential implications for landlords throughout New Zealand facing significant seismic retrofit costs. Incentives, or some form of financial support, whether delivered through the tax system or some other mechanism may be required. International Financial Reporting Standards (IFRS) require insurance proceeds, including reimbursement for expenditure of a capital nature, be reported as income while expenditure itself is not recorded as a current period expense. This has the effect of overstating current income and creating a larger variation between reported income for accounting and taxation purposes. Businesses have obligations to maintain certain business records for tax purposes. Reconstructing records destroyed by a natural disaster depends on how the information was originally stored. The earthquakes have demonstrated the benefits of ‘off-site’ (outside Canterbury) storage, in particular electronic storage. This paper considers these issues and the Inland Revenue Department (Inland Revenue) Standard Practice Statement which deals with inter alia retention of business records in electronic format and offshore record storage. Employer provided accommodation is treated as income to the benefitting employee. A recent amendment to the Income Tax Act 2007 retrospectively provides that certain employer provided accommodation is exempt from tax. The time aspect of these rules is extended where the employee is involved in the Canterbury rebuild and comes from outside the region.
The sequence of earthquakes that has greatly affected Christchurch and Canterbury since September 2010 has again demonstrated the need for seismic retrofit of heritage unreinforced masonry buildings. Commencing in April 2011, the damage to unreinforced stone masonry buildings in Christchurch was assessed and recorded with the primary objective being to document the seismic performance of these structures, recognising that they constitute an important component of New Zealand’s heritage architecture. A damage statistics database was compiled by combining the results of safety evaluation placarding and post-earthquake inspections, and it was determined that the damage observed was consistent with observations previously made on the seismic performance of stone masonry structures in large earthquakes. Details are also given on typical building characteristics and on failure modes observed. Suggestions on appropriate seismic retrofit and remediation techniques are presented, in relation also to strengthening interventions that are typical for similar unreinforced stone masonry structures in Europe.
The city of Christchurch has experienced over 10,000 aftershocks since the 4th of September 2010 earthquake of which approximately 50 have been greater than magnitude 5. The damage caused to URM buildings in Christchurch over this sequence of earthquakes has been well documented. Due to the similarity in age and construction of URM buildings in Adelaide, South Australia and Christchurch (they are sister cities, of similar age and heritage), an investigation was conducted to learn lessons for Adelaide based on the Christchurch experience. To this end, the number of URM buildings in the central business districts of both cities, the extent of seismic strengthening that exists in both cities, and the relative earthquake hazards for both cities were considered. This paper will report on these findings and recommend strategies that the city of Adelaide could consider to significantly reduce the seismic risk posed by URM buildings in future earthquake.
The sequence of earthquakes that has affected Christchurch and Canterbury since September 2010 has caused damage to a great number of buildings of all construction types. Following post-event damage surveys performed between April 2011 and June 2011, an inventory of the stone masonry buildings in Christchurch and surrounding areas was carried out in order to assemble a database containing the characteristic features of the building stock, as a basis for studying the vulnerability factors that might have influenced the seismic performance of the stone masonry building stock during the Canterbury earthquake sequence. The damage suffered by unreinforced stone masonry buildings is reported and different types of observed failures are described using a specific survey procedure currently in use in Italy. The observed performance of seismic retrofit interventions applied to stone masonry buildings is also described, as an understanding of the seismic response of these interventions is of fundamental importance for assessing the utility of such strengthening techniques when applied to unreinforced stone masonry structures. Seismically vulnerable buildings constitute a major problem for the safety of human beings. In many parts of the world, reinforced concrete (RC) frame buildings designed and constructed with substandard detailing, no consideration of capacity design principles, and improper or no inclusion of the seismic actions, have been identified. Amongst those vulnerable building, one particular typology representative of the construction practice of the years previous to the 1970’s, that most likely represents the worst case scenario, has been widely investigated in the past. The deficiencies of that building typology are related to non-ductile detailing in beam column joints such as the use of plain round bars, the lack of stirrups inside the joint around the longitudinal reinforcement of the column, the use of 180° end hooks in the beams, the use of lap splices in potential ‘plastic hinge’ regions, and substandard quality of the materials. That type of detailing and the lack of a capacity design philosophy create a very fragile fuse in the structure where brittle inelastic behaviour is expected to occur, which is the panel zone region of exterior beam column joints. The non-ductile typology described above was extensively investigated at the University of Canterbury in the context of the project ‘Retrofit Solutions for New Zealand Multi-Storey Buildings’ (2004-2011), founded by the ‘Foundation for Research, Science and Technology’ Tūāpapa Rangahau Pūtaiao. The experimental campaign prior to the research carried out by the author consisted of quasi-static tests of beam column joint subassemblies subjected to lateral loading regime, with constant and varying axial load in the column. Most of those specimens were representative of a plane 2D frame (knee joint), while others represented a portion of a space 3D frame (corner joints), and only few of them had a floor slab, transverse beams, and lap splices. Using those experiments, several feasible, cost-effective, and non-invasive retrofit techniques were developed, improved, and refined. Nevertheless, the slow motion nature of those experiments did not take into account the dynamical component inherent to earthquake related problems. Amongst the set of techniques investigated, the use of FRP layers for strengthening beam column joints is of particular interest due to its versatility and the momentum that its use has gained in the current state of the practice. That particular retrofit technique was previously used to develop a strengthening scheme suitable for plane 2D and space 3D corner beam column joints, but lacking of floor slabs. In addition, a similar scheme was not developed for exterior joints of internal frames, referred here as ‘cruciform’. In this research a 2/5 scale RC frame model building comprising of two frames in parallel (external and internal) joined together by means of floor slabs and transverse beams, with non-ductile characteristics identical to those of the specimens investigated previously by others, and also including lap splices, was developed. In order to investigate the dynamic response of that building, a series of shake table tests with different ground motions were performed. After the first series of tests, the specimen was modified by connecting the spliced reinforcement in the columns in order to capture a different failure mode. Ground motions recorded during seismic events that occurred during the initial period of the experimental campaign (2010) were used in the subsequent experiments. The hierarchy of strengths and sequence of events in the panel zone region were evaluated in an extended version of the bending moment-axial load (M-N) performance domain developed by others. That extension was required due to the asymmetry in the beam cross section introduced by the floor slab. In addition, the effect of the torsion resistance provided by the spandrel (transverse beam) was included. In order to upgrade the brittle and unstable performance of the as-built/repaired specimen, a practical and suitable ad-hoc FRP retrofit intervention was developed, following a partial retrofit strategy that aimed to strengthen exterior beam column joints only (corner and cruciform). The ability of the new FRP scheme to revert the sequence of events in the panel zone region was evaluated using the extended version of the M-N performance domain as well as the guidelines for strengthening plane joints developed by others. Weakening of the floor slab in a novel configuration was also incorporated with the purpose of reducing the flexural capacity of the beam under negative bending moment (slab in tension), enabling the damage relocation from the joint into the beam. The efficacy of the developed retrofit intervention in upgrading the seismic performance of the as-built specimen was investigated using shake table tests with the input motions used in the experiments of the as-built/repaired specimen. Numerical work aimed to predict the response of the model building during the most relevant shake table tests was carried out. By using a simple numerical model with concentrated plasticity elements constructed in Ruaumoko2D, the results of blind and post-experimental predictions of the response of the specimen were addressed. Differences in the predicted response of the building using the nominal and the actual recorded motions of the shake table were investigated. The dependence of the accuracy of the numerical predictions on the assumed values of the parameters that control the hysteresis rules of key structural members was reviewed. During the execution of the experimental campaign part of this thesis, two major earthquakes affected the central part of Chile (27 of February 2010 Maule earthquake) and the Canterbury region in New Zealand (22 February 2011 Canterbury earthquake), respectively. As the author had the opportunity to experience those events and investigate their consequences in structures, the observations related to non-ductile detailing and drawbacks in the state of the practice related to reinforced concrete walls was also addressed in this research, resulting in preliminary recommendations for the refinement of current seismic code provisions and assessment guidelines. The investigations of the ground motions recorded during those and other earthquakes were used to review the procedures related to the input motions used for nonlinear dynamic analysis of buildings as required by most of the current code provisions. Inelastic displacement spectra were constructed using ground motions recorded during the earthquakes mentioned above, in order to investigate the adequacy of modification factors used to obtain reduced design spectra from elastic counterparts. Finally a simplified assessment procedure for RC walls that incorporates capacity compatible spectral demands is proposed.
Canterbury Earthquakes Symposium - Ōtautahi creative spaces: Strengthening the recovery context through a collective arts-based approach This panel discussion was presented by Dr Catherine Savage, Director (Ihi Research) and Kim Morton, Director (Ihi Research) The Canterbury Earthquakes Symposium, jointly hosted by the Department of the Prime Minister and Cabinet and the Christchurch City Council, was held on 29-30 November 2018 at the University of Canterbury in Christchurch. The purpose of the event was to share lessons from the Canterbury earthquakes so that New Zealand as a whole can be better prepared in future for any similar natural disasters. Speakers and presenters included Greater Christchurch Regeneration Minister, Hon Dr Megan Woods, Christchurch Mayor, Lianne Dalziel, Ngāi Tahu chief executive, Arihia Bennett, head of the public inquiry into EQC, Dame Sylvia Cartwright, urban planner specialising in disaster recovery and castrophe risk management, Dr Laurie Johnson; Christchurch NZ chief executive and former Press editor, Joanna Norris; academic researcher and designer, Barnaby Bennett; and filmmaker, Gerard Smyth. About 300 local and national participants from the public, private, voluntary sectors and academia attended the Symposium. They represented those involved in the Canterbury recovery effort, and also leaders of organisations that may be impacted by future disasters or involved in recovery efforts. The focus of the Symposium was on ensuring that we learn from the Canterbury experience and that we can apply those learnings.

However, the performance of such retrofit designs in actual design level earthquakes has previously been poorly documented. In 1984 two stone masonry buildings within The Arts Centre of Christchurch received posttensioned seismic retrofits, which were subsequently subjected to design level seismic loads during the 2010/2011 Canterbury earthquake sequence. These 26 year old retrofits were part of a global scheme to strengthen and secure the historic building complex and were subject to considerable budgetary constraints. Given the limited resources available at the time of construction and the current degraded state of the steel posttension tendons, the posttensioned retrofits performed well in preventing major damage to the overall structure of the two buildings in the Canterbury earthquakes. When compared to other similar unretrofitted structures within The Arts Centre, it is demonstrated that the posttensioning significantly improved the in-plane and out-of-plane wall strength and the ability to limit residual wall displacements. The history of The Arts Centre buildings and the details of the Canterbury earthquakes is discussed, followed by examination of the performance of the posttension retrofits and the suitability of this technique for future retrofitting of other historic unreinforced masonry buildings. http://www.aees.org.au/downloads/conference-papers/2013-2/
As a result of the Christchurch Earthquake that occurred on 22nd February 2011 and the resultant loss of life and widespread damage, a Royal Commission of Enquiry was convened in April 2011. The Royal Commission recommended a number of significant changes to the regulation of earthquake prone building in New Zealand. Earthquake prone buildings are buildings that are deemed to be of insufficient strength to perform adequately in a moderate earthquake. In response to the Royal Commission recommendations the New Zealand Government carried out a consultative process before announcing proposed changes to the building regulations in August 2013. One of the most significant changes is the imposition of mandatory strengthening requirements for earthquake prone buildings on a national basis. This will have a significant impact on the urban fabric of most New Zealand towns and cities. The type of traditional cost benefit study carried out to date fails to measure these impacts and this paper proposes an alternative methodology based on the analysis of land use data and rating valuations. This methodology was developed and applied to a small provincial town in the form of a case study. The results of this case study and the methodology used are discussed in this paper.
In the early morning of 4th September 2010 the region of Canterbury, New Zealand, was subjected to a magnitude 7.1 earthquake. The epicentre was located near the town of Darfield, 40 km west of the city of Christchurch. This was the country’s most damaging earthquake since the 1931 Hawke’s Bay earthquake (GeoNet, 2010). Since 4th September 2010 the region has been subjected to thousands of aftershocks, including several more damaging events such as a magnitude 6.3 aftershock on 22nd February 2011. Although of a smaller magnitude, the earthquake on 22nd February produced peak ground accelerations in the Christchurch region three times greater than the 4th September earthquake and in some cases shaking intensities greater than twice the design level (GeoNet, 2011; IPENZ, 2011). While in September 2010 most earthquake shaking damage was limited to unreinforced masonry (URM) buildings, in February all types of buildings sustained damage. Temporary shoring and strengthening techniques applied to buildings following the Darfield earthquake were tested in February 2011. In addition, two large aftershocks occurred on 13th June 2011 (magnitudes 5.7 and 6.2), further damaging many already weakened structures. The damage to unreinforced and retrofitted clay brick masonry buildings in the 4th September 2010 Darfield earthquake has already been reported by Ingham and Griffith (2011) and Dizhur et al. On September the 4th 2010 and February 22nd 2011 the Canterbury region of New Zealand was shaken by two massive earthquakes. This paper is set broadly within the civil defence and emergency management literature and informed by recent work on community participation and social capital in the building of resilient cities. Work in this area indicates a need to recognise both the formal institutional response to the earthquakes as well as the substantive role communities play in their own recovery. The range of factors that facilitate or hinder community involvement also needs to be better understood. This paper interrogates the assumption that recovery agencies and officials are both willing and able to engage communities who are themselves willing and able to be engaged in accordance with recovery best practice. Case studies of three community groups – CanCERN, Greening the Rubble and Gap Filler – illustrate some of the difficulties associated with becoming a community during the disaster recovery phase. Based on my own observations and experiences, combined with data from approximately 50 in-depth interviews with Christchurch residents and representatives from community groups, the Christchurch City Council, the Earthquake Commission and so on, this paper outlines some practical strategies emerging communities may use in the early disaster recovery phase that then strengthens their ability to ‘participate’ in the recovery process.
The Canterbury region experienced widespread damage due to liquefaction induced by seismic shaking during the 4 September 2010 earthquake and the large aftershocks that followed, notably those that occurred on 22 February, 13 June and 23 December 2011. Following the 2010 earthquake, the Earthquake Commission directed a thorough investigation of the ground profile in Christchurch, and to date, more than 7500 cone penetration tests (CPT) have been performed in the region. This paper presents the results of analyses which use a subset of the geotechnical database to evaluate the liquefaction process as well as the re-liquefaction that occurred following some of the major events in Christchurch. First, the applicability of existing CPT-based methods for evaluating liquefaction potential of Christchurch soils was investigated using three methods currently available. Next, the results of liquefaction potential evaluation were compared with the severity of observed damage, categorised in terms of the land damage grade developed from Tonkin & Taylor property inspections as well as from observed severity of liquefaction from aerial photography. For this purpose, the Liquefaction Potential Index (LPI) was used to represent the damage potential at each site. In addition, a comparison of the CPT-based strength profiles obtained before each of the major aftershocks was performed. The results suggest that the analysis of spatial and temporal variations of strength profiles gives a clear indication of the resulting liquefaction and re-liquefaction observed in Christchurch. The comparison of a limited number of CPT strength profiles before and after the earthquakes seems to indicate that no noticeable strengthening has occurred in Christchurch, making the area vulnerable to liquefaction induced land damage in future large-scale earthquakes.
The development of cheap, whilst effective and relatively non-invasive structural retrofit techniques for existing non-ductile reinforced concrete (RC) structures still remains the most challenging issue for a wide implementation on a macro scale. Seismic retrofit is too often being confused as purely structural strengthening. As part of a six-years national project on “Seismic retrofit solutions for NZ multi-storey building”, focus has been given at the University of Canterbury on the development of a counter-intuitive retrofit strategy for earthquake vulnerable existing rc frame, based on a “selective weakening” (SW) approach. After an overview of the SW concept, this paper presents the experimental and numerical validation of a SW retrofit strategy for earthquake vulnerable existing RC frame with particular focus on the exterior beam-column (b-c) joints. The exterior b-c joint is a critically vulnerable region in many existing pre-1970s RC frames. By selectively weakening the beam by cutting the bottom longitudinal reinforcements and/or adding external pre-stressing to the b-c joint, a more desirable inelastic mechanism can be attained, leading to improved global seismic performance. The so-called SW retrofit is implemented on four 2/3-scaled exterior RC b-c joint subassemblies, tested under quasi-static cyclic loading at the University of Canterbury. Complemented by refined 3D Finite Element (FE) models and dynamic time-history analyses results, the experimental results have shown the potential of a simple and cost-effective yet structurally efficient structural rehabilitation technique. The research also demonstrated the potential of advanced 3D fracture-mechanics-based microplane concrete modelling for refined FE analysis of non-ductile RC b-c joints.

What happens to their staff? What happens to their clients? The community sector is a unique, valuable and diverse component of Australasian economy and society. Through its significant numbers of employees and volunteers, its diversity, the range of service and advocacy programs it delivers, and the wide range of people it supports, it delivers value to communities and strengthens society. The community and social services sector builds resilience daily through services to aged care, child welfare and disability, domestic violence, housing and homelessness, and mental health care. The sector's role is particularly vital in assisting disadvantaged people and communities. For many, community sector organisations are their primary connection to the broader community and form the basis of their resilience to everyday adversity, as well as in times of crisis. However, community sector organisations are particularly vulnerable in a major emergency or disaster. Australian research shows that the most community sector organisations are highly vulnerable and unprepared for emergencies. This lack of preparedness can have impacts on service delivery, business continuity, and the wellbeing of clients. The consequences of major disruptions to the provision of social services to vulnerable people are serious and could be life-threatening in a disaster. This presentation will review the Victorian Council of Social Service (Australia) and Social Equity and Wellbeing Network (formerly the Christchurch Council of Social Services) records on the impacts of emergencies on community sector organisations, staff, and clients. From the discussion of records, recommendations will be presented that could improve the resilience of this crucial sector.

The presentation is titled, "Canterbury Family Violence Collaboration: An innovative response to family violence following the Canterbury earthquakes - successes, challenges, and achievements".The abstract for this presentation reads as follows: Across a range of international jurisdictions there is growing evidence that shows a high prevalence of family violence, child abuse and sexual violence over a number of years following natural disasters (World Health Organisation, 2005). Such empirical findings were also reflected within the Canterbury region following the earthquake events in 2010 and 2011. For example, in the weekend following the September 2010 earthquake, Canterbury police reported a 53% increase in call-outs to family violence incidents. In 2012, Canterbury police investigated over 7,400 incidents involving family violence - approximately 19 incidents each day. Child, youth and family data also reflect an increase in family violence, with substantiated cases of abuse increasing markedly from 1,130 cases in 2009 to 1,650 cases in 2011. These numbers remain elevated. Challenging events like the Canterbury earthquakes highlight the importance of, and provide the catalyst for, strengthening connections with various communities of interest to explore new ways of responding to the complex issue of family violence. It was within this context that the Canterbury Family Violence Collaboration (Collaboration) emerged. Operating since 2012, the Collaboration now comprises 45 agencies from across governmental and non-governmental sectors. The Collaboration's value proposition is that it delivers system-wide responses to family violence that could not be achieved by any one agency. These responses are delivered within five strategic priority areas: housing, crisis response and intervention, prevention, youth, and staff learning and development. The purpose of this presentation is to describe the experiences of the collaborative effort and lessons learnt by the collaborative partners in the first three years after its establishment. It will explore the key successes and challenges of the collaborative effort, and outline the major results achieved - a unique contribution, in unique circumstances, to address family violence experienced by Canterbury people throughout the period of recovery and rebuild.

After a disaster, cities experience profound social and environmental upheaval. Current research on disasters describes this social disruption along with collective community action to provide support. Pre-existing social capital is recognised as fundamental to this observed support. This research examines the relationship between sense of place for neighbourhood, social connectedness and resilience. Canterbury residents experienced considerable and continued disruption following a large and protracted sequence of earthquakes starting in September 2010. A major aftershock on 22 February 2011 caused significant loss of life, destruction of buildings and infrastructure. Following this earthquake some suburbs of Christchurch showed strong collective action. This research examines the features of the built environment that helped to form this cooperative support. Data were collected through semi-structured interviews with 20 key informants followed by 38 participants from four case study suburbs. The objectives were to describe the community response of suburbs, to identify the key features of the built environment and the role of social infrastructure in fostering social connectedness. The last objective was to contribute to future planning for community resilience. The findings from this research indicated that social capital and community competence are significant resources to be called upon after a disaster. Features of the local environment facilitated the formation of neighbourhood connections that enabled participants to cope, manage and to collectively solve problems. These features also strengthened a sense of belonging and attachment to the home territory. Propinquity was important; the bumping and gathering places such as schools, small local shops and parks provided the common ground for meaningful pre-existing local interaction. Well-defined geography, intimate street typology, access to quality natural space and social infrastructure helped to build the local social connections and develop a sense of place. Resourceful individuals and groups were also a factor, and many are drawn to live near the inner city or more natural places. The features are the same well understood attributes that contribute to health and wellbeing. The policy and planning framework needs to consider broader social outcomes, including resilience in new and existing urban developments. The socio-political structures that provide access to secure and stable housing and local education should also be recognised and incorporated into local planning for resilience and the everyday.
Recently developed performance-based earthquake engineering framework, such as one provided by PEER (Deierlein et al. 2003), assist in the quantification in terms of performance such as casualty, monetary losses and downtime. This opens up the opportunity to identify cost-effective retrofit/rehabilitation strategies by comparing upfront costs associated with retrofit with the repair costs that can be expected over time. This loss assessment can be strengthened by learning from recent earthquakes, such as the 2010 Canterbury and 2016 Kaikoura earthquakes. In order to investigate which types of retrofit/rehabilitation strategies may be most cost-effective, a case study building was chosen for this research. The Pacific Tower, a 22-storey EBF apartment located within the Christchurch central business district (CBD), was damaged and repaired during the 2010 Canterbury earthquake series. As such, by taking hazard levels accordingly (i.e. to correspond to the Christchurch CBD), modelling and analysing the structure, and considering the vulnerability and repair costs of its different components, it is possible to predict the expected losses of the aforementioned building. Using this information, cost-effective retrofit/rehabilitation strategy can be determined. This research found that more often than not, it would be beneficial to improve the performance of valuable non-structural components, such as partitions. Although it is true that improving such elements will increase the initial costs, over time, the benefits gained from reduced losses should be expected to overcome the initial costs. Aftershocks do increase the predicted losses of a building even in lower intensities due to the fact that non-structural components can get damaged at such low intensities. By comparing losses computed with and without consideration of aftershocks for a range of historical earthquakes, it was found that the ratio between losses due to main shock with aftershocks to the losses due to the main shock only tended to increase with increasing main shock magnitude. This may be due to the fact that larger magnitude earthquakes tend to generate larger magnitude aftershocks and as those aftershocks happen within a region around the main shock, they are more likely to cause intense shaking and additional damage. In addition to this observation, it was observed that the most significant component of loss of the case study building was the non-structural partition walls.

Johnston is a Senior Scientist at GNS Science and Director of the Joint Centre for Disaster Research in the School of Psychology at Massey University. The presentation is titled, "Understanding Immediate Human Behaviour to the 2010-2011 Canterbury Earthquake Sequence, Implications for injury prevention and risk communication".The abstract for the presentation reads as follows: The 2010 and 2011 Canterbury earthquake sequences have given us a unique opportunity to better understand human behaviour during and immediately after an earthquake. On 4 September 2010, a magnitude 7.1 earthquake occurred near Darfield in the Canterbury region of New Zealand. There were no deaths, but several thousand people sustained injuries and sought medical assistance. Less than 6 months later, a magnitude 6.2 earthquake occurred under Christchurch City at 12:51 p.m. on 22 February 2011. A total of 182 people were killed in the first 24 hours and over 7,000 people injured overall. To reduce earthquake casualties in future events, it is important to understand how people behaved during and immediately after the shaking, and how their behaviour exposed them to risk of death or injury. Most previous studies have relied on an analysis of medical records and/or reflective interviews and questionnaire studies. In Canterbury we were able to combine a range of methods to explore earthquake shaking behaviours and the causes of injuries. In New Zealand, the Accident Compensation Corporation (a national health payment scheme run by the government) allowed researchers to access injury data from over 9,500 people from the Darfield (4 September 2010) and Christchurch (22 February 2011 ) earthquakes. The total injury burden was analysed for demography, context of injury, causes of injury, and injury type. From the injury data inferences into human behaviour were derived. We were able to classify the injury context as direct (immediate shaking of the primary earthquake or aftershocks causing unavoidable injuries), and secondary (cause of injury after shaking ceased). A second study examined people's immediate responses to earthquakes in Christchurch New Zealand and compared responses to the 2011 earthquake in Hitachi, Japan. A further study has developed a systematic process and coding scheme to analyse earthquake video footage of human behaviour during strong earthquake shaking. From these studies a number of recommendations for injury prevention and risk communication can be made. In general, improved building codes, strengthening buildings, and securing fittings will reduce future earthquake deaths and injuries. However, the high rate of injuries incurred from undertaking an inappropriate action (e.g. moving around) during or immediately after an earthquake suggests that further education is needed to promote appropriate actions during and after earthquakes. In New Zealand - as in US and worldwide - public education efforts such as the 'Shakeout' exercise are trying to address the behavioural aspects of injury prevention.
