On September the 4th 2010 and February 22nd 2011 the Canterbury region of New Zealand was shaken by two massive earthquakes. This paper is set broadly within the civil defence and emergency management literature and informed by recent work on community participation and social capital in the building of resilient cities. Work in this area indicates a need to recognise both the formal institutional response to the earthquakes as well as the substantive role communities play in their own recovery. The range of factors that facilitate or hinder community involvement also needs to be better understood. This paper interrogates the assumption that recovery agencies and officials are both willing and able to engage communities who are themselves willing and able to be engaged in accordance with recovery best practice. Case studies of three community groups – CanCERN, Greening the Rubble and Gap Filler – illustrate some of the difficulties associated with becoming a community during the disaster recovery phase. Based on my own observations and experiences, combined with data from approximately 50 in-depth interviews with Christchurch residents and representatives from community groups, the Christchurch City Council, the Earthquake Commission and so on, this paper outlines some practical strategies emerging communities may use in the early disaster recovery phase that then strengthens their ability to ‘participate’ in the recovery process.

Media law developments have continued across many areas in the period to mid-2013. In defamation, the New Zealand courts have begun to consider the issue of third party liability for publication on the internet, with cases involving Google searches and comments on a Facebook page. A parliamentary inquiry into a case that restricted parliamentary privilege has recommended a Parliamentary Privilege Act containing a definition of ‘proceedings in Parliament’. A satirical website increased its popularity when it fought off threatened defamation proceedings. In breach of confidence, a government body, the Earthquake Commission, obtained an interim injunction prohibiting publication of information accidentally released that dealt with the repair of earthquake-damaged properties in Christchurch, and a blogger made the information available online in breach of the order.

The state of emergency in Christchurch has just been extended until midday on Wednesday. In latest developments Canterbury Civil Defence is now warning people to prepare for potential flooding, only two days after the major earthquake that caused widespread damage to much of the region.
Disaster recovery involves the restoration, repair and rejuvenation of both hard and soft infrastructure. In this report we present observations from seven case studies of collaborative planning from post-earthquake Canterbury, each of which was selected as a means of better understanding ‘soft infrastructure for hard times’. Though our investigation is located within a disaster recovery context, we argue that the lessons learned are widely applicable. Our seven case studies highlighted that the nature of the planning process or journey is as important as the planning objective or destination. A focus on the journey can promote positive outcomes in and of itself through building enduring relationships, fostering diverse leaders, developing new skills and capabilities, and supporting translation and navigation. Collaborative planning depends as much upon emotional intelligence as it does technical competence, and we argue that having a collaborative attitude is more important than following prescriptive collaborative planning formulae. Being present and allowing plenty of time are also key. Although deliberation is often seen as an improvement on technocratic and expert dominated decision-making models, we suggest that the focus in the academic literature on communicative rationality and discursive democracy has led us to overlook other more active forms of planning that occur in various sites and settings. Instead, we offer an expanded understanding of what planning is, where it happens and who is involved. We also suggest more attention be given to values, particularly in terms of their role as a compass for navigating the terrain of decision-making in the collaborative planning process. We conclude with a revised model of a (collaborative) decision-making cycle that we suggest may be more appropriate when (re)building better homes, towns and cities.
This thesis investigates life-safety risk in earthquakes. The first component of the thesis utilises a dataset of earthquake injuries and deaths from recent earthquakes in New Zealand to identify cause, context, and risk factors of injury and death in the 2011 MW6.3 Christchurch earthquake and 2016 MW7.8 Kaikōura earthquake. Results show that nearly all deaths occurred from being hit by structural elements from buildings, while most injuries were caused by falls, strains and being hit by contents or non-structural elements. Statistical analysis of injured cases compared to an uninjured control group found that age, gender, building damage, shaking intensity, and behaviour during shaking were the most significant risk factors for injury during these earthquakes. The second part of the thesis uses the empirical findings from the first section to develop two tools for managing life-safety risk in earthquakes. The first tool is a casualty estimation model for health system and emergency response planning. An existing casualty model used in New Zealand was validated against observed data from the 2011 Christchurch earthquake and found to underestimate moderate and severe injuries by an order of magnitude. The model was then updated to include human behaviour such as protective actions, falls and strain type injuries that are dependent on shaking intensity, as well as injuries and deaths outside buildings. These improvements resulted in a closer fit to observed casualties for the 2011 Christchurch earthquake. The second tool that was developed is a framework to set seismic loading standards for design based on fatality risk targets. The proposed framework extends the risk-targeted hazard method, by moving beyond collapse risk targets, to fatality risk targets for individuals in buildings and societal risk in cities. The framework also includes treatment of epistemic uncertainty in seismic hazard to allow this uncertainty to be used in risk-based decision making. The framework is demonstrated by showing how the current New Zealand loading standards could be revised to achieve uniform life-safety risk across the country and how the introduction of a new loading factor can reduce risk aggregation in cities. This paper presents the ongoing development of a new 3D seismic velocity model of Canterbury, New Zealand. The model explicitly represents the Canterbury sedimentary basin, and other significant geologic horizons, which are expected to have important implications on observed ground motions. The model utilizes numerous sources of data, including 3D regional tomography with a variable-depth inferred Moho, seismic reflection survey lines, geotechnical boreholes and well logs, spectral analysis of surface waves, and CPT logs which provide velocity constraints over their respective ranges of application. The model provides P- and S-wave velocity and density (i.e. Vp, Vs and p) over a grid of input points, and is presently being utilized in broadband ground motion simulations of the 2010-2011 Canterbury earthquakes. Comparison of simulated ground motions with those observed in the 2010-2011 Canterbury earthquakes will help provide a better understanding of the salient physical processes which characterized the unique set of strong ground motions recorded in this sequence of earthquake events.
In recent years, rocking isolation has become an effective approach to improve seismic performance of steel and reinforced concrete structures. These systems can mitigate structural damage through rigid body displacement and thus relatively low requirements for structural ductility, which can significantly improve seismic resilience of structures and reduce repairing costs after strong earthquakes. A number of base rocking structural systems with only a single rocking interface have been proposed. However, these systems can have significant high mode effect for high rise structures due to the single rocking interface. This RObust BUilding SysTem (ROBUST) project is a collaborative China-New Zealand project sponsored by the International Joint Research Laboratory of Earthquake Engineering (ILEE), Tongji University, and a number of agencies and universities within New Zealand including the BRANZ, Comflor, Earthquake Commission, HERA, QuakeCoRE, QuakeCentre, University of Auckland, and the University of Canterbury. A number of structural configurations will be tested [1, 2], and non-structural elements including ceilings, infilling walls, glazed curtain walls, precast concrete panels, piping system will also be tested in this project [3]. Within this study, a multiple rocking column steel structural system was proposed and investigated mainly by Tongji team with assistance of NZ members. The concept of rocking column system initiates from the structure of Chinese ancient wooden pagoda. In some of Chinese wooden pagodas, there are continuous core columns hanged only at the top of each pagoda, which is not connected to each stories. This core column can effectively avoid collapse of the whole structure under large storey drifts. Likewise, there are also central continuous columns in the newly proposed steel rocking column system, which can avoid weak story failure mechanism and make story drifts more uniform. In the proposed rocking column system, the structure can switch between an elastic rigidly connected moment resisting frame and a controlled rocking column system when subjected to strong ground motion excitations. The main seismic energy can be dissipated by asymmetric friction beam–column connections, thereby effectively reducing residual displacement of the structure under seismic loading without causing excessive damage to structural members. Re–centering of the structure is provided not only by gravity load carried by rocking columns, but also by mould coil springs. To investigate dynamic properties of the proposed system under different levels of ground excitations, a full-scale threestory steel rocking column structural system with central continuous columns is to be tested using the International joint research Laboratory of Earthquake Engineering (ILEE) facilities, Shanghai, China and an analytical model is established. A finite element model is also developed using ABAQUS to simulate the structural dynamic responses. The rocking column system proposed in this paper is shown to produce resilient design with quick repair or replacement.
The Canterbury Earthquake Sequence (CES), induced extensive damage in residential buildings and led to over NZ$40 billion in total economic losses. Due to the unique insurance setting in New Zealand, up to 80% of the financial losses were insured. Over the CES, the Earthquake Commission (EQC) received more than 412,000 insurance claims for residential buildings. The 4 September 2010 earthquake is the event for which most of the claims have been lodged with more than 138,000 residential claims for this event only. This research project uses EQC claim database to develop a seismic loss prediction model for residential buildings in Christchurch. It uses machine learning to create a procedure capable of highlighting critical features that affected the most buildings loss. A future study of those features enables the generation of insights that can be used by various stakeholders, for example, to better understand the influence of a structural system on the building loss or to select appropriate risk mitigation measures. Previous to the training of the machine learning model, the claim dataset was supplemented with additional data sourced from private and open access databases giving complementary information related to the building characteristics, seismic demand, liquefaction occurrence and soil conditions. This poster presents results of a machine learning model trained on a merged dataset using residential claims from the 4 September 2010.

This paper summarizes the development of a high-resolution surficial shear wave velocity model based on the combination of the large high-spatial-density database of cone penetration test (CPT) logs in and around Christchurch, New Zealand and a recently-developed Christchurch-specific empirical correlation between soil shear wave velocity and CPT. This near-surface shear wave velocity model has applications for site characterization efforts via the development of maps of time-averaged shear wave velocities over specific depths, as well as use in site response analysis and ground motion simulation.
