Context - Insurance companies have experienced massive losses after the Canterbury earthquake. This may ultimately result in higher premiums as insurance companies try to recoup from their loss. According to Chris Ryan, Insurance Council chief executive, "The quake would probably result in foreign reinsurance companies increasing the premiums they charged local insurers." In quake-ravaged Christchurch businesses are tentatively restarting, and infrastructure is being restored, but there's ongoing uncertainty about job losses and how people will survive financially. Within six days of the February earthquake; the Government had introduced a subsidy scheme for businesses and their employees, as well as people who'd found themselves out of a job. Now there's growing disquiet about what will happen to thousands of Cantabrians when that support scheme finishes at the end of May.

The aftermath of three earthquakes has forced Christchurch to re-plan and rebuild. New perspectives of a sustainable city have arisen granting Christchurch the chance of becoming an example to the world. This work is centred on bioclimatic landscape design as a base for greening strategies. It deals with strategic landscape design adapted to a specific climate, from a user’s perspective. The investigation will be applied to Christchurch’s urban centres, assessing cultural adaptability to the local climate and implications for landscape design. Climatic data shows that humidity is not a local problem. However, the wind is the determinant. In Christchurch the solar radiation and the prevailing winds are the most important microclimatic variables, the latter intensifying the loss of surface heat, decreasing the radiant temperature and affecting thermal sensation. The research objective is to explore design parameters at the street-scale and identify ways to maximise thermal comfort in outdoor spaces through design-based strategies. The investigation will apply methods of participant observation, depth interviews, climatic data collection and design experimentation based on thermal comfort models and computer simulation tools. Case study sites chosen for investigation are places with current levels of activity that may be anticipated in the rebuild of the central city. The research will have two main outcomes: improved understanding of local urban culture adaptation to microclimate, and a demonstration of how design can enhance adaption. These outcomes will inform designers and city managers about good design practices and strategies that can be used to ensure a long term liveable city.
Modern methods of seismic design (since the 1970s) allow structural engineers to design new buildings with the aim of predictable and ductile behaviour in severe earthquakes, in order to prevent collapse and loss of life. However some controlled damage is expected, which may result in the building being damaged beyond economic repair after severe shaking. Seismic protection of structures has seen significant advances in recent decades, due to the development of new technologies and advanced materials. It has only been recently recognised world-wide that it is possible to design economical structures which can resist severe earthquakes with limited or negligible structural damage. There are two alternative ways of designing buildings to avoid permanent damage in severe earthquakes; base isolation and damage-resistant design. Base isolation requires the building to be separated from the ground by isolation devices which can dissipate energy. This is proven technology which may add a little to the initial cost of the building, but will prove to be less expensive in the long term. Damage-resistant design is developing rapidly, in several different forms. These include rocking walls or rocking frames, with or without post-tensioning, and a variety of energy dissipating devices attached to the building in different ways. If not already the case, damage-resistant design will soon become no more expensive than conventional design for new buildings.
