The devastating earthquakes of September 2010 and February 2011 have without question upset the Christchurch City way of life for all. Families and businesses, as well as the natural and built environments have been directly affected, and our social landscapes have since evolved to accommodate the visible changes. Though not perhaps seen as a priority, the Christchurch nightlife has been profoundly altered by the quakes and the once popular CBD clubbing scene has ceased to exist. The concern highlighted in this article is the way in which this has put pressure on suburban bars and the the implications of this for local residents.

Mike Hewson thought he would try to bring life back into the buildings by putting photographs into the spaces where the doors and windows were. There was a month or so when no one seemed to know or admit who had put the pictures up, but it was done officially. It seems that though very badly damaged the buildings may get restored".

The Canterbury earthquakes are unique in that the there have been a series of major earthquakes, each with their own subsequent aftershock pattern. These have extended from the first large earthquake in September 2010 to currently, at the time of writing, two years later. The last significant earthquake of over magnitude 5.0 on the Richter scale was in May on 2012, and the total number of aftershocks has exceeded 12,000. The consequences, in addition to the loss of life, significant injury and widespread damage, have been far reaching and long term, with detrimental effects and still uncertain effects for many. This provides unique challenges for individuals, communities, organisations and institutions within Canterbury. This document reviews research-based understandings of the concept of resilience. A conceptual model is developed which identifies a number of the factors that influence individual and household resilience. Guided by the model, a series of recommendations are developed for practices that will support individual and household resilience in Canterbury in the aftermath of the 2010-2011 earthquakes.

During the Christchurch earthquake of February 2011, several midrise buildings of Reinforced Concrete Masonry (RCM) construction achieved performance levels in the range of life safety to near collapse levels. These buildings were subjected to seismic demands higher than the building code requirements of the time and higher than the current New Zealand Loadings Standard (NZS-1170.5:2004). Structural damage to these buildings has been documented and is currently being studied to establish lessons to be learned from their performance and how to incorporate these lessons into future RCM design and construction practices. This paper presents a case study of a six story RCM building deemed to have reached the near collapse performance level. The RCM walls on the 2nd floor failed due to toe crushing reducing the building’s lateral resistance in the east-west direction. A nonlinear dynamic analysis on a 3D model was conducted to simulate the development of the governing failure mechanism. Preliminary analysis results show that the damaged walls were initially under large compression forces from gravity loads which caused increase in their lateral strength and reduced their ductility. After toe crushing failure developed, axial instability of the model was prevented by a redistribution of gravity loads.

The demand for a new approach to safeguarding New Zealand’s endangered historic buildings was identified as a result of the recent increase in building code and strengthening requirements following the Christchurch earthquakes of 2010-2011. The Wellington City Council identified 266 heritage buildings in the city that must be either strengthened or demolished to address these increased requirements. This thesis explores this threat as an opportunity for researching how contemporary design interventions can be challenged to both strengthen and become active participants in the ongoing history of New Zealand’s potentially endangered historic buildings. This thesis challenges the current approach of completely ‘restoring’ 19th-20th century historic buildings in New Zealand, to develop techniques that structurally reinforce historic buildings while inviting the progressive weathering of a building to remain as a testament to its history. This thesis proposes a structural intervention that is responsive to the progressive history of historic buildings, simultaneously introducing a contemporary structural intervention that both participates in and compliments the progressive historic transformations of the vehicle. This thesis argues that current historic buildings in semi-decayed states in fact enable visitors to witness multiple stages in the life of a building, while fully restored buildings only enable visitors to witness the original form of the building. This thesis proposes a model for contemporary intervention within historic buildings that draws a design intervention from seismic strengthening.The notion of layering is explored as a design approach to incorporate the contemporary with the historic as an additional layer of exposed on-going history, thereby further exposing the layers of history evident within New Zealand’s historic buildings. This thesis combines layering theories of architects Louis Kahn and Carlo Scarpa with related theories of installation artist Mary Miss. The theoretical imperatives of Scarpa and Kahn are explored as a tool of engagement for the junction between the contemporary and historic building materials, and the work of Marry Miss is explored as a design approach for developing a contemporary intervention that references the layered historic building while inviting new means of occupancy between layers. The selected vehicle for the design research investigation is the Albemarle Hotel on Ghuznee Street in Wellington. The techniques proposed in this thesis to strengthen the Albemarle Hotel suggest an approach that might be applied to New Zealand’s wider body of historic buildings that constitute New Zealand’s heritage fabric, ultimately protecting them from demolition while preserving additional layers of their historic narratives. Over all the design research experiments suggest that contemporary interventions derived from structural strengthening may be a viable and cost-effective method of re-inhabiting New Zealand’s endangered heritage buildings, avoiding demolition and securing New Zealand’s heritage for future generations. Research Questions: This thesis challenges the current economically unsustainable approach of laterally reinforcing and completely ‘restoring’ 19th-20th century historic buildings in New Zealand. This thesis argues that current historic buildings in semi-decayed states in fact enable visitors to witness multiple stages in the on-going life of a building. Can the weathered state of New Zealand's heritage buildings be proactively retained and celebrated as witnesses to their history? Can new lateral reinforcing requirements be conceived as active participants in revealing the on-going history of New Zealand's historic buildings?

In 2010 and 2011, Aotearoa New Zealand was hit by a number of major disasters involving loss of human life and severe disruption to social, ecological and economic wellbeing. The Pike River mine explosions were closely followed by a sequence of major earthquakes in Christchurch, seismic events that have permanently altered the lives of thousands of people in our third largest city, the closure of the central business district and the effective abandonment of whole residential areas. In early October 2011, the ship, Rena, grounded on a reef off the port of Tauranga and threatened a major oil spill throughout the Bay of Plenty, where local communities with spiritual and cultural connections to the land depend on sea food as well as thrive on tourism. The Council for Social Work Education Aotearoa New Zealand (CSWEANZ), representing all the Schools of Social Work in New Zealand, held a ‘Disaster Curriculum’ day in November 2011, at which social workers and Civil Defence leaders involved in the Christchurch earthquakes, the Rena Disaster, Fiji floods and the Boxing Day tsunami presented their narrative experience of disaster response and recovery. Workshops discussed and identified core elements that participants considered vital to a social work curriculum that would enable social work graduates in a range of community and cultural settings to respond in safe, creative and informed ways. We present our core ideas for a social work disaster curriculum and consider a wide range of educational content based on existing knowledge bases and new content within a disaster framework. http://www.swsd-stockholm-2012.org/

Since September 2010 Christchurch, New Zealand, has experienced a number of significant earthquakes. In addition to loss of life, this has resulted in significant destruction to infrastructure, including road corridors; and buildings, especially in the central city, where it has been estimated that 60% of buildings will need to be rebuilt. The rebuild and renewal of Christchurch has initially focused on the central city under the direction of the Christchurch City Council. This has seen the development of a draft Central City Plan that includes a number of initiatives that should encourage the use of the bicycle as a mode of transport. The rebuild and renewal of the remainder of the city is under the jurisdiction of a specially set up authority, the Christchurch Earthquake Recovery Authority (CERA). CERA reports to an appointed Minister for Canterbury Earthquake Recovery, who is responsible for coordinating the planning, spending, and actual rebuilding work needed for the recovery. Their plans for the renewal and rebuild of the remainder of the city are not yet known. This presentation will examine the potential role of the bicycle as a mode of transport in a rebuilt Christchurch. The presentation will start by describing the nature of damage to Christchurch as a result of the 2010 and 2011 earthquakes. It will then review the Central City Plan (the plan for the rebuild and renewal for central Christchurch) focusing particularly on those aspects that affect the role of the bicycle. The potential for the success of this plan will be assessed. It will specifically reflect on this in light of some recent research in Christchurch that examined the importance of getting infrastructure right if an aim of transport planning is to attract new people to cycle for utilitarian reasons.

Small, tight-knit communities, are complex to manage from outside during a disaster. The township of Lyttelton, New Zealand, and the communities of Corsair Bay, Cass Bay, and Rapaki to the east, are especially more so difficult due to the terrain that encloses them, which caused them to be cut-off from Christchurch, the largest city in the South Island, barely 10 km away, after the Mw 7.1 Darfield Earthquake and subsequent Canterbury Earthquake Sequence. Lyttelton has a very strong and deep-rooted community spirit that draws people to want to be a part of Lyttelton life. It is predominantly residential on the slopes, with retail space, service and light industry nestled near the harbour. It has heritage buildings stretching back to the very foundation of Canterbury yet hosts the largest, modern deep-water port for the region. This study contains two surveys: one circulated shortly before the Darfield Earthquake and one circulated in July 2011, after the Christchurch and Sumner Earthquakes. An analytical comparison of the participants’ household preparedness for disaster before the Darfield Earthquake and after the Christchurch and Sumner Earthquakes was performed. A population spatiotemporal distribution map was produced that shows the population in three-hourly increments over a week to inform exposure to vulnerability to natural hazards. The study went on to analyse the responses of the participants in the immediate period following the Chrsitchurch and Sumner Earthquakes, including their homeward and subsequent journeys, and the decision to evacuate or stay in their homes. Possible predictors to a decision to evacuate some or all members of the household were tested. The study also asked participants’ views on the events since September 2010 for analysis.

Earthquake Engineering is facing an extraordinarily challenging era, the ultimate target being set at increasingly higher levels by the demanding expectations of our modern society. The renewed challenge is to be able to provide low-cost, thus more widely affordable, high-seismic-performance structures capable of sustaining a design level earthquake with limited or negligible damage, minimum disruption of business (downtime) or, in more general terms, controllable socio-economical losses. The Canterbury earthquakes sequence in 2010-2011 has represented a tough reality check, confirming the current mismatch between societal expectations over the reality of seismic performance of modern buildings. In general, albeit with some unfortunate exceptions, modern multi-storey buildings performed as expected from a technical point of view, in particular when considering the intensity of the shaking (higher than new code design) they were subjected to. As per capacity design principles, plastic hinges formed in discrete regions, allowing the buildings to sway and stand and people to evacuate. Nevertheless, in many cases, these buildings were deemed too expensive to be repaired and were consequently demolished. Targeting life-safety is arguably not enough for our modern society, at least when dealing with new building construction. A paradigm shift towards damage-control design philosophy and technologies is urgently required. This paper and the associated presentation will discuss motivations, issues and, more importantly, cost-effective engineering solutions to design buildings capable of sustaining low-level of damage and thus limited business interruption after a design level earthquake. Focus will be given to the extensive research and developments in jointed ductile connections based upon controlled rocking & dissipating mechanisms for either reinforced concrete and, more recently, laminated timber structures. An overview of recent on-site applications of such systems, featuring some of the latest technical solutions developed in the laboratory and including proposals for the rebuild of Christchurch, will be provided as successful examples of practical implementation of performance-based seismic design theory and technology.

The Avon and Heathcote Rivers, located in the city of Christchurch, New Zealand, are lowland spring-fed rivers linked with the Christchurch Groundwater System. At present, the flow paths and recharge sources to the Christchurch Groundwater System are not fully understood. Study of both the Avon and Heathcote Rivers can provide greater insight into this system. In addition, during the period 2010-2012, Christchurch has experienced large amounts of seismic activity, including a devastating Mw 6.2 aftershock on February 22nd, 2011, which caused widespread damage and loss of life. Associated with these earthquakes was the release of large amounts of water through liquefaction and temporary springs throughout the city. This provided a unique opportunity to study groundwater surface water interactions following a large scale seismic event. Presented herein is the first major geochemical study on the Avon and Heathcote Rivers and the hydrological impact of the February 22, 2011 Christchurch Earthquake. The Avon, Heathcote, and Waimakariri Rivers were sampled in quarterly periods starting in July 2011 and analyzed for stable Isotopes δ¹⁸O, δD, and δ¹³C and major anion composition. In addition, post -earthquake samples were collected over the days immediately following the February 22, 2011 earthquake and analyzed for stable isotopes δ¹⁸O and δD and major anion composition. A variety of analytical methods were used identify the source of the waters in the Avon-Heathcote System and evaluate the effectiveness of stable isotopes as geochemical tracers in the Christchurch Groundwater System. The results of this thesis found that the waters from the Avon and Heathcote Rivers are geochemically the same, originating from groundwater, and exhibit a strong tidal influence within 5km of the Avon-Heathcote Estuary. The surface waters released following the February 22nd, 2011 earthquake were indistinguishable from quarterly samples taken from the Avon and Heathcote Rivers when comparing stable isotopic composition. The anion data suggests the waters released following the February 22nd, 2011 Christchurch Earthquake were sourced primarily from shallow groundwater, and also suggests a presence of urban sewage at some sites. Attempts to estimate recharge sources for the Avon-Heathcote Rivers using published models for the Christchurch Groundwater System yielded results that were not consistent between models. In evaluating the use of geochemical constituents as tracers in the Christchurch Groundwater System, no one isotope could provide a clear resolution, but when used in conjunction, δ¹⁸O, δ¹³C, and DIC, seem to be the most effective tracers. Sample sizes for δ¹³C were too small for a robust evaluation. Variability on the Waimakariri River appears to be greater than previously estimated, which could have significant impacts on geochemical models for the Christchurch Groundwater System. This research demonstrates the value of using multiple geochemical constituents to enrich our understanding of the groundwater surfaces-water interactions and the Christchurch Groundwater System as a whole.
