The New Zealand Kellogg Rural Leaders Programme develops emerging agribusiness leaders to help shape the future of New Zealand agribusiness and rural affairs. Lincoln University has been involved with this leaders programme since 1979 when it was launched with a grant from the Kellogg Foundation, USA.At 4.35am on 4th September 2010, Canterbury was hit by an earthquake measuring 7.1 on the Richter scale. On 22nd February 2011 and 13th June 2011 a separate fault line approximately 35km from the first, ruptured to inflict two further earthquakes measuring 6.3 and 6.0 respectively. As a direct result of the February earthquake, 181 people lost their lives. Some commentators have described this series of earthquakes as the most expensive global insurance event of all time. These earthquakes and the more than 7000 associated aftershocks have had a significant physical impact on parts of Canterbury and virtually none on others. The economic, social and emotional impacts of these quakes spread across Canterbury and beyond. Waimakariri district, north of Christchurch, has reflected a similar pattern, with over 1400 houses requiring rebuild or substantial repair, millions of dollars of damage to infrastructure, and significant social issues as a result. The physical damage in Waimakiriri District was predominately in parts of Kaiapoi, and two small beach settlements, The Pines and Kairaki Beach with pockets elsewhere in the district. While the balance of the district is largely physically untouched, the economic, social, and emotional shockwaves have spread across the district. Waimakariri district consists of two main towns, Rangiora and Kaiapoi, a number of smaller urban areas and a larger rural area. It is considered mid-size in the New Zealand local government landscape. This paper will explore the actions and plans of Waimakiriri District Council (WDC) in the Emergency Management Recovery programme to provide context to allow a more detailed examination of the planning processes prior to, and subsequent to the earthquakes. This study looked at documentation produced by WDC, applicable legislation and New Zealand Emergency Management resources and other sources. Key managers and elected representatives in the WOC were interviewed, along with a selection of governmental and nongovernmental agency representatives. The interview responses enable understanding of how central Government and other local authorities can benefit from these lessons and apply them to their own planning. It is intended that this paper will assist local government organisations in New Zealand to evaluate their planning processes in light of the events of 2010/11 in Canterbury and the lessons from WDC.

This thesis explores the lived experiences of a group of young Bhutanese former refugees between the ages of 18 to 24 years who were resettled in Christchurch between 2008 and 2010 – prior to the first major earthquake. The main goal of the thesis was to gain an understanding of their ways of coping and a second goal was to explore whether their participation in up to five mindfulness infused counselling sessions had influenced their ways of coping. A qualitative research methodology was used to guide the thesis. Participants were interviewed about the major events in their life and how they coped with them. They were then invited to participate in five sessions of mindfulness infused counselling. Approximately five weeks after their final session had ended they were invited to one final interview to explore the influence of the sessions on their ways of coping. Interviews were recorded and transcribed and research notes were taken of the mindfulness infused counselling sessions. Max van Manen’s method of phenomenology was adopted to interpret the narratives of the youth. Three main themes emerged from the data analysis and these are described as essences of lived coping experiences. The first captures their strong sense of community back in the refugee camp. The second presents the sense of resilience that exists among the Bhutanese former refugees. The third essence indicated the inner strengths of the participants which they said helped them deal with the challenging circumstances that life cast in their direction. This meant that their first experience of an earthquake was not considered the biggest event in their lives. After attending the mindfulness infused counselling sessions’ participants reported positive benefits from giving non-judgemental attention to their thoughts and feelings and they found themselves dealing with their issues proactively. For some participants their ‘accepting’ attitude facilitated better control over their emotions while others reported being able to form deeper connections with nature and other people as a result of being mindful. Other participants reported being able to make peace with the events in their past and even found that they were able to forgive those who tormented their community. However, in the absence of any major event in any of the participants’ lives in the time period following their final counselling session, the research was not able to definitely conclude that using mindful-based counselling facilitates better coping in the face extremely stressful events. There is currently very little research that focuses on the experiences of former refugee youth within New Zealand and how they utilize their capacities to deal with adversities. When this thesis commenced, the Bhutanese were the newest refugee community to be accepted for resettlement in New Zealand. This research partly addresses the limited voice of this community.

Organisations play a vital role in assisting communities to recover from disasters. They are the key providers of goods and services needed in both response and recovery efforts. They provide the employment which both anchors people to place and supports the taxation base to allow for necessary recovery spending. Finally, organisations are an integral part of much day to day functioning contributing immensely to people’s sense of ‘normality’ and psychological wellbeing. Yet, despite their overall importance in the recovery process, there are significant gaps in our existing knowledge with regard to how organisations respond and recover following disaster. This research fills one part of this gap by examining collaboration as an adaptive strategy enacted by organisations in the Canterbury region of New Zealand, which was heavily impacted by a series of major earthquakes, occurring in 2010 and 2011. Collaboration has been extensively investigated in a variety of settings and from numerous disciplinary perspectives. However, there are few studies that investigate the role of collaborative approaches to support post-disaster business recovery. This study investigates the type of collaborations that have occurred and how they evolved as organisations reacted to the resource and environmental change caused by the disaster. Using data collected through semi-structured interviews, survey and document analysis, a rich and detailed picture of the recovery journey is created for 26 Canterbury organisations including 14 collaborators, six non-traders, five continued traders and one new business. Collaborations included two or more individual businesses collaborating along with two multi-party, place based projects. Comparative analysis of the organisations’ experiences enabled the assessment of decisions, processes and outcomes of collaboration, as well as insight into the overall process of business recovery. This research adopted a primarily inductive, qualitative approach, drawing from both grounded theory and case study methodologies in order to generate theory from this rich and contextually situated data. Important findings include the importance of creating an enabling context which allows organisations to lead their own recovery, the creation of a framework for effective post-disaster collaboration and the importance of considering both economic and other outcomes. Collaboration is found to be an effective strategy enabling resumption of trade at a time when there seemed few other options available. While solving this need, many collaborators have discovered significant and unexpected benefits not just in terms of long term strategy but also with regard to wellbeing. Economic outcomes were less clear-cut. However, with approximately 70% of the Central Business District demolished and rebuilding only gaining momentum in late 2014, many organisations are still in a transition stage moving towards a new ‘normal’.

This research investigates creativity in a post-disaster setting. The data explore creativity at the intersection of the affected community of Christchurch, New Zealand and the social processes that followed the earthquakes of 2010 - 2012. Personal and contextual influences on creative ideas implemented for community or commercial benefit are also examined. Viewed as creative, unique approaches to post-disaster problem solving were celebrated locally, nationally and internationally (Bergman, 2014; Wesener, 2015; Cloke & Conradson, 2018). Much has been written about creativity, particularly creativity in organisations and in business. However, little is known with regards to who creates after a disaster, why individuals choose to do so and what impact the post-disaster context has on their creative activity. This exploratory study draws on the literature from the fields of creativity, disasters, psychology, sociology and entrepreneurship to interpret first-hand accounts of people who acted on creative ideas in a physically and socially altered environment. A mixed method - albeit predominantly qualitative - approach to data gathering was adopted that included interviews (n=45) with participants who had been the primary drivers of creative ideas implemented in Christchurch after September 2010 – the first major (7.1 magnitude) earthquake in a prolonged sequence of thousands of aftershocks. Key findings include that a specific type of creativity results from the ‘collision’ between individuals and social processes activated by a disaster situation. This type of creativity could be best categorised as ‘little c’ or socially adaptive and emerges through a prosocial filter. There is wide consensus amongst creativity researchers - principally social psychologists - that for output to be considered creative it must be both novel and useful (Runco & Jaegar, 2012). There is greater tolerance for the novelty component after a disaster as novelty itself has greater utility, either as a distraction or because alternatives are few. Existing creativity models show context as input – an additional component of the creative process – but after a disaster the event itself becomes the catalyst for social processes that result in the creativity seen. Most participants demonstrated characteristics commonly associated with creativity and could be categorised as either a ‘free thinker’ and/or an ‘opportunist’. Some appear preadapted to create and thrive in unstable circumstances. Findings from participants’ completion of a Ten Item Personality Inventory (TIPI) showed an apparent reduced need for extraversion in relation to implementing creative ventures in society. This factor, along with higher levels of agreeableness may indicate a potentially detrimental effect on the success of creative ideas established after a disaster, despite earnest intentions. Three new models are presented to illustrate the key findings of this study. The models imply that disasters enhance both the perceived value of creativity and the desire to act creatively for prosocial ends. The models also indicate that these disaster influenced changes are likely to be temporary.

4th September 2010 a 7.1 magnitude earthquake strikes near Christchurch, New Zealand’s second largest city of approximately 370,000 people. This is followed by a 6.3 magnitude quake on 22nd February 2011 and a 6.4 on 13th June. In February 181 people died and a state of national emergency was declared from 23 February to 30th April. Urban Search and Rescue teams with 150 personnel from New Zealand and 429 from overseas worked tirelessly in addition to Army, Police and Fire services. Within the central business district 1,000 buildings (of 4,000) are expected to be demolished. An estimated 10,000 houses require demolition and over 100,000 were damaged. Meanwhile the over 7,000 aftershocks have become part of the “new normal” for us all. During this time how have libraries supported their staff? What changes have been made to services? What are the resourcing opportunities? This presentation will provide a personal view from Lincoln University, Te Whare Wanaka o Aoraki, Library Teaching and Learning. Lincoln is New Zealand's third oldest university having been founded in 1878. Publicly owned and operated it is New Zealand's specialist land-based university. Lincoln is based on the Canterbury Plains, 22 kilometres south of Christchurch. On campus there was mostly minor damage to buildings while in the Library 200,000 volumes were thrown from the shelves. I will focus on the experiences of the Disaster Team and on our experiences with hosting temporarily displaced staff and students from the Christchurch Polytechnic Institute of Technology, Library, Learning & Information Services. Experiences from two other institutions will be highlighted: Christchurch City Libraries, Ngā Kete Wānanga-o-Ōtautahi. Focusing on the Māori Services Team and the Ngā Pounamu Māori and Ngāi Tahu collections. The Central library located within the red zone cordon has been closed since February, the Central library held the Ngā Pounamu Māori and Ngai Tahu collections, the largest Māori collections in the Christchurch public library network. The lack of access to these collections changed the way the Māori Services Team, part of the larger Programmes, Events and Learning Team at Christchurch City Libraries were able to provide services to their community resulting in new innovative outreach programmes and a focus on promotion of online resources. On 19th December the “temporary” new and smaller Central library Peterborough opened. The retrieved Ngā Pounamu Māori and Ngai Tahu collections "Ngā rakau teitei e iwa”, have since been re-housed and are once again available for use by the public. Te Rūnanga o Ngāi Tahu. This organisation, established by the Te Rūnanga o Ngāi Tahu Act 1996, services the statutory rights for the people of Ngāi Tahu descent and ensures that the benefits of their Treaty Claim Settlement are enjoyed by Ngāi Tahu now and in the future. Ngāi Tahu are the indigenous Māori people of the southern islands of New Zealand - Te Waipounamu. The iwi (people) hold the rangatiratanga or tribal authority to over 80 per cent of the South Island. With their headquarters based in the central business they have also had to be relocated to temporary facilities. This included their library/archive collection of print resources, art works and taonga (cultural treasures).

The major earthquakes of 2010 and 2011 brought to an abrupt end a process of adaptive reuse, revitalisation and gentrification that was underway in the early 20th century laneways and buildings located in the south eastern corner of the Christchurch Central Business District. Up until then, this location was seen as an exemplar of how mixed use could contribute to making the central city an attractive and viable alternative to the suburban living experience predominant in New Zealand. This thesis is the result of a comprehensive case study of this “Lichfield Lanes” area, which involved in depth interviews with business owners, observation of public meetings and examination of documents and the revitalisation research literature. Findings were that many of the factors seen to make this location successful pre-earthquakes mirror the results of similar research in other cities. These factors include: the importance of building upon historic architecture and the eclectic spaces this creates; a wide variety of uses generating street life; affordable rental levels; plus the dangers of uniformity of use brought about by focussing on business types that pay the most rent. Also critical is co-operation between businesses to create and effectively market and manage an identifiable precinct that has a coherent style and ambience that differentiates the location from competing suburban malls. In relation to the latter, a significant finding of this project was that the hospitality and retail businesses key to the success of Lichfield Lanes were not typical and could be described as quirky, bohemian, chaotic, relatively low rent, owner operated and appealing to the economically important “Creative Class” identified by Richard Florida (2002) and others. In turn, success for many of these businesses can be characterised as including psychological and social returns rather than simply conventional economic benefits. This has important implications for inner city revitalisation, as it contrasts with the traditional focus of local authorities and property developers on physical aspects and tenant profitability as measures of success. This leads on to an important conclusion from this research, which is that an almost completely inverted strategy from that applied to suburban mall development, may be most appropriate for successful inner city revitalisation. It also highlights a disconnection between the focus and processes of regulatory authorities and the outcomes and processes most acceptable to the people likely to frequent the central city. Developers are often caught in the middle of this conflicted situation. Another finding was early commitment by businesses to rebuild the case study area in the same style, but over time this waned as delay, demolition, insurance problems, political and planning uncertainty plus other issues made participation by the original owners and tenants impossible or uneconomic. In conclusion, the focus of inner city revitalisation is too often on buildings rather than the people that use them and what they now desire from the central city.

“One of the most basic and fundamental questions in urban master planning and building regulations is ‘how to secure common access to sun, light and fresh air?” (Stromann-Andersen & Sattrup, 2011).  Daylighting and natural ventilation can have significant benefits in office buildings. Both of these ‘passive’ strategies have been found to reduce artificial lighting and air-conditioning energy consumption by as much as 80% (Ministry for the Environment, 2008); (Brager, et al., 2007). Access to daylight and fresh air can also be credited with improved occupant comfort and health, which can lead to a reduction of employee absenteeism and an increase of productivity (Sustainability Victoria, 2008).  In the rebuild of Christchurch central city, following the earthquakes of 2010 and 2011, Cantabrians have expressed a desire for a low-rise, sustainable city, with open spaces and high performance buildings (Christchurch City Council, 2011). With over 80% of the central city being demolished, a unique opportunity to readdress urban form and create a city that provides all buildings with access to daylight and fresh air exists.  But a major barrier to wide-spread adoption of passive buildings in New Zealand is their dependence on void space to deliver daylight and fresh air – void space which could otherwise be valuable built floor space. Currently, urban planning regulations in Christchurch prioritize density, allowing and even encouraging low performance compact buildings.  Considering this issue of density, this thesis aimed to determine which urban form and building design changes would have the greatest effect on building performance in Central City Christchurch.  The research proposed and parametrically tested modifications of the current compact urban form model, as well as passive building design elements. Proposed changes were assessed in three areas: energy consumption, indoor comfort and density. Three computer programs were used: EnergyPlus was the primary tool, simulating energy consumption and thermal comfort. Radiance/Daysim was used to provide robust daylighting calculations and analysis. UrbaWind enabled detailed consideration of the urban wind environment for reliable natural ventilation predictions.  Results found that, through a porous urban form and utilization of daylight and fresh air via simple windows, energy consumption could be reduced as much as 50% in buildings. With automatic modulation of windows and lighting, thermal and visual comfort could be maintained naturally for the majority of the occupied year. Separation of buildings by as little as 2m enabled significant energy improvements while having only minimal impact on individual property and city densities.  Findings indicated that with minor alterations to current urban planning laws, all buildings could have common access to daylight and fresh air, enabling them to operate naturally, increasing energy efficiency and resilience.

Christchurch City Council (Council) is undertaking the Land Drainage Recovery Programme in order to assess the effects of the earthquakes on flood risk to Christchurch. In the course of these investigations it has become better understood that floodplain management should be considered in a multi natural hazards context. Council have therefore engaged the Jacobs, Beca, University of Canterbury, and HR Wallingford project team to investigate the multihazards in eastern areas of Christchurch and develop flood management options which also consider other natural hazards in that context (i.e. how other hazards contribute to flooding both through temporal and spatial coincidence). The study has three stages:  Stage 1 Gap Analysis – assessment of information known, identification of gaps and studies required to fill the gaps.  Stage 2 Hazard Studies – a gap filling stage with the studies identified in Stage 1.  Stage 3 Collating, Optioneering and Reporting – development of options to manage flood risk. This present report is to document findings of Stage 1 and recommends the studies that should be completed for Stage 2. It has also been important to consider how Stage 3 would be delivered and the gaps are prioritised to provide for this. The level of information available and hazards to consider is extensive; requiring this report to be made up of five parts each identifying individual gaps. A process of identifying information for individual hazards in Christchurch has been undertaken and documented (Part 1) followed by assessing the spatial co-location (Part 2) and probabilistic presence of multi hazards using available information. Part 3 considers multi hazard presence both as a temporal coincidence (e.g. an earthquake and flood occurring at one time) and as a cascade sequence (e.g. earthquake followed by a flood at some point in the future). Council have already undertaken a number of options studies for managing flood risk and these are documented in Part 4. Finally Part 5 provides the Gap Analysis Summary and Recommendations to Council. The key findings of Stage 1 gap analysis are: - The spatial analysis showed eastern Christchurch has a large number of hazards present with only 20% of the study area not being affected by any of the hazards mapped. Over 20% of the study area is exposed to four or more hazards at the frequencies and data available. - The majority of the Residential Red Zone is strongly exposed to multiple hazards, with 86% of the area being exposed to 4 or more hazards, and 24% being exposed to 6 or more hazards. - A wide number of gaps are present; however, prioritisation needs to consider the level of benefit and risks associated with not undertaking the studies. In light of this 10 studies ranging in scale are recommended to be done for the project team to complete the present scope of Stage 3. - Stage 3 will need to consider a number of engineering options to address hazards and compare with policy options; however, Council have not established a consistent policy on managed retreat that can be applied for equal comparison; without which substantial assumptions are required. We recommend Council undertake a study to define a managed retreat framework as an option for the city. - In undertaking Stage 1 with floodplain management as the focal point in a multi hazards context we have identified that Stage 3 requires consideration of options in the context of economics, implementation and residual risk. Presently the scope of work will provide a level of definition for floodplain options; however, this will not be at equal levels of detail for other hazard management options. Therefore, we recommend Council considers undertaking other studies with those key hazards (e.g. Coastal Hazards) as a focal point and identifies the engineering options to address such hazards. Doing so will provide equal levels of information for Council to make an informed and defendable decision on which options are progressed following Stage 3.

Deconstruction, at the end of the useful life of a building, produces a considerable amount of materials which must be disposed of, or be recycled / reused. At present, in New Zealand, most timber construction and demolition (C&D) material, particularly treated timber, is simply waste and is placed in landfills. For both technical and economic reasons (and despite the increasing cost of landfills), this position is unlikely to change in the next 10 – 15 years unless legislation dictates otherwise. Careful deconstruction, as opposed to demolition, can provide some timber materials which can be immediately re-used (eg. doors and windows), or further processed into other components (eg. beams or walls) or recycled (‘cascaded’) into other timber or composite products (e.g. fibre-board). This reusing / recycling of materials is being driven slowly in NZ by legislation, the ‘greening’ of the construction industry and public pressure. However, the recovery of useful material can be expensive and uneconomic (as opposed to land-filling). In NZ, there are few facilities which are able to sort and separate timber materials from other waste, although the soon-to-be commissioned Burwood Resource Recovery Park in Christchurch will attempt to deal with significant quantities of demolition waste from the recent earthquakes. The success (or otherwise) of this operation should provide good information as to how future C&D waste will be managed in NZ. In NZ, there are only a few, small scale facilities which are able to burn waste wood for energy recovery (e.g. timber mills), and none are known to be able to handle large quantities of treated timber. Such facilities, with constantly improving technology, are being commissioned in Europe (often with Government subsidies) and this indicates that similar bio-energy (co)generation will be established in NZ in the future. However, at present, the NZ Government provides little assistance to the bio-energy industry and the emergence worldwide of shale-gas reserves is likely to push the economic viability of bio-energy further into the future. The behaviour of timber materials placed in landfills is complex and poorly understood. Degrading timber in landfills has the potential to generate methane, a potent greenhouse gas, which can escape to the atmosphere and cancel out the significant benefits of carbon sequestration during tree growth. Improving security of landfills and more effective and efficient collection and utilisation of methane from landfills in NZ will significantly reduce the potential for leakage of methane to the atmosphere, acting as an offset to the continuing use of underground fossil fuels. Life cycle assessment (LCA), an increasingly important methodology for quantifying the environmental impacts of building materials (particularly energy, and global warming potential (GWP)), will soon be incorporated into the NZ Green Building Council Greenstar rating tools. Such LCA studies must provide a level playing field for all building materials and consider the whole life cycle. Whilst the end-of-life treatment of timber by LCA may establish a present-day base scenario, any analysis must also present a realistic end-of-life scenario for the future deconstruction of any 6 new building, as any building built today will be deconstructed many years in the future, when very different technologies will be available to deal with construction waste. At present, LCA practitioners in NZ and Australia place much value on a single research document on the degradation of timber in landfills (Ximenes et al., 2008). This leads to an end-of-life base scenario for timber which many in the industry consider to be an overestimation of the potential negative effects of methane generation. In Europe, the base scenario for wood disposal is cascading timber products and then burning for energy recovery, which normally significantly reduces any negative effects of the end-of-life for timber. LCA studies in NZ should always provide a sensitivity analysis for the end-of-life of timber and strongly and confidently argue that alternative future scenarios are realistic disposal options for buildings deconstructed in the future. Data-sets for environmental impacts (such as GWP) of building materials in NZ are limited and based on few research studies. The compilation of comprehensive data-sets with country-specific information for all building materials is considered a priority, preferably accounting for end-of-life options. The NZ timber industry should continue to ‘champion’ the environmental credentials of timber, over and above those of the other major building materials (concrete and steel). End-of-life should not be considered the ‘Achilles heel’ of the timber story.

Field surveys and experimental studies have shown that light steel or timber framed plasterboard partition walls are particularly vulnerable to earthquake damage prompting the overarching objective of this research, which is to further the development of low damage seismic systems for non-structural partition walls in order to facilitate their adoption by industry to assist with reducing the losses associated with the maintenance and repair cost of buildings across their design life. In particular, this study focused on the behaviour of steel-framed partition walls systems with novel detailing that aim to be “low-damage” designed according to common practice for walls used in commercial and institutional buildings in New Zealand. This objective was investigated by (1) investigating the performance of a flexible track system proposed by researchers and industry by experimental testing of full-scale specimens; (2) investigating the performance of the seismic gap partition wall systems proposed in a number of studies, further developed in this study with input from industry, by experimental testing of full-scale specimens; and (3) investigating the potential implications of using these systems compared with traditionally detailed partition wall systems within multi-storey buildings using the Performance Based Earthquake Engineering loss assessment methodology. Three full-scale testing frames were designed in order to replicate, under controlled laboratory conditions, the effects of seismic shaking on partition walls within multi-storey buildings by the application of quasi-static uni-directional cyclic loading imposing an inter-storey drift. The typical configuration for test specimens was selected to be a unique “y-shape”, including one angled return wall, with typical dimensions of approximately 2400 mm along the main wall and 600 mm along (approximately) the returns walls with a height of 2405 mm from floor to ceiling. The specimens were aligned within test frames at an oblique angle to the direction of loading in order to investigate bi- directional effects. Three wall specimens with flexible track detailing, two identical plane specimens and the third including a doorway, were tested. The detailing involved removing top track anchors within the proximity of wall intersections, thus allowing the tracks to ‘bow’ out at these locations. Although the top track anchors were specified to be removed the proximity of wall intersections, a construction error was made whereby a single top track slab to concrete anchor was left in at the three-way wall junction. Despite this error, the experimental testing was deemed worthwhile since such errors will also occur in practice and because the behaviour of the wall can be examined with this fixing in mind. The specimens also included an acoustic/fire sealant at the top lining to floor boundary. In addition to providing drift capacities, the force-displacement behaviour is also reported, the dissipated energy was computed, and the parameters of the Wayne-Stewart hysteretic model were fitted to the results. The specimen with the door opening behaved significantly different to the plane specimens: damage to the doorway specimen began as cracking of the wallboard propagating from the corners of the doorway following which the L- and Y- shaped junctions behaved independently, whereas damage to the plane specimens began as cracking of the wallboard at the top of the L-junction and wall system deformed as a single unit. The results suggest that bi-directional behaviour is important even if its impact cannot be directly quantified by the experiments conducted. Damage to sealant implies that the bond between plasterboard and sealant is important for its seismic performance. Careful quality control is advised as defects in the bond may significantly impact its ability to withstand seismic movement. Two specimens with seismic gap detailing were tested: a steel stud specimen and a timber stud specimen. Observed drift capacities were significantly greater than traditional plasterboard partition systems. Equations were used to predict the drift at which damage state 1 (DS1) and damage state 2 (DS2) would initiate. The equation used to estimate the drift at the onset of DS1 accurately predicted the onset of plaster cracking but overestimated the drift at which the gap filling material was damaged. The equation used to predict the onset of DS2 provided a lower bound for both specimens and also when used to predict results of previous experimental tests on seismic gap systems. The gap-filling material reduced the drift at the onset of DS1, however, it had a beneficial effect on the re-centring behaviour of the linings. Out-of-plane displacements and return wall configuration did not appear to significantly impact the onset of plaster cracking in the specimens. A loss assessment according to the PBEE methodology was conducted on four steel MRF case study buildings: (1) a 4-storey building designed for the Christchurch region, (2) a 4-storey building designed for the Wellington region, (3) a 12-storey building designed for the Christchurch region, and (4) a 12- storey building designed for the Wellington region. The fragility parameters for a traditional partition system, the flexible track partition system, and the seismic gap steel stud and timber stud partition systems were included within the loss assessment. The order (lowest to highest) of each system in terms of the expected annual losses of each building when incorporating the system was, (1) the seismic gap timber stud system, (2) the seismic gap steel stud system, (3) the traditional/baseline system, and (4) the flexible track system. For the seismic gap timber stud system, which incurred the greatest reduction in expected annual losses for each case study building, the reduction in expected annual losses in comparison to the losses found when using the traditional system ranged from a 5% to a 30% reduction. This reinforces the fact that while there is a benefit to the using low damage partition systems in each building the extent of reduction in expected annual losses is significantly dependent on the particular building design and its location. The flexible track specimens had larger repair costs at small hazard levels compared to the traditional system but smaller repair costs at larger hazard levels. However, the resulting expected annual losses for the flexible track system was higher than the traditional system which reinforces findings from past studies which observed that the greatest contribution to expected annual losses arises from low to moderate intensity shaking seismic events (low hazard levels).
