This research examines the connection between accessibility and resilience in post-earthquake Christchurch. This research will provide my community partner with a useful evidence base to help show that increased accessibility does create a more resilient environment. This research uses an in-depth literature review along with qualitative interview approach discussing current levels of accessibility and resilience in Christchurch and whether or not the interview participants believe that increased accessibility in Christchurch will make our city more resilient to future disasters. This research is important because it helps to bridge the connection between accessibility and resilience by showing how accessibility is an important aspect of making a city resilient. In Christchurch specifically, it is a great time to create an accessible and inclusive environment in the post-earthquake rebuild state the city is currently in. Showing that an accessible environment will lead to a more resilient city is important will potentially lead to accessible design being included in the rebuild of places and spaces in Christchurch. In theory, the results of this research show that having an accessible environment leads to universal inclusiveness which in turn, leads to a resilient city. An overarching theme that arose during this research is that accessibility is a means to inclusion and without inclusion a society cannot be resilient. In practice, the results show that for Christchurch to become more accessible and inclusive for people with disabilities, there needs to not only be an increase the accessibility of places and spaces but accessibility to the community as well. Having accessible infrastructure and communities will lead to increased social and urban resilience, especially for individuals with disabilities. This research is beneficial because it helps to bridge the connection between accessibility and resilience. Resilience is important because it help cities prepare for, respond to and recover from disasters and this research helps to show that accessibility is an important part of creating resilience. Some questions still remain unresolved mainly looking into normalising accessibility and deciphering how to prove that accessibility is an issue that effects everybody, not just individuals with disabilities.

The extent of liquefaction in the eastern suburbs of Christchurch (Aranui, Bexley, Avonside, Avonhead and Dallington) from the February 22 2011 Earthquake resulted in extensive damage to in-ground waste water pipe systems. This caused a huge demand for portable toilets (or port-a-loos) and companies were importing them from outside Canterbury and in some instances from Australia. However, because they were deemed “assets of importance” under legislation, their allocation had to be coordinated by Civil Defence and Emergency Management (CDEM). Consequently, companies supplying them had to ignore requests from residents, businesses and rest homes; and commitments to large events outside of the city such as the Hamilton 400 V8 Supercars and the Pasifika Festival in Auckland were impacted. Frustrations started to show as neighbourhoods questioned the equity of the port-a-loos distribution. The Prime Minister was reported as reassuring citizens in the eastern suburbs in the first week of March that1 “a report about the distribution of port-a-loos and chemical toilets shows allocation has been fair. Key said he has asked Civil Defence about the distribution process and where the toilets been sent. He said there aren’t enough for the scale of the event but that is quickly being rectified and the need for toilets is being reassessed all the time.” Nonetheless, there still remained a deep sense of frustration and exclusion over the equity of the port-a-loos distribution. This study took the simple approach of mapping where those port-a-loos were on 11-12 March for several areas in the eastern suburbs and this suggested that their distribution was not equitable and was not well done. It reviews the predictive tools available for estimating damage to waste water pipes and asks the question could this situation have been better planned so that pot-a-loo locations could have been better prioritised? And finally it reviews the integral roles of communication and monitoring as part of disaster management strategy. The impression from this study is that other New Zealand urban centres could or would also be at risk and that work is need to developed more rational management approaches for disaster planning.

This paper presents an examination of ground motion observations from 20 near-source strong motion stations during the most significant 10 events in the 2010-2011 Canterbury earthquake to examine region-specific systematic effects based on relaxing the conventional ergodic assumption. On the basis of similar site-to-site residuals, surfical geology, and geographical proximity, 15 of the 20 stations are grouped into four sub-regions: the Central Business District; and Western, Eastern, and Northern suburbs. Mean site-to-site residuals for these sub-regions then allows for the possibility of non-ergodic ground motion prediction over these sub-regions of Canterbury, rather than only at strong motion station locations. The ratio of the total non-ergodic vs. ergodic standard deviation is found to be, on average, consistent with previous studies, however it is emphasized that on a site-by-site basis the non-ergodic standard deviation can easily vary by ±20%.

One of the less understood geotechnical responses to the cyclic loading from the MW6.2 Christchurch Earthquake, on the 22nd of February 2011, is the fissuring in the loessial soil-mantled, footslope positions of the north-facing valleys of the Port Hills. The fissures are characterized by mostly horizontal offset (≤500mm), with minor vertical displacement (≤300mm), and they extend along both sides of valleys for several hundred metres in an approximately contour-parallel orientation. The fissure traces correspond to extensional features mapped in other studies. Previous studies have suggested that the fissures are the headscarps of incipient landslides, but the surface and subsurface features are not typical of landslide movement. Whilst there are some features that correlate with landslide movement, there are many features that contradict the landslide movement hypothesis. Of critical importance to this investigation was the fact that there are no landslide flanks, there has been no basal shear surface found, there is little deformation in the so-called ‘landslide body’, and there have been no recorded zones of low shear strength in the soil deposit that are indicative of a basal shear surface. This thesis is a detailed geotechnical study on the fissures along part of Ramahana Road in the Hillsborough Valley, Christchurch. Shallow and deep investigation methods found that the predominant soil is loess-colluvium, to depths of ~20m, and this soil has variable geotechnical characteristics depending on the layer sampled. The factor that has the most influence on shear strength was found to be the moisture content. Direct shear-box testing of disturbed, recompacted loess-colluvium found that the soil had a cohesion of 35-65kPa and a friction angle of 38-43° when the soil moisture content was at 8-10%. However when the moisture content was at 19-20% the soil’s cohesion decreased to 3-5kPa and its friction angle decreased to 33-38°, this moisture content is at or slightly above the plastic limit. An electrical resistivity geophysical survey was conducted perpendicular to multiple fissure traces and through the compressional zone at 17 Ramahana Road. The electrical resistivity line found that there was an area of high resistivity at the toe of the slope, and an area of high conductivity downslope of this and at greater depths. This area correlated to the compressional zone recorded by previous studies. Moisture content testing of the soil in these locations showed that the soil in the resistive area was relatively dry (9%) compared to the surrounding soil (13%), whilst the soil in the conductive area was relatively wet (22%)compared to the surrounding soil (19%). Density tests of the soil in the compressional zone recorded that the resistive area had a higher dry density than the surrounding soil (~1790 kg/m3 compared to ~1650 kg/m3). New springs arose downslope of the compressional zone contemporaneously with the fissures, and it is interpreted that these have arisen from increased hydraulic head in the Banks Peninsula bedrock aquifer system, and earthquake induced-bedrock fracturing. A test pit was dug across an infilled fissure trace at 17 Ramahana Road to a depth of 3m. The fissure trace had an aperture of 450-470mm at the ground surface, but it gradually lost aperture with depth until 2.0-2.1m where it became a segmented fissure trace with 1-2mm aperture. A mixed-colluvium layer was intercepted by the fissure trace at 2.4m depth, and there was no observable vertical offset of this layer. The fissure trace was at an angle of 78° at the ground surface, but it also flattened with depth, which gave it a slightly curved appearance. The fissure trace was at an assumed angle of 40-50° near the base of the test pit. Rotational slide, translational slide and lateral spread landslide movement types were compared and contrasted as possibilities for landslide movement types, whilst an alternative hypothesis was offered that the fissures are tensile failures with a quasi-toppling motion involving a cohesive block of loessial soil moving outwards from the slope, with an accommodating compressional strain in the lower less cohesive soil. The mechanisms behind this movement are suggested to be the horizontal earthquake inertia forces from the Christchurch Earthquake, the static shear stress of the slope, and bedrock uplift of the Port Hills in relation to the subsidence of the Christchurch city flatlands. Extremely high PGA is considered to be a prerequisite to the fissure trace development, and these can only be induced in the Hillsborough Valley from a Port Hills Fault rupture, which has a recurrence interval of ~10,000 years. The current understanding of how the loess-colluvium soil would behave under cyclic loading is limited, and the mechanisms behind the suggested movement type are not completely understood. Further research is needed to confirm the proposed mechanism of the fissure traces. Laboratory tests such as the cyclic triaxial and cyclic shear test would be beneficial in future research to quantitatively test how the soil behaves under cyclic loading at various moisture contents and clay contents, and centrifuge experiments would be of great use to qualitatively test the suggested mode of movement in the loessial soil.

This thesis explores how social entrepreneurship develops following a crisis. A review of literature finds that despite more than 15 years of academic attention, a common definition of social entrepreneurship remains elusive, with the field lacking the unified framework to set it apart as a specialised field of study. There are a variety of different conceptualisations of how social entrepreneurship works, and what it aims to achieve. The New Zealand context for social entrepreneurship is explored, finding that it receives little attention from the government and education sectors, despite its enormous potential. A lack of readily available information on social entrepreneurship leads most studies to investigate it as a phenomenon, and given the unique context of this research, it follows suit. Following from several authors’ recommendations that social entrepreneurship be subjected to further exploration, this is an exploratory, inductive study. A multiple case study is used to explore how social entrepreneurship develops following a natural disaster, using the example of the February 2011 earthquake in Christchurch, New Zealand. With little existing theory in this research area, this method is used to provide interesting examples of how the natural disaster, recognised as a crisis, can lead to business formation. Findings revealed the crisis initially triggered an altruistic response from social entrepreneurs, leading them to develop newly highlighted opportunities that were related to fields in which they had existing skills and expertise. In the process of developing these opportunities, initial altruistic motivations faded, with a new focus on the pursuit of a social mission and aims for survival and growth. The social missions addressed broad issues, and while they did address the crisis to differing extents, they were not confined to addressing its consequences. A framework is presented to explain how social entrepreneurship functions, once triggered in response to crisis. This framework supports existing literature that depicts social entrepreneurship as a continuous process, and illustrates the effects of a crisis as the catalyst for social business formation. In the aftermath of a crisis, when resources are likely to be scarce, social entrepreneurs play a significant role in the recovery process and their contributions should be highly valued both by government and relevant disaster response bodies. Policies that support social entrepreneurs and their ventures should be considered in the same way as commercial ventures.

Data from the 2010-2011 Canterbury earthquake sequence (CES) provides an unprecedented opportunity to assess and advance the current state of practice for evaluating liquefaction triggering. Towards this end, select case histories from the CES are used herein to assess the predictive capabilities of three alternative CPT-based simplified liquefaction evaluation procedures: Robertson and Wride (1998); Moss et al. (2006); and Idriss and Boulanger (2008). Additionally, the Liquefaction Potential Index (LPI) framework for predicting the severity of surficial liquefaction manifestations is also used to assess the predictive capabilities of the liquefaction evaluation procedures. Although it is not without limitations, use of the LPI framework for this purpose circumvents the need for selecting “critical” layers and their representative properties for study sites, which inherently involves subjectivity and thus has been a point of contention among researchers. It was found that while all the assessed liquefaction triggering evaluation procedures performed well for the parameter ranges of the sites analyzed, the procedure proposed by Idriss and Boulanger (2008) yielded predictions that are more consistent with field observations than the other procedures. However, use of the Idriss and Boulanger (2008) procedure in conjunction with a Christchurch-specific correlation to estimate fines content showed a decreased performance relative to using a generic fines content correlation. As a result, the fines correction for the Idriss and Boulanger (2008) procedure needs further study.

Recent tsunami events have highlighted the importance of effective tsunami risk management strategies (including land-use planning, structural and natural mitigation, warning systems, education and evacuation planning). However, the rarity of tsunami means that empirical data concerning reactions to tsunami warnings and evacuation behaviour is rare when compared to findings for evacuations from other hazards. More knowledge is required to document the full evacuation process, including responses to warnings, pre-evacuation actions, evacuation dynamics, and the return home. Tsunami evacuation modelling has the potential to inform evidence-based tsunami risk planning and response. However, to date, tsunami evacuation models have largely focused on the timings of evacuations, rather than behaviours of those evacuating. In this research, survey data was gathered from coastal communities in Banks Peninsula and Christchurch, New Zealand, relating to behaviours and actions during the November 14th 2016 Kaikōura earthquake tsunami. Survey questions asked about immediate actions following the earthquake shaking, reactions to tsunami warnings, pre-evacuation actions, evacuation dynamics and details on congestion. This data was analysed to characterise trends and identify factors that influenced evacuation actions and behaviour, and was further used to develop a realistic evacuation model prototype to evaluate the capacity of the roading network in Banks Peninsula during a tsunami evacuation. The evacuation model incorporated tsunami risk management strategies that have been implemented by local authorities, and exposure and vulnerability data, alongside the empirical data collected from the survey. This research enhances knowledge of tsunami evacuation behaviour and reactions to tsunami warnings, and can be used to refine evacuation planning to ensure that people can evacuate efficiently, thereby reducing their tsunami exposure and personal risk.

The Avon and Heathcote Rivers, located in the city of Christchurch, New Zealand, are lowland spring-fed rivers linked with the Christchurch Groundwater System. At present, the flow paths and recharge sources to the Christchurch Groundwater System are not fully understood. Study of both the Avon and Heathcote Rivers can provide greater insight into this system. In addition, during the period 2010-2012, Christchurch has experienced large amounts of seismic activity, including a devastating Mw 6.2 aftershock on February 22nd, 2011, which caused widespread damage and loss of life. Associated with these earthquakes was the release of large amounts of water through liquefaction and temporary springs throughout the city. This provided a unique opportunity to study groundwater surface water interactions following a large scale seismic event. Presented herein is the first major geochemical study on the Avon and Heathcote Rivers and the hydrological impact of the February 22, 2011 Christchurch Earthquake. The Avon, Heathcote, and Waimakariri Rivers were sampled in quarterly periods starting in July 2011 and analyzed for stable Isotopes δ¹⁸O, δD, and δ¹³C and major anion composition. In addition, post -earthquake samples were collected over the days immediately following the February 22, 2011 earthquake and analyzed for stable isotopes δ¹⁸O and δD and major anion composition. A variety of analytical methods were used identify the source of the waters in the Avon-Heathcote System and evaluate the effectiveness of stable isotopes as geochemical tracers in the Christchurch Groundwater System. The results of this thesis found that the waters from the Avon and Heathcote Rivers are geochemically the same, originating from groundwater, and exhibit a strong tidal influence within 5km of the Avon-Heathcote Estuary. The surface waters released following the February 22nd, 2011 earthquake were indistinguishable from quarterly samples taken from the Avon and Heathcote Rivers when comparing stable isotopic composition. The anion data suggests the waters released following the February 22nd, 2011 Christchurch Earthquake were sourced primarily from shallow groundwater, and also suggests a presence of urban sewage at some sites. Attempts to estimate recharge sources for the Avon-Heathcote Rivers using published models for the Christchurch Groundwater System yielded results that were not consistent between models. In evaluating the use of geochemical constituents as tracers in the Christchurch Groundwater System, no one isotope could provide a clear resolution, but when used in conjunction, δ¹⁸O, δ¹³C, and DIC, seem to be the most effective tracers. Sample sizes for δ¹³C were too small for a robust evaluation. Variability on the Waimakariri River appears to be greater than previously estimated, which could have significant impacts on geochemical models for the Christchurch Groundwater System. This research demonstrates the value of using multiple geochemical constituents to enrich our understanding of the groundwater surfaces-water interactions and the Christchurch Groundwater System as a whole.

The November 2016 MW 7.8 Kaikōura Earthquake initiated beneath the North Culverden basin on The Humps fault and propagated north-eastwards, rupturing at least 17 faults along a cumulative length of ~180 km. The geomorphic expression of The Humps Fault across the Emu Plains, along the NW margin of Culverden basin, comprises a series of near-parallel strands separated by up to 3 km across strike. The various strands strike east to east-northeast and have been projected to mainly dip steeply to the south in seismic data (~80°). In this area, the fault predominantly accommodates right-lateral slip, with uplift and subsidence confined to releasing and restraining bends and step-overs at a range of scales. The Kaikōura event ruptured pre-existing fault scarps along the Emu Plains, which had been partly identified prior to the earthquake. Geomorphology and faulting expression of The Humps Fault on The Emu Plains was mapped, along with faulting related structures which did not rupture in the 2016 earthquake. Fault ruptures strands are combined into sections and the kinematic deformation of sections analysed to provide a moment tensor fault plane solution. This fault plane solution is consistent with the regional principal horizontal shortening direction (PHS) of ~115°, similar to seismic focal mechanism solutions of some of the nearby aftershocks of the Kaikōura earthquake, and similar to the adjacent Hope Fault. To constrain the timing of paleoseismic events, a trench was excavated across the fault where it crossed a late Quaternary alluvial fan. Mapping of stratigraphy exposed in the trench walls, and dating of variably deformed strata, constrains the pre-historic earthquake event history at the trench site. The available data provides evidence for at least three paleo-earthquakes within the last 15.1 ka, with a possible fourth (penultimate) event. These events are estimated to have occurred at 7.7-10.3 ka, 10.3-14.8 ka, and one or more events that are older than ~15.1 ka. Some evidence suggests an additional penultimate event between 1850 C.E and 7.7 ka. Time-integrated slip-rates at three locations on the fault are measured using paleo-channels as piercing points. These sites give horizontal slip rates of 0.57 ± 0.1 mm/year, 0.49 ± 0.1 mm/year and one site constrains a minimum of between 0.1 - 0.4 mm/year. Two vertical slip-rates are calculated to be constrained to a maximum of 0.2 ± 0.02 mm/year at one site and between 0.02 and 0.1 mm/year at another site. Prior to this study, The Humps fault had only been partially documented in reconnaissance level mapping in the district, and no previous paleoseismic or slip rate data had been reported. This project has provided a detailed fault zone tectonic geomorphic map and established new slip-rate and paleoseismic data. The results highlight that The Humps fault plays an important role in regional seismicity and in accommodating plate boundary deformation across the North Canterbury region.

The 48hr Design Challenge, run by the Christchurch City Council and held at Lincoln University, provided an opportunity for Council to gain inspiration from the design and architecture industry, while testing the draft Central City Plan currently being developed. The Challenge was a response to the recent earthquakes in Christchurch and brought together local and international talent. A total of 15 teams took part in the Challenge, with seven people in each including engineers, planners, urban designers, architects and landscape architects, as well as one student on each team. The four sites within the Red Zone included the Cathedral Square and BNZ Building; 160 Gloucester Street; the Orion NZ Building at 203 Gloucester Street; and 90 Armagh Street, including the Avon River and Victoria Square. The fifth site, which sits outside the Red Zone, is the former Christchurch Women’s Hospital at 885 Colombo Street. This is team SoLA's entry for 160 Gloucester Street.
