The Canterbury earthquake sequence of 2010-2011 wrought ruptures in not only the physical landscape of Canterbury and Christchurch’s material form, but also in its social, economic, and political fabrics and the lives of Christchurch inhabitants. In the years that followed, the widespread demolition of the CBD that followed the earthquakes produced a bleak landscape of grey rubble punctuated by damaged, abandoned buildings. It was into this post-earthquake landscape that Gap Filler and other ‘transitional’ organisations inserted playful, creative, experimental projects to bring life and energy back into the CBD. This thesis examines those interventions and the development of the ‘Transitional Movement’ between July 2013 and June 2015 via the methods of walking interviews and participant observation. This critical period in Christchurch’s recovery serves as an example of what happens when do-it-yourself (DIY) urbanism is done at scale across the CBD and what urban experimentation can offer city-making. Through an understanding of space as produced, informed by Lefebvre’s thinking, I explore how these creative urban interventions manifested a different temporality to orthodox planning and demonstrate how the ‘soft’ politics of these interventions contain the potential for gentrification and also a more radical politics of the city, by creating an opening space for difference.
Creative temporary or transitional use of vacant urban open spaces is seldom foreseen in traditional urban planning and has historically been linked to economic or political disturbances. Christchurch, like most cities, has had a relatively small stock of vacant spaces throughout much of its history. This changed dramatically after an earthquake and several damaging aftershocks hit the city in 2010 and 2011; temporary uses emerged on post-earthquake sites that ran parallel to the “official” rebuild discourse and programmes of action. The paper examines a post-earthquake transitional community-initiated open space (CIOS) in central Christchurch. CIOS have been established by local community groups as bottom-up initiatives relying on financial sponsorship, agreements with local landowners who leave their land for temporary projects until they are ready to redevelop, and volunteers who build and maintain the spaces. The paper discusses bottom-up governance approaches in depth in a single temporary post-earthquake community garden project using the concepts of community resilience and social capital. The study analyses and highlights the evolution and actions of the facilitating community organisation (Greening the Rubble) and the impact of this on the project. It discusses key actors’ motivations and values, perceived benefits and challenges, and their current involvement with the garden. The paper concludes with observations and recommendations about the initiation of such projects and the challenges for those wishing to study ephemeral social recovery phenomena.
The Canterbury Earthquakes of 2010 and 2011 and subsequent re-organisation and rebuilding of schools in the region is initiating a rapid transitioning from traditional classrooms and individual teaching to flexible learning spaces (FLS’s) and co-teaching. This transition is driven by the Ministry of Education property division who have specific guidelines for designing new schools, re-builds and the five and ten year property plan requirements. Boards of Trustees, school leaders and teachers are faced with the challenge of reconceptualising teaching and learning from private autonomous learning environments to co-teaching in Flexible Learning Spaces provisioned for 50 to 180 children and two to six teachers in a single space. This process involves risks and opportunities especially for teachers and children. This research project investigates the key components necessary to create effective co-teaching relationships and environments. It explores the lessons learnt from the 1970’s open plan era and the views of 40 experienced practitioners and leaders with two or more years’ experience working in collaborative teaching and learning environments in sixteen New Zealand and Australian schools. The research also considers teacher collaboration and co-teaching as evidenced in literature. The findings lead to the identification of eight key components required to create effective collaborative teaching and learning environments which are discussed using three themes of student centeredness, effective pedagogy and collaboration. Six key recommendations are provided to support the effective co-teaching in a flexible learning space: 1. Situate learners at the centre 2. Five years on since the first major earthquake struck the Canterbury region, the reconstruction is well advanced. Christchurch is a city in transition. This report considers trends in resourcing and employment practice of Canterbury construction organisations in response to the projected market changes (2015-2016). The report draws on the interviews with 18 personnel from 16 construction organisations and recovery agencies in October 2015. It provides a summary of perceived changes in the construction market in Canterbury, evidence of what steps construction businesses have been taking, how they have prepared for likely changes in the reconstruction sector, as well as the perceived alignment of public policies with the industry response.
Our last guest is one half of the duo known in Christchurch as the Brilliant Bagshaws Dr Sue Bagshaw has worked in the youth health sector for 30 years. She's set up and been involved in so many organisations benefitting young people it would make your head spin. She chairs the Korowai Youth Well-Being Trust running the Youth One Stop Shop 298 Youth Health, where she runs teaching clinics and is in the process of setting up the Christchurch Youth Hub - Te Hurihanga o Rangatahi, a collaboration of health and social services and transitional housing for youth. Dr Bagshaw established the 198 youth one stop shop in 1995 and helped run it for 15 years. She's advised a network of similar organisations around the country, now known as the Network of Youth One Stop Shops. Land cover change information in urban areas supports decision makers in dealing with public policy planning and resource management. Remote sensing has been demonstrated as an efficient and accurate way to monitor land cover change over large extents. The Canterbury Earthquake Sequence (CES) caused massive damage in Christchurch, New Zealand and resulted in significant land cover change over a short time period. This study combined two types of remote sensing data, aerial imagery (RGB) and LiDAR, as the basis for quantifying land cover change in Christchurch between 2011 – 2015, a period corresponding to the five years immediately following the 22 February 2011 earthquake, which was part of the CES. An object based image analysis (OBIA) approach was adopted to classify the aerial imagery and LiDAR data into seven land cover types (bare land, building, grass, shadow, tree and water). The OBIA approach consisted of two steps, image segmentation and object classification. For the first step, this study used multi-level segmentation to better segment objects. For the second step, the random forest (RF) classifier was used to assign a land cover type to each object defined by the segmentation. Overall classification accuracies for 2011 and 2015 were 94.0% and 94.32%, respectively. Based on the classification result, land cover changes between 2011 and 2015 were then analysed. Significant increases were found in road and tree cover, while the land cover types that decreased were bare land, grass, roof, water. To better understand the reasons for those changes, land cover transitions were calculated. Canopy growth, seasonal differences and forest plantation establishment were the main reasons for tree cover increase. Redevelopment after the earthquake was the main reason for road area growth. By comparing the spatial distribution of these transitions, this study also identified Halswell and Wigram as the fastest developing suburbs in Christchurch. These results provided quantitative information for the effects of CES, with respect to land cover change. They allow for a better understanding for the current land cover status of Christchurch. Among those land cover changes, the significant increase in tree cover aroused particularly interest as urban forests benefit citizens via ecosystem services, including health, social, economic, and environmental benefits. Therefore, this study firstly calculated the percentages of tree cover in Christchurch’s fifteen wards in order to provide a general idea of tree cover change in the city extent. Following this, an automatic individual tree detection and crown delineation (ITCD) was undertaken to determine the feasibility of automated tree counting. The accuracies of the proposed approach ranged between 56.47% and 92.11% in thirty different sample plots, with an overall accuracy of 75.60%. Such varied accuracies were later found to be caused by the fixed tree detection window size and misclassifications from the land cover classification that affected the boundary of the CHM. Due to the large variability in accuracy, tree counting was not undertaken city-wide for both time periods. However, directions for further study for ITCD in Christchurch could be exploring ITCD approaches with variable window size or optimizing the classification approach to focus more on producing highly accurate CHMs.
The coordination of actors has been a major focus for much of the research in the disaster relief humanitarian logistics discipline. While much of this literature focuses on the initial response phase, little has been written on the longer term recover phase. As the response phase transitions into the longer term recover phase the number and types of actors change from predominantly disaster relief NGOs to more commercial entities we argue that humanitarian values should still be part of the rebuild phase. It has been noted that humanitarian actors both cooperate and compete at the same time (Balcik, Beamon, Krejci, Muramatsu and Ramirez, 2010), in a form of behavior that can be described as ‘co-opetition’ (Nalebuff and Brandenburger, 1996). We use a case study approach to examine an organizational model used to coordinate civil and commercial actors for the rebuild of the civil infrastructure for Christchurch, New Zealand following a series of devastating earthquakes in 2010/11. For the rebuild phase we argue that ‘co-opetition’ is a key behaviour that allows the blending of humanitarian and commercial values to help communities rebuild to a new normal. While at this early stage our contribution is limited, we eventually hope to fully elaborate on an organisational model that has been created specifically for the tight coordination of commercial actors and its relevance to the rebuild phase of a disaster. Examining the behaviour of co-opetition and the structures that incentivise this behaviour offers insights for the humanitarian logistic field.
This paper presents the preliminary conclusions of the first stage of Wellington Case Study project (Regulating For Resilience in an Earthquake Vulnerable City) being undertaken by the Disaster Law Research Group at the University of Canterbury Law School. This research aims to map the current regulatory environment around improving the seismic resilience of the urban built environment. This work provides the basis for the second stage of the project which will map the regulatory tools onto the reality of the current building stock in Wellington. Using a socio-legal methodology, the current research examines the regulatory framework around seismic resilience for existing buildings in New Zealand, with a particularly focus on multi-storey in the Wellington CBD. The work focusses both on the operation and impact of the formal seismic regulatory tools open to public regulators (under the amended Building Act) as other non-seismic regulatory tools. As well as examining the formal regulatory frame, the work also provides an assessment of the interactions between other non-building acts (such as Health and Safety at Work Act 2015) on the requirements of seismic resilience. Other soft-law developments (particularly around informal building standards) are also examined. The final output of this work will presents this regulatory map in a clear and easily accessible manner and provide an assessment of the suitability of this at times confusing and patchy legal environment as Wellington moves towards becoming a resilient city. The final conclusion of this work will be used to specifically examine the ability of Wellington to make this transition under the current regulatory environment as phase two of the Wellington Case Study project.
The research is funded by Callaghan Innovation (grant number MAIN1901/PROP-69059-FELLOW-MAIN) and the Ministry of Transport New Zealand in partnership with Mainfreight Limited. Need – The freight industry is facing challenges related to climate change, including natural hazards and carbon emissions. These challenges impact the efficiency of freight networks, increase costs, and negatively affect delivery times. To address these challenges, freight logistics modelling should consider multiple variables, such as natural hazards, sustainability, and emission reduction strategies. Freight operations are complex, involving various factors that contribute to randomness, such as the volume of freight being transported, the location of customers, and truck routes. Conventional methods have limitations in simulating a large number of variables. Hence, there is a need to develop a method that can incorporate multiple variables and support freight sustainable development. Method - A minimal viable model (MVM) method was proposed to elicit tacit information from industrial clients for building a minimally sufficient simulation model at the early modelling stages. The discrete-event simulation (DES) method was applied using Arena® software to create simulation models for the Auckland and Christchurch corridor, including regional pick-up and delivery (PUD) models, Christchurch city delivery models, and linehaul models. Stochastic variables in freight operations such as consignment attributes, customer locations, and truck routes were incorporated in the simulation. The geographic information system (GIS) software ArcGIS Pro® was used to identify and analyse industrial data. The results obtained from the GIS software were applied to create DES models. Life cycle assessment (LCA) models were developed for both diesel and battery electric (BE) trucks to compare their life cycle greenhouse gas (GHG) emissions and total cost of ownership (TCO) and support GHG emissions reduction. The line-haul model also included natural hazards in several scenarios, and the simulation was used to forecast the stock level of Auckland and Christchurch depots in response to each corresponding scenario. Results – DES is a powerful technique that can be employed to simulate and evaluate freight operations that exhibit high levels of variability, such as regional pickup and delivery (PUD) and linehaul. Through DES, it becomes possible to analyse multiple factors within freight operations, including transportation modes, routes, scheduling, and processing times, thereby offering valuable insights into the performance, efficiency, and reliability of the system. In addition, GIS is a useful tool for analysing and visualizing spatial data in freight operations. This is exemplified by their ability to simulate the travelling salesman problem (TSP) and conduct cluster analysis. Consequently, the integration of GIS into DES modelling is essential for improving the accuracy and reliability of freight operations analysis. The outcomes of the simulation were utilised to evaluate the ecological impact of freight transport by performing emission calculations and generating low-carbon scenarios to identify approaches for reducing the carbon footprint. LCA models were developed based on simulation results. Results showed that battery-electric trucks (BE) produced more greenhouse gas (GHG) emissions in the cradle phase due to battery manufacturing but substantially less GHG emissions in the use phase because of New Zealand's mostly renewable energy sources. While the transition to BE could significantly reduce emissions, the financial aspect is not compelling, as the total cost of ownership (TCO) for the BE truck was about the same for ten years, despite a higher capital investment for the BE. Moreover, external incentives are necessary to justify a shift to BE trucks. By using simulation methods, the effectiveness of response plans for natural hazards can be evaluated, and the system's vulnerabilities can be identified and mitigated to minimize the risk of disruption. Simulation models can also be utilized to simulate adaptation plans to enhance the system's resilience to natural disasters. Novel contributions – The study employed a combination of DES and GIS methods to incorporate a large number of stochastic variables and driver’s decisions into freight logistics modelling. Various realistic operational scenarios were simulated, including customer clustering and PUD truck allocation. This showed that complex pickup and delivery routes with high daily variability can be represented using a model of roads and intersections. Geographic regions of high customer density, along with high daily variability could be represented by a two-tier architecture. The method could also identify delivery runs for a whole city, which has potential usefulness in market expansion to new territories. In addition, a model was developed to address carbon emissions and total cost of ownership of battery electric trucks. This showed that the transition was not straightforward because the economics were not compelling, and that policy interventions – a variety were suggested - could be necessary to encourage the transition to decarbonised freight transport. A model was developed to represent the effect of natural disasters – such as earthquake and climate change – on road travel and detour times in the line haul freight context for New Zealand. From this it was possible to predict the effects on stock levels for a variety of disruption scenarios (ferry interruption, road detours). Results indicated that some centres rather than others may face higher pressure and longer-term disturbance after the disaster subsided. Remedies including coastal shipping were modelled and shown to have the potential to limit the adverse effects. A philosophical contribution was the development of a methodology to adapt the agile method into the modelling process. This has the potential to improve the clarification of client objectives and the validity of the resulting model.

Disasters are often followed by a large-scale stimulus supporting the economy through the built environment, which can last years. During this time, official economic indicators tend to suggest the economy is doing well, but as activity winds down, the sentiment can quickly change. In response to the damaging 2011 earthquakes in Canterbury, New Zealand, the regional economy outpaced national economic growth rates for several years during the rebuild. The repair work on the built environment created years of elevated building activity. However, after the peak of the rebuilding activity, as economic and employment growth retracts below national growth, we are left with the question of how the underlying economy performs during large scale stimulus activity in the built environment. This paper assesses the performance of the underlying economy by quantifying the usual, demand-driven level of building activity at this time. Applying an Input–Output approach and excluding the economic benefit gained from the investment stimulus reveals the performance of the underlying economy. The results reveal a strong growing underlying economy, and while convergence was expected as the stimulus slowed down, the results found that growth had already crossed over for some time. The results reveal that the investment stimulus provides an initial 1.5% to 2% growth buffer from the underlying economy before the growth rates cross over. This supports short-term economic recovery and enables the underlying economy to transition away from a significant rebuild stimulus. Once the growth crosses over, five years after the disaster, economic growth in the underlying economy remains buoyant even if official regional economic data suggest otherwise.
An often overlooked aspect of urban housing development is the composition of the space between buildings; the streetscape. The pressures of suppressing suburban sprawl have seen housing developments respond by increasing residential density within more centralised city sites. Medium-density housing typologies are often used as urban infill in response to the challenge of accommodating an increasing population. A by-product of these renewed areas is the creation of new open space which serves as the fundamental public space for sociability to develop in communities. Street space should emphasise this public expression by encouraging social exchange and interaction. As a result, a neighbourhood owes its liveliness (or lack thereof) to its streets. The issue of density when applied to the urban housing landscape encompasses two major components: the occupancy of both the private realms, constituting the residential built form, and the public spaces that adjoins them, the streets. STREETSCAPE: dialogues of street + house. Continual transition between the realms of public and private (building and street space) enact active edges, giving way to public stimulation; the opportunity for experiencing other people. The advent of seeing and hearing other people in connection with daily comings and goings encourages social events to evolve, enhancing the notion of neighbourly conduct. Within New Zealand, and specifically in Christchurch as considered here, the compositions of current streetscapes lack the demeanor to really encourage and facilitate the idea of neighbourly interaction and public expression. Here lies the potential for new street design to significantly heighten the interplay of human activity. In response, this research project operates under the notion that the street spaces of urban residential areas are largely underutilised. This lack is particularly evident in the street. Street design should strive to produce spaces which stimulate the public life of residents. There exists a need to reassert eminence of the street as a space for vibrant neighbourhood life. This thesis employs design as a tool for researching and will involve using numerous concept generators to trigger the production of multiple scenarios. These scenarios are to explore the ways in which the streetscapes within medium-density urban communities could respond in the event of (re) development.
This study is a qualitative investigation into the decision-making behaviour of commercial property owners (investors and developers) who are rebuilding in a city centre after a major disaster. In 2010/2011, Christchurch, the largest city in the South Island of New Zealand, was a site of numerous earthquakes. The stronger earthquakes destroyed many buildings and public infrastructure in the commercial inner city. As a result, affected property owners lost all or most of their buildings, a significant proportion of which were old and in the last phase of their life span. They had to negotiate pay-outs with insurance companies and decide, once paid out, whether they should rebuild in Christchurch or sell up and invest elsewhere. The clear majority of those who decided to reinvest in and rebuild the city are ‘locals’, almost all of whom had no prior experience of property development. Thus, in a post-disaster environment, most of these property owners have transitioned from being just being passive investors to active property developers. Their experience was interpreted using primary data gathered from in-depth and semi-structured interviews with twenty-one “informed property people” who included commercial property owners; property agents or consultants; representatives of public-sector agencies and financial institutions. The study findings showed that the decision-making behaviour of property investors and developers rebuilding after a major disaster did not necessarily follow a strict financial or profit motive as prescribed in the mainstream or neo-classical economics property literature. Rather, their decision-making behaviour has been largely shaped by emotional connections and external factors associated with their immediate environment. The theoretical proposition emerging from this study is that after a major disaster, local urban property owners are faced with two choices “to stay” or “to go”. Organisations play a vital role in assisting communities to recover from disasters. They are the key providers of goods and services needed in both response and recovery efforts. They provide the employment which both anchors people to place and supports the taxation base to allow for necessary recovery spending. Finally, organisations are an integral part of much day to day functioning contributing immensely to people’s sense of ‘normality’ and psychological wellbeing. Yet, despite their overall importance in the recovery process, there are significant gaps in our existing knowledge with regard to how organisations respond and recover following disaster. This research fills one part of this gap by examining collaboration as an adaptive strategy enacted by organisations in the Canterbury region of New Zealand, which was heavily impacted by a series of major earthquakes, occurring in 2010 and 2011. Collaboration has been extensively investigated in a variety of settings and from numerous disciplinary perspectives. However, there are few studies that investigate the role of collaborative approaches to support post-disaster business recovery. This study investigates the type of collaborations that have occurred and how they evolved as organisations reacted to the resource and environmental change caused by the disaster. Using data collected through semi-structured interviews, survey and document analysis, a rich and detailed picture of the recovery journey is created for 26 Canterbury organisations including 14 collaborators, six non-traders, five continued traders and one new business. Collaborations included two or more individual businesses collaborating along with two multi-party, place based projects. Comparative analysis of the organisations’ experiences enabled the assessment of decisions, processes and outcomes of collaboration, as well as insight into the overall process of business recovery. This research adopted a primarily inductive, qualitative approach, drawing from both grounded theory and case study methodologies in order to generate theory from this rich and contextually situated data. Important findings include the importance of creating an enabling context which allows organisations to lead their own recovery, the creation of a framework for effective post-disaster collaboration and the importance of considering both economic and other outcomes. Collaboration is found to be an effective strategy enabling resumption of trade at a time when there seemed few other options available. While solving this need, many collaborators have discovered significant and unexpected benefits not just in terms of long term strategy but also with regard to wellbeing. Economic outcomes were less clear-cut. However, with approximately 70% of the Central Business District demolished and rebuilding only gaining momentum in late 2014, many organisations are still in a transition stage moving towards a new ‘normal’.
The Porter's Pass-Amberley Fault Zone (PPAFZ) is a complex zone of anastomosing faults and folds bounding the south-eastern edge of the transition from subducting Pacific Plate to continental collision on the Australia Plate boundary. This study combines mapping of a 2000 km2 zone from the Southern Alps northeast to the coast near Amberley, 40 km north of metropolitan Christchurch, with an analysis of seismicity and a revision of regional seismic hazard. Three structural styles: 1) a western strike-slip, and 2) a more easterly thrust and reverse domain, pass into 3) a northwest verging fold belt on the northern Canterbury Plains, reflecting the structural levels exposed and the evolving west to east propagation. Basal remnants of a Late Cretaceous-Cenozoic, largely marine sedimentary cover sequence are preserved as outliers that unconformably overlie Mesozoic basement (greywacke and argillite of the Torlesse terrain) in the mountains of the PPAFZ and are underlain by a deeply leached zone which is widely preserved. Structure contouring of the unconformity surface indicates maximum, differential uplift of c.2600 m in the southwest, decreasing to c.1200 m in the coastal fold belt to the northeast. Much lower rates (or reversal) of uplift are evident a few kilometres southeast of the PPAFZ range-front escarpment. The youngest elements of the cover sequence are basement-derived conglomerates of Plio-Pleistocene age preserved on the SE margin. The source is more distant than the intervening mountains of the PPAFZ, probably from the Southern Alps, to the west and northwest. The absence of another regional unconformity on Mesozoic basement, older than Pleistocene, indicates that this uplift is post-Pliocene. Late Pleistocene(<100 kyr) differential uplift rates of c.0.5-2.7 m/kyr from uplifted marine terraces at the east coast, and rates of 2.5-3.3 m/kyr for tectonically-induced river-down cutting further west, suggest that uplift commenced locally during the last 1 Ma, and possibly within the last 0.5 Ma, if average rates are assumed to be uniform over time. Analysis of seismicity, recorded during a 10 week regional survey of micro earthquakes in 1990, identified two seismic zones beneath North Canterbury: 1) a sub-horizontal zone of activity restricted to the upper crust (≤12 km); and 2) a seismic zone in the lower crust (below a ceiling of ≤17 km), that broadens vertically to the north and northwest to a depth of c.40 km, with a bottom edge which dips 10°N and 15°NW, respectively. No events were recorded at depths between 12 km and 17 km, which is interpreted as a relatively aseismic, mid-crustal ductile layer. Marked differences (up to 60°) in the trend of strain axes for events above and below the inferred ductile layer are observed only north of the PPAFZ. A fundamental, north-to-south increase in the Wave-length of major geological structures occurs across the PPAFZ, and is interpreted as evidence that the upper crust beneath the Canterbury Plains is coupled to the lower crust, whereas the upper crust further north is not. Most of the recorded micro earthquakes <12 km deep beneath the PPAFZ have strike-slip mechanisms. It is probable that faults splay upward into the thrusts and folds at the surface as an evolving transpression zone in response to deep shear in basement. There have been no historic surface ruptures of the PPAFZ, but the zone has been characterised historically by frequent small earthquakes. Paleoseismic data (dated landslides and surface ruptures) compiled in this study, indicate a return period of 1500-1900 years between the last two M>7-7.5 earthquakes, and 500-700 years have elapsed since the last. The magnitudes of these events are estimated at c.M7.5, which represents a probable maximum magnitude for the PPAFZ. There are insufficient data to determine whether or not the frequency of large earthquakes conforms to a recognised model of behaviour, but comparison of the paleoseismic data with the historic record of smaller earthquakes, suggests that the magnitudes of the largest earthquakes in this zone are not exponentially distributed. A seismicity model for the PPAFZ (Elder et al., 1991) is reviewed, and a b-value of 1.0 is found to be consistent with the newly acquired paleoseismic data. This b-value reduces the predicted frequency of large earthquakes (M≥7.0) in this zone by a factor of 3.5, while retaining a conservative margin that allows for temporal variations in the frequency of large events and the possibility that the geological database is incomplete, suggesting grounds for revising the hazard model for Christchurch.
Fine grained sediment deposition in urban environments during natural hazard events can impact critical infrastructure and properties (urban terrain) leading to reduced social and economic function and potentially adverse public health effects. Therefore, clean-up of the sediments is required to minimise impacts and restore social and economic functionality as soon as possible. The strategies employed to manage and coordinate the clean-up significantly influence the speed, cost and quality of the clean-up operation. Additionally, the physical properties of the fine grained sediment affects the clean-up, transport, storage and future usage of the sediment. The goals of the research are to assess the resources, time and cost required for fine grained sediment clean-up in an urban environment following a disaster and to determine how the geotechnical properties of sediment will affect urban clean-up strategies. The thesis focuses on the impact of fine grained sediment (<1 mm) deposition from three liquefaction events during the Canterbury earthquake sequence (2010-2011) on residential suburbs and transport networks in Christchurch. It also presents how geotechnical properties of the material may affect clean-up strategies and methods by presenting geotechnical analysis of tephra material from the North Island of New Zealand. Finally, lessons for disaster response planning and decision making for clean-up of sediment in urban environments are presented. A series of semi-structured interviews of key stakeholders supported by relevant academic literature and media reports were used to record the clean-up operation coordination and management and to make a preliminary qualification of the Christchurch liquefaction ejecta clean-up (costs breakdown, time, volume, resources, coordination, planning and priorities). Further analysis of the costs and resources involved for better accuracy was required and so the analysis of Christchurch City Council road management database (RAMM) was done. In order to make a transition from general fine sediment clean-up to specific types of fine disaster sediment clean-up, adequate information about the material properties is required as they will define how the material will be handled, transported and stored. Laboratory analysis of young volcanic tephra from the New Zealand’s North Island was performed to identify their geotechnical properties (density, granulometry, plasticity, composition and angle of repose). The major findings of this research were that emergency planning and the use of the coordinated incident management system (CIMS) system during the emergency were important to facilitate rapid clean-up tasking, management of resources and ultimately recovery from widespread and voluminous liquefaction ejecta deposition in eastern Christchurch. A total estimated cost of approximately $NZ 40 million was calculated for the Christchurch City clean-up following the 2010-2011 Canterbury earthquake sequence with a partial cost of $NZ 12 million for the Southern part of the city, where up to 33% (418 km) of the road network was impacted by liquefaction ejecta and required clearing of the material following the 22 February 2011 earthquake. Over 500,000 tonnes of ejecta has been stockpiled at Burwood landfill for all three liquefaction inducing earthquake events. The average cost per kilometre for the event clean-up was $NZ 5,500/km (4 September 2010), $NZ 11,650/km (22 February 2011) and $NZ 11,185/km (13 June 2011). The duration of clean-up time of residential properties and the road network was approximately two to three months for each of the three liquefaction ejecta events; despite events volumes and spatial distribution of ejecta. Interviews and quantitative analysis of RAMM data revealed that the experience and knowledge gained from the Darfield earthquake (4 September 2010) clean-up increased the efficiency of the following Christchurch earthquake induced liquefaction ejecta clean-up events. Density, particle size, particle shape, clay content and moisture content, are the important geotechnical properties that need to be considered when planning for a clean-up method that incorporates collection, transport and disposal or storage. The geotechnical properties for the tephra samples were analysed to increase preparedness and reaction response of potentially affected North Island cities from possible product from the active volcanoes in their region. The geotechnical results from this study show that volcanic tephra could be used in road or construction material but the properties would have to be further investigated for a New Zealand context. Using fresh volcanic material in road, building or flood control construction requires good understanding of the material properties and precaution during design and construction to extra care, but if well planned, it can be economically beneficial.
Background The 2010/2011 Canterbury earthquakes and aftershocks in New Zealand caused unprecedented destruction to the physical, social, economic, and community fabric of Christchurch city. The recovery phase in Christchurch is on going, six years following the initial earthquake. Research exploring how disabled populations experience community inclusion in the longer-term recovery following natural disasters is scant. Yet such information is vital to ensure that recovering communities are inclusive for all members of the affected population. This thesis specifically examined how people who use wheelchairs experienced community inclusion four years following the 2010/2011 Canterbury earthquakes. Aims The primary research aim was to understand how one section of the disability community – people who use wheelchairs – experienced community inclusion over the four years following the 2010/2011 Canterbury earthquakes and aftershocks. A secondary aim was to test a novel sampling approach, Respondent Driven Sampling, which had the potential to enable unbiased population-based estimates. This was motivated by the lack of an available sampling frame for the target population, which would inhibit recruitment of a representative sample. Methodology and methods An exploratory sequential mixed methods design was used, beginning with a qualitative phase (Phase One), which informed a second quantitative phase (Phase Two). The qualitative phase had two stages. First, a small sample of people who use wheelchairs participated in an individual, semi-structured interview. In the second stage, these participants were then invited to a group interview to clarify and prioritise themes identified in the individual interviews. The quantitative phase was a cross-sectional survey developed from the findings from Phase One. Initially, Respondent Driven Sampling was employed to conduct a national, electronic cross-sectional survey that aimed to recruit a sample that may provide unbiased population-based estimates. Following the unsuccessful application of Respondent Driven Sampling, a region-specific convenience sampling approach was used. The datasets from the qualitative and quantitative phases were integrated to address the primary aim of the research. Results In Phase One 13 participants completed the individual interviews, and five of them contributed to the group interview. Thematic analysis of individual and group interview data suggested that participants felt the 2010/11 earthquakes magnified many pre-existing barriers to community inclusion, and also created an exciting opportunity for change. This finding was encapsulated in five themes: 1) earthquakes magnified barriers, 2) community inclusion requires energy, 3) social connections are important, 4) an opportunity lost, and 5) an opportunity found. The findings from Phase One informed the development of a survey instrument to investigate how these findings generalised to a larger sample of individuals who use wheelchairs. In Phase Two, the Respondent Driven Sampling approach failed to recruit enough participants to satisfy the statistical requirements needed to reach equilibrium, thereby enabling the calculation of unbiased population estimates. The subsequent convenience sampling approach recruited 49 participants who, combined with the 15 participants from the Respondent Driven Sampling approach that remained eligible for the region-specific sample, resulted in the total of 64 individuals who used wheelchairs and were residents of Christchurch. Participants reported their level of community inclusion at three time periods: the six months prior to the first earthquake in September 2010 (time one), the six months following the first earthquake in September 2010 (time two), and the six months prior to survey completion (between October 2015 and March 2016, (time three)). Survey data provided some precision regarding the timing in which the magnified barriers developed. Difficulty with community inclusion rose significantly between time one and time two, and while reducing slightly, was still present during time three, and had not returned to the time one baseline. The integrated findings from Phase One and Phase Two suggested that magnified barriers to community inclusion had been sustained four years post-earthquake, and community access had not returned to pre-earthquake levels, let alone improved beyond pre-earthquake levels. Conclusion Findings from this mixed methods study suggest that four years following the initial earthquake, participants were still experiencing multiple magnified barriers, which contributed to physical and social exclusion, as well as fatigue, as participants relied on individual agency to negotiate such barriers. Participants also highlighted the exciting opportunity to create an accessible city. However because they were still experiencing barriers four years following the initial event, and were concerned that this opportunity might be lost if the recovery proceeds without commitment and awareness from the numerous stakeholders involved in guiding the recovery. To truly realise the opportunity to create an accessible city following a disaster, the transition from the response phase to a sustainable longer-term recovery must adopt a new model of community engagement where decision-makers partner with people living with disability to co-produce a vision and strategy for creating an inclusive community. Furthermore, despite the unsuccessful use of Respondent Driven Sampling in this study, future research exploring the application of RDS with wheelchair users is recommended before discounting this sampling approach in this population.
Coastal margins are exposed to rising sea levels that present challenging circumstances for natural resource management. This study investigates a rare example of tectonic displacement caused by earthquakes that generated rapid sea-level change in a tidal lagoon system typical of many worldwide. This thesis begins by evaluating the coastal squeeze effects caused by interactions between relative sea-level (RSL) rise and the built environment of Christchurch, New Zealand, and also examples of release from similar effects in areas of uplift where land reclamations were already present. Quantification of area gains and losses demonstrated the importance of natural lagoon expansion into areas of suitable elevation under conditions of RSL rise and showed that they may be necessary to offset coastal squeeze losses experienced elsewhere. Implications of these spatial effects include the need to provide accommodation space for natural ecosystems under RSL rise, yet other land-uses are likely to be present in the areas required. Consequently, the resilience of these environments depends on facilitating transitions between human land-uses either proactively or in response to disaster events. Principles illustrated by co-seismic sea-level change are generally applicable to climate change adaptation due to the similarity of inundation effects. Furthermore, they highlight the potential role of non-climatic factors in determining the overall trajectory of change. Chapter 2 quantifies impacts on riparian wetland ecosystems over an eight year period post- quake. Coastal wetlands were overwhelmed by RSL rise and recovery trajectories were surprisingly slow. Four risk factors were identified from the observed changes: 1) the encroachment of anthropogenic land-uses, 2) connectivity losses between areas of suitable elevation, 3) the disproportionate effect of larger wetland vulnerabilities, and 4) the need to protect new areas to address the future movement of ecosystems. Chapter 3 evaluates the unique context of shoreline management on a barrier sandspit under sea-level rise. A linked scenario approach was used to evaluate changes on the open coast and estuarine shorelines simultaneously and consider combined effects. The results show dune loss from a third of the study area using a sea-level rise scenario of 1 m over 100 years and with continuation of current land-uses. Increased exposure to natural hazards and accompanying demand for seawalls is a likely consequence unless natural alternatives can be progressed. In contrast, an example of managed retreat following earthquake-induced subsidence of the backshore presents a new opportunity to restart saltmarsh accretion processes seaward of coastal defences with the potential to reverse decades of degradation and build sea-level rise resilience. Considering both shorelines simultaneously highlights the existence of pinch-points from opposing forces that result in small land volumes above the tidal range. Societal adaptation is delicately poised between the paradigms of resisting or accommodating nature and challenged by the long perimeter and confined nature of the sandspit feature. The remaining chapters address the potential for salinity effects caused by tidal prism changes with a focus on the conservation of īnanga (Galaxias maculatus), a culturally important fish that supports New Zealand‘s whitebait fishery. Methodologies were developed to test the hypothesis that RSL changes would drive a shift in the distribution of spawning sites with implications for their management. Chapter 4 describes a new practical methodology for quantifying the total productivity and spatiotemporal variability of spawning sites at catchment scale. Chapter 5 describes the novel use of artificial habitats as a detection tools to help overcome field survey limitations in degraded environments where egg mortality can be high. The results showed that RSL changes resulted in major shifts in spawning locations and these were associated with new patterns of vulnerability due to the continuation of pre-disturbance land-uses. Unexpected findings includes an improved understanding of the spatial relationship between salinity and spawning habitat, and identification of an invasive plant species as important spawning habitat, both with practical management implications. To conclude, the design of legal protection mechanisms was evaluated in relation to the observed habitat shifts and with a focus on two new planning initiatives that identified relatively large protected areas (PAs) in the lower river corridors. Although the larger PAs were better able to accommodate the observed habitat shifts inefficiencies were also apparent due to spatial disparities between PA boundaries and the values requiring protection. To reduce unnecessary trade-offs with other land-uses, PAs of sufficient size to cover the observable spatiotemporal variability and coupled with adaptive capacity to address future change may offer a high effectiveness from a network of smaller PAs. The latter may be informed by both monitoring and modelling of future shifts and these are expected to include upstream habitat migration driven by the identified salinity relationships and eustatic sea-level rise. The thesis concludes with a summary of the knowledge gained from this research that can assist the development of a new paradigm of environmental sustainability incorporating conservation and climate change adaptation. Several promising directions for future research identified within this project are also discussed.
