Micro - electro - mechanical system (MEMS) based accelerometers are now frequently used in many different parts of our day - to - day lives. It is also increasingly being used for structural testing applications. Researchers have had res ervation of using these devices as they are relatively untested, but now with the wider adoption, it provides a much cheaper and more versatile tool for structural engineering researchers. A number of damaged buildings in the Christchurch Central Business District (CBD) were instrumented with a number of low - cost MEMS accelerometers after the major Christchurch earthquakes. The accelerometers captured extremely high quality building response data as the buildings experienced thousands of aftershocks. This d ata set was amongst one of only a handful of data set s available around the world which provides building response data subjected to real ground motion. Furthermore, due to technological advances, a much larger than usual number of accelerometers has been deployed making the data set one of the most comprehensive available. This data set is utilised to extract modal parameters of the buildings. This paper summarises the operating requirements and preference for using such accelerometers for experimental mod al analysis. The challenges for adapting MEMS based devices for successful modal parameters identification are also discussed.

The current seismic design practice for reinforced concrete (RC) walls has been drawn into question following the Canterbury earthquakes. An overview of current research being undertaken at the University of Auckland into the seismic behaviour of RC walls is presented. The main objectives of this research project are to understand the observed performance of several walls in Christchurch, quantify the seismic loads on RC walls, and developed improved design procedures for RC walls that will assist in revisions to NZS 3101. A database summarising of the performance of RC wall buildings in the Christchurch CBD was collated to identify damage modes and case-study buildings. A detailed investigation is underway to verify the seismic performance of lightly reinforced concrete walls and an experimental setup has been developed to subject RC wall specimen to loading that is representative of a multi-storey building. Numerical modelling is being used to understand the observed performance of several case-study RC walls buildings in Christchurch. Of particular interest is the influence that interactions between walls and other structural elements have on the seismic response of buildings and the loads generated on RC walls.

‘Housing affordability’ has been a term used to refer to a problem that arises when the costs of housing are seen as being unreasonably high in relation to incomes. In the United Kingdom and Australia the local town planning systems have been used to address housing affordability issues. This response in countries that share New Zealand’s town and country planning history raised the question for this research of the local government response to housing affordability issues in the city of Christchurch, New Zealand. This research was undertaken during the fifth year after the 2010/2011 Canterbury earthquake series. Research conducted by the Centre for Housing Research Aotearoa New Zealand and the New Zealand Productivity Commission present quite different pictures of the housing affordability problem, suggest different solutions and indicate different roles for levels of government, the community housing sector and the housing market. The research undertaken for this dissertation aimed to address the question of the role of the state, through the lense of a local response to housing affordability issues, in the context of a central government response focused on land supply and reforming the Resource Management Act 1991.

New Zealand is one of the most highly urbanised countries in the world with well over 87 per cent of us living in 138 recognised urban centres, yet the number of people residing in inner city areas is proportionally very low. Householders have been exercising their preference for suburban or rural areas by opting for low density suburban environments. It is widely agreed that productivity and sustainability increase when people aggregate in the inner city, however there is a perceived trade-off between the density and liveability of an area. Achieving liveability in the inner city is concerned with reducing the pressures which emerge from higher population densities. Promoting inclusive societies, revitalising underutilised cityscapes, ensuring accessibility and fostering sense of place, are all elements essential to achieving liveable communities. The rebuild following the 2010 and 2011 Canterbury earthquakes provides Christchurch with an opportunity to shape a more environmentally sustainable, economically vibrant and liveable city. This research involves undertaking a case study of current inner city liveability measures and those provided for through the rebuild. A cross-case analysis with two of the world’s most liveable cities, Melbourne and Vancouver, exposes Christchurch’s potential shortcomings and reveals practical measures the city could implement in order to promote liveability.

The standard way in which disaster damages are measured involves examining separately the number of fatalities, of injuries, of people otherwise affected, and the financial damage that natural disasters cause. Here, we implement a novel way to aggregate these separate measures of disaster impact and apply it to two catastrophic events from 2011: the Christchurch (New Zealand) earthquakes and the Greater Bangkok (Thailand) flood. This new measure, which is similar to the World Health Organization's calculation of Disability Adjusted Life Years (DALYs) lost due to the burden of diseases and injuries, is described in detail in Noy [7]. It allows us to conclude that New Zealand lost 180 thousand lifeyears as a result of the 2011 events, and Thailand lost 2644 thousand lifeyears. Akaroa is a small township situated within Akaroa Harbour, on the southern side of Banks Peninsula. It is approximately 75 kilometres, or 90 minutes by car, from Christchurch City. At the 2006 Census of Population and Dwellings, the ‘usually resident’ population of the township was 510 people. In addition to the usually resident population, Akaroa has a large number of non-resident property owners/ratepayers, many of whom own holiday homes. Many of these holiday homes are available as casual rentals (i.e., they may be occupied by people other than the property owners). The township acts as a service centre for the scattered population of the outer bays area of Akaroa Harbour, many of whom work in Akaroa. Akaroa is a popular day trip or short stay destination for Christchurch residents. Akaroa is also known as a destination which draws upon the French heritage of its pioneer settlers and the associated village charm derived from this heritage. Not unexpectedly, given the size and village character of Akaroa, the increase in cruise ship arrivals and passenger numbers has had an impact upon the town’s community.This research was commissioned and funded by Christchurch and Canterbury Tourism (CCT).

This paper discusses the seismic performance of the standard RC office building in Christchurch that is given as a structural design example in NZS3101, the concrete structures seismic standard in New Zealand. Firstly the push-over analysis was carried out to evaluate the lateral load carrying capacity of the RC building and then to compare that carrying capacity with the Japanese standard law. The estimated figures showed that the carrying capacity of the New Zealand standard RC office building of NZS3101:2006 was about one third of Japanese demanded carrying capacity. Secondly, time history analysis of the multi-mass system was performed to estimate the maximum response story drift angle using recorded ground motions. Finally, a three-dimensional analysis was carried out to estimate the response of the building to the 22nd February, 2011 Canterbury earthquake. The following outcomes were obtained. 1) The fundamental period of the example RC building is more than twice that of Japanese simplified calculation, 2) The example building’s maximum storey drift angle reached 2.5% under the recorded ground motions. The main purpose of this work is to provide background information of seismic design practice for the reconstruction of Christchurch.

The majority of Christchurch’s stormwater has historically been discharged untreated directly into urban surface waterways. These receiving waterways have become adversely affected by the contaminants carried in the stormwater, particularly sediment and heavy metals. An event-based contaminant load model was developed to identify the distribution and magnitude of contaminant loads entering the waterway, as well as to assess the reduction in TSS and heavy metal loads that can be achieved by various stormwater management options. The GIS-Excel based model estimates contaminant loads from an individual storm event based on different contributing impervious surfaces and key rainfall characteristics (rainfall intensity, duration, pH and antecedent dry days). It then calculates contaminant reduction loads that could be achieved through source reduction (e.g. green roofs, repainting) as well as from treatment (e.g. raingardens, wet ponds) applied to different surfaces within the catchment. This model differs from other annual load models as it is event-based and accounts for storm characteristics in its calculation of contaminant loads. Christchurch is a valuable case setting due the unique opportunity for retrofitting improved stormwater management in the post-earthquake rebuild. It is anticipated that this modelling approach could later be adapted for use in other urban settings outside of Christchurch.

Creativity that is driven by a need for physical or economic survival, which disasters are likely to inspire, raises the question of whether such creativity fits with conventional theories and perspectives of creativity. In this paper we use the opportunity afforded by the 2010-2013 Christchurch, New Zealand earthquakes to follow and assess the creative practices and responses of a number of groups and individuals. We use in-depth interviews to tease out motivations and read these against a range of theoretical propositions about creativity. In particular, we focus on the construct of “elite panic” and the degree to which this appeared to be evident in the Christchurch earthquakes context. Bureaucratic attempts to control or limit creativity were present but they did not produce a completely blanket dampening effect. Certain individuals and groups seemed to be pre-equipped to navigate or ignore potential blocks to creativity. We argue, using Geir Kaufmann’s novelty-creativity matrix and aspects of Teresa Amabile’s and Michael G. Pratt’s revised componential theory of creativity that a special form of disaster creativity does exist.

The Reserve Bank has made a relatively large 50-point cut in its benchmark interest rate, the Official Cash Rate (from 3% to 2.5 per cent). Critics say that inflation is already running unacceptably high and there is a threat of much higher inflation in a year or two when the rebuilding of Christchurch begins to put pressure on limited resources. The Reserve Bank acknowledged these factors, but it has chosen instead to focus on the immediate impact of the earthquake on the economy and particularly on all-important business and consumer sentiment. The QuakeCoRE Emerging Researchers Chapter (QERC) is a network of students and emerging researchers composed of three chapters: Auckland, Canterbury, and Wellington. Our aim is to promote networking, collaboration, and knowledge sharing among emerging researchers in the earthquake resilience community. QERC does this by organising technical, social, and outreach events. As with everyone else during the pandemic crisis, QERC had to change its approach in organising events. However, instead of treating it as an obstacle, QERC utilised the lockdown period as an opportunity to connect the three chapters and organised more events than they usually would during normal times. In the 11 weeks that universities were closed and New Zealand was under Alert Levels 2, 3 and 4, QERC organised 15 various events such as research presentations, well-being workshops, a women's catch-up, and a trivia night. However, as the weeks went by, the novelty of online meetings faded and fewer people came to the virtual events. Therefore as soon as the country moved to Alert Level 1, the Chapters started organising in-person events, which members were eager to attend. Nonetheless, the option to join events remotely still remains and the three chapters continue to collaborate for various events.
