The UC CEISMIC Canterbury Earthquakes Digital Archive was built following the devastating earthquakes that hit the Canterbury region in the South Island of New Zealand from 2010 – 2012. 185 people were killed in the 6.3 magnitude earthquake of February 22nd 2011, thousands of homes and businesses were destroyed, and the local community endured over 10,000 aftershocks. The program aims to document and protect the social, cultural, and intellectual legacy of the Canterbury community for the purposes of memorialization and enabling research. The nationally federated archive currently stores 75,000 items, ranging from audio and video interviews to images and official reports. Tens of thousands more items await ingestion. Significant lessons have been learned about data integration in post-disaster contexts, including but not limited to technical architecture, governance, ingestion process, and human ethics. The archive represents a model for future resilience-oriented data integration and preservation products.
The sequence of earthquakes that has greatly affected Christchurch and Canterbury since September 2010 has again demonstrated the need for seismic retrofit of heritage unreinforced masonry buildings. Commencing in April 2011, the damage to unreinforced stone masonry buildings in Christchurch was assessed and recorded with the primary objective being to document the seismic performance of these structures, recognising that they constitute an important component of New Zealand’s heritage architecture. A damage statistics database was compiled by combining the results of safety evaluation placarding and post-earthquake inspections, and it was determined that the damage observed was consistent with observations previously made on the seismic performance of stone masonry structures in large earthquakes. Details are also given on typical building characteristics and on failure modes observed. Suggestions on appropriate seismic retrofit and remediation techniques are presented, in relation also to strengthening interventions that are typical for similar unreinforced stone masonry structures in Europe.
In 2013 Becca Wood, Spatial Performance Practitioner, and Molly Mullen, Applied Theatre Practitioner, collaborated to create a short ambulatory performance with audio score for a group of drama educators attending a conference workshop on the possibilities of walking as performance. The performance was created remotely from the intended site: Rangi Ruru Girls’ School, in Christchurch, New Zealand. Following the destruction of the 2012 earthquake, this site was in a state of transformation and recovery. The performance walk attended to the histories, geographies and politics of this place, somatically, architecturally and socially. This paper engages with three critical questions: How might mediated listening and walking activate the coming together of bodies and place? What performative shifts occurred for the participants in the walk and workshop? How might we come to our senses? Through a performative practice of mediated site-based listening and walking, this paper is a reflection on the creative process and performance. Recurrent liquefaction in Christchurch during the 2010-2011 Canterbury earthquake sequence created a wealth of shallow subsurface intrusions with geometries and orientations governed by (1) strong ground motion severity and duration, and (2) intrinsic site characteristics including liquefaction susceptibility, lateral spreading severity, geomorphic setting, host sediment heterogeneity, and anthropogenic soil modifications. We present a suite of case studies that demonstrate how each of these characteristics influenced the geologic expressions of contemporary liquefaction in the shallow subsurface. We compare contemporary features with paleo-features to show how geologic investigations of recurrent liquefaction can provide novel insights into the shaking characteristics of modern and paleo-earthquakes, the influence of geomorphology on liquefaction vulnerability, and the possible controls of anthropogenic activity on the geologic record. We conclude that (a) sites of paleo-liquefaction in the last 1000-2000 years corresponded with most severe liquefaction during the Canterbury earthquake sequence, (b) less vulnerable sites that only liquefied in the strongest and most proximal contemporary earthquakes are unlikely to have liquefied in the last 1000-2000 years or more, (c) proximal strong earthquakes with large vertical accelerations favoured sill formation at some locations, (d) contemporary liquefaction was more severe than paleoliquefaction at all study sites, and (e) stratigraphic records of successive dike formation were more complete at sites with severe lateral spreading, (f) anthropogenic fill suppressed surface liquefaction features and altered subsurface liquefaction architecture.

This paper shows an understanding of the availability of resources in post-disaster reconstruction and recovery in Christchurch, New Zealand following its September 4, 2010 and February 22, 2011 earthquakes. Overseas experience in recovery demonstrates how delays and additional costs may incur if the availability of resources is not aligned with the reconstruction needs. In the case of reconstruction following Christchurch earthquakes, access to normal resource levels will be insufficient. An on-line questionnaire survey, combined with in-depth interviews was used to collect data from the construction professionals that had been participated in the post-earthquake reconstruction. The study identified the resources that are subject to short supply and resourcing challenges that are currently faced by the construction industry. There was a varied degree of impacts felt by the surveyed organisations from resource shortages. Resource pressures were primarily concentrated on human resources associated with structural, architectural and land issues. The challenges that may continue playing out in the longer-term reconstruction of Christchurch include limited capacity of the construction industry, competition for skills among residential, infrastructure and commercial sectors, and uncertainties with respect to decision making. Unreinforced masonry (URM) is a construction type that was commonly adopted in New Zealand between the 1880s and 1930s. URM construction is evidently vulnerable to high magnitude earthquakes, with the most recent New Zealand example being the 22 February 2011 Mw6.3 Christchurch earthquake. This earthquake caused significant damage to a majority of URM buildings in the Canterbury area and resulted in 185 fatalities. Many URM buildings still exist in various parts of New Zealand today, and due to their likely poor seismic performance, earthquake assessment and retrofit of the remaining URM building stock is necessary as these buildings have significant architectural heritage and occupy a significant proportion of the nation’s building stock. A collaborative research programme between the University of Auckland and Reid Construction Systems was conducted to investigate an economical yet effective solution for retrofitting New Zealand’s existing URM building stock. This solution adopts the shotcrete technique using an Engineered Cementitious Composite (ECC), which is a polyvinyl alcohol fibre reinforced mortar that exhibits strain hardening characteristics. Collaborations have been formed with a number of consulting structural engineers throughout New Zealand to develop innovative and cost effective retrofit solutions for a number of buildings. Liquefaction affects late Holocene, loose packed and water saturated sediment subjected to cyclical shear stress. Liquefaction features in the geological record are important off-fault markers that inform about the occurrence of moderate to large earthquakes (> 5 Mw). The study of contemporary liquefaction features provides a better understanding of where to find past (paleo) liquefaction features, which, if identified and dated, can provide information on the occurrence, magnitude and timing of past earthquakes. This is particularly important in areas with blind active faults. The extensive liquefaction caused by the 2010-2011 Canterbury Earthquake Sequence (CES) gave the geoscience community the opportunity to study the liquefaction process in different settings (alluvial, coastal and estuarine), investigating different aspects (e.g. geospatial correlation with landforms, thresholds for peak ground acceleration, resilience of infrastructures), and to collect a wealth geospatial dataset in the broad region of the Canterbury Plains. The research presented in this dissertation examines the sedimentary architecture of two environments, the alluvial and coastal settings, affected by liquefaction during the CES. The novel aim of this study is to investigate how landform and subsurface sedimentary architecture influence liquefaction and its surface manifestation, to provide knowledge for locating studies of paleoliquefaction in future. Two study cases documented in the alluvial setting showed that liquefaction features affected a crevasse splay and point bar ridges. However, the liquefaction source layer was linked to paleochannel floor deposits below the crevasse splay in the first case, and to the point bar deposits themselves in the second case. This research documents liquefaction features in the coastal dune system of the Canterbury Plains in detail for the first time. In the coastal dune setting the liquefiable layer is near the surface. The pore water pressure is vented easily because the coastal dune soil profile is entirely composed of non-cohesive, very well sorted sandy sediment that weakly resists disturbance from fluidised sediment under pressure. As a consequence, the liquefied flow does not need to find a specific crack through which the sediment is vented at the surface; instead, the liquefied sand finds many closely spaced conduits to vent its excess of pore water pressure. Therefore, in the coastal dune setting it is rare to observe discrete dikes (as they are defined in the alluvial setting), instead A horizon delamination (splitting) and blistering (near surface sills) are more common. The differences in styles of surface venting lead to contrasts in patterns of ejecta in the two environments. Whereas the alluvial environment is characterised by coalesced sand blows forming lineations, the coastal dune environment hosts apparently randomly distributed isolated sand blows often associated with collapse features. Amongst the techniques tested for the first time to investigate liquefaction features are: 3D GPR, which improved the accuracy of the trenching even six years after the liquefaction events; thin section analysis to investigate sediment fabric, which helped to discriminate liquefied sediment from its host sediment, and modern from paleoliquefaction features; a Random Forest classification based on the CES liquefaction map, which was used to test relationships between surface manifestation of liquefaction and topographic parameters. The results from this research will be used to target new study sites for future paleoliquefaction research and thus will improve the earthquake hazard assessment across New Zealand.
As part of a seismic retrofit scheme, surface bonded glass fiber-reinforced polymer (GFRP) fabric was applied to two unreinforced masonry (URM) buildings located in Christchurch, New Zealand. The unreinforced stone masonry of Christchurch Girls’ High School (GHS) and the unreinforced clay brick masonry Shirley Community Centre were retrofitted using surface bonded GFRP in 2007 and 2009, respectively. Much of the knowledge on the seismic performance of GFRP retrofitted URM was previously assimilated from laboratory-based experimental studies with controlled environments and loading schemes. The 2010/2011 Canterbury earthquake sequence provided a rare opportunity to evaluate the GFRP retrofit applied to two vintage URM buildings and to document its performance when subjected to actual design-level earthquake-induced shaking. Both GFRP retrofits were found to be successful in preserving architectural features within the buildings as well as maintaining the structural integrity of the URM walls. Successful seismic performance was based on comparisons made between the GFRP retrofitted GHS building and the adjacent nonretrofitted Boys’ High School building, as well as on a comparison between the GFRP retrofitted and nonretrofitted walls of the Shirley Community Centre building. Based on detailed postearthquake observations and investigations, the GFRP retrofitted URM walls in the subject buildings exhibited negligible to minor levels of damage without delamination, whereas significant damage was observed in comparable nonretrofitted URM walls. Creative temporary or transitional use of vacant urban open spaces is seldom foreseen in traditional urban planning and has historically been linked to economic or political disturbances. Christchurch, like most cities, has had a relatively small stock of vacant spaces throughout much of its history. This changed dramatically after an earthquake and several damaging aftershocks hit the city in 2010 and 2011; temporary uses emerged on post-earthquake sites that ran parallel to the “official” rebuild discourse and programmes of action. The paper examines a post-earthquake transitional community-initiated open space (CIOS) in central Christchurch. CIOS have been established by local community groups as bottom-up initiatives relying on financial sponsorship, agreements with local landowners who leave their land for temporary projects until they are ready to redevelop, and volunteers who build and maintain the spaces. The paper discusses bottom-up governance approaches in depth in a single temporary post-earthquake community garden project using the concepts of community resilience and social capital. The study analyses and highlights the evolution and actions of the facilitating community organisation (Greening the Rubble) and the impact of this on the project. It discusses key actors’ motivations and values, perceived benefits and challenges, and their current involvement with the garden. The paper concludes with observations and recommendations about the initiation of such projects and the challenges for those wishing to study ephemeral social recovery phenomena.
Structural engineering is facing an extraordinarily challenging era. These challenges are driven by the increasing expectations of modern society to provide low-cost, architecturally appealing structures which can withstand large earthquakes. However, being able to avoid collapse in a large earthquake is no longer enough. A building must now be able to withstand a major seismic event with negligible damage so that it is immediately occupiable following such an event. As recent earthquakes have shown, the economic consequences of not achieving this level of performance are not acceptable. Technological solutions for low-damage structural systems are emerging. However, the goal of developing a low-damage building requires improving the performance of both the structural skeleton and the non-structural components. These non-structural components include items such as the claddings, partitions, ceilings and contents. Previous research has shown that damage to such items contributes a disproportionate amount to the overall economic losses in an earthquake. One such non-structural element that has a history of poor performance is the external cladding system, and this forms the focus of this research. Cladding systems are invariably complicated and provide a number of architectural functions. Therefore, it is important than when seeking to improve their seismic performance that these functions are not neglected. The seismic vulnerability of cladding systems are determined in this research through a desktop background study, literature review, and postearthquake reconnaissance survey of their performance in the 2010 – 2011 Canterbury earthquake sequence. This study identified that precast concrete claddings present a significant life-safety risk to pedestrians, and that the effect they have upon the primary structure is not well understood. The main objective of this research is consequently to better understand the performance of precast concrete cladding systems in earthquakes. This is achieved through an experimental campaign and numerical modelling of a range of precast concrete cladding systems. The experimental campaign consists of uni-directional, quasi static cyclic earthquake simulation on a test frame which represents a single-storey, single-bay portion of a reinforced concrete building. The test frame is clad with various precast concrete cladding panel configurations. A major focus is placed upon the influence the connection between the cladding panel and structural frame has upon seismic performance. A combination of experimental component testing, finite element modelling and analytical derivation is used to develop cladding models of the cladding systems investigated. The cyclic responses of the models are compared with the experimental data to evaluate their accuracy and validity. The comparison shows that the cladding models developed provide an excellent representation of real-world cladding behaviour. The cladding models are subsequently applied to a ten-storey case-study building. The expected seismic performance is examined with and without the cladding taken into consideration. The numerical analyses of the case-study building include modal analyses, nonlinear adaptive pushover analyses, and non-linear dynamic seismic response (time history) analyses to different levels of seismic hazard. The clad frame models are compared to the bare frame model to investigate the effect the cladding has upon the structural behaviour. Both the structural performance and cladding performance are also assessed using qualitative damage states. The results show a poor performance of precast concrete cladding systems is expected when traditional connection typologies are used. This result confirms the misalignment of structural and cladding damage observed in recent earthquake events. Consequently, this research explores the potential of an innovative cladding connection. The outcomes from this research shows that the innovative cladding connection proposed here is able to achieve low-damage performance whilst also being cost comparable to a traditional cladding connection. It is also theoretically possible that the connection can provide a positive value to the seismic performance of the structure by adding addition strength, stiffness and damping. Finally, the losses associated with both the traditional and innovative cladding systems are compared in terms of tangible outcomes, namely: repair costs, repair time and casualties. The results confirm that the use of innovative cladding technology can substantially reduce the overall losses that result from cladding damage.
Geologic phenomena produced by earthquake shaking, including rockfalls and liquefaction features, provide important information on the intensity and spatiotemporal distribution of earthquake ground motions. The study of rockfall and liquefaction features produced in contemporary well- instrumented earthquakes increases our knowledge of how natural and anthropogenic environments respond to earthquakes and improves our ability to deduce seismologic information from analogous pre-contemporary (paleo-) geologic features. The study of contemporary and paleo- rockfall and liquefaction features enables improved forecasting of environmental responses to future earthquakes. In this thesis I utilize a combination of field and imagery-based mapping, trenching, stratigraphy, and numerical dating techniques to understand the nature and timing of rockfalls (and hillslope sedimentation) and liquefaction in the eastern South Island of New Zealand, and to examine the influence that anthropogenic activity has had on the geologic expressions of earthquake phenomena. At Rapaki (Banks Peninsula, NZ), field and imagery-based mapping, statistical analysis and numerical modeling was conducted on rockfall boulders triggered by the fatal 2011 Christchurch earthquakes (n=285) and compared with newly identified prehistoric (Holocene and Pleistocene) boulders (n=1049) deposited on the same hillslope. A significant population of modern boulders (n=26) travelled farther downslope (>150 m) than their most-travelled prehistoric counterparts, causing extensive damage to residential dwellings at the foot of the hillslope. Replication of prehistoric boulder distributions using 3-dimensional rigid body numerical models requires the application of a drag-coefficient, attributed to moderate to dense slope vegetation, to account for their spatial distribution. Radiocarbon dating provides evidence for 17th to early 20th century deforestation at the study site during Polynesian and European colonization and after emplacement of prehistoric rockfalls. Anthropocene deforestation enabled modern rockfalls to exceed the limits of their prehistoric predecessors, highlighting a shift in the geologic expression of rockfalls due to anthropogenic activity. Optical and radiocarbon dating of loessic hillslope sediments in New Zealand’s South Island is used to constrain the timing of prehistoric rockfalls and associated seismic events, and quantify spatial and temporal patterns of hillslope sedimentation including responses to seismic and anthropogenic forcing. Luminescence ages from loessic sediments constrain timing of boulder emplacement to between ~3.0 and ~12.5 ka, well before the arrival of Polynesians (ca AD 1280) and Europeans (ca AD 1800) in New Zealand, and suggest loess accumulation was continuing at the study site until 12-13 ka. Large (>5 m3) prehistoric rockfall boulders preserve an important record of Holocene hillslope sedimentation by creating local traps for sediment aggradation and upbuilding soil formation. Sediment accumulation rates increased considerably (>~10 factor increase) following human arrival and associated anthropogenic burning of hillslope vegetation. New numerical ages are presented to place the evolution of loess-mantled hillslopes in New Zealand’s South Island into a longer temporal framework and highlight the roles of earthquakes and humans on hillslope surface process. Extensive field mapping and characterization for 1733 individual prehistoric rockfall boulders was conducted at Rapaki and another Banks Peninsula site, Purau, to understand their origin, frequency, and spatial and volumetric distributions. Boulder characteristics and distributions were compared to 421 boulders deposited at the same sites during the 2010-2011 Canterbury earthquake sequence. Prehistoric boulders at Rapaki and Purau are comprised of two dominant lithofacies types: volcanic breccia and massive (coherent) lava basalt. Volcanic breccia boulders are found in greatest abundance (64-73% of total mapped rockfall) and volume (~90-96% of total rockfall) at both locations and exclusively comprise the largest boulders with the longest runout distances that pose the greatest hazard to life and property. This study highlights the primary influence that volcanic lithofacies architecture has on rockfall hazard. The influence of anthropogenic modifications on the surface and subsurface geologic expression of contemporary liquefaction created during the 2010-2011 Canterbury earthquake sequence (CES) in eastern Christchurch is examined. Trench observations indicate that anthropogenic fill layer boundaries and the composition/texture of discretely placed fill layers play an important role in absorbing fluidized sand/silt and controlling the subsurface architecture of preserved liquefaction features. Surface liquefaction morphologies (i.e. sand blows and linear sand blow arrays) display alignment with existing utility lines and utility excavations (and perforated pipes) provided conduits for liquefaction ejecta during the CES. No evidence of pre-CES liquefaction was identified within the anthropogenic fill layers or underlying native sediment. Radiocarbon dating of charcoal within the youngest native sediment suggests liquefaction has not occurred at the study site for at least the past 750-800 years. The importance of systematically examining the impact of buried infrastructure on channelizing and influencing surface and subsurface liquefaction morphologies is demonstrated. This thesis highlights the importance of using a multi-technique approach for understanding prehistoric and contemporary earthquake phenomena and emphasizes the critical role that humans play in shaping the geologic record and Earth’s surface processes.
The purpose of this paper is to empirically investigate the effects of a major disaster on the management of human resources in the construction sector. It sets out to identify the construction skills challenges and the factors that affected skills availability following the 2010/2011 earthquakes in Christchurch. It is hoped that this study will provide insights for on-going reconstruction and future disaster response with respect to the problem of skills shortages. Design/methodology/approach A triangulation method was adopted. The quantitative method, namely, a questionnaire survey, was employed to provide a baseline description. Field observations and interviews were used as a follow-up to ascertain issues and potential shortages over time. Three focus groups in the form of research workshops were convened to gain further insight into the feedback and to investigate the validity and applicability of the research findings. Findings The earthquakes in Christchurch had compounded the pre-existing skills shortages in the country due to heightened demand from reconstruction. Skills shortages primarily existed in seismic assessment and design for land and structures, certain trades, project management and site supervision. The limited technical capability available nationally, shortage of temporary accommodation to house additional workers, time needed for trainees to become skilled workers, lack of information about reconstruction workloads and lack of operational capacity within construction organisations, were critical constraints to the resourcing of disaster recovery projects. Research limitations/implications The research findings contribute to the debate on skills issues in construction. The study provides evidence that contributes to an improved understanding of the industry’s skills vulnerability and emerging issues that would likely exist after a major disaster in a resource-limited country such as New Zealand. Practical implications From this research, decision makers and construction organisations can gain a clear direction for improving the construction capacity and capability for on-going reconstruction. Factors that affected the post-earthquake skills availability can be considered by decision makers and construction organisations in their workforce planning for future disaster events. The recommendations will assist them in addressing skills shortages for on-going reconstruction. Originality/value Although the study is country-specific, the findings show the nature and scale of skills challenges the construction industry is likely to face following a major disaster, and the potential issues that may compound skills shortages. It provides lessons for other disaster-prone countries where the resource pool is small and a large number of additional workers are needed to undertake reconstruction.
This thesis revisits the topic of earthquake recovery in Christchurch City more than a decade after the Canterbury earthquakes. Despite promising visions of a community reconnected and a sustainable and liveable city, significant portions of the city’s core – the Red Zone – remain dilapidated and “eerily empty”. At the same time, new developments in other areas have proven to be alienated or underutilised. Currently, the Canterbury Earthquake Recovery Authority’s plans for the rebuilding highlight the delivery of more residential housing to re-populate the city centre. However, prevalent approaches to housing development in Christchurch are ineffective for building an inclusive and active community. Hence, the central inquiry of the thesis is how the development of housing complexes can revitalise the Red Zone within the Christchurch city centre. The inquiry has been carried out through a research-through-design methodology, recognising the importance of an in-depth investigation that is contextualised and combined with the intuition and embodied knowledge of the designer. The investigation focuses on a neglected site in the Red Zone in the heart of Christchurch city, with significant Victorian and Edwardian Baroque heritage buildings, including Odeon Theatre, Lawrie & Wilson Auctioneers, and Sol Square, owned by The Regional Council Environment Canterbury. The design inquiry argues, develops, and is carried through a place-assemblage lens to housing development for city recovery, which recognizes the significance of socially responsive architecture that explores urban renewal by forging connections within the social network. Therefore, place-assemblage criteria and methods for developing socially active and meaningful housing developments are identified. Firstly, this thesis argues that co-living housing models are more focused on people relations and collective identity than the dominant developer-driven housing rebuilds, as they prioritise conduits for interaction and shared social meaning and practices. Secondly, the adaptive reuse of derelict heritage structures is proposed to reinvigorate the urban fabric, as heritage is seen to be conceived as and from a social assemblage of people. The design is realised by the principles outlined in the ICOMOS charter, which involves incorporating the material histories of existing structures and preserving the intangible heritage of the site by ensuring the continuity of cultural practices. Lastly, design processes and methods are also vital for place-sensitive results, which pay attention to the site’s unique characteristics to engage with local stakeholders and communities. The research explores place-assemblage methods of photographic extraction, the drawing of story maps, precedent studies, assemblage maps, bricolages, and paper models, which show an assembly of layers that piece together the existing heritage, social conduits, urban commons and housing to conceptualise the social network within its place.
On 22 February 2011, Ōtautahi Christchurch was struck by a devastating earthquake. The city was changed forever: lives were lost, buildings destroyed and much of the city’s infrastructure needed to be repaired or replaced. One of the unexpected outcomes of the process of recovery was the volume of archaeological work that was carried out in the city, including the substantial amount of buildings archaeology that was undertaken (that is, recording standing buildings prior to and during their demolition, using archaeological techniques). Amongst the numerous buildings recorded in this way were 101 houses from across the city (but concentrated in those areas hit hardest by the earthquakes), built between 1850 and 1900. This work yielded a wealth of data about what houses in the city looked like in the nineteenth century. It is this data that forms the core of my thesis, providing an opportunity to examine the question of what life was like in nineteenth century Christchurch through these houses and the people who built them. Christchurch was founded in 1850 by European settlers, most of whom were English. These people came to New Zealand to build a better life for themselves and their families. For many of them, this ‘better life’ included the possibility of owning their own home and, in some instances, building that house (or at least, commissioning its construction). The buildings archaeology data collected following the Canterbury earthquakes enabled a detailed analysis of what houses in the city looked like in the nineteenth century – their form, and both their external and internal appearance – and how this changed as the century progressed. A detailed examination of the lives of those who built 21 of the houses enabled me to understand why each house looked the way it did, and how the interplay of class, budget and family size and expectations (amongst other factors) shaped each house. It is through these life stories that more about life in Christchurch in the nineteenth century was revealed. These are stories of men and women, of success and failure, of businesses and bankruptcies. There are themes that run through the stories: class, appearances, death, religion, gender, improvement. Just as importantly, though, they reveal the everyday experiences of people as they set about building a new city. Thus, through the archaeology of the houses and the history of the people who built them, an earthquake has revealed more about life in nineteenth century Christchurch, as well as providing the means for a deeper understanding of the city’s domestic architecture.
The major earthquakes of 2010 and 2011 brought to an abrupt end a process of adaptive reuse, revitalisation and gentrification that was underway in the early 20th century laneways and buildings located in the south eastern corner of the Christchurch Central Business District. Up until then, this location was seen as an exemplar of how mixed use could contribute to making the central city an attractive and viable alternative to the suburban living experience predominant in New Zealand. This thesis is the result of a comprehensive case study of this “Lichfield Lanes” area, which involved in depth interviews with business owners, observation of public meetings and examination of documents and the revitalisation research literature. Findings were that many of the factors seen to make this location successful pre-earthquakes mirror the results of similar research in other cities. These factors include: the importance of building upon historic architecture and the eclectic spaces this creates; a wide variety of uses generating street life; affordable rental levels; plus the dangers of uniformity of use brought about by focussing on business types that pay the most rent. Also critical is co-operation between businesses to create and effectively market and manage an identifiable precinct that has a coherent style and ambience that differentiates the location from competing suburban malls. In relation to the latter, a significant finding of this project was that the hospitality and retail businesses key to the success of Lichfield Lanes were not typical and could be described as quirky, bohemian, chaotic, relatively low rent, owner operated and appealing to the economically important “Creative Class” identified by Richard Florida (2002) and others. In turn, success for many of these businesses can be characterised as including psychological and social returns rather than simply conventional economic benefits. This has important implications for inner city revitalisation, as it contrasts with the traditional focus of local authorities and property developers on physical aspects and tenant profitability as measures of success. This leads on to an important conclusion from this research, which is that an almost completely inverted strategy from that applied to suburban mall development, may be most appropriate for successful inner city revitalisation. It also highlights a disconnection between the focus and processes of regulatory authorities and the outcomes and processes most acceptable to the people likely to frequent the central city. Developers are often caught in the middle of this conflicted situation. Another finding was early commitment by businesses to rebuild the case study area in the same style, but over time this waned as delay, demolition, insurance problems, political and planning uncertainty plus other issues made participation by the original owners and tenants impossible or uneconomic. In conclusion, the focus of inner city revitalisation is too often on buildings rather than the people that use them and what they now desire from the central city.
To this extent, modern buildings generally demonstrated good resistance to collapse during the recent earthquakes in New Zealand. However, damage to non-structural elements (NSE) has been persistent during these events. NSEs include secondary systems or components attached to the floors, roofs, and walls of a building or industrial facility that are not explicitly designed to participate in the main vertical or lateral load-bearing mechanism of the structure. They play a major role in the operational and functional aspects of buildings and contribute a major portion of the building’s overall cost. Therefore, they are expected to accommodate the effects of seismic actions such as drifts and accelerations. Typical examples of NSEs include internal non-loadbearing partitions, suspended ceilings, sprinkler piping systems, architectural claddings, building contents, mechanical/electrical equipment, and furnishings. The main focus of this thesis is the drift sensitive NSEs: precast concrete cladding panels and internal partition walls. Even though most precast concrete cladding panels performed well from a life-safety point of view during recent earthquakes in NZ, some collapsed panels posed a significant threat to life safety. It is, therefore, important that the design and detailing of the panel-to-structure connections ensure that their strength and displacement capacity are adequate to meet the corresponding seismic demands, at least during design level earthquakes. In contrast, the partition wall is likely to get damaged and lose serviceability at a low inter-story drift unless designed to accommodate the relative deformations between them and the structure. Partition walls suffered wide-ranging damage such as screw failures, diagonal cracking, detachments to the gypsum linings, and anchorage failures during the 2011 Canterbury Earthquake Sequence in NZ. Therefore, the thesis is divided into two parts. Part I of the thesis focuses on developing novel low-damage precast concrete cladding panel connections, i.e. “rocking” connection details comprising vertically slotted steel embeds and weld plates. The low-damage seismic performance of novel “rocking” connection details is verified through experimental tests comprising uni-directional, bi-directional, and multi-storey scaled quasi-static cyclic tests. Comparison with the seismic performance of traditional panel connections reported in the literature demonstrated the system’s significantly improved seismic resilience. Furthermore, the finite element models of panel connections and sealants are developed in ABAQUS. The force-drift responses of the “rocking” panel system modelled in SAP2000 is compared with the experimental results to evaluate their accuracy and validity. Part II of the thesis focuses on a) understanding the seismic performance of traditional rigid timber-framed partition wall, b) development and verification of low-damage connections (i.e. “rocking” connection details comprising of dual-slot tracks), and c) seismic evaluation of partition walls with a novel “bracketed and slotted” connections (comprising of innovative fastener and plastic bracket named Flexibracket) under uni-directional and bidirectional quasi-static cyclic loadings. Moreover, parametric investigation of the partition walls was conducted through several experimental tests to understand better the pros and cons of the rocking connection details. The experimental results have confirmed that the implementation of the proposed low damage solutions of precast cladding panels and internal partition walls can significantly reduce their damage in a building.
This dissertation explores the advocacy for the Christchurch Town Hall that occurred in 2012-2015 after the Canterbury Earthquakes. It frames this advocacy as an instance of collective-action community participation in a heritage decision, and explores the types of heritage values it expressed, particularly social values. The analysis contextualises the advocacy in post-quake Christchurch, and considers its relationship with other developments in local politics, heritage advocacy, and urban activism. In doing so, this dissertation considers how collective action operates as a form of public participation, and the practical implications for understanding and recognising social value. This research draws on studies of practices that underpin social value recognition in formal heritage management. Social value is held by communities outside institutions. Engaging with communities enables institutions to explore the values of specific places, and to realise the potential of activating local connections with heritage places. Such projects can be seen as participatory practices. However, these processes require skills and resources, and may not be appropriate for all places, communities and institutions. However, literature has understudied collective action as a form of community participation in heritage management. All participation processes have nuances of communities, processes, and context, and this dissertation analyses these in one case. The research specifically asked what heritage values (especially social values) were expressed through collective action, what the relationship was with the participation processes, communities, and wider situation that produced them, and the impact on institutional rhetoric and decisions. The research analysed values expressed in representations made to council in support of the Town Hall. It also used documentary sources and interviews with key informants to analyse the advocacy and decision-making processes and their relationships with the wider context and other grassroots activities. The analysis concluded that the values expressed intertwined social and professional values. They were related to the communities and circumstance that produced them, as an advocacy campaign for a civic heritage building from a Western architectural tradition. The advocacy value arguments were one of several factors that impacted the decision. They have had a lasting impact on rhetoric around the Town Hall, as was a heritage-making practice in its own right. This dissertation makes a number of contributions to the discussion of social value and community in heritage. It suggests connections between advocacy and participation perspectives in heritage. It recommends consideration of nuances of communities, context, and place meanings when using heritage advocacy campaigns as evidence of social value. It adds to the literature on heritage advocacy, and offers a focused analysis of one of many heritage debates that occurred in post-quake Christchurch. Ultimately, it encourages practice to actively integrate social and community values and to develop self-reflexive engagement and valuation processes. Despite inherent challenges, participatory processes offer opportunities to diversify understandings of value, co-produce heritage meanings with communities, and empower citizens in democratic processes around the places they live with and love.
When disasters and crises, both man-made and natural, occur, resilient higher education institutions adapt in order to continue teaching and research. This may necessitate the closure of the whole institution, a building and/or other essential infrastructure. In disasters of large scale the impact can be felt for many years. There is an increasing recognition of the need for disaster planning to restructure educational institutions so that they become more resilient to challenges including natural disasters (Seville, Hawker, & Lyttle, 2012).The University of Canterbury (UC) was affected by seismic events that resulted in the closure of the University in September 2010 for 10 days and two weeks at the start of the 2011 academic year This case study research describes ways in which e-learning was deployed and developed by the University to continue and even to improve learning and teaching in the aftermath of a series of earthquakes in 2010 and 2011. A qualitative intrinsic embedded/nested single case study design was chosen for the study. The population was the management, support staff and educators at the University of Canterbury. Participants were recruited with purposive sampling using a snowball strategy where the early key participants were encouraged to recommend further participants. Four sources of data were identified: (1) documents such as policy, reports and guidelines; (2) emails from leaders of the colleges and academics; (3) communications from senior management team posted on the university website during and after the seismic activity of 2010 and 2011; and (4) semi-structured interviews of academics, support staff and members of senior management team. A series of inductive descriptive content analyses identified a number of themes in the data. The Technology Acceptance Model 2 (Venkatesh & Davis, 2000) and the Indicator of Resilience Model (Resilient Organisations, 2012) were used for additional analyses of each of the three cases. Within the University case, the cases of two contrasting Colleges were embedded to produce a total of three case studies describing e-learning from 2000 - 2014. One contrast was the extent of e-learning deployment at the colleges: The College of Education was a leader in the field, while the College of Business and Law had relatively little e-learning at the time of the first earthquake in September 2010. The following six themes emerged from the analyses: Communication about crises, IT infrastructure, Availability of e-learning technologies, Support in the use of e-learning technologies, Timing of crises in academic year and Strategic planning for e-learning. One of the findings confirmed earlier research that communication to members of an organisation and the general public about crises and the recovery from crises is important. The use of communication channels, which students were familiar with and already using, aided the dissemination of the information that UC would be using e-learning as one of the options to complete the academic year. It was also found that e-learning tools were invaluable during the crises and facilitated teaching and learning whilst freeing limited campus space for essential activities and that IT infrastructure was essential to e-learning. The range of e-learning tools and their deployment evolved over the years influenced by repeated crises and facilitated by the availability of centrally located support from the e-Learning support team for a limited set of tools, as well as more localised support and collaboration with colleagues. Furthermore, the reasons and/or rate of e-learning adoption in an educational institution during crises varied with the time of the academic year and the needs of the institution at the time. The duration of the crises also affected the adoption of e-learning. Finally, UC’s lack of an explicit e-learning strategy influenced the two colleges to develop college-specific e-learning plans and those College plans complemented the incorporation of e-learning for the first time in the University’s teaching and learning strategy in 2013. Twelve out of the 13 indicators of the Indicators of Resilience Model were found in the data collected for the study and could be explained using the model; it revealed that UC has become more resilient with e-learning in the aftermath of the seismic activities in 2010 and 2011. The interpretation of the results using TAM2 demonstrated that the adoption of technologies during crises aided in overcoming barriers to learning at the time of the crisis. The recommendations from this study are that in times of crises, educational institutions take advantage of Cloud computing to communicate with members of the institution and stakeholders. Also, that the architecture of a university’s IT infrastructure be made more resilient by increasing redundancy, backup and security, centralisation and Cloud computing. In addition, when under stress it is recommended that new tools are only introduced when they are essential.
This thesis studies the behaviour of diaphragms in multi-storey timber buildings by providing methods for the estimation of the diaphragm force demand, developing an Equivalent Truss Method for the analysis of timber diaphragms, and experimentally investigating the effects of displacement incompatibilities between the diaphragm and the lateral load resisting system and developing methods for their mitigation. The need to better understand the behaviour of diaphragms in timber buildings was highlighted by the recent 2010-2011 Canterbury Earthquake series, where a number of diaphragms in traditional concrete buildings performed poorly, compromising the lateral load resistance of the structure. Although shortcomings in the estimation of force demand, and in the analysis and design of concrete floor diaphragms have already been partially addressed by other researchers, the behaviour of diaphragms in modern multi-storey timber buildings in general, and in low damage Pres-Lam buildings (consisting of post-tensioned timber members) in particular is still unknown. The recent demand of mid-rise commercial timber buildings of ten storeys and beyond has further highlighted the lack of appropriate methods to analyse timber diaphragms with irregular floor geometries and large spans made of both light timber framing and massive timber panels. Due to the lower stiffness of timber lateral load resisting systems, compared with traditional construction materials, and the addition of in-plane flexible diaphragms, the effect of higher modes on the global dynamic behaviour of a structure becomes more critical. The results from a parametric non-linear time-history analysis on a series of timber frame and wall structures showed increased storey shear and moment demands even for four storey structures when compared to simplistic equivalent static analysis. This effect could successfully be predicted with methods available in literature. The presence of diaphragm flexibility increased diaphragm inter-storey drifts and the peak diaphragm demand in stiff wall structures, but had less influence on the storey shears and moments. Diaphragm force demands proved to be significantly higher than the forces derived from equivalent static analysis, leading to potentially unsafe designs. It is suggested to design all diaphragms for the same peak demand; a simplified approach to estimate these diaphragm forces is proposed for both frame and wall structures. Modern architecture often requires complex floor geometries with long spans leading to stress concentrations, high force demands and potentially large deformations in the diaphragms. There is a lack of guidance and regulation regarding the analysis and design of timber diaphragms and a practical alternative to the simplistic equivalent deep beam analysis or costly finite element modelling is required. An Equivalent Truss Method for the analysis of both light timber framed and massive timber diaphragms is proposed, based on analytical formulations and verified against finite element models. With this method the panel unit shear forces (shear flow) and therefore the fastener demand, chord forces and reaction forces can be evaluated. Because the panel stiffness and fastener stiffness are accounted for, diaphragm deflection, torsional effects and transfer forces can also be assessed. The proposed analysis method is intuitive and can be used with basic analysis software. If required, it can easily be adapted for the use with diaphragms working in the non-linear range. Damage to floor diaphragms resulting from displacement incompatibilities due to frame elongation or out-of plane deformation of walls can compromise the transfer of inertial forces to the lateral load resisting system as well as the stability of other structural elements. Two post-tensioned timber frame structures under quasi-static cyclic and dynamic load, respectively, were tested with different diaphragm panel layouts and connections investigating their ability to accommodate frame elongations. Additionally, a post-tensioned timber wall was loaded under horizontal cyclic loads through two pairs of collector beams. Several different connection details between the wall and the beams were tested, and no damage to the collector beams or connections was observed in any of the tests. To evaluate the increased strength and stiffness due to the wall-beam interaction an analytical procedure is presented. Finally, a timber staircase core was tested under bi-directional loading. Different connection details were used to study the effect of displacement incompatibilities between the orthogonal collector beams. These experiments showed that floor damage due to displacement incompatibilities can be prevented, even with high levels of lateral drift, by the flexibility of well-designed connections and the flexibility of the timber elements. It can be concluded that the flexibility of timber members and the flexibility of their connections play a major role in the behaviour of timber buildings in general and of diaphragms specifically under seismic loads. The increased flexibility enhances higher mode effects and alters the diaphragm force demand. Simple methods are provided to account for this effect on the storey shear, moment and drift demands as well as the diaphragm force demands. The analysis of light timber framing and massive timber diaphragms can be successfully analysed with an Equivalent Truss Method, which is calibrated by accounting for the panel shear and fastener stiffnesses. Finally, displacement incompatibilities in frame and wall structures can be accommodated by the flexibilities of the diaphragm panels and relative connections. A design recommendations chapter summarizes all findings and allows a designer to estimate diaphragm forces, to analyse the force path in timber diaphragms and to detail the connections to allow for displacement incompatibilities in multi-storey timber buildings.

Need – The freight industry is facing challenges related to climate change, including natural hazards and carbon emissions. These challenges impact the efficiency of freight networks, increase costs, and negatively affect delivery times. To address these challenges, freight logistics modelling should consider multiple variables, such as natural hazards, sustainability, and emission reduction strategies. Freight operations are complex, involving various factors that contribute to randomness, such as the volume of freight being transported, the location of customers, and truck routes. Conventional methods have limitations in simulating a large number of variables. Hence, there is a need to develop a method that can incorporate multiple variables and support freight sustainable development. Method - A minimal viable model (MVM) method was proposed to elicit tacit information from industrial clients for building a minimally sufficient simulation model at the early modelling stages. The discrete-event simulation (DES) method was applied using Arena® software to create simulation models for the Auckland and Christchurch corridor, including regional pick-up and delivery (PUD) models, Christchurch city delivery models, and linehaul models. Stochastic variables in freight operations such as consignment attributes, customer locations, and truck routes were incorporated in the simulation. The geographic information system (GIS) software ArcGIS Pro® was used to identify and analyse industrial data. The results obtained from the GIS software were applied to create DES models. Life cycle assessment (LCA) models were developed for both diesel and battery electric (BE) trucks to compare their life cycle greenhouse gas (GHG) emissions and total cost of ownership (TCO) and support GHG emissions reduction. The line-haul model also included natural hazards in several scenarios, and the simulation was used to forecast the stock level of Auckland and Christchurch depots in response to each corresponding scenario. Results – DES is a powerful technique that can be employed to simulate and evaluate freight operations that exhibit high levels of variability, such as regional pickup and delivery (PUD) and linehaul. Through DES, it becomes possible to analyse multiple factors within freight operations, including transportation modes, routes, scheduling, and processing times, thereby offering valuable insights into the performance, efficiency, and reliability of the system. In addition, GIS is a useful tool for analysing and visualizing spatial data in freight operations. This is exemplified by their ability to simulate the travelling salesman problem (TSP) and conduct cluster analysis. Consequently, the integration of GIS into DES modelling is essential for improving the accuracy and reliability of freight operations analysis. The outcomes of the simulation were utilised to evaluate the ecological impact of freight transport by performing emission calculations and generating low-carbon scenarios to identify approaches for reducing the carbon footprint. LCA models were developed based on simulation results. Results showed that battery-electric trucks (BE) produced more greenhouse gas (GHG) emissions in the cradle phase due to battery manufacturing but substantially less GHG emissions in the use phase because of New Zealand's mostly renewable energy sources. While the transition to BE could significantly reduce emissions, the financial aspect is not compelling, as the total cost of ownership (TCO) for the BE truck was about the same for ten years, despite a higher capital investment for the BE. Moreover, external incentives are necessary to justify a shift to BE trucks. By using simulation methods, the effectiveness of response plans for natural hazards can be evaluated, and the system's vulnerabilities can be identified and mitigated to minimize the risk of disruption. Simulation models can also be utilized to simulate adaptation plans to enhance the system's resilience to natural disasters. Novel contributions – The study employed a combination of DES and GIS methods to incorporate a large number of stochastic variables and driver’s decisions into freight logistics modelling. Various realistic operational scenarios were simulated, including customer clustering and PUD truck allocation. This showed that complex pickup and delivery routes with high daily variability can be represented using a model of roads and intersections. Geographic regions of high customer density, along with high daily variability could be represented by a two-tier architecture. The method could also identify delivery runs for a whole city, which has potential usefulness in market expansion to new territories. In addition, a model was developed to address carbon emissions and total cost of ownership of battery electric trucks. This showed that the transition was not straightforward because the economics were not compelling, and that policy interventions – a variety were suggested - could be necessary to encourage the transition to decarbonised freight transport. A model was developed to represent the effect of natural disasters – such as earthquake and climate change – on road travel and detour times in the line haul freight context for New Zealand. From this it was possible to predict the effects on stock levels for a variety of disruption scenarios (ferry interruption, road detours). Results indicated that some centres rather than others may face higher pressure and longer-term disturbance after the disaster subsided. Remedies including coastal shipping were modelled and shown to have the potential to limit the adverse effects. A philosophical contribution was the development of a methodology to adapt the agile method into the modelling process. This has the potential to improve the clarification of client objectives and the validity of the resulting model.
