The Building Act 2004 now requires Territorial Authorities (TAs) to have in place a policy setting out how they intend making existing buildings that would be unable to withstand a moderate earthquake safe for their occupiers. Many of the resultant policies developed by TAs have put in place mandatory upgrade requirements that will force owners to expend large amounts of capital on seismic upgrading of their buildings. The challenge for the property owners and TAs alike is to make such development work economic or the result will be wide scale demolition of old buildings. This has serious implications for both heritage conservation and inner city revitalisation plans that are based on existing heritage buildings. This paper sets out the issues and challenges for the seismic upgrading of buildings in New Zealand and puts forward some potential solutions

New Zealand lies on the Pacific Ring of Fire – the belt of vulnerable, unpredictable fault lines which are the primary cause for earthquakes in this country. Most recently, as evident in the aftermath of the 2011 Christchurch earthquake -the destruction of the city centre led to the emergence of sub centres in different parts of the city each with different, desperate needs. The lack of preparedness in the wake of an earthquake hence, exacerbated this destitution.  This research explores architecture’s role in the sub-centre. How can architecture facilitate resilience through this decentralised typology?  The design-led approach critiques the implications of architecture as a tool for resilience whilst highlighting the desperate need for the engagement of architecture in planning before a disaster strikes. The resulting response explores resilience through an architectural lens that has a wider infrastructural, contextual and user-focussed need.

The presentation is titled, "Local System Perspective".The abstract for this presentation reads as follows: The devastating Canterbury earthquakes of 2010 and 2011 have resulted in challenges for the people of Canterbury and have altered the population's health needs. In the wake of New Zealand's largest natural disaster, the health system needed to respond rapidly to changing needs and damaged infrastructure in the short-term in the context of developing sustainable long-term solutions. Canterbury was undergoing system transformation prior to the quakes, however the horizon of transformation was brought forward post-quake: 'Vision 2020' became the vision for now. Innovation was enabled as people working across the system addressed new constraints such as the loss of 106 acute hospital beds, 635 aged residential care beds, the loss of general practices and pharmacies as well as damaged non-government organisation sector. A number of new integration initiatives (e.g. a shared electronic health record system, community rehabilitation for older people, community falls prevention) and expansion of existing programs (e.g. acute demand management) were focused on supporting people to stay well in their homes and communities. The system working together in an integrated way has resulted in significant reductions in acute health service utilisation in Canterbury. Acute admission rates have not increased and remain significantly below national rates and the number of acute and rehabilitation bed days have fallen since the quakes, with these trends most evident among older people. However, health needs frequently reported in post-disaster literature have created greater pressures on the system. In particular, an escalating number of people facing mental health problems and coping with acute needs of the migrant rebuild population provide new challenges for a workforce also affected by the quakes. The recovery journey for Canterbury is not over.

Several concrete cladding panels were damaged during the 2011 Christchurch Earthquakes in New Zealand. Damage included partial collapse of panels, rupture of joint sealants, cracking and corner crushing. Installation errors, faulty connections and inadequate detailing were also contributing factors to the damage. In New Zealand, two main issues are considered in order to accommodate story drifts in the design of precast cladding panels: 1) drift compatibility of tieback or push-pull connections and 2) drift compatibility of corner joints. Tieback connections restrain the panels in the out-of-plane direction while allowing in-plane translation with respect to the building frame. Tieback connections are either in the form of slots or oversized holes or ductile rods usually located at the top of the panels. Bearing connections are also provided at the bottom of panels to transfer gravity loads. At the corners of a building, a vertical joint gap, usually filled with sealants, is provided between the two panels on the two orthogonal sides to accommodate the relative movement. In cases where the joint gap is not sufficient to accommodate the relative movements, panels can collide, generating large forces and the likely failure of the connections. On the other hand, large gaps are aesthetically unpleasing. The current design standards appear to recognize these issues but then leave most of the design and detailing to the discretion of the designers. In the installation phase, the alignment of panels is one of the main challenges faced by installers (and/or contractors). Many prefer temporary props to guide, adjust and hold the panels in place whilst the bearing connections are welded. Moreover, heat generated from extensive welding can twist the steel components inducing undesirable local stresses in the panels. Therefore, the installation phase itself is time-consuming, costly and prone to errors. This paper investigates the performance of a novel panel system that is designed to accommodate lateral inter-story drift through a ‘rocking’ motion. In order to gauge the feasibility of the system, six 2m high precast concrete panels within a single-story steel frame structure have been tested under increasing levels of lateral cyclic drift at the University of Canterbury, New Zealand. Three different panel configurations are tested: 1) a panel with return cover and a flat panel at a corner under unidirectional loading, 2) Two adjacent flat panels under unidirectional loading, and 3) Two flat panels at another oblique corner under bidirectional loading. A vertical seismic joint of 25 mm, filled with one-stage joint sealant, is provided between two of the panels. The test results show the ability of the panels with ‘rocking’ connection details to accommodate larger lateral drifts whilst allowing for smaller vertical joints between panels at corners, quick alignment and easy placement of panels without involving extensive welding on site.

A buckling-restrained braced frame (BRBF) is a structural bracing system that provides lateral strength and stiffness to buildings and bridges. They were first developed in Japan in the 1970s (Watanabe et al. 1973, Kimura et al. 1976) and gained rapid acceptance in the United States after the Northridge earthquake in 1994 (Bruneau et al. 2011). However, it was not until the Canterbury earthquakes of 2010/2011, that the New Zealand construction market saw a significant uptake in the use of buckling-restrained braces (BRBs) in commercial buildings (MacRae et al. 2015). In New Zealand there is not yet any documented guidance or specific instructions in regulatory standards for the design of BRBFs. This makes it difficult for engineers to anticipate all the possible stability and strength issues within a BRBF system and actively mitigate them in each design. To help ensure BRBF designs perform as intended, a peer review with physical testing are needed to gain building compliance in New Zealand. Physical testing should check the manufacturing and design of each BRB (prequalification testing), and the global strength and stability of each BRB its frame (subassemblage testing). However, the financial pressures inherent in commercial projects has led to prequalification testing (BRB only testing) being favoured without adequate design specific subassemblage testing. This means peer reviewers have to rely on BRB suppliers for assurances. This low regulation environment allows for a variety of BRBF designs to be constructed without being tested or well understood. The concern is that there may be designs that pose risk and that issues are being overlooked in design and review. To improve the safety and design of BRBFs in New Zealand, this dissertation studies the behaviour of BRBs and how they interact with other frame components. Presented is the experimental test process and results of five commercially available BRB designs (Chapter 2). It discusses the manufacturing process, testing conditions and limitations of observable information. It also emphasises that even though subassemblage testing is impractical, uniaxial testing of the BRB only is not enough, as this does not check global strength or stability. As an alternative to physical testing, this research uses computer simulation to model BRB behaviour. To overcome the traditional challenges of detailed BRB modelling, a strategy to simulate the performance of generic BRB designs was developed (Chapter 3). The development of nonlinear material and contact models are important aspects of this strategy. The Chaboche method is employed using a minimum of six backstress curves to characterize the combined isotropic and kinematic hardening exhibited by the steel core. A simplified approach, adequate for modelling the contact interaction between the restrainer and the core was found. Models also capture important frictional dissipation as well as lateral motion and bending associated with high order constrained buckling of the core. The experimental data from Chapter 2 was used to validate this strategy. As BRBs resist high compressive loading, global stability of the BRB and gusseted connection zone need to be considered. A separate study was conducted that investigated the yielding and buckling strength of gusset plates (Chapter 4). The stress distribution through a gusset plate is complex and difficult to predict because the cross-sectional area of gusset plate is not uniform, and each gusset plate design is unique in shape and size. This has motivated design methods that approximate yielding of gusset plates. Finite element modelling was used to study the development of yielding, buckling and plastic collapse behaviour of a brace end bolted to a series of corner gusset plates. In total 184 variations of gusset plate geometries were modelled in Abaqus®. The FEA modelling applied monotonic uniaxial load with an imperfection. Upon comparing results to current gusset plate design methods, it was found that the Whitmore width method for calculating the yield load of a gusset is generally un-conservative. To improve accuracy and safety in the design of gusset plates, modifications to current design methods for calculating the yield area and compressive strength for gusset plates is proposed. Bolted connections are a popular and common connection type used in BRBF design. Global out-of-plane stability tends to govern the design for this connection type with numerous studies highlighting the risk of instability initiated by inelasticity in the gussets, neck of the BRB end and/or restrainer ends. Subassemblage testing is the traditional method for evaluating global stability. However, physical testing of every BRBF variation is cost prohibitive. As such, Japan has developed an analytical approach to evaluate out-of-plane stability of BRBFs and incorporated this in their design codes. This analytical approach evaluates the different BRB components under possible collapse mechanisms by focusing on moment transfer between the restrainer and end of the BRB. The approach have led to strict criteria for BRBF design in Japan. Structural building design codes in New Zealand, Europe and the United States do not yet provide analytical methods to assess BRB and connection stability, with prototype/subassemblage testing still required as the primary means of accreditation. Therefore it is of interest to investigate the capability of this method to evaluate stability of BRBs designs and gusset plate designs used in New Zealand (including unstiffened gusset connection zones). Chapter 5 demonstrates the capability of FEA to study to the performance of a subassemblage test under cyclic loading – resembling that of a diagonal ground storey BRBF with bolted connections. A series of detailed models were developed using the strategy presented in Chapter 3. The geometric features of BRB 6.5a (Chapter 2) were used as a basis for the BRBs modelled. To capture the different failure mechanisms identified in Takeuchi et al. (2017), models varied the length that the cruciform (non-yielding) section inserts into the restrainer. Results indicate that gusset plates designed according to New Zealand’s Steel Structures Standard (NZS 3404) limit BRBF performance. Increasing the thickness of the gusset plates according to modifications discussed in Chapter 4, improved the overall performance for all variants (except when Lin/ Bcruc = 0.5). The effect of bi-directional loading was not found to notably affect out-of-plane stability. Results were compared against predictions made by the analytical method used in Japan (Takeuchi method). This method was found to be generally conservative is predicting out-of-plane stability of each BRBF model. Recommendations to improve the accuracy of Takeuchi’s method are also provided. The outcomes from this thesis should be helpful for BRB manufacturers, researchers, and in the development of further design guidance of BRBFs.

This is an ethnographic case study, tracking the course of arguments about the future of a city’s central iconic building, damaged following a major earthquake sequence. The thesis plots this as a social drama and examines the central discourses of the controversy. The focus of the drama is the Anglican neo-Gothic Christ Church Cathedral, which stands in the central square of Christchurch, New Zealand. A series of major earthquakes in 2010/2011 devastated much of the inner city, destroying many heritage-listed buildings. The Cathedral was severely damaged and was declared by Government officials in 2011 to be a dangerous building, which needed to be demolished. The owners are the Church Property Trustees, chaired by Bishop Victoria Matthews, a Canadian appointed in 2008. In March 2012 Matthews announced that the Cathedral, because of safety and economic factors, would be deconstructed. Important artefacts were to be salvaged and a new Cathedral built, incorporating the old and new. This decision provoked a major controversy, led by those who claimed that the building could and should be restored. Discourses of history and heritage, memory, place and identity, ownership, economics and power are all identified, along with the various actors, because of their significance. However, the thesis is primarily concerned with the differing meanings given to the Cathedral. The major argument centres on the symbolic interaction between material objects and human subjects and the various ways these are interpreted. At the end of the research period, December 2015, the Christ Church Cathedral stands as a deteriorating wreck, inhabited by pigeons and rats and shielded by protective, colourfully decorated wooden fences. The decision about its future remains unresolved at the time of writing.

Global biodiversity is threatened by human actions, including in urban areas. Urbanisation has removed and fragmented indigenous habitats. As one of the 25 biodiversity ’hot spots’, New Zealand is facing the problems of habitat loss and indigenous species extinction. In New Zealand cities, as a result of the land clearance and imported urban planning precepts, many urban areas have little or no original native forest remaining. Urbanisation has also been associated with the introduction of multitudes of species from around the world. Two large earthquakes shook Christchurch in 2010 and 2011 and caused a lot of damage. Parts of the city suffered from soil liquefaction after the earthquakes. In the most damaged parts of Christchurch, particularly in the east, whole neighbourhoods were abandoned and later demolished except for larger trees. Christchurch offers an excellent opportunity to study the biodiversity responses to an urban area with less intensive management, and to learn more about the conditions in urban environments that are most conducive to indigenous plant biodiversity. This study focuses on natural woody plant regeneration of forested sites in Christchurch city, many of which were also surveyed prior to the earthquakes. By repeating the pre-earthquake surveys, I am able to describe the natural regeneration occurring in Christchurch forested areas. By combining this with the regeneration that has occurred in the Residential Red Zone, successional trajectories can be described under a range of management scenarios. Using a comprehensive tree map of the Residential Red Zone, I was also able to document minimum dispersal distances of a range of indigenous trees in Christchurch. This is important for planning reserve connectivity. Moreover, I expand and improve on a previous analysis of the habitat connectivity of Christchurch (made before the earthquakes) to incorporate the Residential Red Zone, to assess the importance for habitat connectivity of restoring the indigenous forest in this area. In combination, these data sets are used to provide patch scenarios and some management options for biodiversity restoration in the Ōtākaro-Avon Red Zone post-earthquake.

The role of belonging in post-disaster environments remains an under-theorised concept, particularly regarding refugee populations. This paper presents a qualitative study with 101 refugee-background participants from varying communities living in Christchurch, New Zealand, about their perspectives and responses to the Canterbury earthquakes of 2010–11. Participants spoke of how a sense of belonging as individuals and as a wider community was important in the recovery effort, and highlighted the multiple ways in which they understood this concept. Their comments demonstrate how belonging can have contextual, chronological and gendered dimensions that can help inform effective and resonant disaster responses with culturally and linguistically diverse populations. This analysis also illustrates how the participants' perspectives of belonging shifted over time, and discusses the corresponding role of social work in supporting post-disaster recovery through the concepts of civic, ethno and ethnic-based belonging. The Christchurch region of New Zealand experienced a series of major earthquakes and aftershocks between September 2010 and June 2011 which caused severe damage to the city’s infrastructure. The performance of tilt-up precast concrete buildings was investigated and initial observations are presented here. In general, tilt-up buildings performed well during all three major earthquakes, with mostly only minor, repairable damage occurring. For the in-plane loading direction, both loadbearing and cladding panels behaved exceptionally well, with no significant damage or failure observed in panels and their connections. A limited number of connection failures occurred due to large out-of-plane panel inertia forces. In several buildings, the connections between the panel and the internal structural frame appeared to be the weakest link, lacking in both strength and ductility. This weakness in the out-of-plane load path should be prevented in future designs.

Following the 2010/2011 Canterbury, New Zealand earthquakes, a detailed door-to-door survey was conducted in the Christchurch region to establish the earthquake performance of lightweight timber-framed residential dwellings with a masonry veneer external cladding system. The post-earthquake survey involved documenting the condition of dwellings in areas that had experienced different levels of earthquake shaking, allowing comparison between the performance of different veneer systems and different shaking intensities. In total, just fewer than 1,100 residential dwellings were inspected throughout the wider Christchurch area. The survey included parameters such as level of veneer damage, type of veneer damage, observed crack widths, and level of repair required. It is concluded that based on observed earthquake performance at the shaking intensities matching or exceeding ultimate limit state loading, the post-1996 veneer fixing details performed satisfactorily and continued use of the detail is recommended without further modification. This article is a critical commentary of how political documentary embodies the traits and functions of alternative journalism. I explore this notion through Obrero (‘worker’) my independent documentary project about the labour migration of Filipino workers to Christchurch, Aotearoa New Zealand, after the earthquake in 2011. This article maps out the points at where the theories and practices of alternative media and documentary intersect. Analysing political documentary as a format of alternative journalism has links to the long tradition of film and video production as a tool for social critique. As a form of practice-based research, Obrero falls under the rubric of alternative journalism—able to represent the politically marginal sectors of the polity and report on issues underreported in the mainstream press. This article concludes that a distribution plan that is responsive to fragmenting audiences works best when alternative journalism no longer targets a niche but transborder audiences.

This paper presents a qualitative study with multiple refugee background communities living in Christchurch, New Zealand about their perspectives and responses to the Canterbury earthquakes of 2010-2011 (32 semi-structured interviews and 11 focus group discussions comprising 112 participants). Whilst the Canterbury earthquakes created significant challenges for the entire region, several refugee background communities found multiple ways to effectively respond to such adversity. Central to this response were their experiences of belonging which were comprised of both ‘civic’ and ‘ethno’ conceptualisations. This discussion includes an analysis on the intersectionality of identity to highlight the gendered, contextual and chronological influences that impact people’s perspectives of and responses to a disaster. As the study was conducted over 18 months, the paper discusses how social capital resources and experiences of belonging can help inform urban disaster risk reduction (DRR) with refugee groups. http://3icudr.org/program

The devastating magnitude M6.3 earthquake, that struck the city of Christchurch at 12:51pm on Tuesday 22 February 2011, caused widespread damage to the lifeline systems. Following the event, the Natural Hazard Research Platform (NHRP) of New Zealand funded a short-term project “Recovery of Lifelines” aiming to: 1) coordinate the provision of information to meet lifeline short-term needs; and to 2) facilitate the accessibility to lifelines of best practice engineering details, along with hazards and vulnerability information already available from the local and international scientific community. This paper aims to briefly summarise the management of the recovery process for the most affected lifelines systems, including the electric system, the road, gas, and the water and wastewater networks. Further than this, the paper intends to discuss successes and issues encountered by the “Recovery of Lifelines” NHRP project in supporting lifelines utilities.

The UC CEISMIC Canterbury Earthquakes Digital Archive was built following the devastating earthquakes that hit the Canterbury region in the South Island of New Zealand from 2010 – 2012. 185 people were killed in the 6.3 magnitude earthquake of February 22nd 2011, thousands of homes and businesses were destroyed, and the local community endured over 10,000 aftershocks. The program aims to document and protect the social, cultural, and intellectual legacy of the Canterbury community for the purposes of memorialization and enabling research. The nationally federated archive currently stores 75,000 items, ranging from audio and video interviews to images and official reports. Tens of thousands more items await ingestion. Significant lessons have been learned about data integration in post-disaster contexts, including but not limited to technical architecture, governance, ingestion process, and human ethics. The archive represents a model for future resilience-oriented data integration and preservation products.
