Part five of the audio that makes up Gap Filler's 29th project, the Transitional City Audio Tour. This part of the tour begins on Montreal Street near Cranmer Square. It includes commentary on the Cranmer Centre and the Windsor Hotel, two demolished buildings which were on the opposite corners of Armagh and Montreal Streets. The tour then moves down Armagh Street, providing commentary on the Canterbury Provincial Chambers Buildings. When the tour reaches the bridge over the Avon River, it crosses to the other side and follows the river to Gloucester Street where there is commentary on Chancery Lane. The tour then travels up Colombo Street and back to Victoria Square, with commentary on the Queen Victoria and James Cook statues. The tour finishes at the Pallet Pavilion, where it began, on the corner of Kilmore and Durham Streets.

The 2010-2011 Canterbury earthquake sequence, and the resulting extensive data sets on damaged buildings that have been collected, provide a unique opportunity to exercise and evaluate previously published seismic performance assessment procedures. This poster provides an overview of the authors’ methodology to perform evaluations with two such assessment procedures, namely the P-58 guidelines and the REDi Rating System. P-58, produced by the Federal Emergency Management Agency (FEMA) in the United States, aims to facilitate risk assessment and decision-making by quantifying earthquake ground shaking, structural demands, component damage and resulting consequences in a logical framework. The REDi framework, developed by the engineering firm ARUP, aids stakeholders in implementing resilience-based earthquake design. Preliminary results from the evaluations are presented. These have the potential to provide insights on the ability of the assessment procedures to predict impacts using “real-world” data. However, further work remains to critically analyse these results and to broaden the scope of buildings studied and of impacts predicted.

An interested passerby assumes that a builder will be keen to get some EQC work fixing up Christchurch but the builder replies 'Are you kidding?! Not while EQC is paying us $4500 a week to do its assessments!' Context - The Earthquake Commission (EQC) has employed 414 contractors to carry out the assessments on its behalf, Radio New Zealand reported. Contractors carrying out property inspections of quake-damaged Christchurch homes are being paid about $4000 a week. Contractors are paid $75 an hour, while the builders, who inspect the damage, receive $60 an hour, the broadcaster said. Lincoln University and CBRE, a commercial real estate service provider, have conducted research to investigate the impacts of the Canterbury earthquake on the commercial office market in Christchurch. The 22 February 2011 Canterbury earthquake had a devastating impact on Christchurch property with significant damage caused to land and buildings. As at January 2012, around 740 buildings have either been demolished or identified to be demolished in central Christchurch. On top of this, around 140 buildings have either been partially demolished or identified to be partially demolished. The broad aims of our research are to (i) examine the nature and extent of the CBD office relocation, (ii) identify the nature of the occupiers, (iii) determine occupier’s perceptions of the future: their location and space needs post the February earthquake, and the likelihood of relocating back to the CBD after the rebuild, and (iv) find out what occupiers see as the future of the CBD, and how they want this to look.

A copy of a letter from Seamus O'Cromtha which was sent to the Chief Executive of the Ministry of Business, Innovation and Employment (MBIE) on 3 September 2016. The letter was sent on behalf of Empowered Christchurch. In the letter, O'Cromtha calls on the Chief Executive to instruct the Christchurch City Council to stop issuing building consents in areas such as the Avon River floodplain until stop banks have been erected along the river. O'Cromtha comments, "Properties that should be protected by stop banks currently have no protection against flooding".

Gulls are well known for swooping in and flogging food off your plate or picnic and now they are making a complete menace of themselves in Christchurch's New Regent street. Local businesses are being over-run by the red and black-billed gulls that are nesting on the rooves of buildings along the street, swooping and pooping all over the place. It's not the first time they've invaded, they started breeding in 2019 in an earthquake damaged building on the corner of Armagh and New Regent streets. The problem is both the red and black-billed gulls are protected. Casey Alderson from Belle Cafe spoke to Lisa Owen.

As a result of the Canterbury earthquakes, over 60% of the concrete buildings in the Christchurch Central Business District have been demolished. This experience has highlighted the need to provide guidance on the residual capacity and repairability of earthquake-damaged concrete buildings. Experience from 2010 Chile indicates that it is possible to repair severely damaged concrete elements (see photo at right), although limited testing has been performed on such repaired components. The first phase of this project is focused on the performance of two lightly-reinforced concrete walls that are being repaired and re-tested after damage sustained during previous testing.

A photograph of a green sticker on the window of The Dolls House Shop antique store on Colombo Street. The sticker indicates that the store is safe to enter. The sign reads, "Inspected, no restriction on use or occupancy. This building has received a brief inspection only. While no apparent structural or other safety hazards have been found, a more comprehensive inspection of the exterior and interior may reveal safety hazards". The structural engineer has written on the sign "propping to rear of building inadequate, fire egress also at rear inappropriate, no occupancy to second storey".

A video of the Christchurch City Council meeting to discuss its consenting process. The meeting was called after the council received a letter from International Accreditation New Zealand (IANZ) on 30 May 2013. The letter states that the Council has until 28 June 2013 to improve its processes or it will be stripped of its accreditation as a building consent authority. The video includes discussion from Councillor Barry Corbett, Acting Building Operations Manager Steve McCarthy, Democracy Services General Manager Peter Mitchell, Councillor Aaron Keown, and Councillor Claudia Reid.

The Ozone in New Brighton was damaged in the February earthquake in Christchurch, New Zealand. Here is the main corner of the structure being, as they say, deconstructed. At the end there is a reverent bow by the excavator. Just before this the claw had caught on the floor/ceiling and the whole building shook from side to side, but it still stayed in place."

The building was the Catholic Cathedral College, Christchurch. It was an integrated Catholic co-educational secondary school. It was founded in 1987, but its origins go back more than a 100 years earlier. The college was an amalgamation of two schools: Sacred Heart College for girls, and Xavier College for boys".

Deconstruction, at the end of the useful life of a building, produces a considerable amount of materials which must be disposed of, or be recycled / reused. At present, in New Zealand, most timber construction and demolition (C&D) material, particularly treated timber, is simply waste and is placed in landfills. For both technical and economic reasons (and despite the increasing cost of landfills), this position is unlikely to change in the next 10 – 15 years unless legislation dictates otherwise. Careful deconstruction, as opposed to demolition, can provide some timber materials which can be immediately re-used (eg. doors and windows), or further processed into other components (eg. beams or walls) or recycled (‘cascaded’) into other timber or composite products (e.g. fibre-board). This reusing / recycling of materials is being driven slowly in NZ by legislation, the ‘greening’ of the construction industry and public pressure. However, the recovery of useful material can be expensive and uneconomic (as opposed to land-filling). In NZ, there are few facilities which are able to sort and separate timber materials from other waste, although the soon-to-be commissioned Burwood Resource Recovery Park in Christchurch will attempt to deal with significant quantities of demolition waste from the recent earthquakes. The success (or otherwise) of this operation should provide good information as to how future C&D waste will be managed in NZ. In NZ, there are only a few, small scale facilities which are able to burn waste wood for energy recovery (e.g. timber mills), and none are known to be able to handle large quantities of treated timber. Such facilities, with constantly improving technology, are being commissioned in Europe (often with Government subsidies) and this indicates that similar bio-energy (co)generation will be established in NZ in the future. However, at present, the NZ Government provides little assistance to the bio-energy industry and the emergence worldwide of shale-gas reserves is likely to push the economic viability of bio-energy further into the future. The behaviour of timber materials placed in landfills is complex and poorly understood. Degrading timber in landfills has the potential to generate methane, a potent greenhouse gas, which can escape to the atmosphere and cancel out the significant benefits of carbon sequestration during tree growth. Improving security of landfills and more effective and efficient collection and utilisation of methane from landfills in NZ will significantly reduce the potential for leakage of methane to the atmosphere, acting as an offset to the continuing use of underground fossil fuels. Life cycle assessment (LCA), an increasingly important methodology for quantifying the environmental impacts of building materials (particularly energy, and global warming potential (GWP)), will soon be incorporated into the NZ Green Building Council Greenstar rating tools. Such LCA studies must provide a level playing field for all building materials and consider the whole life cycle. Whilst the end-of-life treatment of timber by LCA may establish a present-day base scenario, any analysis must also present a realistic end-of-life scenario for the future deconstruction of any 6 new building, as any building built today will be deconstructed many years in the future, when very different technologies will be available to deal with construction waste. At present, LCA practitioners in NZ and Australia place much value on a single research document on the degradation of timber in landfills (Ximenes et al., 2008). This leads to an end-of-life base scenario for timber which many in the industry consider to be an overestimation of the potential negative effects of methane generation. In Europe, the base scenario for wood disposal is cascading timber products and then burning for energy recovery, which normally significantly reduces any negative effects of the end-of-life for timber. LCA studies in NZ should always provide a sensitivity analysis for the end-of-life of timber and strongly and confidently argue that alternative future scenarios are realistic disposal options for buildings deconstructed in the future. Data-sets for environmental impacts (such as GWP) of building materials in NZ are limited and based on few research studies. The compilation of comprehensive data-sets with country-specific information for all building materials is considered a priority, preferably accounting for end-of-life options. The NZ timber industry should continue to ‘champion’ the environmental credentials of timber, over and above those of the other major building materials (concrete and steel). End-of-life should not be considered the ‘Achilles heel’ of the timber story.
