Rick Wentz is a Chartered geotechnical engineer originally from Northern California who has lived in New Zealand since 2011 - coming here in response to the Christchurch earthquakes. Rick talks to Mark about seismic risk - what it means for the general community and the role of a geotechnical engineering in helping to manage it.

A video of a presentation by Matthew Pratt during the Resilience and Response Stream of the 2016 People in Disasters Conference. The presentation is titled, "Investing in Connectedness: Building social capital to save lives and aid recovery".The abstract for this presentation reads as follows: Traditionally experts have developed plans to prepare communities for disasters. This presentation discusses the importance of relationship-building and social capital in building resilient communities that are both 'prepared' to respond to disaster events, and 'enabled' to lead their own recovery. As a member of the Canterbury Earthquake Recovery Authority's Community Resilience Team, I will present the work I undertook to catalyse community recovery. I will draw from case studies of initiatives that have built community connectedness, community capacity, and provided new opportunities for social cohesion and neighbourhood planning. I will compare three case studies that highlight how social capital can aid recovery. Investment in relationships is crucial to aid preparedness and recovery.

This thesis explores how social entrepreneurship develops following a crisis. A review of literature finds that despite more than 15 years of academic attention, a common definition of social entrepreneurship remains elusive, with the field lacking the unified framework to set it apart as a specialised field of study. There are a variety of different conceptualisations of how social entrepreneurship works, and what it aims to achieve. The New Zealand context for social entrepreneurship is explored, finding that it receives little attention from the government and education sectors, despite its enormous potential. A lack of readily available information on social entrepreneurship leads most studies to investigate it as a phenomenon, and given the unique context of this research, it follows suit. Following from several authors’ recommendations that social entrepreneurship be subjected to further exploration, this is an exploratory, inductive study. A multiple case study is used to explore how social entrepreneurship develops following a natural disaster, using the example of the February 2011 earthquake in Christchurch, New Zealand. With little existing theory in this research area, this method is used to provide interesting examples of how the natural disaster, recognised as a crisis, can lead to business formation. Findings revealed the crisis initially triggered an altruistic response from social entrepreneurs, leading them to develop newly highlighted opportunities that were related to fields in which they had existing skills and expertise. In the process of developing these opportunities, initial altruistic motivations faded, with a new focus on the pursuit of a social mission and aims for survival and growth. The social missions addressed broad issues, and while they did address the crisis to differing extents, they were not confined to addressing its consequences. A framework is presented to explain how social entrepreneurship functions, once triggered in response to crisis. This framework supports existing literature that depicts social entrepreneurship as a continuous process, and illustrates the effects of a crisis as the catalyst for social business formation. In the aftermath of a crisis, when resources are likely to be scarce, social entrepreneurs play a significant role in the recovery process and their contributions should be highly valued both by government and relevant disaster response bodies. Policies that support social entrepreneurs and their ventures should be considered in the same way as commercial ventures.
Between September 4, 2010 and December 23, 2011, a series of earthquakes struck the South Island of New Zealand including the city of Christchurch producing heavy damage. During the strongest shaking, the unreinforced masonry (URM) building stock in Christchurch was subjected to seismic loading equal to approximately 150-200% of code values. Post-earthquake reconnaissance suggested numerous failures of adhesive anchors used for retrofit connection of roof and floor diaphragms to masonry walls. A team of researchers from the Universities of Auckland (NZ) and Minnesota (USA) conducted a field investigation on the performance of new adhesive anchors installed in existing masonry walls. Variables included adhesive type, anchor diameter, embedment length, anchor inclination, and masonry quality. Buildings were selected that had been slated for demolition but which featured exterior walls that had not been damaged. The September and February earthquakes were terrifying and devastating. In February, 185 people were killed (this number excludes post earthquake related deaths) and several thousand injured. Damage to infrastructure above and below ground in and around Christchurch was widespread and it will take many years and billions of dollars to rebuild. The ongoing effects of the big quakes and aftershocks are numerous, with the deepest impact being on those who lost family and friends, their livelihoods and homes. What did Cantabrians do during the days, weeks and months of uncertainty and how have we responded? Many grieved, some left, some stayed, some arrived, many shovelled (liquefaction left thousands of tons of silt to be removed from homes and streets), and some used their expertise or knowledge to help in the recovery. This book highlights just some of the projects staff and students from The Faculty of Environment, Society and Design have been involved in from September 2010 to October 2012. The work is ongoing and the plan is to publish another book to document progress and new projects.
There has been little discussion of what archival accounting evidence can contribute to an understanding of a society’s response to a natural disaster. This article focuses on two severe earthquakes which struck New Zealand in 1929 and 1931 and makes two main contributions to accounting history. First, by discussing evidence from archival sources, it contributes to the literature on accounting in a disaster. This provides a basis for future theory building and for future comparative research related to the response to more recent natural disasters such as the 2010–11 Canterbury earthquakes. Secondly, it questions the conclusions of recently published research concerning the role of central and local government in this and recent earthquakes.
Perimeter Moment resisting steel frames (PMRSFs) are a commonly used seismic resisting system, placed around the perimeter of the building for maximum torsional stiffness. They are typically designed as “strong column weak beam” systems with fixed column bases. When subjected to severe earthquake demand, sufficient to push the beams into the inelastic range, it is expected that plastic hinging at the column bases will occur. However, the response of PMRSF systems to the severe 2010/2011 Christchurch earthquake series did not generate column base hinging in systems which exhibited beam yielding.

Taken as the severity of the situation began to sink in to most of the people wandering around. Police, Fire and other emergency personal showed a fantastic response to how they dealt with the situation they had.

The coroner has ruled the search and rescue effort at Christchurch's CTV building did not contribute to the deaths of eight people who survived the initial collapse. However Gordon Matenga criticised nearly every aspect of the fire service's response to the tragedy that claimed 115 of the 185 lives lost in the February 2011 earthquake.
