Abstract The original intention for the Partnership Community Worker (PCW) project in 2006 was for it to be an extension of the Pegasus Health General Practice and furthermore to be a bridge between the community and primary healthcare. It was believed that a close working relationship between the Practice Nurse and the PCW would help the target population of Māori, Pacifica and low income people to address and overcome their perceived barriers to healthcare which included: finance, transport, anxiety, cultural issues, communication, or lack of knowledge. Seven years later although the PCW project has been deemed a success in the Canterbury District Health Board annual reports (2013-14) and community and government agencies, including the Christchurch Resettlement Service (2012), many of the Pegasus Health General Practices have not utilised the project to its full extent, hence the need for this research. I was interested in finding out in the first instance if the model had changed and, if so why, and in the second instance if the promotional material currently distributed by Pegasus Health Primary Health Organisation reflected the daily practice of the PCW. A combination of methods were used including: surveys to the Pegasus Health General Practices, interviews with PCWs, interviews with managers of both the PCW host organisations and referring agencies to the PCW project. All the questions asked of all the participants in this research were focussed on their own perception of the role of the PCW. Results showed that the model has changed and although the publications were not reflecting the original intention of the project they did reflect the daily practice of the PCWs who are now struggling to meet much wider community expectations and needs. Key Results: Partnership Community Worker (PCW) interviews: Seventeen PCWs of the 19 employed were interviewed face to face. A number expressed interest in more culturally specific training and some are pursuing qualifications in social work; for many pay parity is an issue. In addition, many felt overwhelmed by the expectations around clients with mental health issues and housing issues now, post-earthquakes. Medical Practice surveys: Surveys were sent to eighty-two Pegasus Health medical practices and of these twenty five were completed. Results showed the full capacity of the PCW role was not clearly understood by all with many believing it was mostly a transport service. Those who did understand the full complexity of the role were very satisfied with the outcomes. PCW Host Community Manager Interviews: Of the ten out of twelve managers interviewed, some wished for more communication with Pegasus Health management because they felt aspects of both the PCW role and their own role as managers had become blurred over time. Referring organisations: Fifteen of the fifty referring community or government organisations participated. The overall satisfaction of the service was high and some acknowledged the continuing need for PCWs to be placed in communities where they were well known and trusted. Moreover results also showed that both the Canterbury earthquakes 2010-2011 and the amalgamation of Partnership Health PHO and Pegasus Health Charitable Limited in 2013 have contributed to the change of the model. Further future research may also be needed to examine the long term effects on the people of Canterbury involved in community work during the 2011-2014 years.

She takes them all the way to the Big Sing National Choir Competition. Anapela Polata'ivao gives a remarkable performance. She is the constant, complex beating heart of this movie. As a director and actor Anapela has long played a significant leadership role in bringing Pacific voices to stage and screen, and last year became an officer of the New Zealand Order of Merit in recognition of her service. We welcomed her to Culture 101 to play 'Fast Favourites' where her choices were Lindah Lepou, Jordyn with a Why and writer directors Arianne Mnouchkine, Vela Manusaute and Nina Nawalowalo.
About two hundred of those who lost loved ones in collapsed buildings in Christchurch's 2011 earthquake, heard an apology from the city's mayor, Lianne Dalziel yesterday. A royal commission in to faulty buildings found serious errors by engineers and the Christchurch City Council 185 people died during the earthquake on the 22nd of February, 2011. David Selway who lost his sister Susan Selway in the CTV Building, said it was good to hear a heartfelt apology from the mayor for the role her council played in signing off the building as safe.
Recovery from disasters is a significant issue faced by all countries in the world at various times. Governments, including central and local governments, are the key actors regarding post-disaster recovery because they have the authority and responsibility to rescue affected people and recover affected areas (Yang, 2010). Planning is a critical step in the recovery process and provides the basis for defining a shared vision for recovery, clear objectives and intended results. Subsequently, the concept of collaborative planning and ‘build back better’ are highly desirable in recovery planning. However, in practice, these concepts are difficult to achieve. A brief description of the recovery planning in Christchurch City following the Canterbury earthquakes 2011 is provided as an example and comparison. This research aims to analyse the planning process to develop a post-disaster recovery plan in Indonesia using Mataram City’s recovery plan following the Lombok Earthquakes 2018 as the case study. It will emphasise on the roles of the central and local governments and whether they collaborate or not, and the implications of decentralisation for recovery planning. The methodology comprised a combination of legislation analysis and semi-structure interviews with the representatives of the central and local governments who were involved in the planning process. The results indicate that there was no collaboration between the central and local governments when developing the recovery plan, with the former tend to dominate and control the planning process. It is because there are regulatory and institutional problems concerning disaster management in Indonesia. In order to improve the implementation of disaster management and develop a better recovery plan, some recommendations are proposed. These include amendments the disaster management law and regulations to provide a clear guideline regarding the roles and responsibilities of both the central and local governments. It is also imperative to improve the capacity and capability of the local governments in managing disaster.
Millions of urban residents around the world in the coming century will experience severe landscape change – including increased frequencies of flooding due to intensifying storm events and impacts from sea level rise. For cities, collisions of environmental change with mismatched cultural systems present a major threat to infrastructure systems that support urban living. Landscape architects who address these issues express a need to realign infrastructure with underlying natural systems, criticizing the lack of social and environmental considerations in engineering works. Our ability to manage both society and the landscapes we live in to better adapt to unpredictable events and landscape changes is essential if we are to sustain the health and safety of our families, neighbourhoods, and wider community networks. When extreme events like earthquakes or flooding occur in developed areas, the feasibility of returning the land to pre-disturbance use can be questioned. In Christchurch for example, a large expanse of land (630 hectares) within the city was severely damaged by the earthquakes and judged too impractical to repair in the short term. The central government now owns the land and is currently in the process of demolishing the mostly residential houses that formed the predominant land use. Furthermore, cascading impacts from the earthquakes have resulted in a general land subsidence of .5m over much of eastern Christchurch, causing disruptive and damaging flooding. Yet, although disasters can cause severe social and environmental distress, they also hold great potential as a catalyst to increasing adaption. But how might landscape architecture be better positioned to respond to the potential for transformation after disaster? This research asks two core questions: what roles can the discipline of landscape architecture play in improving the resilience of communities so they become more able to adapt to change? And what imaginative concepts could be designed for alternative forms of residential development that better empower residents to understand and adapt the infrastructure that supports them? Through design-directed inquiry, the research found landscape architecture theory to be well positioned to contribute to goals of social-ecological systems resilience. The discipline of landscape architecture could become influential in resilience-oriented multi disciplinary collaborations, with our particular strengths lying in six key areas: the integration of ecological and social processes, improving social capital, engaging with temporality, design-led innovation potential, increasing diversity and our ability to work across multiple scales. Furthermore, several innovative ideas were developed, through a site-based design exploration located within the residential red zone, that attempt to challenge conventional modes of urban living – concepts such as time-based land use, understanding roads as urban waterways, and landscape design and management strategies that increase community participation and awareness of the temporality in landscapes.
In this paper, we consider how religious leaders and Civil Defence authorities might collaborate to establish a two-way information conduit during the aftermath of a disaster. Using surveys and in-person interviews, clergy in different Christian denominations were asked about their roles in the earthquake, the needs of their congregations and the possibilities and obstacles to deeper collaboration with Civil Defence authorities.
The Civil Defense understanding of the role of radio in disaster tends to focus on its value in providing essential information during and after the event. However this role is compromised when a station’s premises are destroyed, or rendered inaccessible by official cordons. The Radio Quake study examines how radio stations in Christchurch managed to resume broadcasting in the aftermath of the earthquake of February 22, 2011. In New Zealand’s heavily networked and commercialised radio environment there is a significant disparity between networked and independent stations’ broadcast commitments and resourcing. All Christchurch radio broadcasters were forced to improvise new locations, complex technical workarounds, and responsive styles of broadcasting after the February 22 earthquake, but the need to restore, or maintain, a full on air presence after the earthquake, rested entirely on often financially tenuous, locally owned and staffed independent radio: student, Iwi, community access, and local commercial stations. This paper will explore the resourcefulness and resilience of broadcasters riding out the aftershocks in hotels, motels, bedrooms, and a horse truck, using digital technologies in new ways to reimagine the practice of radio in Christchurch.
This research examines a surprising partner in emergency management - a local community time bank. Specifically, we explain the role of the Lyttelton Time Bank in promoting community resiliency following the Canterbury earthquakes in 2010 and 2011. A time bank is a grassroots exchange system in which members trade services non-reciprocally. This exchange model assumes that everyone has tradable skills and all labour is equal in value. One hour of any labour earns a member one time bank hour, which can be used to purchase another member’s services. Before the earthquakes struck, the Lyttelton Time Bank (TB) had organised over 10% of the town’s residents and 18 local organisations. It was documenting, developing, and mobilising skills to solve individual and collective problems. This report examines the Lyttelton Time Bank and its’ role before, during, and after the earthquakes based on the analysis of over three and a half years of fieldwork, observations, interviews, focus groups, trading activity, and secondary data.
Though there is a broad consensus that communities play a key role in disaster response and recovery, most of the existing work in this area focuses on the activities of donor agencies, formal civil defence authorities, and local/central government. Consequently, there is a paucity of research addressing the on-going actions and activities undertaken by communities and ‘emergent groups’ , particularly as they develop after the immediate civil defence or ‘response’ phase is over. In an attempt to address this gap, this inventory of community-led recovery initiatives was undertaken approximately one year after the most devastating February 2011 earthquake. It is part of on-going project at Lincoln University documenting – and seeking a better understanding of - various emergent communities’ roles in recovery, their challenges, and strategies for overcoming them. This larger project also seeks to better understand how collaborative work between informal and formal recovery efforts might be facilitated at different stages of the process. This inventory was conducted over the December 2011 – February 2012 period and builds on Landcare Research’s Christchurch Earthquake Activity Inventory which was a similar snapshot taken in April 2011. The intention behind conducting this updated inventory is to gain a longitudinal perspective of how community-led recovery activities evolve over time. Each entry is ordered alphabetically and contact details have been provided where possible. A series of keywords have also been assigned that describe the main attributes of each activity to assist searches within this document.This inventory was supported by the Lincoln University Research Fund and the Royal Society Marsden Fund.
Anyone keeping a global tally of recent disasters is likely to be asking: What role will the hazards and disasters of coastal plains play in the lives and economies of 21st century humanity? Other contenders include the city's Wizard, a coffee boss, pro-gun pastor and a candidate who's stood in every election since 1971. For 150,000 Christchurch school students, the 12.51 pm earthquake of 22 February 2011 shattered their normal lunch time activities and thrust their teachers into the role of emergency first responders. Whether helping students (children) escape immediate danger, or identifying and managing the best strategies for keeping children safe, including provision of extended caregiving when parents were unable to return to school to retrieve their children, teachers had to manage their own fears and trauma reactions in order to appear calm and prevent further distress for the children in their care. Only then did teachers return to their families. Eighteen months later, twenty teachers from across Christchurch, were interviewed. At 12.51pm, the teachers were essentially first responders. Using their usual methods for presenting a calm and professional image, the teachers’ emotion regulation (ER) strategies for managing their immediate fears were similar to those of professional first responders, with similar potential for subsequent burnout and negative emotional effects. Teachers’ higher emotional exhaustion and burnout 18 months later, were associated with school relocation. Lower burnout was associated with more emotional awareness, ER and perceived support. Consistent with international research, teachers’ use of cognitive reappraisal (re-thinking a situation) was an effective ER strategy, but this may not prevent teachers’ emotional resources from eventually becoming depleted. Teachers fulfill an important role in supporting children’s psychosocial adjustment following a natural disaster. However, as also acknowledged in international research, we need to also focus on supporting the teachers themselves.
Cities need places that contribute to quality of life, places that support social interaction. Wellbeing, specifically, community wellbeing, is influenced by where people live, the quality of place is important and who they connect with socially. Social interaction and connection can come from the routine involvement with others, the behavioural acts of seeing and being with others. This research consisted of 38 interviews of residents of Christchurch, New Zealand, in the years following the 2010-12 earthquakes. Residents were asked about the place they lived and their interactions within their community. The aim was to examine the role of neighbourhood in contributing to local social connections and networks that contribute to living well. Specifically, it focused on the role and importance of social infrastructure in facilitating less formal social interactions in local neighbourhoods. It found that neighbourhood gathering places and bumping spaces can provide benefit for living well. Social infrastructure, like libraries, parks, primary schools, and pubs are some of the places of neighbourhood that contributed to how well people can encounter others for social interaction. In addition, unplanned interactions were facilitated by the existence of bumping places, such as street furniture. The wellbeing value of such spaces needs to be acknowledged and factored into planning decisions, and local rules and regulations need to allow the development of such spaces.
This study followed two similarly affected, but socio-economically disparate suburbs as residents responded to and attempted to recover from the devastating 6.3 magnitude earthquake that struck Christchurch, New Zealand, on February 22, 2011. More specifically, it focuses on the role of local churches, community-based organisations (CBOs) and non-governmental organisations (NGOs), here referred to broadly as civil society, in meeting the immediate needs of local residents and assisting with the longer-term recovery of each neighbourhood. Despite considerable socioeconomic differences between the two neighbourhoods, civil society in both suburbs has been vital in addressing the needs of locals in the short and long term following the earthquake. Institutions were able to utilise local knowledge of both residents and the extent of damage in the area to a) provide a swifter local response than government or civil defence and then help direct the relief these agencies provided locally; b) set up central points for distribution of supplies and information where locals would naturally gather; c) take action on what were perceived to be unmet needs; and d) act as a way of bridging locals to a variety of material, informational, and emotional resources. However the findings also support literature which indicates that other factors are also important in understanding neighbourhood recovery and the role of civil society, including: local leadership; a shared, place-based identity; the type and form of civil society organizations; social capital; and neighbourhood- and household-level indicators of relative vulnerability and inequality. The intertwining of these various factors seems to influence how these neighbourhoods have coped with and taken steps in recovering from this disaster. It is recommended that future research be directed at developing a better understanding of how this occurs. It is suggested that a model similar to Yasui’s (2007) Community Vulnerability and Capacity model be developed as a useful way to approach future research in this area.
As Chief Executive of Te Runanga o Ngāi Tahu, Arihia Bennett leads a whanau of more than 78,000 iwi members, including their near-$2b worth of assets. She's been in the role for 11 years, overseeing all of Ngāi Tahu's operations, including farming, seafood, tourism and investment. She has also served as Canterbury Earthquake Recovery Commissioner, been on the board of Barnardos NZ and the Christchurch Women's Refuge (now known as Aviva). She is a current member of the Global Women's Network and the Tuahiwi Maori Women's Welfare League. In 2008, she was made a Member of the New Zealand Order of Merit for services to Maori and the community. Arihia Bennett is a social worker by profession, from a whanau steeped in community service. Interagency Emergency Response Teams (IERTs) play acrucial role in times of disasters. Therefore it is crucial to understand more thoroughly the communication roles and responsibilities of interagency team members and to examine how individual members communicate within a complex, evolving, and unstable environment. It is also important to understand how different organisational identities and their spatial geographies contribute to the interactional dynamics. Earthquakes hit the Canterbury region on September, 2010 and then on February 2011 a more devastating shallow earthquake struck resulting in severe damage to the Aged Residential Care (ARC) sector. Over 600 ARC beds were lost and 500 elderly and disabled people were displaced. Canterbury District Health Board (CDHB) set up an interagency emergency response team to address the issues of vulnerable people with significant health and disability needs who were unable to access their normal supports due to the effects of the earthquake. The purpose of this qualitative interpretive study is to focus on the case study of the response and evacuation of vulnerable people by interagencies responding to the event. Staff within these agencies were interviewed with a focus on the critical incidents that either stabilised or negatively influenced the outcome of the response. The findings included the complexity of navigating multiple agencies communication channels; understanding the different hierarchies and communication methods within each agency; data communication challenges when infrastructures were severely damaged; the importance of having the right skills, personal attributes and understanding of the organisations in the response; and the significance of having a liaison in situ representing and communicating through to agencies geographically dispersed from Canterbury. It is hoped that this research will assist in determining a future framework for interagency communication best practice and policy.

Disaster waste can have direct impacts on public health and safety, and on the environment. The management of such waste has a great direct cost to society in terms of labor, equipment, processing, transport and disposal. Disaster waste management also has indirect costs, in the sense that slow management can slow down a recovery, greatly affecting the ability of commerce and industry to re-start. In addition, a disaster can lead to the disruption of normal solid waste management systems, or result in inappropriate management that leads to expensive environmental remediation. Finally, there are social impacts implicit in disaster waste management decisions because of psychological impact we expect when waste is not cleared quickly or is cleared too quickly. The paper gives an overview of the challenge of disaster waste management, examining issues of waste quantity and composition; waste treatment; environmental, economic, and social impacts; health and safety matters; and planning. Christchurch, New Zealand, and the broader region of Canterbury were impacted during this research by a series of shallow earthquakes. This has led to the largest natural disaster emergency in New Zealand’s history, and the management of approximately 8 million tons of building and infrastructure debris has become a major issue. The paper provides an overview of the status of disaster waste management in Christchurch as a case study. A key conclusion is the vital role of planning in effective disaster waste management. In spite of the frequency of disasters, in most countries the ratio of time spent on planning for disaster waste management to the time spent on normal waste management is extremely low. Disaster waste management also requires improved education or training of those involved in response efforts. All solid waste professionals have a role to play to respond to the challenges of disaster waste management.
There has been little discussion of what archival accounting evidence can contribute to an understanding of a society’s response to a natural disaster. This article focuses on two severe earthquakes which struck New Zealand in 1929 and 1931 and makes two main contributions to accounting history. First, by discussing evidence from archival sources, it contributes to the literature on accounting in a disaster. This provides a basis for future theory building and for future comparative research related to the response to more recent natural disasters such as the 2010–11 Canterbury earthquakes. Secondly, it questions the conclusions of recently published research concerning the role of central and local government in this and recent earthquakes.
New Zealand lies on the Pacific Ring of Fire – the belt of vulnerable, unpredictable fault lines which are the primary cause for earthquakes in this country. Most recently, as evident in the aftermath of the 2011 Christchurch earthquake -the destruction of the city centre led to the emergence of sub centres in different parts of the city each with different, desperate needs. The lack of preparedness in the wake of an earthquake hence, exacerbated this destitution. This research explores architecture’s role in the sub-centre. How can architecture facilitate resilience through this decentralised typology? The design-led approach critiques the implications of architecture as a tool for resilience whilst highlighting the desperate need for the engagement of architecture in planning before a disaster strikes. The resulting response explores resilience through an architectural lens that has a wider infrastructural, contextual and user-focussed need.
This analysis employs both qualitative and quantitative approaches to identify how young adults in New Zealand aged 18-25 years old have engaged with All Right? campaign material. A survey targeting young adults returned 51 viable out of 117 responses due to participation prerequisites. From the survey, five participants elaborated on their thoughts in an in-depth interview voluntarily. Interviews were conducted with key personnel from All Right? to craft broader understanding of the initiative whilst enhancing knowledge of mental health frameworks and their application. Discussions of key frameworks, community conversations, the development of communication strategies and how All Right? approached Canterbury publics in a post-earthquake setting provided insight to the importance of understanding community circumstance in initial crisis and the correlated secondary stressors.
