This paper presents a qualitative study with multiple refugee background communities living in Christchurch, New Zealand about their perspectives and responses to the Canterbury earthquakes of 2010-2011 (32 semi-structured interviews and 11 focus group discussions comprising 112 participants). Whilst the Canterbury earthquakes created significant challenges for the entire region, several refugee background communities found multiple ways to effectively respond to such adversity. Central to this response were their experiences of belonging which were comprised of both ‘civic’ and ‘ethno’ conceptualisations. This discussion includes an analysis on the intersectionality of identity to highlight the gendered, contextual and chronological influences that impact people’s perspectives of and responses to a disaster. As the study was conducted over 18 months, the paper discusses how social capital resources and experiences of belonging can help inform urban disaster risk reduction (DRR) with refugee groups. http://3icudr.org/program

Planning in New Zealand in 2014 has largely been dominated by housing and urban development, potential local government and legislative reforms, and water issues. This volume’s peer reviewed research, which combines Issues 1 and 2, focuses on these issues, but with perspectives and issues that are outside the mainstream. In our lead research article, John Ryks and his co-authors review the opportunities from Treaty settlements and legislative provisions and challenges for Māori participation in urban development, such as the balancing of matawaka and mana whenua perspectives. Water issues are picked up by Ronlyn Duncan and Phil Holland who each take constructively critical views toward some currently well-regarded approaches to resolutions. We have reflective and somewhat contrasting contributions from two highly respected semi-retired planners, Malcolm Douglass (FNZPI) and Derek Hall, that challenge aspects of New Zealand’s current approach to planning. In our outreach part of this Volume we include the response of some political parties to questions put to them about planning by LPR team member Nicole Read. Finally, Lincoln University appears to have turned a corner after the earthquakes, at least in the planning programmes.

This study explored the experiences of 10 leaders in their intentional six-month implementation, during the 2010-2011Christchurch earthquakes, of an adapted positive leadership model. The study concluded that the combination of strategies in the model provided psychological and participative safety for leaders to learn and to apply new ways of working. Contrary to other studies on natural disaster, workplace performance increased and absenteeism decreased. The research contributes new knowledge to the positive leadership literature and new understanding, from the perspective of leaders, of the challenges of leading in a workplace environment of ongoing natural disaster events.
The aftermath of three earthquakes has forced Christchurch to re-plan and rebuild. New perspectives of a sustainable city have arisen granting Christchurch the chance of becoming an example to the world. This work is centred on bioclimatic landscape design as a base for greening strategies. It deals with strategic landscape design adapted to a specific climate, from a user’s perspective. The investigation will be applied to Christchurch’s urban centres, assessing cultural adaptability to the local climate and implications for landscape design. Climatic data shows that humidity is not a local problem. However, the wind is the determinant. In Christchurch the solar radiation and the prevailing winds are the most important microclimatic variables, the latter intensifying the loss of surface heat, decreasing the radiant temperature and affecting thermal sensation. The research objective is to explore design parameters at the street-scale and identify ways to maximise thermal comfort in outdoor spaces through design-based strategies. The investigation will apply methods of participant observation, depth interviews, climatic data collection and design experimentation based on thermal comfort models and computer simulation tools. Case study sites chosen for investigation are places with current levels of activity that may be anticipated in the rebuild of the central city. The research will have two main outcomes: improved understanding of local urban culture adaptation to microclimate, and a demonstration of how design can enhance adaption. These outcomes will inform designers and city managers about good design practices and strategies that can be used to ensure a long term liveable city.

A video of the keynote presentation by Alexander C. McFarlane during the third plenary of the 2016 People in Disasters Conference. McFarlane is a Professor of Psychiatry at the University of Adelaide and the Heady of the Centre for Traumatic Stress Studies. The presentation is titled, "Holding onto the Lessons Disasters Teach".The abstract for this presentation reads as follows: Disasters are sentinel points in the life of the communities affected. They bring an unusual focus to community mental health. In so doing, they provide unique opportunities for better understanding and caring for communities. However, one of the difficulties in the disaster field is that many of the lessons from previous disasters are frequently lost. If anything, Norris (in 2006) identified that the quality of disaster research had declined over the previous 25 years. What is critical is that a longitudinal perspective is taken of representative cohorts. Equally, the impact of a disaster should always be judged against the background mental health of the communities affected, including emergency service personnel. Understandably, many of those who are particularly distressed in the aftermath of a disaster are people who have previously experienced a psychiatric disorder. It is important that disaster services are framed against knowledge of this background morbidity and have a broad range of expertise to deal with the emerging symptoms. Equally, it is critical that a long-term perspective is considered rather than short-term support that attempts to ameliorate distress. Future improvement of disaster management depends upon sustaining a body of expertise dealing with the consequences of other forms of traumatic stress such as accidents. This expertise can be redirected to co-ordinate and manage the impact of larger scale events when disasters strike communities. This presentation will highlight the relevance of these issues to the disaster planning in a country such as New Zealand that is prone to earthquakes.
The New Zealand public contemplate a dead drought stricken landscape. As well as lack of water, there is a lack of moderate pay scales for CEOs, satisfaction with EQC, quality TV, generous insurance companies, brilliant Solid Energy management, the integrity of John Banks (and by implication that of other MPs), quality education ministers, worthwhile overseas trips by the Prime Minister, 'clever' NZ First MPs and a boost for the West Coast among others. In the wake of a series of devastating earthquakes, Christchurch, New Zealand is faced with a long, complicated mourning and memorialisation process. The initial intention of this research was to comparatively examine memorial design theory with popular memorial sentiment as expressed in Christchurch City Council's 'Share an Idea' initiative. The outcome of such an investigation was hypothesized to reveal conflicting perspectives which may potentially be reconciled by the development of a series of schematic models for memorial design. As the research was carried out, it became clear that any attempt to develop such models is counter-intuitive. This position is reinforced by the literature reviewed and the data examined. Subsequently, a fundamentally different approach to memorialisation focused on an active participation process is suggested.
Advocates for Compact City, Smart Growth and New Urbanism claim intensification of land use as a means to achieve sustainability imperatives, manage urbanisation and curb peripheral sprawl. It appears policy makers and planners have taken this perspective into consideration over the last two decades as intensification appears more prevalent in policy and planning. Literature points to residential infill as a method of providing for housing development within city limits. While residential infill is recognised in literature, little is known about what it consists of and the different stakeholders involved. This study will document different types of infill, identify various stakeholders associated with the different types and how their roles align and conflict.
Though generally considered “natural” disasters, cyclones and earthquakes are increasingly being associated with human activities, incubated through urban settlement patterns and the long-term redistribution of natural resources. As society is becoming more urbanized, the risk of human exposure to disasters is also rising. Architecture often reflects the state of society’s health: architectural damage is the first visible sign of emergency, and reconstruction is the final response in the process of recovery. An empirical assessment of architectural projects in post-disaster situations can lead to a deeper understanding of urban societies as they try to rebuild. This thesis offers an alternative perspective on urban disasters by looking at the actions and attitudes of disaster professionals through the lens of architecture, situated in recent events: the 2010 Christchurch earthquake, the 2010 Haiti earthquake, and the 2005 Hurricane Katrina. An empirical, multi-hazard, cross-sectional case study methodology was used, employing grounded theory method to build theory, and a critical constructivist strategy to inform the analysis. By taking an interdisciplinary approach to understanding disasters, this thesis positions architecture as a conduit between two divergent approaches to disaster research: the hazards approach, which studies the disaster cycles from a scientific perspective; and the sociological approach, which studies the socially constructed vulnerabilities that result from disasters, and the elements of social change that accompany such events. Few studies to date have attempted to integrate the multi-disciplinary perspectives that can advance our understanding of societal problems in urban disasters. To bridge this gap, this thesis develops what will be referred to as the “Rittelian framework”—based on the work of UC Berkeley’s architecture professor Horst Rittel (1930-1990). The Rittelian framework uses the language of design to transcend the multiple fields of human endeavor to address the “design problems” in disaster research. The processes by which societal problems are addressed following an urban disaster involve input by professionals from multiple fields—including economics, sociology, medicine, and engineering—but the contribution from architecture has been minimal to date. The main impetus for my doctoral thesis has been the assertion that most of the decisions related to reconstruction are made in the early emergency recovery stages where architects are not involved, but architects’ early contribution is vital to the long-term reconstruction of cities. This precipitated in the critical question: “How does the Rittelian framework contribute to the critical design decisions in modern urban disasters?” Comparative research was undertaken in three case studies of recent disasters in New Orleans (2005), Haiti (2010) and Christchurch (2010), by interviewing 51 individuals who were selected on the basis of employing the Rittelian framework in their humanitarian practice. Contextualizing natural disaster research within the robust methodological framework of architecture and the analytical processes of sociology is the basis for evaluating the research proposition that architectural problem solving is of value in addressing the ‘Wicked Problems’ of disasters. This thesis has found that (1) the nuances of the way disaster agents interpret the notion of “building back better” can influence the extent to which architectural professionals contribute in urban disaster recovery, (2) architectural design can be used to facilitate but also impede critical design decisions, and (3) framing disaster research in terms of design decisions can lead to innovation where least expected. This empirical research demonstrates how the Rittelian framework can inform a wider discussion about post-disaster human settlements, and improve our resilience through disaster research.
Researchers have begun to explore the opportunity presented by blue-green infrastructure(a subset of nature-based solutions that provide blue and green space in urban infrastructure)as a response to the pressures of climate change. The 2010/2011 Canterbury earthquake sequence created a unique landscape within which there is opportunity to experiment with and invest in new solutions to climate change adaptation in urban centres. Constructed wetlands are an example of blue-green infrastructure that can potentially support resilience in urban communities. This research explores interactions between communities and constructed wetlands to understand how this may influence perceptions of community resilience. The regeneration of the Ōtākaro Avon River Corridor (OARC) provides a space to investigate these relationships. Seven stakeholders from the community, industry, and academia, each with experience in blue-green infrastructure in the OARC, participated in a series of semi-structured interviews. Each participant was given the opportunity to reflect on their perspectives of community, community resilience, and constructed wetlands and their interconnections. Interview questions aligned with the overarching research objectives to (1) understand perceptions around the role of wetlands in urban communities, (2) develop a definition for community resilience in the context of the Ōtākaro Avon community, and (3) reflect on how wetlands can contribute to (or detract from) community resilience. This study found that constructed wetlands can facilitate learning about the challenges and solutions needed to adapt to climate change. From the perspective of the community representatives, community resilience is linked to social capital. Strong social networks and a relationship with nature were emphasised as core components of a community’s ability to adapt to disruption. Constructed wetlands are therefore recognised as potentially contributing to community resilience by providing spaces for people to engage with each other and nature. Investment in constructed wetlands can support a wider response to climate change impacts. This research was undertaken with the support of the Ōtākaro Living Laboratory Trust, who are invested in the future of the OARC. The outcomes of this study suggest that there is an opportunity to use wetland spaces to establish programmes that explore the perceptions of constructed wetlands from a broader community definition, at each stage of the wetland life cycle, and at wider scales(e.g., at a city scale or beyond).

Loss of equity and quality of life, risk transfer and other substantial shifts are taking place. We suggest that a regular mini-census should be conducted through the remainder of the recovery at intervals of 6-12 months to monitor deprivation, insurance cover (or lack of it), mortgage, home equity, and rental status. If unexpected changes identified, investigation and correction measures should be implemented. We need a city that is driven by the people that live in it, and enabled by a bureaucracy that accepts and mitigates risks, rather than transferring them to the most vulnerable residents ."
Knowing how to rapidly rebuild disaster-damaged infrastructure, while deciding appropriate recovery strategies and catering for future investment is a matter of core interest to government decision makers, utility providers, and business sectors. The purpose of this research is to explore the effects of decisions and outcomes for physical reconstruction on the overall recovery process of horizontal infrastructure in New Zealand using the Canterbury and Kaikoura earthquakes as cases. A mixed approach including a systematic review, questionnaire survey and semi-structured interviews is used to capture perspectives of those involved in reconstruction process and gain insights into the effect of critical elements on infrastructure downtime. Findings from this research will contribute towards advancements of a systems dynamics model considering critical decision-making variables across phases of the reconstruction process to assess how these variables affect the rebuild process and the corresponding downtime. This project will improve the ability to explore alternative resilience improvement pathways and test the efficacy of alternative means for facilitating a faster and better reconstruction process.
Canterbury, New Zealand, was struck by two major earthquakes in 2010 and 2011. Using a dyadic and developmental perspective, the current thesis first aimed to determine how the experience of earthquake-related stressors (including loss of material resources, trauma exposure, and ongoing earthquake-related stressors) and stress (posttraumatic stress symptoms) impacted individuals’ intimate relationship quality (Part 1). Data were collected from a sample of 99 couples at four time points over a period of approximately 15 months, with Time 1 completed 14 months after the 2010 earthquake (eight months post the 2011 earthquake). Data were analysed using moderated growth curve modelling in an Actor-Partner Interdependence Model framework. In line with expectations, posttraumatic stress symptoms were the strongest predictors of relationship quality. More specifically, individuals’ (actor) posttraumatic stress symptoms and their partner’s posttraumatic stress symptoms had an adverse effect on their relationship quality at Time 1. Demonstrating the importance of taking a developmental perspective, the effect of partner posttraumatic stress symptoms changed over time. Although higher partner posttraumatic stress symptoms were associated with worse relationship quality in individuals (actors) at Time 1, this was no longer the case at Time 4. Differences were also found between men and women’s actor posttraumatic stress symptom slopes across time. Using the same data and analyses, Part 2 built on these findings by investigating the role of a possible posttrauma resource available within the relationship – support exchanges. Overall, results showed that individuals were protected from any adverse effects that posttraumatic stress symptoms had on relationship quality if they had more frequent support exchanges in the relationship, however, differences between men and women and slopes across time were found. Although not the case initially, individuals’ relationship quality was worse in the longer-term if their partner reported receiving lower support from them when they were experiencing high posttraumatic stress symptoms. Results also suggested that although women coped better (as evidenced through slightly better relationship quality) with higher symptoms and lower support than men initially, these efforts diminished over time. Furthermore, men appeared to be less able to cope (i.e., had worse relationship quality) with their partner’s stress when they were not receiving frequent support. Contrary to expectations, negative exchanges in the relationship did not exacerbate any adverse effects that posttraumatic stress symptoms (experienced by either individuals or their partner) had on an individuals’ relationship quality. The theoretical and practical implications and applications of these findings are discussed.
This paper provides a summary of the ground motions observed in the recent Canterbury, New Zealand earthquake sequence. The sequence occurred in a region of relatively moderate seismicity, 130km to the east of the Alpine Fault, the major plate-boundary in the region. From an engineering perspective, the sequence has been primarily comprised of the initial 04/09/2010 Darfield earthquake (Mw7.1) followed by the 22/02/2011 Christchurch earthquake (Mw6.3), and two aftershocks on 13/06/ 2011 (Mw5.3 and 6.0, respectively). The dense spacing of strong motions in the region, and their close proximity to the respective causative faults, has resulted in strong ground motions far exceeding the previous catalogue of strong motion observed in New Zealand. The observed ground motions have exhibited clear evidence of: (i) near-source directivity; (ii) sedimentary basin focusing, amplification and basin effect refraction; (iii) non-linear site response; (iv) cyclic mobility postliquefaction; and (v) extreme vertical ground motions exceeding 2g, among others.

She is the British Columbia Psychological Association (BCPA) Representative for the American Psychological Associate State, Territorial and Provincial Disaster Response Network, and has also been appointed as the Behavioural Health Liaison to the American Board of Disaster Medicine. The presentation is titled, "Machetes and Breadfruit: Medical disaster response challenges in unstable settings".The abstract for this presentation reads as follows: The January 2010 earthquake in Haiti resulted in a massive response to a setting which was already fraught with danger, causing a number of personal, logistical, and safety challenges to responding medical teams. This presentation will provide a first-person account of this experience from the perspective of a behavioural health professional, whose responsibility was both the overall emotional wellbeing of the medical responders, as well as those impacted by the quake. Unique 'lessons learned' by these response teams will be highlighted, and recommendations will be provided for responders considering deploying to future events in highly unstable areas.
In September 2010 and February 2011 the Canterbury region of New Zealand was struck by two powerful earthquakes, registering magnitude 7.1 and 6.3 respectively on the Richter scale. The second earthquake was centred 10 kilometres south-east of the centre of Christchurch (the region’s capital and New Zealand’s third most populous urban area, with approximately 360,000 residents) at a depth of five kilometres. 185 people were killed, making it the second deadliest natural disaster in New Zealand’s history. (66 people were killed in the collapse of one building alone, the six-storey Canterbury Television building.) The earthquake occurred during the lunch hour, increasing the number of people killed on footpaths and in buses and cars by falling debris. In addition to the loss of life, the earthquake caused catastrophic damage to both land and buildings in Christchurch, particularly in the central business district. Many commercial and residential buildings collapsed in the tremors; others were damaged through soil liquefaction and surface flooding. Over 1,000 buildings in the central business district were eventually demolished because of safety concerns, and an estimated 70,000 people had to leave the city after the earthquakes because their homes were uninhabitable. The New Zealand Government declared a state of national emergency, which stayed in force for ten weeks. In 2014 the Government estimated that the rebuild process would cost NZ$40 billion (approximately US$27.3 billion, a cost equivalent to 17% of New Zealand’s annual GDP). Economists now estimate it could take the New Zealand economy between 50 and 100 years to recover. The earthquakes generated tens of thousands of insurance claims, both against private home insurance companies and against the New Zealand Earthquake Commission, a government-owned statutory body which provides primary natural disaster insurance to residential property owners in New Zealand. These ranged from claims for hundreds of millions of dollars concerning the local port and university to much smaller claims in respect of the thousands of residential homes damaged. Many of these insurance claims resulted in civil proceedings, caused by disputes about policy cover, the extent of the damage and the cost and/or methodology of repairs, as well as failures in communication and delays caused by the overwhelming number of claims. Disputes were complicated by the fact that the Earthquake Commission provides primary insurance cover up to a monetary cap, with any additional costs to be met by the property owner’s private insurer. Litigation funders and non-lawyer claims advocates who took a percentage of any insurance proceeds also soon became involved. These two factors increased the number of parties involved in any given claim and introduced further obstacles to resolution. Resolving these disputes both efficiently and fairly was (and remains) central to the rebuild process. This created an unprecedented challenge for the justice system in Christchurch (and New Zealand), exacerbated by the fact that the Christchurch High Court building was itself damaged in the earthquakes, with the Court having to relocate to temporary premises. (The High Court hears civil claims exceeding NZ$200,000 in value (approximately US$140,000) or those involving particularly complex issues. Most of the claims fell into this category.) This paper will examine the response of the Christchurch High Court to this extraordinary situation as a case study in innovative judging practices and from a jurisprudential perspective. In 2011, following the earthquakes, the High Court made a commitment that earthquake-related civil claims would be dealt with as swiftly as the Court's resources permitted. In May 2012, it commenced a special “Earthquake List” to manage these cases. The list (which is ongoing) seeks to streamline the trial process, resolve quickly claims with precedent value or involving acute personal hardship or large numbers of people, facilitate settlement and generally work proactively and innovatively with local lawyers, technical experts and other stakeholders. For example, the Court maintains a public list (in spreadsheet format, available online) with details of all active cases before the Court, listing the parties and their lawyers, summarising the facts and identifying the legal issues raised. It identifies cases in which issues of general importance have been or will be decided, with the expressed purpose being to assist earthquake litigants and those contemplating litigation and to facilitate communication among parties and lawyers. This paper will posit the Earthquake List as an attempt to implement innovative judging techniques to provide efficient yet just legal processes, and which can be examined from a variety of jurisprudential perspectives. One of these is as a case study in the well-established debate about the dialogic relationship between public decisions and private settlement in the rule of law. Drawing on the work of scholars such as Hazel Genn, Owen Fiss, David Luban, Carrie Menkel-Meadow and Judith Resnik, it will explore the tension between the need to develop the law through the doctrine of precedent and the need to resolve civil disputes fairly, affordably and expeditiously. It will also be informed by the presenter’s personal experience of the interplay between reported decisions and private settlement in post-earthquake Christchurch through her work mediating insurance disputes. From a methodological perspective, this research project itself gives rise to issues suitable for discussion at the Law and Society Annual Meeting. These include the challenges in empirical study of judges, working with data collected by the courts and statistical analysis of the legal process in reference to settlement. September 2015 marked the five-year anniversary of the first Christchurch earthquake. There remains widespread dissatisfaction amongst Christchurch residents with the ongoing delays in resolving claims, particularly insurers, and the rebuild process. There will continue to be challenges in Christchurch for years to come, both from as-yet unresolved claims but also because of the possibility of a new wave of claims arising from poor quality repairs. Thus, a final purpose of presenting this paper at the 2016 Meeting is to gain the benefit of other scholarly perspectives and experiences of innovative judging best practice, with a view to strengthening and improving the judicial processes in Christchurch. The authors set out to understand their perspectives and practices in regard to disaster preparedness activities to support people who live precarious lives, especially those who live as single parents who are the least prepared for disasters.Design/methodology/approachThe research draws on in-depth, semi-structured interviews with 12 staff members, either in a group setting or individually, from seven NFP organisations, who were located in Ōtautahi (Christchurch) and Kaiapoi in Aotearoa New Zealand. These participants were interviewed eight years after the 2011 Christchurch earthquake.FindingsFour key narrative tropes or elements were drawn from across the interviews and were used to structure the research results. These included: “essential” support services for people living precarious lives; assisting people to be prepared; potential to support preparedness with the right materials and relationships; resourcing to supply emergency goods.Originality/valueThis research contributes to disaster risk reduction practices by advocating for ongoing resourcing of NFP groups due to their ability to build a sense of community and trust while working with precarious communities, such as single parents.
Creativity that is driven by a need for physical or economic survival, which disasters are likely to inspire, raises the question of whether such creativity fits with conventional theories and perspectives of creativity. In this paper we use the opportunity afforded by the 2010-2013 Christchurch, New Zealand earthquakes to follow and assess the creative practices and responses of a number of groups and individuals. We use in-depth interviews to tease out motivations and read these against a range of theoretical propositions about creativity. In particular, we focus on the construct of “elite panic” and the degree to which this appeared to be evident in the Christchurch earthquakes context. Bureaucratic attempts to control or limit creativity were present but they did not produce a completely blanket dampening effect. Certain individuals and groups seemed to be pre-equipped to navigate or ignore potential blocks to creativity. We argue, using Geir Kaufmann’s novelty-creativity matrix and aspects of Teresa Amabile’s and Michael G. Pratt’s revised componential theory of creativity that a special form of disaster creativity does exist.
Though there is a broad consensus that communities play a key role in disaster response and recovery, most of the existing work in this area focuses on the activities of donor agencies, formal civil defence authorities, and local/central government. Consequently, there is a paucity of research addressing the on-going actions and activities undertaken by communities and ‘emergent groups’ , particularly as they develop after the immediate civil defence or ‘response’ phase is over. In an attempt to address this gap, this inventory of community-led recovery initiatives was undertaken approximately one year after the most devastating February 2011 earthquake. It is part of on-going project at Lincoln University documenting – and seeking a better understanding of - various emergent communities’ roles in recovery, their challenges, and strategies for overcoming them. This larger project also seeks to better understand how collaborative work between informal and formal recovery efforts might be facilitated at different stages of the process. This inventory was conducted over the December 2011 – February 2012 period and builds on Landcare Research’s Christchurch Earthquake Activity Inventory which was a similar snapshot taken in April 2011. The intention behind conducting this updated inventory is to gain a longitudinal perspective of how community-led recovery activities evolve over time. Each entry is ordered alphabetically and contact details have been provided where possible. A series of keywords have also been assigned that describe the main attributes of each activity to assist searches within this document.This inventory was supported by the Lincoln University Research Fund and the Royal Society Marsden Fund.
Many contemporary urban communities are challenged by increased flood risks and rising temperatures, declining water quality and biodiversity, and reduced mental, physical, cultural and social wellbeing. The development of urban blue-green infrastructure (BGI), defined as networks of natural and semi-natural blue-green spaces which enable healthy ecosystem processes, has been identified as one approach to mitigate these challenges and enable more liveable cities. Multiple benefits associated with urban BGI have been identified, including reduced flood risk and temperatures, improved water quality and biodiversity, enhanced mental and physical wellbeing, strengthened social cohesion and sense of place, and the facilitation of cultural connections and practices. However, socio-cultural benefits have tended to be neglected in BGI research and design, resulting in a lack of awareness of how they may be maximised in BGI design. As such, this research sought to understand how BGI can best be designed to enable liveable cities. Four questions were considered: (i) what benefits are associated with urban BGI, (ii) how does the design process influence the benefits achieved by BGI, (iii) what challenges are encountered during BGI design, and (iv) how might the incorporation of communities and Indigenous knowledge into BGI research and design enhance current understandings and applications of urban BGI? To address these questions, a mixed methods case study approach was employed in Ōtautahi Christchurch and Kaiapoi. The four selected case studies were Te Oranga Waikura, Wigram Basin, Te Kuru and the Kaiapoi Honda Forest. The cases are all council owned urban wetlands which were primarily designed or retrofitted to reduce urban flood risks following the Canterbury Earthquake Sequence. To investigate BGI design processes in each case, as well as how communities interact with, value and benefit from these spaces. BGI projects were found to be designed by interdisciplinary design teams driven by stormwater engineers, landscape architects and ecologists which prioritised bio-physical outcomes. Further, community and Indigenous engagement approaches closely resembled consultation, with the exception of Te Kuru which employed a co-design approach between councils and Indigenous and community groups. This co-design approach was found to enhance current understandings and applications of urban BGI, while uncovering multiple socio-cultural values to be incorporated into design, such as access to cultural healing resources, increased community connections to water, and facilitating cultural monitoring methodologies and citizen science initiatives. Communities frequently identified the opportunity to connect with natural environments and enhanced mental and physical wellbeing as key benefits of BGI. Conversely, strengthened social cohesion, sense of place and cultural connections were infrequently identified as benefits, if at all. This finding indicates a disconnect between the bio-physical benefits which drive BGI design and the outcomes which communities value. As such, there is a need for future BGI design to more fully consider and design for socio- cultural outcomes to better enable liveable cities. To better design BGI to enhance urban liveability, this research makes three key contributions. First, there is a need to advance current approaches to transdisciplinary design to better account for the full scope of perspectives and values associated with BGI. Second, there is a need to transition towards relational co-design with Indigenous and community groups and knowledge. Third, it is important to continue to monitor, reflect on and share both positive and negative BGI design experiences to continually improve outcomes. The incorporation of social and cultural researchers, knowledges and perspectives into open and collaborative transdisciplinary design teams is identified as a key method to achieve these opportunities.
On the second day of teaching for 2011, the University of Canterbury (UC) faced the most significant crisis of its 138-year history. After being shaken severely by a magnitude 7.1 earthquake on 4 September 2010, UC felt it was well along the pathway to getting back to ‘normal’. That all changed at 12:51pm on 22 February 2011, when Christchurch city was hit by an even more devastating event. A magnitude 6.3 (Modified Mercalli intensity ten – MM X) earthquake, just 13km south-east of the Christchurch city centre, caused vertical peak ground accelerations amongst the highest ever recorded in an urban environment, in some places more than twice the acceleration due to gravity. The earthquake caused immediate evacuation of the UC campus and resulted in significant damage to many buildings. Thankfully there were no serious injuries or fatalities on campus, but 185 people died in the city and many more suffered serious injuries. At the time of writing, eighteen months after the first earthquake in September, Christchurch is still experiencing regular earthquakes. Seismologists warn that the region may experience heightened seismicity for a decade or more. While writing this report we have talked with many different people from across the University. People’s experiences are different and we have not managed to talk with everyone, but we hope that by drawing together many different perspectives from across the campus that this report will serve two purposes; to retain our institutional memory of what we have learnt over the past eighteen months, and also to share our learnings with other organisations in New Zealand and around the world who, we hope, will benefit from learning about our experience.
The Canterbury earthquakes, which started with the 7.1 magnitude event on September 4, 2010, caused significant damage in the region. The September 4 earthquakes brought substantial damage to land, buildings, and infrastructure, while the 6.3 magnitude earthquake on February 22, 2011 (and its subsequent aftershocks), brought even greater property damage, but also significant loss of life in addition to the region. Thousands were injured, and 185 persons died. A national State of Emergency was declared and remained in effect until April 30, 2011. A significant number of people required immediate assistance and support to deal with loss, injury, trauma experiences, and property damages. Many had to find alternate accommodation as their houses were too damaged to stay in. Of those affected, many were already vulnerable, and others had been too traumatized by the events to effectively deal with the challenges they were faced with. A number of human service organizations in the region, from both government and non-government sectors, joined forces to be able to more effectively and efficiently help those in need. This was the start of what would become known as the Earthquake Support Coordination Service. The aim of this report is to present an evaluation of the Earthquake Support Coordination Service and its collaborative organization, based on documentation and interviews with key stakeholders of the service. The aim is also to evaluate the service based on perspectives gathered among the clients as well as the coordinators working in the service. The final aim is to offer a reflection on the service model, and on what factors enabled the service, as well as recommendations regarding aspects of the service which may require review, and aspects which may be useful in other contexts.
INTRODUCTION: After the 2011 Canterbury earthquake, the provision of school social work was extended into a larger number of schools in the greater Christchurch region to support discussions of their practice priorities and responses in post-earthquake schools. FINDINGS: Two main interpretations of need are reflected in the school social workers’ accounts of their work with children and families. Firstly, hardship-focused need, which represented children as adversely influenced by their home circumstances; the interventions were primarily with parents. These families were mainly from schools in low socioeconomic areas. Secondly, anxiety-based need, a newer practice response, which emphasised children who were considered particularly susceptible to the impacts of the disaster event. This article considers how these practitioners conceptualised and responded to the needs of the children and their families in this context. METHOD: A qualitative study examining recovery policy and school social work practice following the earthquakes including 12 semi-structured interviews with school social workers. This article provides a Foucauldian analysis of the social worker participants’ perspectives on emotional and psychological issues for children, particularly those from middle-class families; the main interventions were direct therapeutic work with children themselves. Embedded within these practice accounts are moments in which the social workers contested the predominant, individualising conceptualisations of need to enable more open-ended, negotiable, interconnected relationships in post-earthquake schools. IMPLICATIONS: In the aftermath of disasters, school social workers can reflect on their preferred practice responses and institutional influences in schools to offer children and families opportunities to reject the prevalent norms of risk and vulnerability.
Territorial authorities in New Zealand are responding to regulatory and market forces in the wake of the 2011 Christchurch earthquake to assess and retrofit buildings determined to be particularly vulnerable to earthquakes. Pending legislation may shorten the permissible timeframes on such seismic improvement programmes, but Auckland Council’s Property Department is already engaging in a proactive effort to assess its portfolio of approximately 3500 buildings, prioritise these assets for retrofit, and forecast construction costs for improvements. Within the programme structure, the following varied and often competing factors must be accommodated: * The council’s legal, fiscal, and ethical obligations to the people of Auckland per building regulations, health and safety protocols, and economic growth and urban development planning strategies; * The council’s functional priorities for service delivery; * Varied and numerous stakeholders across the largest territorial region in New Zealand in both population and landmass; * Heritage preservation and community and cultural values; and * Auckland’s prominent economic role in New Zealand’s economy which requires Auckland’s continued economic production post-disaster. Identifying those buildings most at risk to an earthquake in such a large and varied portfolio has warranted a rapid field assessment programme supplemented by strategically chosen detailed assessments. Furthermore, Auckland Council will benefit greatly in time and resources by choosing retrofit solutions, techniques, and technologies applicable to a large number of buildings with similar configurations and materials. From a research perspective, the number and variety of buildings within the council’s property portfolio will provide valuable data for risk modellers on building typologies in Auckland, which are expected to be fairly representative of the New Zealand building stock as a whole.
