Initial recovery focus is on road access (especially the inland SH70) although attention also needs to be focussed on the timelines for reopening SH1 to the south. Information on progress and projected timelines is updated daily via NZTA (www.nzta.govt.nz/eq-travel ). Network analyses indicate potential day trip access and re-establishment of the Alpine Pacific triangle route. When verified against ‘capacity to host’ (Part 2 (15th December) there appears to potential for the reestablishment of overnight visits. Establishing secure road access is the key constraint to recovery. In terms of the economic recovery the Kaikoura District has traditionallyattracted a large number of visitors which can be grouped as: second home (and caravan) owners, domestic New Zealand and international travellers. These have been seen through a behaviour lens as “short stop”, ‘day” (where Kaikoura is the specific focal destination) and overnight visitors. At the present restricted access appears to make the latter group less amenable to visiting Kaikoura, not the least because the two large marine mammal operators have a strong focus on international visitors. For the present the domestic market provides a greater initial pathway to recovery. Our experiences in and reflections on Christchurch suggest Kaikoura will not go back to what it once was. A unique opportunity exists to reframe the Kaikoura experience around earthquake geology and its effects on human and natural elements. To capitalise on this opportunity there appears to be a need to move quickly on programming and presenting such experiences as part of a pathway to re-enabling domestic tourists while international visitor bookings and flows can be re-established. The framework developed for this study appears to be robust for rapid post disaster assessment. It needs to be regularly updated and linked with emerging governance and recovery processes.

This article reports on research conducted in Christchurch, New Zealand, after the 22 February 2011 earthquake. This quake and thousands of subsequent aftershocks have left the city of Christchurch with serious infrastructure damage to roads, sewage supply, housing and commercial buildings. The emergence of a vibrant art and craft movement in the Christchurch region post earthquake has been an unexpected aspect of the recovery process. The article begins with a review of the literature on traditional responses to disaster recovery illustrating how more contemporary approaches are community-focused. We review the links between crafting and well-being, and report on qualitative research conducted with five focus groups and nine individuals who have contributed to this movement in Christchurch. The findings illustrate the role crafting has played post earthquake, in terms of processing key elements of the disaster for healing and recovery, creating opportunities for social support; giving to others; generating learning and meaning making and developing a vision for the future. The data analysis is underpinned by theory related to post-traumatic growth and ecological concerns. The role of social work in promoting low-cost initiatives such as craft groups to foster social resilience and aid in the recovery from disaster trauma is explored. This discussion considers why such approaches are rare in social work.

The major earthquakes of 2010 and 2011 brought to an abrupt end a process of adaptive reuse, revitalisation and gentrification that was underway in the early 20th century laneways and buildings located in the south eastern corner of the Christchurch Central Business District. Up until then, this location was seen as an exemplar of how mixed use could contribute to making the central city an attractive and viable alternative to the suburban living experience predominant in New Zealand. This thesis is the result of a comprehensive case study of this “Lichfield Lanes” area, which involved in depth interviews with business owners, observation of public meetings and examination of documents and the revitalisation research literature. Findings were that many of the factors seen to make this location successful pre-earthquakes mirror the results of similar research in other cities. These factors include: the importance of building upon historic architecture and the eclectic spaces this creates; a wide variety of uses generating street life; affordable rental levels; plus the dangers of uniformity of use brought about by focussing on business types that pay the most rent. Also critical is co-operation between businesses to create and effectively market and manage an identifiable precinct that has a coherent style and ambience that differentiates the location from competing suburban malls. In relation to the latter, a significant finding of this project was that the hospitality and retail businesses key to the success of Lichfield Lanes were not typical and could be described as quirky, bohemian, chaotic, relatively low rent, owner operated and appealing to the economically important “Creative Class” identified by Richard Florida (2002) and others. In turn, success for many of these businesses can be characterised as including psychological and social returns rather than simply conventional economic benefits. This has important implications for inner city revitalisation, as it contrasts with the traditional focus of local authorities and property developers on physical aspects and tenant profitability as measures of success. This leads on to an important conclusion from this research, which is that an almost completely inverted strategy from that applied to suburban mall development, may be most appropriate for successful inner city revitalisation. It also highlights a disconnection between the focus and processes of regulatory authorities and the outcomes and processes most acceptable to the people likely to frequent the central city. Developers are often caught in the middle of this conflicted situation. Another finding was early commitment by businesses to rebuild the case study area in the same style, but over time this waned as delay, demolition, insurance problems, political and planning uncertainty plus other issues made participation by the original owners and tenants impossible or uneconomic. In conclusion, the focus of inner city revitalisation is too often on buildings rather than the people that use them and what they now desire from the central city.

The University of Canterbury has initialized a research program focusing on the seismic sustainability of structures. As part of this program, the relative seismic sustainability of various structures will be assessed to identify those with the highest sustainability for the Christchurch rebuild and general use in New Zealand. This preliminary case study assesses one reinforced concrete (RC) frame structure and one RC wall structure. The scenario loss is evaluated for two earthquake records considering direct losses only in order to explain and illustrate the methodology.

Though rare and unpredictable, earthquakes can and do cause catastrophic destruction when they impact unprepared and vulnerable communities. Extensive damage and failure of vulnerable buildings is a key factor which contributes to seismic-related disasters, making the proactive management of these buildings a necessity to reduce the risk of future disasters arising. The devastating Canterbury earthquakes of 2010 and 2011 brought the urgency of this issue to national importance in New Zealand. The national earthquake-prone building framework came into effect in 2017, obligating authorities to identify existing buildings with the greatest risk of collapse in strong earthquakes and for building owners to strengthen or demolish these buildings within a designated period of time. Though this framework is unique to New Zealand, the challenge of managing the seismic risk of such buildings is common amongst all seismically-active countries. Therefore, looking outward to examine how other jurisdictions legally manage this challenge is useful for reflecting on the approaches taken in New Zealand and understand potential lessons which could be adopted. This research compares the legal framework used to reduce the seismic risk of existing buildings in New Zealand with that of the similarly earthquake-prone countries of Japan and Italy. These legal frameworks are examined with a particular focus on the proactive goal of reducing risk and improving resilience, as is the goal of the international Sendai Framework for Disaster Risk Reduction 2015-2030. The Sendai Framework, which each of the case study countries have committed to and thus have obligations under, forms the legal basis of the need for states to reduce disaster risk in their jurisdictions. In particular, the states’ legal frameworks for existing building risk reduction are examined in the context of the Sendai priorities of understanding disaster risk, strengthening disaster risk governance, and investing in resilience. While this research illustrates that the case study countries have each adopted more proactive risk reduction frameworks in recent years in anticipation of future earthquakes, the frameworks currently focus on a very narrow range of existing buildings and thus are not currently sufficient for promoting the long-term resilience of building stocks. In order to improve resilience, it is argued, legal frameworks need to include a broader range of buildings subject to seismic risk reduction obligations and also to broaden the focus on long-term monitoring of potential risk to buildings.

Floor systems with precast concrete hollow-core units have been largely used in concrete buildings built in New Zealand during the 1980’s. Recent earthquakes, such as the Canterbury sequence in 2010-2011 and the Kaikoura earthquake in 2016, highlighted that this floor system can be highly vulnerable and potentially lead to the floor collapse. A series of research activities are in progress to better understand the seismic performance of floor diaphragms, and this research focuses on examining the performance of hollow core units running parallel to the walls of wall-resisting concrete structures. This study first focused on the development of fragility functions, which can be quickly used to assess likelihood of the hollow-core being able to survive given the buildings design drift, and secondly to determine the expected performance of hollow-core units that run parallel to walls, focusing on the alpha unit running by the wall. Fragility functions are created for a range of different parameters for both vertical dislocation and crack width that can be used as the basis of a quick analysis or loss estimation for the likely impact of hollow-core floors on building vulnerability and risk. This was done using past experimental tests, and the recorded damage. Using these results and the method developed by Baker fragility curves were able to be created for varying crack widths and vertical dislocations. Current guidelines for analysis of hollow-core unit incompatible displacements are based on experimental vertical displacement results from concrete moment resisting frame systems to determine the capacity of hollow-core elements. To investigate the demands on hollow-core units in a wall-based structure, a fibre-element model in the software Seismostruct is created and subject to quasi-static cyclic loading, using elements which are verified from previous experimental tests. It is shown that for hollow-core units running by walls that the 10 mm displacement capacity used for hollow-core units running by a beam is insufficient for members running by walls and that shear analysis should be used. The fibre-element model is used to simulate the seismic demand induced on the floor system and has shown that the shear demand is a function of drift, wall length, hollow-core span, linking slab length and, to a minor extent, wall elongation.

Social and natural capital are fundamental to people’s wellbeing, often within the context of local community. Developing communities and linking people together provide benefits in terms of mental well-being, physical activity and other associated health outcomes. The research presented here was carried out in Christchurch - Ōtautahi, New Zealand, a city currently re-building, after a series of devastating earthquakes in 2010 and 2011. Poor mental health has been shown to be a significant post-earthquake problem, and social connection has been postulated as part of a solution. By curating a disparate set of community services, activities and facilities, organised into a Geographic Information Systems (GIS) database, we created i) an accessibility analysis of 11 health and well-being services, ii) a mobility scenario analysis focusing on 4 general well-being services and iii) a location-allocation model focusing on 3 primary health care and welfare location optimisation. Our results demonstrate that overall, the majority of neighbourhoods in Christchurch benefit from a high level of accessibility to almost all the services; but with an urban-rural gradient (the further away from the centre, the less services are available, as is expected). The noticeable exception to this trend, is that the more deprived eastern suburbs have poorer accessibility, suggesting social inequity in accessibility. The findings presented here show the potential of optimisation modelling and database curation for urban and community facility planning purposes.

An emerging water crisis is on the horizon and is poised to converge with several other impending problems in the 21st century. Future uncertainties such as climate change, peak oil and peak water are shifting the international focus from a business as usual approach to an emphasis on sustainable and resilient strategies that better meet these challenges. Cities are being reimagined in new ways that take a multidisciplinary approach, decompartmentalising functions and exploring ways in which urban systems can share resources and operate more like natural organisms. This study tested the landscape design implications of wastewater wetlands in the urban environment and evaluated their contribution to environmental sustainability, urban resilience and social development. Black and grey water streams were the central focus of this study and two types of wastewater wetlands, tidal flow (staged planning) and horizontal subsurface flow wetlands were tested through design investigations in the earthquake-affected city of Christchurch, New Zealand. These investigations found that the large area requirements of wastewater wetlands can be mitigated through landscape designs that enhance a matrix of open spaces and corridors in the city. Wastewater wetlands when combined with other urban and rural services such as food production, energy generation and irrigation can aid in making communities more resilient. Landscape theory suggests that the design of wastewater wetlands must meet cultural thresholds of beauty and that the inclusion of waste and ecologies in creatively designed landscapes can deepen our emotional connection to nature and ourselves.

The coordination of actors has been a major focus for much of the research in the disaster relief humanitarian logistics discipline. While much of this literature focuses on the initial response phase, little has been written on the longer term recover phase. As the response phase transitions into the longer term recover phase the number and types of actors change from predominantly disaster relief NGOs to more commercial entities we argue that humanitarian values should still be part of the rebuild phase. It has been noted that humanitarian actors both cooperate and compete at the same time (Balcik, Beamon, Krejci, Muramatsu and Ramirez, 2010), in a form of behavior that can be described as ‘co-opetition’ (Nalebuff and Brandenburger, 1996). We use a case study approach to examine an organizational model used to coordinate civil and commercial actors for the rebuild of the civil infrastructure for Christchurch, New Zealand following a series of devastating earthquakes in 2010/11. For the rebuild phase we argue that ‘co-opetition’ is a key behaviour that allows the blending of humanitarian and commercial values to help communities rebuild to a new normal. While at this early stage our contribution is limited, we eventually hope to fully elaborate on an organisational model that has been created specifically for the tight coordination of commercial actors and its relevance to the rebuild phase of a disaster. Examining the behaviour of co-opetition and the structures that incentivise this behaviour offers insights for the humanitarian logistic field.

The focus of this paper is to identify potential benefits of community involvement in master planning in the post-earthquake recovery context in Christchurch; and to identify considerations for planners involved in the design of master planning processes that involve the community. Findings are based on the results of an information sharing event on these topics convened by The Habitat Project in December 2011, and a review of the relevant literature.

An overview of the 22 February 2011 Christchurch earthquake is presented in the context of characterization of extreme/rare events. Focus is given to the earthquake source, observed near-source strong ground motions, and effects of site response, while structural response and consequences are mentioned for completeness. For each of the above topics comparisons and discussions are made with predictive models for each of phenomena considered. In light of the observations and predictive model comparisons, the author’s opinion on improving the characterization of such extreme/rare events, and their appropriate consideration in seismic design is presented

In the aftermath of the 22 February 2011 earthquake, the Natural Hazards Research Platform (NHRP) initiated a series of Short Term Recovery Projects (STRP) aimed at facilitating and supporting the recovery of Christchurch from the earthquake impacts. This report presents the outcomes of STRP 6: Impacts of Liquefaction on Pipe Networks, which focused on the impacts of liquefaction on the potable water and wastewater systems of Christchurch. The project was a collaborative effort of NHRP researchers with expertise in liquefaction, CCC personnel managing and designing the systems and a geotechnical practitioner with experience/expertise in Christchurch soils and seismic geotechnics.

Since September 2010 Christchurch, New Zealand, has experienced a number of significant earthquakes. In addition to loss of life, this has resulted in significant destruction to infrastructure, including road corridors; and buildings, especially in the central city, where it has been estimated that 60% of buildings will need to be rebuilt. The rebuild and renewal of Christchurch has initially focused on the central city under the direction of the Christchurch City Council. This has seen the development of a draft Central City Plan that includes a number of initiatives that should encourage the use of the bicycle as a mode of transport. The rebuild and renewal of the remainder of the city is under the jurisdiction of a specially set up authority, the Christchurch Earthquake Recovery Authority (CERA). CERA reports to an appointed Minister for Canterbury Earthquake Recovery, who is responsible for coordinating the planning, spending, and actual rebuilding work needed for the recovery. Their plans for the renewal and rebuild of the remainder of the city are not yet known. This presentation will examine the potential role of the bicycle as a mode of transport in a rebuilt Christchurch. The presentation will start by describing the nature of damage to Christchurch as a result of the 2010 and 2011 earthquakes. It will then review the Central City Plan (the plan for the rebuild and renewal for central Christchurch) focusing particularly on those aspects that affect the role of the bicycle. The potential for the success of this plan will be assessed. It will specifically reflect on this in light of some recent research in Christchurch that examined the importance of getting infrastructure right if an aim of transport planning is to attract new people to cycle for utilitarian reasons.

Since the early 1980s seismic hazard assessment in New Zealand has been based on Probabilistic Seismic Hazard Analysis (PSHA). The most recent version of the New Zealand National Seismic Hazard Model, a PSHA model, was published by Stirling et al, in 2012. This model follows standard PSHA principals and combines a nation-wide model of active faults with a gridded point-source model based on the earthquake catalogue since 1840. These models are coupled with the ground-motion prediction equation of McVerry et al (2006). Additionally, we have developed a time-dependent clustering-based PSHA model for the Canterbury region (Gerstenberger et al, 2014) in response to the Canterbury earthquake sequence. We are now in the process of revising that national model. In this process we are investigating several of the fundamental assumptions in traditional PSHA and in how we modelled hazard in the past. For this project, we have three main focuses: 1) how do we design an optimal combination of multiple sources of information to produce the best forecast of earthquake rates in the next 50 years: can we improve upon a simple hybrid of fault sources and background sources, and can we better handle the uncertainties in the data and models (e.g., fault segmentation, frequency-magnitude distributions, time-dependence & clustering, low strain-rate areas, and subduction zone modelling)? 2) developing revised and new ground-motion predictions models including better capturing of epistemic uncertainty – a key focus in this work is developing a new strong ground motion catalogue for model development; and 3) how can we best quantify if changes we have made in our modelling are truly improvements? Throughout this process we are working toward incorporating numerical modelling results from physics based synthetic seismicity and ground-motion models.

The development of cheap, whilst effective and relatively non-invasive structural retrofit techniques for existing non-ductile reinforced concrete (RC) structures still remains the most challenging issue for a wide implementation on a macro scale. Seismic retrofit is too often being confused as purely structural strengthening. As part of a six-years national project on “Seismic retrofit solutions for NZ multi-storey building”, focus has been given at the University of Canterbury on the development of a counter-intuitive retrofit strategy for earthquake vulnerable existing rc frame, based on a “selective weakening” (SW) approach. After an overview of the SW concept, this paper presents the experimental and numerical validation of a SW retrofit strategy for earthquake vulnerable existing RC frame with particular focus on the exterior beam-column (b-c) joints. The exterior b-c joint is a critically vulnerable region in many existing pre-1970s RC frames. By selectively weakening the beam by cutting the bottom longitudinal reinforcements and/or adding external pre-stressing to the b-c joint, a more desirable inelastic mechanism can be attained, leading to improved global seismic performance. The so-called SW retrofit is implemented on four 2/3-scaled exterior RC b-c joint subassemblies, tested under quasi-static cyclic loading at the University of Canterbury. Complemented by refined 3D Finite Element (FE) models and dynamic time-history analyses results, the experimental results have shown the potential of a simple and cost-effective yet structurally efficient structural rehabilitation technique. The research also demonstrated the potential of advanced 3D fracture-mechanics-based microplane concrete modelling for refined FE analysis of non-ductile RC b-c joints.

Disaster recovery involves the restoration, repair and rejuvenation of both hard and soft infrastructure. In this report we present observationsfrom seven case studies of collaborative planning from post-earthquake Canterbury, each of which was selected as a means of better understanding ‘soft infrastructure for hard times’. Though our investigation is located within a disaster recovery context, we argue that the lessons learned are widely applicable. Our seven case studies highlighted that the nature of the planning process or journey is as important as the planning objective or destination. A focus on the journey can promote positive outcomes in and of itself through building enduring relationships, fostering diverse leaders, developing new skills and capabilities, and supporting translation and navigation. Collaborative planning depends as much upon emotional intelligence as it does technical competence, and we argue that having a collaborative attitude is more important than following prescriptive collaborative planning formulae. Being present and allowing plenty of time are also key. Although deliberation is often seen as an improvement on technocratic and expertdominated decision-making models, we suggest that the focus in the academic literature on communicative rationality and discursive democracy has led us to overlook other more active forms of planning that occur in various sites and settings. Instead, we offer an expanded understanding of what planning is, where it happens and who is involved. We also suggest more attention be given to values, particularly in terms of their role as a compass for navigating the terrain of decision-making in the collaborative planning process. We conclude with a revised model of a (collaborative) decision-making cycle that we suggest may be more appropriate when (re)building better homes, towns and cities.

The article asks whether disasters that destroy life but leave the material infrastructure relatively intact tend to prompt communal coping focussing on loss, while disasters that destroy significant material infrastructure tend to prompt coping through restoration / re-building. After comparing memorials to New Zealand’s Christchurch earthquake and Pike River mine disasters, we outline circumstances in which collective restorative endeavour may be grassroots, organised from above, or manipulated, along with limits to effective restoration. We conclude that bereavement literature may need to take restoration more seriously, while disaster literature may need to take loss more seriously.

On Tuesday 22 February 2011, a 6.3 magnitude earthquake struck Christchurch, New Zealand’s second largest city. The ‘earthquake’ was in fact an aftershock to an earlier 7.1 magnitude earthquake that had occurred on Saturday 4 September 2010. There were a number of key differences between the two events that meant they had dramatically different results for Christchurch and its inhabitants. The 22 February 2011 event resulted in one of New Zealand’s worst natural disasters on record, with 185 fatalities occurring and hundreds more being injured. In addition, a large number of buildings either collapsed or were damaged to the point where they needed to be totally demolished. Since the initial earthquake in September 2010, a large amount of building-related research has been initiated in New Zealand to investigate the impact of the series of seismic events – the major focus of these research projects has been on seismic, structural and geotechnical engineering matters. One project, however, conducted jointly by the University of Canterbury, the Fire Protection Association of New Zealand and BRANZ, has focused on the performance of fire protection systems in the earthquakes and the effectiveness of the systems in the event of post-earthquake fires occurring. Fortunately, very few fires actually broke out following the series of earthquake events in Christchurch, but fire after earthquakes still has significant implications for the built environment in New Zealand, and the collaborative research has provided some invaluable insight into the potential threat posed by post-earthquake fires in buildings. As well as summarising the damage caused to fire protection systems, this paper discusses the flow-on effect for designing structures to withstand post-earthquake fires. One of the underlying issues that will be explored is the existing regulatory framework in New Zealand whereby structural earthquake design and structural design for fire are treated as discrete design scenarios.

Fatal earthquakes such as that which occurred in Christchurch on February 22nd 2011, can result in survivors having difficulties with cognitively processing the event, which may be the precursor to posttraumatic stress symptoms. Trauma related dissociation has been proposed to be a mechanism related to these cognitive processing difficulties. Most research focusing on information processing and dissociation post-trauma has conducted controlled analogue studies or has not focused solely on information processing and dissociation. There is also scant research on these constructs across therapy. In response to this gap in research, two studies were developed. An association was proposed between dissociation and information processing as demonstrated by an increase in conceptual processing and a reduction in dissociation. It was predicted that an improvement in these constructs would be related to a reduction in PTSD symptoms over therapy. Study1 applied a case-study design to 5 individuals who were attending therapy for post-traumatic stress disorder in response to the trauma they had experienced from the Christchurch earthquakes. Study 2 assessed information processing and dissociation (via self and observer report) in 20 individuals who had direct exposure to the effects of the earthquake. Earthquake information processing and dissociation were assessed as they were happening nearly two year’s post-quake using correlation analyses and hierarchical regressions. The hypotheses were partially confirmed, in that an increase in conceptual processing was not shown to be associated with a reduction in dissociation. However, an increase in conceptual processing was shown to be related to trauma symptom improvement particularly for re-experiencing symptoms. In addition, study 2 demonstrated a possible relationship between trait dissociation and arousal symptoms. These findings partially support the proposed role information processing and dissociation play in the recovery from PTSD. The findings suggest that trauma related difficulties should be assessed as early as possible to resolve issues related to a delay in symptom reporting.

The 2010 and 2011 earthquakes in the region of Canterbury, New Zealand caused widespread damage and the deaths of 185 people. Suburbs on the eastern side of Christchurch and in the satellite town of Kaiapoi, 20 kilometres north of Christchurch, were badly damaged by liquefaction. The Canterbury Earthquake Recovery Authority (CERA), a government organisation set up in the wake of the earthquakes, began to systematically zone all residential land in 2011. Based on the possibility for land remediation, 7860 houses in Christchurch and Kaiapoi were zoned red. Those who were in this zone were compensated and had to buy or build elsewhere. The other zone examined within this research – that of TC3 – lies within the green zone. Residents, in this zone, were able to stay in their houses but land was moderately damaged and required site-specific geotechnical investigations. This research sought to understand how residents’ senses of home were impacted by a disaster and the response efforts. Focusing on the TC3 and red zone of the eastern suburbs and the satellite town of Kaiapoi, this study interviewed 29 residents within these zones. The concept of home was explored with the respondents at three scales: home as a household; home as a community; and home as a city. There was a large amount of resistance to the zoning process and the handling of claims by insurance companies and the Earthquake Commission (EQC) after the earthquakes. Lack of transparency and communication, as well as extremely slow timelines were all documented as failings of these agencies. This research seeks to understand how participant’s sense of home changed on an individual level and how it was impacted by outside agencies. Homemaking techniques were also focused on showing that a changed sense of home will impact on how a person interacts with a space.

This study explores the impact post-earthquake images from Christchurch, New Zealand inserted into a task requiring sustained attention or vigilance have on performance, selfreports of task-focus, and cerebra activity using functional near-infrared spectroscopy (fNIRS). The images represent the current state of Christchurch; a city struggling to recover from devastating earthquakes that peaked in February, 2011, killing 185 people, injuring hundreds more and causing widespread and massive damage to infrastructure, land and building in the region. Crowdsourcing was used to gather a series of positive and negative photos from greater Christchurch to be employed in the subsequent experiment. Seventy-one Christchurch resident participants (51 women, 20 men) then took part in a vigilance task with the sourced images embedded to assess possible cognitive disruptions. Participants were randomly assigned to one of three conditions: embedded positive pictures, embedded negative pictures, or embedded scrambled image controls. Task performance was assessed with signal detection theory metrics of sensitivity A’ and β’’. Individuals viewing the positive images, relating to progress, rebuild, or aesthetic aspects within the city, were overall more conservative or less willing to respond than those in the other conditions. In addition, positive condition individuals reported lower task focus, when compared to those in the control condition. However, indicators of cerebral activity (fNIRS) did not differ significantly between the experimental groups. These results combined, suggest that mind wandering events may be being generated when exposed to positive post-earthquake images. This finding fits with recent research which indicates that mind-wandering or day dreaming tends to be positive and future oriented. While positive recovery images may initiate internal thoughts, this could actually prove problematic in contexts in which external attention is required. While the actual environment, of course, needs to recover, support agencies may want to be careful with employing positive recovery imagery in contexts where people actually should be paying attention to something else, like operating a vehicle or machinery.

Interagency Emergency Response Teams (IERTs) play acrucial role in times of disasters. Therefore it is crucial to understand more thoroughly the communication roles and responsibilities of interagency team members and to examine how individual members communicate within a complex, evolving, and unstable environment. It is also important to understand how different organisational identities and their spatial geographies contribute to the interactional dynamics. Earthquakes hit the Canterbury region on September, 2010 and then on February 2011 a more devastating shallow earthquake struck resulting in severe damage to the Aged Residential Care (ARC) sector. Over 600 ARC beds were lost and 500 elderly and disabled people were displaced. Canterbury District Health Board (CDHB) set up an interagency emergency response team to address the issues of vulnerable people with significant health and disability needs who were unable to access their normal supports due to the effects of the earthquake. The purpose of this qualitative interpretive study is to focus on the case study of the response and evacuation of vulnerable people by interagencies responding to the event. Staff within these agencies were interviewed with a focus on the critical incidents that either stabilised or negatively influenced the outcome of the response. The findings included the complexity of navigating multiple agencies communication channels; understanding the different hierarchies and communication methods within each agency; data communication challenges when infrastructures were severely damaged; the importance of having the right skills, personal attributes and understanding of the organisations in the response; and the significance of having a liaison in situ representing and communicating through to agencies geographically dispersed from Canterbury. It is hoped that this research will assist in determining a future framework for interagency communication best practice and policy.

When an “I thought I was going to die quake” occurs amidst four additional major earthquakes and 15,000 aftershocks during a sixteen-month period, it challenges people’s ability to cope and recover. Residents of Canterbury, New Zealand endured this extended, chaotic state in 2010/11; and continue to deal with lingering effects on their devastated central city, Christchurch. Stress and coping theory suggests that finding meaning in such situations can help people recover, and that religion and spirituality often play a role in post-disaster resilience. Despite this, there is very little research literature examining this phenomenon and even less that considers spirituality separate from religion. This research focuses on this underrepresented area by considering the personal spiritual or meaningful experiences of people in post-earthquake Canterbury. Data from sixteen in-depth, minimally directed interviews were thematically analyzed to understand each individual’s meaning construction and coping/recovery process and identify connective themes and patterns amongst their experiences. Four core elements of acceptance, clarity and choice, connection, and transcendence emerged from the thematic analysis to conceptualize a model of transcendent coping. Transcendent coping represents an additional type of coping in the transactional model of stress and coping, which serves to support the previous denoted problem-, emotion-, and meaning-focused coping approaches. Transcendent coping offers openness, empowerment, comfort and expansion not necessarily reliant upon theistic or religious beliefs and practices. Rather, this secular spiritual coping is inherent in everyday, mundane practices such as being in the moment, aligning to and acting from personal values, connecting to that and those who bring comfort, and experiencing transcendence in moments of awe and expansion. This research contributes to the growing interest in spirituality as an important facet of human nature that can support wellbeing in the face of stress.

Disaster recovery involves the restoration, repair and rejuvenation of both hard and soft infrastructure. In this report we present observations from seven case studies of collaborative planning from post-earthquake Canterbury, each of which was selected as a means of better understanding ‘soft infrastructure for hard times’. Though our investigation is located within a disaster recovery context, we argue that the lessons learned are widely applicable. Our seven case studies highlighted that the nature of the planning process or journey is as important as the planning objective or destination. A focus on the journey can promote positive outcomes in and of itself through building enduring relationships, fostering diverse leaders, developing new skills and capabilities, and supporting translation and navigation. Collaborative planning depends as much upon emotional intelligence as it does technical competence, and we argue that having a collaborative attitude is more important than following prescriptive collaborative planning formulae. Being present and allowing plenty of time are also key. Although deliberation is often seen as an improvement on technocratic and expert dominated decision-making models, we suggest that the focus in the academic literature on communicative rationality and discursive democracy has led us to overlook other more active forms of planning that occur in various sites and settings. Instead, we offer an expanded understanding of what planning is, where it happens and who is involved. We also suggest more attention be given to values, particularly in terms of their role as a compass for navigating the terrain of decision-making in the collaborative planning process. We conclude with a revised model of a (collaborative) decision-making cycle that we suggest may be more appropriate when (re)building better homes, towns and cities.

To this extent, modern buildings generally demonstrated good resistance to collapse during the recent earthquakes in New Zealand. However, damage to non-structural elements (NSE) has been persistent during these events. NSEs include secondary systems or components attached to the floors, roofs, and walls of a building or industrial facility that are not explicitly designed to participate in the main vertical or lateral load-bearing mechanism of the structure. They play a major role in the operational and functional aspects of buildings and contribute a major portion of the building’s overall cost. Therefore, they are expected to accommodate the effects of seismic actions such as drifts and accelerations. Typical examples of NSEs include internal non-loadbearing partitions, suspended ceilings, sprinkler piping systems, architectural claddings, building contents, mechanical/electrical equipment, and furnishings. The main focus of this thesis is the drift sensitive NSEs: precast concrete cladding panels and internal partition walls. Even though most precast concrete cladding panels performed well from a life-safety point of view during recent earthquakes in NZ, some collapsed panels posed a significant threat to life safety. It is, therefore, important that the design and detailing of the panel-to-structure connections ensure that their strength and displacement capacity are adequate to meet the corresponding seismic demands, at least during design level earthquakes. In contrast, the partition wall is likely to get damaged and lose serviceability at a low inter-story drift unless designed to accommodate the relative deformations between them and the structure. Partition walls suffered wide-ranging damage such as screw failures, diagonal cracking, detachments to the gypsum linings, and anchorage failures during the 2011 Canterbury Earthquake Sequence in NZ. Therefore, the thesis is divided into two parts. Part I of the thesis focuses on developing novel low-damage precast concrete cladding panel connections, i.e. “rocking” connection details comprising vertically slotted steel embeds and weld plates. The low-damage seismic performance of novel “rocking” connection details is verified through experimental tests comprising uni-directional, bi-directional, and multi-storey scaled quasi-static cyclic tests. Comparison with the seismic performance of traditional panel connections reported in the literature demonstrated the system’s significantly improved seismic resilience. Furthermore, the finite element models of panel connections and sealants are developed in ABAQUS. The force-drift responses of the “rocking” panel system modelled in SAP2000 is compared with the experimental results to evaluate their accuracy and validity. Part II of the thesis focuses on a) understanding the seismic performance of traditional rigid timber-framed partition wall, b) development and verification of low-damage connections (i.e. “rocking” connection details comprising of dual-slot tracks), and c) seismic evaluation of partition walls with a novel “bracketed and slotted” connections (comprising of innovative fastener and plastic bracket named Flexibracket) under uni-directional and bidirectional quasi-static cyclic loadings. Moreover, parametric investigation of the partition walls was conducted through several experimental tests to understand better the pros and cons of the rocking connection details. The experimental results have confirmed that the implementation of the proposed low damage solutions of precast cladding panels and internal partition walls can significantly reduce their damage in a building.
