Welcome to the first Recover newsletter from the Marine Ecology Research Group (MERG) at the University of Canterbury. Recover is designed to keep you updated on our MBIE funded earthquake recovery project called RECOVER (Reef Ecology, Coastal Values & Ecosystem Recovery). he 2016 Building (Earthquake Prone Building) Amendment Act aims to improve the system for managing earthquake-prone buildings. The proposed changes to the Act were precipitated by the Canterbury earthquakes, and the need to improve the seismic safety of New Zealand’s building stock. However, the Act has significant ramifications for territorial authorities, organisations and individuals in small New Zealand towns, since assessing and repairing heritage buildings poses a major cost to districts with low populations and poor rental returns on commercial buildings.

McNaughton is the Director of the Canterbury Earthquake Recovery Learning and Legacy programme at the Department of the Prime Minister and Cabinet. The presentation is titled, "Leading in Disaster Recovery: A companion through the chaos".The abstract for this presentation reads as follows: Leading in disaster recovery is a deeply human event - it requires us to reach deep inside of ourselves and bring to others the best of who we can be. It's painful, tiring, rewarding and meaningful. The responsibility can be heavy and at times leaders feel alone. The experienced realities of recovery leadership promoted research involving over 100 people around the globe who have worked in disaster recovery. The result is distilled wisdom from those who have walked in similar shoes to serve as a companion and guide for recovery leaders. The leadership themes in Leading in Disaster Recovery: A companion through the chaos include hard-won, honest, personal, brave insights and practical strategies to serve and support other recovery leaders. This guidance is one attempt amongst many others to change the historic tendency to lurch from disaster to disaster without embedding learning and knowledge - something we cannot afford to do if we are to honour those whose lives have been lost or irreversibly changed by disaster. If we are to honour the courageous efforts of those who have previously served disaster-impacted communities we would be better abled to serve those impacted by future disasters.

The Evaluating Maternity Units (EMU) study is a mixed method project involving a prospective cohort study, surveys (two postnatal questionnaires) and focus groups. It is an Australasian project funded by the Australian Health and Medical Research Council. Its primary aim was to compare the birth outcomes of two groups of well women – one group who planned to give birth at a primary maternity unit, and a second group who planned to give birth at a tertiary hospital. The secondary aim was to learn about women’s views and experiences regarding their birthplace decision-making, transfer, maternity care and experiences, and any other issues they raised. The New Zealand arm of the study was carried out in Christchurch, and was seriously affected by the earthquakes, halting recruitment at 702 participants. Comprehensive details were collected from both midwives and women regarding antenatal and early labour changes of birthplace plans and perinatal transfers from the primary units to the tertiary hospital. Women were asked about how they felt about plan changes and transfers in the first survey, and they were discussed in some focus groups. The transfer findings are still being analysed and will be presented. This study is set within the local maternity context, is recent, relevant and robust. It provides midwives with contemporary information about transfers from New Zealand primary maternity units and women’s views and experiences. It may help inform the conversations midwives have with each other, and with women and their families/whānau, regarding the choices of birthplace for well childbearing women.

Natural hazards continue to have adverse effects on communities and households worldwide, accelerating research on proactively identifying and enhancing characteristics associated with resilience. Although resilience is often characterized as a return to normal, recent studies of postdisaster recovery have highlighted the ways in which new opportunities can emerge following disruption, challenging the status quo. Conversely, recovery and reconstruction may serve to reinforce preexisting social, institutional, and development pathways. Our understanding of these dynamics is limited however by the small number of practice examples, particularly for rural communities in developed nations. This study uses a social–ecological inventory to document the drivers, pathways, and mechanisms of resilience following a large-magnitude earthquake in Kaikōura, a coastal community in Aotearoa New Zealand. As part of the planning and implementation phase of a multiyear project, we used the tool as the basis for indepth and contextually sensitive analysis of rural resilience. Moreover, the deliberate application of social–ecological inventory was the first step in the research team reengaging with the community following the event. The inventory process provided an opportunity for research partners to share their stories and experiences and develop a shared understanding of changes that had taken place in the community. Results provide empirical insight into reactions to disruptive change associated with disasters. The inventory also informed the design of targeted research collaborations, established a platform for longer-term community engagement, and provides a baseline for assessing longitudinal changes in key resilience-related characteristics and community capacities. Findings suggest the utility of social–ecological inventory goes beyond natural resource management, and that it may be appropriate in a range of contexts where institutional, social, and economic restructuring have developed out of necessity in response to felt or anticipated external stressors.

Based on a qualitative study of four organisations involving 47 respondents following the extensive 2010 – 2011 earthquakes in Christchurch, New Zealand, this paper presents some guidance for human resource practitioners dealing with post-disaster recovery. A key issue is the need for the human resource function to reframe its practices in a post-disaster context, developing a specific focus on understanding and addressing changing employee needs, and monitoring the leadership behaviour of supervisors. This article highlights the importance of flexible organisational responses based around a set of key principles concerning communication and employee perceptions of company support.
