Following a disaster, an organisation’s ability to recover is influenced by its internal capacities, but also by the people, organisations, and places to which it is connected. Current approaches to organisational resilience tend to focus predominantly on an organization's internal capacities and do not adequately consider the place-based contexts and networks in which it is embedded. This thesis explores how organisations’ connections may both hinder and enable organisational resilience. Organisations in the Canterbury region of New Zealand experienced significant and repeated disruptions as a result of two major earthquakes and thousands of aftershocks throughout 2010 and 2011. This thesis draws upon 32 case studies of organisations located in three severely damaged town centres in Canterbury to assess the influence that organisations’ place-based connections and relational networks had on their post-earthquake trajectories. The research has four objectives: 1) to examine the ways organisations connected to their local contexts both before and after the earthquakes, 2) to explore the characteristics of the formal and informal networks organisations used to aid their response and recovery, 3) to identify the ways organisations’ connections to their local contexts and support networks influenced their ability to recover following the earthquakes, and finally, 4) to develop approaches to assess resilience that consider these extra-organisational connections. The thesis contests the fiction that organisations recover and adapt independently from their contexts following disasters. Although organisations have a set of internal capacities that enable their post-disaster recovery, they are embedded within external structures that constrain and enable their adaptive options following a disaster. An approach which considers organisations’ contexts and networks as potential sources of organisational resilience has both conceptual and practical value. Refining our understanding of the influence of extra-organisational connections can improve our ability to explain variability in organisational outcomes following disasters and foster new ways to develop and manage organisational resilience.
This article examines the representation of Christchurch, New Zealand, student radio station RDU in the exhibition Alternative Radio at the Canterbury Museum in 2016. With the intention of ‘making visible what is invisible’ about radio broadcasting, the exhibition articulated RDU as a point of interconnection between the technical elements of broadcasting, the social and musical culture of station staff and volunteers, and the broader local and national music scenes. This paper is grounded in observations of the exhibitions and associated public programmes, and interviews with the key participants in the exhibition including the museum's exhibition designer and staff from RDU, who acted as independent practitioners in collaboration with the museum. Alternative Radio also addressed the aftermath of the major earthquake of 22 February 2011, when RDU moved into a customised horse truck after losing its broadcast studio. The exhibition came about because of the cultural resonance of the post-quake story, but also emphasised the long history of the station before that event, and located this small student radio station in the broader heritage discourse of the Canterbury museum, activating the historical, cultural, and personal memories of the station's participants and audiences.

In this paper we outline the process and outcomes of a multi-agency, multi-sector research collaboration, led by the Canterbury Earthquake Research Authority (CERA). The CERA Wellbeing Survey (CWS) is a serial, cross-sectional survey that is to be repeated six-monthly (in April and September) until the end of the CERA Act, in April 2016. The survey gathers self-reported wellbeing data to supplement the monitoring of the social recovery undertaken through CERA's Canterbury Wellbeing Index. Thereby informing a range of relevant agency decision-making, the CWS was also intended to provide the community and other sectors with a broad indication of how the population is tracking in the recovery. The primary objective was to ensure that decision-making was appropriately informed, with the concurrent aim of compiling a robust dataset that is of value to future researchers, and to the wider, global hazard and disaster research endeavor. The paper begins with an outline of both the Canterbury earthquake sequence, and the research context informing this collaborative project, before reporting on the methodology and significant results to date. It concludes with a discussion of both the survey results, and the collaborative process through which it was developed.
Anna Leask has worked for the New Zealand Herald since 2008 and is currently a senior reporter, covering crime and justice for the daily newspaper as well as for the Weekend Herald and Herald on Sunday. Notably she's reported on the re-investigation of Arthur Allan Thomas, 43 years after the double murders for which he served nine years in prison before being pardoned, and the Christchurch 'House of Horrors' murderer Jason Somerville, who killed his wife and buried her under his East Christchurch house a year after doing the same to his neighbour Tisha Lowery. Leask covered the Pike River Mine disaster in 2010, the 2011 Canterbury earthquakes, Fiji's Cyclone Winston in early 2016 and travelled to Gallipoli in 2015 to cover the centenary of the Anzac landings. She won a Canon Media Award for crime and justice reporting in 2014. Her first book, Behind Bars: Real-life stories from inside New Zealand prisons has just been released.
It was so nearly lost. As the Christ Church Anglican Cathedral is being rebuilt, historian Edmund Bohan is releasing a history of the distinctive Gothic building. It shows it was controversial even before work started on designing it, let alone building in. From the laying of the foundations to the official opening, it took 40 years, after squabbles over pretty much every aspect of its construction - not to mention the huge problems raising the money to build it in the City Centre. In Heart of the City: The Story of Christchurch's Controversial Cathedral, Edmund is critical of the former Anglican Bishop Victoria Matthews' determination to demolish the badly-damaged cathedral after the Canterbury earthquakes, to replace it with a modern church. And he tells Lynn Freeman he's very much looking forward to seeing the Cathedral restored to its former glory after a lengthy and pricey rebuild. But first he sets the scene. Back in the 1860s, there was controversy over where the cathedral should go, its design, whether it should be in stone or timber - even if there should be a cathedral built at all! This thesis looks at the protocols museums and galleries adopt for the safeguarding of art, artefacts and cultural heritage. In particular, it analyses these procedures in relation to the 2010 and 2011 earthquakes in Christchurch, and considers how these events shaped the preventative conservation measures in place in museum and gallery institutions. Through gathering, assessing, and comparing this information about Christchurch’s institutions to disaster management best practices in national and international organisations, this thesis gauges the extent to which disaster management was changed in response to the events in Christchurch. This thesis first considers the growth in disaster management as a field, before examining what are considered best practices within this sector. Finally, it looks at specific institutions in Christchurch, including the Christchurch Art Gallery Te Puna o Waiwhetu, Canterbury Museum, and the Air Force Museum of New Zealand.
Small, tight-knit communities, are complex to manage from outside during a disaster. The township of Lyttelton, New Zealand, and the communities of Corsair Bay, Cass Bay, and Rapaki to the east, are especially more so difficult due to the terrain that encloses them, which caused them to be cut-off from Christchurch, the largest city in the South Island, barely 10 km away, after the Mw 7.1 Darfield Earthquake and subsequent Canterbury Earthquake Sequence. Lyttelton has a very strong and deep-rooted community spirit that draws people to want to be a part of Lyttelton life. It is predominantly residential on the slopes, with retail space, service and light industry nestled near the harbour. It has heritage buildings stretching back to the very foundation of Canterbury yet hosts the largest, modern deep-water port for the region. This study contains two surveys: one circulated shortly before the Darfield Earthquake and one circulated in July 2011, after the Christchurch and Sumner Earthquakes. An analytical comparison of the participants’ household preparedness for disaster before the Darfield Earthquake and after the Christchurch and Sumner Earthquakes was performed. A population spatiotemporal distribution map was produced that shows the population in three-hourly increments over a week to inform exposure to vulnerability to natural hazards. The study went on to analyse the responses of the participants in the immediate period following the Chrsitchurch and Sumner Earthquakes, including their homeward and subsequent journeys, and the decision to evacuate or stay in their homes. Possible predictors to a decision to evacuate some or all members of the household were tested. The study also asked participants’ views on the events since September 2010 for analysis.
Andre Lovatt grew up in Christchurch and completed a masters degree in Civil Engineering at Canterbury before taking up a position in Singapore working on, among other things, the $6.7 billion Marina Bay Sands waterfront resort. After almost 10 years in Southeast Asia he has returned to his earthquake ravaged home to take on a project with a much smaller price tag. Andre is the new CEO of the Christchurch Arts Centre and his job is to oversee the $290 million dollar project that will, if it's successful, return the centre to its former glory by the end of 2019.

Climate change and population growth will increase vulnerability to natural and human-made disasters or pandemics. Longitudinal research studies may be adversely impacted by a lack of access to study resources, inability to travel around the urban environment, reluctance of sample members to attend appointments, sample members moving residence and potentially also the destruction of research facilities. One of the key advantages of longitudinal research is the ability to assess associations between exposures and outcomes by limiting the influence of sample selection bias. However, ensuring the validity and reliability of findings in longitudinal research requires the recruitment and retention of respondents who are willing and able to be repeatedly assessed over an extended period of time. This study examined recruitment and retention strategies of 11 longitudinal cohort studies operating during the Christchurch, New Zealand earthquake sequence which began in September 2010, including staff perceptions of the major impediments to study operations during/after the earthquakes and respondents’ barriers to participation. Successful strategies to assist recruitment and retention after a natural disaster are discussed. With the current COVID-19 pandemic, longitudinal studies are potentially encountering some of the issues highlighted in this paper including: closure of facilities, restricted movement of research staff and sample members, and reluctance of sample members to attend appointments. It is possible that suggestions in this paper may be implemented so that longitudinal studies can protect the operation of their research programmes.<br /><br />Key messages<br /><ul><li>Recruitment and retention of longitudinal study participants is challenging following a natural disaster.</li><br /><li>The long-lasting, global effects of the Covid 19 pandemic will increase this problem.</li><br /><li>Longitudinal study researchers should develop protocols to support retention before a disaster occurs.</li><br /><li>Researchers need to be pragmatic and flexible in the design and implementation of their studies.</li></ul>

Biosecurity officials say they expect to decide by the end of the year whether they will need to order the destruction of dairy herds to wipe out a cow disease that's broken out in the South Island. It's been revealed that not a single one of New Zealand's 315 police buildings constructed before 2011 have had a full earthquake safety check. People who've bought houses in Canterbury since the September 2010 earthquake and are still battling with insurance companies over repairs, have been told that if they want to take the matter to court, today is their last chance. The earthquake sequence has resulted in significant physical and reputational damage to the Canterbury tourism industry. Eighteen months after the earthquakes inbound tourism data is still below pre-earthquake levels, with Canterbury operators reporting that the industry has not bounced back to where it was before September 2010. Outcomes of the earthquakes on business performance highlight there were winners and losers in the aftermath. Recovery of inbound tourism markets is closely tied to the timeframe to rebuild the CBD of Christchurch. Reinstating critical tourism infrastructure will drive future tourism investment, and allow tourism businesses to regenerate and thrive into the future. A blueprint for rebuilding the CBD of Christchurch was released by the Christchurch City Council in July 2012, and has been well received by tourism stakeholders in the region. The challenge now is for city officials to fund the development projects outlined in the blueprint, and to rebuild the CBD as quickly as possible in order to help regenerate the tourism industry in Christchurch, Canterbury and the rest of the South Island
This research examines a surprising partner in emergency management - a local community time bank. Specifically, we explain the role of the Lyttelton Time Bank in promoting community resiliency following the Canterbury earthquakes in 2010 and 2011. A time bank is a grassroots exchange system in which members trade services non-reciprocally. This exchange model assumes that everyone has tradable skills and all labour is equal in value. One hour of any labour earns a member one time bank hour, which can be used to purchase another member’s services. Before the earthquakes struck, the Lyttelton Time Bank (TB) had organised over 10% of the town’s residents and 18 local organisations. It was documenting, developing, and mobilising skills to solve individual and collective problems. This report examines the Lyttelton Time Bank and its’ role before, during, and after the earthquakes based on the analysis of over three and a half years of fieldwork, observations, interviews, focus groups, trading activity, and secondary data.

The photographer comments, "This was a house that I was selling up to the September 2010 earthquake in Christchurch. It was on Avonside Drive, which was an area that has been badly hit in every earthquake that has hit the area. In the September quake parts of the house moved in different directions and one of the upstairs doors had to be smashed open to release one of the sons from his bedroom. This occurred in the dark with numerous aftershocks shaking the house. Liquefaction poured up through the floor and flowed down the drive. Everyone got out OK, but soon after the house was red stickered meaning it was dangerous to enter. The house was looted many times even though there was constant police patrols. When the most violent earthquake occurred on 22 February 2012 both the tall heavy chimneys came crashing through into the living areas. Subsequent earthquakes and aftershocks have caused one of the brick fence pillars to fall and the front garage pillar to break up and twist. The family's troubles did not end there. They moved into the home of one of their parents and this mansion of a home was so badly affected by the February earthquake that no one could enter to collect any of their or their parents' belongings. They now own a new home, which they are fond of except when the ground shakes yet again. There has been to date 10,712 earthquakes and aftershocks since 4 September 2010".

The recent Christchurch earthquakes provide a unique opportunity to better understand the relationship between pre-disaster social fault-lines and post-disaster community fracture. As a resident of Christchurch, this paper presents some of my reflections on the social structures and systems, activities, attitudes and decisions that have helped different Canterbury ‘communities’ along their road to recovery, and highlights some issues that have, unfortunately, held us back. These reflections help answer the most crucial question asked of disaster scholarship: what can recovery agencies (including local authorities) do - both before and after disaster - to promote resilience and facilitate recovery. This paper – based on three different definitions of resilience - presents a thematic account of the social recovery landscape. I argue that ‘coping’ might best be associated with adaptive capacity, however ‘thriving’ or ‘bounce forward’ versions of resilience are a function of a community’s participative capacity.
In this dissertation it is argued that the Canterbury Earthquake Recovery Act 2011 and the Canterbury Earthquake Recovery Authority were both necessary and inevitable given the trends and traditions of civil defence emergency management (CDEM) in New Zealand. The trends and traditions of civil defence are such that principles come before practice, form before function, and change is primarily brought about through crisis and criticism. The guiding question of the research was why were a new governance system and law made after the Canterbury earthquakes in 2010 and 2011? Why did this outcome occur despite the establishment of a modern emergency management system in 2002 which included a recovery framework that had been praised by international scholars as leading edge and a model for other countries? The official reason was the unprecedented scale and demands of the recovery – but a disaster of such scale is the principle reason for having a national emergency management system. Another explanation is the lack of cooperation among local authorities – but that raises the question of whether the CDEM recovery framework would have been successful in another locality. Consequentially, the focus of this dissertation is on the CDEM recovery framework and how New Zealand came to find itself making disaster law during a disaster. Recommendations include a review of emergency powers for recovery, a review of the capabilities needed to fulfil the mandate of Recovery Managers, and the establishment of a National Recovery Office with a cadre of Recovery Managers that attend every recovery to observe, advise, or assume control as needed. CDEM Group Recovery Managers would be seconded to the National Recovery Office which would allow for experience in recovery management to be developed and institutionalised through regular practice.
The Canterbury region experienced widespread damage due to liquefaction induced by seismic shaking during the 4 September 2010 earthquake and the large aftershocks that followed, notably those that occurred on 22 February, 13 June and 23 December 2011. Following the 2010 earthquake, the Earthquake Commission directed a thorough investigation of the ground profile in Christchurch, and to date, more than 7500 cone penetration tests (CPT) have been performed in the region. This paper presents the results of analyses which use a subset of the geotechnical database to evaluate the liquefaction process as well as the re-liquefaction that occurred following some of the major events in Christchurch. First, the applicability of existing CPT-based methods for evaluating liquefaction potential of Christchurch soils was investigated using three methods currently available. Next, the results of liquefaction potential evaluation were compared with the severity of observed damage, categorised in terms of the land damage grade developed from Tonkin & Taylor property inspections as well as from observed severity of liquefaction from aerial photography. For this purpose, the Liquefaction Potential Index (LPI) was used to represent the damage potential at each site. In addition, a comparison of the CPT-based strength profiles obtained before each of the major aftershocks was performed. The results suggest that the analysis of spatial and temporal variations of strength profiles gives a clear indication of the resulting liquefaction and re-liquefaction observed in Christchurch. The comparison of a limited number of CPT strength profiles before and after the earthquakes seems to indicate that no noticeable strengthening has occurred in Christchurch, making the area vulnerable to liquefaction induced land damage in future large-scale earthquakes.
