The Mw 7.1 Darfield earthquake generated a ~30 km long surface rupture on the Greendale Fault and significant surface deformation related to related blind faults on a previously unrecognized fault system beneath the Canterbury Plains. This earthquake provided the opportunity for research into the patterns and mechanisms of co-seismic and post-seismic crustal deformation. In this thesis I use multiple across-fault EDM surveys, logic trees, surface investigations and deformation feature mapping, seismic reflection surveying, and survey mark (cadastral) re-occupation using GPS to quantify surface displacements at a variety of temporal and spatial scales. My field mapping investigations identified shaking and crustal displacement-induced surface deformation features south and southwest of Christchurch and in the vicinity of the projected surface traces of the Hororata Blind and Charing Cross Faults. The data are consistent with the high peak ground accelerations and broad surface warping due to underlying reverse faulting on the Hororata Blind Fault and Charing Cross Fault. I measured varying amounts of post-seismic displacement at four of five locations that crossed the Greendale Fault. None of the data showed evidence for localized dextral creep on the Greendale Fault surface trace, consistent with other studies showing only minimal regional post-seismic deformation. Instead, the post-seismic deformation field suggests an apparent westward translation of northern parts of the across-fault surveys relative to the southern parts of the surveys that I attribute to post-mainshock creep on blind thrusts and/or other unidentified structures. The seismic surveys identified a deformation zone in the gravels that we attribute to the Hororata Blind Fault but the Charing Cross fault was not able to be identified on the survey. Cadastral re-surveys indicate a deformation field consistent with previously published geodetic data. We use this deformation with regional strain rates to estimate earthquake recurrence intervals of ~7000 to > 14,000 yrs on the Hororata Blind and Charing Cross Faults.

The University of Canterbury has initialized a research program focusing on the seismic sustainability of structures. As part of this program, the relative seismic sustainability of various structures will be assessed to identify those with the highest sustainability for the Christchurch rebuild and general use in New Zealand. This preliminary case study assesses one reinforced concrete (RC) frame structure and one RC wall structure. The scenario loss is evaluated for two earthquake records considering direct losses only in order to explain and illustrate the methodology.
The Building Act 2004 now requires Territorial Authorities (TAs) to have in place a policy setting out how they intend making existing buildings that would be unable to withstand a moderate earthquake safe for their occupiers. Many of the resultant policies developed by TAs have put in place mandatory upgrade requirements that will force owners to expend large amounts of capital on seismic upgrading of their buildings. The challenge for the property owners and TAs alike is to make such development work economic or the result will be wide scale demolition of old buildings. This has serious implications for both heritage conservation and inner city revitalisation plans that are based on existing heritage buildings. This paper sets out the issues and challenges for the seismic upgrading of buildings in New Zealand and puts forward some potential solutions
Purpose - The purpose of this paper is to identify through the application of Actor Network Theory (ANT) the issues and impediments to the implementation of mandatory seismic retrofitting policies proposed by the New Zealand Government. In particular the tension between the heritage protection objectives contained in the Resource Management Act 1991 and the earthquake mitigation measures contained in the Building Act 2004 are examined. Design/methodology/approach - The paper uses a case study approach based on the Harcourts Building in Wellington New Zealand and the case law relating to attempts to demolish this particular building. Use is made of ANT as a 'lens' to identify and study the controversies around mandatory seismic retrofitting of heritage buildings. The concept of translation is used to draw network diagrams.
Case study unreinforced masonry (URM) buildings that were seismically retrofitted prior to the 2010/11 Canterbury earthquake sequence and exhibited successful performance during these earthquakes are presented herein. Selected buildings were divided into the following categories based on size and complexity: (1) simple, single storey box type buildings (i.e. electrical substations), (2) common and simple commercial buildings, and (3) large and complex clay brick and stone URM buildings. The retrofitted case study URM buildings were evaluated based on overall structural seismic performance as well as the categories of initial seismic design, heritage preservation, architectural appeal, and cost. The sequence of earthquakes that has greatly affected Christchurch and Canterbury since September 2010 has again demonstrated the need for seismic retrofit of heritage unreinforced masonry buildings. Commencing in April 2011, the damage to unreinforced stone masonry buildings in Christchurch was assessed and recorded with the primary objective being to document the seismic performance of these structures, recognising that they constitute an important component of New Zealand’s heritage architecture. A damage statistics database was compiled by combining the results of safety evaluation placarding and post-earthquake inspections, and it was determined that the damage observed was consistent with observations previously made on the seismic performance of stone masonry structures in large earthquakes. Details are also given on typical building characteristics and on failure modes observed. Suggestions on appropriate seismic retrofit and remediation techniques are presented, in relation also to strengthening interventions that are typical for similar unreinforced stone masonry structures in Europe.
In 2016, the Building (Earthquake-prone Buildings) Amendment Act 2016 was introduced to address the issue of seismic vulnerability amongst existing buildings in Aotearoa New Zealand. This Act introduced a mandatory scheme to remediate buildings deemed particularly vulnerable to seismic hazard, as recommended by the 2012 Royal Commission into the Canterbury earthquake sequence of 2010–2011. This Earthquake-prone Building (EPB) framework is unusual internationally for the mandatory obligations that it introduces. This article explores and critiques the operation of the scheme in practice through an examination of its implementation provisions and the experiences of more recent seismic events (confirmed by engineering research). This analysis leads to the conclusion that the operation of the current scheme and particularly the application of the concept of EPB vulnerability excludes large numbers of (primarily urban) buildings which pose a significant risk in the event of a significant (but expected) seismic event. As a result, the EPB scheme fails to achieve its goals and instead may create a false impression that it does so
