he 2016 Building (Earthquake Prone Building) Amendment Act aims to improve the system for managing earthquake-prone buildings. The proposed changes to the Act were precipitated by the Canterbury earthquakes, and the need to improve the seismic safety of New Zealand’s building stock. However, the Act has significant ramifications for territorial authorities, organisations and individuals in small New Zealand towns, since assessing and repairing heritage buildings poses a major cost to districts with low populations and poor rental returns on commercial buildings.

This poster presents work to date on ground motion simulation validation and inversion for the Canterbury, New Zealand region. Recent developments have focused on the collection of different earthquake sources and the verification of the SPECFEM3D software package in forward and inverse simulations. SPECFEM3D is an open source software package which simulates seismic wave propagation and performs adjoint tomography based upon the spectral-element method. By understanding the predictive and inversion capabilities of SPECFEM3D, the current 3D Canterbury Velocity Model can be iteratively improved to better predict the observed ground motions. This is achieved by minimizing the misfit between observed and simulated ground motions using the built-in optimization algorithm. Figure 1 shows the Canterbury Velocity Model domain considered including the locations of small-to-moderate Mw events [3-4.5], strong motion stations, and ray paths of observed ground motions. The area covered by the ray paths essentially indicates the area of the model which will be most affected by the waveform inversion. The seismic sources used in the ground motion simulations are centroid moment tensor solutions obtained from GeoNet. All earthquake ruptures are modelled as point sources with a Gaussian source time function. The minimum Mw limit is enforced to ensure good signal-to-noise ratio and well constrained source parameters. The maximum Mw limit is enforced to ensure the point source approximation is valid and to minimize off-fault nonlinear effects.

A video of a presentation by Bridget Tehan and Sharon Tortonson during the Community and Social Recovery Stream of the 2016 People in Disasters Conference. The presentation is titled, "Community and Social Service Organisations in Emergencies and Disasters in Australia and New Zealand".The abstract for this presentation reads as follows: What happens when support services for issues such as mental health, foster care or homelessness are impacted by a disaster? What happens to their staff? What happens to their clients? The community sector is a unique, valuable and diverse component of Australasian economy and society. Through its significant numbers of employees and volunteers, its diversity, the range of service and advocacy programs it delivers, and the wide range of people it supports, it delivers value to communities and strengthens society. The community and social services sector builds resilience daily through services to aged care, child welfare and disability, domestic violence, housing and homelessness, and mental health care. The sector's role is particularly vital in assisting disadvantaged people and communities. For many, community sector organisations are their primary connection to the broader community and form the basis of their resilience to everyday adversity, as well as in times of crisis. However, community sector organisations are particularly vulnerable in a major emergency or disaster. Australian research shows that the most community sector organisations are highly vulnerable and unprepared for emergencies. This lack of preparedness can have impacts on service delivery, business continuity, and the wellbeing of clients. The consequences of major disruptions to the provision of social services to vulnerable people are serious and could be life-threatening in a disaster. This presentation will review the Victorian Council of Social Service (Australia) and Social Equity and Wellbeing Network (formerly the Christchurch Council of Social Services) records on the impacts of emergencies on community sector organisations, staff, and clients. From the discussion of records, recommendations will be presented that could improve the resilience of this crucial sector.

In the last two decades, the retail sector has experienced unprecedented upheaval, having severe implications for economic development and sustenance of traditional inner-city retail districts. In the city of Christchurch, New Zealand, this effect has been exacerbated by a series of earthquakes in 2010/2011 which destroyed much of the traditional retail precinct of the city. After extensive rebuild activity of the city’s infrastructure, the momentum of retailers returning to the inner city was initially sluggish but eventually gathered speed supported by increased international visitation. In early 2020, the return to retail normality came to an abrupt halt after the emergence of the COVID-19 pandemic. This study uses spending and transaction data to analyze the compounding impact of the earthquake’s aftermath, shift to online shopping, and the retail disruption in the Christchurch central retail precinct because of COVID-19. The findings illustrate how consumers through their spending respond to different types of external shocks, altering their consumption patterns and retail mode (offline and online) to cope with an ever-changing retail landscape. Each event triggers different spending patterns that have some similarities but also stark differences, having implications for a sustainable and resilient retail industry in Christchurch. Implications for urban retail precinct development are also discussed.

The use of post-earthquake cordons as a tool to support emergency managers after an event has been documented around the world. However, there is limited research that attempts to understand the use, effectiveness, inherent complexities, impacts and subsequent consequences of cordoning once applied. This research aims to fill that gap by providing a detailed understanding of first, the cordons and associated processes, and their implications in a post-earthquake scenario. We use a qualitative method to understand cordons through case studies of two cities where it was used in different temporal and spatial scales: Christchurch (2011) and Wellington (Kaikōura earthquake 2016), New Zealand. Data was collected through 21 expert interviews obtained through purposive and snowball sampling of key informants who were directly or indirectly involved in a decision-making role and/or had influence in relation to the cordoning process. The participants were from varying backgrounds and roles i.e. emergency managers, council members, business representatives, insurance representatives, police and communication managers. The data was transcribed, coded in Nvivo and then grouped based on underlying themes and concepts and then analyzed inductively. It is found that cordons are used primarily as a tool to control access for the purpose of life safety and security. But cordons can also be adapted to support recovery. Broadly, it can be synthesized and viewed based on two key aspects, ‘decision-making’ and ‘operations and management’, which overlap and interact as part of a complex system. The underlying complexity arises in large part due to the multitude of sectors it transcends such as housing, socio-cultural requirements, economics, law, governance, insurance, evacuation, available resources etc. The complexity further increases as the duration of cordon is extended.

The level of destruction from the 2011 Christchurch earthquakes led to changes in the New Zealand seismic building code. The destruction showed that the NZ building codes did not fully performed to expectation and needed Improvement to ensure that impact of future earthquakes would be minimised. The building codes have been amended to improve buildings resilience to earthquake and other related extreme loading conditions. Rebuilding Christchurch with the new modifications in the seismic building code comes with its own unique challenges to the entire system. This project investigates the impact of rebuilding Christchurch with the new seismic Building codes in terms of how the new changes affected the building industry and the management of construction.

Detailed studies on the sediment budget may reveal valuable insights into the successive build-up of the Canterbury Plains and their modification by Holocene fluvialaction connected to major braided rivers. Additionally, they bear implications beyond these fluvial aspects. Palaeoseismological studies claim to have detected signals of major Alpine Fault earthquakes in coastal environments along the eastern seaboard of the South Island (McFadgen and Goff, 2005). This requires high connectivity between the lower reaches of major braided rivers and their mountain catchments to generate immediate significant sediment pulses. It would be contradictory to the above mentioned hypothesis though. Obtaining better control on sediment budgets of braided rivers like the Waimakariri River will finally add significant value to multiple scientific and applied topics like regional resource management. An essential first step of sediment budget studies Is to systematically map the geomorphology, conventionally in the field and/or using remote-sensing applications, to localise, genetically identify, and classify landforms or entire toposequences of the area being investigated. In formerly glaciated mountain environments it is also indispensable to obtain all available chronological information supporting subsequent investigations.
