This applies obviously to affected people but also to the members of SAR teams, doctors in the field and the experienced humanitarians too. The appropriate use of humour in crisis situations and dis-functional environments is a great tool to make those difficult moments more bearable for everyone. It helps injured and traumatised people cope with what they're facing, and can help them to recover more quickly too. At the same time humorous thinking can help to solve some of the complex problems emergency responders face. This is in addition to emergency and medical only reactions - allowing for a more holistic human perspective, which can provide a positive lasting effect. The ability to laugh is hardwired into our systems bringing a huge variety of physical, mental and social benefits. Even a simple smile can cultivate optimism and hope, while laughter can boost a hormone cocktail - which helps to cope with pain, enhance the immune system, reduce stress, re-focus, connect and unite people during difficult times. Humour as an element of psychological response in crisis situations is increasingly understood in a much wider sense: as the human capacity to plan and achieve desired outcomes with less stress, thus resulting in more 'predictable' work in unpredictable situations. So, if we approach certain problems in the same way Medical Clowns do, we may find a more positive solution. Everyone knows that laughter is an essential component of a healthy, happy life. The delivery of 'permission to laugh' into disaster zones makes a big difference to the quality of life for everyone, even if it's for a very short, but important period of time. And it's crucial to get it right as there is no second chance for the first response.
On 14 November 2016, a magnitude (Mw) 7.8 earthquake struck the small coastal settlement of Kaikōura, Aotearoa-New Zealand. With an economy based on tourism, agriculture, and fishing, Kaikōura was immediately faced with significant logistical, economic, and social challenges caused by damage to critical infrastructure and lifelines, essential to its main industries. Massive landslips cut offroad and rail access, stranding hundreds of tourists, and halting the collection, processing and distribution of agricultural products. At the coast, the seabed rose two metres, limiting harbour-access to high tide, with implications for whale watching tours and commercial fisheries. Throughout the region there was significant damage to homes, businesses, and farmland, leaving owners and residents facing an uncertain future. This paper uses qualitative case study analysis to explore post-quake transformations in a rural context. The aim is to gain insight into the distinctive dynamics of disaster response mechanisms, focusing on two initiatives that have emerged in direct response to the disaster. The first examines the ways in which agriculture, food harvesting, production and distribution are being reimagined with the potential to enhance regional food security. The second examines the rescaling of power in decision-making processes following the disaster, specifically examining the ways in which rural actors are leveraging networks to meet their needs and the consequences of that repositioning on rural (and national) governance arrangements. In these and other ways, the local economy is being revitalised, and regional resilience enhanced through diversification, capitalising not on the disaster but the region's natural, social, and cultural capital. Drawing on insights and experience of local stakeholders, policy- and decision-makers, and community representatives we highlight the diverse ways in which these endeavours are an attempt to create something new, revealing also the barriers which needed to be overcome to reshape local livelihoods. Results reveal that the process of transformation as part of rural recovery must be grounded in the lived reality of local residents and their understanding of place, incorporating and building on regional social, environmental, and economic characteristics. In this, the need to respond rapidly to realise opportunities must be balanced with the community-centric approach, with greater recognition given to the contested nature of the decisions to be made. Insights from the case examples can inform preparedness and recovery planning elsewhere, and provide a rich, real-time example of the ways in which disasters can create opportunities for reimagining resilient futures.

Holmes is the former United Nations Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator, the current Director of Ditchley Foundation, and the chair of the Board of the International Rescue Committee in the UK. The presentation is titled, "The Politics of Humanity: Reflections on international aid in disasters".The abstract for this presentation reads as follows: As United Nations Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinate from 2007-2010, Sir John Holmes was heavily involved in the coordination of air provision to countries struck by natural and man-made disasters, raising the necessary funds, and the elaboration of humanitarian policy. The international humanitarian system is fragmented and struggling to cope with rising demands from both conflicts such as that in Syria, and the growing effects of climate change. Sir John will talk about what humanitarian aid can and cannot achieve, the frustrations of getting aid through when access may be difficult or denied, and the need to ensure that assistance encompasses protection of civilians and efforts to get them back on their feet, as well as the delivery of essential short term items such as food, water, medical care and shelter. He will discuss the challenges involved in trying to make the different agencies - UN United Nations, non-government organisations and the International Red Cross/Crescent movement - work together effectively. He will reveal some of the problems in dealing with donor and recipient governments who often have their own political and security agendas, and may be little interested in the necessary neutrality and independence of humanitarian aid. He will illustrate these points by practical examples of political and other dilemmas from aid provision in natural disasters such as Cyclone Nargis in Myanmar in 2009, and the Haiti earthquake of 2010, and in conflict situations such as Darfur, Afghanistan and Sri Lanka in the past, and Syria today. He will also draw conclusions and make recommendations about how humanitarian aid might work better, and why politicians and others need to understand more clearly the impartial space required by humanitarian agencies to operate properly.
In September 2010 and February 2011 the Canterbury region of New Zealand was struck by two powerful earthquakes, registering magnitude 7.1 and 6.3 respectively on the Richter scale. The second earthquake was centred 10 kilometres south-east of the centre of Christchurch (the region’s capital and New Zealand’s third most populous urban area, with approximately 360,000 residents) at a depth of five kilometres. 185 people were killed, making it the second deadliest natural disaster in New Zealand’s history. (66 people were killed in the collapse of one building alone, the six-storey Canterbury Television building.) The earthquake occurred during the lunch hour, increasing the number of people killed on footpaths and in buses and cars by falling debris. In addition to the loss of life, the earthquake caused catastrophic damage to both land and buildings in Christchurch, particularly in the central business district. Many commercial and residential buildings collapsed in the tremors; others were damaged through soil liquefaction and surface flooding. Over 1,000 buildings in the central business district were eventually demolished because of safety concerns, and an estimated 70,000 people had to leave the city after the earthquakes because their homes were uninhabitable. The New Zealand Government declared a state of national emergency, which stayed in force for ten weeks. In 2014 the Government estimated that the rebuild process would cost NZ$40 billion (approximately US$27.3 billion, a cost equivalent to 17% of New Zealand’s annual GDP). Economists now estimate it could take the New Zealand economy between 50 and 100 years to recover. The earthquakes generated tens of thousands of insurance claims, both against private home insurance companies and against the New Zealand Earthquake Commission, a government-owned statutory body which provides primary natural disaster insurance to residential property owners in New Zealand. These ranged from claims for hundreds of millions of dollars concerning the local port and university to much smaller claims in respect of the thousands of residential homes damaged. Many of these insurance claims resulted in civil proceedings, caused by disputes about policy cover, the extent of the damage and the cost and/or methodology of repairs, as well as failures in communication and delays caused by the overwhelming number of claims. Disputes were complicated by the fact that the Earthquake Commission provides primary insurance cover up to a monetary cap, with any additional costs to be met by the property owner’s private insurer. Litigation funders and non-lawyer claims advocates who took a percentage of any insurance proceeds also soon became involved. These two factors increased the number of parties involved in any given claim and introduced further obstacles to resolution. Resolving these disputes both efficiently and fairly was (and remains) central to the rebuild process. This created an unprecedented challenge for the justice system in Christchurch (and New Zealand), exacerbated by the fact that the Christchurch High Court building was itself damaged in the earthquakes, with the Court having to relocate to temporary premises. (The High Court hears civil claims exceeding NZ$200,000 in value (approximately US$140,000) or those involving particularly complex issues. Most of the claims fell into this category.) This paper will examine the response of the Christchurch High Court to this extraordinary situation as a case study in innovative judging practices and from a jurisprudential perspective. In 2011, following the earthquakes, the High Court made a commitment that earthquake-related civil claims would be dealt with as swiftly as the Court's resources permitted. In May 2012, it commenced a special “Earthquake List” to manage these cases. The list (which is ongoing) seeks to streamline the trial process, resolve quickly claims with precedent value or involving acute personal hardship or large numbers of people, facilitate settlement and generally work proactively and innovatively with local lawyers, technical experts and other stakeholders. For example, the Court maintains a public list (in spreadsheet format, available online) with details of all active cases before the Court, listing the parties and their lawyers, summarising the facts and identifying the legal issues raised. It identifies cases in which issues of general importance have been or will be decided, with the expressed purpose being to assist earthquake litigants and those contemplating litigation and to facilitate communication among parties and lawyers. This paper will posit the Earthquake List as an attempt to implement innovative judging techniques to provide efficient yet just legal processes, and which can be examined from a variety of jurisprudential perspectives. One of these is as a case study in the well-established debate about the dialogic relationship between public decisions and private settlement in the rule of law. Drawing on the work of scholars such as Hazel Genn, Owen Fiss, David Luban, Carrie Menkel-Meadow and Judith Resnik, it will explore the tension between the need to develop the law through the doctrine of precedent and the need to resolve civil disputes fairly, affordably and expeditiously. It will also be informed by the presenter’s personal experience of the interplay between reported decisions and private settlement in post-earthquake Christchurch through her work mediating insurance disputes. From a methodological perspective, this research project itself gives rise to issues suitable for discussion at the Law and Society Annual Meeting. These include the challenges in empirical study of judges, working with data collected by the courts and statistical analysis of the legal process in reference to settlement. September 2015 marked the five-year anniversary of the first Christchurch earthquake. There remains widespread dissatisfaction amongst Christchurch residents with the ongoing delays in resolving claims, particularly insurers, and the rebuild process. There will continue to be challenges in Christchurch for years to come, both from as-yet unresolved claims but also because of the possibility of a new wave of claims arising from poor quality repairs. Thus, a final purpose of presenting this paper at the 2016 Meeting is to gain the benefit of other scholarly perspectives and experiences of innovative judging best practice, with a view to strengthening and improving the judicial processes in Christchurch. Disasters, either man-made or natural, are characterised by a multiplicity of factors including loss of property, life, environmental degradation, and psychosocial malfunction of the affected community. Although much research has been undertaken on proactive disaster management to help reduce the impacts of natural and man-made disasters, many challenges still remain. In particular, the desire to re-house the affected as quickly as possible can affect long-term recovery if a considered approach is not adopted. Promoting recovery activities, coordination, and information sharing at national and international levels are crucial to avoid duplication. Mannakkara and Wilkinson’s (2014) modified “Build Back Better” (BBB) concept aims for better resilience by incorporating key resilience elements in post-disaster restoration. This research conducted an investigation into the effectiveness of BBB in the recovery process after the 2010–2011 earthquakes in greater Christchurch, New Zealand. The BBB’s impact was assessed in terms of its five key components: built environment, natural environment, social environment, economic environment, and implementation process. This research identified how the modified BBB propositions can assist in disaster risk reduction in the future, and used both qualitative and quantitative data from both the Christchurch and Waimakariri recovery processes. Semi-structured interviews were conducted with key officials from the Christchurch Earthquake Recovery Authority, and city councils, and supplemented by reviewing of the relevant literature. Collecting data from both qualitative and quantitative sources enabled triangulation of the data. The interviewees had directly participated in all phases of the recovery, which helped the researcher gain a clear understanding of the recovery process. The findings led to the identification of best practices from the Christchurch and Waimakariri recovery processes and underlined the effectiveness of the BBB approach for all recovery efforts. This study contributed an assessment tool to aid the measurement of resilience achieved through BBB indicators. This tool provides systematic and structured approach to measure the performance of ongoing recovery.

The presentation is titled, "A Systematic Review of Compassion Fatigue of Nurses During and After the Canterbury Earthquakes".The abstract for the presentation reads as follows: Limited research is currently available about compassion fatigue of health professionals during and after disasters in New Zealand. The purpose of this systematic literature review was to provide a comprehensive outline of existing research. National and international literature was compared and contrasted to determine the importance of recognising compassion fatigue during and after disasters. Health professionals responding to disasters have played an important role in saving lives. Especially, during and after the Canterbury earthquakes, many health professionals cared for the traumatized public of the region. When responding to and caring for many distressed people, health professionals - particularly nurses - may strongly empathise with people's pain, fear, and distress. Consequently, they can be affected both emotionally and physically. Nurses may experience intensive and extreme distress and trauma directly and indirectly. Physical exhaustion can arise quickly. Emotional exhaustion such as hopelessness and helplessness may lead to nurses losing the ability to nurture and care for people during disasters. This can lead to compassion fatigue. It is important to understand how health professionals, especially nurses, experience compassion fatigue in order to help them respond to disasters appropriately. International literature explains the importance of recognising compassion fatigue in nursing, and explores different coping mechanisms that assist nurses overcome or prevent this health problem. In contrast, New Zealand literature is limited to experiences of nurses' attitudes in responding to natural disasters. In light of this, this literature review will help to raise awareness about the importance of recognising and addressing symptoms of compassion fatigue in a profession such as nursing. Gaps within the research will also be identified along with recommendations for future research in this area, especially from a New Zealand perspective. At 00:02 on 14 November, 2016 a destructive 7.8 Mw earthquake struck the North Canterbury region of New Zealand’s South Island. Prior to and following the earthquake, natural and social scientists conducted a significant amount of research on the resilience processes and recovery efforts in North Canterbury. This thesis examines community resilience in Kaikōura, a small town and district greatly impacted by the earthquake. Community resilience has been widely used in disaster risk reduction research, policy, and practice to describe how a group of individuals within a boundary respond to events, hazards, and shifts in their everyday life. Using exploratory inquiry, this thesis adopts qualitative research methods including document analysis, 24 semi-structured interviews, and participant observation to explore the idea that the recent scholarly emphasis on resilience has come at the expense of critical engagement with the complexities of communities. I draw on the idea of ‘collectives’ (comprising community-based organisations or less formal social networks with a shared purpose) as a lens to consider how, when unexpected life events happen, collectives can be regarded as a resource for change or constancy. The examination of collectives following a disaster can lend insight into the many elements of community as they bring people together in collaboration or drive them apart in conflict. This thesis therefore contributes to an enhanced practical and theoretical understanding of both community and resilience.

What constitutes good governance and successful recovery in these circumstances? This question is discussed in relation to two recent recovery processes. Sri Lanka has, for all intents and purposes, recovered from the tsunami that struck there and other parts of southern Asia in 2004. Christchurch, New Zealand was devastated by a sequence of earthquakes during 2010 and 2011 and recovery there is now well under way. The paper discusses the governance structures that have guided these two recoveries. While it is understood that the effects of disasters could potentially be life long and recovery from them complex, compatibility of the process and outcomes in relation to cultural norms and the critical issue of housing are the key issues discussed across the two cases.

The presentation is titled, "Local System Perspective".The abstract for this presentation reads as follows: The devastating Canterbury earthquakes of 2010 and 2011 have resulted in challenges for the people of Canterbury and have altered the population's health needs. In the wake of New Zealand's largest natural disaster, the health system needed to respond rapidly to changing needs and damaged infrastructure in the short-term in the context of developing sustainable long-term solutions. Canterbury was undergoing system transformation prior to the quakes, however the horizon of transformation was brought forward post-quake: 'Vision 2020' became the vision for now. Innovation was enabled as people working across the system addressed new constraints such as the loss of 106 acute hospital beds, 635 aged residential care beds, the loss of general practices and pharmacies as well as damaged non-government organisation sector. A number of new integration initiatives (e.g. a shared electronic health record system, community rehabilitation for older people, community falls prevention) and expansion of existing programs (e.g. acute demand management) were focused on supporting people to stay well in their homes and communities. The system working together in an integrated way has resulted in significant reductions in acute health service utilisation in Canterbury. Acute admission rates have not increased and remain significantly below national rates and the number of acute and rehabilitation bed days have fallen since the quakes, with these trends most evident among older people. However, health needs frequently reported in post-disaster literature have created greater pressures on the system. In particular, an escalating number of people facing mental health problems and coping with acute needs of the migrant rebuild population provide new challenges for a workforce also affected by the quakes. The recovery journey for Canterbury is not over.
This study explores the nature of smaller businesses’ resilience following two major earthquakes that severely disrupted their place of doing business. Data from the owners of ten smaller businesses are qualitative and longitudinal, spanning the period 2011 through 2018, providing first-hand narrative accounts of their responses in the earthquakes’ aftermath. All ten owners showed some individual resilience; six businesses survived through to 2018, of which three have recovered strongly. All three owned their premises; operated business-tobusiness models; and were able to adapt and continue to follow path-extension strategies. All the other businesses had direct business-to-customer models operating from leased premises, typically in major retail malls. Four eventually recognised path-exhaustion at different times and so did not survive through to 2018. We conclude however that post-disaster recovery is best explained in terms of business model resilience. Even the most resilient of individual owners will struggle to survive if their business model is either not resilient or cannot be made so. Individual resilience is necessary but not sufficient.
As damage and loss caused by natural hazards have increased worldwide over the past several decades, it is important for governments and aid agencies to have tools that enable effective post-disaster livelihood recovery to create self-sufficiency for the affected population. This study introduces a framework of critical components that constitute livelihood recovery and the critical factors that lead to people’s livelihood recovery. A comparative case study is employed in this research, combined with questionnaire surveys and interviews with those communities affected by large earthquakes in Lushan, China and in Christchurch and Kaikōura, New Zealand. In Lushan, China, a framework with four livelihood components was established, namely, housing, employment, wellbeing and external assistance. Respondents considered recovery of their housing to be the most essential element for livelihood diversification. External assistance was also rated highly in assisting with their livelihood recovery. Family ties and social connections seemed to have played a larger role than that of government agencies and NGOs. However, the recovery of livelihood cannot be fully achieved without wellbeing aspects being taken into account, and people believed that quality of life and their physical and mental health were essential for livelihood restoration. In Christchurch, New Zealand, the identified livelihood components were validated through in-depth interviews. The results showed that the above framework presenting what constitutes successful livelihood recovery could also be applied in Christchurch. This study also identified the critical factors to affect livelihood recovery following the Lushan and Kaikōura earthquakes, and these include community safety, availability of family support, level of community cohesion, long-term livelihood support, external housing recovery support, level of housing recovery and availability of health and wellbeing support. The framework developed will provide guidance for policy makers and aid agencies to prioritise their strategies and initiatives in assisting people to reinstate their livelihood in a timely manner post-disaster. It will also assist the policy makers and practitioners in China and New Zealand by setting an agenda for preparing for livelihood recovery in non-urgent times so the economic impact and livelihood disruption of those affected can be effectively mitigated.
Natural hazards continue to have adverse effects on communities and households worldwide, accelerating research on proactively identifying and enhancing characteristics associated with resilience. Although resilience is often characterized as a return to normal, recent studies of postdisaster recovery have highlighted the ways in which new opportunities can emerge following disruption, challenging the status quo. Conversely, recovery and reconstruction may serve to reinforce preexisting social, institutional, and development pathways. Our understanding of these dynamics is limited however by the small number of practice examples, particularly for rural communities in developed nations. This study uses a social–ecological inventory to document the drivers, pathways, and mechanisms of resilience following a large-magnitude earthquake in Kaikōura, a coastal community in Aotearoa New Zealand. As part of the planning and implementation phase of a multiyear project, we used the tool as the basis for indepth and contextually sensitive analysis of rural resilience. Moreover, the deliberate application of social–ecological inventory was the first step in the research team reengaging with the community following the event. The inventory process provided an opportunity for research partners to share their stories and experiences and develop a shared understanding of changes that had taken place in the community. Results provide empirical insight into reactions to disruptive change associated with disasters. The inventory also informed the design of targeted research collaborations, established a platform for longer-term community engagement, and provides a baseline for assessing longitudinal changes in key resilience-related characteristics and community capacities. Findings suggest the utility of social–ecological inventory goes beyond natural resource management, and that it may be appropriate in a range of contexts where institutional, social, and economic restructuring have developed out of necessity in response to felt or anticipated external stressors.
The paper examines community benefits provided by an established community garden following a major earthquake and discusses possible implications for community garden planning and design in disaster-prone cities. Recent studies show that following extreme storm events community gardens can supply food, enhance social empowerment, provide safe gathering spots, and restorative practices, to remind people of normality. However, the beneficial role played by community gardens following earthquakes is less well known. To fill this gap, the study examines the role played by a community garden in Christchurch, New Zealand, following the 2010/2011 Canterbury Earthquakes. The garden's role is evaluated based on a questionnaire-based survey and in-depth interviews with gardeners, as well as on data regarding the garden use before and after the earthquakes. Findings indicate the garden helped gardeners cope with the post-quake situation. The garden served as an important place to de-stress, share experiences, and gain community support. Garden features that reportedly supported disaster recovery include facilities that encourage social interaction and bonding such as central meeting and lunch places and communal working areas.

The purpose of the event was to share lessons from the Canterbury earthquakes so that New Zealand as a whole can be better prepared in future for any similar natural disasters. Speakers and presenters included Greater Christchurch Regeneration Minister, Hon Dr Megan Woods, Christchurch Mayor, Lianne Dalziel, Ngāi Tahu chief executive, Arihia Bennett, head of the public inquiry into EQC, Dame Sylvia Cartwright, urban planner specialising in disaster recovery and castrophe risk management, Dr Laurie Johnson; Christchurch NZ chief executive and former Press editor, Joanna Norris; academic researcher and designer, Barnaby Bennett; and filmmaker, Gerard Smyth. About 300 local and national participants from the public, private, voluntary sectors and academia attended the Symposium. They represented those involved in the Canterbury recovery effort, and also leaders of organisations that may be impacted by future disasters or involved in recovery efforts. The focus of the Symposium was on ensuring that we learn from the Canterbury experience and that we can apply those learnings.

They represented those involved in the Canterbury recovery effort, and also leaders of organisations that may be impacted by future disasters or involved in recovery efforts. The focus of the Symposium was on ensuring that we learn from the Canterbury experience and that we can apply those learnings.
INTRODUCTION: There is little research on the role of creative arts and craft in disaster recovery. This article reports findings about the emergent role of crafting from research conducted after the 2010–2011 series of earthquakes in Christchurch and surrounding districts in Aotearoa New Zealand. In particular, the article focuses on the significance and differing interpretations of the notion of place expressed by participants through their craftwork, in this case led by women and mediated by the post-earthquake geographic and temporal context. METHOD: This qualitative research included nine individual interviews and five focus group interviews with crafters from Christchurch and surrounding districts. There were 35 participants in total, 33 were women. Applied thematic analysis was used to code the data and identify themes. These themes included connection to place, the symbolism of craft, the healing experience of craft groups and places for women. The notion of place was evident across all three themes. FINDINGS: The findings from the research demonstrate differing ways in which the significance of place was reflected in the craftwork. Participants interpreted the concept of place in descriptive, symbolic, and therapeutic ways. IMPLICATIONS: More understanding about the way creative endeavours like crafting can be used to help ameliorate the impact of natural disasters is needed. Social work practitioners are encouraged to explore place-based wellbeing during their work with service users and to include aspects of artistry, craft and creativity.
The purpose of this research is to investigate men’s experiences of the 2016 7.8 magnitude Kaikōura earthquake and Tsunami. While, research into the impacts of the earthquake has been conducted, few studies have examined how gender shaped people’s experiences of this natural hazard event. Analysing disasters through a gender lens has significantly contributed to disaster scholarship in identifying the resilience and vulnerabilities of individuals and communities pre- and post-disaster (Fordham, 2012; Bradshaw, 2013). This research employs understandings of masculinities (Connell, 2005), to examine men’s strengths and challenges in responding, recovering, and coping following the earthquake. Qualitative inquiry was carried out in Northern Canterbury and Marlborough involving 18 face-to-face interviews with men who were impacted by the Kaikōura earthquake and its aftermath. Interview material is being analysed using thematic and narrative analysis. Some of the preliminary findings have shown that men took on voluntary roles in addition to their fulltime paid work resulting in long hours, poor sleep and little time spent with family. Some men assisted wives and children to high ground then drove into the tsunami zone to check on relatives or to help evacuate people. Although analysis of the findings is currently ongoing, preliminary findings have identified that the men who participated in the study have been negatively impacted by the 2016 Kaikōura earthquake. A theme identified amongst participants was an avoidance to seek support with the challenges they were experiencing due to the earthquake. The research findings align with key characteristics of masculinity, including demonstrating risky behaviours and neglecting self or professional care. This study suggests that these behaviours affect men’s overall resilience, and thus the resilience of the wider community.

On 4 September 2010, a 7.1 magnitude earthquake struck near Darfield, 40 kilometres west of Christchurch, New Zealand. The quake caused significant damage to land and buildings nearby, with damage extending to Christchurch city. On 22 February 2011, a 6.3 magnitude earthquake struck Christchurch, causing extensive and significant damage across the city and with the loss of 185 lives. Years on from these events, occasional large aftershocks continue to shake the region. Two main entomological collections were situated within close proximity to the 2010/11 Canterbury earthquakes. The Lincoln University Entomology Research Collection, which is housed on the 5th floor of a 7 storey building, was 27.5 km from the 2010 Darfield earthquake epicentre. The Canterbury Museum Entomology Collection, which is housed in the basement of a multi-storeyed heritage building, was 10 km from the 2011 Christchurch earthquake epicentre. We discuss the impacts of the earthquakes on these collections, the causes of the damage to the specimens and facilities, and subsequent efforts that were made to prevent further damage in the event of future seismic events. We also discuss the wider need for preparedness against the risks posed by natural disasters and other catastrophic events.
Research indicates that aside from the disaster itself, the next major source of adverse outcomes during such events, is from errors by either the response leader or organisation. Yet, despite their frequency, challenge, complexity, and the risks involved; situations of extreme context remain one of the least researched areas in the leadership field. This is perhaps surprising. In the 2010 and 2011 (Christchurch) earthquakes alone, 185 people died and rebuild costs are estimated to have been $40b. Add to this the damage and losses annually around the globe arising from natural disasters, major business catastrophes, and military conflict; there is certainly a lot at stake (lives, way of life, and our well-being). While over the years, much has been written on leadership, there is a much smaller subset of articles on leadership in extreme contexts, with the majority of these focusing on the event rather than leadership itself. Where leadership has been the focus, the spotlight has shone on the actions and capabilities of one person - the leader. Leadership, however, is not simply one person, it is a chain or network of people, delivering outcomes with the support of others, guided by a governance structure, contextualised by the environment, and operating on a continuum across time (before, during, and after an event). This particular research is intended to examine the following: • What are the leadership capabilities and systems necessary to deliver more successful outcomes during situations of extreme context; • How does leadership in these circumstances differ from leadership during business as usual conditions; • Lastly, through effective leadership, can we leverage these unfortunate events to thrive, rather than merely survive?
Critical infrastructure networks are highly relied on by society such that any disruption to service can have major social and economic implications. Furthermore, these networks are becoming increasingly dependent on each other for normal operation such that an outage or asset failure in one system can easily propagate and cascade across others resulting in widespread disruptions in terms of both magnitude and spatial reach. It is the vulnerability of these networks to disruptions and the corresponding complexities in recovery processes which provide direction to this research. This thesis comprises studies contributing to two areas (i) the modelling of national scale in-terdependent infrastructure systems undergoing major disruptions, and (ii) the tracking and quantification of infrastructure network recovery trajectories following major disruptions. Firstly, methods are presented for identifying nationally significant systemic vulnerabilities and incorporating expert knowledge into the quantification of infrastructure interdependency mod-elling and simulation. With application to the interdependent infrastructures networks across New Zealand, the magnitudes and spatial extents of disruption are investigated. Results high-light the importance in considering interdependencies when assessing disruptive risks and vul-nerabilities in disaster planning applications and prioritising investment decisions for enhancing resilience of national networks. Infrastructure dependencies are further studied in the context of recovery from major disruptions through the analysis of curves measuring network functionality over time. Continued studies into the properties of recovery curves across a database of global natural disasters produce statistical models for predicting the trajectory and expected recovery times. Finally, the use of connectivity based metrics for quantifying infrastructure system functionality during recovery are considered with a case study application to the Christchurch Earthquake (February 22, 2011) wastewater network response.
This thesis describes the strategies for earthquake strengthening vintage clay bricks unreinforced masonry (URM) buildings. URM buildings are well known to be vulnerable to damage from earthquake-induced lateral forces that may result in partial or full building collapse. The 2010/2011 Canterbury earthquakes are the most recent destructive natural disaster that resulted in the deaths of 185 people. The earthquake events had drawn people’s attention when URM failure and collapse caused about 39 of the fatality. Despite the poor performance of URM buildings during the 2010/2011 Canterbury earthquakes, a number of successful case study buildings were identified and their details research in-depth. In order to discover the successful seismic retrofitting techniques, two case studies of retrofitted historical buildings located in Christchurch, New Zealand i.e. Orion’s URM substations and an iconic Heritage Hotel (aka Old Government Building) was conducted by investigating and evaluating the earthquake performance of the seismic retrofitting technique applied on the buildings prior to the 2010/2011 Canterbury earthquakes and their performance after the earthquakes sequence. The second part of the research reported in this thesis was directed with the primary aim of developing a cost-effective seismic retrofitting technique with minimal interference to the vintage clay-bricks URM buildings. Two retrofitting techniques, (i) near-surface mounted steel wire rope (NSM-SWR) with further investigation on URM wallettes to get deeper understanding the URM in-plane behaviour, and (ii) FRP anchor are reported in this research thesis.
Geographically isolated communities around the world are dependent upon the limited assets in local subsistence economies to generate livelihoods. Locally available resources shape and give identity to unique cultural activities that guarantee individual, family and community livelihood sustainability. The social structure provides community relationship networks, which ensure access to, and availability of, resources over long periods. Resources are utilised in ways that reduces vulnerability, stresses and shocks while ensuring long-term resilience. Preparedness and adaptation are embedded into cultural memory, enabling communities to survive in isolated, remote and harsh conditions. Communities’ cultural memories, storytelling, traditional knowledge, interdependence and unwritten cultural norms that build resilience to sustain cultures that have limited interactions with the outside world. This thesis aims to investigate the consequences of transport infrastructure development, mainly of roads, on livelihood strategies of isolated communities in a tourism context in Gilgit-Baltistan, Pakistan. The thesis incorporates a review of literature of transport infrastructure development and livelihood security in reference to vulnerability, resilience and sustainability. Research gaps are identified in terms of transport infrastructure development and tourism, the Sustainable Livelihood Approach, resilience and sustainability. The fieldwork was undertaken using qualitative research methods. Ninety-eight participants were interviewed using open-ended semi-structured interview questions to get an in-depth understanding of livelihood systems, livelihood activities and transport infrastructure development within the tourism context. Gilgit-Baltistan is a disputed mountainous territory in the Asia Subcontinent whose ancient trade routes (silk routes) were severed during the geopolitical upheaval of the partition of the Indian Subcontinent in 1947. An alliance between Pakistan and China resulted in transport infrastructure development of the Karakorum Highway between 1958 and 1978, providing the only road access to the regions isolated communities. Karakoram Highway connects China with Pakistan through Gilgit-Baltistan. Gilgit-Baltistan is going through immense transport infrastructure development, including the China Pakistan Economic Corridor. The road infrastructure is expected to link China and other South Asian and Central Asian countries to the world and provide a direct link for Chinese goods to reach the Persian Gulf. China Pakistan Economic Corridor is part of China’s Belt and Road Initiative project, which aims to improve connectivity and cooperation between 69 Eurasian countries by investing in infrastructure development. Such an immense infrastructural development is expected to enhance the mobility of people, goods and services. In order to understand the impacts of transport infrastructure development, this thesis has analysed livelihood capital status at macro, and micro levels are examined over two time periods (pre-road and post-road). Results show that sustainable farming practices provided long-term resilience to these geographically isolated communities. Transport infrastructure development has been a significant factor to ensure access and has resulted in changes to social inclusion, socio-political structures and livelihood opportunities with a subsequent dependence upon tourism, imported consumer goods and a monetary economy as people divert valuable farmland to building developments and cash crop monocultures. Gilgit-Baltistan is vulnerable to frequent manmade and natural disasters, such as terrorism, earthquakes and landslides. Shocks impact upon the livelihoods of those affiliated with tourism who are forced to revert to subsistence farming practices and alternative livelihood choices. The dependency on external resources and subsequent loss of the cultural memory and farming techniques has created a vulnerability to the unpredictable shocks and disasters that frequently close the singular access road. The thesis finally presents the ‘Livelihood Framework for Transport Infrastructure Development and Tourism (LF-TIDT)’ a guiding tool to understand the impacts of transport infrastructure development at micro and macro levels for tourism planning, policy formulation and implementation and management. Attention is drawn to the newly introduced ‘Location: a Meta Capital’ and its importance in terms of geographically isolated communities. The research also highlights that livelihood capitals are not equally essential to achieve sustainable and resilient livelihood outcomes.
