This is a joint Resilience Framework undertaken by the Electrical, Computer and Software Engineering Department of the University of Auckland in association with West Power and Orion networks and partially funded by the New Zealand National Science Challenge and QuakeCoRE. The Energy- Communication research group nearly accomplished two different researches focusing on both asset resilience and system resilience. Asset resilience research which covers underground cables system in Christchurch region is entitled “2010-2011 Canterbury Earthquake Sequence Impact on 11KV Underground Cables” and system resilience research which covers electricity distribution and communication system in West Coast region is entitled “NZ Electricity Distribution Network Resilience Assessment and Restoration Models following Major Natural Disturbance“. As the fourth milestone of the aforementioned research project, the latest outcome of both projects has been socialised with the stakeholders during the Cigre NZ 2019 Forum.

Coastal margins are exposed to rising sea levels that present challenging circumstances for natural resource management. This study investigates a rare example of tectonic displacement caused by earthquakes that generated rapid sea-level change in a tidal lagoon system typical of many worldwide. This thesis begins by evaluating the coastal squeeze effects caused by interactions between relative sea-level (RSL) rise and the built environment of Christchurch, New Zealand, and also examples of release from similar effects in areas of uplift where land reclamations were already present. Quantification of area gains and losses demonstrated the importance of natural lagoon expansion into areas of suitable elevation under conditions of RSL rise and showed that they may be necessary to offset coastal squeeze losses experienced elsewhere. Implications of these spatial effects include the need to provide accommodation space for natural ecosystems under RSL rise, yet other land-uses are likely to be present in the areas required. Consequently, the resilience of these environments depends on facilitating transitions between human land-uses either proactively or in response to disaster events. Principles illustrated by co-seismic sea-level change are generally applicable to climate change adaptation due to the similarity of inundation effects. Furthermore, they highlight the potential role of non-climatic factors in determining the overall trajectory of change. Chapter 2 quantifies impacts on riparian wetland ecosystems over an eight year period post- quake. Coastal wetlands were overwhelmed by RSL rise and recovery trajectories were surprisingly slow. Four risk factors were identified from the observed changes: 1) the encroachment of anthropogenic land-uses, 2) connectivity losses between areas of suitable elevation, 3) the disproportionate effect of larger wetland vulnerabilities, and 4) the need to protect new areas to address the future movement of ecosystems. Chapter 3 evaluates the unique context of shoreline management on a barrier sandspit under sea-level rise. A linked scenario approach was used to evaluate changes on the open coast and estuarine shorelines simultaneously and consider combined effects. The results show dune loss from a third of the study area using a sea-level rise scenario of 1 m over 100 years and with continuation of current land-uses. Increased exposure to natural hazards and accompanying demand for seawalls is a likely consequence unless natural alternatives can be progressed. In contrast, an example of managed retreat following earthquake-induced subsidence of the backshore presents a new opportunity to restart saltmarsh accretion processes seaward of coastal defences with the potential to reverse decades of degradation and build sea-level rise resilience. Considering both shorelines simultaneously highlights the existence of pinch-points from opposing forces that result in small land volumes above the tidal range. Societal adaptation is delicately poised between the paradigms of resisting or accommodating nature and challenged by the long perimeter and confined nature of the sandspit feature. The remaining chapters address the potential for salinity effects caused by tidal prism changes with a focus on the conservation of īnanga (Galaxias maculatus), a culturally important fish that supports New Zealand‘s whitebait fishery. Methodologies were developed to test the hypothesis that RSL changes would drive a shift in the distribution of spawning sites with implications for their management. Chapter 4 describes a new practical methodology for quantifying the total productivity and spatiotemporal variability of spawning sites at catchment scale. Chapter 5 describes the novel use of artificial habitats as a detection tools to help overcome field survey limitations in degraded environments where egg mortality can be high. The results showed that RSL changes resulted in major shifts in spawning locations and these were associated with new patterns of vulnerability due to the continuation of pre-disturbance land-uses. Unexpected findings includes an improved understanding of the spatial relationship between salinity and spawning habitat, and identification of an invasive plant species as important spawning habitat, both with practical management implications. To conclude, the design of legal protection mechanisms was evaluated in relation to the observed habitat shifts and with a focus on two new planning initiatives that identified relatively large protected areas (PAs) in the lower river corridors. Although the larger PAs were better able to accommodate the observed habitat shifts inefficiencies were also apparent due to spatial disparities between PA boundaries and the values requiring protection. To reduce unnecessary trade-offs with other land-uses, PAs of sufficient size to cover the observable spatiotemporal variability and coupled with adaptive capacity to address future change may offer a high effectiveness from a network of smaller PAs. The latter may be informed by both monitoring and modelling of future shifts and these are expected to include upstream habitat migration driven by the identified salinity relationships and eustatic sea-level rise. The thesis concludes with a summary of the knowledge gained from this research that can assist the development of a new paradigm of environmental sustainability incorporating conservation and climate change adaptation. Several promising directions for future research identified within this project are also discussed.

The Canterbury earthquakes resulted in numerous changes to the waterways of Ōtautahi Christchurch. These included bank destabilisation, liquefaction effects, changes in bed levels, and associated effects on flow regimes and inundation levels. This study set out to determine if these effects had altered the location and pattern of sites utilised by īnanga (Galaxias maculatus) for spawning, which are typically restricted to very specific locations in upper estuarine areas. Extensive surveys were carried out in the Heathcote/Ōpāwaho and Avon/Ōtākaro catchments over the four peak months of the 2015 spawning season. New spawning sites were found in both rivers and analysis against pre-earthquake records identified that other significant changes have occurred. Major changes include the finding of many new spawning sites in the Heathcote/Ōpāwaho catchment. Sites now occur up to 1.5km further downstream than the previously reported limit and include the first records of spawning below the Woolston Cut. Spawning sites in the Avon/Ōtākaro catchment also occur in new locations. In the mainstem, sites now occur both upstream and downstream of all previously reported locations. A concentrated area of spawning was identified in Lake Kate Sheppard at a distinctly different location versus pre-quake records, and no spawning was found on the western shores. Spawning was also recorded for the first time in Anzac Creek, a nearby waterway connected to Lake Kate Sheppard via a series of culverts.

Following the 2010/2011 Canterbury earthquakes, approximately 60% of multi-story buildings with reinforced concrete walls required demolition. Both practitioners and researchers have increasingly realized that low-damage structural systems could be an alternative to improve the seismic behaviour of concrete buildings and to reduce the economic and social impact of structural damage in future earthquakes. To verify the seismic response of a low-damage concrete wall building representing state-of-art design practice, a shake table test on a two-story concrete building was recently conducted as part of an ILEE-QuakeCoRE collaborative research program. The building utilized flexible wall-to-floor connections in the long span direction and isolating wall-to-floor devices in the short span direction to provide a comparison of their respective behaviour. Additionally, the wall-to-floor interaction such as effects of wall uplift on the link slab, and force transfer mechanism from floor to the wall will be discussed in this paper.

Natural disasters are increasingly disruptive events that affect livelihoods, organisations, and economies worldwide. Research has identified the impacts and responses of organisations to different types of natural disasters, and have outlined factors, such as industry sector, that are important to organisational vulnerability and resilience. One of the most costly types of natural disasters in recent years has been earthquakes, and yet to date, the majority of studies have focussed on the effects of earthquakes in urban areas, while rural organisational impact studies have primarily focused on the effects of meteorological and climatic driven hazards. As a result, the likely impacts of an earthquake on rural organisations in a developed context is unconstrained in the literature. In countries like New Zealand, which have major earthquakes and agricultural sectors that are significant contributors to the economy, it is important to know what impacts an earthquake event would have on the rural industries, and how these impacts compare to that of a more commonly analysed, high-frequency event. In September of 2010, rural organisations in Canterbury experienced the 4 September 2010 Mw 7.1 `Darfield' earthquake and the associated aftershocks, which came to be known as the Canterbury earth- quake sequence. The earthquake sequence caused intense ground shaking, creating widespread critical service outages, structural and non-structural damage to built infrastructure, as well as ground surface damage from ooding, liquefaction and surface rupture. Concurrently on September 18 2010, rural organisations in Southland experienced an unseasonably late snowstorm and cold weather snap that brought prolonged sub-zero temperatures, high winds and freezing rain, damaging structures in the City of Invercargill and causing widespread livestock losses and production decreases across the region. This thesis documents the effects of the Canterbury earthquake sequence and Southland snowstorm on farming and rural non-farming organisations, utilizing comparable methodologies to analyse rural organisational impacts, responses and recovery strategies to natural disasters. From the results, a short- term impact assessment methodology is developed for multiple disasters. Additionally, a regional asset repair cost estimation model is proposed for farming organisations following a major earthquake event, and the use of social capital in rural organisational recovery strategies following natural disasters is analysed.

The world experiences a number of disasters each year. Following a disaster, the affected area moves to a phase of recovery which involves multiple stakeholders. An important element of recovery is planning the rebuild of the affected environment guided by the legislative framework to which planning is bound to (March & Kornakova, 2017). Yet, there appears to be little research that has investigated the role of planners in a recovery setting and the implications of recovery legislative planning frameworks. This study was conducted to explore the role of the planner in the Canterbury earthquake recovery process in New Zealand and the impact of the Canterbury Earthquake Recovery Act 2011 (CER Act) on planners’ roles and how they operated. The methodology comprised a combination of document analysis of legislation and related recovery material and 21 semi-structured interviews with key planners, politicians and professionals involved in the recovery. The results suggest that the majority of planners interviewed were affected by the CER Act in their role and how they operated, although institutional context, especially political constraints, was a key factor in determining the degree of impact. It is argued that planners played a key role in recovery and were generally equipped in terms of skills needed in a recovery setting. In order to better utilise planners in post-disaster recovery or disaster risk management, two suggestions are proposed. Firstly, better promote planners and their capabilities to improve awareness of what planners can do. Secondly, educate and build an understanding between central government politicians and planners over each others role to produce better planning outcomes.

This article examines the representation of Christchurch, New Zealand, student radio station RDU in the exhibition Alternative Radio at the Canterbury Museum in 2016. With the intention of ‘making visible what is invisible’ about radio broadcasting, the exhibition articulated RDU as a point of interconnection between the technical elements of broadcasting, the social and musical culture of station staff and volunteers, and the broader local and national music scenes. This paper is grounded in observations of the exhibitions and associated public programmes, and interviews with the key participants in the exhibition including the museum's exhibition designer and staff from RDU, who acted as independent practitioners in collaboration with the museum. Alternative Radio also addressed the aftermath of the major earthquake of 22 February 2011, when RDU moved into a customised horse truck after losing its broadcast studio. The exhibition came about because of the cultural resonance of the post-quake story, but also emphasised the long history of the station before that event, and located this small student radio station in the broader heritage discourse of the Canterbury museum, activating the historical, cultural, and personal memories of the station's participants and audiences.

An earthquake engineering expert wants to change the way we predict how the ground will shake during an earthquake. Professor Brendon Bradley from the University of Canterbury is the recipient of a Marsden Fund grant to accelerate his research into seismic hazard analysis and forecasting. He says the idea is to get to a point where they can provide the same sort of information as a weather forecast. Professor Bradley says just like a severe weather warning, engineers would be able to provide information about severe ground shaking, how it varies locally in each city or suburb, and the likely consequence to buildings. Kathryn speaks to Professor Brendon Bradley, the director of Te Hirangu Ru QuakeCoRE - The New Zealand Centre for Earthquake Resilience.

This article reports on research conducted in Christchurch, New Zealand, after the 22 February 2011 earthquake. This quake and thousands of subsequent aftershocks have left the city of Christchurch with serious infrastructure damage to roads, sewage supply, housing and commercial buildings. The emergence of a vibrant art and craft movement in the Christchurch region post earthquake has been an unexpected aspect of the recovery process. The article begins with a review of the literature on traditional responses to disaster recovery illustrating how more contemporary approaches are community-focused. We review the links between crafting and well-being, and report on qualitative research conducted with five focus groups and nine individuals who have contributed to this movement in Christchurch. The findings illustrate the role crafting has played post earthquake, in terms of processing key elements of the disaster for healing and recovery, creating opportunities for social support; giving to others; generating learning and meaning making and developing a vision for the future. The data analysis is underpinned by theory related to post-traumatic growth and ecological concerns. The role of social work in promoting low-cost initiatives such as craft groups to foster social resilience and aid in the recovery from disaster trauma is explored. This discussion considers why such approaches are rare in social work.

Within four weeks of the September 4 2010 Canterbury Earthquake a new, loosely-knit community group appeared in Christchurch under the banner of “Greening the Rubble.” The general aim of those who attended the first few meetings was to do something to help plug the holes that had already appeared or were likely to appear over the coming weeks in the city fabric with some temporary landscaping and planting projects. This article charts the first eighteen months of Greening the Rubble and places the initiative in a broader context to argue that although seismic events in Christchurch acted as a “call to palms,” so to speak, the city was already in need of some remedial greening. It concludes with a reflection on lessons learned to date by GTR and commentary on the likely issues ahead for this new mini-social-environmental movement in the context of a quake-affected and still quake-prone major New Zealand city. One of the key lessons for GTR and all of those involved in Christchurch recovery activities to date is that the city is still very much in the middle of the event and is to some extent a laboratory for seismic and agency management studies alike.

Prior to the devastating 2010 and 2011 earthquakes in Christchurch, New Zealand, the University of Canterbury (UC) was renowned for its graduates’ academic preparation and its staff’s research outputs. The town/gown relationship was aloof and strained due to UC’s move from the CBD in the 1970s and students being seen as troublemakers. Despite its vision of people prepared to make a difference, the University’s students and staff were not seen as making a difference in the local community or as being engaged citizens. 
This changed when over 9,000 UC students mobilized themselves into the Student Volunteer Army to provide immediate relief across Christchurch following the four major quakes of 2010 and 2011. Suddenly, UC students were seen as saviors, not miscreants and a focus on citizenship education as part of the University’s strategic direction began to take shape. 
Based on qualitative and quantitative research conducted at UC over the past four years, this interactive presentation will highlight the findings, conclusions, and implications of how the University has been transformed into a recognized, international leader in citizenship education. By integrating students’ community service into their academic studies, the University has changed its persona while students have gained academically, civically, and personally.

The Canterbury region of New Zealand was shaken by major earthquakes on the 4th September 2010 and 22nd February 2011. The quakes caused 185 fatalities and extensive land, infrastructure and building damage, particularly in the Eastern suburbs of Christchurch city. Almost 450 ha of residential and public land was designated as a ‘Red Zone’ unsuitable for residential redevelopment because land damage was so significant, engineering solutions were uncertain, and repairs would be protracted. Subsequent demolition of all housing and infrastructure in the area has left a blank canvas of land stretching along the Avon River corridor from the CBD to the sea. Initially the Government’s official – but enormously controversial – position was that this land would be cleared and lie fallow until engineering solutions could be found that enabled residential redevelopment. This paper presents an application of a choice experiment (CE) that identified and assessed Christchurch residents’ preferences for different land use options of this Red Zone. Results demonstrated strong public support for the development of a recreational reserve comprising a unique natural environment with native fauna and flora, healthy wetlands and rivers, and recreational opportunities that align with this vision. By highlighting the value of a range of alternatives, the CE provided a platform for public participation and expanded the conversational terrain upon which redevelopment policy took place. We conclude the method has value for land use decision-making beyond the disaster recovery context.

Kim Hill talks to Sam Crofskey, the owner of C1 Espresso in the Christchurch CBD, which reopened in 2012 after the Canterbury earthquakes and will celebrate its twentieth anniversary this year. He spoke on the WORD Christchurch panel, How Are We Doing, Christchurch?, and this week launched Let's Take a Walk, a pop-up book for children about the quakes that he created with his wife Fleur and illustrator Hannah Beehre. He is joined by Joseph Hullen (Ngai Tuahuriri, Ngai Tahu), a hunter gatherer, fisherman, explorer, kaitiaki and storyteller who has spent a lifetime gathering traditional kai and listening to stories about his hapu. He is a whakapapa researcher for Te Runanga o Ngai Tahu, and is leading three sold-out walking tours during WORD Christchurch along the banks of the Otakaro (Avon River), uncovering the city's history.

The collapse of Redcliffs’ cliff in the 22 February 2011 and 13 June 2011 earthquakes were the first times ever a major failure incident occurred at Redcliffs in approximately 6000 years. This master’s thesis is a multidisciplinary engineering geological investigation sought to study these particular failure incidents, focusing on collecting the data necessary to explain the cause and effect of the cliff collapsing in the event of two major earthquakes. This study provides quantitative and qualitative data about the geotechnical attributes and engineering geological nature of the sea-cut cliff located at Redcliffs. Results from surveying the geology of Redcliffs show that the exposed lithology of the cliff face is a variably jointed rock body of welded and (relatively intact) unwelded ignimbrite, a predominantly massive unit of brecciated tuff, and a covering of wind-blown loess and soil deposit (commonly found throughout Canterbury) on top of the cliff. Moreover, detailing the external component of the slope profile shows that Redcliffs’ cliff is a 40 – 80 m cliff with two intersecting (NE and SE facing) slope aspects. The (remotely) measured geometry of the cliff face comprises of multiple outstanding gradients, averaging a slope angle of ~67 degrees (post-13 June 2011), where the steepest components are ~80 degrees, whereas the gentle sloping sections are ~44 degrees. The physical structure of Redcliffs’ cliff drastically changed after each collapse, whereby seismically induced alterations to the slope geometry resulted in material deposited on the talus at the base of the cliff. Prior to the first collapse, the variance of the gradient down the slope was minimal, with the SE Face being the most variable with up to three major gradients on one cross section. However, after each major collapse, the variability increased with more parts of the cliff face having more than one major gradient that is steeper or gentler than the remainder of the slope. The estimated volume of material lost as a result of the gradient changes was 28,267 m³ in February and 11,360 m³ in June 2011. In addition, surveys of the cliff top after the failure incidents revealed the development of fissures along the cliff edge. Monitoring 10 fissures over three months indicated that fissured by the cliff edge respond to intense seismicity (generally ≥ Mw 4) by widening. Redcliffs’ cliff collapsed on two separate occasions as a result of an accumulated amount of damage of the rock masses in the cliff (caused by weathering and erosion over time), and two Mw 6.2 trigger earthquakes which shook the Redcliffs and the surrounding area at a Peak Ground Acceleration (PGA) estimated to be around 2 g. The results of the theoretical study suggests that PGA levels felt on-site during both instances of failure are the result of three major factors: source of the quake and the site affected; topographic amplification of the ground movement; the short distance between the source and the cliff for both fault ruptures; the focus of seismic energy in the direction of thrust faulting along a path that intercepts Redcliffs (and the Port Hills). Ultimately, failure on the NE and SE Faces of Redcliffs’ cliff was concluded to be global as every part of the exposed cliff face deposited a significant volume of material on the talus at the base of the cliff, with the exception of one section on the NE Face. The cliff collapses was a concurrent process that is a single (non-monotonic) event that operated as a complex series of (primarily) toppling rock falls, some sliding of blocks, and slumping of the soil mantle on top of the cliff. The first collapse had a mixture of equivalent continua slope movement of the heavily weathered / damaged surface of the cliff face, and discontinuous slope movement of the jointed inner slope (behind the heavily weathered surface); whereas the second collapse resulted in only discontinuous slope movement on account of the freshly exposed cliff face that had damage to the rock masses, in the form of old and (relatively) new discontinuous fractures, induced by earthquakes and aftershocks leading up to the point of failure.

The QuakeCoRE Emerging Researchers Chapter (QERC) is a network of students and emerging researchers composed of three chapters: Auckland, Canterbury, and Wellington. Our aim is to promote networking, collaboration, and knowledge sharing among emerging researchers in the earthquake resilience community. QERC does this by organising technical, social, and outreach events. As with everyone else during the pandemic crisis, QERC had to change its approach in organising events. However, instead of treating it as an obstacle, QERC utilised the lockdown period as an opportunity to connect the three chapters and organised more events than they usually would during normal times. In the 11 weeks that universities were closed and New Zealand was under Alert Levels 2, 3 and 4, QERC organised 15 various events such as research presentations, well-being workshops, a women's catch-up, and a trivia night. However, as the weeks went by, the novelty of online meetings faded and fewer people came to the virtual events. Therefore as soon as the country moved to Alert Level 1, the Chapters started organising in-person events, which members were eager to attend. Nonetheless, the option to join events remotely still remains and the three chapters continue to collaborate for various events.

Observations made in past earthquakes, in New Zealand and around the world, have highlighted the vulnerability of non-structural elements such as facades, ceilings, partitions and services. Damage to these elements can be life-threatening or jeopardise egress routes but typically, the main concern is the cost and time associated with repair works. The Insurance Council of New Zealand highlighted the substantial economic losses in recent earthquakes due to poor performance of non-structural elements. Previous inspections and research have attributed the damage to non-structural elements principally to poor coordination, inadequate or lack of seismic restraints and insufficient clearances to cater for seismic actions. Secondary issues of design responsibility, procurement and the need for better alignment of the various Standards have been identified. In addition to the compliance issues, researchers have also demonstrated that current code provisions for non-structural elements, both in New Zealand and abroad, may be inadequate. This paper first reviews the damage observed against the requirements of relevant Standards and the New Zealand Building Code, and it appears that, had the installations been compliant, the cost of repair and business interruption would have been substantially less. The second part of the paper highlights some of the apparent shortcomings with the current design process for non-structural elements, points towards possible alternative strategies and identifies areas where more research is deemed necessary. The challenge of improving the seismic performance of non-structural elements is a complex one across a diverse construction industry. Indications are that the New Zealand construction industry needs to completely rethink the delivery approach to ensure an integrated design, construction and certification process. The industry, QuakeCentre, QuakeCoRE and the University of Canterbury are presently working together to progress solutions. Indications are that if new processes can be initiated, better performance during earthquakes will be achieved while delivering enhanced building and business resilience.

When an “I thought I was going to die quake” occurs amidst four additional major earthquakes and 15,000 aftershocks during a sixteen-month period, it challenges people’s ability to cope and recover. Residents of Canterbury, New Zealand endured this extended, chaotic state in 2010/11; and continue to deal with lingering effects on their devastated central city, Christchurch. Stress and coping theory suggests that finding meaning in such situations can help people recover, and that religion and spirituality often play a role in post-disaster resilience. Despite this, there is very little research literature examining this phenomenon and even less that considers spirituality separate from religion. This research focuses on this underrepresented area by considering the personal spiritual or meaningful experiences of people in post-earthquake Canterbury. Data from sixteen in-depth, minimally directed interviews were thematically analyzed to understand each individual’s meaning construction and coping/recovery process and identify connective themes and patterns amongst their experiences. Four core elements of acceptance, clarity and choice, connection, and transcendence emerged from the thematic analysis to conceptualize a model of transcendent coping. Transcendent coping represents an additional type of coping in the transactional model of stress and coping, which serves to support the previous denoted problem-, emotion-, and meaning-focused coping approaches. Transcendent coping offers openness, empowerment, comfort and expansion not necessarily reliant upon theistic or religious beliefs and practices. Rather, this secular spiritual coping is inherent in everyday, mundane practices such as being in the moment, aligning to and acting from personal values, connecting to that and those who bring comfort, and experiencing transcendence in moments of awe and expansion. This research contributes to the growing interest in spirituality as an important facet of human nature that can support wellbeing in the face of stress.

Our poster will present on-going QuakeCoRE-founded work on strong motion seismology for Dunedin-Mosgiel area, focusing on ground motion simulations for Dunedin Central Business District (CBD). Source modelling and ground motion simulations are being carried out using the SCEC (Southern California Earthquakes Center) Broad Band simulation Platform (BBP). The platform computes broadband (0-10 Hz) seismograms for earthquakes and was first implemented at the University of Otago in 2016. As large earthquakes has not been experienced in Dunedin in the time of period of instrumental recording, user-specified scenario simulations are of great value. The Akatore Fault, the most active fault in Otago and closest major fault to Dunedin, is the source focused on in the present study. Simulations for various Akatore Fault source scenarios are run and presented. Path and site effects are key components considered in the simulation process. A 1D shear wave velocity profile is required by SCEC BBP, and this is being generated to represent the Akatore-to-CBD path and site within the BBP. A 3D shear velocity model, with high resolution within Dunedin CBD, is being developed in parallel with this study (see Sangster et al. poster). This model will be the basis for developing a 3D shear wave velocity model for greater Dunedin-Mosgiel area for future ground motion simulations, using Canterbury software (currently under development).

4th September 2010 a 7.1 magnitude earthquake strikes near Christchurch, New Zealand’s second largest city of approximately 370,000 people. This is followed by a 6.3 magnitude quake on 22nd February 2011 and a 6.4 on 13th June. In February 181 people died and a state of national emergency was declared from 23 February to 30th April. Urban Search and Rescue teams with 150 personnel from New Zealand and 429 from overseas worked tirelessly in addition to Army, Police and Fire services. Within the central business district 1,000 buildings (of 4,000) are expected to be demolished. An estimated 10,000 houses require demolition and over 100,000 were damaged. Meanwhile the over 7,000 aftershocks have become part of the “new normal” for us all. During this time how have libraries supported their staff? What changes have been made to services? What are the resourcing opportunities? This presentation will provide a personal view from Lincoln University, Te Whare Wanaka o Aoraki, Library Teaching and Learning. Lincoln is New Zealand's third oldest university having been founded in 1878. Publicly owned and operated it is New Zealand's specialist land-based university. Lincoln is based on the Canterbury Plains, 22 kilometres south of Christchurch. On campus there was mostly minor damage to buildings while in the Library 200,000 volumes were thrown from the shelves. I will focus on the experiences of the Disaster Team and on our experiences with hosting temporarily displaced staff and students from the Christchurch Polytechnic Institute of Technology, Library, Learning & Information Services. Experiences from two other institutions will be highlighted: Christchurch City Libraries, Ngā Kete Wānanga-o-Ōtautahi. Focusing on the Māori Services Team and the Ngā Pounamu Māori and Ngāi Tahu collections. The Central library located within the red zone cordon has been closed since February, the Central library held the Ngā Pounamu Māori and Ngai Tahu collections, the largest Māori collections in the Christchurch public library network. The lack of access to these collections changed the way the Māori Services Team, part of the larger Programmes, Events and Learning Team at Christchurch City Libraries were able to provide services to their community resulting in new innovative outreach programmes and a focus on promotion of online resources. On 19th December the “temporary” new and smaller Central library Peterborough opened. The retrieved Ngā Pounamu Māori and Ngai Tahu collections "Ngā rakau teitei e iwa”, have since been re-housed and are once again available for use by the public. Te Rūnanga o Ngāi Tahu. This organisation, established by the Te Rūnanga o Ngāi Tahu Act 1996, services the statutory rights for the people of Ngāi Tahu descent and ensures that the benefits of their Treaty Claim Settlement are enjoyed by Ngāi Tahu now and in the future. Ngāi Tahu are the indigenous Māori people of the southern islands of New Zealand - Te Waipounamu. The iwi (people) hold the rangatiratanga or tribal authority to over 80 per cent of the South Island. With their headquarters based in the central business they have also had to be relocated to temporary facilities. This included their library/archive collection of print resources, art works and taonga (cultural treasures).

Very little research exists on total house seismic performance. This testing programme provides stiffness and response data for five houses of varying ages including contributions of non-structural elements. These light timber framed houses in Christchurch, New Zealand had minor earthquake damage from the 2011 earthquakes and were lateral load tested on site to determine their strength and stiffness, and preliminary damage thresholds. Dynamic characteristics were also investigated. Various loading schemes were utilised including quasi-static loading above the foundation, unidirectional loading through the floor diaphragm, cyclic quasi-static loading and snapback tests. Dynamic analysis on two houses provided the seismic safety levels of post-quake houses with respect to local hazard levels. Compared with New Zealand Building Standards all the tested houses had an excess of strength, damage is a significant consideration in earthquake resilience and was observed in all of the houses. A full size house laboratory test is proposed.

The paper examines community benefits provided by an established community garden following a major earthquake and discusses possible implications for community garden planning and design in disaster-prone cities. Recent studies show that following extreme storm events community gardens can supply food, enhance social empowerment, provide safe gathering spots, and restorative practices, to remind people of normality. However, the beneficial role played by community gardens following earthquakes is less well known. To fill this gap, the study examines the role played by a community garden in Christchurch, New Zealand, following the 2010/2011 Canterbury Earthquakes. The garden's role is evaluated based on a questionnaire-based survey and in-depth interviews with gardeners, as well as on data regarding the garden use before and after the earthquakes. Findings indicate the garden helped gardeners cope with the post-quake situation. The garden served as an important place to de-stress, share experiences, and gain community support. Garden features that reportedly supported disaster recovery include facilities that encourage social interaction and bonding such as central meeting and lunch places and communal working areas.

The magnitude 7.8 earthquake that struck North Canterbury, on the east coast of New Zealand’s South Island on 14 November 2016 had significant impacts and implications for the community of Kaikōura and surrounding settlements. The magnitude and scope of this event has resulted in extensive and ongoing geological and geophysical research into the event. The current paper complements this research by providing a review of existing social science research and offering new analysis of the impact of the earthquake and its aftermath on community resilience in Kaikōura over the past five years. Results demonstrate the significant economic implications for tourism, and primary industries. Recovery has been slow, and largely dependent on restoring transportation networks, which helped catalyse cooperation among local hospitality providers. Challenges remain, however, and not all sectors or households have benefited equally from post-quake opportunities, and long-term recovery trajectories continue to be hampered by COVID-19 pandemic. The multiple ongoing and future stressors faced by Kaikōura require integrated and equitable approaches in order to build capability and capacity for locally based development pathways to ensure long-term community resilience.
