Fire following earthquakes have caused the largest single loss due to earthquakes and in most cases have caused more damage than the quake itself. This problem is regarded very seriously in Japan and in some parts of the United States of America (San Francisco), but is not very seriously considered in other earthquake prone countries, yet the potential for future conflagrations following earthquakes is enormous. Any discussion of post earthquake fire must take into account structural and non-structural damages, initial and spreading fire, wind, water availability, and emergency responses. In this paper we will look at initial fire ignitions, growth and spread and life and property damage. Prevention methods will also be discussed. Local independent radio stations in Christchurch, New Zealand, had their operations severely disrupted by major earthquakes in September 2010 and February 2011. This article examines the experiences of three radio stations that were shut out of their central city premises by the cordon drawn around the city after the 22 February quake. One of the stations continued broadcasting automatically, while the others were unable to fully get back on air for several weeks afterwards. All of the stations had to manage access to workspaces, the emotional needs of staff and volunteers, the technical ability to broadcast, and the need to adapt content appropriately when back on air. For the locally based radio managers decisions had to be made about the future of the stations in a time of significant emotional, physical, and geological upheaval. The article explores how these radio stations were disrupted by the earthquake, and how they returned to air through new combinations and interconnections of people, workspace, technology, content and transmission.
A copy of a letter from Hugo Kristinsson which was sent to Roger Sutton on 19 September 2013. The letter was sent on behalf of Empowered Christchurch. In the letter, Kristinsson expresses his concern about changes to the Building Act which he states, 'waive liability for the Building Consent Authority when repairs are carried out on homes with land damage'. He also discusses the CERA community forums, which he feel are not fufilling their purpose of supporting and informing the Canterbury community. Lastly, Kristinsson lodges an Official Information Act request, asking for all forum notices and minutes to be released to the public and for access to land information to be provided.

After the magnitude 7.1 earthquake struck Canterbury on 4 September 2010, most media reports claimed that no lives had been lost. But In fact, this first earthquake killed at least 3000 chickens, eight cows, one dog, a lemur and 150 aquarium fish. University of Canterbury associate professor Annie Potts, along with co-author Donelle Gadenne, wrote Animals in Emergencies: Learning from the Christchurch Earthquakes, revealing what happened to the animals during and after the series of quakes. At 12.51pm it will be 10 years since a devastating 6.2 earthquake struck Ōtautahi Christchurch, bringing down buildings and killing 185 people. A National service will get underway at half-past-12 at the city's Canterbury Earthquake Memorial site, to mark the anniversary. Maurice Gardiner's sister, Donna Manning, died in the CTV building collapse. Mr Gardiner told Māni Dunlop that at the Avonhead Cemetery this morning, he and his family joined others who have whānau buried there for a private service, where they remembered those they lost 10 years ago.

Williams is the Programme Manager of the Ministry of Education's Greater Christchurch Education Renewal Programme. The presentation is titled, "Education Renewal: A section response to the February 2011 Christchurch earthquake".The abstract for this presentation reads as follows: The Canterbury earthquakes caused a disaster recovery situation unparalleled in New Zealand's history. In addition to widespread damage to residential dwellings and destruction of Christchurch's central business district, the earthquakes damaged more than 200 schools from Hurunui in the north, to the Mackenzie District in the east, and Timaru in the south. The impact on education provision was substantial, with the majority of early childhood centres, schools and tertiary providers experiencing damage or subsequent, with the majority of early childhood centres, schools and tertiary providers experiencing damage or subsequent operational issues caused by the ensuing migration of people. Following the February earthquake, over 12,000 students had left the school they had been attending and enrolled elsewhere - often at a school outside the region. Shortened school days and compression of teaching into short periods meant shift-sharing students engaged in the curriculum being delivered in more diverse ways. School principals and staff reported increased fatigue and stress and changes in student behaviours, often related to repeated exposure to and ongoing reminders of the trauma of the earthquakes. While there has been a shift from direct, trauma-related presentations to the indirect effects of psychological adversity and daily life stresses, international experiences tells us that psychological recovery generally lags behind the immediate physical recovery and rebuilding. The Ministries of Health and Education and the Canterbury District Health Board have developed and implemented a joint action plan to address specifically the emerging mental health issues for youth in Canterbury. However, the impact of vulnerable and stressed adults on children's behaviour contributes to the overall impact of ongoing wellbeing issues on the educational outcomes for the community. There is substantial evidence supporting the need to focus on adults' resilience so they can support children and youth. Much of the Ministry's work around supporting children under stress is through supporting the adults responsible for teaching them and leading their schools. The education renewal programme exists to assist education communities to rebuild and look toward renewal. The response to the earthquakes provides a significant opportunity to better meet the needs and aspirations of children and youth people. All the parents want to see their children eager to learn, achieving success, and gaining knowledge and skills that will, in time, enable them to become confident, adaptable, economically independent adults. But this is not always the case, hence our approach to education renewal seeks to address inequities and improve outcome, while prioritising actions that will have a positive impact on learners in greatest need of assistance.

Stage IV of the Christchurch liquefaction study updated the Stage II liquefaction hazard and ground damage maps with further data collected from other organisations, and included two additional maps indicating liquefaction sensitivity to groundwater levels. Stage IVa of the Christchurch liquefaction study used revised groundwater levels and adjustments to the liquefaction prediction algorithm. The outputs of the report were liquefaction hazard and ground damage maps for both average summer (low) and average winter (high) groundwater levels. The maps produced as part of Stage IVa of the report were subsequently included in an Environment Canterbury public education poster The Solid Facts on Christchurch Liquefaction which also contained information on how liquefaction occurs and what can be done to mitigate the liquefaction hazard. Stage IV of the Christchurch liquefaction study contained a number of recommendations to improve the liquefaction potential and ground damage maps for Christchurch. This article discusses the use of radio after major earthquakes in Christchurch, New Zealand, in 2010 and 2011. It draws on archival sources to retrospectively research post-quake audiences in the terms people used during and soon after the earthquakes through personal narratives and Twitter. Retrospective narratives of earthquake experiences affirm the value of radio for communicating the scale of disaster and comforting listeners during dislocation from safe home spaces. In the narratives radio is often compared with television, which signifies electricity supply and associated comfort but also visually confirms the city’s destruction. Twitter provides insights into radio use from within the disaster period, but its more global reach facilitates reflection on online and international radio from outside the disaster-affected area. This research demonstrates the value of archival audience research, and finds that the combination of online radio and Twitter enables a new form of participatory disaster spectatorship from afar.
In recent work on commons and commoning, scholars have argued that we might delink the practice of commoning from property ownership, while paying attention to modes of governance that enable long-term commons to emerge and be sustained. Yet commoning can also occur as a temporary practice, in between and around other forms of use. In this article we reflect on the transitional commoning practices and projects enabled by the Christchurch post-earthquake organisation Life in Vacant Spaces, which emerged to connect and mediate between landowners of vacant inner city demolition sites and temporary creative or entrepreneurial users. While these commons are often framed as transitional or temporary, we argue they have ongoing reverberations changing how people and local government in Christchurch approach common use. Using the cases of the physical space of the Victoria Street site “The Commons” and the virtual space of the Life in Vacant Spaces website, we show how temporary commoning projects can create and sustain the conditions of possibility required for nurturing commoner subjectivities. Thus despite their impermanence, temporary commoning projects provide a useful counter to more dominant forms of urban development and planning premised on property ownership and “permanent” timeframes, in that just as the physical space of the city being opened to commoning possibilities, so too are the expectations and dispositions of the city’s inhabitants, planners, and developers.

An interested passerby assumes that a builder will be keen to get some EQC work fixing up Christchurch but the builder replies 'Are you kidding?! Not while EQC is paying us $4500 a week to do its assessments!' Context - The Earthquake Commission (EQC) has employed 414 contractors to carry out the assessments on its behalf, Radio New Zealand reported. Contractors carrying out property inspections of quake-damaged Christchurch homes are being paid about $4000 a week. Contractors are paid $75 an hour, while the builders, who inspect the damage, receive $60 an hour, the broadcaster said. Seismic Risk. One thing we can learn from the past is that seismic risk in Canterbury has been underestimated before the earthquakes struck. This is confirmed in a report for EQC in 1991 (paper 2005). It is also the conclusion of the Royal Commission in the CTV report. A number of recommendations have been made but not followed. For example, neither the AS/NZS 1170.5 standard nor the New Zealand Geotechnical Society guidelines have been updated. Yet another recovery instrument is the Earthquake Prone Building Act, which is still to be passed by Parliament. As the emergency response part of the recovery is now behind us, we need to ensure sustainability for what lies ahead. Shaking table testing of a full-scale three storey resilient and reparable complete composite steel framed building system is being conducted. The building incorporates a number of interchangeable seismic resisting systems of New Zealand and Chinese origin. The building has a steel frame and cold formed steel-concrete composite deck. Energy is dissipated by means of friction connections. These connections are arranged in a number of structural configurations. Typical building nonskeletal elements (NSEs) are also included. Testing is performed on the Jiading Campus shaking table at Tongji University, Shanghai, China. This RObust BUilding SysTem (ROBUST) project is a collaborative China-New Zealand project sponsored by the International Joint Research Laboratory of Earthquake Engineering (ILEE), Tongji University, and a number of agencies and universities within New Zealand including BRANZ, Comflor, Earthquake Commission, HERA, QuakeCoRE, QuakeCentre, University of Auckland, and the University of Canterbury. This paper provides a general overview of the project describing a number of issues encountered in the planning of this programme including issues related to international collaboration, the test plan, and technical issues.
Social media have changed disaster response and recovery in the way people inform themselves, provide community support and make sense of unfolding and past events online. During the Canterbury earthquakes of 2010 and 2011 social media platforms such as Facebook and Twitter became part of the story of the quakes in the region, as well as a basis for ongoing public engagement during the rebuild efforts in Christchurch. While a variety of research has been conducted on the use of social media in disaster situations (Bruns & Burgess, 2012; Potts, Seitzinger, Jones, & Harrison, 2011; Shklovski, Palen, & Sutton, 2008), studies about their uses in long-term disaster recovery and across different platforms are underrepresented. This research analyses networked practices of sensemaking around the Canterbury earthquakes over the course of disaster response, recovery and rebuild, focussing on Facebook and Twitter. Following a mixed methodological design data was gathered in interviews with people who started local Facebook pages, and through digital media methods of data collection and computational analysis of public Facebook pages and a historical Twitter dataset gathered around eight different earthquake-related events between 2010 and 2013. Data is further analysed through discursive and narrative tools of inquiry. This research sheds light on communication practices in the drawn-out process of disaster recovery on the ground in connecting different modes of discourse. Examining the ongoing negotiation of networked identities through technologically mediated social practices during Canterbury’s rebuild, the connection between online environments and the city of Christchurch, as a physical place, is unpacked. This research subsequently develops a new methodology to study social media platforms and provide new and detailed information on both the communication practices in issue-based online publics and the ongoing negotiation of the impact of the Canterbury earthquakes through networked digital means.

The presentation is titled, "Leading in Disaster Recovery: A companion through the chaos".The abstract for this presentation reads as follows: Leading in disaster recovery is a deeply human event - it requires us to reach deep inside of ourselves and bring to others the best of who we can be. It's painful, tiring, rewarding and meaningful. The responsibility can be heavy and at times leaders feel alone. The experienced realities of recovery leadership promoted research involving over 100 people around the globe who have worked in disaster recovery. The result is distilled wisdom from those who have walked in similar shoes to serve as a companion and guide for recovery leaders. The leadership themes in Leading in Disaster Recovery: A companion through the chaos include hard-won, honest, personal, brave insights and practical strategies to serve and support other recovery leaders. This guidance is one attempt amongst many others to change the historic tendency to lurch from disaster to disaster without embedding learning and knowledge - something we cannot afford to do if we are to honour those whose lives have been lost or irreversibly changed by disaster. If we are to honour the courageous efforts of those who have previously served disaster-impacted communities we would be better abled to serve those impacted by future disasters.
The impact of the Canterbury earthquake sequence of 2010-12 and its aftermath has been enormous. This inventory lists some of the thousands of community-led groups and initiatives across the region that have developed or evolved as a result of the quake. This inventory is the third such inventory to have been produced. The Christchurch Earthquake Activity Inventory was released by Landcare Research in May 2011, three months after the devastating 22 February 2011 earthquake. The second inventory, entitled An Inventory of Community-led Recovery Initiatives in Canterbury, was collated by Bailey Peryman and Dr Suzanne Vallance (Lincoln University) approximately one year after the February earthquake. The research for this third inventory was undertaken over a four month period from June to September 2013, and was conducted primarily through online searches.This research was undertaken with funding support from the Natural Hazards Platform and GNS, New Zealand.
