Post-earthquake cordons have been used after seismic events around the world. However, there is limited understanding of cordons and how contextual information of place such as geography, socio-cultural characteristics, economy, institutional and governance structure etc. affect decisions, operational procedures as well as spatial and temporal attributes of cordon establishment. This research aims to fill that gap through a qualitative comparative case study of two cities: Christchurch, New Zealand (Mw 6.2 earthquake, February 2011) and L’Aquila, Italy (Mw 6.3 earthquake, 2009). Both cities suffered comprehensive damage to its city centre and had cordons established for extended period. Data collection was done through purposive and snowball sampling methods whereby 23 key informants were interviewed in total. The interviewee varied in their roles and responsibilities i.e. council members, emergency managers, politicians, business/insurance representatives etc. We found that cordons were established to ensure safety of people and to maintain security of place in both the sites. In both cities, the extended cordon was met with resistance and protests. The extent and duration of establishment of cordon was affected by recovery approach taken in the two cities i.e. in Christchurch demolition was widely done to support recovery allowing for faster removal of cordons where as in L’Aquila, due to its historical importance, the approach to recovery was based on saving all the buildings which extended the duration of cordon. Thus, cordons are affected by site specific needs. It should be removed as soon as practicable which could be made easier with preplanning of cordons.

Hundreds of children and 12 schools have pre-registered for swimming lessons at Christchurch's new Taiora QE2 sports centre, which opens today. The Canterbury earthquakes damaged the complex beyond repair, and almost six years after it was demolished, a new QE2 has risen from rubble - admittedly smaller and without the athletics track the old one was so well known for. Schools in particular are welcoming today's opening, after having to spend big bucks on transport to get their students to pools for lessons since the quakes. Logan Church reports.

The beloved Christchurch Arts Centre - built in the 1870s - has slowly been reopening after repairs and restoration. An open day last weekend saw the public getting their first look into the complex's school of art building since the earthquakes. One beneficiary has been singer-songwriter Bic Runga, who has kick-started the Arts Centre Te Matatiki Toi Ora's revived Creative Residencies programme. She tells Mark Amery she's been trying out all sorts of new things. Applications for Bic's song-writing workshop in Christchurch in early July close on Friday 31 May.

Chimney Book takes rubble from the Christchurch earthquake, and turns it into the building blocks of a film exploring life in the quake zone. Christchurch musician Blair Parkes took bricks from his chimney — destroyed in the 22 February 2011 aftershocks — painted a letter or symbol on each, then scanned them into his computer. Sound and word form the spine of the result, which is part diary, part experimental film. Parkes explores his experiences of living in Christchurch since the quake through words like 'dust', 'memory', 'place', and a question: 'is it over?'

Current research in geotechnical engineering at the University of Canterbury includes a number of laboratory testing programmes focussed on understanding the behaviour of natural soil deposits in Christchurch during the 2010-2011 Canterbury Earthquake Sequence. Many soils found in Christchurch are sands or silty sands with little to no plasticity, making them very difficult to sample using established methods. The gel-push sampling methodology, developed by Kiso-Jiban Consultants in Japan, was developed to address some of the deficiencies of existing sampling techniques and has been deployed on two projects in Christchurch. Gel push sampling is carried out with a range of samplers which are modified versions of existing technology, and the University of Canterbury has acquired three versions of the tools (GP-S, GP-Tr, GP-D). Soil samples are extracted from the bottom of a freshly drilled borehole and are captured within a liner barrel, close to 1m in length. A lubricating polymer gel coats the outside of the soil sample as it enters the liner barrel. The frictional rubbing which normally occurs on the sides of the soil samples using existing techniques is eliminated by the presence of the polymer gel. The operation of the gel-push samplers is significantly more complicated than conventional push-tube samplers, and in the initial trials a number of operational difficulties were encountered, requiring changes to the sampling procedures. Despite these issues, a number of high quality soil samples were obtained on both projects using the GP-S sampler to capture silty soil. Attempts were made to obtain clean sands using a different gel-push sampler (GP-TR) in the Red Zone. The laboratory testing of these sands indicated that they were being significantly disturbed during the sampling and/or transportation procedures. While it remains too early to draw definitive conclusions regarding the performance of the gel-push samplers, the methodology has provided some promising results. Further trialling of the tools are required to refine operating procedures understand the full range of soil conditions which can be successfully sampled using the tools. In parallel with the gel-push trials, a Dames and Moore fixed-piston sampler has been used by our research partners from Berkeley to obtain soil samples at a number of sites within Christchurch. This sampler features relatively short (50cm), thin-walled liner barrels which is advanced into the ground under the action of hydraulic pressure. By reducing the overall length of the soil being captured, the disturbance to the soil as it enters the liner barrel is significantly reduced. The Dames and Moore sampler is significantly easier to operate than the gel-push sampler, and past experience has shown it to be successful in soft, plastic materials (i.e. clays and silty clays). The cyclic resistance of one silty clay obtained using both the gel-push and Dames & Moore samplers has been found to be very similar, and ongoing research aims to establish whether similar results are obtained for different soil types, including silty materials and clean sands.

The current study examined the psychological effects of recurring earthquake aftershocks in the city of Christchurch, New Zealand, which began in September 2010. Although it has been identified that exposure to ongoing adverse events such as continuing terrorist attacks generally leads to the development of increasing symptomology over time, differences in perceived controllability and blame between man-made and natural adverse events may contribute to differences in symptom trajectories. Residents of two Christchurch suburbs differentially affected by the earthquakes (N = 128) were assessed on measures of acute stress disorder, generalised anxiety, and depression, at two time points approximately 4-5 months apart, in order to determine whether symptoms intensified or declined over time in the face of ongoing aftershocks. At time 1, clinically significant levels of acute stress were identified in both suburbs, whereas clinical elevations in depression and anxiety were only evident in the most affected suburb. By time 2, both suburbs had fallen below the clinical range on all three symptom types, identifying a pattern of habituation to the aftershocks. Acute stress symptoms at time 2 were the most highly associated with the aftershocks, compared to symptoms of generalised anxiety and depression which were identified by participant reports to be more likely associated with other earthquake-related factors, such as insurance troubles and less frequent socialisation. The finding that exposure to ongoing earthquake aftershocks leads to a decline in symptoms over time may have important implications for the assessment of traumatic stress-related disorders, and provision of services following natural, as compared to man-made, adverse events.

Pumice materials, which are problematic from an engineering viewpoint, are widespread in the central part of the North Island. Considering the impacts of the 2010-2011 Christchurch earthquakes, a clear understanding of their properties under earthquake loading is necessary. For example, the 1987 Edgecumbe earthquake showed evidence of localised liquefaction of sands of volcanic origin. To elucidate on this, research was undertaken to investigate whether existing empirical field-based methods to evaluate the liquefaction potential of sands, which were originally developed for hard-grained soils, are applicable to crushable pumice-rich deposits. For this purpose, two sites, one in Whakatane and another in Edgecumbe, were selected where the occurrence of liquefaction was reported following the Edgecumbe earthquake. Manifestations of soil liquefaction, such as sand boils and ejected materials, have been reported at both sites. Field tests, including cone penetration tests (CPT), shear-wave velocity profiling, and screw driving sounding (SDS) tests were performed at the sites. Then, considering estimated peak ground accelerations (PGAs) at the sites based on recorded motions and possible range of ground water table locations, liquefaction analysis was conducted at the sites using available empirical approaches. To clarify the results of the analysis, undisturbed soil samples were obtained at both sites to investigate the laboratory-derived cyclic resistance ratios and to compare with the field-estimated values. Research results clearly showed that these pumice-rich soils do not fit existing liquefaction assessment frameworks and alternate methods are necessary to characterise them.

Lincoln University was commissioned by the Avon-Otakaro Network (AvON) to estimate the value of the benefits of a ‘recreation reserve’ or ‘river park’ in the Avon River Residential Red Zone (ARRRZ). This research has demonstrated significant public desire and support for the development of a recreation reserve in the Avon River Residential Red Zone. Support is strongest for a unique natural environment with native fauna and flora, healthy wetlands and rivers, and recreational opportunities that align with this vision, such as walking, cycling and water-based sporting and leisure activities. The research also showed support for a reserve that promotes and enables community interaction and wellbeing, and is evident in respondents’ desires for community gardens, regular festivals and markets, and the physical linking of the CBD with eastern suburbs through a green corridor. There is less support for children’s playgrounds, sports fields or open grassed areas, all of which could be considered as more typical of an urban park development. Benefits (willing to pay) to Christchurch residents (excluding tourists) of a recreation reserve could be as high as $35 million each year. Savings to public health costs could be as high as $50.3 million each year. The incorporation or restoration of various ecosystems services, including water quality improvements, flood mitigation and storm water management could yield a further $8.8 million ($19, 600) per hectare/year at 450 ha). Combined annual benefits of a recreational reserve in the ARRRZ are approximately $94.1 million per annum but this figure does not include potentially significant benefits from, for example, tourism, property equity gains in areas adjacent to the reserve, or the effects of economic rejuvenation in the East. Although we were not able to provide costing estimates for park attributes, this study does make available the value of benefits, which can be used as a guide to the scope of expenditure on development of each park attribute.

The Kaikoura earthquake in November 2016 highlighted the vulnerability of New Zealand’s rural communities to locally-specific hazard events, which generate regional and national scale impacts. Kaikoura was isolated with significant damage to both the east coast road (SH1) and rail corridor, and the Inland Road (Route 70). Sea bed uplift along the coast was significant – affecting marine resources and ocean access for marine operators engaged in tourism and harvesting, and recreational users. While communities closest to the earthquake epicentre (e.g., Kaikoura, Waiau, Rotherham and Cheviot) suffered the most immediate earthquake damage, the damage to the transport network, and the establishment of an alternative transport route between Christchurch and Picton, has significantly impacted on more distant communities (e.g., Murchison, St Arnaud and Blenheim). There was also considerable damage to vineyard infrastructure across the Marlborough region and damage to buildings and infrastructure in rural settlements in Southern Marlborough (e.g., Ward and Seddon).

The earthquake swarm that has struck Canterbury, New Zealand from September 2010 has led to widespread destruction and loss of life in the city of Christchurch. In response to this the New Zealand government convened a Royal Commission under the Commissions of Inquiry Act 1908. The terms of reference for this enquiry were wide ranging, and included inquiry into legal and best-practice requirements for earthquake-prone buildings and associated risk management strategies. The Commission produced a final report on earthquake-prone buildings and recommendations which was made public on the 7th December 2012. Also on the 7th of December 2012 the Ministry of Business, Innovation and Employment (MBIE) released a Consultation Document that includes many of the recommendations put forward by the Royal Commission. This paper examines the evidence presented to the Royal Commission and reviews their recommendations and those of MBIE in relation to the management of earthquake-prone buildings. An analysis of the likely impacts of the recommendations and proposals on both the property market and society in general is also undertaken.

This paper provides a summary of the ground motions observed in the recent Canterbury, New Zealand earthquake sequence. The sequence occurred in a region of relatively moderate seismicity, 130km to the east of the Alpine Fault, the major plate-boundary in the region. From an engineering perspective, the sequence has been primarily comprised of the initial 04/09/2010 Darfield earthquake (Mw7.1) followed by the 22/02/2011 Christchurch earthquake (Mw6.3), and two aftershocks on 13/06/ 2011 (Mw5.3 and 6.0, respectively). The dense spacing of strong motions in the region, and their close proximity to the respective causative faults, has resulted in strong ground motions far exceeding the previous catalogue of strong motion observed in New Zealand. The observed ground motions have exhibited clear evidence of: (i) near-source directivity; (ii) sedimentary basin focusing, amplification and basin effect refraction; (iii) non-linear site response; (iv) cyclic mobility postliquefaction; and (v) extreme vertical ground motions exceeding 2g, among others.

Many areas of Christchurch are underwater, dealing with what's been described as the worst flooding since the earthquakes. The high tide has just passed, with the rivers already running across roads and flooding into some homes. Schools have been closed, businesses inundated and dozens of roads around the city, closed. Already more than 70mm of rain has fallen in the past 24 hours, making it the city's wettest July on record. Now as the bad weather moves south the army has been put on standby in Dunedin for the expected deluge there. The Mw 6.2 February 22nd 2011 Christchurch earthquake (and others in the 2010-2011 Canterbury sequence) provided a unique opportunity to study the devastating effects of earthquakes first-hand and learn from them for future engineering applications. All major events in the Canterbury earthquake sequence caused widespread liquefaction throughout Christchurch’s eastern suburbs, particularly extensive and severe during the February 22nd event. Along large stretches of the Avon River banks (and to a lesser extent along the Heathcote) significant lateral spreading occurred, affecting bridges and the infrastructure they support. The first stage of this research involved conducting detailed field reconnaissance to document liquefaction and lateral spreading-induced damage to several case study bridges along the Avon River. The case study bridges cover a range of ages and construction types but all are reinforced concrete structures which have relatively short, stiff decks. These factors combined led to a characteristic deformation mechanism involving deck-pinning and abutment back-rotation with consequent damage to the abutment piles and slumping of the approaches. The second stage of the research involved using pseudo-static analysis, a simplified seismic modelling tool, to analyse two of the bridges. An advantage of pseudo-static analysis over more complicated modelling methods is that it uses conventional geotechnical data in its inputs, such as SPT blowcount and CPT cone resistance and local friction. Pseudo-static analysis can also be applied without excessive computational power or specialised knowledge, yet it has been shown to capture the basic mechanisms of pile behaviour. Single pile and whole bridge models were constructed for each bridge, and both cyclic and lateral spreading phases of loading were investigated. Parametric studies were carried out which varied the values of key parameters to identify their influence on pile response, and computed displacements and damages were compared with observations made in the field. It was shown that pseudo-static analysis was able to capture the characteristic damage mechanisms observed in the field, however the treatment of key parameters affecting pile response is of primary importance. Recommendations were made concerning the treatment of these governing parameters controlling pile response. In this way the future application of pseudo-static analysis as a tool for analysing and designing bridge pile foundations in liquefying and laterally spreading soils is enhanced.
