The current seismic design practice for reinforced concrete (RC) walls has been drawn into question following the unsatisfactory performance of several RC wall buildings during the Canterbury earthquakes. An overview of current research being undertaken at the University of Auckland into the seismic behaviour of RC walls is presented. The main objectives of this research project are to understand the observed performance of RC walls in Christchurch, quantify the seismic loads on RC walls, and developed improved design procedures for RC walls that will assist in revisions to the New Zealand Concrete Structures Standard. A database summarising the performance of RC wall buildings in the Christchurch CBD was collated to identify damage modes and case-study buildings. A detailed investigation is underway to verify the seismic performance of lightly reinforced concrete walls and initial numerical modeling and small-scale tests are presented in addition to details of planned experimental tests of RC walls. Numerical modelling is being used to understand the potential influence that interactions between walls and other structural elements have on the seismic response of buildings and the loads generated on RC walls. The results from finite element analysis of a severely damaged RC wall in Christchurch highlighted the effect that the floor diaphragms have on the distribution of shear stains in the wall.
The greater Wellington region, New Zealand, is highly vulnerable to large earthquakes. While attention has been paid to the consequences of earthquake damage to road, electricity and water supply networks, the consequences of wastewater network damage for public health, environmental health and habitability of homes remain largely unknown for Wellington City. The Canterbury and Kaikōura earthquakes have highlighted the vulnerability of sewerage systems to disruption during a disaster. Management of human waste is one of the critical components of disaster planning to reduce faecal-oral transmission of disease and exposure to disease-bearing vectors. In Canterbury and Kaikōura, emergency sanitation involved a combination of Port-a-loos, chemical toilets and backyard long-drops. While many lessons may be learned from experiences in Canterbury earthquakes, it is important to note that isolation is likely to be a much greater factor for Wellington households, compared to Christchurch, due to the potential for widespread landslides in hill suburbs affecting road access. This in turn implies that human waste may have to be managed onsite, as options such as chemical toilets and Port-a-loos rely completely on road access for delivering chemicals and collecting waste. While some progress has been made on options such as emergency composting toilets, significant knowledge gaps remain on how to safely manage waste onsite. In order to bridge these gaps, laboratory tests will be conducted through the second half of 2019 to assess the pathogen die-off rates in the composting toilet system with variables being the type of carbon bulking material and the addition of a Bokashi composting activator.
Seismic isolation is an effective technology for significantly reducing damage to buildings and building contents. However, its application to light-frame wood buildings has so far been unable to overcome cost and technical barriers such as susceptibility to movement during high-wind loading. The precursor to research in the field of isolation of residential buildings was the 1994 Northridge Earthquake (6.7 MW) in the United States and the 1995 Kobe Earthquake (6.9 MW) in Japan. While only a small number of lives were lost in residential buildings in these events, the economic impact was significant with over half of earthquake recovery costs given to repair and reconstruction of residential building damage. A value case has been explored to highlight the benefits of seismically isolated residential buildings compared to a standard fixed-base dwellings for the Wellington region. Loss data generated by insurance claim information from the 2011 Christchurch Earthquake has been used by researchers to determine vulnerability functions for the current light-frame wood building stock. By further considering the loss attributed to drift and acceleration sensitive components, and a simplified single degree of freedom (SDOF) building model, a method for determining vulnerability functions for seismic isolated buildings was developed. Vulnerability functions were then applied directly in a loss assessment using the GNS developed software, RiskScape. Vulnerability was shown to dramatically reduce for isolated buildings compared to an equivalent fixed-base building and as a result, the monetary savings in a given earthquake scenario were significant. This work is expected to drive further interest for development of solutions for the seismic isolation of residential dwellings, of which one option is further considered and presented herein.

Background and methodology The Mw 7.8, 14th November 2016 earthquake centred (item b, figure 1) in the Hurunui District of the South Island, New Zealand, damaged critical infrastructure across North Canterbury and Marlborough. We investigate the impacts to infrastructure and adaptations to the resulting service disruption in four small rural towns (figure 1): Culverden (a), Waiau (c), Ward (d) and Seddon (e). This is accomplished though literary research, interviews and geospatial analysis. Illustrating our methods, we have displayed here a Hurunui District hazard map (figure 2b) and select infrastructure inventories (figures 2a, 3).
A copy of a letter from Hugo Kristinsson which was sent to Roger Sutton on 19 September 2013. The letter was sent on behalf of Empowered Christchurch. In the letter, Kristinsson expresses his concern about changes to the Building Act which he states, 'waive liability for the Building Consent Authority when repairs are carried out on homes with land damage'. He also discusses the CERA community forums, which he feel are not fufilling their purpose of supporting and informing the Canterbury community. Lastly, Kristinsson lodges an Official Information Act request, asking for all forum notices and minutes to be released to the public and for access to land information to be provided.

We examine the role of business interruption (BI) insurance in business recovery following the Christchurch earthquake in 2011. First, we ask whether BI insurance increases the likelihood of business survival in the immediate (3-6 months) aftermath of a disaster. We find positive but statistically insignificant evidence that those firms that had incurred damage, but were covered by BI insurance, had higher likelihood of survival post-quake compared with those firms that did not have any insurance. For the medium-term (2-3 years) survival of firms, our results show a more explicit role for insurance. Firms with BI insurance experience increased productivity and improved performance following a catastrophe. Furthermore, we find that those organisations that receive prompt and full payments of their claims have a better recovery than those that had protracted or inadequate claims payments, but this difference between the two groups is not statistically significant. We find no statistically significant evidence that the latter group (inadequate payment) did any better than those organisations that had damage but no insurance coverage. In general, our analysis indicates the importance not only of adequate insurance coverage, but also of an insurance system that delivers prompt claim payments. Observations in major earthquakes have shown that rockable structures suffered less to no damage. During rocking, that is, partial and temporary footing separations, the influx of seismic energy is interrupted and thus the impact of the base excitation is reduced. Rocking causes the structure to deform more rigid like. Consequently, the structure experiences less deformation along the height and thus a lower damage potential. Although many researchers have studied the influence of rockable footings, most of these are either analytical or numerical, and only a very few structures have been built with rockable footings worldwide, for example, the chimney at Christchurch Airport and the South Rangitikei Viaduct in New Zealand. Despite these studies, a thorough and understanding is not yet available, especially with respect to experimental validations. This work is the first to investigate the rocking behaviour of bridges with different slenderness using large‐scale shake table experiments. To limit the number of influence factors, a stiff footing support and the same fixed‐base fundamental frequency of the bridges were assumed. The result shows that the girder displacement and the footing rotation of the tall bridge do not always move in phase, which cannot be observed in the short bridge. The results demonstrate the important role of slenderness in the overall responses of rockable bridges. This behaviour cannot be observed in bridges with a commonly assumed fixed base since the slenderness effect cannot be activated.
The Christchurch earthquakes have highlighted the importance of low-damage structural systems for minimising the economic impacts caused by destructive earthquakes. Post-tensioned precast concrete walls have been shown to provide superior seismic resistance to conventional concrete construction by minimising structural damage and residual drifts through the use of a controlled rocking mechanism. The structural response of unbonded post-tensioned precast concrete wall systems, with and without additional energy dissipating elements, were investigated by means of pseudo-static cyclic, snap back and forced vibration testing with shake table testing to be completed. Two types of post-tensioned rocking wall system were investigated; a single unbonded post-tensioned precast concrete wall or Single Rocking Wall (SRW) and a system consisting of a Precast Wall with End Columns (PreWEC). The equivalent viscous damping (EVD) was evaluated using both the pseudo-static cyclic and snap back test data for all wall configurations. The PreWEC configurations showed an increase in EVD during the snap back tests in comparison to the cyclic test response. In contrast the SRW showed lower EVD during the snap back tests in comparison to the SRW cyclic test response. Despite residual drifts measured during the pseudo-static cyclic tests, negligible residual drift was measured following the snap back tests, highlighting the dynamic shake-down that occurs during the free vibration decay. Overall, the experimental tests provided definitive examples of the behaviour of posttensioned wall systems and validated their superior performance compared to reinforced concrete construction when subjected to large lateral drifts.

Results from a series of 1D seismic effective stress analyses of natural soil deposits from Christchurch are summarized. The analysed soil columns include sites whose performance during the 2010-2011 Canterbury earthquakes varied significantly, from no liquefaction manifestation at the ground surface to very severe liquefaction, in which case a large area of the site was covered by thick soil ejecta. Key soil profile characteristics and response mechanisms affecting the severity of surface liquefaction manifestation and subsequent damage are explored. The influence of shaking intensity on the triggering and contribution of these mechanisms is also discussed. Careful examination of the results highlights the importance of considering the deposit as a whole, i.e. a system of layers, including interactions between layers in the dynamic response and through pore water pressure redistribution and water flow.
In 2010 and 2011 a series of earthquakes hit the central region of Canterbury, New Zealand, triggering widespread and damaging liquefaction in the area of Christchurch. Liquefaction occurred in natural clean sand deposits, but also in silty (fines-containing) sand deposits of fluvial origin. Comprehensive research efforts have been subsequently undertaken to identify key factors that influenced liquefaction triggering and severity of its manifestation. This research aims at evaluating the effects of fines content, fabric and layered structure on the cyclic undrained response of silty soils from Christchurch using Direct Simple Shear (DSS) tests. This poster outlines preliminary calibration and verification DSS tests performed on a clean sand to ensure reliability of testing procedures before these are applied to Christchurch soils.
Indigenous Peoples retain traditional coping strategies for disasters despite the marginalisation of many Indigenous communities. This article describes the response of Māori to the Christchurch earthquakes of 2010 and 2012 through analyses of available statistical data and reports, and interviews done three months and one year after the most damaging event. A significant difference between Māori and ‘mainstream’ New Zealand was the greater mobility enacted by Māori throughout this period, with organisations having roles beyond their traditional catchments throughout the disaster, including important support for non-Māori. Informed engagement with Indigenous communities, acknowledging their internal diversity and culturally nuanced support networks, would enable more efficient disaster responses in many countries.
We measure the longer-term effect of a major earthquake on the local economy, using night-time light intensity measured from space, and investigate whether insurance claim payments for damaged residential property affected the local recovery process. We focus on the destructive Canterbury Earthquake Sequence (CES) 2010 -2011 as our case study. Uniquely for this event, more than 95% of residential housing units were covered by insurance, but insurance payments were staggered over 5 years, enabling us to identify their local impact. We find that night-time luminosity can capture the process of recovery and describe the recovery’s determinants. We also find that insurance payments contributed significantly to the process of economic recovery after the earthquake, but delayed payments were less affective and cash settlement of claims were more effective than insurance-managed repairs in contributing to local recovery.

In the wake of New Zealand's largest natural disaster, the health system needed to respond rapidly to changing needs and damaged infrastructure in the short-term in the context of developing sustainable long-term solutions. Canterbury was undergoing system transformation prior to the quakes, however the horizon of transformation was brought forward post-quake: 'Vision 2020' became the vision for now. Innovation was enabled as people working across the system addressed new constraints such as the loss of 106 acute hospital beds, 635 aged residential care beds, the loss of general practices and pharmacies as well as damaged non-government organisation sector. A number of new integration initiatives (e.g. a shared electronic health record system, community rehabilitation for older people, community falls prevention) and expansion of existing programs (e.g. acute demand management) were focused on supporting people to stay well in their homes and communities. The system working together in an integrated way has resulted in significant reductions in acute health service utilisation in Canterbury. Acute admission rates have not increased and remain significantly below national rates and the number of acute and rehabilitation bed days have fallen since the quakes, with these trends most evident among older people. However, health needs frequently reported in post-disaster literature have created greater pressures on the system. In particular, an escalating number of people facing mental health problems and coping with acute needs of the migrant rebuild population provide new challenges for a workforce also affected by the quakes. The recovery journey for Canterbury is not over.
Following the magnitude 6.3 aftershock in Christchurch, New Zealand, on 22 February 2011, a number of researchers were sent to Christchurch as part of the New Zealand Natural Hazard Research Platform funded “Project Masonry” Recovery Project. Their goal was to document and interpret the damage to the masonry buildings and churches in the region. Approximately 650 unreinforced and retrofitted clay brick masonry buildings in the Christchurch area were surveyed for commonly occurring failure patterns and collapse mechanisms. The entire building stock of Christchurch, and in particular the unreinforced masonry building stock, is similar to that in the rest of New Zealand, Australia, and abroad, so the observations made here are relevant for the entire world.

Unrestrained unreinforced clay brick masonry (URM) parapets are found atop a large number of vintage URM buildings. Parapets are typically non-structural cantilevered wall elements that form a fire barrier and in most cases form decorative and ornamental features of vintage URM buildings. Parapets are considered to be one of the most vulnerable elements that are prone to out-of-plane collapse when subjected to earthquake induced shaking. An in-depth analysis of the damage database collected following the 2010/2011 Canterbury earthquakes was performed to obtain information about the distribution, characteristics and observed performance of both the as-built and retrofitted parapets in the Christchurch region. The 14 November 2016 Kaikōura earthquake had major impacts on New Zealand's transport system. Road, rail and port infrastructure was damaged, creating substantial disruption for transport operators, residents, tourists, and business owners in the Canterbury, Marlborough and Wellington regions, with knock-on consequences elsewhere. During both the response and recovery phases, a large amount of information and data relating to the transport system was generated, managed, analysed, and exchanged within and between organisations to assist decision making. To improve information and data exchanges and related decision making in the transport sector during future events and guide new resilience strategies, we present key findings from a recent post-earthquake assessment. The research involved 35 different stakeholder groups and was conducted for the Ministry of Transport. We consider what transport information was available, its usefulness, where it was sourced from, mechanisms for data transfer between organisations, and suggested approaches for continued monitoring.
In September 2010 and February 2011 the Canterbury region of New Zealand was struck by two powerful earthquakes, registering magnitude 7.1 and 6.3 respectively on the Richter scale. The second earthquake was centred 10 kilometres south-east of the centre of Christchurch (the region’s capital and New Zealand’s third most populous urban area, with approximately 360,000 residents) at a depth of five kilometres. 185 people were killed, making it the second deadliest natural disaster in New Zealand’s history. (66 people were killed in the collapse of one building alone, the six-storey Canterbury Television building.) The earthquake occurred during the lunch hour, increasing the number of people killed on footpaths and in buses and cars by falling debris. In addition to the loss of life, the earthquake caused catastrophic damage to both land and buildings in Christchurch, particularly in the central business district. Many commercial and residential buildings collapsed in the tremors; others were damaged through soil liquefaction and surface flooding. Over 1,000 buildings in the central business district were eventually demolished because of safety concerns, and an estimated 70,000 people had to leave the city after the earthquakes because their homes were uninhabitable. The New Zealand Government declared a state of national emergency, which stayed in force for ten weeks. In 2014 the Government estimated that the rebuild process would cost NZ$40 billion (approximately US$27.3 billion, a cost equivalent to 17% of New Zealand’s annual GDP). Economists now estimate it could take the New Zealand economy between 50 and 100 years to recover. The earthquakes generated tens of thousands of insurance claims, both against private home insurance companies and against the New Zealand Earthquake Commission, a government-owned statutory body which provides primary natural disaster insurance to residential property owners in New Zealand. These ranged from claims for hundreds of millions of dollars concerning the local port and university to much smaller claims in respect of the thousands of residential homes damaged. Many of these insurance claims resulted in civil proceedings, caused by disputes about policy cover, the extent of the damage and the cost and/or methodology of repairs, as well as failures in communication and delays caused by the overwhelming number of claims. Disputes were complicated by the fact that the Earthquake Commission provides primary insurance cover up to a monetary cap, with any additional costs to be met by the property owner’s private insurer. Litigation funders and non-lawyer claims advocates who took a percentage of any insurance proceeds also soon became involved. These two factors increased the number of parties involved in any given claim and introduced further obstacles to resolution. Resolving these disputes both efficiently and fairly was (and remains) central to the rebuild process. This created an unprecedented challenge for the justice system in Christchurch (and New Zealand), exacerbated by the fact that the Christchurch High Court building was itself damaged in the earthquakes, with the Court having to relocate to temporary premises. (The High Court hears civil claims exceeding NZ$200,000 in value (approximately US$140,000) or those involving particularly complex issues. Most of the claims fell into this category.) This paper will examine the response of the Christchurch High Court to this extraordinary situation as a case study in innovative judging practices and from a jurisprudential perspective. In 2011, following the earthquakes, the High Court made a commitment that earthquake-related civil claims would be dealt with as swiftly as the Court's resources permitted. In May 2012, it commenced a special “Earthquake List” to manage these cases. The list (which is ongoing) seeks to streamline the trial process, resolve quickly claims with precedent value or involving acute personal hardship or large numbers of people, facilitate settlement and generally work proactively and innovatively with local lawyers, technical experts and other stakeholders. For example, the Court maintains a public list (in spreadsheet format, available online) with details of all active cases before the Court, listing the parties and their lawyers, summarising the facts and identifying the legal issues raised. It identifies cases in which issues of general importance have been or will be decided, with the expressed purpose being to assist earthquake litigants and those contemplating litigation and to facilitate communication among parties and lawyers. This paper will posit the Earthquake List as an attempt to implement innovative judging techniques to provide efficient yet just legal processes, and which can be examined from a variety of jurisprudential perspectives. One of these is as a case study in the well-established debate about the dialogic relationship between public decisions and private settlement in the rule of law. Drawing on the work of scholars such as Hazel Genn, Owen Fiss, David Luban, Carrie Menkel-Meadow and Judith Resnik, it will explore the tension between the need to develop the law through the doctrine of precedent and the need to resolve civil disputes fairly, affordably and expeditiously. It will also be informed by the presenter’s personal experience of the interplay between reported decisions and private settlement in post-earthquake Christchurch through her work mediating insurance disputes. From a methodological perspective, this research project itself gives rise to issues suitable for discussion at the Law and Society Annual Meeting. These include the challenges in empirical study of judges, working with data collected by the courts and statistical analysis of the legal process in reference to settlement. September 2015 marked the five-year anniversary of the first Christchurch earthquake. There remains widespread dissatisfaction amongst Christchurch residents with the ongoing delays in resolving claims, particularly insurers, and the rebuild process. There will continue to be challenges in Christchurch for years to come, both from as-yet unresolved claims but also because of the possibility of a new wave of claims arising from poor quality repairs. Thus, a final purpose of presenting this paper at the 2016 Meeting is to gain the benefit of other scholarly perspectives and experiences of innovative judging best practice, with a view to strengthening and improving the judicial processes in Christchurch. This Annual Meeting of the Law and Society Association in New Orleans is a particularly appropriate forum for this paper, given the recent ten year anniversary of Hurricane Katrina and the plenary session theme of “Natural and Unnatural Disasters – human crises and law’s response.” The presenter has a personal connection with this theme, as she was a Fulbright scholar from New Zealand at New York University in 2005/2006 and participated in the student volunteer cleanup effort in New Orleans following Katrina. http://www.lawandsociety.org/NewOrleans2016/docs/2016_Program.pdf
Knowing how to rapidly rebuild disaster-damaged infrastructure, while deciding appropriate recovery strategies and catering for future investment is a matter of core interest to government decision makers, utility providers, and business sectors. The purpose of this research is to explore the effects of decisions and outcomes for physical reconstruction on the overall recovery process of horizontal infrastructure in New Zealand using the Canterbury and Kaikoura earthquakes as cases. A mixed approach including a systematic review, questionnaire survey and semi-structured interviews is used to capture perspectives of those involved in reconstruction process and gain insights into the effect of critical elements on infrastructure downtime. Findings from this research will contribute towards advancements of a systems dynamics model considering critical decision-making variables across phases of the reconstruction process to assess how these variables affect the rebuild process and the corresponding downtime. This project will improve the ability to explore alternative resilience improvement pathways and test the efficacy of alternative means for facilitating a faster and better reconstruction process.
