Generalized conditional intensity measure (GCIM) method is extended to ground motion selection for scenario ruptures. Using different rupture scenarios and site conditions, various aspects of the GCIM methodology are scrutinized, including: (i) implementation of different weight vectors and the composition of the IM vector; (ii) quantifying the importance of replicate selections for different number of desired ground motions; and (iii) the effect of considering bounds on the implicit causal parameters of the prospective ground motions. Using the extended methodology, representative ground motion ensembles for several major earthquake scenarios in New Zealand are developed. Cases considered include representative ground motions for the occurrence of Alpine, Hope, and Porters Pass earthquakes in Christchurch city, and the occurrence of Wellington, Wairarapa, and Ohariu fault ruptures in Wellington city. Challenges in the development of ground motion ensembles for subduction zone earthquakes are also highlighted. The selected scenario-based ground motion sets can be used to complement ground motions which are often selected in conjunction with probabilistic seismic hazard analysis, in order to understand the performance of structures for the question “what if this fault ruptures?”

Access to clean and safe drinking water is a fundamental human requirement. However, in many areas of the world natural water sources have been impacted by a variety of biological and chemical contaminants. The ingestion of these contaminants may cause acute or chronic health problems. To prevent such illnesses, many technologies have been developed to treat, disinfect and supply safe drinking water quality. However, despite these advancements, water supply distribution systems can adversely affect the drinking water quality before it is delivered to consumers. The primary aim of this research was to investigate the effect that water distribution systems may have on household drinking water quality in Christchurch, New Zealand and Addis Ababa, Ethiopia. Water samples were collected from the source water and household taps in both cities. The samples were then tested for various physical, chemical and biological water quality parameters. The data collected was also used to determine if water samples complied with national drinking water quality standards in both countries. Independent samples t-test statistical analyses were also performed to determine if water quality measured in the samples collected from the source and household taps was significantly different. Water quality did not vary considerably between the source and tap water samples collected in Christchurch City. No bacteria were detected in any sample. However, the pH and total iron concentrations measured in source and tap water samples were found to be significantly different. The lower pH values measured in tap water samples suggests that corrosion may be taking place in the distribution system. No water samples transgressed the Drinking Water Standards for New Zealand (DWSNZ) MAVs. Monitoring data collected by the Christchurch City Council (CCC) was also used for comparison. A number of pH, turbidity and total iron concentration measurements collected by the CCC in 2011 were found to exceed the guideline values. This is likely due to structural damage to the source wells and pump-stations that occurred during the 2011 earthquake events. Overall, it was concluded that the distribution system does not adversely affect the quality of Christchurch City’s household drinking water. The water quality measured in samples collected from the source (LTP) and household taps in Addis Ababa was found to vary considerably. The water collected from the source complied with the Ethiopian (WHO) drinking water quality standards. However, tap water samples were often found to have degraded water quality for the physical and chemical parameters tested. This was especially the case after supply interruption and reinstatement events. Bacteria were also often detected in household tap water samples. The results from this study indicate that water supply disruptions may result in degraded water quality. This may be due to a drop in pipeline pressure and the intrusion of contaminants through the leaky and cross-connected pipes in the distribution network. This adversely affects the drinking water quality in Addis Ababa.

This paper summarizes the development of a high-resolution surficial shear wave velocity model based on the combination of the large high-spatial-density database of cone penetration test (CPT) logs in and around Christchurch, New Zealand and a recently-developed Christchurch-specific empirical correlation between soil shear wave velocity and CPT. This near-surface shear wave velocity model has applications for site characterization efforts via the development of maps of time-averaged shear wave velocities over specific depths, as well as use in site response analysis and ground motion simulation.

Organisations locate strategically within Business Districts (CBDs) in order to cultivate their image, increase their profile, and improve access to customers, suppliers, and services. While CBDs offer an economic benefit to organisations, they also present a unique set of hazard vulnerabilities and planning challenges for businesses. As of May 2012, the Christchurch CBD has been partially cordoned off for over 14 months. Economic activity within the cordoned CBD, which previously contained 6,000 businesses and over 51,000 workers, has been significantly diminished and organisations have been forced to find new ways of operating. The vulnerabilities and resilience of CBDs not only influences outcomes for CBD organisations, but also the broader interconnected (urban/regional/national) system. A CBD is a hub of economic, social, and built infrastructure within a network of links and nodes. When the hub is disrupted all of the people, objects, and transactions that usually flow into and out of the hub must be redirected elsewhere. In an urban situation this means traffic jams in peripheries of the city, increased prices of commercial property, and capital flight; all of which are currently being faced in Canterbury. This report presents the lessons learned from organisations in CBDs affected by the Canterbury earthquakes. Here we focus on the Christchurch CBD; however, several urban town centres were extensively disrupted by the earthquakes. The statistics and discussion presented in this report are based on the results of an ongoing study conducted by Resilient Organisations (www.resorgs.org.nz). The data was captured using two questionnaire surveys of Canterbury organisations (issued November 2010 and May 2011), interviews with key informants, and in-depth case studies of organisations. Several industry sectors were sampled, and geographic samples of organisations in the Christchurch CBD, Lyttelton, and the Kaiapoi town centre were also collected. Results in this report describing “non-CBD organisations” refer to all organisations outside of the Christchurch CBD, Lyttelton, and Kaiapoi town centres.

Severe liquefaction was repeatedly observed during the 2010 - 2011 C hristchurch earthquake s , particularly affecting deposits of fine sands and silty sands of recent fluvial or estuarine origin. The effects of liquefaction included major sliding of soil tow ard water bodies ( i.e. lateral spreading ) rang ing from centimetres to several metres. In this paper, a series of undrained cyclic torsional shear tests were conducted to evaluate the liquefaction and extremely large deformation properties of Christchurch b oiled sand . In these tests, the simple shear conditions were reproduced in order to apply realistic stress conditions that soil s experience in the field during horizontal seismic shaking. Several hollow cylindrical medium dense specimens ( D r = 50%) were pr epared by pluviation method, isotropically consolidated at an effective stress of 100 kPa and then cyclically sheared under undrained conditions up to 10 0% double amplitude shear strain (γ DA ) . The cyclic strength at different levels of γ DA of 7.5%, 15%, 3 0 % and 6 0%, development of extremely large post - liquefaction deformation and shear strain locali s ation properties were assessed from the analysis of the effective stress paths and stress - strain responses . To reveal possible distinctiveness, the cyclic undra ined behaviour of CHCH boiled sand was compared with that of Toyoura sand previously examined under similar testing conditions

This paper presents an overview of the soil profile characteristics at strong motion station (SMS) locations in the Christchurch Central Business District (CBD) based on recently completed geotechnical site investigations. Given the variability of Christchurch soils, detailed investigations were needed in close vicinity to each SMS. In this regard, CPT, SPT and borehole data, and shear wave velocity (Vs) profiles from surface wave dispersion data in close vicinity to the SMSs have been used to develop detailed representative soil profiles at each site and to determine site classes according to the New Zealand standard NZS1170.5. A disparity between the NZS1170.5 site classes based on Vs and SPT N60 investigation techniques is highlighted, and additional studies are needed to harmonize site classification based on these techniques. The short period mode of vibration of soft deposits above gravels, which are found throughout Christchurch, are compared to the long period mode of vibration of the entire soil profile to bedrock. These two distinct modes of vibration require further investigation to determine their impact on the site response. According to current American and European approaches to seismic site classification, all SMSs were classified as problematic soil sites due to the presence of liquefiable strata, soils which are not directly accounted for by the NZS1170.5 approach.

A major lesson from the 2011 Christchurch earthquake was the apparent lack of ductility of some lightly reinforced concrete (RC) wall structures. In particular, the structural behaviour of the critical wall in the Gallery Apartments building demonstrated that the inelastic deformation capacity of a structure, as well as potentially brittle failure of the reinforcement, is dependent on the level of bond deterioration between reinforcement and surrounding concrete that occurs under seismic loading. This paper presents the findings of an experimental study on bond behaviour between deformed reinforcing bars and the surrounding concrete. Bond strength and relative bond slip was evaluated using 75 pull-out tests under monotonic and cyclic loading. Variations of the experiments include the loading rate, loading history, concrete strength (25 to 70 MPa), concrete age, cover thickness, bar diameter (16 and 20 mm), embedded length, and the position of the embedded bond region within the specimen (deep within or close to free surface). Select test results are presented with inferred implications for RC structures.

Existing New Zealand (NZ) building stock contains a significant number of structures designed prior to 1995 with non-ductile reinforced concrete (RC) columns. Recent earthquakes and research show that columns with such details perform poorly when subjected to seismic demand, losing gravity load carrying capacity at drift levels lower than the expected one. Therefore, in order to have a better understanding of existing RC columns in NZ, the history of these elements is investigated in this paper. The evolution of RC column design guidelines in NZ standards since the 1970s is scrutinized. For this purpose, a number of RC columns from Christchurch buildings built prior to 1995 are assessed using the current code of practice.

There are many things that organisations of any size can do to prepare for a disaster or crisis. Traditionally, the advice given to business has focused on identifying risks, reducing their likely occurrence, and planning in advance how to respond. More recently, there is growing interest in the broader concept of organisational resilience which includes planning for crisis but also considers traits that lead to organisational adaptability and ability to thrive despite adverse circumstances. In this paper we examine the policy frameworks1 within New Zealand that influence the resilience of small and medium sized businesses (SMEs). The first part of the paper focuses on the New Zealand context, including the prevailing political and economic ideologies, the general nature of New Zealand SMEs and the nature of New Zealand’s hazard environment. The paper then goes on to outline the key policy frameworks in place relevant to SMEs and hazards. The final part of the paper examines the way the preexisting policy environment influenced the response of SMEs and Government following the Canterbury earthquakes.

Blended learning plays an important role in many tertiary institutions but little has been written about the implementation of blended learning in times of adversity, natural disaster or crisis. This paper describes how, in the wake of the 22 February Canterbury earthquake, five teacher educators responded to crisis-driven changing demands and changing directions. Our narratives describe how blended learning provided students in initial teacher education programmes with some certainty and continuity during a time of civil emergency. The professional learning generated from our experiences provides valuable insights for designing and preparing for blended learning in times of crisis, as well as developing resilient blended learning programmes for the future.

This poster aims to present fragility functions for pipelines buried in liquefaction-prone soils. Existing fragility models used to quantify losses can be based on old data or use complex metrics. Addressing these issues, the proposed functions are based on the Christchurch network and soil and utilizes the Canterbury earthquake sequence (CES) data, partially represented in Figure 1. Figure 1 (a) presents the pipe failure dataset, which describes the date, location and pipe on which failures occurred. Figure 1 (b) shows the simulated ground motion intensity median of the 22nd February 2011 earthquake. To develop the model, the network and soil characteristics have also been utilized

INTRODUCTION: After the 2011 Canterbury earthquake, the provision of school social work was extended into a larger number of schools in the greater Christchurch region to support discussions of their practice priorities and responses in post-earthquake schools. FINDINGS: Two main interpretations of need are reflected in the school social workers’ accounts of their work with children and families. Firstly, hardship-focused need, which represented children as adversely influenced by their home circumstances; the interventions were primarily with parents. These families were mainly from schools in low socioeconomic areas. Secondly, anxiety-based need, a newer practice response, which emphasised children who were considered particularly susceptible to the impacts of the disaster event. This article considers how these practitioners conceptualised and responded to the needs of the children and their families in this context. METHOD: A qualitative study examining recovery policy and school social work practice following the earthquakes including 12 semi-structured interviews with school social workers. This article provides a Foucauldian analysis of the social worker participants’ perspectives on emotional and psychological issues for children, particularly those from middle-class families; the main interventions were direct therapeutic work with children themselves. Embedded within these practice accounts are moments in which the social workers contested the predominant, individualising conceptualisations of need to enable more open-ended, negotiable, interconnected relationships in post-earthquake schools. IMPLICATIONS: In the aftermath of disasters, school social workers can reflect on their preferred practice responses and institutional influences in schools to offer children and families opportunities to reject the prevalent norms of risk and vulnerability.
