A year after the first earthquake on 4 September 2010, aftershocks continue to be felt in Canterbury, and they're not always seismic ones. When buildings collapse or are cordoned off, or even just closed for repairs - what happens to the lives and livelihoods of those who used to fill them with noise and energy? Kris Vavasour returns to Lyttelton to catch up with performers and friends, to hear about life in an altered landscape.
"Prior to the devastating 2010-2011 Canterbury earthquakes, the city of Christchurch was already exhibiting signs of a housing affordability crisis. The causes and symptoms were similar to those being experienced in Auckland, but the substantial damage to the housing stock caused by the earthquakes added new dimensions and impetus to the problem. Large swathes of the most affordable housing stock in the east of the city were effectively destroyed by the earthquakes. In itself this would have pushed the mean house price upwards, but compounding problems exacerbated the situation. These include the price effects of reduced supply of both rented and owned housing and increased demand from both displaced residents and an influx of rebuild workers. The need for additional temporary housing while repairs were undertaken and the associated insurance pay-outs bidding up rents with improved rental returns leading to increased interest in property investment. Land supply constraints and consenting issues inhibiting the build of new housing and political infighting and uncertainty regarding the future of parts of the city leading to a flight of development activity to peripheral locations and adjoining local authorities. Concerns that the erosion of the city council rating base combined with inadequacy of insurance cover for infrastructure will lead to large rates increases, increased development costs and reduced amenities and services in future years. These and other issuers will be elaborated on in this paper with a view to exploring the way forward for affordable housing Christchurch City."
This study analyses the success and limitations of the recovery process following the 2010–11 earthquake sequence in Christchurch, New Zealand. Data were obtained from in-depth interviews with 32 relocated households in Christchurch, and from a review of recovery policies implemented by the government. A top-down approach to disaster recovery was evident, with the creation of multiple government agencies and processes that made grassroots input into decision-making difficult. Although insurance proceeds enabled the repair and rebuilding of many dwellings, the complexity and adversarial nature of the claim procedures also impaired recovery. Householders’ perceptions of recovery reflected key aspects of their post-earthquake experiences (e.g. the housing offer they received, and the negotiations involved), and the outcomes of their relocation (including the value of the new home, their subjective well-being, and lifestyle after relocation). Protracted insurance negotiations, unfair offers and hardships in post-earthquake life were major challenges to recovery. Less-thanfavourable recovery experiences also transformed patterns of trust in local communities, as relocated householders came to doubt both the government and private insurance companies’ ability to successfully manage a disaster. At the same time, many relocated households expressed trust in their neighbours and communities. This study illuminates how government policies influence disaster recovery while also suggesting a need to reconsider centralised, top-down approaches to managing recovery.
We're broadcasting today from Christchurch on the second anniversary of the six point three magnitude earthquake which devastated this city. One hundred and eighty five died in the quake and today at midday a memorial service will be held in Latimer Square. After two years, the pace of the rebuild is growing, but for some, so is frustration. More than seven thousand property owners in the residential red zone received a buyout offer from the government. Most of those have taken it - but there are a few who haven't.

But how quickly have other earthquake hit cities returned to their former glory? Radio New Zealand Christchurch reporter, Rachel Graham, visited Japan for an Insight documentary to compare the progress made in the Sendai area, almost four years after it was hit by a magnitude 9 earthquake and a mega tsunami. She also visited Kobe to look at the impact on that city, and the lessons learnt, 20 years after it was hit by a major earthquake.

The old Christchurch Railway Station Clock Tower was damaged during the 7.1 magnitude quake on 4 September 2010 and was braced by the wooden sleeve until repaired. However, although the sleeve did its job during the 6.3 magnitude quake on 22 February 2011, the lower part of the tower started to break away.
The Earthquake Commission has settled with a Christchurch homeowner, just days before their test case was due to be heard at the High Court. Jamie Gibling used his KiwiSaver to buy his first family home in New Brighton after the quakes, believing it had been properly repaired. He later learned the repairs were botched and would cost $300,000 to fix. His "onsold" test case was supposed to be heard on Monday to clarify who was liable. But today EQC announced it had reached a settlement with the family and that agreement would provide a framework for the 54 other claimants also with Shine Lawyers. Finance and EQC Minister Grant Robertson last week announced an "onsold" settlement kitty of $300 million for the next 12 months but legal experts working with claimants have told Checkpoint it could cost taxpayers much much more. EQC's Deputy Chief Executive is Renee Walker. On Thursday she came into the studio and Lisa Owen asked her if the Giblings got what they asked for and if the 54 others who signed up to the class action would get the same.

New Zealand is one of the most highly urbanised countries in the world with well over 87 per cent of us living in 138 recognised urban centres, yet the number of people residing in inner city areas is proportionally very low. Householders have been exercising their preference for suburban or rural areas by opting for low density suburban environments. It is widely agreed that productivity and sustainability increase when people aggregate in the inner city, however there is a perceived trade-off between the density and liveability of an area. Achieving liveability in the inner city is concerned with reducing the pressures which emerge from higher population densities. Promoting inclusive societies, revitalising underutilised cityscapes, ensuring accessibility and fostering sense of place, are all elements essential to achieving liveable communities. The rebuild following the 2010 and 2011 Canterbury earthquakes provides Christchurch with an opportunity to shape a more environmentally sustainable, economically vibrant and liveable city. This research involves undertaking a case study of current inner city liveability measures and those provided for through the rebuild. A cross-case analysis with two of the world’s most liveable cities, Melbourne and Vancouver, exposes Christchurch’s potential shortcomings and reveals practical measures the city could implement in order to promote liveability.

The Christchurch City Council has confirmed the demolition of the earthquake-damaged Lancaster Park sports stadium will begin this year. Lancaster Park Cricket club was one of the sports ground's first tenants when it was established in 1881. An act of parliament means the ground has to be used for sport and recreation. "We're certainly looking foward to being able to get back on the ground and for it to be turned back into green space," Ric Horsfall from the cricket club says.

These homes were in the 'red zone'. But 10,500 owners in the orange zone were left in limbo, with their properties requiring further assessment. One of the options presented to residents in the red zone, ideal for people with replacement policies, was the government bought your land, and you dealt directly with your insurers about your house. The ticket office at Lancaster Park (AMI Stadium), not used since the February 2011 earthquake. Windows broken and door boarded up. We are still waiting to see what the outcome is for this stadium. Government want a new one closer to the CBD, so there is talk of this being demolished, while others want it repaired.
