This week marked the 4th anniversary of the Christchurch and Canterbury earthquake. New research from the University of Otago in Christchurch with earthquake survivors is shedding some light on the question of what makes some people cope better with trauma than others. A group of psychiatrists and psychologists from the University have been studying a group of more than 100 Cantabrians exposed to high levels of stress during the earthquakes who coped well. They compared this group against a group of patients with post-earthquake trauma, being treated by the Adult Specialist Services Earthquake Treatment Team, or ASSETT, set up by the Canterbury DHB. Dr Gini McIntosh from the Otago University is part of the research team, and one of the psychologists with ASSETT.

This paper provides an overview of the salient aspects of the dense array of ground motions observed in the 4 September 2010 Darfield and 22 February 2011 Christchurch earthquakes. Particular attention is given to inferred physical reasons for the observed ground motions, which include: (i) source features such as forward directivity effects; (ii) The effects of the Canterbury Plains sedimentary basin on basin-generated surface waves, and waveguide effects through the region; and (iii) the importance of local site response as evidenced by observations of large long period amplification and liquefaction. The significance of vertical ground motion intensity is also examined.

This paper provides a brief discussion of observed strong ground motions from the 14 November 2016 Mw7.8 Kaikoura earthquake. Specific attention is given to examining observations in the near-source region where several ground motions exceeding 1.0g horizontal are recorded, as well as up to 2.7g in the vertical direction at one location. Ground motion response spectra in the near-source, North Canterbury, Marlborough and Wellington regions are also examined and compared with design levels. Observed spectral amplitudes are also compared with predictions from empirical and physics-based ground motion modelling.

This research briefing reports on the key findings of a computer-assisted text analysis of records from The Press newspaper related to the Earthquake Commission (EQC) from 2010 to 2019. The briefing has been prepared as a submission to the Public Inquiry into the Earthquake Commission. The aim of producing this research briefing is to provide the Public Inquiry with preliminary findings of a large-scale overview of media coverage on EQC and to identify and quantify key features and trends in public discourse about EQC over time. This research, which aggregates many stories and voices over time, offers a unique lens to view how EQC has been collectively represented, understood and experienced by the people of Canterbury.

This report examines and compares case studies of labour market policy responses in APEC economies to natural disasters. It first reviews the policies and practice within APEC economies and internationally in managing the labour market effects of natural disasters. By using comparative case studies, the report then compares recent disaster events in the Asia-Pacific region, including: - the June 2013 Southern Alberta floods in Canada; - the 2010 and 2011 Queensland floods in Australia; - the 2010 and 2011 Canterbury earthquakes in New Zealand; - the 2011 Great East Japan Earthquake and Tsunami in Japan; and - the 2008 Wenchuan earthquake in China.

Refers to the controversy over the decision to demolish the Christchurch Cathedral which was severely damaged in the earthquakes of 2010 and 2011. The Anglican Bishop of Christchurch Victoria Mathews says the decision to demolish the cathedral was reached through prayer, great deliberation and with the utmost concern for safety. The Bishop says a number of options were considered before deciding to bring the walls down but the turning point was 23 December 2011, when a series of strong quakes rocked the city. At that stage the Canterbury Earthquake Authority approached the church. "CERA told us that our plans for making safe and retrieving, and then stepping back and making further decisions were no longer adequate." Christchurch City council announced their support on Twitter this afternoon (17 May 2012) - tweeting an endorsement to an immediate pause on demolition of the Cathedral to enable deeper and more open consideration of options. Refers to the government's earthquake response legislation and the Rugby World Cup 2011 (Empowering) Bill. 26 experts in constitutional law from all six of the country's law faculties have penned a letter condemning the Government's earthquake response legislation. No sooner was their work in the public eye than the similarly flawed Rugby World Cup 2011 (Empowering) Bill was reported back from a select committee, with a recommendation that it pass. It also goes far beyond what is required to get things done. In bypassing the normal consent process, the bill says the authority does not have to hold hearings on applications and that its decisions can be challenged in the High Court only on points of law. Effectively, the legislation asks New Zealanders to accept that the Rugby World Cup Minister knows best. It is he who knows how the event must be run. Precisely the same attitude pervades the Canterbury Earthquake Response and Recovery Act. This hands individual Government ministers the power to change almost every law, thereby handing Parliament's normal law-making role to the Executive. The performance of conventionally designed reinforced concrete (RC) structures during the 2011 Christchurch earthquake has demonstrated that there is greater uncertainty in the seismic performance of RC components than previously understood. RC frame and wall structures in the Christchurch central business district were observed to form undesirable cracks patterns in the plastic hinge region while yield penetration either side of cracks, and into development zones, were less than theoretical predictions. The implications of this unexpected behaviour: (i) significantly less available ductility; (ii) less hysteretic energy dissipation; and (iii) the localization of peak reinforcement strains, results in considerable doubt for the residual capacity of RC structures. The significance of these consequences has prompted a review of potential sources of uncertainty in seismic experimentation with the intention to improve the current confidence level for newly designed conventional RC structures. This paper attempts to revisit the principles of RC mechanics, in particular, to consider the influence of loading history, concrete tensile strength, and reinforcement ratio on the performance of ‘real’ RC structures compared to experimental test specimens.

This study uses 44 high quality liquefaction case histories taken from 22 locations affected by the 2010-2011 Canterbury earthquake sequence to evaluate four commonly used CPT-VS correlations (i.e., Robertson, 2009; Hegazy and Mayne, 2006; Andrus et al., 2007; McGann et al., 2015b). Co-located CPT soundings and VS profiles, developed from surface wave testing, were obtained at 22 locations and case histories were developed for the Mw 7.1, 4 September 2010 Darfield and Mw 6.2, 22 February 2011 Christchurch earthquakes. The CPT soundings are used to generate VS profiles using each of four CPT-VS correlations. These correlated VS profiles are used to estimate the factor of safety against liquefaction using the Kayen et al. (2013) VS-based simplified liquefaction evaluation procedure. An error index is used to quantify the predictive capabilities of these correlations in relation to the observations of liquefaction (or the lack thereof). Additionally, the error indices from the CPT-correlated VS profiles are compared to those obtained using: (1) the Kayen et al. (2013) procedure with surface wave-derived VS profiles, and (2) the Idriss and Boulanger (2008) CPT-based liquefaction evaluation procedure. Based on the error indices, the evaluation procedures based on direct measurements of either CPT or VS provided more accurate liquefaction triggering estimates than those obtained from any of the CPT-VS correlations. However, the performance of the CPT-VS correlations varied, with the Robertson (2009) and Hegazy and Mayne (2006) correlations performing relatively poorly for the Christchurch soils and the Andrus et al. (2007) and McGann et al. (2015b) correlations performing better. The McGann et al. (2015b) correlation had the lowest error indices of the CPT-VS correlations tested, however, none of the CPT-VS correlations provided accurate enough VS predictions to be used for the evaluation of liquefaction triggering using the VS-based liquefaction evaluation procedures.

The 2010-2011 Canterbury earthquakes were recorded over a dense strong motion network in the near-source region, yielding significant observational evidence of seismic complexities, and a basis for interpretation of multi-disciplinary datasets and induced damage to the natural and built environment. This paper provides an overview of observed strong motions from these events and retrospective comparisons with both empirical and physics-based ground motion models. Both empirical and physics-based methods provide good predictions of observations at short vibration periods in an average sense. However, observed ground motion amplitudes at specific locations, such as Heathcote Valley, are seen to systematically depart from ‘average’ empirical predictions as a result of near surface stratigraphic and topographic features which are well modelled via sitespecific response analyses. Significant insight into the long period bias in empirical predictions is obtained from the use of hybrid broadband ground motion simulation. The comparison of both empirical and physics-based simulations against a set of 10 events in the sequence clearly illustrates the potential for simulations to improve ground motion and site response prediction, both at present, and further in the future.
