This analysis employs both qualitative and quantitative approaches to identify how young adults in New Zealand aged 18-25 years old have engaged with All Right? campaign material. A survey targeting young adults returned 51 viable out of 117 responses due to participation prerequisites. From the survey, five participants elaborated on their thoughts in an in-depth interview voluntarily. Interviews were conducted with key personnel from All Right? to craft broader understanding of the initiative whilst enhancing knowledge of mental health frameworks and their application. Ciaran Fox, Lucy Daeth and Sara Epperson, who have been imperative to the success of the campaign, shared their working experience in the community and public health sector and how this intertwines to their current roles at All Right?. Discussions of key frameworks, community conversations, the development of communication strategies and how All Right? approached Canterbury publics in a post-earthquake setting provided insight to the importance of understanding community circumstance in initial crisis and the correlated secondary stressors.

This participant-observation study explores the process of gathering and evaluating both financial and non-financial information and communication and transfer of that information within a medium-sized electrical service company in Christchurch, New Zealand. The previous literature has established the importance and the main characteristics of small and medium enterprises, mainly studying manufacturing companies. However, there has been little research done in New Zealand on the overall communication process and the financial and non-financial information usage in a small-medium enterprise. The Electrical Company has a flat structure which allows flexibility. The two owners understand the importance of financial management and use financial information extensively to ensure the business expenses are under control. The owners also gather and use non-financial information through talking to their accountant, their customers and people in the same industry and they keenly follow the news on the rebuilding of Christchurch after the recent earthquakes.

Recent earthquakes have highlighted the vulnerability of existing structure to seismic loading. Current seismic retrofit strategies generally focus on increasing the strength/stiffness in order to upgrade the seismic performance of a structure or element. A typical drawback of this approach is that the demand on the structural and sub-structural elements can be increased. This is of particular importance when considering the foundation capacity, which may already be insufficient to allow the full capacity of the existing wall to develop (due to early codes being gravity load orientated). In this thesis a counter intuitive but rational seismic retrofit strategy, termed "selective weakening" is introduced and investigated. This is the first stage of an ongoing research project underway at the University of Canterbury which is focusing on developing selective weakening techniques for the seismic retrofit of reinforced concrete structures. In this initial stage the focus is on developing selective weakening for the seismic retrofit of structural walls. This is performed using a series of experimental, analytical and numerical investigations. A procedure for the assessment of existing structural walls is also compiled, based on the suggestions of currently available code provisions. A selective weakening intervention is performed within an overall performance-based retrofit approach with the aim of improving the inelastic behaviour by first reducing the strength/stiffness of specific members within the structural system. This will be performed with the intention of modifying a shear type behaviour towards a flexural type behaviour. As a result the demand on the structural member will be reduced. Once weakening has been implemented the designer can use the wide range of techniques and materials available (e.g. use of FRP, jacketing or shotcrete) to ensure that adequate characteristics are achieved. Whilst performing this it has to be assured that the structure meets specific performance criteria and the principles of capacity design. A target of the retrofit technique is the ability to introduce the characteristics of recently developed high performance seismic resisting systems, consisting of a self centring and dissipative behaviour (commonly referred to as a hybrid system). In this thesis, results of experimental investigations performed on benchmark and selectively weakened walls are discussed. The investigations consisted of quasi-static cyclic uni-directional tests on two benchmark and two retrofitted cantilever walls. The first benchmark wall is detailed as typical of pre-1970's construction practice. An equivalent wall is retrofitted using a selective weakening approach involving a horizontal cut at foundation level to allow for a rocking response. The second benchmark wall represents a more severe scenario where the inelastic behaviour is dominated by shear. A retrofit solution involving vertically segmenting the wall to improve the ductility and retain gravity carrying capacity by inducing a flexural response is implemented. Numerical investigations on a multi-storey wall system are performed using non linear time history analysis on SDOF and MDOF lumped plasticity models, representing an as built and retrofitted prototype structure. Calibration of the hysteretic response to experimental results is carried out (accounting for pinching and strength degradation). The sensitivity of maximum and residual drifts to p-delta and strength degradation is monitored, along with the sensitivity of the peak base shear to higher mode affects. The results of the experimental and analytical investigations confirmed the feasibility and viability of the proposed retrofit technique, towards improving the seismic performance of structural walls.

The Logie Collection of Canterbury University is one of the small miracles of this country - treasures of the Ancient World from classical Greece and Rome, right back to the Bronze Age - 7000 BC. And when the first big earthquake struck Christchurch in September 2010, there were fears that the priceless collection - described as "one of Australasia's finest collections of classical art" would be utterly destroyed. Well it was and it wasn't. The Logie Collection has a brand-new home - the Teece Museum of Classical Antiquities - and last week it was proudly displayed in an exhibition called We Could Be Heroes. But it certainly didn't look like it at the time. Simon Morris is joined by Terri Elder and Penny Minchin-Garvin, the co-curators of the museum.

After the Christchurch earthquakes, the government declared about 8000 houses as Red Zoned, prohibiting further developments in these properties, and offering the owners to buy them out. The government provided two options for owners: the first was full payment for both land and dwelling at the 2007 property evaluation, the second was payment for land, and the rest to be paid by the owner’s insurance. Most people chose the second option. Using data from LINZ combined with data from StatNZ, this project empirically investigates what led people to choose this second option, and what were the implications of these choices for the owners’ wealth and income.

Improving community resilience requires a way of thinking about the nature of a community. Two complementary aspects are proposed: the flows connecting the community with its surrounding environment and the resources the community needs for its ongoing life. The body of necessary resources is complex, with many interactions between its elements. A systems approach is required to understand the issues adequately. Community resilience is discussed in general terms together with strategies for improving it. The ideas are then illustrated and amplified by an extended case study addressing means of improving the resilience of a community on the West Coast of New Zealand to natural disasters. The case study is in two phases. The first relies on a mix of on-the-ground observations and constructed scenarios to provide recommendations for enhancing community resilience, while the second complements the first by developing a set of general lessons and issues to be addressed from observations of the Christchurch earthquakes of 2010 and 2011.

Severe liquefaction was repeatedly observed during the 2010 - 2011 C hristchurch earthquake s , particularly affecting deposits of fine sands and silty sands of recent fluvial or estuarine origin. The effects of liquefaction included major sliding of soil tow ard water bodies ( i.e. lateral spreading ) rang ing from centimetres to several metres. In this paper, a series of undrained cyclic torsional shear tests were conducted to evaluate the liquefaction and extremely large deformation properties of Christchurch b oiled sand . In these tests, the simple shear conditions were reproduced in order to apply realistic stress conditions that soil s experience in the field during horizontal seismic shaking. Several hollow cylindrical medium dense specimens ( D r = 50%) were pr epared by pluviation method, isotropically consolidated at an effective stress of 100 kPa and then cyclically sheared under undrained conditions up to 10 0% double amplitude shear strain (γ DA ) . The cyclic strength at different levels of γ DA of 7.5%, 15%, 3 0 % and 6 0%, development of extremely large post - liquefaction deformation and shear strain locali s ation properties were assessed from the analysis of the effective stress paths and stress - strain responses . To reveal possible distinctiveness, the cyclic undra ined behaviour of CHCH boiled sand was compared with that of Toyoura sand previously examined under similar testing conditions

Prior to the devastating 2010 and 2011 earthquakes in Christchurch, New Zealand, the University of Canterbury (UC) was renowned for its graduates’ academic preparation and its staff’s research outputs. The town/gown relationship was aloof and strained due to UC’s move from the CBD in the 1970s and students being seen as troublemakers. Despite its vision of people prepared to make a difference, the University’s students and staff were not seen as making a difference in the local community or as being engaged citizens. 
This changed when over 9,000 UC students mobilized themselves into the Student Volunteer Army to provide immediate relief across Christchurch following the four major quakes of 2010 and 2011. Suddenly, UC students were seen as saviors, not miscreants and a focus on citizenship education as part of the University’s strategic direction began to take shape. 
Based on qualitative and quantitative research conducted at UC over the past four years, this interactive presentation will highlight the findings, conclusions, and implications of how the University has been transformed into a recognized, international leader in citizenship education. By integrating students’ community service into their academic studies, the University has changed its persona while students have gained academically, civically, and personally.

We present initial results from a set of three-dimensional (3D) deterministic earthquake ground motion simulations for the northern Canterbury plains, Christchurch and the Banks Peninsula region, which explicitly incorporate the effects of the surface topography. The simu-lations are done using Hercules, an octree-based finite-element parallel software for solving 3D seismic wave propagation problems in heterogeneous media under kinematic faulting. We describe the efforts undertaken to couple Hercules with the South Island Velocity Model (SIVM), which included changes to the SIVM code in order to allow for single repetitive que-ries and thus achieve a seamless finite-element meshing process within the end-to-end ap-proach adopted in Hercules. We present our selection of the region of interest, which corre-sponds to an area of about 120 km × 120 km, with the 3D model reaching a depth of 60 km. Initial simulation parameters are set for relatively high minimum shear wave velocity and a low maximum frequency, which we are progressively scaling up as computing resources permit. While the effects of topography are typically more important at higher frequencies and low seismic velocities, even at this initial stage of our efforts (with a maximum of 2 Hz and a mini-mum of 500 m/s), it is possible to observe the importance of the topography in the response of some key locations within our model. To highlight these effects we compare the results of the 3D topographic model with respect to those of a flat (squashed) 3D model. We draw rele-vant conclusions from the study of topographic effects during earthquakes for this region and describe our plans for future work.

Reconnaissance reports have highlighted the poor performance of non-ductile reinforced concrete buildings during the 2010-11 Canterbury earthquakes. These buildings are widely expected to result in significant losses under future earthquakes due to their seismic vulnerability and prevalence in densely populated urban areas. Wellington, for example, contains more than 70 pre-1970s multi-storey reinforced concrete buildings, ranging in height from 5 to 18 storeys. This study seeks to characterise the seismic performance and evaluate the likely failure modes of a typical pre-1970s reinforced concrete building in Wellington, by conducting advanced numerical simulations to evaluate its 3D nonlinear dynamic response. A representative 9-storey office building constructed in 1951 is chosen for this study and modelled in the finite element analysis programme DIANA, using a previously developed and validated approach to predict the failure modes of doubly reinforced walls with confined boundary regions. The structure consists of long walls and robust framing elements resulting in a stiff lateral load resisting system. Barbell-shaped walls are flanked by stiff columns with sufficient transverse reinforcement to serve as boundary regions. Curved shell elements are used to model the walls and their boundary columns, for which the steel reinforcement is explicitly modelled. Line elements are used to model the frame elements. The steel reinforcement in each member is explicitly modelled. The floor slabs are modelled using elastic shell elements. The model is analysed under short and long duration ground motions selected to match site specific targets in Wellington at the DBE and MCE intensity levels. The observed response of the building including drift profiles at each intesity level, strain localization effects around wall openings, and the influence of bidirectional loading are discussed.

Recent major earthquakes such as Northridge 1994 and Izmit Kocaeli 1999 highlighted the poor performance of existing buildings constructed prior to the early 1970’s. Low lateral seismic design coefficients and the adopted “working stress design” methodology (essentially an elastic design) lacked any inelastic design considerations, thus leading to inadequate detailing. Insufficient development lengths, lapping within potential plastic hinge regions, lack, or total absence of joint transverse reinforcement, and the use of plain round reinforcement and hooked end anchorages were common throughout the structure. The behaviour is generally dominated by brittle local failure mechanisms (e.g. joint or element shear failures) as well as possible soft-storey mechanisms at a global level. Amongst several possible retrofit interventions, a typical solution is to provide the structure with additional structural walls i.e. external buttressing or column in-fills. Extensive developments on precast, post-tensioned, dissipative systems have shown promise for the use of rocking wall systems to retrofit existing poorly detailed frame structures. In this contribution, the feasibility of such a retrofit intervention is investigated. A displacement-based retrofit procedure is developed and proposed, based on targeting pre-defined performance criteria, such as joint shear and/or column curvature deformation limits. A design example, using the proposed retrofit strategy on a prototype frame is presented. A brief overview on experimental work ongoing at the University of Canterbury investigating the dynamic response of advanced rocking walls for retrofit purposes will be provided.

It is fast becoming common practice for civil engineering infrastructure and building structures to be designed to achieve a set of performance objectives. To do so, consideration is now being given to systems capable of sustaining minimal damage after an earthquake while still being cost competitive. This has led to the development of high performance seismic resisting systems, followed by advances in design methodologies. The paper presents the experimental response of four pre-cast, post-tensioned rocking walls with high-performing dissipating solutions tested on the shake-table at the University of Canterbury. The wall systems were designed as a retrofit solution for an existing frame building however, can also be used for the design of new, high-performance structures. The use of externally mounted dampers allowed numerous dissipation schemes to be explored including mild-steel dampers (hysteretic dampers), viscous dampers, a combination of both or no dampers. The advantages of both velocity and displacement dependant dissipation was investigated for protection against strong ground motions with differing rupture characteristics i.e. far-field and near-field events. The experimental results are used to verify a proposed design procedure for post-tensioned rocking systems with supplementary hysteretic and viscous dissipation. The predicted response compared well with the measured shake-table response.

The NMIT Arts & Media Building is the first in a new generation of multistorey timber structures. It employs an advanced damage avoidance earthquake design that is a world first for a timber building. Aurecon structural engineers are the first to use this revolutionary Pres-Lam technology developed at the University of Canterbury. This technology marks a fundamental change in design philosophy. Conventional seismic design of multi-storey structures typically depends on member ductility and the acceptance of a certain amount of damage to beams, columns and walls. The NMIT seismic system relies on pairs of coupled LVL shear walls that incorporate high strength steel tendons post-tensioned through a central duct. The walls are centrally fixed allowing them to rock during a seismic event. A series of U-shaped steel plates placed between the walls form a coupling mechanism, and act as dissipators to absorb seismic energy. The design allows the primary structure to remain essentially undamaged while readily replaceable connections act as plastic fuses. In this era where sustainability is becoming a key focus, the extensive use of timber and engineered-wood products such as LVL make use of a natural resource all grown and manufactured within a 100km radius of Nelson. This project demonstrates that there are now cost effective, sustainable and innovative solutions for multi-story timber buildings with potential applications for building owners in seismic areas around the world.

A number of reverse and strike-slip faults are distributed throughout mid-Canterbury, South Island, New Zealand, due to oblique continental collision. There is limited knowledge on fault interaction in the region, despite historical multi-fault earthquakes involving both reverse and strike-slip faults. The surface expression and paleoseismicity of these faults can provide insights into fault interaction and seismic hazards in the region. In this thesis, I studied the Lake Heron and Torlesse faults to better understand the key differences between these two adjacent faults located within different ‘tectonic domains’. Recent activity and surface expression of the Lake Heron fault was mapped and analysed using drone survey, Structure-from-Motion (SfM) derived Digital Surface Model (DSM), aerial image, 5 m-Digital Elevation Model (DEM), luminescence dating technique, and fold modelling. The results show a direct relationship between deformation zone width and the thickness of the gravel deposits in the area. Fold modelling using fault dip, net slip and gravel thickness produces a deformation zone comparable to the field, indicating that the fault geometry is sound and corroborating the results. This result Is consistent with global studies that demonstrate deposit (or soil thickness) correlates to fault deformation zone width, and therefore is important to consider for fault displacement hazard. A geomorphological study on the Torlesse fault was conducted using SfM-DSM, DEM and aerial images Ground Penetrating Radar (GPR) survey, trenching, and radiocarbon and luminescence dating. The results indicate that the Torlesse fault is primarily strike-slip with some dip slip component. In many places, the bedding-parallel Torlesse fault offsets post-glacial deposits, with some evidence of flexural slip faulting due to folding. Absolute dating of offset terraces using radiocarbon dating and slip on fault determined from lateral displacement calculating tool demonstrates the fault has a slip rate of around 0.5 mm/year to 1.0 mm/year. The likelihood of multi-fault rupture in the Torlesse Range has been characterised using paleoseismic trenching, a new structural model, and evaluation of existing paleoseismic data on the Porters Pass fault. Identification of overlapping of paleoseismic events in main Torlesse fault, flexural-slip faults and the Porters Pass fault in the Torlesse Range shows the possibility of distinct or multi-fault rupture on the Torlesse fault. The structural connectivity of the faults in the Torlesse zone forming a ‘flower structure’ supports the potential of multi-fault rupture. Multi-fault rupture modelling carried out in the area shows a high probability of rupture in the Porters Pass fault and Esk fault which also supports the co-rupture probability of faults in the region. This study offers a new understanding of the chronology, slip distribution, rupture characteristics and possible structural and kinematic relationship of Lake Heron fault and Torlesse fault in the South Island, New Zealand.

Bulk rock strength is greatly dependent on fracture density, so that reductions in rock strength associated with faulting and fracturing should be reflected by reduced shear coupling and hence S-wave velocity. This study is carried out along the Canterbury rangefront and in Otago. Both lie within the broader plate boundary deformation zone in the South Island of New Zealand. Therefore built structures are often, , located in areas where there are undetected or poorly defined faults with associated rock strength reduction. Where structures are sited near to, or across, such faults or fault-zones, they may sustain both shaking and ground deformation damage during an earthquake. Within this zone, management of seismic hazards needs to be based on accurate identification of the potential fault damage zone including the likely width of off-plane deformation. Lateral S-wave velocity variability provides one method of imaging and locating damage zones and off-plane deformation. This research demonstrates the utility of Multi-Channel Analysis of Surface Waves (MASW) to aid land-use planning in such fault-prone settings. Fundamentally, MASW uses surface wave dispersive characteristics to model a near surface profile of S-wave velocity variability as a proxy for bulk rock strength. The technique can aid fault-zone planning not only by locating and defining the extent of fault-zones, but also by defining within-zone variability that is readily correlated with measurable rock properties applicable to both foundation design and the distribution of surface deformation. The calibration sites presented here have well defined field relationships and known fault-zone exposure close to potential MASW survey sites. They were selected to represent a range of progressively softer lithologies from intact and fractured Torlesse Group basement hard rock (Dalethorpe) through softer Tertiary cover sediments (Boby’s Creek) and Quaternary gravels. This facilitated initial calibration of fracture intensity at a high-velocity-contrast site followed by exploration of the limits of shear zone resolution at lower velocity contrasts. Site models were constructed in AutoCAD in order to demonstrate spatial correlations between S-wave velocity and fault zone features. Site geology was incorporated in the models, along with geomorphology, river profiles, scanline locations and crosshole velocity measurement locations. Spatial data were recorded using a total-station survey. The interpreted MASW survey results are presented as two dimensional snapshot cross-sections of the three dimensional calibration-site models. These show strong correlations between MASW survey velocities and site geology, geomorphology, fluvial profiles and geotechnical parameters and observations. Correlations are particularly pronounced where high velocity contrasts exist, whilst weaker correlations are demonstrated in softer lithologies. Geomorphic correlations suggest that off-plane deformation can be imaged and interpreted in the presence of suitable topographic survey data. A promising new approach to in situ and laboratory soft-rock material and mass characterisation is also presented using a Ramset nail gun. Geotechnical investigations typically involve outcrop and laboratory scale determination of rock mass and material properties such as fracture density and unconfined compressive strength (UCS). This multi-scale approach is espoused by this study, with geotechnical and S-wave velocity data presented at multiple scales, from survey scale sonic velocity measurements, through outcrop scale scanline and crosshole sonic velocity measurements to laboratory scale property determination and sonic velocity measurements. S-wave velocities invariably increased with decreasing scale. These scaling relationships and strategies for dealing with them are investigated and presented. Finally, the MASW technique is applied to a concealed fault on the Taieri Ridge in Macraes Flat, Central Otago. Here, high velocity Otago Schist is faulted against low velocity sheared Tertiary and Quaternary sediments. This site highlights the structural sensitivity of the technique by apparently constraining the location of the principal fault, which had been ambiguous after standard processing of the seismic reflection data. Processing of the Taieri Ridge dataset has further led to the proposal of a novel surface wave imaging technique termed Swept Frequency Imaging (SFI). This inchoate technique apparently images the detailed structure of the fault-zone, and is in agreement with the conventionally-determined fault location and an existing partial trench. Overall, the results are promising and are expected to be supported by further trenching in the near future.

Kim Hill talks to Sam Crofskey, the owner of C1 Espresso in the Christchurch CBD, which reopened in 2012 after the Canterbury earthquakes and will celebrate its twentieth anniversary this year. He spoke on the WORD Christchurch panel, How Are We Doing, Christchurch?, and this week launched Let's Take a Walk, a pop-up book for children about the quakes that he created with his wife Fleur and illustrator Hannah Beehre. He is joined by Joseph Hullen (Ngai Tuahuriri, Ngai Tahu), a hunter gatherer, fisherman, explorer, kaitiaki and storyteller who has spent a lifetime gathering traditional kai and listening to stories about his hapu. He is a whakapapa researcher for Te Runanga o Ngai Tahu, and is leading three sold-out walking tours during WORD Christchurch along the banks of the Otakaro (Avon River), uncovering the city's history.

Southern Response is back in court today - this time having a final go at arguing that a class action against it should not be an 'opt-out'. Christchurch residents Brendan and Colleen Ross say the state insurer deliberately withheld the true cost of repairing their home which was damaged in the Canterbury earthquakes. They are now among 3000 people represented in a class action led by Christchurch lawyer Grant Cameron. In September last year the Court of Appeal decided the class action could proceed on an 'opt-out' basis - which means it would cover more people and potentially cost the state-owned insurer more money if it loses. Southern Response is challenging that decision in the Supreme Court, a two day hearing wrapped up on Tuesday. Checkpoint reporter Logan Church was there.

We present the initial findings from a study of adaptive resilience of lifelines organisations providing essential infrastructure services, in Christchurch, New Zealand following the earthquakes of 2010-2011. Qualitative empirical data was collected from 200 individuals in 11 organisations. Analysis using a grounded theory method identified four major factors that aid organisational response, recovery and renewal following major disruptive events. Our data suggest that quality of top and middle-level leadership, quality of external linkages, level of internal collaboration, ability to learn from experience, and staff well-being and engagement influence adaptive resilience. Our data also suggest that adaptive resilience is a process or capacity, not an outcome and that it is contextual. Post-disaster capacity/resources and post-disaster environment influence the nature of adaptive resilience.

Disasters are rare events with major consequences; yet comparatively little is known about managing employee needs in disaster situations. Based on case studies of four organisations following the devastating earthquakes of 2010 - 2011 in Christchurch, New Zealand, this paper presents a framework using redefined notions of employee needs and expectations, and charting the ways in which these influence organisational recovery and performance. Analysis of in-depth interview data from 47 respondents in four organisations highlighted the evolving nature of employee needs and the crucial role of middle management leadership in mitigating the effects of disasters. The findings have counterintuitive implications for human resource functions in a disaster, suggesting that organisational justice forms a central framework for managing organisational responses to support and engage employees for promoting business recovery.

Cultural heritage is a dynamic concept, incorporating the ideas and values of many different organisations and individuals; it is heavily dependent on the context of the item or site being conserved, and transforms something from an old article into a historically significant object. A formal definition of cultural heritage did not appear in the Antarctic Treaty System until 1995, however Antarctic heritage value has been applied to various sites and monuments since the inception of the Treaty, from Shackleton’s Nimrod Hut to a heavy tractor. This report examines a number of case studies to determine the various ways in which heritage items and sites can be managed – such as the removal of the South Pole Dome – as well as their conservation after natural disasters, for instance the Christchurch earthquakes.

Several concrete cladding panels were damaged during the 2011 Christchurch Earthquakes in New Zealand. Damage included partial collapse of panels, rupture of joint sealants, cracking and corner crushing. Installation errors, faulty connections and inadequate detailing were also contributing factors to the damage. In New Zealand, two main issues are considered in order to accommodate story drifts in the design of precast cladding panels: 1) drift compatibility of tieback or push-pull connections and 2) drift compatibility of corner joints. Tieback connections restrain the panels in the out-of-plane direction while allowing in-plane translation with respect to the building frame. Tieback connections are either in the form of slots or oversized holes or ductile rods usually located at the top of the panels. Bearing connections are also provided at the bottom of panels to transfer gravity loads. At the corners of a building, a vertical joint gap, usually filled with sealants, is provided between the two panels on the two orthogonal sides to accommodate the relative movement. In cases where the joint gap is not sufficient to accommodate the relative movements, panels can collide, generating large forces and the likely failure of the connections. On the other hand, large gaps are aesthetically unpleasing. The current design standards appear to recognize these issues but then leave most of the design and detailing to the discretion of the designers. In the installation phase, the alignment of panels is one of the main challenges faced by installers (and/or contractors). Many prefer temporary props to guide, adjust and hold the panels in place whilst the bearing connections are welded. Moreover, heat generated from extensive welding can twist the steel components inducing undesirable local stresses in the panels. Therefore, the installation phase itself is time-consuming, costly and prone to errors. This paper investigates the performance of a novel panel system that is designed to accommodate lateral inter-story drift through a ‘rocking’ motion. In order to gauge the feasibility of the system, six 2m high precast concrete panels within a single-story steel frame structure have been tested under increasing levels of lateral cyclic drift at the University of Canterbury, New Zealand. Three different panel configurations are tested: 1) a panel with return cover and a flat panel at a corner under unidirectional loading, 2) Two adjacent flat panels under unidirectional loading, and 3) Two flat panels at another oblique corner under bidirectional loading. A vertical seismic joint of 25 mm, filled with one-stage joint sealant, is provided between two of the panels. The test results show the ability of the panels with ‘rocking’ connection details to accommodate larger lateral drifts whilst allowing for smaller vertical joints between panels at corners, quick alignment and easy placement of panels without involving extensive welding on site.

On 15 August 1868, a great earthquake struck off the coast of the Chile-Peru border generating a tsunami that travelled across the Pacific. Wharekauri-Rekohu-Chatham Islands, located 800 km east of Christchurch, Aotearoa-New Zealand (A-NZ) was one of the worst affected locations in A-NZ. Tsunami waves, including three over 6 metres high, injured and killed people, destroyed buildings and infrastructure, and impacted the environment, economy and communities. While experience of disasters, and advancements in disaster risk reduction systems and technology have all significantly advanced A-NZ’s capacity to be ready for and respond to future earthquakes and tsunami, social memory of this event and other tsunamis during our history has diminished. In 2018, a team of scientists, emergency managers and communication specialists collaborated to organise a memorial event on the Chatham Islands and co-ordinate a multi-agency media campaign to commemorate the 150th anniversary of the 1868 Arica tsunami. The purpose was to raise awareness of the disaster and to encourage preparedness for future tsunami. Press releases and science stories were distributed widely by different media outlets and many attended the memorial event indicating public interest for commemorating historical disasters. We highlight the importance of commemorating disaster anniversaries through memorial events, to raise awareness of historical disasters and increase community preparedness for future events – “lest we forget and let us learn.”

The presentation is titled, "Local System Perspective".The abstract for this presentation reads as follows: The devastating Canterbury earthquakes of 2010 and 2011 have resulted in challenges for the people of Canterbury and have altered the population's health needs. In the wake of New Zealand's largest natural disaster, the health system needed to respond rapidly to changing needs and damaged infrastructure in the short-term in the context of developing sustainable long-term solutions. Canterbury was undergoing system transformation prior to the quakes, however the horizon of transformation was brought forward post-quake: 'Vision 2020' became the vision for now. Innovation was enabled as people working across the system addressed new constraints such as the loss of 106 acute hospital beds, 635 aged residential care beds, the loss of general practices and pharmacies as well as damaged non-government organisation sector. A number of new integration initiatives (e.g. a shared electronic health record system, community rehabilitation for older people, community falls prevention) and expansion of existing programs (e.g. acute demand management) were focused on supporting people to stay well in their homes and communities. The system working together in an integrated way has resulted in significant reductions in acute health service utilisation in Canterbury. Acute admission rates have not increased and remain significantly below national rates and the number of acute and rehabilitation bed days have fallen since the quakes, with these trends most evident among older people. However, health needs frequently reported in post-disaster literature have created greater pressures on the system. In particular, an escalating number of people facing mental health problems and coping with acute needs of the migrant rebuild population provide new challenges for a workforce also affected by the quakes. The recovery journey for Canterbury is not over.
