In a natural hazard context, the terms sustainable planning‘’, and resilience‘planning are now’being used, often interchangeably. This poster provides an overview of resilience and sustainability within a land use planning and natural hazard context, and discusses how they are interrelated in the situation of the earthquake impacted city of Christchurch, New Zealand.

A video of a presentation by Dr Penelope Burns during the second plenary of the 2016 People in Disasters Conference. Burns is the Senior Lecturer in the Department of General Practice at the University of Western Sydney. The presentation is titled, "Recovery Begins in Preparedness".The abstract for this presentation reads as follows: Involvement of primary care doctors in planning is essential for optimising the health outcomes of communities during and after disasters. However, our experience in Australia has shown that primary care doctors have not been included in a substantial way. This presentation will highlight our experience in the Victorian and New South Wales bushfires and the Sydney Siege. It will stress the crucial need to involve primary care doctors in planning at national, state, and local levels, and how we are working to implement this.

Seismic Risk. One thing we can learn from the past is that seismic risk in Canterbury has been underestimated before the earthquakes struck. This is confirmed in a report for EQC in 1991 (paper 2005). It is also the conclusion of the Royal Commission in the CTV report. A number of recommendations have been made but not followed. For example, neither the AS/NZS 1170.5 standard nor the New Zealand Geotechnical Society guidelines have been updated. Yet another recovery instrument is the Earthquake Prone Building Act, which is still to be passed by Parliament. As the emergency response part of the recovery is now behind us, we need to ensure sustainability for what lies ahead. We need a city that is driven by the people that live in it, and enabled by a bureaucracy that accepts and mitigates risks, rather than transferring them to the most vulnerable residents."

A video of a press conference with Earthquake Recovery Minister Gerry Brownlee and Mayor Lianne Dalziel. The conference was held to announce the implementation of the Accessible Transport Plan. Brownlee announces the introduction of a 30 km/h speed limit in the inner city zone, facilitating the use of bicycles and encouraging pedestrian movement within the centre city. Lianne also talks about how the plan allows for a clean, green, safe, and accessible city, reflecting the public's visions in the Share an Idea campaign.

The focus of this paper is to identify potential benefits of community involvement in master planning in the post-earthquake recovery context in Christchurch; and to identify considerations for planners involved in the design of master planning processes that involve the community. Findings are based on the results of an information sharing event on these topics convened by The Habitat Project in December 2011, and a review of the relevant literature.

After nearly five years of 'Emergency Response' where sustainability has been sacrificed in the interests of speed, we can assume that this phase is now behind us. We see no reason why this period should be extended until April 2016. Lessons must be learned from the past. It is time to move into the 'Restoration Phase'. Once seismic and building standards are corrected, and risks are notified, mapped and accepted, sustainability will be ensures. There is a critical strand of literature suggesting that there are no ‘natural’ disasters (Abramovitz, 2001; Anderson and Woodrow, 1998; Clarke, 2008; Hinchliffe, 2004). There are only those that leave us – the people - more or less shaken and disturbed. There may be some substance to this; for example, how many readers recall the 7.8 magnitude earthquake centred in Fiordland in July 2009? Because it was so far away from a major centre and very few people suffered any consequences, the number is likely to be far fewer than those who remember (all too vividly) the relatively smaller 7.1 magnitude Canterbury quake of September 4th 2010 and the more recent 6.3 magnitude February 22nd 2011 event. One implication of this construction of disasters is that seismic events, like those in Canterbury, are as much socio-political as they are geological. Yet, as this paper shows, the temptation in recovery is to tick boxes and rebuild rather than recover, and to focus on hard infrastructure rather than civic expertise and community involvement. In this paper I draw upon different models of community engagement and use Putnam’s (1995) notion of ‘social capital’ to frame the argument that ‘building bridges’ after a disaster is a complex blend of engineering, communication and collaboration. I then present the results of a qualitative research project undertaken after the September 4th earthquake. This research helps to illustrate the important connections between technical rebuilding, social capital, recovery processes and overall urban resilience.
