This paper shows an understanding of the availability of resources in post-disaster reconstruction and recovery in Christchurch, New Zealand following its September 4, 2010 and February 22, 2011 earthquakes. Overseas experience in recovery demonstrates how delays and additional costs may incur if the availability of resources is not aligned with the reconstruction needs. In the case of reconstruction following Christchurch earthquakes, access to normal resource levels will be insufficient. An on-line questionnaire survey, combined with in-depth interviews was used to collect data from the construction professionals that had been participated in the post-earthquake reconstruction. The study identified the resources that are subject to short supply and resourcing challenges that are currently faced by the construction industry. There was a varied degree of impacts felt by the surveyed organisations from resource shortages. Resource pressures were primarily concentrated on human resources associated with structural, architectural and land issues. The challenges that may continue playing out in the longer-term reconstruction of Christchurch include limited capacity of the construction industry, competition for skills among residential, infrastructure and commercial sectors, and uncertainties with respect to decision making. Orientation: Large-scale events such as disasters, wars and pandemics disrupt the economy by diverging resource allocation, which could alter employment growth within the economy during recovery. Research purpose: The literature on the disaster–economic nexus predominantly considers the aggregate performance of the economy, including the stimulus injection. This research assesses the employment transition following a disaster by removing this stimulus injection and evaluating the economy’s performance during recovery. Motivation for the study: The underlying economy’s performance without the stimulus’ benefit remains primarily unanswered. A single disaster event is used to assess the employment transition to guide future stimulus response for disasters. Research approach/design and method: Canterbury, New Zealand, was affected by a series of earthquakes in 2010–2011 and is used as a single case study. Applying the historical construction–economic relationship, a counterfactual level of economic activity is quantified and compared with official results. Using an input–output model to remove the economy-wide impact from the elevated activity reveals the performance of the underlying economy and employment transition during recovery. Main findings: The results indicate a return to a demand-driven level of building activity 10 years after the disaster. Employment transition is characterised by two distinct periods. The first 5 years are stimulus-driven, while the 5 years that follow are demand-driven from the underlying economy. After the initial period of elevated building activity, construction repositioned to its long-term level near 5% of value add. Practical/managerial implications: The level of building activity could be used to confidently assess the performance of regional economies following a destructive disaster. The study results argue for an incentive to redevelop the affected area as quickly as possible to mitigate the negative effect of the destruction and provide a stimulus for the economy. Contribution/value-add: This study contributes to a growing stream of regional disaster economics research that assesses the economic effect using a single case study.
A natural disaster will inevitably strike New Zealand in the coming years, damaging educational facilities. Delays in building quality replacement facilities will lead to short-term disruption of education, risking long-term inequalities for the affected students. The Christchurch earthquake demonstrated the issues arising from a lack of school planning and support. This research proposes a system that can effectively provide rapid, prefabricated, primary schools in post-disaster environments. The aim is to continue education for children in the short term, while using construction that is suitable until the total replacement of the given school is completed. The expandable prefabricated architecture meets the strength, time, and transport requirements to deliver a robust, rapid relief temporary construction. It is also adaptable to any area within New Zealand. This design solution supports personal well-being and mitigates the risk of educational gaps, PTSD linked with anxiety and depression, and many other mental health disorders that can impact students and teachers after a natural disaster.
Unreinforced masonry (URM) cavity-wall construction is a form of masonry where two leaves of clay brick masonry are separated by a continuous air cavity and are interconnected using some form of tie system. A brief historical introduction is followed by details of a survey undertaken to determine the prevalence of URM cavity-wall buildings in New Zealand. Following the 2010/2011 Canterbury earthquakes it was observed that URM cavity-walls generally suffered irreparable damage due to a lack of effective wall restraint and deficient cavity-tie connections, combined with weak mortar strength. It was found that the original cavity-ties were typically corroded due to moisture ingress, resulting in decreased lateral loadbearing capacity of the cavity-walls. Using photographic data pertaining to Christchurch URM buildings that were obtained during post-earthquake reconnaissance, 252 cavity-walls were identified and utilised to study typical construction details and seismic performance. The majority (72%, 182) of the observed damage to URM cavity-wall construction was a result of out-of-plane type wall failures. Three types of out-of-plane wall failure were recognised: (1) overturning response, (2) one-way bending, and (3) two-way bending. In-plane damage was less widely observed (28%) and commonly included diagonal shear cracking through mortar bed joints or bricks. The collected data was used to develop an overview of the most commonly-encountered construction details and to identify typical deficiencies in earthquake response that can be addressed via the selection and implementation of appropriate mitigation interventions. http://www.journals.elsevier.com/structures

Unreinforced masonry churches in New Zealand, similarly to everywhere else in the word have proven to be highly vulnerable to earthquakes, because of their particular construction features. The Canterbury (New Zealand) earthquake sequence, 2010-2011 caused an invaluable loss of local architectural heritage and of churches, as regrettably, some of them were demolished instead of being repaired. It is critical for New Zealand to advance the data collection, research and understanding pertaining to the seismic performance and protection of church buildings, with the aim to:

Following the 2010/2011 Canterbury, New Zealand earthquakes, a detailed door-to-door survey was conducted in the Christchurch region to establish the earthquake performance of lightweight timber-framed residential dwellings with a masonry veneer external cladding system. The post-earthquake survey involved documenting the condition of dwellings in areas that had experienced different levels of earthquake shaking, allowing comparison between the performance of different veneer systems and different shaking intensities. In total, just fewer than 1,100 residential dwellings were inspected throughout the wider Christchurch area. The survey included parameters such as level of veneer damage, type of veneer damage, observed crack widths, and level of repair required. It is concluded that based on observed earthquake performance at the shaking intensities matching or exceeding ultimate limit state loading, the post-1996 veneer fixing details performed satisfactorily and continued use of the detail is recommended without further modification. The level of destruction from the 2011 Christchurch earthquakes led to changes in the New Zealand seismic building code. The destruction showed that the NZ building codes did not fully performed to expectation and needed Improvement to ensure that impact of future earthquakes would be minimised. The building codes have been amended to improve buildings resilience to earthquake and other related extreme loading conditions. Rebuilding Christchurch with the new modifications in the seismic building code comes with its own unique challenges to the entire system. This project investigates the impact of rebuilding Christchurch with the new seismic Building codes in terms of how the new changes affected the building industry and the management of construction.
Following the 2010/2011 Canterbury earthquakes a detailed campaign of door to door assessments was conducted in a variety of areas of Christchurch to establish the earthquake performance of residential dwellings having masonry veneer as an external cladding attached to a lightweight timber framing system. Specifically, care was taken to include regions of Christchurch which experienced different levels of earthquake shaking in order to allow comparison between the performance of different systems and different shaking intensities. At the time of the inspections the buildings in the Christchurch region had been repeatedly subjected to large earthquakes, presenting an opportunity for insight into the seismic performance of masonry veneer cladding. In total just under 1100 residential dwellings were inspected throughout the wider Christchurch area, of which 24% were constructed using the older nail-on veneer tie system (prior to 1996) and 76% were constructed using screw fixed ties to comply with the new 1996 standards revision (post-1996), with 30% of all inspected houses being of two storey construction. Of the inspected dwellings 27% had some evidence of liquefaction, ground settlement or lateral spreading. Data such as damage level, damage type, crack widths, level of repair required and other parameters were collected during the survey. Following the 2010/2011 Canterbury earthquakes the seismic design of buildings with precast concrete panels has received significant attention. Although this form of construction generally performed adequately in Christchurch, there were a considerable number of precast concrete panel connection failures. This observation prompted a review of more than 4700 panel details from 108 buildings to establish representative details used in both existing and new multi-storey and low rise industrial precast concrete buildings in three major New Zealand cities of Auckland, Wellington and Christchurch. Details were collected from precast manufacturers and city councils and were categorised according to type. The detailing and quantity of each reviewed connection type in the sampled data is reported, and advantages and potential deficiencies of each connection type are discussed. <b>Ōtautahi-Christchurch faces the future in an enviable position. Compared to other New Zealand cities Christchurch has lower housing costs, less congestion, and a brand-new central city emerging from the rubble of the 2011 earthquakes. ‘Room to Breathe: designing a framework for medium density housing (MDH) in Ōtautahi-Christchurch’ seeks to answer the timely question how can medium density housing assist Ōtautahi-Christchurch to respond to growth in a way that supports a well-functioning urban environment? Using research by design, the argument is made that MDH can be used to support a safe, accessible, and connected urban environment that fosters community, while retaining a level of privacy. This is achieved through designing a neighbourhood concept addressing 3 morphological scales- macro- the city; meso- the neighbourhood; and micro- the home and street. The scales are used to inform a design framework for MDH specific to Ōtautahi-Christchurch, presenting a typological concept that takes full advantage of the benefits higher density living has to offer.</b> Room to Breathe proposes repurposing underutilised areas surrounding existing mass transit infrastructure to provide a concentrated populous who do not solely rely on private vehicles for transport. By considering all morphological scales Room to Breathe provides one suggestion on how MDH could become accepted as part of a well-functioning urban environment.
This thesis presents an assessment of historic seismic performance of the New Zealand stopbank network from the 1968 Inangahua earthquake through to the 2016 Kaikōura earthquake. An overview of the types of stopbanks and the main aspects of the design and construction of earthen stopbanks was presented. Stopbanks are structures that are widely used on the banks of rivers and other water bodies to protect against the impact of flood events. Earthen stopbanks are found to be the most used for such protection measures. Different stopbank damage or failure modes that may occur due to flooding or earthquake excitation were assessed with a focus on past earthquakes internationally, and examples of these damage and failure modes were presented. Stopbank damage and assessment reports were collated from available reconnaissance literature to develop the first geospatial database of stopbank damage observed in past earthquakes in New Zealand. Damage was observed in four earthquakes over the past 50 years, with a number of earthquakes resulting in no stopbank damage. The damage database therefore focussed on the Edgecumbe, Darfield, Christchurch and Kaikōura earthquakes. Cracking of the crest and liquefaction-induced settlement were the most common forms of damage observed. To understand the seismic demand on the stopbank network in past earthquakes, geospatial analyses were undertaken to approximate the peak ground acceleration (PGA) across the stopbank network for ten large earthquakes that have occurred in New Zealand over the past 50 years. The relationship between the demand, represented by the peak ground acceleration (PGA) and damage is discussed and key trends identified. Comparison of the seismic demand and the distribution of damage suggested that the seismic performance of the New Zealand stopbank network has been generally good across all events considered. Although a significant length of the stopbank networks were exposed to high levels of shaking in past events, the overall damage length was a small percentage of this. The key aspect controlling performance was the performance of the underlying foundation soils and the effect of this on the stopbank structure and stability.
During the Christchurch earthquake of February 2011, several midrise buildings of Reinforced Concrete Masonry (RCM) construction achieved performance levels in the range of life safety to near collapse levels. These buildings were subjected to seismic demands higher than the building code requirements of the time and higher than the current New Zealand Loadings Standard (NZS-1170.5:2004). Structural damage to these buildings has been documented and is currently being studied to establish lessons to be learned from their performance and how to incorporate these lessons into future RCM design and construction practices. This paper presents a case study of a six story RCM building deemed to have reached the near collapse performance level. The RCM walls on the 2nd floor failed due to toe crushing reducing the building’s lateral resistance in the east-west direction. A nonlinear dynamic analysis on a 3D model was conducted to simulate the development of the governing failure mechanism. Preliminary analysis results show that the damaged walls were initially under large compression forces from gravity loads which caused increase in their lateral strength and reduced their ductility. After toe crushing failure developed, axial instability of the model was prevented by a redistribution of gravity loads.
On 14 November 2016 a magnitude Mw 7.8 earthquake struck the upper South Island of New Zealand with effects also being observed in the capital city, Wellington. The affected area has low population density but is the largest wine production region in New Zealand and also hosts the main national highway and railway routes connecting the country’s three largest cities of Auckland, Wellington and Christchurch, with Marlborough Port in Picton providing connection between the South and North Islands. These transport facilities sustained substantial earthquake related damage, causing major disruptions. Thousands of landslides and multiple new faults were counted in the area. The winery facilities and a large number of commercial buildings and building components (including brick masonry veneers, historic masonry construction, and chimneys), sustained damage due to the strong vertical and horizontal acceleration. Presented herein are field observations undertaken the day immediately after the earthquake, with the aim to document earthquake damage and assess access to the affected area.
Existing unreinforced masonry (URM) buildings are often composed of traditional construction techniques, with poor connections between walls and diaphragms that results in poor performance when subjected to seismic actions. In these cases the application of the common equivalent static procedure is not applicable because it is not possible to assure “box like” behaviour of the structure. In such conditions the ultimate strength of the structure relies on the behaviour of the macro-elements that compose the deformation mechanisms of the whole structure. These macroelements are a single or combination of structural elements of the structure which are bonded one to each other. The Canterbury earthquake sequence was taken as a reference to estimate the most commonly occurring collapse mechanisms found in New Zealand URM buildings in order to define the most appropriate macroelements.
Following the devastating 1931 Hawke's Bay earthquake, buildings in Napier and surrounding areas in the Hawke's Bay region were rebuilt in a comparatively homogenous structural and architectural style comprising the region's famous Art Deco stock. These interwar buildings are most often composed of reinforced concrete two-way space frames, and although they have comparatively ductile detailing for their date of construction, are often expected to be brittle, earthquake-prone buildings in preliminary seismic assessments. Furthermore, the likelihood of global collapse of an RC building during a design-level earthquake became an issue warranting particular attention following the collapse of multiple RC buildings in the February 22, 2011 Christchurch earthquake. Those who value the architectural heritage and future use of these iconic Art Deco buildings - including building owners, tenants, and city officials, among others - must consider how they can be best preserved and utilized functionally given the especially pressing implications of relevant safety, regulatory, and economic factors. This study was intended to provide information on the seismic hazard, geometric weaknesses, collapse hazards, material properties, structural detailing, empirically based vulnerability, and recommended analysis approaches particular to Art Deco buildings in Hawke's Bay as a resource for professional structural engineers tasked with seismic assessments and retrofit designs for these buildings. The observed satisfactory performance of similar low-rise, ostensibly brittle RC buildings in other earthquakes and the examination of the structural redundancy and expected column drift capacities in these buildings, led to the conclusion that the seismic capacity of these buildings is generally underrated in simple, force-based assessments.
New Zealand's devastating Canterbury earthquakes provided an opportunity to examine the efficacy of existing regulations and policies relevant to seismic strengthening of vulnerable buildings. The mixed-methods approach adopted, comprising both qualitative and quantitative approaches, revealed that some of the provisions in these regulations pose as constraints to appropriate strengthening of earthquake-prone buildings. Those provisions include the current seismic design philosophy, lack of mandatory disclosure of seismic risks and ineffective timeframes for strengthening vulnerable buildings. Recommendations arising from these research findings and implications for pre-disaster mitigation for future earthquake and Canterbury's post-disaster reconstruction suggest: (1) a reappraisal of the requirements for earthquake engineering design and construction, (2) a review and realignment of all regulatory frameworks relevant to earthquake risk mitigation, and (3) the need to develop a national programme necessary to achieve consistent mitigation efforts across the country. These recommendations are important in order to present a robust framework where New Zealand communities such as Christchurch can gradually recover after a major earthquake disaster, while planning for pre-disaster mitigation against future earthquakes. This thesis aims to find a new weld sizing criterion for the steel construction industry in New Zealand. Current standards, such as NZS 3404, ANSI/AISC 360-16, and Eurocode 3 use a factor of 0.6 to calculate weld capacity from the weld metal’s ultimate tensile strength (UTS). This difference between weld capacity and UTS is thought to have arisen from the need for a large factor of safety to ensure welds perform correctly during an earthquake. The events in Christchurch proved that this criterion was able to work as intended. Several papers have been published by P. Dong from University of Michigan, and alongside other researchers, they investigate a new definition of weld shear strength by using a traction stress-based method. This new method not only allows realistic angles of weld fracture to be investigated, but also different weld geometries such as partial penetration butt welds. Ongoing research at HERA is showing how this welding technique is a more economical option than larger fillet welds with similar performance. For this thesis a range of sample types were statically tested until failure. UTS of several weld metals was found and then compared with transverse shear results to see if 0.6 is indeed correct. It was found that if the results from the standardized transverse shear samples was used, this ratio could be increased to 1.0. But if the results from cruciform joint samples was used, which still load the weld in a transverse direction but with a higher stress concentration, required the ratio to be 0.8 for welds that could be welded with a single pass, and decreased further to 0.75 for large welds with 3 passes. Two types of partial penetration butt weld (PPBW) geometries were compared to a comparatively sized fillet weld. These tests showed the PPBWs were the best performers, with all PPBWs surviving testing compared to only 33% of fillet welds.
Territorial authorities in New Zealand are responding to regulatory and market forces in the wake of the 2011 Christchurch earthquake to assess and retrofit buildings determined to be particularly vulnerable to earthquakes. Pending legislation may shorten the permissible timeframes on such seismic improvement programmes, but Auckland Council’s Property Department is already engaging in a proactive effort to assess its portfolio of approximately 3500 buildings, prioritise these assets for retrofit, and forecast construction costs for improvements. Within the programme structure, the following varied and often competing factors must be accommodated: * The council’s legal, fiscal, and ethical obligations to the people of Auckland per building regulations, health and safety protocols, and economic growth and urban development planning strategies; * The council’s functional priorities for service delivery; * Varied and numerous stakeholders across the largest territorial region in New Zealand in both population and landmass; * Heritage preservation and community and cultural values; and * Auckland’s prominent economic role in New Zealand’s economy which requires Auckland’s continued economic production post-disaster. Identifying those buildings most at risk to an earthquake in such a large and varied portfolio has warranted a rapid field assessment programme supplemented by strategically chosen detailed assessments. Furthermore, Auckland Council will benefit greatly in time and resources by choosing retrofit solutions, techniques, and technologies applicable to a large number of buildings with similar configurations and materials. From a research perspective, the number and variety of buildings within the council’s property portfolio will provide valuable data for risk modellers on building typologies in Auckland, which are expected to be fairly representative of the New Zealand building stock as a whole.
