The research is funded by Callaghan Innovation (grant number MAIN1901/PROP-69059-FELLOW-MAIN) and the Ministry of Transport New Zealand in partnership with Mainfreight Limited. Need – The freight industry is facing challenges related to climate change, including natural hazards and carbon emissions. These challenges impact the efficiency of freight networks, increase costs, and negatively affect delivery times. To address these challenges, freight logistics modelling should consider multiple variables, such as natural hazards, sustainability, and emission reduction strategies. Freight operations are complex, involving various factors that contribute to randomness, such as the volume of freight being transported, the location of customers, and truck routes. Conventional methods have limitations in simulating a large number of variables. Hence, there is a need to develop a method that can incorporate multiple variables and support freight sustainable development. Method - A minimal viable model (MVM) method was proposed to elicit tacit information from industrial clients for building a minimally sufficient simulation model at the early modelling stages. The discrete-event simulation (DES) method was applied using Arena® software to create simulation models for the Auckland and Christchurch corridor, including regional pick-up and delivery (PUD) models, Christchurch city delivery models, and linehaul models. Stochastic variables in freight operations such as consignment attributes, customer locations, and truck routes were incorporated in the simulation. The geographic information system (GIS) software ArcGIS Pro® was used to identify and analyse industrial data. The results obtained from the GIS software were applied to create DES models. Life cycle assessment (LCA) models were developed for both diesel and battery electric (BE) trucks to compare their life cycle greenhouse gas (GHG) emissions and total cost of ownership (TCO) and support GHG emissions reduction. The line-haul model also included natural hazards in several scenarios, and the simulation was used to forecast the stock level of Auckland and Christchurch depots in response to each corresponding scenario. Results – DES is a powerful technique that can be employed to simulate and evaluate freight operations that exhibit high levels of variability, such as regional pickup and delivery (PUD) and linehaul. Through DES, it becomes possible to analyse multiple factors within freight operations, including transportation modes, routes, scheduling, and processing times, thereby offering valuable insights into the performance, efficiency, and reliability of the system. In addition, GIS is a useful tool for analysing and visualizing spatial data in freight operations. This is exemplified by their ability to simulate the travelling salesman problem (TSP) and conduct cluster analysis. Consequently, the integration of GIS into DES modelling is essential for improving the accuracy and reliability of freight operations analysis. The outcomes of the simulation were utilised to evaluate the ecological impact of freight transport by performing emission calculations and generating low-carbon scenarios to identify approaches for reducing the carbon footprint. LCA models were developed based on simulation results. Results showed that battery-electric trucks (BE) produced more greenhouse gas (GHG) emissions in the cradle phase due to battery manufacturing but substantially less GHG emissions in the use phase because of New Zealand's mostly renewable energy sources. While the transition to BE could significantly reduce emissions, the financial aspect is not compelling, as the total cost of ownership (TCO) for the BE truck was about the same for ten years, despite a higher capital investment for the BE. Moreover, external incentives are necessary to justify a shift to BE trucks. By using simulation methods, the effectiveness of response plans for natural hazards can be evaluated, and the system's vulnerabilities can be identified and mitigated to minimize the risk of disruption. Simulation models can also be utilized to simulate adaptation plans to enhance the system's resilience to natural disasters. Novel contributions – The study employed a combination of DES and GIS methods to incorporate a large number of stochastic variables and driver’s decisions into freight logistics modelling. Various realistic operational scenarios were simulated, including customer clustering and PUD truck allocation. This showed that complex pickup and delivery routes with high daily variability can be represented using a model of roads and intersections. Geographic regions of high customer density, along with high daily variability could be represented by a two-tier architecture. The method could also identify delivery runs for a whole city, which has potential usefulness in market expansion to new territories. In addition, a model was developed to address carbon emissions and total cost of ownership of battery electric trucks. This showed that the transition was not straightforward because the economics were not compelling, and that policy interventions – a variety were suggested - could be necessary to encourage the transition to decarbonised freight transport. A model was developed to represent the effect of natural disasters – such as earthquake and climate change – on road travel and detour times in the line haul freight context for New Zealand. From this it was possible to predict the effects on stock levels for a variety of disruption scenarios (ferry interruption, road detours). Results indicated that some centres rather than others may face higher pressure and longer-term disturbance after the disaster subsided. Remedies including coastal shipping were modelled and shown to have the potential to limit the adverse effects. A philosophical contribution was the development of a methodology to adapt the agile method into the modelling process. This has the potential to improve the clarification of client objectives and the validity of the resulting model.
This NZBC religious programme goes where TV cameras had never gone before: behind the walls of the Carmelite monastery in Christchurch. There, it finds a community of 16 Catholic nuns, members of a 400-year-old order, who have shut themselves off from the outside world to lead lives devoted to prayer, contemplation and simple manual work. Despite their seclusion, the sisters are unphased by the intrusion and happy to discuss their lives and their beliefs; while the simplicity and ceremony of their world provides fertile ground for the monochrome camerawork.

© 2017 The Royal Society of New Zealand. This paper discusses simulated ground motion intensity, and its underlying modelling assumptions, for great earthquakes on the Alpine Fault. The simulations utilise the latest understanding of wave propagation physics, kinematic earthquake rupture descriptions and the three-dimensional nature of the Earth's crust in the South Island of New Zealand. The effect of hypocentre location is explicitly examined, which is found to lead to significant differences in ground motion intensities (quantified in the form of peak ground velocity, PGV) over the northern half and southwest of the South Island. Comparison with previously adopted empirical ground motion models also illustrates that the simulations, which explicitly model rupture directivity and basin-generated surface waves, lead to notably larger PGV amplitudes than the empirical predictions in the northern half of the South Island and Canterbury. The simulations performed in this paper have been adopted, as one possible ground motion prediction, in the ‘Project AF8’ Civil Defence Emergency Management exercise scenario. The similarity of the modelled ground motion features with those observed in recent worldwide earthquakes as well as similar simulations in other regions, and the notably higher simulated amplitudes than those from empirical predictions, may warrant a re-examination of regional impact assessments for major Alpine Fault earthquakes.
While it is well known that challenging and distressing events can negatively impact people’s psychological and physical state, increasingly researchers have investigated how challenging or stressful life circumstances can lead to the phenomenon of posttraumatic growth: positive psychological or life changes that can emerge from potentially traumatic events. Posttraumatic growth has been investigated primarily with people displaying varying levels of posttraumatic stress symptoms and other psychopathology due to theories suggesting that resilience would prohibit posttraumatic growth. Few studies have examined growth amongst resilient people. The current study examined posttraumatic growth in a sample of sixty psychologically healthy people who experienced the Canterbury earthquake sequence of 2010-2011. The current study is a follow-up study that used thematic analysis to explore: (1) Whether posttraumatic growth is evident nine years after the Canterbury earthquake sequence and approximately six years after baseline assessment; and (2) What themes may facilitate the posttraumatic growth process in psychologically healthy people. Data were collected using semi-structured interviews. Thematic analysis revealed four themes describing participants’ experiences of growth: New possibilities, reappraisal of life and priorities, positive changes in self-perception and closer more meaningful relationships. Themes describing posttraumatic growth provide evidence for research question one. Thematic analysis revealed three main themes and multiple subthemes that may facilitate the process of growth in psychologically healthy people: Hardship, optimistic positive appraisal and people helping people. Themes describing processes that may lead to growth provide evidence for research question two. Results of the current study provide insights about the experience of growth in psychologically healthy people and cognitive and psychosocial factors that may facilitate growth in resilient individuals.

High-Force-to-Volume lead dampers (HF2V) have been recently developed through an experimental research program at University of Canterbury – New Zealand. Testing of the device and applications on beam column joints have demonstrated stable hysteretic behaviour with almost no damage. This paper reports testing of HF2V devices with straight, bulged and constricted shaft configurations subjected to velocities of 0.15 - 5.0mm/s. The effect of the shaft configuration on the hysteresis loop shape, design relationships and the effect of the velocity on the resistive force of the device are described. Results show that hysteresis loop shape of the device is almost square regardless of the shaft configuration, and that devices are characterized by noticeable velocity dependence in the range of 0.15-1.0mm/s.
Following a damaging earthquake, the immediate emergency response is focused on individual collapsed buildings or other "hotspots" rather than the overall state of damage. This lack of attention to the global damage condition of the affected region can lead to the reporting of misinformation and generate confusion, causing difficulties when attempting to determine the level of postdisaster resources required. A pre-planned building damage survey based on the transect method is recommended as a simple tool to generate an estimate of the overall level of building damage in a city or region. A methodology for such a transect survey is suggested, and an example of a similar survey conducted in Christchurch, New Zealand, following the 22 February 2011 earthquake is presented. The transect was found to give suitably accurate estimates of building damage at a time when information was keenly sought by government authorities and the general public. VoR - Version of Record
There is an increasing recognition that the seismic performance of buildings will be affected by the behaviour of both structural and non-structural elements. In light of this, work has been progressing at the University of Canterbury to develop guidelines for the seismic assessment of commercial glazing systems. This paper reviews the seismic assessment guidelines prescribed in Section C10 of the MBIE building assessment guidelines. Subsequently, the C10 approach is used to assess the drift capacity of a number of glazing units recently tested at the University of Canterbury. Comparing the predicted and observed drift capacities, it would appear that the C10 guidelines may lead to nonconservative estimates of drift capacity. Furthermore, the experimental results indicate that watertightness may be lost at very low drift demands, suggesting that guidance for the assessment of serviceability performance would also be beneficial. As such, it is proposed that improved guidance be provided to assist engineers in considering the possible impact that glazing could have on the structural response of a building in a large earthquake.
Elevated levels of trace elements in the environment are of great concern because of their persistence, and their high potential to harm living organisms. The exposure of aquatic biota to trace elements can lead to bioaccumulation, and toxicity can result. Furthermore, the transfer of these elements through food chains can result in exposure to human consumers. Sea-fill or coastal fill sites are among the major anthropogenic sources of trace elements to the surrounding marine environment. For example, in the Maldives, Thilafushi Island is a sea-fill site consisting of assorted municipal solid waste, with multiple potential sources of trace elements. However, there is limited data on environmental trace element levels in the Maldives, and although seafood is harvested from close to this site, there is no existing data regarding trace element levels in Maldivian diets. The disastrous earthquakes that struck Christchurch in 2010 and 2011 seriously impacted on the individual and collective lives of Māori residents. This paper continues earlier, predominantly qualitative research on the immediate effects on Māori by presenting an analysis of a survey carried out 18 months after the most destructive event, on 22 February 2011. Using a set-theoretic approach, pathways to Māori resilience are identified, emphasising the combination of whānau connectivity and high incomes in those who have maintained or increased their wellbeing post-disaster. However, the results show that if resilience is used to describe a “bounce back” in wellbeing, Māori are primarily enduring the post-disaster environment. This endurance phase is a precursor to any resilience and will be of much longer duration than first thought. With continued uncertainty in the city and wider New Zealand economy, this endurance may not necessarily lead to a more secure environment for Māori in the city.
There are many things that organisations of any size can do to prepare for a disaster or crisis. Traditionally, the advice given to business has focused on identifying risks, reducing their likely occurrence, and planning in advance how to respond. More recently, there is growing interest in the broader concept of organisational resilience which includes planning for crisis but also considers traits that lead to organisational adaptability and ability to thrive despite adverse circumstances. In this paper we examine the policy frameworks1 within New Zealand that influence the resilience of small and medium sized businesses (SMEs). The first part of the paper focuses on the New Zealand context, including the prevailing political and economic ideologies, the general nature of New Zealand SMEs and the nature of New Zealand’s hazard environment. The paper then goes on to outline the key policy frameworks in place relevant to SMEs and hazards. The final part of the paper examines the way the preexisting policy environment influenced the response of SMEs and Government following the Canterbury earthquakes.
Planning in New Zealand in 2014 has largely been dominated by housing and urban development, potential local government and legislative reforms, and water issues. This volume’s peer reviewed research, which combines Issues 1 and 2, focuses on these issues, but with perspectives and issues that are outside the mainstream. In our lead research article, John Ryks and his co-authors review the opportunities from Treaty settlements and legislative provisions and challenges for Māori participation in urban development, such as the balancing of matawaka and mana whenua perspectives. Water issues are picked up by Ronlyn Duncan and Phil Holland who each take constructively critical views toward some currently well-regarded approaches to resolutions. We have reflective and somewhat contrasting contributions from two highly respected semi-retired planners, Malcolm Douglass (FNZPI) and Derek Hall, that challenge aspects of New Zealand’s current approach to planning. In our outreach part of this Volume we include the response of some political parties to questions put to them about planning by LPR team member Nicole Read. Finally, Lincoln University appears to have turned a corner after the earthquakes, at least in the planning programmes.
Ground motion observations from the most significant 10 events in the 2010-2011 Canterbury earthquake sequence at near-source sites are utilized to scrutinize New Zealand (NZ)-specific pseudo-spectral acceleration (SA) empirical ground motion prediction equations (GMPE) (Bradley 2010, Bradley 2013, McVerry et al. 2006). Region-specific modification factors based on relaxing the conventional ergodic assumption in GMPE development were developed for the Bradley (2010) model. Because of the observed biases with magnitude and source-to-site distance for the McVerry et al. (2006) model it is not possible to develop region-specific modification factors in a reliable manner. The theory of non-ergodic empirical ground motion prediction is then outlined, and applied to this 10 event dataset to determine systematic effects in the between- and within-event residuals which lead to modifications in the predicted median and standard deviation of the GMPE. By examining these systematic effects over sub-regions containing a total of 20 strong motion stations within the Canterbury area, modification factors for use in region-specific ground motion prediction are proposed. These modification factors, in particular, are suggested for use with the Bradley et al. (2010) model in Canterbury-specific probabilistic seismic hazard analysis (PSHA) to develop revised design response, particularly for long vibration periods.
The 2010 Darfield and 2011 Christchurch Earthquakes triggered extensive liquefaction-induced lateral spreading proximate to streams and rivers in the Christchurch area, causing significant damage to structures and lifelines. A case study in central Christchurch is presented and compares field observations with predicted displacements from the widely adopted empirical model of Youd et al. (2002). Cone penetration testing (CPT), with measured soil gradation indices (fines content and median grain size) on typical fluvial deposits along the Avon River were used to determine the required geotechnical parameters for the model input. The method presented attempts to enable the adoption of the extensive post-quake CPT test records in place of the lower quality and less available Standard Penetration Test (SPT) data required by the original Youd model. The results indicate some agreement between the Youd model predictions and the field observations, while the majority of computed displacements error on the side of over-prediction by more than a factor of two. A sensitivity analysis was performed with respect to the uncertainties used as model input, illustrating the model’s high sensitivity to the input parameters, with median grain size and fines content among the most influential, and suggesting that the use of CPT data to quantify these parameters may lead to variable results.
Meeting the Sustainable Development Goals by 2030 involves transformational change in the business of business, and social enterprises can lead the way in such change. We studied Cultivate, one such social enterprise in Christchurch, New Zealand, a city still recovering from the 2010/11 Canterbury earthquakes. Cultivate works with vulnerable youth to transform donated compost into garden vegetables for local restaurants and businesses. Cultivate’s objectives align with SDG concerns with poverty and hunger (1 & 2), social protection (3 & 4), and sustainable human settlements (6 & 11). Like many grant-supported organisations, Cultivate is required to track and measure its progress. Given the organisation’s holistic objectives, however, adequately accounting for its impact reporting is not straightforward. Our action research project engaged Cultivate staff and youth-workers to generate meaningful ways of measuring impact. Elaborating the Community Economy Return on Investment tool (CEROI), we explore how participatory audit processes can capture impacts on individuals, organisations, and the wider community in ways that extend capacities to act collectively. We conclude that Cultivate and social enterprises like it offer insights regarding how to align values and practices, commercial activity and wellbeing in ways that accrue to individuals, organisations and the broader civic-community.
Lake Taupō in New Zealand is associated with frequent unrest and small to moderate eruptions. It presents a high consequence risk scenario with immense potential for destruction to the community and the surrounding environment. Unrest associated with eruptions may also trigger earthquakes. While it is challenging to educate people about the hazards and risks associated with multiple eruptive scenarios, effective education of students can lead to better mitigation strategies and risk reduction. Digital resources with user-directed outcomes have been successfully used to teach action oriented skills relevant for communication during volcanic crisis [4]. However, the use of choose your own adventure strategies to enhance low probability risk literacy for Secondary school outreach has not been fully explored. To investigate how digital narrative storytelling can mediate caldera risk literacy, a module “The Kid who cried Supervolcano” will be introduced in two secondary school classrooms in Christchurch and Rotorua. The module highlights four learning objectives: (a) Super-volcanoes are beautiful but can be dangerous (b) earthquake (unrest) activity is normal for super-volcanoes (c) Small eruptions are possible from super-volcanoes and can be dangerous in our lifetimes (d) Super-eruptions are unlikely in our lifetimes. Students will create their digital narrative using the platform Elementari (www.elementari.io). The findings from this study will provide clear understanding of students’ understanding of risk perceptions of volcanic eruption scenarios and associated hazards and inform the design of educational resources geared towards caldera risk literacy.
The quality of public space is vital to livable cities. Yet livable cities also require empowered communities. This thesis asks: how is the landscape architect’s design expertise expressed as part of the public participation process, what are the key features of design expertise that lead to an effective design-based participation process and how does quality in the participation process relate to the quality of design outcomes? A theoretical framework is developed from which to clarify the relationship between decision-making processes in design and public participation. Insights from design theory are combined with the findings of key informant interviews with New Zealand and Northern Europe design experts, and with landscape architects, community and Council staff working in post-earthquake Ōtautahi/Christchurch, Aotearoa/New Zealand. Results of a case study of Albion Square in Ōhinehou/Lyttelton reveal that the designer’s interactions with the public play a critical role in shaping elegant design outcomes in public space design. Four key insights reveal that participatory design processes in New Zealand need to be reconsidered in order to enable landscape architects to work more closely with communities in mutual learning, rather than the currently limiting technical problem solving process. Institutional, professional and theoretical implications are drawn from the findings.
"Prior to the devastating 2010-2011 Canterbury earthquakes, the city of Christchurch was already exhibiting signs of a housing affordability crisis. The causes and symptoms were similar to those being experienced in Auckland, but the substantial damage to the housing stock caused by the earthquakes added new dimensions and impetus to the problem. Large swathes of the most affordable housing stock in the east of the city were effectively destroyed by the earthquakes. In itself this would have pushed the mean house price upwards, but compounding problems exacerbated the situation. These include the price effects of reduced supply of both rented and owned housing and increased demand from both displaced residents and an influx of rebuild workers. The need for additional temporary housing while repairs were undertaken and the associated insurance pay-outs bidding up rents with improved rental returns leading to increased interest in property investment. Land supply constraints and consenting issues inhibiting the build of new housing and political infighting and uncertainty regarding the future of parts of the city leading to a flight of development activity to peripheral locations and adjoining local authorities. Concerns that the erosion of the city council rating base combined with inadequacy of insurance cover for infrastructure will lead to large rates increases, increased development costs and reduced amenities and services in future years. These and other issuers will be elaborated on in this paper with a view to exploring the way forward for affordable housing Christchurch City."
A seismic financial risk analysis of typical New Zealand reinforced concrete buildings constructed with topped precast concrete hollow-core units is performed on the basis of experimental research undertaken at the University of Canterbury over the last five years. An extensive study that examines seismic demands on a variety of multi-storey RC buildings is described and supplemented by the experimental results to determine the inter-storey drift capacities of the buildings. Results of a full-scale precast concrete super-assemblage constructed and tested in the laboratory in two stages are used. The first stage investigates existing construction and demonstrates major shortcomings in construction practice that would lead to very poor seismic performance. The second stage examines the performance of the details provided by Amendment No. 3 to the New Zealand Concrete Design Code NZS 3101:1995. This paper uses a probabilistic financial risk assessment framework to estimate the expected annual loss (EAL) from previously developed fragility curves of RC buildings with precast hollow core floors connected to the frames according to the pre-2004 standard and the two connection details recommended in the 2004 amendment. Risks posed by different levels of damage and by earthquakes of different frequencies are examined. The structural performance and financial implications of the three different connection details are compared. The study shows that the improved connection details recommended in the 2004 amendment give a significant economic payback in terms of drastically reduced financial risk, which is also representative of smaller maintenance cost and cheaper insurance premiums.
Tertiary students, not just working populations, might be experiencing feelings of burnout following the Christchurch earthquakes of 2010 and 2011. In the aftermath of a major disaster, the gap between the resources available to handle pressures (e.g., support) and the demands inherent in the pursuit of an academic degree (e.g., heavy workload) may lead to feelings of burnout among students. This study hypothesised that burnout dimensions (emotional exhaustion and disengagement) would be related to students’ perceptions of immediate institutional support, extended institutional support, peer support, family support, and work overload. Additionally, it was proposed that institutional and social support would moderate the relationship between work overload and burnout. Two hundred and seventy one third and fourth year students were sampled using an online questionnaire. These particular students were expected to be at greater risk of emotional exhaustion and academic disengagement because they were at the earliest stage of their tertiary education when the major earthquakes first hit. Family support and extended institutional support were found to be associated with decreased levels of emotional exhaustion and disengagement. Meanwhile, work overload was found to be related to increased levels of emotional exhaustion and disengagement. Furthermore, both peer support and immediate institutional support were found to have a moderating effect on the relationship between work overload and disengagement. This study has exposed unique findings which contribute to burnout research especially in a post-disaster context, and raises the importance of providing the right types of support for individuals who are particularly dealing with the consequences of a natural disaster.
Base isolation is arguably the most reliable method for providing enhanced protection of buildings against earthquake-induced actions, by virtue of a physical separation between the structure and the ground through elements/devices with controlled force capacity, significant lateral deformation capacity and (often) enhanced energy dissipation. Such a design solution has shown its effectiveness in protecting both structural and non-structural components, hence preserving their functionality even in the aftermath of a major seismic event. Despite lead rubber bearings being invented in New Zealand almost forty years ago, the Christchurch Women's hospital was the only isolated building in Christchurch when the Canterbury earthquake sequence struck in 2010/11. Furthermore, a reference code for designing base-isolated buildings in New Zealand is still missing. The absence of a design standard or at least of a consensus on design guidelines is a potential source for a lack of uniformity in terms of performance criteria and compliance design approaches. It may also limit more widespread use of the technology in New Zealand. The present paper provides an overview of the major international codes (American, Japanese and European) for the design of base-isolated buildings. The design performance requirements, the analysis procedures, the design review process and approval/quality control of devices outlined in each code are discussed and their respective pros and cons are compared through a design application on a benchmark building in New Zealand. The results gathered from this comparison are intended to set the basis for the development of guidelines specific for the New Zealand environment.
The Canterbury Earthquakes of 2010 and 2011 and subsequent re-organisation and rebuilding of schools in the region is initiating a rapid transitioning from traditional classrooms and individual teaching to flexible learning spaces (FLS’s) and co-teaching. This transition is driven by the Ministry of Education property division who have specific guidelines for designing new schools, re-builds and the five and ten year property plan requirements. Boards of Trustees, school leaders and teachers are faced with the challenge of reconceptualising teaching and learning from private autonomous learning environments to co-teaching in Flexible Learning Spaces provisioned for 50 to 180 children and two to six teachers in a single space. This process involves risks and opportunities especially for teachers and children. This research project investigates the key components necessary to create effective co-teaching relationships and environments. It explores the lessons learnt from the 1970’s open plan era and the views of 40 experienced practitioners and leaders with two or more years’ experience working in collaborative teaching and learning environments in sixteen New Zealand and Australian schools. The research also considers teacher collaboration and co-teaching as evidenced in literature. The findings lead to the identification of eight key components required to create effective collaborative teaching and learning environments which are discussed using three themes of student centeredness, effective pedagogy and collaboration. Six key recommendations are provided to support the effective co-teaching in a flexible learning space: 1. Situate learners at the centre 2. Following the 22 February 2011, MW 6.2 earthquake located on a fault beneath the Port Hills of Christchurch, fissuring of up to several hundred metres in length was observed in the loess and loess-colluvium of foot-slope positions in north-facing valleys of the Port Hills. The fissuring was observed in all major valleys, occurred at similar low altitudes, showing a contour-parallel orientation and often accompanied by both lateral compression/extension features and spring formation in the valley floor below. Fissuring locations studied in depth included Bowenvale Valley, Hillsborough Valley, Huntlywood Terrace–Lucas Lane, Bridle Path Road, and Maffeys Road–La Costa Lane. Investigations into loess soil, its properties and mannerisms, as well as international examples of its failure were undertaken, including study of the Loess Plateau of China, the Teton Dam, and palaeo-fissuring on Banks Peninsula. These investigations lead to the conclusion that loess has the propensity to fail, often due to the infiltration of water, the presence of which can lead to its instantaneous disaggregation. Literature study and laboratory analysis of Port Hills loess concluded that is has the ability to be stable in steep, sub-vertical escarpments, and often has a sub-vertically jointed internal structure and has a peak shear strength when dry. Values for cohesion, c (kPa) and the internal friction angle, ϕ (degrees) of Port Hills loess were established. The c values for the 40 Rapaki Road, 3 Glenview Terrace loess samples were 13.4 kPa and 19.7 kPa, respectively. The corresponding ϕ values were thought unusually high, at 42.0° and 43.4°.The analysed loess behaved very plastically, with little or no peak strength visible in the plots as the test went almost directly to residual strength. A geophysics resistivity survey showed an area of low resistivity which likely corresponds to a zone of saturated clayey loess/loess colluvium, indicating a high water table in the area. This is consistent with the appearances of local springs which are located towards the northern end of each distinct section of fissure trace and chemical analysis shows that they are sourced from the Port Hills volcanics. Port Hills fissuring may be sub-divided into three categories, Category A, Category B, and Category C, each characterised by distinctive features of the fissures. Category A includes fissures which display evidence of, spring formation, tunnel-gullying, and lateral spreading-like behaviour or quasi-toppling. These fissures are several metres down-slope of the loess-bedrock interface, and are in valleys containing a loess-colluvium fill. Category B fissures are in wider valleys than those in Category A, and the valleys contain estuarine silty sediments which liquefied during the earthquake. Category C fissures occurred at higher elevations than the fissures in the preceding categories, being almost coincident with bedrock outcropping. It is believed that the mechanism responsible for causing the fissuring is a complex combination of three mechanisms: the trampoline effect, bedrock fracturing, and lateral spreading. These three mechanisms can be applied in varying degrees to each of the fissuring sites in categories A, B, and C, in order to provide explanation for the observations made at each. Toppling failure can describe the soil movement as a consequence of the a three causative mechanisms, and provides insight into the movement of the loess. Intra-loess water coursing and tunnel gullying is thought to have encouraged and exacerbated the fissuring, while not being the driving force per se. Incipient landsliding is considered to be the least likely of the possible fissuring interpretations.
