Throughout 2010 and 2011, the city of Christchurch, New Zealand, suffered a series of devastating earthquakes that caused serious damage to the city. This study examines the effect these earthquakes have had on the sport of swimming in Christchurch. It specifically focuses on three different aspects of the swimming industry: indoor competitive swimming, open water swimming and learning to swim. It reports on the industry prior to the earthquakes before examining the developments subsequent to the shakes. The effects on both facilities and participation numbers were examined. Results showed that many indoor swimming facilities were lost which had significant flow-on effects. In addition, many beaches were out of bounds and almost half of the schools in Canterbury lost the use of their own swimming pools. In terms of participation numbers, results showed that while there was a decrease in the number of indoor competitive swimmers, Canterbury clubs were still highly competitive and their rankings at events either remained similar or bettered during and after the period of the earthquakes. On the other hand, an increase in the number of participants was seen in swimming lessons as temporary pools were constructed and subsidies were offered to cover transport and lesson costs. Open water swimming, however, seems to have been relatively unaffected by the earthquakes.This report was made possible through Lincoln University’s Summer Scholarship programme. The Canterbury region of New Zealand experienced four earthquakes greater than MW 6.0 between September 2010 and December 2011. This study employs system dynamics as well as hazard, recovery and organisational literature and brings together data collected via surveys, case studies and interviews with organisations affected by the earthquakes. This is to show how systemic interactions and interdependencies within and between industry and geographic sectors affect their recovery post-disaster. The industry sectors in the study are: construction for its role in the rebuild, information and communication technology which is a regional high-growth industry, trucking for logistics, critical infrastructure, fast moving consumer goods (e.g. supermarkets) and hospitality to track recovery through non-discretionary and discretionary spend respectively. Also in the study are three urban centres including the region’s largest Central Business District, which has been inaccessible since the earthquake of 22 February 2011 to the time of writing in February 2013. This work also highlights how earthquake effects propagated between sectors and how sectors collaborated to mitigate difficulties such as product demand instability. Other interacting factors are identified that influence the recovery trajectories of the different industry sectors. These are resource availability, insurance payments, aid from central government, and timely and quality recovery information. This work demonstrates that in recovering from disaster it is crucial for organisations to identify what interacting factors could affect their operations. Also of importance are efforts to reduce the organisation’s vulnerability and increase their resilience to future crises and in day-to-day operations. Lastly, the multi-disciplinary approach to understanding the recovery and resilience of organisations and industry sectors after disaster, leads to a better understanding of effects as well as more effective recovery policy.

State of Sector 2011, alongside the ongoing series of TIA Insights and other consultations that TIA is undertaking in its research work programme, is aimed at informing participants at the Tourism Summit taking place in Wellington on 13 July 2011. This information is a key driver in assisting with the development of the 2011 Tourism Industry Election Manifesto. State of the Sector 2011 also ultimately provides a current view of the tourism sector for those within the industry and for external stakeholders who have an interest in tourism in New Zealand.

The performance of buildings in recent New Zealand earthquakes (Canterbury, Seddon and Kaikōura), delivered stark lessons on seismic resilience. Most of our buildings, with a few notable exceptions, performed as our Codes intended them to, that is, to safeguard people from injury. Many buildings only suffered minor structural damage but were unable to be reused and occupied for significant periods of time due to the damage and failure of non-structural elements. This resulted in substantial economic losses and major disruptions to our businesses and communities. Research has attributed the damage to poor overall design coordination, inadequate or lack of seismic restraints for non structural elements and insufficient clearances between building components to cater for the interaction of non structural elements under seismic actions. Investigations have found a clear connection between the poor performance of non-structural elements and the issues causing pain in the industry (procurement methods, risk aversion, the lack of clear understanding of design and inspection responsibility and the need for better alignment of the design codes to enable a consistent integrated design approach). The challenge to improve the seismic performance of non structural elements in New Zealand is a complex one that cuts across a diverse construction industry. Adopting the key steps as recommended in this paper is expected to have significant co-benefits to the New Zealand construction industry, with improvements in productivity alongside reductions in costs and waste, as the rework which plagues the industry decreases.

The earthquake sequence has resulted in significant physical and reputational damage to the Canterbury tourism industry. Eighteen months after the earthquakes inbound tourism data is still below pre-earthquake levels, with Canterbury operators reporting that the industry has not bounced back to where it was before September 2010. Outcomes of the earthquakes on business performance highlight there were winners and losers in the aftermath. Recovery of inbound tourism markets is closely tied to the timeframe to rebuild the CBD of Christchurch. Reinstating critical tourism infrastructure will drive future tourism investment, and allow tourism businesses to regenerate and thrive into the future. A blueprint for rebuilding the CBD of Christchurch was released by the Christchurch City Council in July 2012, and has been well received by tourism stakeholders in the region. The challenge now is for city officials to fund the development projects outlined in the blueprint, and to rebuild the CBD as quickly as possible in order to help regenerate the tourism industry in Christchurch, Canterbury and the rest of the South Island

Oarai is a coastal town in Ibaraki Prefecture, Japan, affected by the Great East Japan Earthquake in 2011. The disaster severely damaged local industries, and the local tourism sector faced a sharp decline followed the event. To overcome the conundrum, the local tourism businesses have taken the opportunity to collaborate with an anime called Girls und Panzer, which has been developed by an external animation production studio. This collaboration has resulted in huge success, and the drop in the local tourism industry had been largely reversed, but has resulted in a significant change to the tourism system. This thesis explores the activities and outcomes of this tourism industry reimagining. A mixed-method approach was used to investigate the perception of local tourism businesses to the current Oarai tourism system, and examine the transformative effect of the disaster and its aftermath. Perceptions of disaster impact and anime tourism development were analysed through surveys (n=73) and interviews (n=2) which focused on tourism business operators, while participant observation was conducted to create the image of anime tourism operation in Oarai. Results show that the development of anime tourism in Oarai successfully helped the local tourism businesses to recover from the disaster. As new agencies and organisations joined the anime tourism network, anime tourism increased communication between stakeholders, and improved the resilience of the community. The new tourism development has transformed the local tourism industry, to some extent, however. the future trajectory of anime tourism in Oarai is difficult to forecast, and there is scope for longitudinal research of this tourism system.
Tourism is New Zealand’s fourth largest industry, providing jobs for thousands of New Zealanders and significant foreign capital for the nation’s economy. Of concern to ministry and industry decision makers is the “spatial yield” of these tourists which takes into account the spatial and temporal contributions of their movements in terms of economic, cultural and environmental impacts. We have developed an agent-based model of tourism movements to simulate these impacts and to allow for the evaluation of different scenarios (such as increases in petrol prices or variations in currency exchange rates) on the behaviours of those tourists. In order to develop realistic and grounded heuristics for the model, interview protocols were developed in order to identify the key drivers in tourists’ decision making process.
Insurance is widely acknowledged as a key component in an organisation's disaster preparedness and resilience. But how effective is insurance in aiding business recovery following a major disaster? The aim of this research was to summarise the experiences of both the insurance industry and businesses dealing with commercial insurance claims following the 2010 and 2011 Canterbury earthquakes.

Observations made in past earthquakes, in New Zealand and around the world, have highlighted the vulnerability of non-structural elements such as facades, ceilings, partitions and services. Damage to these elements can be life-threatening or jeopardise egress routes but typically, the main concern is the cost and time associated with repair works. The Insurance Council of New Zealand highlighted the substantial economic losses in recent earthquakes due to poor performance of non-structural elements. Previous inspections and research have attributed the damage to non-structural elements principally to poor coordination, inadequate or lack of seismic restraints and insufficient clearances to cater for seismic actions. Secondary issues of design responsibility, procurement and the need for better alignment of the various Standards have been identified. In addition to the compliance issues, researchers have also demonstrated that current code provisions for non-structural elements, both in New Zealand and abroad, may be inadequate. This paper first reviews the damage observed against the requirements of relevant Standards and the New Zealand Building Code, and it appears that, had the installations been compliant, the cost of repair and business interruption would have been substantially less. The second part of the paper highlights some of the apparent shortcomings with the current design process for non-structural elements, points towards possible alternative strategies and identifies areas where more research is deemed necessary. The challenge of improving the seismic performance of non-structural elements is a complex one across a diverse construction industry. Indications are that the New Zealand construction industry needs to completely rethink the delivery approach to ensure an integrated design, construction and certification process. The industry, QuakeCentre, QuakeCoRE and the University of Canterbury are presently working together to progress solutions. Indications are that if new processes can be initiated, better performance during earthquakes will be achieved while delivering enhanced building and business resilience.

Rising disaster losses, growth in global migration, migrant labour trends, and increasingly diverse populations have serious implications for disaster resilience around the world. These issues are of particular concern in New Zealand, which is highly exposed to disaster risk and has the highest proportion of migrant workers to national population in the OECD. Since there has been no research conducted into this issue in New Zealand to date, greater understanding of the social capital used by migrant workers in specific New Zealand contexts is needed to inform more targeted and inclusive disaster risk management approaches. A New Zealand case study is used to investigate the extent and types of social capital and levels of disaster risk awareness reported by members of three Filipino migrant workers organisations catering to dairy farm, construction and aged care workers in different urban and rural Canterbury districts. Findings from (3) semi-structured interviews and (3) focus groups include consistently high reliance on bonding capital and low levels of bridging capital across all three organisations and industry sectors, and in both urban and rural contexts. The transitory, precarious residential status conveyed by temporary work visas, and the difficulty of building bridging capital with host communities has contributed to this heavy reliance on bonding capital. Social media was essential to connect workers with family and friends in other countries, while Filipino migrant workers organisations provided members with valuable access to industry and district-specific networks of other Filipino migrant workers. Linking capital varied between the three organisations, with members of the organisation set up to advocate for dairy farm workers reporting the highest levels of linking capital. Factors influencing the capacity of workers organisations to develop linking capital appeared to include motivation (establishment objectives), length of time since establishment, support from government and industry groups, urban-rural context, income levels and gender. Although aware of publicity around earthquake and tsunami risk in the Canterbury region, participants were less aware of flood risk, and expressed fatalistic attitudes to disaster risk. Workers organisations offer a valuable potential interface between CDEM Group activities and migrant worker communities, since organisation leaders were interested in accessing government support to participate (with and on behalf of members) in disaster risk planning at district and regional level. With the potential to increase disaster resilience among these vulnerable, hard to reach communities, such participation could also help to build capacity across workers organisations (within Canterbury and across the country) to develop linking capital at national, as well as regional level. However, these links will also depend on greater government and industry commitment to providing more targeted and appropriate support for migrant workers, including consideration of the cultural qualifications of staff tasked with liaising with this community.
The integrity of the entire public service is under scrutiny after revelations about the close relationship between a private security firm Thompson and Clark and the SIS and the Ministry for Primary Industries. In March, the State Services Commissioner Peter Hughes ordered an investigation after it was revealed the firm spied on Canterbury earthquake claimants for Southern Response. That was was further widened to include the Ministry of Business, Innovation and Employment which has been accused by Greenpeace of using the company to spy on them. On Tuesday as a result of RNZ inquiries, Mr Hughes widened the investigation even further to cover all government department and scores of other public sector agencies such as District Health Boards. State Services Minister Chris Hipkins is demanding answers. The SIS emails show a staff member and one of the Thompson and Clark directors were old friends who met regularly. Also an OIA request from RNZ News has triggered the uncovering of what the Ministry for Primary Industries describes as potentially serious misconduct by several former staff members. Joining us to explain the details are the reporters who have been doing this digging, Checkpoint's Zac Fleming and Conan Young. Thompson and Clark's Gavin Clark declined to come on Morning Report but in an email said Thompson and Clark is willing to cooperate fully with the SSC and will await the investigation to take its natural course.
The 2010/2011 Canterbury earthquakes have provided a unique opportunity to investigate the seismic performance of both traditional and modern buildings constructed in New Zealand. It is critical that the observed performance is examined and compared against the expected levels of performance that are outlined by the Building Code and Design Standards. In particular, in recent years there has been a significant amount of research into the seismic behaviour of precast concrete floor systems and the robustness of the support connections as a building deforms during an earthquake. An investigation of precast concrete floor systems in Christchurch has been undertaken to assess both the performance of traditional and current design practice. The observed performance for each type of precast floor unit was collated from a number of post-earthquake recognisance activities and compared against the expected performance determined for previous experimental testing and analysis. Possible reasons for both the observed damage, and in some cases the lack of damage, were identified. This critical review of precast concrete floor systems will assist in determining the success of current design practice as well as identify any areas that require further research and/or changes to design standards.
