A lawyer says a District Court ruling could set a precedent for hundreds of people with PTSD. The ruling directs ACC to cover the medical costs of a Christchurch builder who volunteered in the earthquake rescue effort, but was later hit with PTSD.
Recently developed performance-based earthquake engineering framework, such as one provided by PEER (Deierlein et al. 2003), assist in the quantification in terms of performance such as casualty, monetary losses and downtime. This opens up the opportunity to identify cost-effective retrofit/rehabilitation strategies by comparing upfront costs associated with retrofit with the repair costs that can be expected over time. This loss assessment can be strengthened by learning from recent earthquakes, such as the 2010 Canterbury and 2016 Kaikoura earthquakes. In order to investigate which types of retrofit/rehabilitation strategies may be most cost-effective, a case study building was chosen for this research. The Pacific Tower, a 22-storey EBF apartment located within the Christchurch central business district (CBD), was damaged and repaired during the 2010 Canterbury earthquake series. As such, by taking hazard levels accordingly (i.e. to correspond to the Christchurch CBD), modelling and analysing the structure, and considering the vulnerability and repair costs of its different components, it is possible to predict the expected losses of the aforementioned building. Using this information, cost-effective retrofit/rehabilitation strategy can be determined. This research found that more often than not, it would be beneficial to improve the performance of valuable non-structural components, such as partitions. Although it is true that improving such elements will increase the initial costs, over time, the benefits gained from reduced losses should be expected to overcome the initial costs. Aftershocks do increase the predicted losses of a building even in lower intensities due to the fact that non-structural components can get damaged at such low intensities. By comparing losses computed with and without consideration of aftershocks for a range of historical earthquakes, it was found that the ratio between losses due to main shock with aftershocks to the losses due to the main shock only tended to increase with increasing main shock magnitude. This may be due to the fact that larger magnitude earthquakes tend to generate larger magnitude aftershocks and as those aftershocks happen within a region around the main shock, they are more likely to cause intense shaking and additional damage. In addition to this observation, it was observed that the most significant component of loss of the case study building was the non-structural partition walls.

By closely examining the performance of a 22-storey steel framed building in Christchurch subject to various earthquakes over the past seven years, it is shown that a number of lessons can be learnt regarding the cost-effective consideration of non-structural elements. The first point in this work is that non-structural elements significantly affected the costs associated with repairing steel eccentrically braced frame (EBF) links. The decommissioning or rerouting of non-structural elements in the vicinity of damaged links in the case study building attributed to approximately half the total cost of their repair. Such costs could be significantly reduced if the original positioning of non-structural elements took account of the potential need to repair the EBF links. The second point highlighted is the role that pre-cast cladding apparently played on the distribution and type of damage in the building. Loss estimates obtained following the FEMA P-58 framework vary considerably when cladding is or isnt modelled, both because of changes to drift demands up the height of the building and because certain types of subsequent damage are likely to be cheaper to repair than others. Finally, costly repairs to non-structural partition walls were required not only after the moment magnitude 7.1 earthquake in 2010 but also in multiple aftershocks in the years that followed. Repair costs associated with aftershock events exceeded those from the main event, emphasizing the need to consider aftershocks within modern performance-based earthquake engineering and also the opportunity that exists to make more cost-effective repair strategies following damaging earthquakes.

This report assesses issues and options for preparing an earthquake hazard and risk assessment programme for Canterbury. It outlines investigation options and associated costs in order to better understand Canterbury's earthquake hazard and risk. Although earthquake hazard and risk information needs and investigation priorities within Canterbury have changed over the past 15 years, the majority of the report’s recommended components have been undertaken to some degree either by Environment Canterbury or other organisations. This study analyses the Earthquake Commission’s (EQC) insurance claims database to investigate the influence of seismic intensity and property damage resulting from the Canterbury Earthquake Sequence (CES) on the repair costs and claim settlement duration for residential buildings. Firstly, the ratio of building repair cost to its replacement cost was expressed as a Building Loss Ratio (BLR), which was further extended to Regional Loss Ratio (RLR) for greater Christchurch by multiplying the average of all building loss ratios with the proportion of building stock that lodged an insurance claim. Secondly, the total time required to settle the claim and the time taken to complete each phase of the claim settlement process were obtained. Based on the database, the regional loss ratio for greater Christchurch for three events producing shakings of intensities 6, 7, and 8 on the modified Mercalli intensity scale were 0.013, 0.066, and 0.171, respectively. Furthermore, small (less than NZD15,000), medium (between NZD15,000 and NZD100,000), and large (more than NZD100,000) claims took 0.35-0.55, 1.95-2.45, and 3.35-3.85 years to settle regardless of the building’s construction period and earthquake intensities. The number of claims was also disaggregated by various building characteristics to evaluate their relative contribution to the damage and repair costs.

The Canterbury earthquake sequence in New Zealand’s South Island induced widespread liquefaction phenomena across the Christchurch urban area on four occasions (4 Sept 2010; 22 Feb; 13 June; 23 Dec 2011), that resulted in widespread ejection of silt and fine sand. This impacted transport networks as well as infiltrated and contaminated the damaged storm water system, making rapid clean-up an immediate post-earthquake priority. In some places the ejecta was contaminated by raw sewage and was readily remobilised in dry windy conditions, creating a long-term health risk to the population. Thousands of residential properties were inundated with liquefaction ejecta, however residents typically lacked the capacity (time or resources) to clean-up without external assistance. The liquefaction silt clean-up response was co-ordinated by the Christchurch City Council and executed by a network of contractors and volunteer groups, including the ‘Farmy-Army’ and the ‘Student-Army’. The duration of clean-up time of residential properties and the road network was approximately 2 months for each of the 3 main liquefaction inducing earthquakes; despite each event producing different volumes of ejecta. Preliminary cost estimates indicate total clean-up costs will be over NZ$25 million. Over 500,000 tonnes of ejecta has been stockpiled at Burwood landfill since the beginning of the Canterbury earthquakes sequence. The liquefaction clean-up experience in Christchurch following the 2010-2011 earthquake sequence has emerged as a valuable case study to support further analysis and research on the coordination, management and costs of large volume deposition of fine grained sediment in urban areas.
Mr Wayne Tobeck, Director of Southrim Group (SRG), sponsored this 2013 MEM Project titled; A Technical and Economic Feasibility Study for the Integration of GSHP Technology in the Christchurch Rebuild. Following the recent Christchurch earthquakes, a significant amount of land has become too unstable to support traditional building foundations. This creates an opportunity to implement new and unique foundation designs previously unconsidered due to high costs compared to traditional methods. One such design proposes that an Injection Micro-Piling technique could be used. This can also be coupled with HVAC technology to create a Ground Source Heat Pump (GSHP) arrangement in both new buildings and as retrofits for building requiring foundation repair. The purpose of this study was to complete a feasibility study on the merits of SRG pursuing this proposed product. A significant market for such a product was found to exist, while the product was also found to be technically and legally feasible. However, the proposed product was found to not be economically feasible with respect to Air Source Heat Pumps due to the significantly higher capital and installation costs required. Further analysis suggests GSHPs may become more economically attractive in operating temperatures lower than -9oC, though the existence of markets with this climate in NZ has not been studied. It is therefore suggested that SRG do not proceed with plans to develop a GSHP coupled foundation solution for the Christchurch rebuild.

In the wake of the 2010/2011 earthquakes sprawl increased further, relocating large suburban areas yet further away from the city centre. This has caused a greater reliance on cars, and a slower revival to the city. Historically there is an aversion to higher density living. Perceived desirability is a large factor. The medium to high density solutions produced thus far have little regard for the concept of "home", with the use of substandard materials, and monotonous and repetitive design, and essentially falling short of addressing the needs of New Zealand's increasing population. The Canterbury earthquakes of 2010 and 2011 have shone the spotlight on a number of tax issues. These issues, and in particular lessons learned from them, will be relevant for revenue authorities, policymakers and taxpayers alike in the broader context of natural disasters. Issues considered by this paper include the tax treatment of insurance monies. For example, building owners will receive pay-outs for destroyed assets and buildings which have been depreciated. Where the insurance payment is more than the adjusted tax value, there will be a taxable "gain on sale" (or depreciation recovery income). If the building owner uses those insurance proceeds to purchase a replacement asset, legislative amendments specifically enacted following the earthquakes provide that rollover relief of the depreciation recovery income is available. The tax treatment of expenditure to seismically strengthen a building is another significant issue faced by building owners. Case law has determined that this expenditure will usually be capital expenditure. In the past such costs could be capitalised to the building and depreciated accordingly. However, since the 2011-2012 income year owners have been prohibited from claiming depreciation on buildings and therefore currently no deduction is available for such strengthening expenditure (whether immediate or deferred). This has significant potential implications for landlords throughout New Zealand facing significant seismic retrofit costs. Incentives, or some form of financial support, whether delivered through the tax system or some other mechanism may be required. International Financial Reporting Standards (IFRS) require insurance proceeds, including reimbursement for expenditure of a capital nature, be reported as income while expenditure itself is not recorded as a current period expense. This has the effect of overstating current income and creating a larger variation between reported income for accounting and taxation purposes. Businesses have obligations to maintain certain business records for tax purposes. Reconstructing records destroyed by a natural disaster depends on how the information was originally stored. The earthquakes have demonstrated the benefits of ‘off-site’ (outside Canterbury) storage, in particular electronic storage. This paper considers these issues and the Inland Revenue Department (Inland Revenue) Standard Practice Statement which deals with inter alia retention of business records in electronic format and offshore record storage. Employer provided accommodation is treated as income to the benefitting employee. A recent amendment to the Income Tax Act 2007 retrospectively provides that certain employer provided accommodation is exempt from tax. The time aspect of these rules is extended where the employee is involved in the Canterbury rebuild and comes from outside the region.
A Christchurch couple locked in an ongoing legal battle with state-owned quake insurer Southern Response says it is sobering for a Court of Appeal decision to go their way, one decade on from the harrowing earthquakes. An earlier High Court decision found Southern Response guilty of misleading and deceptive behaviour when it short-changed Karl and Alison Dodds tens of thousands of dollars after their quake damaged house was written off. The Dodds say they were tricked into accepting a lower offer from Southern Response only to later discover the insurer had kept secret from them a second higher estimate to rebuild their damaged house, a so-called second secret detailed repair and rebuild analysis (DRA). The High Court ordered Southern Response to pay the Dodds almost $180,000 in damages, plus costs. But the government appealed the decision, saying it needed clarity, because of the thousands of similar cases it could be liable for. The Court of Appeal reduced the damages Southern Response has to pay $10,656.44 due to an earlier error in calculations. The Minister responsible Grant Robertson has declined to be interviewed. Southern Response also declined to be interviewed. Neither have ruled out appealing the decision in the Supreme Court.
War and natural disasters share many features including great loss of life, traumatised populations and haunting memories. The Christchurch earthquakes were the third most costly event of 2011 with total costs of up to $NZ30 billion. Many homes, communities, families and an established way of life have gone for ever. The paper comes from the Women’s Voices project that documents women’s narratives of earthquake trauma and loss and examines their profiles of emotional expression associated with coping. For these women in Christchurch, solace is not about talking experiences of suffering but by doing practical things that inform and are shaped by existing personal narratives. As they relayed this common arc, they also entered into national (and gendered) narrative themes of being practical, stoic, independent and resourceful in the face of tragedy and loss and so embody communal aspects of coping with loss and grief particular to the New Zealand even ‘the South Island settler’ identity narrative. These narratives suggest it useful to rethink key concepts that inform our understanding of coping with disaster and loss.
‘Housing affordability’ has been a term used to refer to a problem that arises when the costs of housing are seen as being unreasonably high in relation to incomes. In the United Kingdom and Australia the local town planning systems have been used to address housing affordability issues. This response in countries that share New Zealand’s town and country planning history raised the question for this research of the local government response to housing affordability issues in the city of Christchurch, New Zealand. This research was undertaken during the fifth year after the 2010/2011 Canterbury earthquake series. Research conducted by the Centre for Housing Research Aotearoa New Zealand and the New Zealand Productivity Commission present quite different pictures of the housing affordability problem, suggest different solutions and indicate different roles for levels of government, the community housing sector and the housing market. The research undertaken for this dissertation aimed to address the question of the role of the state, through the lense of a local response to housing affordability issues, in the context of a central government response focused on land supply and reforming the Resource Management Act 1991.
Based on the recent developments on alternative jointed ductile dry connections for concrete multistorey buildings, the paper aims to extend and propose similar innovative seismic connections for laminated veneer lumber (LVL) timber buildings. The dry connections herein proposed are characterised by a sort of rocking occurring at the section interface of the structural elements when an earthquake occurs; unbonded post-tensioned techniques and dissipative devices respectively provide self-centring and dissipation capacities. The paper illustrates some experimental investigations of an extensive campaign, still undergoing at the University of Canterbury Christchurch, NZ) are herein presented and critically discussed. In particular, results of cyclic quasi-static testing on exterior beam-column subassemblies and wall-to-foundation systems are herein presented; preliminary results of pseudo-dynamic testing on wall-to-foundation specimens are also illustrated. The research investigations confirmed the enhanced seismic performance of these systems/connections; three key aspects , as the no-damageability in the structural elements, typical “flag-shape” cyclic behaviour (with self-centring and dissipation capacity), negligible residual deformations, i.e. limited costs of repair, joined with low mass, flexibility of design and rapidity of construction LVL timber, all create the potential for an increased use in low-rise multistorey buildings.
Low Damage Seismic Design (LDSD) guidance material being developed by Engineering NZ is considering a design drift limit for multi-storey buildings of 0.5% at a new damage control limit state (DCLS). The impact of this new design requirement on the expected annual loss due to repair costs is investigated for a four-storey office building with reinforced concrete walls located in Christchurch. The LDSD guidance material aims to reduce the expected annual loss of complying buildings to below 0.1% of building replacement cost. The research tested this expectation. Losses were estimated in accordance with FEMA P58, using building responses from non-linear time history analyses (performed with OpenSees using lumped plasticity models). The equivalent static method, in line with NZS 1170.5 and NZS 3101, was used to design the building to LDSD specifications, representing a future state-of-practice design. The building designed to low-damage specification returned an expected annual loss of 0.10%, and the building designed conventionally returned an expected annual loss of 0.13%. Limitations with the NZS 3101 method for determining wall stiffness were identified, and a different method acknowledging the relationship between strength and stiffness was used to redesign the building. Along with improving this design assumption, the study finds that LDSD design criteria could be an effective way of limiting damage and losses.
Throughout 2010 and 2011, the city of Christchurch, New Zealand, suffered a series of devastating earthquakes that caused serious damage to the city. This study examines the effect these earthquakes have had on the sport of swimming in Christchurch. It specifically focuses on three different aspects of the swimming industry: indoor competitive swimming, open water swimming and learning to swim. It reports on the industry prior to the earthquakes before examining the developments subsequent to the shakes. The effects on both facilities and participation numbers were examined. Results showed that many indoor swimming facilities were lost which had significant flow-on effects. In addition, many beaches were out of bounds and almost half of the schools in Canterbury lost the use of their own swimming pools. In terms of participation numbers, results showed that while there was a decrease in the number of indoor competitive swimmers, Canterbury clubs were still highly competitive and their rankings at events either remained similar or bettered during and after the period of the earthquakes. On the other hand, an increase in the number of participants was seen in swimming lessons as temporary pools were constructed and subsidies were offered to cover transport and lesson costs. Open water swimming, however, seems to have been relatively unaffected by the earthquakes.This report was made possible through Lincoln University’s Summer Scholarship programme. Peri-urban environments are critical to the connections between urban and rural ecosystems and their respective communities. Lowland floodplains are important examples that are attractive for urbanisation and often associated with the loss of rural lands and resources. In Christchurch, New Zealand, damage from major earthquakes led to the large-scale abandonment of urban residential properties in former floodplain areas creating a rare opportunity to re-imagine the future of these lands. This has posed a unique governance challenge involving the reassessment of land-use options and a renewed focus on disaster risk and climate change adaptation. Urban-rural tensions have emerged through decisions on relocating residential development, alternative proposals for land uses, and an unprecedented opportunity for redress of degraded traditional values for indigenous (Māori) people. Immediately following the earthquakes, existing statutory arrangements applied to many recovery needs and identified institutional responsibilities. Bespoke legislation was also created to address the scale of impacts. Characteristics of the approach have included attention to information acquisition, iterative assessment of land - use options, and a wide variety of opportunities for community participation. Challenges have included a protracted decision-making process with accompanying transaction costs, and a high requirement for coordination. The case typifies the challenges of achieving ecosystem governance where both urban and rural stakeholders have strong desires and an opportunity to exert influence.
