The Canterbury earthquakes have generated economic demand and supply volatility, highlighting geographical and structural interdependencies. Post-earthquake reconstruction and new developments have seen skills training, relocation, recruitment and importation of skills becoming crucial for construction companies to meet demand and compete effectively. This report presents 15 case studies from a range of organisations involved in the Canterbury rebuild, exploring the business dynamics and outcomes of their resourcing initiatives. A key finding of this research is that, for many construction organisations, resourcing initiatives have become part of their organisational longer-term development strategies, rather than simply a response to ‘supply and demand’ pressures. Organisations are not relying on any single resourcing solution to drive their growth but use a combination of initiatives to create lasting business benefits, such as cost savings, improved brand and reputation, a stable and productive workforce, enhanced efficiency and staff morale, as well as improved skill levels.

Christchurch's historic Theatre Royal will reopen for business in November, with bookings about to open for the first show, the Royal New Zealand Ballet season of "A Christmas Carol" The 106-year old theatre has been closed for almost four years because of earthquake damage in the 2010 and 2011 earthquakes. The $40million rebuild and restoration project will be completed over the next five months and on 17 November 2014, the 'Grand Old Lady' of New Zealand theatre will reopen her doors for performances. This paper presents the preliminary findings of a study on the resilience and recovery of organisations following the Darfield earthquake in New Zealand on 4 September 2010. Sampling included organisations proximal and distal to the fault trace, organisations located within central business districts, and organisations from seven diverse industry sectors. The research captured information on the challenges to, the impacts on, and the reflections of the organisations in the first months of recovery. Organisations in central business districts and in the hospitality sector were most likely to close while organisations that had perishable stock and livestock were more heavily reliant on critical services. Staff well-being, cash flow, and customer loss were major concerns for organisations across all sectors. For all organisations, the most helpful factors in mitigating the effects of the earthquake to be their relationship with staff, the design and type of buildings, and critical service continuity or swift reinstatement of services.

Recent earthquakes in New Zealand proved that a shift is necessary in the current design practice of structures to achieve better seismic performance. Following such events, the number of new buildings using innovative technical solutions (e.g. base isolation, controlled rocking systems, damping devices, etc.), has increased, especially in Christchurch. However, the application of these innovative technologies is often restricted to medium-high rise buildings due to the maximum benefit to cost ratio. In this context, to address this issue, a multi-disciplinary geo-structural-environmental engineering project funded by the Ministry of Business Innovation and Employment (MBIE) is being carried out at the University of Canterbury. The project aims at developing a foundation system which will improve the seismic performance of medium-density low-rise buildings. Such foundation is characterized by two main elements: 1) granulated tyre rubber mixed with gravelly soils to be placed beneath the structure, with the goal of damping part of the seismic energy before it reaches the superstructure; and 2) a basement raft made of steel-fibre rubberised concrete to enhance the flexibility of the foundation under differential displacement demand. In the first part of this paper, the overarching objectives, scope and methodology of the project will be briefly described. Then, preliminary findings on the materials characterization, i.e., the gravel-rubber mixtures and steel-fibre rubberised concrete mixes, will be presented and discussed with focus on the mechanical behaviour.
This paper provides a comparison between the strong ground motions observed in the Christchurch central business district in the 4 September 2010 Mw7.1 Darfield, and 22 February 2011 Mw6.3 Christchurch earthquakes with those observed in Tokyo during the 11 March 2011 Mw9.0 Tohoku earthquake. Despite Tokyo being located approximately 110km from the nearest part of the causative rupture, the ground motions observed from the Tohoku earthquake were strong enough to cause structural damage in Tokyo and also significant liquefaction to loose reclaimed soils in Tokyo bay. Comparisons include the strong motion time histories, response spectra, significant durations and arias intensity. The implications for large earthquakes in New Zealand are also briefly discussed.

The purpose of this study is to analyse the felt earthquake impacts, resilience and recovery of organizations in Canterbury by comparing three business sectors (accommodation/food services, Education/Training and Manufacturing). A survey of the three sectors in 2013 of Canterbury organizations impacted by the earthquakes revealed significant differences between the three sectors on felt earthquake impacts and resilience. On recovery and mitigation factors, the accommodation/food services sector is not significantly different from the other two sectors. Overall, the survey results presented here indicate that the Accommodation/Food Services sector was the least impacted by the earthquakes in comparison to the Education/Training and Manufacturing sectors. Implications for post-disaster management and recovery of the accommodation sector are suggested.

The 4 September, 22 February, and 13 June earthquakes experienced in Canterbury, New Zealand would have been significant events individually. Together they present a complex and unprecedented challenge for Canterbury and New Zealand. The repetitive and protracted nature of these events has caused widespread building and infrastructure damage, strained organisations’ financial and human resources and challenged insurer and investor confidence. The impact of the earthquakes was even more damaging coming in the wake of the worst worldwide recession since the great depression of the 1930s. However, where there is disruption there is also opportunity. Businesses and other organisations will drive the physical, economic and social recovery of Canterbury, which will be a dynamic and long-term undertaking. Ongoing monitoring of the impacts, challenges and developments during the recovery is critical to maintaining momentum and making effective mid-course adjustments. This report provides a synthesis of research carried out by the Resilient Organisations (ResOrgs) Research Programme1 at the University of Canterbury and Recover Canterbury in collaboration with Opus Central Laboratories (part of Opus International Consultants). The report includes discussions on the general state of the economy as well as data from three surveys (two conducted by ResOrgs and one by Recover Canterbury) on business impacts of the earthquakes, population movements and related economic recovery issues. The performance of buildings in recent New Zealand earthquakes (Canterbury, Seddon and Kaikōura), delivered stark lessons on seismic resilience. Most of our buildings, with a few notable exceptions, performed as our Codes intended them to, that is, to safeguard people from injury. Many buildings only suffered minor structural damage but were unable to be reused and occupied for significant periods of time due to the damage and failure of non-structural elements. This resulted in substantial economic losses and major disruptions to our businesses and communities. Research has attributed the damage to poor overall design coordination, inadequate or lack of seismic restraints for non structural elements and insufficient clearances between building components to cater for the interaction of non structural elements under seismic actions. Investigations have found a clear connection between the poor performance of non-structural elements and the issues causing pain in the industry (procurement methods, risk aversion, the lack of clear understanding of design and inspection responsibility and the need for better alignment of the design codes to enable a consistent integrated design approach). The challenge to improve the seismic performance of non structural elements in New Zealand is a complex one that cuts across a diverse construction industry. Adopting the key steps as recommended in this paper is expected to have significant co-benefits to the New Zealand construction industry, with improvements in productivity alongside reductions in costs and waste, as the rework which plagues the industry decreases.

The M7.8 Kaikoura Earthquake in 2016 presented a number of challenges to science agencies and institutions throughout New Zealand. The earthquake was complex, with 21 faults rupturing throughout the North Canterbury and Marlborough landscape, generating a localised seven metre tsunami and triggering thousands of landslides. With many areas isolated as a result, it presented science teams with logistical challenges as well as the need to coordinate efforts across institutional and disciplinary boundaries. Many research disciplines, from engineering and geophysics to social science, were heavily involved in the response. Coordinating these disciplines and institutions required significant effort to assist New Zealand during its most complex earthquake yet recorded. This paper explores that effort and acknowledges the successes and lessons learned by the teams involved.

On 22 February 2011,a magnitude Mw 6.3 earthquake occurred with an epicenter located near Lyttelton at about 10km from Christchurch in Canterbury region on the South Island of New Zealand (Figure 1). Since this earthquake occurred in the midst of the aftershock activity which had continued since the 4 September 2010 Darfield Earthquake occurrence, it was considered to be an aftershock of the initial earthquake. Because of the short distance to the city and the shallower depth of the epicenter, this earthquake caused more significant damage to pipelines, traffic facilities, residential houses/properties and multi-story buildings in the central business district than the September 2010 Darfield Earthquake in spite of its smaller earthquake magnitude. Unfortunately, this earthquake resulted in significant number of casualties due to the collapse of multi-story buildings and unreinforced masonry structures in the city center of Christchurch. As of 4 April, 172 casualties were reported and the final death toll is expected to be 181. While it is extremely regrettable that Christchurch suffered a terrible number of victims, civil and geotechnical engineers have this hard-to-find opportunity to learn the response of real ground from two gigantic earthquakes which occurred in less than six months from each other. From geotechnical engineering point of view, it is interesting to discuss the widespread liquefaction in natural sediments, repeated liquefaction within short period and further damage to earth structures which have been damaged in the previous earthquake. Following the earthquake, an intensive geotechnical reconnaissance was conducted to capture evidence and perishable data from this event. Rocket Lab's Electron rocket launch today on the Mahia Peninsula has been scrubbed again, sadly. A power fault this time. Kaikoura residents and businesses are celebrating the re-opening of State Highway 1 north following a year of earthquake repairs. The coastal highway link between Picton and Christchurch was badly damaged during the November 2016 quake but will now re-open during the day from 7am. We aslk her what careers she is considering now and what it was like to study to very different courses. The families of those who died in the CTV building collapse in Christchurch's 2011 earthquake say they will continue to fight for justice. Police announced earlier this month they won't be prosecuting the engineers of the building after a three-year long investigation. The families met with police to ask and why say they aren't convinced all has been done. We ask panellist, barrister Jonathan Krebs, if other charges could and should be laid.

The 14 November 2016 Kaikōura earthquake had major impacts on New Zealand's transport system. Road, rail and port infrastructure was damaged, creating substantial disruption for transport operators, residents, tourists, and business owners in the Canterbury, Marlborough and Wellington regions, with knock-on consequences elsewhere. During both the response and recovery phases, a large amount of information and data relating to the transport system was generated, managed, analysed, and exchanged within and between organisations to assist decision making. To improve information and data exchanges and related decision making in the transport sector during future events and guide new resilience strategies, we present key findings from a recent post-earthquake assessment. The research involved 35 different stakeholder groups and was conducted for the Ministry of Transport. We consider what transport information was available, its usefulness, where it was sourced from, mechanisms for data transfer between organisations, and suggested approaches for continued monitoring.

Smart cities utilise new and innovative technology to improve the function of the city for governments, citizens and businesses. This thesis offers an in-depth discussion on the concept of the smart city and sets the context of smart cities internationally. It also examines how to improve a smart city through public engagement, as well as, how to implement participatory research in a smart city project to improve the level of engagement of citizens in the planning and implementation of smart projects. This thesis shows how to incentivise behaviour change with smart city technology and projects, through increasing participation in the planning and implementation of smart technology in a city. Meaningful data is created through this process of participation for citizens in the city, by engaging the citizens in the creation of the data, therefore the information created through a smart city project is created by and for the citizens themselves. To improve engagement, a city must understand its specific context and its residents. Using Christchurch, New Zealand, and the Christchurch City Council (CCC) Smart City Project as a case study, this research engages CCC stakeholders in the Smart City Project through a series of interviews, and citizens in Christchurch through a survey and focus groups. A thorough literature review has been conducted, to illuminate the different definitions of the smart city in academia, business and governments respectively, and how these definitions vary from one another. It provides details of a carefully selected set of relevant smart cities internationally and will discuss how the Christchurch Earthquake Sequence of 2010 and 2011 has affected the CCC Smart City Project. The research process, alongside the literature review, shows diverse groups of citizens in the city should be acknowledged in this process. The concept of the smart city is redefined to incorporate the context of Christchurch, its citizens and communities. Community perceptions of smart cities in Christchurch consider the post-disaster environment and this event and subsequent rebuild process should be a focus of the smart city project. The research identified that the CCC needs to focus on participatory approaches in the planning and implementation of smart projects, and community organisations in Christchurch offer an opportunity to understand community perspectives on new smart technology and that projects internationally should consider how the context of the city will affect the participation of its residents. This project offers ideas to influence the behaviour change of citizens through a smart city project. Further research should consider other stakeholders, for instance, innovation and technology-focused business in the city, and to fully engage citizens, future research must continue the process of participatory engagement, and target diverse groups in the city, including but not limited to minority groups, older and younger generations, and those with physical and mental disabilities.

Disasters are rare events with major consequences; yet comparatively little is known about managing employee needs in disaster situations. Based on case studies of four organisations following the devastating earthquakes of 2010 - 2011 in Christchurch, New Zealand, this paper presents a framework using redefined notions of employee needs and expectations, and charting the ways in which these influence organisational recovery and performance. Analysis of in-depth interview data from 47 respondents in four organisations highlighted the evolving nature of employee needs and the crucial role of middle management leadership in mitigating the effects of disasters. The findings have counterintuitive implications for human resource functions in a disaster, suggesting that organisational justice forms a central framework for managing organisational responses to support and engage employees for promoting business recovery.
