Paul Millar, associate professor at Canterbury University, is concerned that future generations won't have access to the full picture of the Canterbury earthquakes, so he got the CEISMIC Project under way. The project is an archive of earthquake-related digital material and includes resources from the National Library, the Ministry for Culture and Heritage, the Canterbury Earthquake Recovery Authority, Christchurch City Libraries, Te Papa, NZ On Screen, the Canterbury Museum and the Ngai Tahu Research Centre. Paul says the aim is to document the impact of the disaster and the process of recovery, and make all that material available for free.

Research in the governance of urban tourist spaces is characterized by a lack of argumentative inquiry and scant use of critical theory. This is evident, particularly, in the study of tourism and post-disaster urban recovery, with very few contributions assessing the phenomenon from a social theory perspective. This thesis examines the complex phenomenon of planning and governance for urban tourism spaces in contexts facing physical recovery from natural disasters. It does so by looking at the governance dynamics and the mechanism of decision- making put in place before and after triggering events like earthquakes and tsunamis. This thesis provides evidence from Christchurch, New Zealand, by focusing on the policies and strategies for the regeneration of the city centre put in place before and after the disruptive earthquakes of 2010 and 2011. The thesis looks at power relations, structures and ideologies through a Lukesian appraisal of pre-and-post disaster governance from two relevant urban tourist spaces located in the Christchurch central city area: the Arts Centre of Christchurch and the Town Hall and Performing Arts Precinct. The research strategy adopted for the study combined archival research, interviews with key stakeholders and fieldwork notes over a period of two years. The research deployed a comparative case study methodology that focuses on projects taking place within a spatially defined area of the city centre where special legislation was enacted as result of the earthquakes. The findings from the interviews and their triangulation with documents retrieved from national and local authorities suggest that the earthquakes affected the engagement among stakeholders and the mechanisms of decision-making. Also, the findings show patterns of disaster capitalism in post-earthquake governance for urban tourist spaces in the Christchurch CBD, with episodes of exclusion, lobbying and amendment of rules and legislation that directly benefited the interests of a narrow group of privileged stakeholders. Overall, the study shows that the earthquakes of 2010 and 2011 accelerated neoliberal practices of site development in Christchurch, with the seismic events used as a pretext to implement market-oriented site projects in the CBD area.

On 22 February 2011, Canterbury and its largest city Christchurch experienced its second major earthquake within six months. The region is facing major economic and organisational challenges in the aftermath of these events. Approximately 25% of all buildings in the Christchurch CBD have been “red tagged” or deemed unsafe to enter. The New Zealand Treasury estimates that the combined cost of the February earthquake and the September earthquake is approximately NZ$15 billion[2]. This paper examines the national and regional economic climate prior to the event, discusses the immediate economic implications of this event, and the challenges and opportunities faced by organisations affected by this event. In order to facilitate recovery of the Christchurch area, organisations must adjust to a new norm; finding ways not only to continue functioning, but to grow in the months and years following these earthquakes. Some organisations relocated within days to areas that have been less affected by the earthquakes. Others are taking advantage of government subsidised aid packages to help retain their employees until they can make long-term decisions about the future of their organisation. This paper is framed as a “report from the field” in order to provide insight into the early recovery scenario as it applies to organisations affected by the February 2011 earthquake. It is intended both to inform and facilitate discussion about how organisations can and should pursue recovery in Canterbury, and how organisations can become more resilient in the face of the next crisis.

It could be up to 18 months before 660 Christchurch homeowners know who will pay for earthquake damage repairs with a $1 billion price tag. The bill to fix houses in Christchurch that weren't repaired properly the first time round, or have suffered more damage in aftershocks, is climbing - and the government can't say who's liable. The problem is the homes have new owners who can't claim on theri insurance because the damage pre-dates them owning the home. Earlier Greater Christchurch Regeneration Minister Megan Woods told us the previous National government put no plan in place, and the current government is being left to pick up the pieces. Former Christchurch earthquake recovery minister Gerry Brownlee disputes the issue.

The University of Canterbury CEISMIC Canterbury Earthquake Digital Archive draws on the example of the Centre for History and New Media’s (CHNM) September 11 Archive, which was used to collect digital artefacts after the bombing of the World Trade Centre buildings in 2001, but has gone significantly further than this project in its development as a federated digital archive. The new University of Canterbury Digital Humanities Programme – initiated to build the archive – has gathered together a Consortium of major national organizations to contribute content to a federated archive based on principles of openness and collaboration derived directly from the international digital humanities community.

Refers to the controversy over the decision to demolish the Christchurch Cathedral which was severely damaged in the earthquakes of 2010 and 2011. The Anglican Bishop of Christchurch Victoria Mathews says the decision to demolish the cathedral was reached through prayer, great deliberation and with the utmost concern for safety. The Bishop says a number of options were considered before deciding to bring the walls down but the turning point was 23 December 2011, when a series of strong quakes rocked the city. At that stage the Canterbury Earthquake Authority approached the church. "CERA told us that our plans for making safe and retrieving, and then stepping back and making further decisions were no longer adequate." Christchurch City council announced their support on Twitter this afternoon (17 May 2012) - tweeting an endorsement to an immediate pause on demolition of the Cathedral to enable deeper and more open consideration of options. Refers to the government's earthquake response legislation and the Rugby World Cup 2011 (Empowering) Bill. 26 experts in constitutional law from all six of the country's law faculties have penned a letter condemning the Government's earthquake response legislation. No sooner was their work in the public eye than the similarly flawed Rugby World Cup 2011 (Empowering) Bill was reported back from a select committee, with a recommendation that it pass. It also goes far beyond what is required to get things done. In bypassing the normal consent process, the bill says the authority does not have to hold hearings on applications and that its decisions can be challenged in the High Court only on points of law. Effectively, the legislation asks New Zealanders to accept that the Rugby World Cup Minister knows best. It is he who knows how the event must be run. Precisely the same attitude pervades the Canterbury Earthquake Response and Recovery Act. This hands individual Government ministers the power to change almost every law, thereby handing Parliament's normal law-making role to the Executive. Post-earthquake cordons have been used after seismic events around the world. However, there is limited understanding of cordons and how contextual information of place such as geography, socio-cultural characteristics, economy, institutional and governance structure etc. affect decisions, operational procedures as well as spatial and temporal attributes of cordon establishment. This research aims to fill that gap through a qualitative comparative case study of two cities: Christchurch, New Zealand (Mw 6.2 earthquake, February 2011) and L’Aquila, Italy (Mw 6.3 earthquake, 2009). Both cities suffered comprehensive damage to its city centre and had cordons established for extended period. Data collection was done through purposive and snowball sampling methods whereby 23 key informants were interviewed in total. The interviewee varied in their roles and responsibilities i.e. council members, emergency managers, politicians, business/insurance representatives etc. We found that cordons were established to ensure safety of people and to maintain security of place in both the sites. In both cities, the extended cordon was met with resistance and protests. The extent and duration of establishment of cordon was affected by recovery approach taken in the two cities i.e. in Christchurch demolition was widely done to support recovery allowing for faster removal of cordons where as in L’Aquila, due to its historical importance, the approach to recovery was based on saving all the buildings which extended the duration of cordon. Thus, cordons are affected by site specific needs. It should be removed as soon as practicable which could be made easier with preplanning of cordons.

We aim to investigate the role of insurance in business recovery following the devastating Christchurch earthquake in February, 22nd, 2011. We analyze data from two business surveys conducted after the earthquake to examine how insurance affected business operation in the aftermath of the earthquake both in the short-term and longer-term. For the short-term analysis, we use a combination of propensity score matching (PSM) and linear probability model (LPM) to analyze the data. We first estimate the propensity scores for insurance take-up of each firm conditional on the firm’s individual characteristics. Stratification based on the estimated propensity scores is used to match the treated (insured) and the control (uninsured) firms. We then estimate the probability of firms’ continuing operations with a set of control variables to account for the level of damage and disruption caused by the quake in each stratum. We find little evidence of any beneficial effect of insurance coverage on business continuity in the short-run. For the longer-term analysis, we analyze the available survey data using logistic regression. The result suggests that business interruption insurance significantly promotes increased level of long-term productivity for surviving firms following the earthquake.

The role of belonging in post-disaster environments remains an under-theorised concept, particularly regarding refugee populations. This paper presents a qualitative study with 101 refugee-background participants from varying communities living in Christchurch, New Zealand, about their perspectives and responses to the Canterbury earthquakes of 2010–11. Participants spoke of how a sense of belonging as individuals and as a wider community was important in the recovery effort, and highlighted the multiple ways in which they understood this concept. Their comments demonstrate how belonging can have contextual, chronological and gendered dimensions that can help inform effective and resonant disaster responses with culturally and linguistically diverse populations. This analysis also illustrates how the participants' perspectives of belonging shifted over time, and discusses the corresponding role of social work in supporting post-disaster recovery through the concepts of civic, ethno and ethnic-based belonging.
